WHITE BEAR LAKE — The game clock is ticking at The Village Inn and Stadium Sports Bar. By year’s end, the restaurant and ballfield will be gone, replaced by a 243-unit apartment complex.

This shouldn’t come as a surprise. Three years ago, real estate developer Schafer Richardson began phase one construction of a two-phase apartment project on County Road E. Now it’s time to start the process for the second phase. Stadium owners have been leasing the site from the developer since 2018.

The city has few parcels that would accommodate a large-scale apartment building. One of those parcels was the corner of Linden Avenue and County Road E, now a 192-unit building called The Barnum. A second parcel is the almost 6-acre site on the corner of E and Hoffman Road, the longtime home of the popular

Gift helps soldier return home for sister’s funeral

With help from the Ben Jackson Foundation, White Bear Lake native Angela Hall is coming home for her sister Hanna’s funeral.

Angela lost her sister Hanna last year on May 25, 2021, from an accidental fentanyl overdose. Angela is a senior airman in the U.S. Air Force and stationed at Langley Air Force Base in Virginia.

“We did not have a proper burial for Hanna when she died, and Angela flew back to Virginia,” said Angela’s mother, Susan. “As a family, we decided to have her burial a year later on Friday, June 3, 2022.”

Susan said flights home can cost $400 to $500. “This is almost what Angela makes in a month, so it can be very difficult to get home,” she said.

“The Ben Jackson Foundation knows firsthand how difficult it is. They had a son stationed overseas and he asked if his parents could help him out with

some money for his flight. Little did they know that this was the last time they would see their son alive.”

The Ben Jackson Foundation was established to help young military service members go home to visit their friends and family with a Ticket Home Award.

According to the Ben Jackson Foundation’s website, the Ticket Home Award helps new military members pay travel expenses for a visit home after arriving at their first permanent duty station. Typically, a Ticket Home Award is worth $500 if a soldier is coming home from somewhere in the U.S., and up to $1,000 if they are returning home from an overseas base.

The foundation reviews applications and give Ticket Home Awards monthly.

The number of awards given depends on fundraising.

Angela applied online for a Ticket Home Award in March. Her application was accepted, and she received $500 for travel expenses.

“What a great surprise it was for

her to receive this award,” Susan said.

“It allows Angela to come home for Hanna’s funeral.”

“This opportunity was given to me at the right time,” Angela said. “Just being surrounded by my family means everything to me during this time.”

Angela enlisted in the Air Force in 2020, a year after her father passed away from a terminal illness.

“I was still in college when my dad passed away,” Angela said. “My life got put on hold, and I didn’t have a set future plan. It was a time in my life where I was grieving, and throughout that process, I thought my dad would be proud of me if I joined the Air Force.”

She continued, “I was intrigued by serving my country and I want to further my education without going into more debt.”

America’s first Hmong anchorman returns to alma mater

Good Morning Iowa's Chenue Her is lending a hand to the Mahtomedi Area Educational Foundation (MAEF). The Mahtomedi alumnus has become a bit of a Midwest celebrity after becoming the nation’s first male Hmong American TV anchor.

“It’s good to show Mahtomedi what I’ve been able to do with my career, and for a lot of it, Mahtomedi laid the groundwork for it,” said Her. Legacy Night had a strong in-person comeback after two years due to the pandemic.

MAEF Board Trustee and Legacy Night Chairperson Kate Krampe explained that the night was all about coming together as a community.

“Our general theme is collaborating with each other and coming together and helping students get connected so they can perform better,” said Krampe.

The money raised via Legacy

Night’s silent auction will go toward classroom materials, scholarships and leadership training for teachers.

According to Krampe, Her was selected to emcee because MAEF’s Executive Director Suzanne Anderson had been following Her on Twitter and following his career journey from his start as a Mahtomedi grad to morning show TV anchor.

Her remembers the first journalism class he ever took at Mahtomedi, where he did a project about Watergate. From there, Her’s intrigue to uncover and tell stories began.

“I’ve always been curious about TV journalism and journalism in general, but I think that class really planted the seed,” said Her. Her was encouraged to invite a favorite teacher of his to Legacy Night, so he chose his English teacher, John Taylor, as a special guest.

“I wanted to bring him to just honor him at the event. But you know, just to show people

at Legacy Night just now much the teachers I grew up around did for me,” said Her. Taylor taught Her that people come from all walks of life, something that Her has especially seen in his career. He remembers his teacher excelling at meeting students where they were at and having honest conversations with them.

Those lessons have helped Her in his career, he noted, as he meets new folks and tells their stories.

For those who attended Legacy Night, Her hopes that they take away the idea that any student from Mahtomedi can go on to do good things, all of which starts in the classroom.

“I think our teachers deserve so much love and respect and recognition, you know, with all they’ve had to deal with throughout the pandemic as well,” said Her. “I wanted people to see Mr. Taylor and see that there are all these people who have made such a difference in the lives of their students.”

With the support of his Mahtomedi teachers, Her has been able to support and bring awareness to Asian Americans and Pacific Islander (AAPI) communities throughout his time working in different cities.

“I’ve always tried to highlight AAPI communities and, on top of that, just giving a voice and using my platform to uplift communities of color.

That’s something I will continue to do for the rest of my career,” said Her.

For many, seeing other Hmong journalists like Her on TV fills a gap in representation. For Her, the support to get him where he is today started with his teachers at Mahtomedi, and events like Legacy Night continue to encourage students to dream big.

Graduation season is here

T

his is the fi rst year of the past three that high school graduation activities, ceremonies and parties are proceeding as normal. Graduation season has special meaning for our family this year, as our daughter prepares to graduate from Mahtomedi High School next week.

It’s a busy time as we have watched her wrap up 12+ years of school, prepare for the ceremony, and look forward to the all-night senior party and friends’ graduation parties.

Graduation has become a months-long celebration with Publisher’s parties from May through July. It’s been fun to see the View announcements arriving at our house and learning of the Carter Johnson future plans these young adults have, many whom we have known since they were little kids. Our weekends through the month of June are completely booked. It’s an exciting time.

Being the parent of a graduating senior brings a lot of different emotions. I have pretty vivid memories of walking Abbey into the fi rst day of kindergarten at Osceola Elementary School. It was at a time she was refusing to wear socks and her teacher, Mrs. Traynor, made the transition easy by allowing her to wear flip flops. I find myself remembering and feeling nostalgic about things like her fi rst bike ride without training wheels; the daddy-daughter dances; the fi rst time she got up on water skis; our time together in the car when I dropped her off every morning at middle school; being on the sidelines as we watched her play (at various times) soccer, gymnastics, basketball, lacrosse, tennis and golf - and trying not to be the overbearing dad at the bottom of the ski hill at races. She has been my beekeeping helper. Family road trips to ski destinations out west are also particularly memorable.

Like all high school students, she has experienced trials and tribulations along the way. We are hopeful the lessons learned have better prepared her for the challenges of the future. Life is full of them.

I appreciate the teachers and fellow parents who have helped support and coach us through the various stages, twists and turns of raising children. Many of the friendships we have made through our kids will last long after graduation.

Graduation day seems to have come way too fast (though I admit there were some days it couldn’t come fast enough for all of us.) Shortly after the celebrations are over, Abbey will head off to college three states away. Like most new graduates, she is ready to move on to the next phase, though I’m guessing has some apprehension, too. Leaving home for the fi rst time is both exciting and a little scary. For us as parents, it’s bittersweet. We are happy for her yet sad to see her go. The realization has set in that with graduation, her childhood and time at home as we know it is coming to an end.

To all the families of graduating seniors, I hope you cherish these next several weeks with your graduate. To the graduates, I hope you take all you have learned and embrace the next steps to achieve your goals and dreams, whatever those may be. Hug your parents, have fun celebrating, and be safe.

Take advantage of opportunities to connect this summer

W

hen I was growing up in the White Bear Lake area, I liked to spend time outdoors and explore our community in the summer. I always enjoyed the community events my family attended. I’ve been able to participate in some of the same events as an adult, and they’ve been just as fun.

I wanted to take this chance to highlight some of the upcoming events in our Most Legislator area. of them are completely Lingo free, and Ami Wazlawik they’re great opportunities to connect with your neighbors and get to know other Minnesotans. I hope you and your loved ones are able to make it to some of these local events!

One of the fi rst community events this summer is the 46th annual Good Neighbor Days in Hugo, scheduled for June 10 through 12. This celebration

is moving to a new spot at Hanifl Fields, but all of the traditional activities will still be offered, including a carnival, craft fair, and live music. There will also be a parade at 11 a.m. on Saturday, June 11.

If you’re planning to bike with your children this summer, you should plan to attend the Kids’ Bike Rodeo on Saturday, June 11.

Families can get free bike tune-ups, helmet fittings, and information about bicycle safety at this event. It will take place from 1 to 3 p.m. at the White Bear Lake Public Works Facility.

Marketfest, one of my favorite community events, begins on Thursday, June 16.

This festival in downtown White Bear Lake takes place every Thursday from 6 to 9 p.m. and offers a variety of family-friendly activities, including live music, games, and arts and crafts.

The Manitou Days parade kicks off at 6:30 p.m. on Friday, June 17. It culminates with a dance at West Park/Memorial Beach in White Bear Lake.

Memorial Beach is also the

location for a Sandcastles and Creatures Building Contest, scheduled for Saturday, June 18. Registration starts at 10 a.m., and prizes will be awarded at noon. This contest is fun for both spectators and participants. It’s also a great activity for groups.

If you’d like to see work done by local artists and crafters, save the date for the second annual Manitou Art and Craft Fair. The White Bear Lake Senior Center is hosting this event on Friday, June 24 from 1 to 7 p.m. If you’re an artist and would like to showcase your work, you can register online until Wednesday, June 15.

These are just a few of the local events that will take place, so keep an eye out for other opportunities to connect throughout the summer. I hope to see you at some of these events!

BUSINESS BRIEF Vannelli’s on the Lake reopens further south

After closing its doors in October 2021, Vannelli’s on the Lake in Forest Lake has signed an agreement with Hugo American Legion Post 620 to operate both a restaurant and catering services out of the Legion’s kitchen.

Owner Ron Vannelli said plans are to be up and running to provide daily food service in early June. Initial hours of operation will be from 11 a.m. to 8 p.m. Tuesday through Saturday.

Sunday breakfast will also be offered.

Customers should expect a menu that is similar to what they saw on the Vannelli’s menu: pastas, sandwiches, burgers, salads and other dinner meal options, including fish and steak.

• Authorized construction of a fence around the water treatment plant.

In an effort to better secure the water plant at 2401 Orchard Lane, the city is building a new fence around its perimeter. City Engineer Paul Kauppi said the old fence was installed in 1979 and is in poor condition.

The 6-foot, black vinyl chainlink fence will be relocated to the property line, which means backyard fences encroaching on city property along Ebba Street must be moved. A gate will also be installed, operated by key card.

• Approved on-sale and Sunday liquor license transfer and gambling licenses for Manitou Grill & Event Center.

The establishment, located at 2171 Fourth St., will be under new ownership June 6.

Manitou Hospitality LLC partners Daniel Montpetit, Kevin Montpetit and Richard Elvin submitted the application for license transfer. The applicants have yet to submit a new lease with an authorized charitable gambling association.

• Authorized city manager to execute a water efficiency grant contract with Metropolitan Council.

The city received $23,000 of a $50,000 “ask” for a new two-year grant, 2022-2024.

Past grant awards came in the form of $200 rebates to replace high-flow toilets with WaterSense Certified toilets flushing 1.28 gallons or less. Noting a significant decline in toilet replacements under the current grant that ends June 30, staff intends to structure this grant period differently.

There are seven apartment complexes in White Bear Lake that offer affordable housing. All of them are among high water consumers in the city. Staff will reach out to these housing complexes and offer toilet rebates.

Officials hope that lower water bills for these apartment complexes will prove to be an incentive to continue replacing more high-flow toilets in other units.

The award requires a 20% match, which comes out of the water utility fund. The program seeks to reduce public utility water consumption.

White Bear Lake is one of 37 metro cities that applied for the grant.

• Approved an ice cream truck for the 10th annual Keegan’s 5K for Craniosynostosis Awareness at West Park Sunday, June 26.

• Approved special event application from Manitou Grill & Event Center to host a block party from 5 p.m. to midnight Saturday, July 2. Washington Square will be closed between Fourth Street and Frattalone’s ACE Hardware for a street dance and outdoor music.

Music ends at 10 p.m.

• Heard an update from Tracy Shimek, housing and economic development coordinator, regarding a recent visit from Climate Smart Municipalities delegates. The city hosted delegates from Ludenscheid, Germany, from May 3-5. They held an honorary tree planting at Lakewood Hills Park, donned hard hats to visit North Campus, toured Tamarack Nature Center to hear about outdoor learning, visited Century College’s solar lab and discussed electric and autonomous vehicles. They were even knighted by the Winter Carnival’s King Boreas.

• Heard a quarterly report on the Sports Center from Rick Juba,

assistant city manager. He said the center was busy this past skating season hosting hockey games, figure skating events and open skates. A new Olympia ice resurfacer was delivered in March. The city agreed to lease the racquetball courts to the White Bear Lake Area Hockey Association, which have been transformed into an impressive hockey training center, Juba said.

• Heard that the May 24 meeting was the last for City Clerk Kara Coustry. Juba announced that Coustry has taken a new job after almost seven years with the city.

Coustry said it was her honor to serve the city. She told the Press it was time to learn new things and tackle new challenges.

RAMSEY COUNTY SHERIFF’S REPORTS The Ramsey County Sheriff's Office reported the following selected incidents in Vadnais Heights and White Bear Township:

Vadnais Heights

• A Minneapolis woman, 38, was cited for theft May 2 at the Vadnais Heights Walmart in the 800 block of County Road E after she was observed under-ringing $45.84 worth of items at the self-checkout and concealing them on her person as she tried to leave the store.

A St. Paul woman, 51, was “trespassed” from the store for disorderly conduct after she was detained for under-ringing merchandise. The merchandise she tried to shoplift was confiscated and returned to the shelves.

• A Keep Our Police Safe (KOPS) alert was issued May 2 for two adult females who were seen concealing $100 in merchandise and leaving the Walmart store without being detained.

They left the area in a black Chevrolet Malibu and headed southbound on I-35 E from County Road E. The KOPS alert was issued to stop the vehicle and identify the two suspects.

• A Forest Lake woman reported the catalytic converter stolen from her Lexus RX during a 45-minute period May 2 as it was parked in a handicapped space at Punch Pizza in the 1000 block of Highway 96 while the victim was dining.

• A Maplewood woman, 38, was cited May 3 at a group home in the 100 block of County Road F for stealing AirPods belonging to a co-worker. The AirPods were recovered and returned to their owner.

• A North St. Paul man, 19, was issued a trespass order from the Vadnais Heights Dollar Tree in the 900 block of County Road E May 4 for disorderly conduct.

JUNE 1, 2021

• A Vadnais Heights woman reported setting her wallet down by trash dumpsters in the 600 block of County Road D at 4:00 a.m. May 5 and returning later to find the wallet missing.

At the time of the report, no fraudulent activity had been detected on the credit cards inside the wallet.

• A Vadnais Heights man, 24, was arrested on a warrant at 1:28 a.m. May 6 at the intersection of Highway 96 and Greenhaven Drive after deputies stopped to assist a male outside his vehicle on the side of the road with the hood open and fresh damage to the passenger front bumper and headlight.

He was taken into custody on a St. Louis County misdemeanor DUI warrant.

• A crime alert was issued May 6 on a male who loaded a cart with $500 worth of Walmart merchandise and flashed a Home Depot receipt at loss prevention personnel when they tried to detain him. He ran out the other exit to a vehicle in the lot without plates. The merchandise was recovered and photos of the suspect were taken to use in the crime alert.

• A Maplewood man, 48, was arrested for theft May 6 at the Walmart after he under-rang $66 worth of merchandise.

A St. Paul woman, 29, was arrested on a Ramsey County DWI warrant and for shoplifting later that day after she under-scanned $113.32 at the self-checkout.

• A rear license plate was reported stolen from a vehicle parked in a lot in the 600 block of County Road D May 6.

• Deputies tried to catch a black Audi with a Wisconsin plate at 10:10 p.m. May 6 on I-694 after they tried to conduct a traffic stop at Rice Street when the motorist passed them at a high rate of speed. The motorist must have benefited from his

head start, because deputies gave up the chase after covering 2 miles in one minute: a rate of 120 mph.

• Four hours later, deputies did succeed in their next pursuit that ended at 2:26 a.m. May 7 on eastbound I-694 and McKnight Road. A St. Paul man, 24, was arrested at that location for fourth-degree DWI and driving after revocation, following a two-minute chase.

Deputies on routine patrol on I-35E and I-694 had spotted a gray sedan strike the front driver's side of a semi and flee at a high rate. At the station, the subject registered a 0.14 blood alcohol content.

• A St. Paul man, 51, was cited May 7 at the Walmart for shoplifting $220.84 worth of items.

He placed the items in his cart and passed all points of sale, not even bothering to cheat at the self-checkout. Later, a Minneapolis woman, 34, was arrested for shoplifting $239.23 of merchandise, also not trying to fool anyone at the self-checkout.

• The final shoplifting incident of May 7 resulted in the arrest of a St. Paul woman, 26, and the recovery of a stolen vehicle, after Walmart employees tried to detain a man for trying to leave the store with $188.24 worth of merchandise in his cart. When stopped by loss prevention personnel, he ditched the cart and ran out the rear emergency exit. Deputies lost track of the male, but knew the description of the vehicle he arrived in and found it at the back of the Target store. They arrested its driver for possession of stolen property when they confirmed it had been stolen out of Scott County. After identifying the male through Driver and Vehicle Services records, they mailed him his misdemeanor theft citation.

walking in the 9000 block of 75th Street N. was reported at 12:30 p.m. May 6 for stopping people to ask for water and a charger for her phone. Deputies described her as appearing to be high and “semi-irrational.”

She declined deputies' offer for a ride to the nearest gas station, but agreed to leave the area.

The Washington County Sheriff's Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Birchwood

• A Birchwood Lane resident on May 3 reported a dump truck working on the nearby construction project on Wildwood Road for backing into her driveway and causing the asphalt to crack in multiple places. A water shutoff valve was also bent during the incident. While deputies were on scene, a similar dump truck arrived, but its driver denied causing the damage. Washington County Sheriff's Office deputies provided the complainant with a case number.

Grant

• A resident in the 8000 block of Jewel Avenue N. on May 3 reported a Comcast contractor for damaging his yard when he cut through the complainant's underground dog fencing.

The contractor also used an electrical conduit that didn't belong to Comcast and that the complainant uses for his lights.

Deputies provided the complainant with a case number.

• Parents picking up their kindergartners from Wildwood Elementary School in the 8000 block of 75th Street N. May 5 reported other parents for parking in the handicapped spaces, as part of an ongoing issue.

• A suspicious female

Mahtomedi

• A suspicious vehicle occupied by two persons reported at 12:08 a.m. May 2 parked outside a rental complex on Wildwood Road turned out to be guests of one of the tenants. The complainant called again to ask why the vehicle was still there, and deputies provided an update.

• An unidentified motorist was arrested for DWI at 12:49 May 2 in the area of Century Avenue and I-694 and refused a blood draw at the law enforcement center.

• A View Road resident on May 3 reported construction crews working on the CSAH 12 Turnback Project for allowing water runoff onto his property, which resulted in soil deposits and pollution of Long Lake behind his home. The complainant also took issue with the crews trespassing on his property to install erosion mitigation fencing on his land.

The complainant said he had spoken to two Washington County engineers and a representative from the county attorney's office.

PUBLIC SAFETY BRIEFS Charges pileup after shoplifting spree

A St. Paul woman, 25, faces up to one year imprisonment and/or a maximum fine of $3,000 for gross misdemeanor giving false information to police, following a May 12 shoplifting incident at the Vadnais Heights Walmart in the 800 block of County Road E. She has also been charged with obstructing the legal process and misdemeanor theft.

Store employees observed a female, later identified as the defendant, under-ring most of her items in the self-checkout lane before leaving the store with approximately $288.54 of items that were not paid for.

When store employees escorted her to the loss prevention office and asked for her identity, the subject presented a Minnesota driver’s license bearing a photo that didn’t resemble her. When store personnel confronted her, she refused to divulge her true identity.

Due to the lack of clarity regarding the shoplifter’s identity, Ramsey County Sheriff’s Office deputies were summoned to arrest her. When deputies tried to place the subject into handcuffs, she became increasingly argumentative and pushed the handcuffs off her wrists.

On the way to jail, the subject revealed her true name. With that information, deputies discovered that the subject also had two active warrants out for her arrest.

Frank William Perpich, age 90 of Crosby passed away on May 22, 2022 at his home. He was born April 2, 1932 in Crosby to Mike and Ivka (Butorac) Perpich, immigrants from Krivi Put and Krmpote, Croatia.

He attended Crosby-Ironton public schools and graduated from C-I High School in 1950. He attended the Brainerd Junior College and received his Associate of Arts degree, with honors, in 1952. He graduated from the University of Minnesota-Duluth (UMD) with a Bachelor of Science degree, cum laude, in 1954. He received his Master of Arts degree in 1956 from UMD and Master of Science degree from the University of Minnesota-Minneapolis in 1968. He taught biology and general science in Argyle, MN for two years (1954-1956) and biology, chemistry, physics, and general science in Carlton, MN the following year. The last 34 years of his teaching career were spent as a biology teacher in White Bear Lake, Minnesota. In 1977, he received the “Outstanding Biology Teacher” award from the National Association of Biology Teachers. Some of his findings while doing research in the field of plant pathology on red oak trees were published in Phytopathology, the official journal of the American Phytopathology Society.

Following his retirement from teaching, Frank returned to Crosby. He enjoyed gardening, attempting (and succeeding) to grow hybrid tea roses and watching his purple martin colony. He was active in environmental protection organizations and was deeply concerned with many challenges we face in protecting our fragile environment and the need to educate the public to address these critical issues now before it is too late.

Classroom teaching was his greatest interest and he received much satisfaction from working with young people. He took great pride in the achievements made by his former students in their adult lives, becoming solid citizens and their contributions they made to the betterment of society. He kept in contact with many of them to the very end. He was also a good friend to many other people he met in his journey through life, and he will be sadly missed by everyone who knew him.

He was preceded in death by his parents; brothers, Tony, Myron and Joseph; and sisters, Ann, Elsie, Dorothy, Stella and Mary.

He was a last survivor of a large family. He is survived by several nieces and nephews and many friends.

He would like to thank all the employees of the Cuyuna Regional Medical Center who helped make his frequent trips to the medical facility as pleasant as possible, especially the laboratory workers, radiology staff, Dr. George Kuhlmann and Dr. Peter J. Stokman, and their supportive staff members. The expertise, civility, kindness, consideration and tolerance shown by ALL of them was exceptional and greatly appreciated.

In 2019, White Bear Lake celebrated a centennial of having a senior high school of 100 years of excellence in the Field of Education. Frank was one of three former nominees to be elected to the academic group by former staff and students. He was very proud of being selected for this award because it was presented to him by his peers.

Mass of Christian Burial was held at 11 a.m. Friday, May 27, 2022 at St. Joseph’s Catholic Church in Crosby.

The big reveal : Amazon Distribution Center will bring jobs to North Metro CENTERVILLE — After months of being known as “Project Banjo,” the identity of a new development in town has been revealed.

An Amazon Distribution Center will be developed in the Fairview Second Addition, after the Centerville City Council unanimously approved several key documents in one action. The actions were approved with clarifications to the noise study, which will be rewritten into the documents by City Attorney Kurt Glaser and adjusted moving forward through attorney negotiations.

The key documents are the preliminary plat, the final plat, a conditional use permit (CUP) for a planned unit development (PUD), a developer’s agreement and a resolution in city ordinance that encompasses all the above documents.

At its April 5 meeting, the Planning & Zoning Commission voted to process the request from Ryan Companies, as representative to the yet unnamed developer, as a planned unit development (PUD) and to consider the proposal at a May 3 public hearing. Following

dozen facilities in the greater Minneapolis-St. Paul area, all of which have different functions. Centerville’s distribution center will be one of only three delivery stations in the greater Twin Cities area.

The Press previously reported the facility could employ approximately 600 people.

The facility is expected to generate a considerable amount of traffic; an anticipated 344 vans will depart in the morning and return in the evening. The operation will deliberately avoid the peak morning and evening rush hours, as delivery vans will leave the site between 9:50 and 11:30 a.m. and return between 7:10 and 9:10 p.m. Because this traffic will have an impact on adjacent roads, especially the intersection of Main Street and 21st Avenue, a traffic study prepared by the applicant’s consultant has been factored into the recommendations.

Studies and mitigation measures involving pollution, noise, safety, impact on the environment and other factors will be ongoing.

Those conditions pertained to traffic impact, noise impact, environmental impact and others, and were reviewed at the May 25 council meeting prior to action on the documents.

The 140,000-square-foot Amazon Distribution Center will be built in the industrial park in the 6900 block of 21st Avenue on property currently owned by Rehbein Properties. The site consists of three parcels totaling about 40 acres that lie between 20th and 21st Avenues, north of Fairview Street and south of Commerce Drive. The site is essentially vacant at present, as it is being used for Rehbein’s largescale black dirt operations.

The uses Amazon proposes for the property involve bringing goods onto the site in trucks, unloading those goods, sorting the goods, repackaging them for distribution and loading them into vans for delivery throughout the area. The applicants describe the proposed uses as warehouse and offices, noting that the facility will distribute merchandise to customers.

New boat rental biz hits lake The district, which helped fund the study, is asking researchers for more information on how the boat-generated waves compare in height, power and energy to wind-driven waves, and how waves generated from other boats, similar in size and weight to the wake boats, compare to the waves produced by the boats evaluated in the study.

The district also has a new administrative assistant. The board approved hiring Cheri Howe, a retired schoolteacher, at its May meeting. Three applicants were interviewed for the position.

The board voted to donate $200 to the Fourth of July fireworks display.

Lake Quality Chair Mike Parenteau said the Eurasian watermilfoil survey will take place at the end of June with chemical treatment following after the Fourth.

Boat landings will also be searched for starry stonewort.

In his monthly report, Parenteau said lake level was 924.16 feet, or 4.75 inches higher than last month. “So it’s up there, and you can tell,” he added.

DNR cautions lakeshore property owners about improper use of hydraulic jets The Minnesota Department of Natural Resources (DNR) frequently receives questions about devices that generate water current to blast muck and plants away. They have various trade names, but the DNR refers to these devices generically as hydraulic jets. Even though you can buy one in Minnesota, they cannot be used in any way that disturbs the bottom of the lake or uproots plants.

A person may legally operate a hydraulic jet if it is placed high enough off the lake bed so that it does not disturb the bottom or destroy rooted aquatic plants. It should be directed upward toward the water’s surface, which can

prevent dead vegetation and duckweed from collecting around docks and boat lifts.

Aquatic plants are important to lakes.

They help maintain water clarity, prevent erosion, stabilize the bottom and provide habitat for fish and wildlife and are therefore protected under state law.

Specific regulations govern what situations require permits for aquatic plant removal. Regulations and a guide to aquatic plants can be found on the DNR website at mndnr.gov/ShorelandMgmt/ Apg/Regulations.html . To apply for a permit, visit mndnr.gov/MPARS .

WHITE BEAR LAKE — A permit submitted by a boat rental business was approved by the White Bear Lake Conservation District.

NPQD Rentals LLC out of Maplewood will rent out two watercraft from Matoska Park seven days a week from 8 a.m. to 8 p.m. Available for rent are a 2021 Yamaha AR190 and a 2022 Sylvan pontoon. Co-owner Edwin Cervantes indicated on the application that the business expects two to three customers per week.

Other approvals by the board at its May meeting included supplemental law enforcement services for 2022. Similar to last year, the board is contracting with Ramsey County’s water patrol for 240 extra hours at $41 per hour, or $9,840.

Walburg said she still sees people bow riding on pontoons and would like the sheriff’s department to issue warnings. She also observes boats following too close to skiers and tubers. Counsel Alan Kantrud said he’ll mention it to the deputies.

At their May 23 meeting, Planning Commission members recommended approval of the concept stage.

A planned unit development (PUD) request shows two buildings totaling 243 units connected by a commons area. One building will be four stories, or 48 feet high, and one will be five stories, or 59 feet.

A point of contention during a public hearing was access from the new complex to The Barnum through the north parking lots. The connection is expected to increase traffic onto Linden Avenue during peak hours by 21 trips in the morning and 25 trips in the afternoon.

Several Linden townhome residents expressed dismay at the connection, telling commissioners traffic is already bad on their street and that they don’t need more. They requested the developer redesign the plan so access to and from the new building does not include Linden. Commissioner Ken Baltzer sympa-

thized with the neighbors and asked the developer to “get creative” and avoid making the traffic worse.

Commissioner Mike Amundsen disagreed, saying the connection “makes sense.”

Schafer Richardson Development Manager Peter Orth described the proposed plan to the commission, noting demand for multifamily units is evident based on popularity and interest at The Barnum, which has about a 5% vacancy rate.

The mix of market-rate units will include studios (18), alcove (44), one- and two-bedroom (151) and 30 three-bedroom apartments. Twenty percent of units, or 48, will be “affordable housing.” To qualify, renters must make 50% or less of the area median income (AMI) or $36,750 for one person and $42,000 for two.

AMI is set annually. This will provide “work force” housing and affordability to about 30% of White Bear-area residents, according to Orth.

The company will be requesting financial support for the project from the city in the form of tax increment financing (TIF). The request would fill the financing gap created by including affordable housing

units, Orth said. The current estimated TIF request is between $5.5 million and $6.0 million.

In her report to commissioners, Planning and Zoning Coordinator Samantha Crosby said staff is supportive of the project but finds the development falls short of the standard set by the developer in 2019.

Parking ratios are not comparable (1.14 spaces per bedroom), stormwater design does not exceed minimum standards and the deviation from open space is greater.

“Staff recommends redesigning the site to bring the project closer to the standard set by The Barnum,” Crosby said.

Amundsen commented on the buildings’ style, noting he expected them to look like The Barnum. Crosby said that was “intentional,” and that The Barnum is now owned by a conglomerate that includes Schafer Richardson.

City Council will consider the concept plan at its June 14 meeting. If it is approved, the next step is review of development phase plans.

Fast-food franchise wants to spice up vacant site

A proposed Taco Bell near the McDonald’s on Centerville Road would give fast-food fans some choices.

City planners, however, aren’t keen on the drive-thru’s use of neighboring parking lots, nor the applicant’s request to install a 55-foot pylon sign that can be seen from I-35E. The applicant/owner, Marvin Development III LLC/Border Foods, hopes to subdivide a parcel in the White Oak Retail Center for a standalone Taco Bell at 4600 Centerville Road. The property is landlocked with easements to the north and south to allow access to service drives located on the Walgreen’s and Lunds & Byerly’s sites.

Zelickson disagreed with staff’s opinion about use of the grocery store lot. “We are not routing traffic through Lunds & Byerly’s,” he said. “We know the site will work.”

The franchisee has gone through “many iterations” of the proposal since October, he added, and thinks the proposed plan provides a unique solution to a vacant, sizable site consistent with the retail area.

“We truly believe this will work. It’s a great fit,” Zelickson told the commissioners. “If it would create a disaster, we would not be here.”

It was noted that the McDonald’s directly south of the site has a dedicated access aisle through the Walgreens parking lot that allows for internal circulation.

Regarding signage, pylon signs are not allowed in the zoning district in which the restaurant is located.

The applicant made the request based on the McDonald’s pylon next door, which was part of a PUD request in 1993, Crosby added. If Taco Bell gets a pylon sign, Lunds & Byerly’s said it wants one too.

“The proposed PUD appears to create a lot that was never meant to be, for a use with poor internal circulation and a sign that would not otherwise be allowed,” Crosby said. “The project could be approved, but just because it’s possible doesn’t mean it’s desirable.”

Chair Jim Berry said it was too bad the applicant had to “shoehorn” the project and “impede” the grocery store. “There are too many hurdles to get over,” he said, “and a mess to get through.”

The commission voted 5-0 to deny the application, following staff’s recommendation.

The PUD application goes before City Council June 14.

At this point, the strip mall, owned by John and Stephen Moriarty, has one tenant, Anytime Fitness.

Plans for a second phase fizzled in 2013 and entitlements for expanding the building expired. Since then, both the 113-unit senior housing project to the north and the supermarket were developed, “intensifying the surrounding development pattern and further defining the access and traffic circulation,” explained Samantha Crosby, planning and zoning coordinator.

Staff does not support routing the restaurant’s traffic through the parking lots, Crosby told the Planning Commission, and it is a configuration that does not exist anywhere in the city.

“The internal circulation of the property will be problematic,” she said. “The routing of customers through the Anytime Fitness parking lot on the way in and across the Lunds & Byerly’s front entrance on the way out is less than ideal.”

Marvin III Development Director Zach Zelickson noted at the May 23 meeting that a previous council had approved a conditional use permit for two drive-thru facilities at the strip mall, something Crosby then clarified.

Original plans for the site, which go back 15 years, called for a drive-thru on one end of the 15,000-squarefoot retail building. That was approved. A second drive-thru with the phase two expansion was approved only conceptually and was contingent on approval of a conditional use permit, she pointed out.

Friday, June 3. “My family’s been through a lot the last few years, and Angela coming home is such a blessing.”

“It’s been hard being away from my family this past year,” Angela said. “I’m glad I can be at my sister’s funeral and

we can all lean on each other during this hard time.”

TENNIS: Zephyrs reach section finals, lose to Mustangs The Mahtomedi Zephyrs finished runner-up in the Section 4AA tournament, losing to Mounds View 5-2 on Wednesday in the finals at Lifetime Fitness in White Bear Lake.

The No. 9 ranked Zephyrs, who got past Stillwater 4-3 in the semifinals on Monday, finished duals 17-4.

Mounds View won all four singles matches: Emmanuel Alex over Sam Rathmanner 6-3, 6-3; Christo Alex over Brandon Pham 6-3, 7-4); Luke Tarkington over Stefan Hammerschmidt 6-0, 6-0; and Soren Swenson over Zach Burge 6-0, 6-0.

In doubles, Mahtomedi’s Jack Allaben/Brandon Eitel foiled Johnny Yue/Ethan Ito 6-2, 6-3 at No.1, and Dylan Pham/ Harlan Molitor topped Josh Lange/Parker Bryntesen beat 7-5, 7-5 at No. 2. Mounds View’s Nolan Jones/Sidharth Sharma won No. 3 over Aidan Wald/Charlie Diebel 6-1, 6-2.

Simley won with 324 and had the top two individuals, Renee McCauley with 67 and Isabella McCauley with 68. Jacquelyn Ong led the Zephyrs, placing second both in high jump with 5-0 and long jump with 15-113/4. Also in girls long jump, Zoie Centers was seventh (15-41/4) and Anna Mosely ninth (14103/4). For the boys, Max Albertson placed third in the triple jump with 40-10, a personal best, and Kole McKeown was fourth with 39-6. Emmett Poppelman placed sixth in shot put (42-21/2) and Cody Dvorak was eighth (39-8). Blake Fedie was ninth in pole vault (9-6).

LACROSSE: Bears, Zephyrs head into sectionals The Section 4 boys and girls lacrosse tournaments, which include White Bear Lake and Mahtomedi, will start Wednesday, June 1, with semifinals Thursday and finals Wednesday, June 8. Hugo golfer earns berth in U.S. Senior Open

Joel B. Johnson, a devotee to other sports before embracing golf relatively late, will be playing in the U.S. Senior Open in June.

The 51-year-old Hugo resident won a three-way playoff for second place in a qualifier at Dellwood Country Club May 16, earning a trip to Saucon Valley in Bethlehem, Pennsylvania June 23-26, where he’ll join many of the greats of the game.

“It should be an amazing experience,” said Johnson, a 1989 graduate of White Bear Lake High School, where he played baseball, not golf.

“I’ll be competing against guys I’ve watched my whole life on TV, so it should be very surreal, and intimidating, to be honest. But I’ll try my best. I just want to soak it all in and have a great time.”

About his younger days in sports, Johnson

said, “Baseball was my main sport. I also played hockey but not on varsity.

I was a terrible golfer during my college days.

Probably a 20 handicap or so.

“Most of my free time in the summers was spent playing softball or tennis. But eventually I fell in love with the game, especially tournament golf.”

In the qualifier, Judd Gibb, a pro from Iowa, placed first with 73, while Johnson, an amateur, shot 74, tying two pros, Mikkel Reese of Iowa and Derek Stendahl of Rush Creek, for the second slot.

Johnson and Reese both made par on the first playoff hole, eliminating Stendahl.

Johnson sank a 12-footer for birdie to extend the playoff on the second hole. On the third, he made a par four — “Solid drive and iron shot to about 15 feet, twoputted from there,” he recounted — while Reese three-putted from 40 feet.

Johnson fell short in his first attempt at qualifying in 2021, when his highlight was placing second in the Minnesota Senior Open. Other career highlights are an MGA four-ball title, two MPGA mid public links titles, and two runnerup finishes in MGA mid players tourneys.

His best career round is 62 at Lake Wissota in Wisconsin. He has made three holes-in-one.

ec 3.25% APR* White Bear Lake native Doug Brinker was recently named head baseball coach at Grand View University in Des Moines, Iowa, after 12 years as assistant coach.

“It’s been in the works for a couple years. We had a succession plan,” said Brinker. He succeeds Lou Yacinich, coach for 48 years who retired at age 80 after the 2022 season. “Lou is a legend.

I played for him. He’s in several Hall of Fames,” Brinker said.

A 1995 WBL graduate, Brinker was a standout center fielder and option quarterback for the Bears, named to the school’s athletic Hall of Fame in 2009. He was a collegiate baseball AllAmerican at both the two-year level with Iowa Central and four-year level with Grand View, an NAIA school.

After a decade at Des Moines North High School as baseball coach and then *As athletic director, he returned to Grand View to coach and serve as assistant athletic director.
