DNR follows orders while cities worry about water

ST. PAUL — A new analysis released by the DNR shows that to maintain a court-ordered protective elevation of 922.0 feet for White Bear Lake, pumping limits must be set at 55 gallons per person per day for residential use. That assumes no population growth.

According to the DNR, which manages groundwater appropriation permits, the new number leaves high-volume water users like schools, hospitals, hotels and farming high and dry.

The notice to permit holders prompted state Sens. Karin Housley (R-Stillwater) and Roger Chamberlain (R- Lino Lakes) to author a new bill: SF3055. Sen. Chuck Wiger (DFL-Maplewood) also signed on.

The legislation, explained Housley, allows municipalities within 5 miles of the lake (the boundary set by a district judge in 2017) to continue to operate under a water supply plan approved by the DNR before 2021 in conjunction with their 2040 Comprehensive Plan.

The bill will not allow for another lawsuit to be filed under the same statute used in the original lawsuit, added Housley, that was brought by the White Bear Lake Restoration Association against the DNR almost a decade ago.

It’s important to recall stipulations of the 2017 decision favoring the lake association. Included in the judge’s order was a stipulation that an irrigation ban be enforced when the lake drops

4 Seasons owners make tough decision to close doors The historic 4 Seasons of Mahtomedi is closing its doors. Owners Brandon Bevins and Austin Bevins took over the restaurant in September 2019 with big plans to spruce up the diner and bring a casual dining experience to folks in the community.

But like many restaurants, 4 Seasons became yet another casualty of the pandemic. Barely six months after opening, the restaurant industry received

shutdown orders March 17, causing the 4 Seasons owners to pivot their business model to takeout and delivery services only.

“We were met with a global pandemic and revenue losses because of it, but we’re very appreciative for the support,” said Brandon. “Takeout was amazing for the first six months of shutdown. The community really rose up.”

The late Art Pew loved to sit on the back platform of the Gritty Palace with his grandchildren.

Mint-condition coach donated to Minnesota railroad museum The family and estate of Art Pew donated his custom Pullman coach, “The Gritty Palace,” to the Minnesota Transportation Museum. The Jackson Street Roundhouse will become the 1912 car's new home, according to Pew's daughter Mari Pew. It once served as the personal coach for the president of the Rock Island Railroad and is in near perfect condition. Pew and his family used the land yacht to travel North America with family and friends, hooked on to an AMTRAK train.

The dark green 83-foot-long Pullman is elegantly appointed with rich mahogany and polished brass, has four bedrooms and two baths. Railroading was Pew's major avocation.

He and his late wife Judy were longtime members and benefactors of the St. Paul railroad museum and helped restore the 1907 Roundhouse building that houses the collection.

House fire causes significant damage The White Bear Lake Fire Department responded to a house fire on Second Street and Murray Avenue at 4:15 p.m. Feb. 22. The occupants of the home reported that the fire began in the basement and was likely due to an electrical failure. Crews were informed that the home’s occupants and their pets made it out of the house without any injuries.

The home, which is more than 100 years old, is still standing but has significant damage.

The White Bear Lake Fire Department was assisted by the Vadnais Heights, Lake Johanna, Lino Lakes, Hugo and North St. Paul fire departments. It took crews approximately four hours to put out the fire.

Eager for spring

A

s the winter months seem to drag on, I find myself longing more and more for spring. It’s that time of year when Mother Nature likes to tease us and give us little glimpses of what’s coming with balmy 40-degree days.

I can’t wait for when the snow melts, lawns turn green (or less muddy), and flowers begin to sprout. I’m trying not to get my hopes up, as I know there are surely more snowy days ahead.

One reason I’m excited for warmer temperatures is so we can get our VW bus, Bernice (the Bay), back out on the roads.

Bernice is a 1973 Volkswagen Kombi. We found her sitting in a field in Iowa. Although she had good bones, she needed a lot of work and repairs, not only mechanically, but also cosmetically. When we picked her up in Iowa, she wouldn’t start and one of her doors, fenders, and rocker panels were held together with Bondo and Out & wood.

We got her up and running About enough to make it to some Shannon parks, car shows and even a parade last summer, but knew Granholm we had a lot of work ahead of us to get her looking and running even better.

All winter long my husband Patrick has been busy at work trying to get her ready for the upcoming season. He has spent countless hours cutting, welding, sanding and prepping her for paint. For a while there, our garage looked like a blizzard hit from all of the dust. My husband did as much work as he could, before deciding it was time to hand it over to professionals for painting.

Trying to find a shop that would work on a vintage VW that was close by was a bit of a challenge. It was also difficult to find a shop that could get the project done in a reasonable amount of time that didn’t come with a price tag that exceeded what we paid for the bus in the first place.

We finally found a company that we were comfortable with and were all set to trailer Bernice to the body shop. Well of course, it just so happened to be the day that huge snowstorm hit. Thankfully we were able to shift things around quickly and drop her off at the shop the day before the storm hit.

Then we had to pick out a color. I had no idea how difficult it would be to narrow down the exact color. I’ve always loved mint green. So much so that it was one of our wedding colors.

But what I didn’t realize, is that everyone apparently has a different definition of what mint green is. Some think of the pastel Easter color and some think of a dark teal.

We looked through the books of colors and none of them were even close. Then I was going around our house trying to grab everything I could that was close to the color we were shooting for. I ended up finding a new loofa that was spot on. You should have seen the shop guys’ faces when my husband showed up with a loofa.

Thanks to that loofa, they were able to mix up a color that was exactly what I was looking for!

Our garage felt so empty without Bernice.

Last week, we picked her up from the shop and brought her home. She already looks so pretty with a fresh coat of mint green and white paint.

Now we need to put her back together again. Of course, we have some big plans for the inside of Bernice too, but one thing at a time.

I can’t wait for spring to be here, the salt to be off the roadways, and the temperatures to get warmer so Bernice can hit the streets once again looking prettier than ever.

Priorities for 2022 session

ime has flown by the first month here at the Minnesota House of Representatives, with the 2022 Legislative Session having begun on January 31.

This session is proving to be a busy one, and I’m excited to be given the opportunity to continue work as Chair of the Behavioral Health Policy Division.

This year, our state has been given a unique opportunity with a $7.7 Billion to Legislator surplus address some of the biggest Lingo issues facing our state. The Peter Fischer pandemic has highlighted several existing behavioral health issues in our state and country, and my priority this year is to tackle these crises head-on.

For example, over 1,000,000 people in America died from addiction-related issues in 2021. These tragedies have become all too common, and with this surplus, we can take steps in the right direction such as funding treatment and recovery services, creating community task forces, and giving folks the tools they need

to live their healthiest lives.

This issue is multi-faceted, and so should be our approach.

We should be promoting high-quality, affordable housing opportunities for all Minnesotans and those who may be housing insecure. Having worked with youth experiencing homelessness for over 14 years, this is an issue I have and will work tirelessly for.

We also must take steps to address the ongoing pandemic in the realm of education. Our educators’ mental health has been tested the past 24 months, with previous sacrifices such as purchasing their own classroom equipment, working late hours, and responding to the needs of large class sizes being exacerbated by the pandemic.

We must do our part and fully fund public education, and give thanks to the teachers out there.

We can capitalize on the progress made in the last session, where the House was able to pass several pieces of legislation in the realm of Health and Human Services. We improved the state’s medical cannabis program, so Minnesotans with PTSD and other health issues can access effective treatment. We made leaps in ensuring prescription drugs are more affordable and expanded the prohibition on “gag clauses” that prevent pharmacists from informing

people when they are paying prices for drugs that are greater than what they would pay out-of-pocket. We created uniform service standards for mental health providers so they can focus on serving their clients and providing high-quality services.

These accomplishments were passed in a bipartisan manner, and as Chair, I am happy to have worked with my colleagues from the Behavioral Health Division to improve the lives of Minnesotans who may be battling mental health, addiction, or substance disorder.

We have more work to do, and I am committed to operating in a bipartisan manner.

The decisions we make in this session will determine the kind of state and economy we have after this pandemic ends. If we want Minnesota to be a state where everyone can thrive, no matter where they live or what they look like, we need to invest in economic security, health care, housing, and education. Together, we can build a Minnesota that works better for all of us and ensures we all rise together.

LETTERS TO THE EDITOR Where is Sen. Chamberlain?

I recently read two op-eds in the Quad Community Press asking the same question: “Where is Senator Chamberlain?” The writers live in Lino Lakes, and had the same attitudes.

Slander, personal attacks, name calling and character assassination are the methods they used to present their issue. I am not petty enough to engage in these behaviors. I believe people should be controlled and rational enough to be able to communicate in positive ways. I refuse to engage in these negative tactics.

I’ve seen this behavior before.

Eight years ago, an author at a town hall meeting met Sen. Chamberlain.

He didn’t like Sen. Chamberlain’s answers or his desire to avoid confrontation.

This citizen was being antagonistic, looking for a confrontation. What was the point, what is to be gained? This person didn’t appear to be looking for answers or solutions, rather simply to intimidate and bully to get some reaction that would then be posted on social media. Sen. Chamberlain didn’t

take the bait.

These tactics are clearly not intended to solve problems, but simply to create confrontation. It is distasteful, uncivil and honestly incredibly tiresome. As for Sen. Chamberlain, the accusations made in the op-eds are complete nonsense and false.

As for the question, “Where is Sen. Chamberlain?”, he is at work.

When not at the Legislature, he is self-employed. He’s down in St. Paul endless hours, days and evenings, in committees, doing town halls, at press conferences and talking to constituents. He’s doing things like banning dangerous chemicals like TCE or protecting our lake in White Bear.

And that is where Sen. Chamberlain can be found.

History should be considered The Met Council editorial about the Purple Line is a glaring display of ignorance about the history of

transportation in the East Metro. The editorial cites an 1868 railroad line that improved access to White Bear Lake. Are the Met Council members aware that, in the late 19th century, roads were a rutty, muddy mess, and that the primary modes of transport were horses, boats and walking? The Met Council’s example of the archaic railroad is irrelevant to the current “vehicle-versus-bus” controversy that is at the heart of the Purple Line. The editorial failed to mention that the same railroad that brought business into White Bear Lake went out of business in the mid-1890s.

In the early 20th century, the method of transport that had the greatest impact on White Bear Lake was the electric streetcar line that connected the town not only to St. Paul but to places as far west as Lake Minnetonka. People came by streetcar to the shores of White Bear Lake where they could dance, swim, fish, boat, picnic and get a thrill on carnival rides at the Wildwood Amusement Park. As roads improved, automobiles became the preferred mode of transportation. As a result, there was a steep decline in streetcar

riders, which also meant there were insufficient funds to operate the amusement park. It closed in 1932.

Streetcars that were replaced by buses were sold to other cities, and hundreds of miles of streetcar lines were torn up and sold for scrap.

According to MNOPEDIA, the last streetcar out of 900 that once traversed the Twin Cities made its final ceremonial run on June 19, 1954.

In November 2021, the Pioneer Press quoted a cost of $32 million per mile for the Purple Line. The $480 million Purple Line project requires four new bridges to be constructed over freeways, and more than eight miles of two-lane roads exclusive to buses over the 15-mile route.

Are you willing to endure years of disruption on the roads in your neighborhood, and to entrust millions of tax dollars to self-serving Met Council members who omit pertinent information and who are ignorant of the history of transit in the East Metro? Bella Burth Stratton is a 2nd grader. She is an engaged and a naturally curious and invested in learning and growing new skills kind of kid. She works so well with others. She just blows me away with her personal and academic strengths and the way she advocates for herself as a DHH student too.

This second grader has daily goals and goals for the future. When asked what she would like to see herself doing in the future she answered, “I want to be the best big sister I can be (to her 4 year old sister, River). I also want to be a pastor someday and sing with children. Bella also has expressed a number of times that she wants others to value the differences in themselves. She said, “If the world was made of people that all looked the same or had the same feelings it would be very boring.’

• A catalytic converter was reported stolen Feb. 18 in the 3400 block of Willow Avenue.

• Fraud was reported in the 1900 block of Buerkle Road Feb. 18.

• Theft was reported in the 3700 block of Linden Place Feb. 18.

• Officers arrested a man on a felony controlled substance warrant Feb. 19 after being called to check on a suspicious vehicle in the area of Fairlane Street and Ronald Avenue.

• A Richfield man was arrested for DWI near the 1300 block of Highway 96 Feb. 19.

• A noise disturbance was reported in the 4800 block of Bald Eagle Avenue Feb. 19.

• A White Pine Lane resident reported fraud Feb. 8.

Grant

• A resident in the 10000 block of Jody Avenue N. reported her neighbor for a threatening email Feb. 7after she complained to the neighbor about her dog coming onto her property to chase deer. The complainant requested the incident be documented in case of escalation.

• Washington County Sheriff's Office deputies conducted a traffic stop Feb. 10 in the 10000 block of 60th Street N. for use of a wireless communication device while operating a motor vehicle.

• Snowmobile operators were reported at 6:02 p.m. Feb. 12 for trespassing in a fenced-off construction area in the 7000 block of Lone Oak Trail N.

Mahtomedi

• Burglary was reported at 3:38 a.m. Feb. 6 on Mahtomedi Avenue.

• A suspicious male was reported at 9:59 p.m.

Feb. 6 in Hallam Curve for walking through the neighborhood asking to shovel driveways for money. When deputies located the male, they observed his “very constricted pupils.”

The subject admitted to using opiates approximately four hours prior to the incident, but didn't have any narcotics on his person.

Deputies advised the male to get on home.

• A catalytic converter was reported stolen overnight Feb. 6-7 from a vehicle parked on Stillwater Road.

• Assault was reported at 3:49 p.m. Feb. 8 in the 1000 block of Summit Avenue.

• Threats were reported at 6:54 p.m. Feb. 8 in the 1000 block of Wildwood Road.

• A Hyde Avenue N. resident on Feb. 9 reported a potential scam via Instagram. The complainant didn't think he had suffered any financial loss at the time of the report, but just wanted it documented.

• A Minnesota motorist was cited Feb. 11 on

• A stolen vehicle was recovered in the 1900 block of Buerkle Road Feb. 26.

• Officers responded to a noise complaint in the 1700 block of County Road E Feb. 26.

• Officers responded to a fight in the 5000 block of Division Avenue March 2.

• Cash was stolen in the 3600 block of East County Line Road March 2.

• A 19-year-old student threw a stapler and chair across the room and pushed over a computer in the 2400 block of Orchard Lane March 2 after getting upset about not being able to do homework on paper instead of on the internet.

Principal requested he be trespassed.

• Criminal damage to property occurred in the 4800 block of Banning Avenue March 3.

RAMSEY COUNTY SHERIFF’S REPORTS

• Domestic assault was reported Feb. 12 on Hickory Street.

Pine Springs

• A Minnesota motorist was issued a written warning for speeding 70 mph in a 55 mph zone at 9:05 p.m. Feb. 6 on northbound I-694 at the ramp to westbound Highway 36 by deputies on stationary patrol, who clocked him on radar.

A westbound motorist was cited at 9:16 p.m. that same evening at the same location for speeding 76 mph in a 55 mph zone. Another westbound motorist was cited at 9:29 p.m. on Highway 36 for speeding 75 mph in a 55 mph zone by deputies. A fourth motorist was issued a written warning at 9:45 p.m. for speeding 70 mph in a 55 mph zone.

• An unidentified motorist was arrested for DWI at 2:31 a.m. Feb. 12 on westbound Highway 36 at I-694 after being pulled over for speeding.

During the traffic stop, deputies noticed his bleary eyes and smelled alcohol. During the field sobriety tests, the subject registered a blood alcohol content of 0.182. During the preparation for transport, the driver admitted to drinking alcohol and to having a loaded gun in the center console of the vehicle. Deputies seized the weapon, which contained one round in the chamber and called for a tow truck.

The driver was eventually released from jail pending formal complaint.

• An eastbound motorist was cited Feb. 12 on Highway 36 for speeding 75 mph in a 55 mph zone by deputies on routine stationary patrol, who observed her passing other vehicles at a high rate of speed and clocked her on radar at 498 feet. The driver told deputies she didn't feel well and was headed home.

Willernie

• Deputies checking a business alarm going off on Stillwater Road at 12:18 a.m. Feb. 12 observed and called in a disturbance in front of Frigaard's Bar across the street.

The Ramsey County Sheriff's Office reported the following selected incidents in Vadnais Heights: • A deputy responded to a fraud report in the block of 3200 Highway 61 on Feb. 21 regarding a male who passed three counterfeit $100 bills. The bills were used to reload money to an electronic re-loadable gift card. The male suspect left in a light colored, 4-door sedan. Video footage of the incident was obtained.

• A catalytic converter was stolen from a Volkswagen Beetle sometime overnight in the block of 1100 County Road E on Feb. 21.

• A deputy repsonded to a theft report at Target in the block of 900 County Road D on Feb. 21. The male suspect entered the store and asked to speak to a team leader. He said he was with Target mobile and was there to do an inventory audit. The suspect signed out the keys for the electronic section and was left in the stockroom. The suspect was questioned further about his schedule. After the suspect provided the mobile district manager's name, the suspect was again left alone in the stock room, where he placed three iPhone 13 Promax phones in his pocket. The suspect ran out of the store and fled on foot. The suspect is believed to have committed a similar theft at a Crystal Target store.

Loss is $3,299.97.

• A Vadnais Heights woman, 38, reported shoplifting in the block of 900 County Road E on Feb. 25. The male suspect entered the store, selected four boxes of Nike shoes and exited without paying. The suspect then entered a white compact sedan and drove to the SW corner of the shopping center. The suspect and vehicle were gone when deputies arrived.

• A deputy responded to a narcotics report in the block of 800 County Road E on Feb. 26. A customer found a bag containing a white powder believed to be narcotics. The item was given to employees who turned it over to the deputy. The item was logged into evidence for destruction.

• A Vadnais Heights woman, 25, was arrested for shoplifting in the block of 800 County Road E on Feb. 26. The woman was observed scanning some items at a checkout counter but only when employees were around her. She exited the store and was found to have an additional $71.04 worth of items she did not scan or pay for. Video of the incident along with merchandise were placed into evidence.

• Deputies responded to a disorderly conduct in the block of 1400 block of County Road E on Feb. 26. A physical altercation occurred during a hockey game between an adult male who pushed a juvenile male. A witness video taped the incident and deputies told the witness to contact the Ramsey County Sheriff's Office if additional information was gathered.

MAPS is a student-driven club that is supported by the Center for Biomolecular Modeling at the Milwaukee School of Engineering. The Mahtomedi MAPS team is led by Mahtomedi High School biology teacher Jim Lane. The team uses handson and online modeling resources to discover basic protein concepts and develop understanding of structurefunction relationships to better understand and present their chosen protein story. This year, the team is broken into four groups, each of which studies antibodies.

Rheumatoid arthritis Senior team Kaelyn Chen, Tolu Akintola and Katelyn Lawrence is focusing on the immune structures of immunoglobulin G binding to rheumatoid factor in rheumatoid arthritis. They are investigating how it affects disease progression, exploring

evidence that links a missing galactose to the self-associating immunoglobulin structure that resulted in fixing of the complement system and disease severity.

Fourteen students at Mahtomedi High School with a passion for biology have explored new ways to share their academic research with the White Bear Area community as well as national biology and public health experts.

The students conduct in-depth research on protein structures and are a part of the Modeling A Protein Story (MAPS) team, an extracurricular activity for students. Community members are invited to learn more about the students’ 12-month research projects from 6-7:30 p.m. Friday, March 18, at Mahtomedi High School.

The group is one of only a few high school groups in the country that will then go on to present their findings at the National Experimental Biology Conference April 2-5 in Philadelphia. At the conference, the team will give poster presentations on their research to scientists in the medical and biological fields. The teams’ abstracts, or summaries of their research,

Conrad Burbach Conrad Burbach, 76, of White Bear Lake, passed away peacefully after a very brief battle with cancer on Tuesday, March 1, 2022.

He was preceded in death by father, Jacob; mother, Lucille; step-mother, Ruth; and brother, Jim. He is survived by his wife, Kathy; sons, Michael (Jessica) and Jonathan; 8 grandchildren, Maurecia (Jordan) Groce, Jade (Kevin) Booker, Brandi, Kyle, Lindsey, Isabella, Eva, and Landon; 6 great-grandchildren, Zaidyn, Nathaniel, Khizyn, Maziuh, Jackson, and Brielle; aunt, Maureen; brother, Roger; and many other family and friends.

Conrad was a graduate of the Class of 1964 from Humboldt High School. Conrad and Kathy were married on July 9, 1966 at St. Mary of the Lake Catholic Church. He was a printer at American National Can for 30 plus years. Conrad had an amazing sense of humor with an infectious laugh and big smile. He loved spending time with his family and friends, doing yard work, and enjoying the family cabin and the occasional beer. He will be greatly missed. • The city has adopted ordinance 756 concerning amendments to the water management overlay district. There are currently no specific standards in place for planned unit developments (PUDs). Because of this, the Minnesota Department of Natural Resources (DNR) must approve these proposed PUDs. The city will adopt standards making the DNR a “review” agency only, and the city will approve all PUDs. This particular practice is recommended by the DNR so cities can create standards fitting to their own individual wetland areas.

Satellite production company’s roots in White Bear Lake

ARCTEK’s fleet of five satellite trucks travels all across the country capturing important moments in history, but the story behind ARCTEK began here in Minnesota.

Owner Brian Stanley had his sights set on a job at the highest level of broadcasting. After graduating from St. Cloud State, he operated a satellite truck at CONUS Communications, which would later be known as ARCTEK. At age 24, Stanley was traveling around the country with his vehicle and attending high-caliber events like the NBA finals or the World Series to broadcast the events to TVs across America.

His truck, called CONUS One, happened to be the first satellite truck in operation, according to Stanley. It was later inducted to the Newseum, an American museum dedicated to news and journalism located in Washington, D.C. “I ran the first truck that was ever built.

Now it’s cool, because I’ve been in the industry for 30 years, so I am the de facto expert,” said Stanley.

Stanley purchased ARCTEK in 2016, making him the sole owner of the company, which is based out of White Bear Lake. Since then, Stanley has taken his five satellite trucks all over the country to cover major news, music and sports events.

Major TV networks like CBS and NBC will call Stanley to request a truck for an event.

One of his engineers will drive anywhere in the U.S. or Canada to cover the occasion.

Thanks to the capacity of ARCTEK’s trucks to travel anywhere in the country, about 90% of ARCTEK’s 500 annual bookings are located outside of the state. One of ARCTEK’s trucks has been at every Sunday Night Football game. Most recently, ARCTEK covered the 2022 Super Bowl.

However, ARCTEK still has quite a few local jobs covering Hockey Day Minnesota, plenty of Gopher basketball and hockey games and, a few years back, the 2017 Super Bowl.

Behind the wheel of each satellite truck is a satellite uplink engineer like Nick Hendrickson.

“We’re the means of getting the production out,” said Hendrickson. “The satellite we’re reaching is about 20,000 miles away, but we’re primarily a one-man show. There’s five operators total, and they all go out and travel, sometimes with another person and sometimes doing productions out of the trucks.”

Hendrickson, another St. Cloud State grad, began in audio production and then transitioned into video, which he says worked well for his engineering mind because he liked troubleshooting issues on his own.

“It’s definitely not a normal desk job,” said Hendrickson. “I’ve gotten to be at a lot of historic moments like the funeral of Muhammad Ali or George W. Bush Sr. We’ve covered riots, too. We’re on the front lines.”

For such a wide range of events, Stanley’s team comprises only about eight people.

In addition to Stanley’s team of engineers, his wife, Julie, is instrumental in making all of the travel arrangements and keeping everyone on a budget.

“It’s the Minnesota work ethic that we bring to the networks on each coast,” said Stanley.

Starting with the first-ever satellite truck, ARCTEK has been on the cutting edge of broadcast technology and continues to invest in video and coding technology. There are plans to add a new truck, which will be coming online this May. That means more local engineers like Nick will be bringing national sports and news to the comfort of your home.

Legislation could undermine ruling in lake lawsuit case

WHITE BEAR LAKE — Calling Senate bill SF3055 shortsighted, a member of the legal team representing the White Bear Lake Restoration Association (WBLRA), plaintiff in the now-resolved lake level lawsuit, believes the legislation is “an unwise attack on Minnesota’s environmental laws.”

“It strips the DNR of its high-volume water permit review powers and directly overrules the Minnesota Supreme Court’s decision upholding modest, but important, water conservation efforts in the Northeast Metro,” said attorney Dick Allyn, retained by the WBLRA throughout its successful legal battle with the DNR that simmered for nearly a decade.

Allyn maintains that SF3055 removes key incentive for cities to work across boundaries to balance water use. “The aquifer doesn’t follow city boundaries,” he said. “That water belongs to all of us and is regulated in trust by the DNR commissioner. This Senate bill would vastly undercut the DNR’s oversight of big wells.”

Introduced by Republican Sens. Karin Housley and Roger Chamberlain and DFLer Chuck Wiger, SF3055 allows the DNR commissioner to issue or amend water-use permits for appropriation of groundwater for a new well or to increase appropriation amounts under existing permits for municipalities within 5 miles of White Bear Lake.

The amount of water to be appropriated must be

consistent with a water supply plan approved by the commissioner before 2021. The bipartisan bill is retroactive from Aug. 1, 2017, to Jan. 1, 2041, to include permit amendments that were imposed after that date.

In 2017, the district court judge ordered the DNR to amend the volume of groundwater pumped from the aquifer for permit holders within 5 miles of the lake in an effort to protect its elevation. The issue caused an uproar among the 17 well owners who are contesting the amendments.

After it was filed, the Senate bill went to the Environment and Natural Resources Policy and Legacy Finance committee for its first hearing last week. Testimony Feb. 28 supporting the legislation was presented by the Hugo and Lake Elmo city administrators, and the mayor of Oakdale. A DNR division director also testified (see separate story).

The only formal opposition came in written form from the Minnesota Center for Environmental Advocacy (MCEA).

Legislative Coordinator Andrea Lovoll indicated to Committee Chair Carrie Ruud that MCEA supports only section 7 of the bill: That the commissioner of natural resources, in cooperation with the Minnesota Department of Health, the Metropolitan Council and representatives of east metropolitan area municipalities, explore

options that both protect the natural water resources and provide safe drinking water to citizens.

The remaining six sections, however, “present a host of conflicts with the Minnesota Environmental Rights Act (MERA) that MCEA cannot support,” Lovoll said.

The MCEA spokesperson told the committee that the bill undermines MERA’s purpose to give citizens the ability to stop pollution impairment or destruction of

dwindling resource.”

The advocacy group hopes the lake association deploys whatever resources it can muster to combat the “DNR narrative that draconian water restrictions are looming” and prevent the bill from becoming law.

That narrative includes a DNR analysis that per capita residential use will drop to a withdrawal limit of 55 gallons per person per day to maintain the courtordered protective elevation of 922.0 feet for White Bear Lake. The per capita number is based on current populations.

The trial court, reminded the restoration association’s attorney, required White Bear Lakearea cities to get together and come up with a proposal to convert from “using up the aquifer to drawing on a surface water source … like Roseville, Maplewood and other nearby cities have done.

“The order doesn’t force it; it just proposes how it may be done,” Allyn noted. “Second, the court recommended a water use goal of 75 (residential) to 90 (commercial) gallons per capita daily (a well-known ample usage level) be adopted, and third, in times of severe drought and the lake sinks below the established protected elevation, that limitations on sprinkling be enacted and enforced. Many suburban towns already have sprinkling limitations. The trial established that 30% of

“White Bear Lake gives a clear example of why the DNR must be held accountable for providing permits that protect the resource or else the consequences can be dire,” Lovoll wrote. “This bill would not protect White Bear Lake, nor its citizens’ ability to sustainably use its waters.”

She added that “carving out an exception for MERA (the statute that justified the lake lawsuit) is neither a solution to the resource problem nor in the best interest of any Minnesotan. Other solutions must be explored to address this problem and it is not as simple as simply guaranteeing permits from a

“This is untrue,” Allyn stressed. “There is nothing in the court order that lowers municipal drinking water amounts to anything close to such levels.”

The chair of the WBLRA, Greg McNeely, said his group plans to fight the legislation that he contends, “attempts to overrule the district court judge’s (2017) decision.

“What’s happened here is the cities don’t want to comply with the court order, so they complained to legislators to make it go away,” he stated.

“The correlation between the lake and the aquifer has been proven through multiple scientific studies. They don’t want to solve a problem the DNR has known about since the ’80s, so they continue to kick the can instead of moving towards a ground-tosurface water infrastructure that is sustainable. After 10 years, three courts and a positive judgment, the due diligence has been done.

Hopefully our communities will come together to agree on a long-term solution.”

History buff and author shares inspiration behind ‘Secrets of the Louvre’ “Secrets of the Louvre” is Bernard Rappa’s own special blend of fiction and nonfiction. The self-proclaimed history buff has a special fascination with World War II and a strong appreciation for art, culminating in his first novel about the stolen art business during the war. Rappa’s imagination runs wild as he envisions the mystery of how precious art was stolen and occasionally recovered by the heroes of his tale.

Q. Can you tell us a little about yourself?

A. I grew up in Rockford, Illinois, in a pretty tough neighborhood, but I had a pretty strong background.

I grew up in a very family-oriented Italian family with Swedish values.

I went to college in Chicago—that’s where I met my wife. I served with the United States Army for a bit, and then I worked at 3M for most of my life, but I’m retired now and live in Grant.

Q. Can you give us a brief overview of your book “Secrets of the Louvre?”

A. The story started in my mind over the years and I’ve personally been to the Louvre several times. I’m also somewhat of a historian of WWII. I

took great interest in it because I remember exactly where I was when the war ended. I was just 7 years old.

I became very interested in what happened to all of these pilfered, stolen goods from the Jewish people and also from different museums the Nazis raided. If you can believe it, the Nazis took 40 to 42 trainloads of treasures from people’s private collections and museums back to Berlin to be in a museum that Hitler wanted to start on his own. So my book focuses on that stolen art.

I’ve also got another character from Austin, Minnesota, who is fictional too. Q.What made you decide to write this novel?

No surprise: Wakesurf boats make bigger waves

Wakesurf boats and the wakes they create are controversial. Two years ago, state legislators debated whether to regulate wakesurfing boats, with some groups claiming 200 feet is not enough to protect habitat and people from the large waves.

Two bills were introduced in 2020 to both regulate wake surfing within 200 feet of a shoreline and ban the sport on a lake or bay smaller than 50 acres.

Nothing happened in the Legislature, but the U of M study was launched to study the impact. The research was supported by crowdfunding.

“Bottom line, a wake boat produces the same energy at 425 feet as a regular boat at 200 feet,” noted Scott Costello, board member of the White Bear Lake Conservation District.

The district contributed $2,000 to the peer-reviewed study and discussed its conclusions at the board’s February meeting. They agreed to take a “waitand-see” position on the findings.

Costello suggested the board wait to see what happens, if anything, at the Legislature or on Lake Minnetonka

before considering ordinance changes regarding distance from other watercraft. “We already have an ordinance that covers proximity of boats, and it’s not necessarily enforceable,” Costello said.

It was noted the study did not address the impact wakesurfing has on shorelines or how propeller wash might dredge up lake bottoms. Those topics were promised for another study if money becomes available.

Dellwood board member Meredith Walburg pointed out the “unanswered questions” regarding erosion. “I’m not convinced we have a problem with erosion on White Bear Lake,” she said. “The waves attenuate fast.”

Because of the district’s interest, Chairman Bryan DeSmet asked Walburg to summarize the board’s questions to pass along to Jeffrey Marr, the lab’s associate director of engineering and facilities.

The wakesurf Malibus produced wave heights two to three times higher than the non-wakesurf boats.

The waves were also more powerful, meaning it took longer for them to dissipate.

Researchers concluded that operational distances greater than 425 feet were needed to decrease wave height, energy and power of the wakesurf boats to levels similar to the non-wakesurf boats operating 225 feet from shore.

According to the Minnesota DNR’s website, damage from a boater’s wake is treated the same as damage caused by an actual collision. Staying at least 200 feet from shore or other structures can reduce the likelihood a boat’s wake will cause damage. Boats that create an artificial wake may require more distance to lower the impact, noted the website.

Wakesurfing is a growing sport on area lakes, including White Bear Lake. But are waves created by the powerful boats damaging shorelines and lake habitat?

New research from a University of Minnesota program called the Healthy Waters Initiative suggests wakesurf boats need to operate at least twice as far from shorelines, docks and lake users for their waves to have the same impact as common towboats.

Launched in fall 2020, the study involved testing four different boats in an effort to measure wave height, wave energy and maximum wave power using special sensors on Lake Independence, an 830-acre lake in Maple Plain. Researchers worked at the university’s St. Anthony Falls Laboratory.

Two of the study boats were typical recreational models that pull tubers, water skiers and wakeboarders — a 2004 Larson LXI 210 powered by a 260-horse inboard/outboard and a 2004 20 foot Malibu Response LX with 310 horse inboard engine. The two 2019 Malibu wakesurf boats, 21-foot VLX and 24.5-foot MXZ models, had 450 horsepower V-drive inboard powertrains designed to create massive wakes that can be “surfed” without a tow rope.

Boats were operated at four distances from the shoreline in the study: 225, 325, 425 and 625 feet, under various conditions at speeds of 10 to 11 mph to create the largest wake possible or at planing speeds of 20 mph.

Results showed the two Malibu Wakesetter boats, which can cost anywhere from $100,000 to $300,000 new, produced the largest waves.

The longer, heavier wakesurf boat, the 5,500-pound Malibu Wakesetter MXZ, produced the highest waves.

Researchers also observed that full ballast tanks versus empty ballast tanks had little impact on maximum wave height, wave energy or wave power for the two wakesurf boats.

Also tested was an aftermarket wake shaper by Swell Wakesurf attached to the Malibu Response LX that had “measurable impact”

MAHTOMEDI — City Council conducted the following business at its March 1 meeting: • Resident Susan Gallagher recently shared her concerns about the property on 1401 Harmony Drive, which burned down in November.

Building and Mechanical Inspector Ben Eggan said the city has been putting pressure on the property owner to take down the building. The building was scheduled to come down by Feb. 26, but the owner is now past the compliance date, so the city will continue to put pressure on the owner. The building is expected to be demolished late spring to early summer. Asbestos was found at the property, so neighbors are urged to stay away from the location.

• St. Jude of the Lake has received approval to sell beer and wine at the April 1 fish dinner and will hold a gambling event that will sell beer and wine at its annual spring dinner on May 7.

• Pam Mrozik, Evan Young, Gordy Steinmietz and Jake Bogdanovich have completed their EMT and fire training and will now move on to paid on-call status.

• Now that the city has completed redistricting, the city needs to reestablish voting precincts.

The city will maintain its two voting precincts: the District Education Center, 1520 Mahtomedi Avenue, is the polling location for Precinct 1 and St. Andrew’s Church, 900 Stillwater Road, as the polling location for Precinct 2.

• Improvements will continue on the Lake Links Trail. About $300,000 is left over from the project. $70,000 has been offered to Birchwood for its portion of the trail. The rest of the money will be used to improve trail safety. The city is planning to install downcast light fixtures on portions of the trail that go by Quail Street so the lights will not shine into neighbors’ homes.

• The City Council held a closed session March 1 pursuant to Minnesota Statutes, Section 13D.05, Subd. 3(b), concerning pending White Bear Lake litigation matters.

below 923.5 feet. In addition, permittees are required to develop a per capita water use plan that reduces per person use to 75 gallons per day. The DNR is also required to analyze the volume of authorized water pumped from the aquifer for permit holders within 5 miles of the lake, and to evaluate the impact of that use on water levels in order to set a collective annual withdrawal limit.

Those stipulations have been stayed to this point to allow permit holders time to contest amended appropriations before an administrative law judge. To date, none of the 17 permit holders have scheduled a hearing.

The Senate bill, meanwhile, was heard last week before the Environment and Natural Resources Policy and Legacy Finance Committee.

Among those invited to testify was Hugo City Administrator Bryan Bear.

Getting right to the point, Bear told the committee, “Our drinking water is being threatened.”

“We never thought we’d be in this position, but here we are,” Bear said. “We really need your help.”

The city administrator explained that cities do a good job providing reliable, affordable and clean drinking water. “We get it from the ground and submit water supply plans for approval to the DNR, which governs usage. We use the plans to manage growth.”

Bear maintained that cities are being blamed for draining White Bear Lake.

“But is the lake really in trouble?” he rhetorically asked. “The DNR tells us the lake has fluctuated up and down throughout history.

Twice, an outlet was lowered to control lake elevation.”

More than that, though, is the fact that cities affected by the new rules were not part of the debate, Bear said.

“Rules in this case were designed by the court. We watched from the sidelines as rules were issued. We were not a party, but we are impacted in a significant way. We prefer there be a policy discussion led by policymakers.”

Bear also questioned the “magic 5-mile” boundary established by the court.

“Presumably, anyone within that boundary drains the lake,” he said. “No one can drill wells inside that line.

Outside that line, wells are not impacted. There is no regard to geology or shape of

land or flow characteristics of groundwater within that radius. It doesn’t make sense.”

The Hugo administrator then used an example of what he considers poor logic on the per capita water usage limits. “Hugo is constructing a new (elementary) school for 720 kids. That school will use a lot of water. That’s not good, according to the new formula, so we should not allow the school. We can make it better, however, if we add apartments. We would do better because the formula is gallons per capita.

We would do even better if we eliminate the school and just build apartments. That doesn’t make sense to us. But that is in the court order and what we have to live with.”

Bear also called the irrigation ban “bizarre” since it’s based on lake level fluctuations. “We don’t think there is any scientific validity,” he testified. “It won’t have meaningful impact on lake level.”

The DNR is already preparing for the next round of permit changes, Bear reminded the committee, again to be consistent with the court ruling. “The changes would reduce total water usage in the area 40% from the existing level,” he said. “What is left?

Potentially, that means there’s no water left for businesses, churches, schools and hospitals. There is only enough water for domestic use — not because there isn’t enough water, but because a judge says our water use is connected to lake elevation.”

The city of Hugo does not believe it influences lake level, according to Bear. The city, in fact, is really good at managing water, he said, and does it better than anyone in the state. “We are conserving our use of drinking water in significant ways. We would love to participate in a discussion about responsible water use. We can’t seem to get involved. The rules just get ordered.”

Permit holders need help from the Legislature to get through this complicated issue, Bear continued. “It will be hard for the northeast metro to function without reliable access to drinking water. This bill will allow time for policymakers to address water supply concerns and address lake levels. We have to find the right balance.”

she told the committee. “And we need a solution soon. Lake Elmo needs a new well.”

Sen. Bill Weber, vice chair of the committee, asked Handt to clarify the density directive. When she confirmed the minimum of three units per acre, he replied, “I’m always amazed that the Met Council creates more problems than it solves.”

“The per capita amount leaves only enough water for domestic use — not because there isn’t enough water, but only because a judge says our water use is connected to lake elevation.”

Bryan Bear Hugo city administrator won’t support the new growth mandated by the Metropolitan Council.

The mostly rural city resisted the mandate, she told them, which requires development at three units per acre, but the Supreme Court sided with the higher density.

A request to increase the city’s annual appropriation permit was denied by the DNR due to the White Bear court case, Handt said. Their current permit, approved in 2014, allows 260 million gallons. Since then, she noted the city has added 1,500 new homes, 300 apartments and many new businesses.

Caught between a rock and a hard place, Handt said her city can’t drill outside the 5-mile radius due to groundwater contamination (from perfluorochemicals) and had to abandon one of its wells when the pollutant was discovered.

“We need the Legislature to help us manage through these conflicting directives,”

Expect more restrictions Also testifying was DNR Director Katie Smith, head of the Ecological and Water Resources Division.

Noting in her opening remarks that the bill appears to be in response to the DNR’s implementation of the court order, Smith said the requirement to maintain the lake at its protective elevation will require far greater restrictions on groundwater withdrawals than would be needed if the only consideration is the impact of water appropriations on the aquifer itself.

“The DNR agrees and understands that these permit changes to implement the order add significant implications to communities,” Smith said.

“The DNR shares in these concerns for well-beings of communities.”

She added that the DNR also has concerns with the proposed bill because the requirement to approve permits “directs the DNR

Smith feels the 2040 sunset is a long time away and municipalities may make changes to their water systems in the meantime.

She urged the executive and legislative branches to work with communities on alternative strategies that comply with the court order and statutory requirements to resolve long-term water supply needs in the area.

Before the vote, Vice Chair Weber observed that the legislation isn’t intended to “produce blame on the DNR. They are following the judge’s order,” he said.

“Unless we step in and set aside the order, communities can’t work together to establish a plan.”

Sen. Housley thanked her colleague, Sen. Chamberlain, for co-authoring the bill and advised the committee that “local governments can do a better job of taking care of their communities. Let’s not tie the hands of local municipalities.”

The Senate committee then passed the bill, which will go to a vote on the Senate floor. The language could also be added to an omnibus bill. A House companion bill, HF3880, was introduced March 3 by Rep. Leon Lillie of North St. Paul.

Sen. Wiger said ultimately, key issues in the bill could be addressed in conference committee later this spring.

throughout the pandemic and focused their energy on keeping their customers and employees safe.

The pandemic is still not over, and like other restaurants across the country, 4 Seasons is seeing major supply chain delays and poor quality in produce items.

“Prices are going up. It’s about an extra $40 to $60 per case of bacon, which means we’re paying almost 50 cents per slice of bacon, and that’s just not viable for us,” said Brandon.

The owners started to see some red flags pop up at the end of December and into early January. They knew prices were going to increase and that inflation wasn’t ending soon, and road construction on Minnesota State Highway 244 this summer is anticipated to keep some customers from

being able to dine at their restaurant.

With these obstacles in mind, the Bevins brothers decided it was time to close things down.

“We have determined that due to circumstances beyond our control, we will be closing our door permanently at the end of the day Wednesday, March 30,” the owners said in a statement.

Until then, 4 Seasons will stay open, preparing all of their loyal customers’ favorites.

“I appreciate all the support that we’ve gotten, and when times were tough people were still helping out where they could. I don’t blame anyone who couldn’t afford to go out,” Austin said.

As for what’s next for the brothers, it’s hard to know what direction they’ll take since they both have a

passion for the restaurant industry. For Austin, he’s not sure exactly what’s next but is still thankful for the support his restaurant has received in the meantime.

Similarly, Brandon admits that the pandemic has been an emotional time and has taken a lot out of him personally, but he knows he wants to spend more time with his family.

“I’ll always love restaurants,” said Brandon.

“But maybe this is a good time to change directions.”

As the two say farewell to their restaurant, they want to give one last resounding “thank you” to their customers and hope that they continue to support other Mahtomedi businesses.

Environmental Club aims to offset school’s carbon footprint by planting trees

It takes a lot of paper to run a school district—a fact the White Bear Lake High School Environmental Club saw as an opportunity for community connection. In honor of Earth Day 2022, the club is encouraging residents of the White Bear Lake area to plant 300 tree saplings.

“The goal ultimately is to let the community know about our presence, (and) make them excited to be a part of action we can take and change our behavior to better protect the environment,” said senior AJ Perron, a member of the club’s executive board.

The club partnered with national nonprofit Tree-Plenish to provide the saplings. Members of the club selected red maple, northern red oak and white spruce as three species likely to improve air quality with their output of oxygen, and do well in Minnesota climate and soil conditions. Community members can order their preferred trees online and opt to plant them themselves, or have student volunteers install them in their yards on April 23—the day after Earth Day. “The reason the Environmental Club is so important isn't just because we need to negate or undo our environmental impacts,” Perron said. “We want to grow people's admiration for our natural world, and along the way instill a sense of responsibility to this community and broader ones. Our Environmental Club makes me confident that my generation will tackle not only these environmental issues

but other critical problems.”

By mid-February, the club has already received more than 200 orders for saplings but wants to fill as many orders as possible. Tree-Plenish handles the financial details of procuring the saplings, leaving student groups free to plan the publicity and on-the-ground work in their own communities.

Amy Donlin, the Environmental Club adviser, is a behavior specialist at the high school and a naturalist at Tamarack Nature Center. Donlin helped the club connect with Tree-Plenish and calculate the number of trees needed to make a dent in the district’s carbon footprint. As a rule of thumb, a full-grown tree can produce about 10,000 sheets of paper, Donlin said. If 300 trees (and hopefully more) are planted in the White Bear Lake area, it will offset 3 million sheets of paper.

Participation in the Environmental Club has accelerated drastically in the last few years, from only a few members to nearly 50 in 2022, Donlin said. Many of the students take their involvement very seriously.

“Six or seven students are now sharing taking the lead; they’re so professional, I feel like I’m working on a nonprofit,” Donlin said. “I’ve never seen such wonderful grassroots organizing in a high school.”

Last year, the club restored the Peace Garden outdoor classroom at South Campus. Members removed undesirable weeds and invasive species and installed native plants such as prairie dropseed. The space can accommodate a class of 25-30 students, and teachers can reserve the space just as they would an indoor classroom area.

“My favorite class to have out there is language arts; nothing like sunshine and a book,” Perron said.

On a cool February afternoon, the ice on Centerville Lake is crusty, the sky is awash with a pink sunset and the fish are biting. A group of students from Sunrise Park Middle School are a little way offshore, tugging lines and keeping their eyes glued to the blinking lights on the electronic fish finder next to their hole in the ice.

Their faces light up with excitement each time their rod bends and a crappie or sunfish wriggles up from the dark water. They barely pause to look at their catch before racing to the truck tailgate, where it will be measured. Then the fish is released unceremoniously in a small hole under the tailgate—and it’s on to the next one.

This was the scene Feb. 28 at the Sunrise Ice Fishing Club’s end-of-season tournament event.

Social studies teacher Ryan Fitzpatrick and math teacher Travis Littlefield started the ice fishing club in 2021, transforming an annual ice fishing field trip into something a little more substantial. The pair received a $5,500 No Child Left Inside grant from the Minnesota DNR, as well as a $4,600 grant from Cabela’s to supply club members with the equipment to give every student the full ice fishing experience.

“The whole point is making this free to kids who have that opportunity,” Fitzpatrick said.

The funding has provided the club with rods and reels, ice shelters, fish finders and all the gear needed to have a fun time on the ice.

The club has grown in the last year, and now exceeds 40 members. Many of the members are sixth graders who are new to ice fishing.

“We have a lot of younger kids and a lot of kids who had never done it before,” Fitzpatrick said. “It’s even more rewarding when we start teaching them how to catch fish and use the electronics.”

Fitzpatrick said that a few students opted to attend Sunrise just to be involved in the ice fishing club. The experience has left a lasting impression—the Monday night tournament drew a group of ninth grade Ice Fishing Club alumnae to assist in measuring and recordkeeping for the younger students. The club has had no trouble finding community volunteers who are happy to help young students build their skills and encourage a love for the outdoors.

Ice fishing has also provided a much-needed opportunity for kids to socialize and bond during the difficult isolation of the pandemic, not to mention a great way to get outside during the winter months.

“There were so many kids coming from different backgrounds and friend groups, and

we have a lot of kids that have never interacted with kids in their fishing group,” Fitzpatrick explained. “Last time they were talking normally to a person within 6 feet was probably fourth grade for them. That’s been one of the coolest parts of this year: the different groups of people striking up friendships.”

Starting in fall 2021, the district altered its school start and end times. As a result, Sunrise classes end at 4 p.m., sometimes making it a challenge to have quality time on the ice, Fitzpatrick said.

“Fishing at night has a lot more challenges,” Fitzpatrick said. “One in particular is that bobber fishing is pretty much impossible. So we purchased a few extra Vexilar fish finders.”

The club is broken into smaller groups that meet on different days of the week, which allows every student to have their own electronic fish finder. This electronic equipment uses sonar pulses to detect the relative locations of the lake bottom, the baited line and any nearby fish. All club members have learned to read and operate this equipment over the past winter. Practical skills and an understanding of fish biology, conservation and fishing regulations are as important as the social time on the ice.

Fitzpatrick hopes to see expansion in the future of the club. Last year, club members were able to take a day trip to Rush Lake. Fitzpatrick has already made some connection with resorts and launches in the Mille Lacs Lake area, hoping to arrange something even bigger for next year.

Meanwhile, he hopes the club numbers will continue to rise, and to create opportunities for the wider community.

“I think we’ll keep doing this until we don’t have any interest,” he said.

White Bear Lake’s bid for a state hockey berth was foiled by No. 2 ranked Hill-Murray on Friday evening as the Pioneers pummeled the Bears 5-0 in the Section 4AA championship at Aldrich Arena.

The Bears, who got past Tartan 4-0 and Stillwater 2-1 to reach finals, finished 16-11.

“We graduated 13 seniors from our team last year so there were a lot of positions to fill,” coach Tim Sager said. “Our team made so much improvement, from the start to the end of the season. Our coaching staff is so proud of this group.”

The “daily hard work to get better” by the players was evidenced by a 10-3 conference finish and reaching section finals, he said.

The usual overflow crowd of around 3,000 attended the 19th section finals duel between the Bears and Pioneers, and fifth in a row, of which H-M has won four. The Pioneers are 14-5 overall in finals against the Bears.

Boys basketball: Zephyrs trip Tartan, lose to SSP; section next

After a strong final week of conference play, the Mahtomedi Zephyrs enter a loaded section tournament this week as the No. 3 seed.

The Zephyrs reversed an earlier loss to Tartan, winning 60-54, on Wednesday evening, then had undefeated South St. Paul on the ropes Friday before falling 83-75, both at home.

Johnson finished 16-0 in the Metro East. Mahtomedi and Tartan tied for second at 11-5.

The Zephyrs (17-7) are ranked No. 10 in Class 3A, but their Section 4AAA includes No.1 Columbia Heights and No. 2 Totino-Grace.

“We’ve got our work cut out for us,” said coach Keith Newman. That starts with No. 6 seed Fridley (10-15) at home Wednesday, 7 p.m. The winner faces Totino-Grace or St. Anthony Village on Saturday, 7 p.m., at the high seed.

Against Tartan, Owen Carlson notched 23 points, six rebounds, two blocks and three assists. AJ McCleery logged 15 points and six rebounds, kept the Zephyrs in front with clutch baskets at the end, and had just one turnover battling Tartan’s press. Javan Harvey led with 11 rebounds while scoring five points. D’Marco Chelly netted 23 points for Tartan (20-6, ranked No. 14 in Class 4A). Sam Yanz added 11 and AJ Burns 10.

Against South St. Paul, the Zephrys led by nine in the second half but could not hold off the swift, sharp-shooting guests. Alonzo Dodd, a semifinalist for Mr. Basketball, notched 20 points, 13 rebounds and 10 assists, while Devin Newsome scored 27 points, for the Packers (26-0, ranked No. 3 in Class 3A). For Mahtomedi, McCleery netted 22 points, Carlson 20 and Cole Armitage 16.

Boys hockey: Zephyrs blank Chisago Lakes, return to state

The Mahtomedi Zephyrs are back in the state tournament, after missing a year, by virtue of a 4-0 win over Chisago Lakes in the Section 4A semifinals Friday evening.

The No. 4 ranked Zephyrs, 16-111 after outscoring three section opponents 19-0, will skate in the Class A state tournament starting Wednesday, against Mankato East/ Loyola at 1 p.m.

Mahtomedi took a 2-0 first-period lead at Roseville Ice Center as David Wolsfeld scored at 7:42, assisted by Charlie Drage and Owen Harrod, and again at 14:06 on a power play, assisted by Brent Gulenchyn and Cav Bruner.

Early in the second period, the Wildcats (21-6-1) had their best chance, a penalty shot, but Zephyr goalie Ben Dardis was able to stuff

a close-range missive by Nicholas Helland, one of his 28 saves.

Shortly after, the Zephyrs got another power play goal, from Cav Bruner, at 5:37, and, just 14 seconds later, Patrick Egan earned a clear shot at the net from 12 feet and got it past goalie Jack Hanson. The Wildcats hunkered down and permitted no more damage after that.

Mahtomedi will make its 13th state appearance, and fifth in six years.

After capturing the 2020 state title, the Zephyrs missed out last year when Gentry Academy, a new private school that accentuates hockey, dominated Section 4A before moving up to Class 2A this year.

The Zephyrs blanked Two Rivers 6-0 in the semifinals Wednesday, holding them to 11 shots on goal. Six players had a goal each: Drage, Gulenchyn, Grant Dardis, Carter Haycraft, Jonny Grove and Wolsfeld.

Janicki scored 31 points in the 56-53 win at Mounds View on Tuesday. With all everyone tightly covered in the final seconds, Janicki stepped back and swished a

shot from about 27 feet.

Wyatt Hawks added eight points and Jeremy Kolb seven. For Mounds View (15-11), Kobe Kirk hit 17 points and Colby Deluce 15.

Park scuttled the Bears 55-40 on Friday in Cottage Grove, led

by Pharrell Payne, a 6-foot-9 Gophers recruit and Mr. Basketball semifinalist, with 19 points. Jamari Walker

added 15. The Wolfpack (18-8) held the Bears to their low score of the season. Jack Misgen had 11 points, and Janicki and Kolb 10 each.

ZEPHYRS SPORTS BRIEFS Wrestling: Zephyrs’ Johnson places 3rd in state at 220 pounds J.P. Johnson, Mahtomedi junior wrestler, closed a stellar junior season with a third-place finish in Class 2A at the state tournament on Friday and Saturday.

“There’s always room for improvement, but it felt great to stand on that podium,” said Johnson, who finished 35-4 with 25 pins, and has 98 career wins, 69 by pin.

Wrestling at 220 pounds, Johnson beat Carter Geerts of Byron 2-1, lost to Gavin Nelson of Simley by pin in 1:54, then won four straight to earn the bronze — over Ray Saice of Minneapolis South (pin in 1:46), Ashton Condon of Watertown-Mayer (3-1, shooting for a takedown in the last 15 seconds), Max Olson of Fairmont/ Martin County West (pin in 3:22), and, in the third-place match, Sam Dioszeghy of Mound-Westonka (10-4).

Johnson, 6-foot-2 and 210 to 215 pounds, qualified for state as section runner-up behind Nelson, who captured the state championship.

“I talked to him before we got on the podium. He seemed like a nice guy. He’s a junior, too. I look forward to wrestling against him again next year,” Johnson said.

Also a standout football lineman, Johnson did not start wrestling until his freshman year, when, he said, coach Matt

South 14-4 and didn’t get a wrestleback. He finished 27-15.

Girls basketball: Zephyrs bid foiled by Hill-Murray 76-55 A young, talented Mahtomedi team’s bid for a state tournament was scuttled Saturday by a veteran-led Hill-Murray lineup that had lost twice previously to the Zephyrs.

“We had a fantastic season. One game isn’t going to define us,” said coach Erica Zizzo, referring to what she told her team. “And will will have a LOT coming back next year.”

Hill-Murray (19-8) was firmly in control, defeating the Zephyrs 7655 in the Section 4AAA semifinals in Mahtomedi.

In conference play, Mahtomedi beat the Pioneers 82-63 and 51-42 during a 14-game win streak. They finished 19-8.

“They (Hill-Murray) hit their three’s. Shot the lights out,” was Zizzo’s first response when asked what H-M did better this time. “They didn’t shoot like that before.”

Ella Runyan, longtime hoops and soccer star, and their only senior starter, led Hill-Murray with 20 points and a key defensive role. Elise Groppoli added 12 points, Hailey Wolgomot and Payton Mackley 11 each and Molly Werner 10.

BEARS SPORTS BRIEFS Girls basketball: Defense carries Bears into section finals Continuing their stellar defense play, White Bear Lake stymied No. 2 seeded East Ridge 44-38 there Saturday evening, advancing to the Section 4AAAA finals.

The Bears (19-9) have a six-game win streak in which they have limited opponents to just 28 points per game. They held the Raptors 21 points under their average.

Coach Jeremy credits teamwork: “Great defense is always about your team being connected and working together. We are not getting lots of steals.

Just playing solid defense and making it tough on the other team as much as we possibly can.”

Bear starters getting the job done are Lauren Eckerly, Nevaeh Hughes, Addie Bachmeier, Jordyn Schmittdiel and Abby O’Brien, with Blessing Adebisi also contributing as the top sub.

Most of the offense came from Hughes with 16 points and Eckerle with 15 in their third lowscoring game with East Ridge.

The No. 3 seeded Bears (19-9) face No. 1 Stillwater (23-4) in the finals Thursday, 7 p.m., in Hastings.

Wrestling: Bears’ Sloan 2-2 at state White Bear Lake senior wrestler Matt Sloan closed his career winning two of four matches in the state Class 3A tournament Friday and Saturday at Xcel Energy Center. Sloan, at 220 pounds, pinned Byron Callies of Rochester Century in 1:29, lost to Vincent Mueller of St. Michael-Albertville 3-2, pinned Brady Thompson of Elk River in 4:41, and got pinned by Mason Swanson of Willmar 3:26. Sloan was 44-5 this year and totaled 165 wins in his career. In four state trips, he got on the podium once, placing sixth last year. The Bears other entrant, junior Porter Drost, lost twice, to Shakopee’s AJ Smith by pin in 3:12 and to Waconia’s Lincoln Vick 10-1. Drost finished 17-11.

Girls basketball: Eckerle scores 1,000th for Bears Lauren Eckerle notched her 1,000th point — in her final home game — as White Bear Lake turned back St. Paul Central 61-24 in the first round of sectionals Wednesday, March 2. Eckerle racked up 23 points and got there with her last basket, a close-range shot. “The coaches knew the exact number (needed), but I didn’t,” said Eckerle, a senior guard averaging 15.3 points in her fourth varsity season. “It was really fun to get it done at home. My teammates were awesome, helping me get shots off and cheering me on.” Anna Sommerhause, junior guard, was next with 14 points for the Bears. Eleanor Cordes scored 10 points for Central (8-15).

LINO LAKES — Cheryl Heilman was waiting at a bus stop when she looked down and saw a strangely colorful rock. It piqued her interest, so she turned the rock over to discover a label with information to a community she didn’t know existed.

It’s all a part of an effort to make people smile by leaving behind decorated rocks, often called kindness rocks, in random locations for people to stumble upon.

Since discovering the community three years ago, Heilman estimates she has decorated and hidden approximately 500 rocks. “I didn’t even know that I had artistic talent,” Heilman said, explaining that artistic abilities are not a necessity for this project, as anyone with any skill level can join in the fun.

Heilman quickly got plugged into a couple of kindness rock groups on Facebook, specifically Rocks Sharing Smiles Across Miles and Anoka Kindness Rock Garden. The social media communities taught her how to decorate the rocks and, before she knew it, Heilman became a moderator of one of the groups.

“It’s all about spreading kindness and surprising joy in a world where things aren’t so kind…,” Heilman

What you need: • Acrylic paint • Mod Podge • Paintbrushes • Acrylic paint pens • Polyethylene spray (helps seal rocks so they can be hidden outdoors)

Steps: • Find a rock • Paint the rock with a base color • Seal your design with Mod Podge • Spray the rock with Polyethylene • Let rock dry for 24 hours • Hide the rock where someone can discover it

explained. “It really caught on with me. It is fun, it’s relaxing, and you get focused on what you are doing and forget about the world around you.”

Although some kindness rockmakers have very elaborate and complicated designs, Heilman likes to keep her rocks simple and focused on things that matter to her like her faith. Some of her go-to design elements include crosses, angels, doves and smiley faces. She has even sought ideas online with sayings like, “Throw kindness around like glitter” and “Don’t ever let anyone dull your sparkle.”

Finders of these kindness rocks can either keep them or re-hide them to surprise someone else. “I have kept a couple of rocks that I have found, but I like to rehide them,” Heilman said. “It’s all about spreading that joy and surprise and passing along that uplifting and positive message from

person to person.”

Heilman recalled one rock she hid that was discovered by a 2-yearold. The girl’s mother followed the instructions on the label and posted a photo of her daughter with the rock.

“She was just so happy. They decided to hide the rock in another part of the park in hopes that someone else would find it and make them just as happy,” she said.

The key to “hiding” the rocks is that you want them to be in unexpected places, but not make it so tough that they can never be found.

Next time you are out for a stroll, be sure to look down every once in a while, in case you happen to come across a rock with a message.

Growing diversity highlighted in task force report and 31% are renter-occupied; household size averages 2.1.

• 22% of residents are 17 years or younger; 59% are 18-64; and 19% are 65-plus.

• 34% have a bachelor’s degree or higher.

• Median household income in 2019 was $71,700. More than 30% of households report income over $100,000.

• It’s estimated that the LGBTQIA+ population in White Bear Lake is between 4.4% to 8%.

Regarding the White Bear Lake school district, ISD 624: • Students speak 53 languages in addition to English.

• Of the student population, 18% require special education services.

• 0.7% of students (63) were experiencing homelessness.

Task force member Ellen Gurrola talked about the group’s 2021 community surveys, which garnered only 139 responses, despite extensive promotional efforts.

“It’s a small sample size, so we’re careful not to draw conclusions,” she said. “It was difficult to get people to participate in small group meetings online. Community members were reluctant to share feedback, believing it would not provide meaningful change.”

Gurrola added that “feeling safe” is an important part of feeling welcome. “Many people don’t know their neighbors or haven’t made those connections, she said.

“It can be difficult to be a newcomer in this community.”

Regarding students who identified as BIPOC, some common themes emerged.

The task force interviewed 91 youth, ages 12-18, most of color, who said they were victims of race remarks at school and in the community.

“They said they felt ‘out of place here,’” Gurrola told council.

As demographics continue to change, proactive community engagement is necessary, noted Rebecca Blaesing-Bauer.

“This was a committed group, added Blaesing-Burrow. “We heard from people who did not think their voices mattered.

We don’t want to fulfill that prophecy.

Doing what is easy isn’t always best. We ask you to not do what is easy but to help us do what is best as a community.”

Following their report, Mayor Dan Louismet thanked the task force and noted there is a lot to digest. “I look at it as a report card,” he said. “Where are we now? We have a lot to be proud of in this city. I’m sure there will be lots of discussion in the follow-up.”

Council Member Bill Walsh brought attention to the low engagement level with the surveys. “There are two ways to look at it. Low participation can be a good thing, meaning people aren’t concerned, they’re not complaining. It stood out to me.

“The lack of trust surprises me. That’s not my experience,” he added.

“I’m the rubber-stamp white guy, born and raised here,” said Council Member Dan Jones. “Timing of this (task force) wasn’t a knee jerk. We took a pause after George Floyd’s death. We didn’t know what to do, we still don’t know ramifications. How do we react without being reactive? Are we equipped to listen and respond? We need to have a discussion about what goes forward. This is a big thing to chew, and we have to start taking bites.”

Council Member Kevin Edberg asked the city manager to reflect over the next year on staff training, recruitment from diverse populations and examinations of hiring practices. “Are there places where we have a particular role?” he asked. “We are at the beginning of a conversation.

I’d like us to do something and avoid this going on a shelf.”

That grows more challenging. We learned that many don’t trust government institutions. A theme of building trust continued to emerge.”

City Council’s commitment to this work is critical to make sure strides aren’t lost, she continued.

“Hopefully you have what you need,” Blaesing-Bauer told council. “We ask you to act upon these recommendations.

All residents must feel included in the conversation.”

The group also emphasized the need to connect youth to government. “They are our future, and they did not think their voices mattered. We ask you to hear them.”

“It is a commitment to all who live, work and play in White Bear Lake that they feel welcomed and have a sense of belonging,” noted Tracy Shimek, housing and economic development coordinator and staff liaison to the group.

The Task Force concluded that changing demographics, the power and influence of social media and competing demands of residents pose new barriers to engagement and community building that must be met with new tools and fresh approaches.

Recommendations to the city include building a greater cultural competency and policymaking that “uses an equity and inclusion lens.”

The next step was to ask City Council to consider establishment of an advisory commission that focuses on community engagement and fostering a welcoming and inclusive community.

The task force recommended investing in a standing commission to continue their work, similar to the city’s parks and environmental advisory committees.

They also felt the city should invest in ways to recruit diverse candidates for staff and commission positions.

WHITE BEAR LAKE — Is the city a welcoming and inclusive place?

Eighteen residents were appointed a year ago by then-Mayor Jo Emerson to research those questions like 1) What does it mean to be a Welcoming and Inclusive Community? And 2) How well is White Bear Lake doing?

The special task force compiled its findings in a report delivered recently to City Council.

“The mayor felt it important to learn if people felt welcomed and included in our community,” said former City Manager Ellen Hiniker. She introduced several task force members to council while explaining the group’s intention was to talk to a broad sector of people who may not feel included.

“Because of timing and what was going on around the state and nation, race was a large part of the conversation,” Hiniker said, although she said some felt race was not important to discuss.

Three task force members shared sections of a slide show prepared for the February meeting.

Christina Streiff-Oji kicked off, pointing out the importance of understanding diversity in the community, “as we examine if this is a community where all are welcome and included.”

“Notably, data demonstrates growing diversity and tremendous gains in those identifying as Black, Indigenous, people of color (BIPOC),” she said.

Demographics show growing diversity in the city, including the following from the study, as well as the 2020 census: • In 2000, 94% of White Bear’s total population was white; 6% was BIPOC. In 2020, the percentage of white was 81%. The BIPOC group made up 19%. Of that, 4% are Black; 5.5% are Hispanics or Latinos and 4.7% are Asian.

For age 17 and under, the BIPOC group grew from 10% to 33% in 20 years.
