Following a dedication ceremony and ribbon cutting, the new Bear Tracks self-driving electric minibus took riders on a trial run along a route near the White Bear Lake Area YMCA. The experimental, automated shuttle officially started service on Monday morning and will operate from 9:30 a.m. to 1:30 p.m.

Monday through Friday.

WHITE BEAR LAKE – An “important step into the future” was how Ramsey County Commissioner Victoria Reinhardt described Friday’s launch of the autonomous vehicle called Bear Tracks.

The driverless, electric shuttle is now open to the public Monday through Friday, 9:30 a.m. to 1:30 p.m., stopping at four locations along a 1.5-mile route.

At an Aug. 5 media event hosted by the Minnesota Department of Transportation, Reinhardt said she’s excited about the environmental aspects the electric vehicle brings, crediting it as another reason White Bear Lake is such a “vibrant community.”

The commissioner brought her grandchildren along to ride the shuttle during MnDOT’s show and tell. Their summation of the experience? They said it was “cool,” Reinhardt said.

The goal of the 12-month pilot project, first in the Twin Cities, is to increase transportation options and access for those facing transportation barriers, including those with mobility issues and transportation challenges, said MnDOT Commissioner Nancy Daubenberger.

“The department’s Connected and Automated Vehicle (CAV) office is leading the way to prepare our state for the future of trans-

portation,” Daubenberger said.

“This project is a great example of providing safe, alternative transportation choices and a great example of public, private partnerships.”

Key partners in the project include not only MnDOT and Ramsey County, but the city of White Bear Lake, the school district and the area chamber of commerce. A global transportation consulting firm, AECOM, is providing the AV technology expertise in the $900,000 project.

A unique aspect of their involvement is an academic partnership to offer students firsthand experience with CAVs and aid in workforce development.

Chamber Executive Director Shari Wilson gave a nod to her predecessor, Tom Snell.

“Always a visionary, this partnership would not have been possible if Tom had not been dogged in his determination to bring a self-driving shuttle to White Bear Lake. Some people might say he doesn’t understand the word, ‘no.’ That is true,” Wilson said.

Snell was there to see the long-awaited launch. “Driverless vehicles and flying cars will be the future of transportation in this country,” he maintained.

“And it’s not that far away.”

Mayor Dan Louismet said the city takes pride in partnering in projects like Bear Tracks. “I’m proud White Bear Lake is part of SEE BEAR TRACKS, PAGE 13

North Metro cities prepare to take action on new THC law It is now legal in Minnesota to sell certain edibles and beverages infused with tetrahydrocannabinol (THC), the cannabis ingredient extracted from hemp.

The law, which took effect July 1, limits the sale of CBD and THC products to persons 21 and older. There are also limits on the potency of these products. A product cannot contain more than 5 milligrams of THC — delta-8 or delta-9 — in a single serving, and a package cannot contain more than 50 milligrams total.

The law also includes regulation on labeling and packaging to help protect against accidental ingestion and marketing to children.

“Nearly every city was surprised at the outcome of

the law,” Shoreview City Manager Brad Martens said.

“Cities all over the state are deciding what to do.”

Martens said there are three options that cities can take. They are: • Take no action.

• Implement local regulation.

• Enact a moratorium to study the law in detail.

If cities desire to further regulate CBD and THC products within their jurisdiction, they will need to work with their city attorney to adopt local regulations.

At the Aug. 1 Shoreview City Council meeting, the mayor and council members agreed to allow time for city staff to research the law to implement regulations in the city.

Council inches toward solution on Grove Street LORETTA HARDING CONTRIBUTING WRITER

The parking and speeding issues on Grove Street have been resolved — for the moment.

Following a two-hour discussion, with a bit of mediation thrown in, the Mahtomedi City Council voted unanimously (4-0; Mayor Judson Marshall was absent) to pass two resolutions pertaining to parking restrictions and speed limits on Grove Street.

For safety reasons, council lowered the speed limit to 10 mph on Grove Street starting at the St. Jude of the Lake parking lot and ending at its intersection with Warner Avenue. Council also changed the side of the street on which vehicles would be allowed to park. To provide motorists turning right from eastbound Grove Street onto southbound Warner Avenue better sightlines to see traffic around the corner, council switched parking restrictions to the south side of Grove Street.

It is not a perfect solution, nor will it please everyone: on that point, all sides seemed to agree.

That realization by all concerned opened the door to compromise. Nearly all of the Grove Street residents in attendance at the meeting said they could live with the new rules for their street.

However, Grove Street resident Jeffrey Lundstrom said he was done negotiating. “I’m done compromising. I want the dead end back,” he said.

Action on Grove Street measures had been tabled from the June 21 meeting because Mayor Judson Marshall was absent, as were representatives from St. Jude's church and school. Grove Street was not going to be on the agenda again until a full council was seated and a representative from St. Jude's was in attendance.

However, action was taken on Aug. 1 anyway, despite the absence of one council member and the lack of an official representative from St. Jude's.

Controversy continues In the meantime, drama on Grove Street continues, including an incident in which a resident was struck by a bus transporting seniors home July 16 from 5 p.m.

Mass at St. Jude's. The resident, long a vocal opponent of St. Jude's operations, stepped in front of the bus to try to prevent it from traveling down Grove Street. Buses and trucks are prohibited from using the road.

This Grove Street go-round began when representatives

from St. Jude's attended the June 7 council meeting to ask for parking restrictions on both sides of Grove Street. At the time, parking was prohibited on the north side of the street. The segment of Grove Street from St. Jude's parking lot to Warner Avenue is 250 feet long and 24 feet wide. An additional 6 feet of road space is taken up by parked vehicles. The officials from St. Jude's were concerned about the width of the road and visibility problems caused by cars parked on the south side of the street.

“Grove (Street) has become officially part of the walking path. So much mixing of auto traffic with pedestrian traffic is unsafe,” Jeffrey Lundstrom Mahtomedi Resident Children walking to school and on school grounds combined with vehicles scurrying in and out of Grove Street created a safety hazard that all sides wanted to eliminate. Compounding safety issues is the vicinity of the Streetcar Trail on a portion of St. Jude's property and the perception by kids and adults that Grove Street is part of the Streetcar Trail.

“Grove (Street) has become officially part of the walking path. So much mixing of auto traffic with pedestrian traffic is unsafe,” Lundstrom said.

In 2004, when St. Jude expanded its parking lot, the city opened up the Grove Street cul-de-sac and widened the roadway to 24 feet. Traffic could now flow from Warner Avenue to Highway 244 by way of St. Jude's parking lot.

The church had no day care then, and enrollment was much lower than at present. Now, St. Jude has grown to about 220 students, and the day care has doubled its enrollment since 2004.

Council Member Jane Schneeweis said growth can't be stopped, and other schools in town can't be penalized when their enrollments go up or down. “I'm aghast we don’t have safety signs for St. Jude's,” she added.

“This issue is not about neighbors or private schools, it’s about safety,” Schneeweis said. “We have a profound responsibility to protect everyone. Of course, we’ll sit down and work with you. We love when people make it easy for us to make decisions,” she said. “Help us work

together. We can’t kick (St. Jude) out of the community or kick (residents) out of your neighborhood.”

“It's a safety issue,” Council Member Luke Schlegel said, “and the extreme growth of the school.” Taking rights away from residents and their guests should be the last thing we should consider, he said. “I'd rather the school make changes before we ask residents and visitors to give up their rights.”

“I wholeheartedly disagree that school is trying to control the city,” Council Member Lilly Melander said in response to some accusatory talk. “I think they’re doing good things, but I think the school should come to the table.” Melander said she supported lowering the speed limit to 15 mph but didn't think removing parking on Grove Street was the solution. “It's not just a council decision, it’s an all-sides-working-together solution.”

Rejected measures included installing a sidewalk (there is not enough right of way available), parking restrictions at certain hours (too confusing and awkward), lowering the speed limit to 5 mph (the lowest speed limit allowed on city roads is 10 mph) and closing that access point and making St. Jude use its other access points (legal ramifications).

If the city were to close any access point legally used by the church and school, that would be considered a “taking,” and the city would have to compensate St. Jude’s, City Attorney Amanda Johnson said.

Warner Avenue resident Kevin McCalib said that having no parking at all on Grove Street would create space that would invite speeding.

Two suggestions that did not stay on the table very long included the school moving to Grant and returning Grove Street to a dead end street.

Donna Neely Olson, neighbor to the Grove Street residents, suggested making changes for six months to see what happens.

In the end, that is what council did. Council members voted to lower the speed limit to 10 mph and shift all of the parked cars to the north side of the street.

“This is a compromise,” Schneeweis said.

“I prefer doing as little as possible and revisiting,” Schlegel said.

“Let's do this and see what happens,” Council Member Richard Brainerd agreed.

Mahtomedi Fire Chief Terry Fischer has determined the fire that destroyed a home in Grant in the early morning of Aug. 3 was caused by a lightning strike.

In a statement from the Washington County Sheriff's Office, just after 1 a.m. a homeowner in the 11000 block of Great Oak Trail North called 911 and reported hearing a bolt of lightning followed by a strong smell of gas. Deputies arrived on the scene and located a fire inside the residence. The two adult occupants were able to evacuate their home with their animals, and no injuries have been reported.

Water was brought in by tanker shuttle to put out the flames, as there are no fire hydrants in the area, which is just south of the Hugo city line. Fire crews worked for several hours to extinguish the fire, but the home is reported to be a total loss.

The Mahtomedi Fire Department was assisted by fire crews from Hugo, White Bear Lake, Oakdale, Stillwater, Lake Elmo, Centennial, Lower St. Croix Valley, Scandia, Marine on St. Croix, Vadnais Heights, Forest Lake, Wyoming and Lino Lakes. Additional assistance was also provided by Lakeview EMS and the American Red Cross.

Manufacturing in Minnesota

INNESOTA BRIMS WITH interesting places to visit and learn. The summer board and past presidents’ meeting of the Minnesota Newspaper Association was held at Jackson, Minnesota in late June.

Minnesota Newspaper Association is unique in the country because it includes their past presidents annually at the summer board meeting and the winter convention. It becomes a great time of fellowship.

My wife Kathy and I took many notes as we toured the assembly line manufacturing of Massey Ferguson® and Fendt® tractors at the AGCO plant in Jackson.

Jackson might be considered a small town in Southern Minnesota, but the location of the AGCO company there proves it has worldwide influence.

AGCO is the world’s largest manufacturer of machinery and equipment focused solely on the agricultural industry. Their 2021 About the Annual Report reported net sales of approximately $11.1 billion.

Town “We’re in 140 countries, and have about 21,000 employees and 4,050 dealers Gene Johnson worldwide,” said Ryan Erickson, a senior manager in business process improvement at AGCO’s Jackson campus. The facility sprawls across 164 acres with 1,033,000 square feet of manufacturing space. He said the plant employs 967 nonunion workers.

Erickson said, “In Jackson, we build application equipment and tractors. We currently build RoGator®, TerraGator®, Massey Ferguson®, Challenger® and now Fendt® brands here. This is AGCO’s only North American tractor and sprayers plant. It has other tractor plants in France, Germany, China and South America.”

The website for AGCO explains it best: “A tour of AGCO Jackson’s sprawling manufacturing campus makes one thing clear: this is not your typical factory.”

Sunlight pours in the windows of the Intivity Center, the facility’s public entrance. A gleaming two-story lobby leads to a showroom, auditorium and retail store.

Through a glass wall on the left, AGCO’s state-of-the-art production floor beckons.

Indeed, a world-class production facility is not what most people would expect to find in this rural corner of southwest Minnesota. The city of Jackson is a small town, with a population just north of 3,300 people.

Located at the intersection of Interstate 90 and U.S. Highway 71, it rests in the Des Moines River Valley, surrounded by farmland and open plains.

But this humble city is home to big industry, including Pioneer Seed, Ziegler, HitchDoc, USF Holland and AGCO, its biggest employer.

The History of AGCO Jackson 1973: Al McQuinn, founder of Ag-Chem Equipment Inc., builds a factory in Jackson to produce the agriculture industry’s first self-propelled sprayers, the TerraGator® and the RoGator®.

1990: AGCO is formed. Based in Duluth, Georgia, it begins manufacturing and distributing farm equipment under the AGCO® Allis and Gleaner® brand names in North America.

1998: McQuinn sells Ag-Chem to AGCO. 2002: The first tractor assembly is brought to Jackson.

2011: AGCO announces plans to expand highhorsepower wheeled tractor production in North America.

2012: AGCO opens the state-of-the-art Intivity Center in Jackson.

2022: AGCO adds the Fendt® brand to its product portfolio, with North American production based in Jackson.

Minnesota’s three largest industries are agriculture, manufacturing and mining. There are approximately 8,300 manufacturing firms in Minnesota.

The civil rights movement and the First Amendment

W

hen the Supreme Court declared in Brown v. Board of Education in 1954 that the segregationist doctrine of “separate but equal” was unconstitutional, our government, our society and our very selves were redefined.

With that decision, the court achieved equal status with the other two branches of government — legislative and executive — fulfilling the aspirations for our nation’s democracy.

In that watershed moment, a young Martin Luther King Jr. emerged as a fresh advocate and leader for a movement many hoped would use the high court’s decision to make democracy “real.”

King understood the power of the First Amendment and its guaranteed freedoms, especially the right to protest peacefully. He brought that power alive and helped realize the promise of Brown the following year when he spoke the words that gave the Montgomery, Ala., bus boycott its foundation: “The only weapon that we have in our hands tonight is the weapon of protest. That’s all.”

With King’s words energizing a peaceful mass protest against racial injustice, the leaders and legions who were prompted to action in Montgomery

after Rosa Parks was arrested for refusing to move to the back of a city bus set out to change the nation. They sparked social change and examination that continues today.

Because of the First Amendment, that mid20th century movement of peaceful mass protest grew throughout the South and continued for a decade. The South’s resistance to Brown elevated the issue of racial segregation to a violation of the civil rights amendments.

In turn, that propelled the federal courts at every level to reaffirm Brown in its most expansive terms — with a free press and free speakers tracking every move.

These cases challenged the courts from within to oppose those Southern district and appellate judges who openly espoused resistance to Brown.

The Doctrine of Interposition — which allowed states to stand between the U.S. Constitution, the Bill of Rights and federal law — had to be overturned once and for all as an unconstitutional view of states’ rights.

The protests and petitions of the 1950s and 1960s led the White House and Congress to live up to their duty to enforce the human rights at stake in Brown, which required bipartisan political commitment and action.

The result was the passage of the 1964 Civil Rights Act and the 1965 Voting Rights Act, crowning moments in congressional history.

The Black Lives Matter movement is today’s version of Selma, Ala., where nonviolent marchers in support of voting rights for Black Americans were met on the Edmund Pettus Bridge with billy clubs and tear gas. As David Halberstam wrote in his book “The Fifties,” the earlier movement educated the news media, and the media educated America. The First Amendment freedoms powered that education, then and now, by providing a free press and protecting the rights of those who marched as they sought to touch the conscience of the nation.

I think there should be a place for people to skateboard at a park or area close to the Mahtomedi schools. There isn't really a place to hang out and do skateboard tricks in Mahtomedi. A skateboard park would have a flat area that is smooth so you can ride safely, and some ramps or rails you could do tricks on.

Right now, there's not a place to do tricks in one area, and a lot of the streets and sidewalks are bumpy.

Also, there aren't any skateparks close enough for kids to get there on their own. A skate park would be a great place to help people learn tricks and would be safe compared to streets and sidewalks.

I hope Mahtomedi City Council will consider this idea.

Thank you, postal workers I would like to thank the post office workers in general for getting the mail to us day after day and overall doing a very accurate job of it.

Also, I’d like to give an extra thank you to the post office worker that found a small envelope with a check in it that I meant to bring and give to church the next Sunday. It got mixed up with other letters I dropped in the big mailboxes. Apparently when sorting mail, they came across my envelope and saw to it that it got put in my mailbox a few days later.

I think that really speaks to the honesty and caliber of people who are working at what some would classify as a tedious job. Thanks again. That made my day a lot brighter.

I am fully confident that Heather Gustafson will help our local economy by supporting responsible tax cuts, job training and retention programs, along with affordable child care options. Vote out Met Council The recent opinion piece in the White Bear Press ("Helping home and business owners invest in clean water" by Charlie Zelle, chair of the Metropolitan Council) raises serious and legitimate concerns about the focus and function of this unelected "governing" body.

Mr. Zelle makes his case that we must expend billions of dollars to purify our waste treatment system from groundwater seepage — funds as authorized by the state Legislature and an new extension of the Metropolitan Council's intrusion into private homes. Let me get this straight — we must protect our treatment systems from seepage of groundwater into the system designed to properly transport wastewater and raw sewage, where it would be properly treated. We cannot allow this! Makes perfect sense. This, along with the statement that the Metropolitan Council also claims authority over "the region's largest housing agency" represent both a misguided incompetency —

I would like to respond to Joel Lissick's letter, “Vote for the Environment.”

Let’s look at what the primary cause of carbon dioxide is. Some years ago, someone or some group thought it would be a good idea to begin a process of deforestation in the rainforests of Africa and in the Amazon. I believe the idea was to open fertile land for agricultural purposes. It turns out that was a huge mistake. That was the beginning and is now probably the major cause of the increase of carbon dioxide in the atmosphere. Fossil fuels do contribute, but my guess is not to the extreme the Democratic party would have you believe. They seem to love to take situations and twist them to fit their narrative. Unless and until we resolve the problems caused by deforestation, we will not be able to get on top of the problem. We in America are also guilty of deforestation in an effort to build more structures for many reasons.

Now what exactly is Heather Gustafson going to do to correct this situation, other than throw more money at ineffective solutions?

Roma Manager Brian Pilrain blamed road construction and COVID on the sale, which went live early last month.

“We came out of 2019 road construction down $150,000 for the year,” Pilrain lamented. “Then we had two years of COVID, and we were down another $250,000. We were having a pretty good spring season when the road closed again (County Road 244/E) between us and Vadnais Heights. That cut off 30% of our customers. We’ve been bombarded by four years of huge losses, so we’re looking to sell our assets to cover payoffs and COVID debt.”

Several buyers are looking at the building and land, Pilrain said. “We’ve been in town 16 years, so they see us as a safe bet long term (to lease the property).”

Minnesota’s online multiple listing service describes the property as a great location with good visibility in the heart of Willernie. It’s priced at $975,000.

I write this letter in support of Susie Strom for the Minnesota House, District 36A. Susie brings a host of skills necessary to provide leadership in this complex, political environment.

After receiving her law degree at the University of Minnesota Law School, she joined the U.S. Army, where she served on active duty as a judge advocate or attorney in the U.S. Army Judge Advocate General’s Corps (JAG Corps) for almost five years. Susie served in a variety of duty positions, including as special victims counsel and advocating directly for sexual assault survivors in the military. She also served as a military prosecutor or trial counsel, where she was responsible for the military justice matters of her unit, including leading paralegal Soldiers and prosecuting cases at courts-martial. She continues to serve our country as a judge advocate in the U.S. Army Reserve. The skills that Susie learned in the Army — discipline, organizational skills, problem-solving, working through complex issues — will serve her well as a member of the Minnesota House of Representatives. I encourage voters in District 36A to get to know Susie and support her in the upcoming election.

Everyone knows a kid who does not do well with distance learning. Kids need others around them so they learn the give-and-take of playing with a variety of children. Parents try to provide their kids with a good education, but most are not educators. Online learning, they find, falls short when it comes to mathematics. They may be at a loss. And the coronavirus has interrupted everything.

Many people are afraid to go out at night to concerts or ball games because of all the crime, and because everything costs more. We would like to have legislators who legislate. We complain about the Supreme Court's recent decisions, but if our legislators would listen to the voters, we would have the laws we want to live by. We would have support for reproductive freedom, same-sex marriages and other civil rights we value. We could also have sufficient funding for public safety and our schools.

We had a budget surplus of over $7 billion last year, and our legislators couldn't agree on how to spend it to benefit us. They kicked the can down the road thinking they would score political points with elections coming up this fall. My senator, Roger Chamberlain, who is chair of the Education Committee, has not scored any points with me. He had the chance to negotiate and finally fully fund our schools, but he chose not to listen to us. I have no confidence in him anymore. Let's use our tax money for things we value.

Families, health care, education, public safety and public health. Let's vote for Heather Gustafson who has values like most of us, and has pledged to listen and work for us.

Glad pilot survived To the pilot who crashed his float plane and wrote it off as an "expensive result of an active life." I say no, sir. If it was true that your gear was down, that was an expensive result of an error while flying a float plane. I'm glad you survived.

PAID LETTER Candidate brings skills from military experience

Stillwater Road in 2006. Seven years ago, they bought the old Hangar Room steakhouse next door, formerly Wildwood Bowl, added a restaurant and brewery and expanded again in 2021 with a deli and specialty meats.

An article in the Press at the time noted the decision to expand was spurred by the steep drop in in-person dining during the pandemic. Roma manager Pilrain also complained about major reconstruction of County Road 12 in that story, which caused a serious decline in business.

Another issue is rising food costs, which he described as “atrocious.”

“With food prices jumping at least 10% since January, it’s been a run of bad luck. The worst four years we’ve ever seen.”

On a positive note, Pilrain wants the community to know that they are bringing live entertainment to Roma’s outdoor patio at 3 p.m. Sept. 11. The fundraising event will feature professional wrestling to benefit the Mahtomedi food shelf. At least 350 people are expected.

RAMSEY COUNTY SHERIFF’S REPORTS The Ramsey County Sheriff's Office reported the following selected incidents in Vadnais Heights and White Bear Township:

Vadnais Heights

• A Montrose man reported the window of his vehicle broken in as it was parked on the street in the 100 block of McMenemy Circle over the weekend of July 8-10. Cash and Dungeons and Dragons books were stolen from the vehicle.

• A resident of the Shadowlawn Estates in the 1100 block of County Road D reported a glass patio door shattered sometime between July 12-14.

Nothing was reported missing from the apartment.

• A Vadnais Heights man, 65, was arrested July 12 in the 4100 block of Honeysuckle Court for felony domestic assault by strangulation.

• An Onamia man reported tools stolen during the week of July 16-23 from a job site near the area of Magnolia Lane and Oak Grove Lane.

• Famous Footwear in the 900 block of County Road E reported $259.96 worth of shoes stolen July 12 after the clerk placed three pairs of shoes into a bag, which was immediately snatched by a male who ran out of the store without paying for them.

• A Fridley woman, 31, was cited for misdemeanor theft July 12 at the Walmart in the 800 block of County Road E, after she and her juvenile children were seen concealing $60.87 in merchandise and passing all points of sale.

A White Bear Lake woman, 19, was cited at the Walmart

for shoplifting and released.

A St. Paul woman, 42, was cited for shoplifting July 16 at the Walmart after she was detained for under-ringing $335.02 in merchandise at the self-checkout. After the woman was released, deputies watching her enter her vehicle ran her license plate number through their computer.

When they found out she had given them a false name at the store, deputies added a charge of obstruction to her real name.

• An adult male was reported for assault July 14 in the 800 block of Belland Avenue after he hit another adult male in the mouth, knocking out a tooth. As the suspect was not on scene, a KOPS alert was issued for him.

• Drug paraphernalia was reported found July 14 in the 4300 block of Buckingham Court.

• White Bear Mitsubishi in the 3400 block of Highway 61 reported one of its customers for motor vehicle theft July 15 after that customer never returned the rental vehicle after repairs on the customer's car were completed. Attempts to reach the customer were unsuccessful.

• A Vadnais Heights man, 41, was arrested and a Vadnais Heights woman, 38, was cited July 15 in the 400 block of Vadnais Road for being involved in a domestic incident. The woman was cited and released due to child care considerations.

• A 2011 Hyundai Sonata was reported stolen July 16 from the 1100 block of County Road D. Shortly after, deputies

White Bear Township

• A resident in the 4800 block of Moon Lake Circle on July 11 reported felony package theft after a parcel containing $1,600 in stamps never reached him, despite the Post Office showing delivery on June 3.

• Bald Eagle Liquors in the 5900 block of Highway 61 on July 11 reported a fraudulent check drawn on the business account presented for mobile deposit on July 8 by an outof-state address. The complainant was able to stop payment. It is unknown how the suspect obtained the check.

• An Elk River man, 31, was arrested on a felony warrant out of Sherburne County at 11:07 p.m. July 12 at Cub Foods on Highway 96 and Centerville Road, following a report of suspicious persons taking pictures of other vehicles.

• A resident in the 1600 block of Garden Lane on July 16 reported being swindled out of the price of a vehicle she thought she sold to a Minneapolis woman. The “buyer” asked the victim to use a Zelle app, which was not set up on the victim's phone. After three days, the suspect sent the victim a screen shot of the supposed title transfer.

After six days, however, funds were not transferred. The suspect never responded to the victim's questions, but did transfer the title and bought new plates for the vehicle.

Birchwood

• A dog bite was reported July 13 in the area of Cedar Street and Wildwood Avenue.

• Washington County Sheriff's Office deputies driving along Hall Avenue at Wildwood Avenue cited a Minnesota motorist July 15 for driving the wrong way on a one-way street.

Deputies described the street as “one-way for now due to construction and is clearly marked as one-way.” The motorist said he normally drives the correct way and asked for a warning instead of citation. When denied, the driver asked whether the city was paying extra to enforce one-way driving.

• Another motorist was cited July 16 in the 700 block of Hall Avenue for driving the wrong way on a one-way street after deputies turning their squad around observed his vehicle cross the construction barrier. The driver showed signs of impairment and admitted to drinking alcohol. However, tests showed no impairment.

• Two motorists were cited during the same traffic stop July 16 in the 700 block of Hall Avenue after deputies on routine patrol saw them both drive around the wrong-way signs.

The first driver said she didn't live in the area and was housesitting. The second driver was cited for driving after suspension and for driving the wrong way down a one-way street after deputies had to verbally identify the driver. A licensed driver was summoned to drive her vehicle away from the scene.

Grant

• A package was reported stolen July 14 from the 9000 block of Jeffrey Blvd. N.

Mahtomedi

• Two males were reported July 11 for physically fighting in the kitchen area of the Lakeshore Treatment Center on Quail Street.

On arrival, deputies separated the males and directed medics to treat them for their minor injuries. Both males were released from the scene.

• A burglary in progress reported July 12 in the 1000 block of Lincolntown Avenue turned out to be a TV on in the background.

• A motorist was cited for speeding July 12 in the 100 block of Dunbar Way, and a second motorist received a verbal warning July 13 in the 700 block of Woodland Drive. A third motorist was cited July 14 in the 1000 block of Lincolntown Avenue for using a cellphone while driving. A fourth motorist was cited for speeding July 14 in the 1000 block of Lincolntown Avenue.

• A Minnesota motorist was cited July 15 for displaying registration that expired in May and for hands-free cell phone violation, after deputies observed a vehicle stopped at the intersection of Mahtomedi Avenue and Birch Street with its driver tapping away on his phone. The driver admitted to being online and looking something up.

• A Juniper Street resident reported a car egged July 16.

• Deputies conducted two boat stops July 16 on White Bear Lake and issued two written warnings. One warning was for displaying expired registration and for having no throwable personal flotation on board. The other was to a pontoon boat operator who had two children under the age of 10 on board who were not wearing a life vest.

• A catalytic converter was reported stolen July 16 from a vehicle parked on 69th Street N.

Willernie

• A Chatham Road resident on July 14 reported his significant other was shot at with a BB gun.

• A Warner Avenue S. resident on July 16 reported that his son had money stolen from him after he tried to buy marijuana and Suboxone.

Ronald Wolters Ronald M. Wolters of Grey Eagle, MN, passed away May 28, 2022. Ron was a longtime resident of Vadnais Heights and owner of Wolters Liquors on Centerville Rd. Ron always had a sucker for every child who came through the door. Ron retired in the late 1990’s to his lake home on Big Birch Lake. Ron enjoyed trap shooting, pheasant and goose hunting, fishing and trips to Alaska and Canada for fishing. Before retiring, he took up golf and it became a favorite hobby. He is survived by his children Mike (Marsha) Wolters, Michele Berner, Marilyn Pfister, Maureen (Hans) Meizinger, grandchildren & great grandchildren, brother Bill (Barb) Wolters and nieces and nephews. Ron’s service was held in Melrose, MN on June 10, 2022.

James John Goebel James John Goebel, 81, of Mahtomedi, MN passed away on July 29,2022. Jim was born on October 23, 1940 in Elmdale Township, MN, to Charley and Edith Goebel. He married Roberta Anne Poncelet on September 8, 1962. They have two children Robert (Judy) and Theresa (Wade) Ophus. Proud grandfather of James, Cody, Ben, Wyatt, Will and Jack. Jim worked at Tower TV for over 44 years and was known throughout the East metro as the “TV guy”.

He also operated his own business installing and servicing TVs in the hospitals and hotels in the metro area. When he retired, he decided to drive bus, which turned into a passion for 16 years! Jim drove bus for Mahtomedi Schools which brought him a great deal of joy. He loved his special kids!

Jim was also proud to be a very active member of the Wildwood Lions club for over 30 years and received the prestigious Melvin Jones award.

Taking care of the Mahtomedi community was a priority. He was an avid hunter and fisherman.

Fish fries were his favorite, along with spending time with his family. The family would like to thank Dr Ji and staff at the cancer clinic and hospital staff at Regions for their exceptional care.

Prison term for man caught filming girl Justin John Mitchell, 28, of White Bear Township, has been sentenced to 17 months in prison after he was convicted of being in possession of child pornography. Mitchell admitted to setting up a camera to film a 9-year-old girl undressing in 2019.

According to Roseville City Manager Pat Trudgeon, a fiber cable was cut in Roseville during the course of a water main repair outside Roseville City Hall and affected all of the area cities whose phone systems are managed by Metro I-Net, which is based in Roseville. “It took out all inbound and outbound calls, but email and internet was still working,” said Trudgeon. He explained that restoring phone service took longer than expected because the fiber needed full replacement and was complicated by additional needed repairs that were discovered once they started digging. Times may change, but intoxicated boaters remain persistent threat

Jacobson said that like driving an automobile under the influence, boating while intoxicated receives a reaction that is often swift and severe, including forfeiture of the boat.

As an added measure of deterrence, Jacobson also mentioned how BWI and DWI laws in Minnesota have received a degree of homogenization in recent years.

The blood alcohol concentration for impaired operation of any motorized vehicle/craft is 0.08, and aggravating factors apply across the board. Intoxicated boating offenses affect an operator’s driving privileges, and vice versa. What’s more, ATV and snowmobile privileges are also included.

As explained in the 2021 Minnesota boating regulations, penalties for impaired operation include “… loss of motorboat, off-road vehicle and motor vehicle operating privileges” and refusal to take a sobriety test will incur the same.

While we are now on the backside of summer, Jacobson said water patrols will maintain their vigilance through Labor Day and the rest of the boating season.

“Drink responsibly and be smart about your decisions. If we find you are intoxicated, we will take you to jail.”

The mass exodus to the outdoors during the COVID-19 era has been well documented. Among other things, that has meant increased recreation on lakes and rivers across Minnesota.

Deputy Pete Grover of Anoka County’s Recreational Enforcement Unit was a firsthand witness to the tidal surge of boaters. He described the last couple of years as “the busiest the lakes have ever been.” He said the majority of boaters were new to boating, and that his unit not only engaged many of them in education about boating laws and safety, but also issued a lot of written warnings.

At the same time, Grover said his department was short-staffed—another well-known pandemic phenomenon. Combined with increased recreational traffic, this diluted his department’s efforts in the field and left deputies at a disadvantage when it came to keeping waterways safe. It was a situation he described simply as “frustrating.”

While sheriff’s deputies and conservation officers spend a great deal of time inspecting for and educating boaters on matters of safety, like safe operation and the use of personal flotation devices (PFD), one of their primary concerns is keeping a lid on intoxicated boaters. Watercraft operators suspected of BWI (alternately called “boating while intoxicated” and “boating while impaired”) are top of mind during inspections and rarely, if ever, afforded any slack.

Sergeant Ty Jacobson, of Washington County’s Water, Parks and Trails unit, echoed Grover’s observa-

tions about lake recreation in recent years. “The last few years, we’ve seen an uptick … a lot of people took to the outdoors. This year is busy, but it’s leveled off a bit. It’s trending more toward a normal year.”

Jacobson did not say he has noticed an increase in intoxicated boaters, but that doesn’t mean he has let his guard down. Every time he conducts a “boat stop,” he looks for safety equipment on the boat and signs of intoxication on the operator.

He said that while consuming alcohol aboard boats is not illegal, it may be easiest and best to avoid it altogether. “I encourage people to keep alcohol off the boat. It’s dangerous to yourself and all other boaters.”

The power of intoxicating substances to create hazardous situations and increase deaths on the water has been studied and tracked methodically for decades.

According to the U.S. Coast Guard’s 2021 Recreational Boating Statistics, published in June of this year, alcohol was the sixth-leading contributing factor in accidents and the leading determined cause of boating deaths in the U.S. in 2021. However, that is not a new phenomenon.

Since at least 2010, alcohol has been the fifth-, sixth-, or seventh-leading cause of accidents. Alcohol was the number one cause of boating deaths every single year, and often by a wide margin.

Sgt. Jacobson believes his department does a good job getting the word out, which keeps BWI offenses relatively low. He said their presence on the water is well known.

“Having some time for you to do some study and make sure that whatever we do is not just a reaction, but to have an actual plan,” said Shoreview Council Member Emy Johnson.

The White Bear Lake City Council has a proposed interim ordinance authorizing studies and imposing a moratorium on the sale of cannabis products. This also includes the establishment or expansion of tobacco shops in city limits.

“This moratorium focuses on sales,” said White Bear Lake City Attorney Troy Gilchrist. “It does not get at manufacturing, distribution and testing.”

White Bear Lake City Manager Lindy Crawford said the Minnesota Board of Pharmacy is the state agency that oversees THC products. “There’s currently no state level license required to sell the products, and the Board of Pharmacy does not test or approve the products before their sale.”

A public hearing on the moratorium will be held on Tuesday, Aug. 23, at the White Bear Lake City Council meeting.

According to the League of Minnesota Cities (LMC), the new law does not limit where edible cannabinoid products may be sold. However, certain businesses by their nature maybe limited in their ability to sell the products. For example, liquor stores are limited to selling specific items.

Along with testing and labeling requirements, an edible cannabinoid must meet several requirements. It may not: • bear the likeness of a cartoon or contain cartoonlike characteristics.

• be modeled after a brand of products primarily consumed or marketed to children.

• be made by applying an extracted or

Circle Pines City Administrator Patrick Antonen said the city is waiting to hear from the Anoka County attorney for guidance on the THC law.

“We are looking into a moratorium but, in all honesty, there really isn’t any business in town that could sell these THC gummies,” Antonen said. “The logical spot for these is independent tobacco shops, which we do not have. Liquor stores are prohibited from selling them, so the two we have in town won’t be able to sell them.”

The cities of Mahtomedi and Hugo expect the topic will be discussed at upcoming City Council meetings.

Lino Lakes City Administrator Sarah Cotton said, “At this time, there haven’t been any discussions regarding the new legislation at the council level. Staff is currently reviewing the information put out by the League of Minnesota Cities to determine if any action is needed at this time.”

“Transportation technology like this is the future. I welcome people to try this and let us know the good and the bad.”

The mayor thanked partners like NewTrax for handling logistics and day-to-day operations of the shuttle, as well as the school district and Century College for their early involvement.

Using CAV technology, the highly automated shuttle is able to communicate with other vehicles, connect with traffic signals, signs and other road items. The shuttle can steer, accelerate and brake with little or no human input. As a precaution, NewTrax provides an on-board attendant to ensure safe operations.

MnDOT’s CAV-X Director Ginny Crowson noted that the attendant is there to assist in potential situations where the vehicle is unsure and to help in certain weather conditions, if needed. Lessons learned during the pilot will assist MnDOT in advancing and replicating AV transit systems throughout the state, with variable weather conditions an important part of its data collection.

After his shuttle ride, Mayor Louismet observed, “it was neat to see the technology in action. I felt safe the whole time. It will be interesting to see how the shuttle works in January when there’s a foot of snow.”

Dellwood Pro-Am highlight: An ace worth 40 grand

Sinking a hole-in-one was nothing new for Mike Fitzgerald, but collecting $40,000 for one — now, that doesn’t happen every day.

At the Dellwood Country Club Pro-Am last Wednesday, where 24 five-man teams dueled for prizes while raising money for River Valley Charities, the No. 6 hole was designated as the one worth a new car for an ace, in a promotion by the charity and White Bear Mitsubishi.

Was that on Fitzgerald’s mind, as he stepped up to the No. 6 tee?

“Oh, no, I wasn’t think about that. Not at all,” said Fitzgerald. “I just wanted to put a good swing on it. If you’re thinking

about (getting an ace), you’ll never get it.”

Fitzgerald put a pretty good swing on it, with a six iron.

“It went straight at the cup,” he said, “and just dropped right in.”

Still beaming hours later as he accepted handshakes and slaps on the back from fellow golfers, Fitzgerald said he was “pretty excited” to see that ball drop.

The prize is $40,000 toward the purchase of a new car.

Fitzgerald, who lives in Grant, said he needs to see what the tax implications are before deciding what to do.

The ace Wednesday was the seventh of his life, and his third at Dellwood where he’s been a member for 10 years.

He shot 79 for the day, a little better than his normal round,

he said, helping his team place eighth at 17 under par.

Also collecting money at the Pro Am was River Valley Charities, raising funds for the White Bear Lake Food Shelf through donations from members and a cut of the entry fees.

“One in eight kids are not getting enough to eat,” said Ron Linneman, representing River Valley Charities. “Our goal is to raise $15,000, which would feed 6,000 people. Food costs are up 10 percent, and wages are only up four percent.

We are dealing with food insecurity in the community.”

The winning quintet, shooting 22 under par, was led by Cam White, representing PXG Minneapolis (Parsons Extreme Golf). White supplied one of their highlights, a 50-foot putt from the back edge on

The runner-up team at 20 under par was the quintet of Larry Norland (pro), Dale Sager, Blair Oklobzija, Kyle Sabot and Jeremy Brandt. Placing third at 19 under par were Jeff Running (pro), Nik Patronas, Steve Linn, Stewart Haifiz and Bill Leblanc.

The club pros, while captaining five-man teams, also competed for cash prizes individually. Co-champions were Pete LaCoursiere, Dellwood’s general manager, and Grant Shafanski, teaching pro at North Oaks, each carding a one-under-par 71.

“We had a good core group through high school,” Loss said. “We connected really well with each other.”

Must also have strong, problem solving, analytical and interpersonal skills, and be able to work independently. Requires good written communication skills and computer skills. Bears hoops star commits to Wisconsin Jack Janicki, outstanding White Bear Lake guard, will play college basketball with the Wisconsin Badgers, a perennial Top 20 team.

Following an unofficial visit to UW on Monday, Janicki gave his verbal commitment to the Badgers, turning down offers from Wake Forest, Loyola (IL), Rice, Santa Clara, Colorado State, Vermont, Harvard, and St. Thomas, reported Badger247, a Wisconsin fan website.

“I’ve always had my eye on Wisconsin, but they didn’t start recruiting me until this summer,” said Janicki. “I went to their Elite Camp at the end of June. I had a really good day. I caught their eye. They’ve followed me since then.”

Janicki is listed as a “preferred walk-on,” with the possibility of a scholarship later.

Fewer scholarships are available now that many current college players are transferring under the new “transfer portal” rule, and are getting an extra year of eligibility due to the pandemic. Janicki was told the Badgers had one scholarship left and wanted to use it for a post player.

Janicki has led the Bears in scoring since ninth grade. He enters his senior year with 1,435 points, likely to become the school’s first

2,000-pointer.

The lanky left-hander, close to 6-foot-5, is a dangerous 3-point shooter and intelligent playmaker, according to college scouting reports.

“I think they see me as a good shooter, a smart player, and a big guard who can handle the ball,” said Janicki.

Bears coach Gregory Burke said he “goes way back” with Badgers Coach Greg Gard, having coached against him in Wisconsin while he was at UW-Superior and Gard was at UW-Whitewater.

Burke thinks Gard got a “steal” in signing Janicki.

“I feel they are getting an under-recruited player. Jack is the complete package,” said Burke.

“Along with his shooting, he passes the ball great, he’s a very intuitive player, and he won games for us on the defensive end of the court as well. In all aspects of the game, he makes us better. And he’s a great student.”

ince 2012, World Lung Cancer Day has been observed every August 1st. First described by doctors in the early 19th century, lung cancer was an extremely rare disease for a very long time. Some 150 years ago, people had only heard of this disease, and studies showed less than 1% to 2% of the population was afflicted with it. Cut to the next century, and the scenario changed completely. While still rare in the early part of the 20th century, by the century’s end, it was the leading cause of male cancer-related deaths in more than 25 countries.

No one knew how this happened and what caused this dramatic rise. A scientifically significant handbook written in the 1930s — the Springer Handbook of Special Pathology — postulated that this rise could be a direct result of the increasingly polluted air, greater frequency of traffic, and even an increased exposure to gasses during World War I. But this handbook, like many others, could not explain why lung cancer also rose in countries without any of the above factors.

Smoking was also suspected to be a factor, but no particular importance was given to studying this theory. It was only when studies conducted in the 1940s and ’50s showed hard evidence linking lung cancer to smoking that people realized the ill effects of nicotine and tobacco.

As smoking was now a recognized cause of lung cancer, many people globally did their best to quit this habit, and this widespread movement saw a gradual decline in lung cancer incidence, at least in males.

Learn about lung cancer screening: A new s creening, a low-dose CT scan, is now recommended for individuals at high risk for lung cancer and has the potential to dramatically improve lung cancer survival rates. A person is considered high risk if they are between 55–80 years old, have a 30 pack-year history of smoking (this means 1 pack a day for 30 years, 2 packs a day for 15 years, etc.), and are a current smoker or have quit within the last 15 years.

AGING GRACEFULLY Protect yourself against scams

As the digital world becomes an increasingly important part of many lives, seniors are among the most vulnerable consumers in the country. Scams can affect every part of life with scammers trying to trick people out of their personal information and money.

These fraud schemes can come over the phone, on the Internet, and through mass marketing, among others.

Scammers and con artists often target seniors and attempt to steal their money, identity and dignity.

Commonly, this comes in the form of fraudsters asking seniors to send a payment through gift cards, by wire transfer or credit card.

Detective Nick Sullivan with Washington County specializes in these kinds of crimes and says the sheriff department receives calls every day, multiple times a day either reporting

it is the fastest way to get the money. Once the card number is read off to the scammer, Sullivan says the money is usually gone within an hour. In rare cases, law enforcement is able to recall the card if it is not spent immediately.

More recently, scammers have been sending victims to Bitcoin ATMs, which makes it nearly impossible to find the money.

According to the Washington County Sheriff’s Office, the most common ways a scammer may try to swindle someone is with offers that are too good to be true. Scammers try to excite others with great news about winning something or an incredible deal. By pretending to be law enforcement they scare people into thinking their loved ones are in trouble and must be helped.

They will also pressure people into quick decisions by making them think time is limited. Through excitement, fear or pressure

Law enforcement advises people, number one, to hang up the phone if the caller is unidentifiable. Second, if you have won something, it will be presented to you –you will never be asked to pay for it first–and third, do not use gift cards or ATM’s. Unfortunately, most of these victims have dementia or cognitive decline in which case it can be difficult to get through to them.

Sullivan says they can sometimes track where the money is going by getting bank account warrants and by following IT addresses if the account is created online. However, once the money reaches overseas, which is the case in most instances, he says, there is nothing they can do unless the loss is up to $2–3 million.

“These scammers are very good at what they do… they are extremely well– trained and they do their research,” Sullivan said.

Sullivan says scammers will go to the length of researching the victim’s family to identify a grandchild that is out of state. Then, they will call and pretend to be that grandchild, saying they have been in an accident or are in trouble with authorities and need money.

Ultimately, Sullivan says, it all comes down to how the scammer gets paid out.

In almost all of his cases, Sullivan says, the scammer will ask for gift cards like a Green Dot card because
