Julie Langley likes disc golf so much she bought a house less than a mile from Lakewood Hills Park.

The Orchard Lane park has an 18-hole disc golf course built by the city of White Bear Lake about a decade ago that is considered "world class" by aficionados of the sport. That means it gets used a lot. And with people, comes trash.

Trash is something to which Langley has an aversion. She can't leave it lie, especially at one of her favorite places in the whole world.

"Yes, a few of us watch over the course," Langley said. "It's taken care of by the people for the people."

Disc golf is so popular at the park, there may be 100 people playing on a Saturday. Couples have Friday date nights on the course and she sees large groups of a dozen or more playing together.

"It's a place where people can walk in a park, talk

to their friends and throw things," said Langley, who added it's done wonders for her obliques. "White Bear does not know what a gem it has. It's a championship golf course."

In fact, in retrospect Langley would have left the course at 14 holes. The city added four holes about eight years ago, which has attracted a lot more players.

The Shoreview native shares her love of the sport with longtime partner Ron Molen and their combined four sons. Both lost their spouses and when they found each other, they also discovered disc golf. "We fell in love with it," Langley said. "It's like bowling, only free."

She credits her zeal for picking up trash to a great aunt who taught her at a young age the value of public parks. The whole family volunteers on work crews for park cleanup days, cutting buckthorn and painting SEE DISC GOLF, PAGE 9A

Million dollar question in bonding bill: How much will pipeline cost?

ST. PAUL — The augmentation bill is ready for the State Legislature, it's just a matter of filling in a very important blank — how much?

Capital cost estimates from the Department of Natural Resources (DNR) came in at $55 million to lay a 30-inch pipe from East Vadnais Lake to White Bear Lake. The figure was a sticker shock to those promoting augmentation, including the White Bear Lake Restoration Association (WBLRA), whose members decided to commission their own engineering report.

The group turned to Emmons & Olivier Resources (EOR) in Oakdale, the same firm that provided expert testimony for WBLRA's lawsuit against the DNR, to review the concept cost report.

Results of that fast-tracked review were presented March 3 to the DNR and Metropolitan Council representatives, area legislators and officials from White Bear Lake, White Bear Township and Vadnais Heights.

Bottom line, EOR's cost estimate was lower: $38 million for one scenario and $26 million for another.

Scenario A was more conservative and included a full road replacement; while B would require only a mill and overlay. Both scenarios were based on the same assumptions as the DNR report: A pumping capacity of 2 billion gallons through a pipeline that SEE AUGMENTATION, PAGE 8A

Area Boy Scout leaders honored for volunteerism Mitchell Johnson of White Bear Lake successfully nominated a fellow Boy Scout leader for the Silver Beaver Award and was surprised to find out he was also a recipient of the award.

“Modest,” “humble” and “tireless volunteer” are words used to describe Johnson, who is receiving the Silver Beaver Award for distinguished service to the Boy Scouts of America after being nominated by his son, Allen Johnson.

Turnabout is fair play: unbeknownst to Layne Lodmell, who wrote a letter of support for Mitchell’s nomination, he was nominated for the award as well — by Mitchell. A St. Paul police officer, Lodmell was a registered Scouting volunteer for 20 years.

The two retired Boy Scout leaders are being honored for their community service and for the impact they have made on the lives of youth.

Mitchell served as an assistant Scoutmaster for Troop 9434 in the Many Waters District for 20 years, from 1995 to 2015. He was a merit badge

counselor, helping boys earn over 500 merit badges, and Order of the Arrow chapter advisor during that time, as well as a longtime staff member at the Tomahawk winter camp school. He has received many Scouting recognitions including Arrow of Light, District Award of Merit and the Scouter’s Key. In his nomination letter, Mitchell’s son Allen wrote that his father’s love of nature, sports, history and world culture is transferred on to hopefully spark interest in receptive minds. He led youth on outings to Isle Royale, the Boundary Waters Canoe Area and Sea Base. Outside of Scouting, Mitchell has coached or managed youth soccer, hockey, baseball and basketball. He’s a longtime bird counter with the Audubon Society, an active Lions member, EMT and parks volunteer.

“Mitch participates in a wide variety of activities for no purpose other than to make the world around him a better place and the people around him a bit happier,” wrote Allen. “He especially likes taking care of the outdoors. He

is the man [who] will leave on a hike with an empty backpack and come back with one filled with trash that others have left behind.”

Lodmell is a former Scout leader. A St. Johnson Paul police officer, he was a registered volunteer in Scouting for 20 years. He served in many positions in Cub Scouts and Boy Scouts, including assistant Scoutmaster for Troop 212 and Troop 89, was an Order of the Arrow advisor and Many Waters district committee member. He received the Award of Merit in 2014 and OA Founders Award in 2010. He’s also active in youth athletics, taught judo and was a handgun and rifle instructor

for Police Explorers. “[Layne] assists many needy folks, always without any expectation of acknowledgement,” Mitchell wrote in his nomination letter.

“Through Lodmell his 20-plus years in Boy Scouts, he has helped many Scouters on their personal charities and challenges. He always makes advising seem like it’s easy, but there’s talent earned from years of experience and planning.”

The awards will be presented March 19 by the Northern Star Council in St. Paul.

White Bear VFW post honors patriotic teacher A Central Middle School social studies teacher was named White Bear Lake VFW Teacher of the Year for 2015.

Kari Janzen has taught in the district 24 years; 13 of those at Central. She teaches seventh-grade U.S. history and eighthgrade world geography.

Principal Noel Schmidt nominated the longtime teacher for the honor. A surprised Janzen learned she was selected by Keep Zimmer Post 1782 last month, qualifying her for the district level of competition. The teacher has close ties with the veterans of foreign wars groups. Every fall, her seventh-grade students participate in the Patriots Pen essay contest and hear a speaker from the Post talk about the significance of

Veterans Day. “The students win great prizes in the essay contest and it’s really fun for them,” Janzen said. “That’s why I’m involved in the VFW. They are the salt of the earth.”

At Janzen’s invitation, Army veteran Barry Henricksen has been talking to Central students for the last six years about his ’03 experiences in the Iraq War and the importance of Veterans Day. “We’re pleased to honor her for her support of the Patriot’s Pen program and patriotism,” he said.

Called the National Citizenship Education Teacher of the Year, the VFW program was launched in 1999 to recognize classroom teachers for promoting citizenship education, Henricksen said.

Winners are chosen at the Post, District and State level. National winners receive $1,000 and a paid trip to Washington, D.C. to receive their award. The school also receives $1,000.

The Post hasn’t had an entry recently, according to Henricksen, who is a White Bear Lake grad. “Someone has to be nominated,” he pointed out, “and teachers don’t like to nominate each other. They don’t look for publicity. They do their jobs and they’re proud of it, but they don’t do it for recognition.”

When she’s not teaching, Janzen said family activities keep her busy. The married mother of three coaches youth basketball and enjoys traveling. The family likes

to road trip to national parks in the summer, she added, naming Jackson Hole, Wyoming, a favorite hiking destination.

Janzen will receive her award during a presentation at the Janzen VFW April 7.

The impact of paperboys

n this week’s paper a letter to the editor commends the work of one of our neighborhood kids, Angelo, who is operating his first business - a paper route.

The letter-writer said his newspaper carrier came to his door with a bunch of flowers he was giving away just to make people happy. It is gestures like this that makes our community great.

Time and time again the people we meet and consult with in the newspaper world are shocked to learn we still have a youth carrier program. There just aren’t many community weekly newspaper groups who use youth carriers. Paperboys (and girls) throughout the country have been replaced by the postal service, which in many ways is easier to manage and more Publisher’s cost-effective. So why do we keep doing it? The answer is, because of kids View like Angelo. I bet once a week since Carter Johnson I’ve been publisher, I meet someone who shares memories of being a newspaper carrier as a kid, many crediting it as the beginning of a successful career. Delivering the weekly news is an opportunity for a kid to have a first job that builds responsibility and entrepreneurial skills while providing them an opportunity to make a little extra money. When we hear stories like Angelo’s, it reminds us how important the carrier program is and why we are committed to it.

If you live in a neighborhood where your newspaper is delivered by a carrier, you should know you are among the very few such households in the country. It takes a community to make the carrier program work; first, a community that supports the work through subscriptions and second, parents who believe that having a weekly responsibility is still an important learning experience for their child.

Thank you for your support, and I also want to thank the current carriers and the former carriers who have delivered Press Publications products. Carriers deliver in the blistering cold, wind and rain and do it with a smile even when their friends are doing something more fun.

Subscriptions It’s fun to hear stories about how lives are being touched in our community by the stories and other information we print in the newspaper. From the inspiring feature stories about local people to life-changing events like Relay for Life, we get to shed light on the people and organizations who make this community great. A staffer shared a story about meeting a couple from Washington County who, upon learning he worked for our weekly newspaper, were anxious to tell him how they go through the community events section in the paper every week and choose at least one thing to do.

A few years ago our Hugo editor covered a story about a Met Council water meter that resulted in the cities of Hugo and Forest Lake receiving more than $2,000,000 in refunds for overages charged. Over the years parents have told us that their child thought they were famous when they saw their photo in the paper. These stories remind us of the importance of a local news organization. It’s our job each week to inform our readers about events and activities; help them understand what is happening in their local government; hold local governments, officials and institutions accountable; celebrate the achievements of students, athletes, and residents; provide a forum for residents to share their opinions and participate in community dialogue; report what is happening with businesses and the local economy; and to entertain readers with feature stories. Vision: Engage, challenge, inspire

I

t’s one thing for a school district to talk about its mission and vision and it’s quite another thing to actually see the mission and vision in action. When the Mahtomedi School Board discussed updating the district’s mission and vision statements to better reflect the district and its schools, the discussion evolved into a valuable exercise that asked our district leaders to evaluate who we are to Movers & our students and our community Shakers and who we want to be. In other Mark Larson words, where are we now and where are we going? Out of that process emerged three key words: Engage.

Challenge. Inspire.

The district’s new vision statement is: To Engage, Challenge, and Inspire All Students to Create Opportunities for Themselves and Others. The third word — inspire — represents, for me, the culmination of all of our efforts to draw students into their educational experience, provide them with the rigor that best suits their needs and goals, and then set them free to make a difference either in their own lives, in their community, or in the world beyond.

When Mahtomedi Public Schools uses words like engage, challenge,

and inspire, I see it as a call to action for our educators, our students, and our community to take learning to the next level. And when I think of how our students are inspired to create opportunities for themselves and others, I know that our teachers and staff members are hearing the call and taking action.

At Wildwood Elementary School, three 2nd grade students approached their teacher and asked for an opportunity to help other people. Thanks to the work of their teacher Lori Baker, 2nd grade teacher Stacy Fesser, and a school filled with adults willing to lend a hand to help these students, a food drive took shape. The girls even wrote a song about their food drive and presented to their fellow students at an all-school assembly.

Their goal? To collect more than 1,600 pounds of donated food for the Mahtomedi Area Food Shelf through March 11. These students were inspired to help others.

At Mahtomedi Middle School, the Electronic Bionics First Lego League Team was required to create a project that would make less trash or improve the way people handle the trash we make.

The team members were inspired to research the school’s use of pizza boxes that are delivered to the school every Friday for lunch and then thrown out. Working with their coaches, Principal Mike Neubeck, Buildings and Grounds Supervisor Julie Osterbauer, the

Nutrition Services Department, the Mahtomedi Area Green Initiative, and the local Domino’s Pizza, team members will be launching a fundraising effort to purchase reusable, stainless steel pizza pans that can be used 1,000+ times but pay for themselves after 35 uses.

Also at Mahtomedi Middle School, a group of 8th grade students who are passionate about unicycling wanted to practice indoors during the winter while providing other students with the opportunity to learn how to ride a unicycle. The students connected with MMS English teacher Sue Kluegel who agreed to be the advisor of the Unicycle Club. The club has met weekly from November to March and members are working on goals such as wheel walking, stand gliding, bunny hopping, and biking backward.

I am proud of these students who were inspired to create opportunities for themselves that also had an impact on others. And I am equally proud of the district staff members who stepped up to help the students realize their goals. I see wonderful examples of our teachers and staff members engaging, challenging, and inspiring our students every day, which means we are achieving our goals of taking learning to the next level.

Beware of spring break scams

A

s winter drags on and spring break inches closer, a sunny vacation becomes all the more attractive. Many people are eager to trade cold weather for sunshine and the relaxing sound of waves crashing against the shore. Spring break usually means a week of fun and sun; however, Better Business Bureau of Minnesota and North Dakota ® (BBB) warns people to plan ahead to avoid scams and common vacation pitfalls.

Scammers commonly target students looking to fi nd great deals online by offering enticing vacation packages at unrealistically low prices. That’s why it’s important to do your research fi rst. If you haven’t planned a vacation before, BBB (bbb. org) is a great resource for finding travel agencies that are reputable and dependable.

Here are some additional tips to help ensure a worry-free vacation: Plan ahead. The early bird gets the worm. Allow yourself the time to research hotels, flights, and area where you’re staying. Typically, the earlier the reservations are made, the better the deals you will find and

the lower the risk of your favorite destination being booked solid.

Making reservations in advance also locks in rates and prevents you from paying higher prices later during prime spring break season.

Be alert for travel scams. Watch out for phone calls or letters claiming that you’ve “won a trip” or websites offering prices that are too Movers and good to be true.

It’s easy to extend Shakers questionable offers these, but the vast Better Business like majority of them leave Bureau hopeful travelers in limbo – and out money.

Do your homework.

Get the trip details in writing.

Before making fi nal payment, get all the details of the trip in writing.

This should include the total cost, restrictions, cancellation penalties, and names of the airlines and hotels.

Also review and keep a copy of the airline and hotel’s cancellation and refund policies, as well as the cancellation policies of the travel agency or vacation website – such as Travelocity or Priceline - you’re using.

Consider travel insurance. Travel insurance is designed to cover such things as trip cancellations or medical

emergencies. There are different levels of coverage based on what type of plan you purchase. Ask a lot of questions, and always read the fi ne print to see what’s covered and what’s not.

Pay with a credit card. Paying with a credit card gives you additional protection if something should go wrong with the travel reservation.

If you’re not a planner and decide to set off on a spring break vacation on a whim, there are still ways you can protect yourself. First, inform a family member or friend of your itinerary and contact information.

Second, take a map. People rely heavily on smartphones and GPS and it’s better to be prepared for anything in the case of technical difficulties or if you’re going through an area with poor reception. Finally, avoid traveling alone. Use the buddy system and stick with your friends. Use hotel safes to store extra cash and keep any valuables under lock and key.

A carrier bearing flowers The other evening there was a knock at my front door. When I answered I saw it was Angelo, my newspaper carriers. I was delighted to see this young boy because he has always been a delight to talk to when I see him delivering my paper — usually in the summer.

He was carrying a bundle of flowers in his arms and I thought he was selling them. I asked how much for the flowers? His response is one I will never forget.

“I’m just giving them away to make people happy,” he replied.

He certainly did. I do a lot of volunteer work myself and knew

exactly what he meant. I hope his enthusiasm continues to grow as he does.

Attached is a photo of Angelo on my porch. I have spoken with his parents a few times over the months and they seem very nice — obviously, if they have a son who does things like this. His father is also a military vet.

Many voters denied My precinct experience at Vadnais Heights Elementary School Republican caucus last Tuesday (March 1) contained big

highs and big lows. We arrived a little before 7 p.m. and were floored and impressed by the huge turnout. We saw one line went down the whole corridor of the school and the other snaked outside long into the night. We reached the front of the line to get registered at 8 p.m. and went downstairs to our precinct room.

The person in charge smiled and said ‘you are the last two allowed to vote.’ I protested that there were still over100 people in line. I went upstairs to encourage those running the precinct to allow everyone to vote, many of whom had been there since close to 7 p.m. The answer I received was that “State law demands that voting ends at 8 p.m.”

In a year when many voters are already feeling disenfranchised, we made them feel even more disenfranchised. I’m sorry I didn’t argue even more vociferously. One young man who lost his vote became angry and starting swearing. A large number of people went home denied.

It’s important to say that the local volunteers who gave up their time to help should not be blamed. The higher-up organizers did not adequately prepare them for the volume of people, and did not give them clear instructions if that did happen.

I saw on the 10 p.m. news that some other precincts let anyone

vote that was in line by 8 p.m.

I wish I would have thought to suggest that. In the future, we’ll need to either go to a primary or redesign the caucus experience to welcome everyone. How about a multitude of social studies students from White Bear High School doing the registering to visually see what democracy is about?

Use aquifer water for augmentation Bringing the water level back up in White Bear Lake is something that everyone wants; how to do it is the question. The current proposal is to pump water from the Mississippi River back into White Bear Lake. This will cost $100 million to build and $4 million per year to operate.

The Prairie du Chien aquifer is right below the lake and the water from it eventually “seeps into the Mississippi River. So, why pump water all the way back from the Mississippi River, if the same water is available right below White Bear Lake?

We could install four wells to use this water and raise the lake level. The cost would be about $3 million to drill and very little to operate because no water treat-

ment would be required.

There are five confined aquifers right below the lake.

All of the aquifers are hundreds of square miles in area and hundreds of feet deep. Using water from one or more of these aquifers would have an insignificant effect on “any” aquifer level, because the amount of water needed to raise the lake level is tiny compared to the amount of water that is in any of the five aquifers. Plus, water in aquifers is constantly being “recharged” by normal precipitation.

I understand that using water from aquifers below may have been considered and rejected because a DNR policy prohibits using aquifer water for lake augmentation. Perhaps it is time to revisit this policy?

What can we do? Maybe a new aquifer impact study is needed?

Would a petition from citizens have any influence? Can our local legislators help?

The proposal to spend $100 million dollars to start and another $4 million every year afterwards will probably go nowhere. I suggest we do something else.

Using aquifer water for augmentation is a practical and economical solution, and it definitely deserves to be reconsidered.

My trip to Kolkata (Calcutta), India

White Bear Lake has been my home for 48 years.

My three children attended kindergarten through high school here. Now I am volunteering at the senior center by delivering Meals on Wheels. Our coordinator, Debbie Walker, has done a magnificent job of coordinating this service. Her mantra is a quote from Rabindranath Tagore, “I slept and dreamt that life was joy. I awoke and saw that life was service. I acted and behold, service was joy.”

Little did I know that this statement from the first non-European Nobel Literature prizewinner would become the basis for writing an article on my trip to Kolkata, India.

The trek began with the invitation from my daughter, Denise, to go to West Bengal and stay with the family of her good friends, Akjina Banerjee and Rogit Hazra. Denise, my grandson Sam and I left on Christmas Eve and came home Jan. 3, 2016. We arrived in Kolkata (Calcutta), the second-largest city in India, and were greeted by the Banerjee family only to find our adventure had just begun. The traffic was something you have to experience. Our drivers were awesome on this trip. They are like racecar drivers maneuvering around bikes, rickshaws, motor scooters, battery-operated rickshaws, buses, taxis and cars. The honking still resonates in my ears. Everyone seems to get to their destination with very few incidents. Truly amazing!

West Bengal is one of the 29 states of India and is surrounded by water. Its main metropolis is Kolkata, a port city of 4.5 million people. Kolkata is not only on partially reclaimed wetlands but located on the Hooghly River, a tributary of the Ganges. December through March is a good time to visit India as the temperatures can be over 100 degrees Fahrenheit during the summer and the monsoons can produce flooding June through September. The pollution is very noticeable; smog and haze seem to linger over the city continuously.

The first three days became a scenic ride around this large city with an overabundance of Christmas lights and festive decorations. Considering that the state is almost 80 percent Hindu, I believe its residents decorate more for Christmas than the average American. Park Street, one of the main streets in Kolkata, is canopied with lights. Even the Queen Victoria Memorial had changing lights at night.

Our host family took us on a Heritage Walk with a local guide, and we walked through the streets of Old Kolkata. Every street was filled with vendors selling a medley of food and goods. The best was the chai tea in clay cups. You got a feel for what was there when India was part of the British Empire. We visited St. John’s Church, Moghan David Synagogue, Neveh Shalome Synagogue (hidden by street shops), the Armenian Church, Parsi Fire Temple, Nam Soon Chinese Church in Old Chinatown, the Jani Temple and much more. These churches and temples were very active before India gained its independence in 1947 but now just a handful of people attend them. The churches and older structures today are maintained by money from families who live abroad.

We Americans cannot understand what poverty is until we walk the streets of Kolkata. The 2005 Na-

tional Family Health Survey said about 14 percent of the households in Kolkata were poor, while 33 percent lived in slums. After the Indian economy was liberalized in the 1990s it experienced a resurgence, but it will take a long time before prosperity filters down to the poor.

Our last adventure was a train ride to the town of Shantiniketan, located approximately 99 miles north of Kolkata. The town was celebrating a three-day fair called Poush Mela. The fair included a bazaar with stalls of fabrics and handicrafts. At night there were performances of Bengali folk music and karaoke.

I have named only a few of the experiences my family had in West Bengal. What an opportunity to visit there, halfway around the world. This is where my story becomes full circle: it is here that Rabindranath Tagore founded the liberal arts university of Visvu-Bharati.

Tagore wanted the students to get in touch with

nature, so many of the classes are held under the trees. The library and museum on campus contain his contributions in writings, poetry, songs and paintings. He has become the spiritual leader of Bengal because of his interest in social reform and common humanity.

“I slept and dreamt that life was joy. I awoke and saw that life was service. I acted and behold, service was joy.” What a perfect quote for our White Bear Lake Senior Center volunteer program.

RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff's Office reported the following incidents:

VADNAIS HEIGHTS • A man purchased a vehicle from a Hwy. 61 dealership in early February but there were a few things he wanted fixed.

The dealership lent him a loaner vehicle and completed his repairs on Feb. 16. Ten days later, the dealership was still waiting for the loaner to be returned.

• When his parents asked for their iPhone 6 back on Feb. 25, their 29-year-old son said it was at the pawnshop and, in addition, he was not ready to go back into treatment. The phone was recovered and an investigation continues.

• A diner at a Rice Street Mexican restaurant passed out the afternoon of Feb. 26. The 60-year-old St. Paul man was awakened and booked at the Ramsey County jail on Hennepin and Ramsey County warrants for his arrest.

• A 14-year-old boy caught throwing eggs on Feb. 29 ran away from home on

March 1. An investigation continues.

• A 24-year-old man was picked up March 1 in the area of Centerville Road and County Road F on a Ramsey County felony warrant for weapons possession.

• Following a March 1 traffic stop on Rice Street, a 28-year-old Minneapolis man was jailed on a Hennepin County misdemeanor warrant for failure to appear in court.

WHITE BEAR TOWNSHIP • A man with a condo for sale in the northwest part of the city reported the theft of his wife’s wedding ring valued at $5,000 on Feb. 23. The 37-year-old man said he wasn’t sure when the theft occurred, as the ring had been left “near the kitchen sink,” and several prospective buyers as well as real estate agents had been through the property during the six months it had been listed. An investigator noticed items including movie cartridges, as well as proprietary documents such as hotel bills and credit

card numbers on full view on a table in the condo, according to the police report.

Pawnshops have been alerted regarding the wedding ring.

• A dog on Carolyn Lane Feb. 23 reportedly bit its owner’s 3-year-old niece on the face. The 3-year-old American bulldog is a repeat offender, having reportedly bitten the victim’s 12-year-old sister in the past, also on the face. The victims’ mother claims the dog has bitten people seven times. A hearing is scheduled to determine if the dog should be classified as “dangerous.” The dog is up to date on its shots and is currently under quarantine.

• Fists flew Feb. 24 at the Bellaire Education Center when one 12-year-old boy called another 12-year-old boy a “name.”

In this incident, the youth who did the taunting was booked into the Ramsey County Juvenile Detention Center on a fifth-degree assault charge.

• Shots were reportedly fired the night of Feb. 27 in the vicinity of Pioneer Lane.

• A Trek bicycle was reported stolen in the 4400 block of Lincoln Avenue at 2:32 p.m. Feb. 26.

• A 58-year-old male from St. Paul was arrested on a felony warrant, 5th degree controlled substance and driving after suspension on I-35E at 12:48 a.m.

• A 33-year-old female from St. Paul was arrested for 3rd degree DWI test refusal in the area of I-35E and I-694 at 2:12 a.m. Feb. 27.

• A male and female couple stole a laundry pay station off the lobby wall in the 3500 block of Century Avenue at 9:38 a.m.

Feb. 27. They tried to hide their identities by spray painting the surveillance cameras. About $150 was stolen and $220 of damage occurred.

• Theft from a storage unit was reported in the 1800 block of Buerkle Road at 10:14 a.m.

Feb. 27. Fishing poles and tackle was missing. It appears the thief entered through the ceiling of the adjacent unit.

• Fraud was reported in the 4900 block of Birch Lake Circle at 1:03 p.m. Feb. 27. Approximately $600 was fraudulently charged on the victim's credit cards. No arrests have yet been made.

• A domestic assault was reported in the 2300 block of Golfview Drive at 7:22 p.m. Feb. 27. The complainant stated his sister punched him in the face but that he did not wish to pursue charges.

• A 25-year-old male from White Bear Lake was arrested for 4th degree DWI in the area of County Road E and Linden Avenue at 1:08 a.m. Feb. 28.

• A 46-year-old male from Maplewood was cited and arrested for disorderly conduct and obstructing the legal process in the 4100 block of Hoffman Road at 1:38 a.m. Feb. 28. He was involved in a fight outside a building.

• Fraud was reported in the 4600 block of Carolyn Lane at 11:24 a.m. Feb. 28. Approximately $510 was fraudulently charged on the victim's credit card. No suspects at this time.

• Two gas drive-offs were reported in the 3200 block of White Bear Avenue Feb. 28.

• A 33-year-old male from St. Paul was arrested for violation of a Domestic Abuse – No Contact Order in the 1800 block of Cedar Avenue at 10:14 p.m. Feb. 28. He also possessed marijuana.

• A male driver was arrested for violation of a Domestic Abuse – No Contact Order in the area of 4th Avenue and Eugene Street at 2:10 p.m. Feb. 29.

• A 37-year-old male from North Oaks was arrested for

• A suspect entered an Arbor Drive attached garage just before 7 a.m. Feb. 27, and pilfered money and CDs from the center console of a vehicle. Neighbors, up and around in the early Saturday morning hours, recognized the suspect, who lives nearby. A K-9 tracked the suspect to his home, where he was arrested. The 23-year-old has four previous convictions involving burglary or drug use.

• An Otter View Trail resident reported his debit card peppered with 15 illegal charges. The transactions, totaling $570, were all made on the same day, Feb. 28, and involved Internet purchases. An investigation continues.

• A wife awakened to the sound of a gunshot just after midnight Feb. 29. The sound came from the bathroom of their Brandlwood home. The woman’s 60-yearold husband, who was cleaning his 9mm handgun, shot himself in the middle finger of his left hand. He was treated at a local hospital, and said he thought the weapon was unloaded.

Woman dies in car crash A White Bear Lake woman driving a Jeep Liberty died in a one-vehicle crash early Saturday, March 5. The State Patrol reported Theresa Noye, 39, deceased when her SUV ran off the road at Highway 96 and Kimbro Avenue N. in Stillwater around 7:30 a.m. Road conditions were reported icy at the time.

Guilty of child abuse A White Bear Lake man was found guilty of malicious punishment of a child and assault in the first and third degree in a jury trial March 1. Austin Thomas Whiteaker, 20, pleaded not guilty last June to the counts following an incident in April 2015.

White Bear Lake police officers responded to a call at the 3900 block of Hoffman Road regarding a month-old male infant who was not breathing.

Whiteaker Whiteaker was identified as the father and was caring for the infant while the mother and a female roommate went for fast food. When they returned, the infant was blue and unresponsive.

A physical exam at the hospital revealed multiple injuries and significant bruising indicative of child abuse. Internal examination revealed injury to the baby's brain and bleeding around the brain and retina. An MRI revealed a "devastating brain injury," according to the complaint. Whiteaker consistently denied harming the child with inconsistent accounts. It was determined the child will have permanent disabilities as a result of the trauma.

Sentencing is scheduled for May 27.

Burglar sentenced to prison Sentenced Feb. 26 to 48 months in prison for second-degree burglary was Aaron Allen Teegarden, 40, of Mahtomedi. The judge credited the prison time for 414 days served and ordered restitution of $1,800 to victims to be withheld from prison wages.

Teegarden was convicted of entering a building in the 1100 block of Summit Avenue in Mahtomedi in August 2014 without consent and with intent to commit a crime. Homeowners reported a break-in after returning home and finding jewelry boxes, vintage comic books and a trash can missing. A neighbor to the home where Teegarden rented a room elsewhere saw jewelry strewn on the floor of the garage and called police. Officers located many items confirmed to be stolen from Summit Avenue after the homeowner allowed them to search the garage. Teegarden was found in a vehicle later than day with some of the comic books and arrested.

"We tried to keep it apples to apples," said Brett Emmons, EOR co-founder. Their website describes the company as a nationally recognized, water resource-based engineering and environmental consulting firm.

In their review of the DNR report, prepared by SEH Inc. of Vadnais Heights, a few items "stuck out," Emmons said.

One was a realignment EOR engineer Nick Turner called "low hanging fruit" to cut costs.

"As the pipeline approached White Bear Lake, we noticed a 'U' to follow the road alignment. If we continued northeast towards the lake instead of making multiple bends, we could cross a storage yard, which would eliminate 1500 feet of pipeline," he noted. The savings in excavation alone was $3.5 million for the route change.

The engineers also weren't convinced the road had to be replaced through the corridor, which would shave a couple million more off the DNR estimate.

Many other line items were scrutinized in the EOR review. Overall cost differences are shown in the accompanying table. A 20 percent contingency was included for the comparison as was a set-aside of 25 percent for engineering, administration, legal and bonding fees.

Metropolitan Council projects average $10 million per mile for a 30-inch pipe, according to Government Affairs Director Judd Schetnan. The point being that the DNR estimates are more in line with Met Council construction costs.

feel left out of the conversation.

Vadnais Heights City Administrator Kevin Watson said the augmentation meeting was the first he's attended.

"They (augmentation proponents) want to build it in our backyard and they haven't even talked to us," Watson said. He found out about the DNR meeting from Sen. Bev Scalze (DFL-Dist.42), who encouraged him to attend.

"We're concerned about Vadnais Lake," Watson told the group. "What impact will sucking 10 to 15 percent of the water out of that lake have on our regional asset? We want to make sure that is not a forgotten piece of this proposal."

When the session starts this week, Sen. Chuck Wiger (DFL-Dist.43) plans to file the bill asking for a bond appropriation.

The bill language reads like this: $(blank) is appropriated from the bond proceeds fund to the

commissioner of natural resources for a grant to the White Bear Lake Conservation District for site work, acquisition of land or interests in land, and to design, engineer, construct, install and equip an intake structure, pump station, water treatment facility, filtration system, pipelines and other publicly owned infrastructure necessary to augment water levels on White Bear Lake by drawing water from East Vadnais Lake.

So what will that blank number be? "I think the DNR and Met Council can figure this out," Wiger said.

"We're getting closer."

After the meeting, Sen. Roger Chamberlain (R-Dist.38) said he won't support a 100 percent bonding bill for augmentation. "Local folks have to come up with some money for this," he noted. "I will sign something that is smart and has a package deal but jamming this thing through now is incredibly short sighted. We don't have the answers."

County deputies honored for ‘heroic efforts’

SHOREVIEW — About a dozen Ramsey County Sheriff's Office awards were presented at the Shoreview Community Center Feb. 26.

The office honored several of its deputies as well as civilians and individuals from other organizations who assisted in keeping the county safe. Sheriff Matt Bostrom presented the awards and encouraged his comrades to be proud of their awards, for which they were nominated by coworkers. He expressed disappointment they have not been more honored by those outside the organization.

“It doesn't make the news,” said Bostrom.

“Somehow your heroic

efforts are considered line of duty.”

Four deputies were recognized as deputies of the year in their respective divisions.

• Narith Nom was awarded in the administration division for his contributions to technology, which have saved the office $80,000 per year. Marcie Wacker was awarded in the courts and security services division for her work on developing a proper retention schedule for paper records, which reduced the office's billable storage by 40 percent.

• Mike Devoy was awarded in the public safety services division for his proactive policing in the I-694 area. He has uncovered criminal activity by patrolling areas known for it.

• Aron Smestad was recognized in the regional and special services division for his investigative work in getting fugitives back to Minnesota.

• Robert Wilkinson was recognized as investigator of the year for his work on fraud cases.

• Brian Dorsey was recognized as correctional officer of the year for his work revising a detention services training program.

• Deputy Tom Dahedl was awarded a class A medal of valor for assisting a comrade who was being accosted by a suspect who was trying to take his gun. Dahedl was able to restrain the suspect without using deadly force or injuring the suspect.

• Deputy Troy Patterson was awarded a class B medal of valor for saving

a citizen from harm in White Bear Township.

The citizen was threatening to pour lighter fluid on himself but Patterson wrestled it away.

• Jim Moody was recognized as civilian of the year for going “above and beyond the call of duty” in assisting a resident to get into her home when public safety officers were not yet able to respond to a call. Moody works in the records unit at the Arden Hills office.

• Clark Adair was recognized as volunteer of the year in the community affairs office.

• Four people who assisted the sheriff's office were recognized with sheriff's awards for excellence.

Claudia Brewington, an intergovernmental relations specialist, was recognized for her support

of legislation to approve license plate readers for law enforcement.

“We are now using this tool to keep people safe,” said Bostrom.

St. Paul Police Officers Trygve Sand and Andy Heroux were recognized for their partnership in fighting crime.

Muse Dahir, a taxi driver who lives in Ramsey County, was recognized for his assistance to the sheriff's office when he realized two people he was going to pick up in Arden Hills may be the same suspects the Sheriff’s Office was looking to arrest for a violent assault. On his way, Dahir saw a group of squad cars at the scene of the assault and stopped and spoke with them about the suspicious call he had received for a taxi ride. He transported the

law officers and a K-9 unit to the scene in his minivan taxi. They were able to jump out and arrest the suspects.

In closing, Bostrom challenged the entire sheriff's office to stay strong in character and purpose.

“Character is just a product of purpose,” said Bostrom. “This is not just a career. It is a place you and I find career and meaning.”

He also asked his office to leave positive memories with the community.

“Every encounter you have, you are leaving a lifetime memory with them,” said Bostrom.

“How we treat them at the counter is how they treat us on the street. Continue to leave those positive memories.”

benches. It's a community service that Langley tries to impress on to others who often do follow her lead.

"Everyone knows Julie at the park," noted White Bear's Public Works Director Mark Burch, who said she's a watchdog for litterers.

"She considers the disc golf course her own.

She is always out there picking up trash and making sure no one puts gum on a tree," Burch added.

Really — a gum enforcer? "Yes, it's true," Langley said.

"Julie has done a great deal to foster a pleasant atmosphere on our disc golf course," Burch continued. "She volunteers a lot of her own time and supplies and does other things to help keep White Bear Lake a clean, neat community."

Public Works can't reach four holes at the

wooded course with trucks so Langley provided garbage cans at those spots. On Fridays, she empties the cans and drags them to where city workers can remove the bags. She's at the park seven to 10 times a week doing morning, afternoon and late evening rounds with friends.

Langley and the other volunteers are quick to shore up erosion around the T-pads (where players stand to throw the disc) and "pick up loose ends when the city is too busy."

Two years ago, Langley and Molen were nominated and won the "Visible Volunteer" award from the Minnesota Frisbee Association. "They noticed all the work we did and we won for most improved course," she said.

She thinks users throw cans and other trash on the ground because they think the city pays people to clean it up. Another city sides with augmentation proposal

MAHTOMEDI — At the request of several area residents, the City Council agreed to draft a resolution supporting augmentation of White Bear Lake.

Park Avenue homeowner Harry Melander, who chairs the advocacy group Friends of White Bear Lake, asked the council to support a bonding request at the State Legislature to build a 4-mile pipeline from Lake Vadnais. The price tag is yet to be determined, but estimates range from $25 to $55 million.

"This is a big, big lift," Melander told the council. "We are a bit late regarding a proposal to the bonding committees, but we have a start. We are asking the council not to say 'no' to its support."

The city of White Bear Lake was first to draft a resolution of support to augment the lake, with certain conditions, at its Feb. 23 meeting. City leaders were expected to vote on a final version March 8 (after press time).

Melander noted that community support is necessary for a bill to get a hearing.

"We're not sure where it will go, but we want something out of the Legislature this year," he said. "We can't have one of the (lake's) surrounding cities tell us 'no.'

If that happens, the air comes out of a very fragile balloon."

Ramsey County Commissioner Victoria Reinhardt, who lives in White Bear Lake, also addressed the council. Her biggest concern is long-term sustainability of groundwater as a supply source, she said. "We need to start looking at water in a different way. It's too bad we got to this spot but (the lake's water level) is a wake-up call to the region to pay more attention. Augmentation is the preferred solution. It's important to legislators to know folks are behind them."

The group Friends of White Bear Lake are lobbying for augmentation to fix the lake. "Yes, there are a lot of unknowns," said its chairman, "but we need to continue the conversation. We are a long way

from digging a pipe. We need a buy-in for Round One." Added Melander: "Unless there is a reasonable understanding between another group who has skin in the game with the Department of Natural Resources, this conversation about groundwater and surface water becomes front and center.

We hope this settles that down."

The Mahtomedi resident was referring to the White Bear Lake Restoration Association lawsuit against the DNR. A term of its settlement agreement, currently in a three-year stay, is for municipalities to switch to river water for their drinking water supply.

Councilman Dick Brainerd said he is not opposed to having the conversation or the bill.

"I say to staff to come back with a

resolution, but I want the council to support the things White Bear Lake did," he advised.

"We don't want the city taxed with a huge bill. We need caveats built in to protect the Melander citizens."

Council agreed and moved to have staff bring a resolution forward at the March 15 meeting.

MAHTOMEDI CITY COUNCIL NOTES City Council members conducted the following business at the March 2 regular meeting (moved to Wednesday due to Tuesday caucuses): • Heard a report from the patrol commander with the Washington County Sheriff's Office who said fraud and identity theft is becoming an epidemic.

"It happened to me," warned Cmdr.

Brian Mueller, who provided council the sheriff's office annual update. "We are concerned about the increase in calls for fraud and identity theft, especially this time of year with tax season. Be aware of your credit and visit online accounts daily.

Keep an eye out for strange transactions."

The county commander said $500 was removed from his checking account without his permission from someone in Korea.

The sheriff's office has put together tips for avoiding identity theft on the Washington County website. Go to www.co.washington.mn.us and click on public safety, sheriff's office and crime prevention.

Councilman Dick Brainerd said he has a friend who was scammed out of $100,000 through credit card swipes. Other friends believe their credit card number was stolen at gas pumps and restaurants, he noted.

• Heard the location will change for deputy roll call. County deputies plan to set up an office at Public Works so they can start and end shifts in Mahtomedi instead of Stillwater, Mueller said. "It's a way for officers to more closely relate to citizens and the area's culture. This is the only contract where we don't have that."

• A school resource officer will also be returning to Mahtomedi High School.

Several years ago, the school moved from having a law enforcement officer on site to using a private security company. "We have been in talks recently to get that part-

nership back," Mueller told council, "and recently came to an agreement to restart that ASAP." Private security will remain until end of year.

Mayor Jud Marshall said he was "glad an officer is coming back."

• Heard an update from resident Steve Wolgamot who said he's working on a walking and bicycling path that leads to every park, beach, church and school in the city. The 10.6-mile route uses trails, sidewalks and streets. "It will keep people in the community," he noted.

Wolgamot showed council a preliminary map of the pathways and hopes to promote it at Rite of Spring on April 23. The plan will be modeled after the Grand Rounds trails in Minneapolis. The route could also be used for "thons," he added, or half marathons, which will keep runners within city limits.

• Awarded contract for the Phase Two Historic District Improvement project.

Low bidder was T.A. Schifsky and Sons, Inc. for $2.9 million.

• Authorized preparation of plans and specs for Phase One improvements to Katherine Abbott Park. Improvements include removal of one existing staircase and vegetation for trails, erosion control and nature trail and boardwalk construction.

• Accepted a $5,000 donation from White Bear Lake Rotary for the Veteran's Memorial Triangle Park project. City Administrator Scott Nielson said the project will involve new landscaping, pavers and benches. The monument may be moved to make the memorial more visible.

• Heard a report from Nielson that a recent deer survey showed numbers are down this year. There are 99 deer in the city, 21 less than last year.

Solar power gaining in popularity

WHITE BEAR LAKE — The cost of solar power dropped from $8.50 per kilowatt to $3 per kilowatt over the last decade.

“From 2004 to 2014, the prices dropped basically in half,” said Dathan Lythgoe, Midwest Renewable Energy Association (MREA) program coordinator, at a “Solar Power Hour” presentation hosted by the city last month.

Area residents attended to learn about the environmental and economic benefits of solar energy, which has been gaining in popularity.

“Every year it has been tripling,” said Ben Maki, manager of Solarized, a solar power installation company.

“It has become more of the culture and climate in the United States,” said Lythgoe.

“Solar homes in the U.S. have sold 25 percent faster and for 20 percent more than equivalent homes. It is not only an environmental benefit, but an economic benefit.”

There are several incentives available right now for Minnesota residents who install solar power. There is a 30 percent federal tax credit through the Residential Renewable Energy Tax Credit. The credit was initiated by the Bush administration until 2016 and was just extended by the Obama administration until 2022, although the percentage begins to drop after 2019.

There is also a Made in Minnesota rebate, which pays solar power producers for making

electricty, for 10 years. The rebate, which is based on lottery, is open the first two months of every year until 2024, but rates will go down each year. Producers can make up to $10,000 a year, said Reid Sebion, consultant for All Energy, a company which installs solar systems.

Residents who install systems through MREA approved installers also receive a 5 percent discount through May of 2016. In addition, there is no sales tax on solar in Minnesota and there is no property tax.

“The federal government has deemed them property tax exempt,” said Sebion.

Xcel Energy also offers Solar Rewards – paying $0.08 per kilowatt-hour of electricity produced, for 10 years. Residents can even choose to rely on half solar and half utility with Xcel.

The resident would be billed for what they used off the grid, minus what they produced. If they produce more than they use, they would get a check every time the amount reaches $25, or it can be credited toward a gas bill.

Being connected to the Xcel utility grid is the least expensive way to purchase solar power and the easiest way to ensure you don't run out of power, which could happen if you have your own battery, noted Lythgoe. But if the grid goes down, your solar does too, he said. Still, he said Xcel offers a unique and generous program.

“Xcel gives you the same amount of money that they charge you for electricity,” said Lythgoe. “It is not like that in all states.”

Each kilowatt of solar installed produces roughly 1200 kilowatt-hours a year. An average

U.S. household uses 10-12,000 kilowatt-hours a year. A 5 kilowatt system of roughly 20 panels and 400 square feet would provide one-half to three-fourths of a household's energy use, and would cost about $20,000 before incentives, said Lythgoe. With incentives, not including the lottery incentive, that number can be cut in half over time. A 10 kilowatt system, which could cover three-fourths to all of a household's energy use, would cost about $40,000.

Solar panels can withstand golf ball size hail.

Snow dampers its production in the winter but melts more quickly than on a regular roof surface, said Maki.

“We expect panels to last 35 to 45 years,” said Sebion.

White Bear Lake residents and businesses interested in installing solar energy systems can easily obtain a permit from the city, thanks to work already done by the planning commission.

“White Bear Lake has already done the process,” said Marvin Reed, a member of the commission who happened to be at the presentation. The installer typically takes care of securing the permit, he said. Lythgoe has had to walk cities through the process of permit approval in the past, he said. White Bear Lake also offers information on home improvement loans.

1966 At the Chamber of Commerce meeting Tuesday, the Chamber heard a proposal to build an apartment building in the central business district. Several months ago considerable publicity was given to a proposal to construct a high rise apartment near the lake. This plan has been abandoned for lack of financing.

The same group headed by James. L. Sexton, has developed plans for a smaller apartment building, five stories, plus a walk out basement floor. The apartment would contain 38 one and two-bedroom apartments which would rent from $150 to $250. The site chosen for the apartment is the lot now occupied by Inter-State Lumber co. facilities…

Bears vs. Raptors in Section 4(4A) girls’ hoop finale

The number one rule for the players on the White Bear Lake girls' basketball season is actually more of a blessing than a rule.

It reads simply "Don't get too comfortable on the bench."

Bear head coach Jeremy Post has used his "all hands on deck" strategy as the foundation for his very successful program.

"We want our players to rest on the bench ... not on the court," offered Post. "It depends on team-to-team, but I guess I've always coached that way.

It keeps everyone fresh and in each game."

That very same strategy has once again served Post and company very well.

The top-seeded Bears moved into the Section 4(4A) finals with victories over No. 8 North St. Paul, and

fourth-seeded Woodbury this past week.

They broke open a close contest against the fourth-seeded Royals last Saturday night, and ousted them from section play with a 77-52 win.

The Bears trailed 26-25 at the break, before going on a second-half spree that included a 22-0 run.

It was the third victory over Woodbury this season including two triumphs in Suburban East Conference action, and put them in position to successfully defend their section crown. The Bears defeated Roseville in last year's 4(4A) showdown.

They'll face second-seeded East Ridge on Thursday night at Cretin-Derham Hall. The Bears won a pair of close games against the Raptors during SEC play this winter.

True to form the Bears had all 13 players score in both section games, Alexa Molin stepped forward with 14 points against Woodbury, Taite An-

derson had 12, Jordan Ferrand 11, and Brianna Karg nine.

"I thought that Woodbury played pretty well in the fi rst half, but we wore them down in the second half," said Post.

Bears chill Polars White Bear Lake smothered North from the outset and rolled to a 75-31 victory last Wednesday night.

Ferrand had a big game offensively, leading the team with 13 points.

Claire Odmark had nine points, Sophie Janicki eight points, and Kate Brabenec and Anderson seven points apiece. Abigail Schouvieller led the Polars and everyone with 16 points.

The Bears motored out to a 45-17 lead at the intermission.

Enter East Ridge.

"Their team mirrors us because they're big, physical, and fast," said Post. "I think it will come down to which team plays better that night."

Zephyr gymnasts conclude championship season Capping an incredible season in which the Mahtomedi Zephyr gymnastics team won conference, section, and qualified for state as both a team and as individuals, they held their annual award banquet at Dellwood Country Club on Sunday, March 6.

All-Conference awards went to Senior caption Beth Kurkowski, juniors Annikki Neubeck and Nicole Hemstad, and sophomores Haley Oswald and Olivia Hurt. Honorable mention went to sophomore Kelsey Rose. Winning all-state honorable mention in the all-around were Oswald and Hurt. Kurkowski, Hemstad, Hurt,

Neubeck , and Oswald earned all-section team honors. Notably, the Zephyrs also made the all state academic gold award for a grade point average of 3.75 or higher. For a second year in a row, Kurkowski won the MVP Mahtomedi title. She also earned all state elite by fi nishing in the top six in state on bars (9.5125) and floor (9.5375).

Governor’s water summit explores policy ideas

As Rajan pointed out, the major concern facing businesses is that adapting to clean water standards should not make them lose their competitive advantage.

The panel was asked to point to examples of successful water practices that are already in action. Rolchigo mentioned the partnership practice between the Minnesota Twins and Target Field that collects and treats rainwater to clean the stadium, saving an average of 2 million gallons of water per year and preventing contaminated water from flowing into the river. This model exhibits the same kind of efficient water reuse that many participants agreed they would like to see applied in various situations throughout the state.

Dayton has not yet announced a response to the information gleaned at the summit, but the summit got the ball rolling on public input and collaboration between organizations on the issue of clean water in Minnesota.

A program like the St. Croix Valley Watershed Steward certification is only one of many examples of how the push toward sustainability may manifest itself in the future.

ST. PAUL — On Saturday, Feb. 27, Governor Mark Dayton invited environmental experts, state and local legislators and concerned citizens to participate in a summit about water quality, conservation and sustainability throughout the state.

Dayton addressed a crowd of hundreds at the InterContinental Saint Paul Riverfront before attendees split into focus groups to discuss issues surrounding sustainability, preserving iconic waterways, problems in the wastewater infrastructure and more.

“What we really need is to establish an ethic of clean water practices,” Dayton said. “I urge you, and I ask you, to spend today establishing our ethic: that clean water practices are every Minnesotan’s responsibility.

That anything less is unacceptable.

And that it’s achievable if all of us do our part.”

Facilitators in each focus group took notes about the discussions, which were collected to be condensed and presented to Gov. Dayton by an advisory committee. Each group was asked to identify clean water practices that are already working, as well as barriers to creating a more sustainable model. Groups collected suggestions about what the Dayton administration should focus on in regard to clean water in Minnesota.

One of many issues identified was in creating a better system of education about water quality. The St. Croix Valley Foundation has recently launched a new initiative toward education with its Master Watershed Steward certificate. When the Environmental Protection Agency requested proposals for innovative ways to protect natural resources, the St. Croix Valley delivered this new program.

The summit addressed a timely issue, taking place only days before a study about the water quality in Central Minnesota was released by the Minnesota Pollution Control Agency (MPCA). This report addresses the contamination of groundwater sources, which provide drinking water for three out of four Minnesotans. The MPCA found that more than 60 percent of groundwater sampling wells contain nitrate levels beyond the safe drinking standard.

Lt. Governor Tina Smith later moderated a panel of experts from water-related industries on the topic of Water, Business and Stewardship.

The panel included George Barclay of Dow Water and Process Solutions, Anita Foster of Mosaic Company, Ryan P. Godfrey of Tonka Water, Raj V. Rajan of EcoLab and Philip M. Rolchigo of Pentair.

Many agreed that part of creating real action toward clean water is by incentivizing clean water practices.

Abe had an outstanding Section 4 meet for the boys’ swim and dive team, and he earned a berth in the state meet. The junior motored to second in his specialty, the 50 freestyle.

He touched in 21.91. Abe has been named all conference and honorable mention two times. He set WBL school record in the 50m Free Style, and helped his relay teams set 3 more WBL school records (Medley Relay, 200m Relay and the 400m Relay). Abe maintains a 3.74 GPA while taking AP and PSEO classes. He also fishes, hunts and goes to the Boundary Waters.

St. Francis has frequently enrolled students as a non-member and 916 has provided a review to compare the costs of their use of services as a member vs. a non-member. As enrollment from member districts has increased and space for non-members to enroll has diminished, St. Francis decided to join Northeast Metro 916. Using 916 as the primary service for Level IV special education in the future will help them to be more cost effective both in terms of tuition and transportation. The school board at St. Francis voted on November 9 to become a member. With approval of the resolution from the Northeast Metro 916 School Board, St. Francis will become an official member district. St. Francis’s membership establishes a 13-member school board for 916.

Approved the joinder of ISD No. 15 (St. Francis) as a member and participating school district of Northeast Metro 916 as of December 1, 2015. Authorized and directed the superintendent to submit a certified copy of the resolutions of ISD 15 and Northeast Metro 916 to the MDE Commissioner and the appropriate county auditor.

FY16 Revised Budget Approval Preliminary board approval of the budget was obtained in June 2015. Presentation: Pankalo Education Center Design Update John Huenink, Kraus-Anderson, talked about the bidding process and budget for Pankalo Education Center. There were over 100 bidders and we are within $23,000 of budget. Construction begins in the spring. Many contractors are different from Karner Blue. We have $90,000 in contingency that will go back toward debt service.

Steve Erickson, BWBR, along with Kristine Carr, director of administrative services provided the School Board with an update of the design progress for Pankalo Education Center in Lake Elmo. Using Karner Blue Education Center as a basis for the design, the school will be similar in size (76,000 square feet) and be designed to have the possibility for future additions. Using learnings from Karner Blue, the new building will also make some modifications including: • Natural light will be visible in all classrooms, as well as the common areas • The intervention area will be designed with softer walls and colors to provide a more calming environment to help students regulate their behavior • The small windows in the classrooms at elementary student height (pictured right) have been popular. In the new design, these windows will be deeper and include a bench-like bottom to better enhance the student use of that area.

Presentation: FY15 Audit Jim Eichten, MMKR, provided the School Board with an overview of the fiscal year 2015 audit and they have issued an unmodified opinion on the District’s financial statements. The finding from last year has been corrected.

Overall, they are seeing schools spend down their fund balances.

Member Lindblad arrived at this point in the meeting.

The best value bids of four work scopes have been scored and administration recommends that the base bids and alternates be accepted by the board per the recommendation from Kraus Anderson. Bid scoring summaries were available for review at the board meeting.

These costs are slightly above the projected construction budget from Kraus Anderson by approximately $23,800. With these project numbers, administration recommends maintaining the project contingency of 4%.

Accepted the recommendations for bid awards as indicated on the letter presented from Kraus Anderson regarding the Pankalo Education Center project.

Approval of Change Trustee for VEBA Trust The benefit administration for VEBA, Section 125 and COBRA benefits will be moving to Corporate Health Services effective January 1, 2016, due to continued service issues with our current administrator. In order to make this move, the VEBA trust has to be changed to Trustpoint, the trustee that works with Corporate Health Services.

Approved removing U.S. Bank as the Trustee of the Northeast Metro 916 School District VEBA Trust effective January 1, 2016, upon the District’s appointment of Trustpoint as the Successor Trustee.

Board Forum Member Auge’ thanked Superintendent Hayes for her patience. She also thanked Kristine Carr for her significant expertise, along with Dan Naidicz and Jean Jordan. She enjoyed the ability to network with other board members.

Nancy Livingston will be the new board representative from North St. PaulMaplewood-Oakdale.

Member Edstrom stated that she has thoroughly enjoyed the last four years on the board. She also thanked the board for their patience while she was gone.

Since 1988, Flips has provided kids with an opportunity to enjoy the fun of activity, acquire healthy habits, set goals, increase self-esteem and learn gymnastic skills in a safe, positive environment. Toddlers benefit greatly from gymnastics. Flips preschool gym provides scaled-down equipment for children 18 months to 5 years. Classes start as a parent/child class and progress to higher levels. Flips preschoolers learn large motor-skills, how to work with others, how to listen to a teacher and more, all skills that prepare them for preschool. Flips has added lots of fun new equipment for our preschoolers to explore! Flips offers a special open gym just for preschoolers and their parents.

Every Friday from 10:30-11:30a.m. they can explore our gym and play in the pits and try out all the fun equipment we offer!

This is a great way to introduce your little kiddos to Flips.

After kindergarten, students progress to a series of classes that use full-sized equipment in the 10,000-squarefoot main gym. Flips also offers classes specific for boys who want to develop trampoline and tumbling skills, speed, strength and agility. Boys use up loads of energy in our classes! Flips also has a highly competitive team program in USAG Levels 4-10. Flips girls compete throughout the country, and Flips has two graduating seniors this year who received full gymnastics scholarships to college!
