Julie Langley likes disc golf so much she bought a house less than a mile from Lakewood Hills Park. The Orchard Lane park has an 18-hole disc golf course built by the city of White Bear Lake about a decade ago that is considered "world class" by aficionados of the sport. That means it gets used a lot. And with people, comes trash. Trash is something to which Langley has an aversion. She can't leave it lie, especially at one of her favorite places in the whole world. "Yes, a few of us watch over the course," Langley said. "It's taken care of by the people for the people." Disc golf is so popular at the park, there may be 100 people playing on a Saturday. Couples have Friday date nights on the course and she sees large groups of a dozen or more playing together. "It's a place where people can walk in a park, talk

to their friends and throw things," said Langley, who added it's done wonders for her obliques. "White Bear does not know what a gem it has. It's a championship golf course." In fact, in retrospect Langley would have left the course at 14 holes. The city added four holes about eight years ago, which has attracted a lot more players. The Shoreview native shares her love of the sport with longtime partner Ron Molen and their combined four sons. Both lost their spouses and when they found each other, they also discovered disc golf. "We fell in love with it," Langley said. "It's like bowling, only free." She credits her zeal for picking up trash to a great aunt who taught her at a young age the value of public parks. ST. PAUL — The augmentation bill is ready for the State Legislature, it's just a matter of filling in a very important blank — how much? Capital cost estimates from the Department of Natural Resources (DNR) came in at $55 million to lay a 30-inch pipe from East Vadnais Lake to White Bear Lake. The figure was a sticker shock to those promoting augmentation, including the White Bear Lake Restoration Association (WBLRA), whose members decided to commission their own engineering report. The group turned to Emmons & Olivier Resources (EOR) in Oakdale, the same firm that provided expert testimony for WBLRA's lawsuit against the DNR, to review the concept cost report. Results of that fast-tracked review were presented March 3 to the DNR and Metropolitan Council representatives, area legislators and officials from White Bear Lake, White Bear Township and Vadnais Heights. Bottom line, EOR's cost estimate was lower: $38 million for one scenario and $26 million for another. Scenario A was more conservative and included a full road replacement; while B would require only a mill and overlay. Both scenarios were based on the same assumptions as the DNR report: A pumping capacity of 2 billion gallons through a pipeline that SEE AUGMENTATION, PAGE 8A
