On June 26, St. Andrews Lutheran Church will celebrate 100 years since the establishment of the church in 1922.

More than 70 people attended the first worship service on Sunday, Jan. 1, 1922, led by Pastor R.H. Gerberding, a field

missionary sent to start a new church in the area.

The congregation was formally organized on Jan. 29 with the name “St. Andrew’s Evangelical Lutheran Church of Lincolntown” chosen by the first church council.

Pastor Roger Eigenfeld came to St. Andrew’s Lutheran Church in 1972, initiating an era of significant membership growth during his 33-year tenure. His bold vision for St. Andrew’s future became a reality when the present church campus was acquired in the early 1980s. The Great Hall building was completed in 1986, followed by the Youth and Sports Center (1991), Sanctuary (1999), and St. Andrew’s Village (2000). “Through it all, we trusted God – and we trusted one another,” Eigenfeld said. St. Andrew’s has continued to grow, becoming one of the largest Lutheran churches in the United States.

The fledgling St. Andrew’s congregation first held services in the Ark Theater, moving later to a library, sometimes in homes, and for several years at St. Mark’s Lutheran in North Saint Paul. The first permanent building at 930 Mahtomedi Ave. was dedicated in January 1926. Mahtomedi Mayor Jud Marshall was baptized in 1934 and is still a member.

Purple Line buses officially rerouted

Metro Purple Line buses will not be coming to downtown White Bear Lake.

The Corridor Management Committee, an advisory group to the Metropolitan Council, officially nixed plans last Friday to route buses through the city. A terminus, or turnaround station, would have been located behind Beartown Bar & Grill north of downtown in the original design.

The vote to “suspend advancement

of the locally preferred alternative” was unanimous among the committee, which includes elected and appointed officials from project partner agencies and cites along the route.

The modifications are in response to a White Bear Lake City Council resolution that requested the Purple Line not enter city limits.

Ramsey County Commissioner Victoria Reinhardt, vice chair of the committee, wanted it made clear the change only applies to the section into White Bear Lake. “The rest of the line

to the border of White Bear Lake is still strong and going forward,” she pointed out.

Met Council staff has been feverishly studying alternative routes since the committee’s April meeting when it became clear the route would get another look after White Bear’s objections. Project staff was directed to evaluate options to end the now 15-mile bus rapid transit line somewhere along County Road E in Vadnais Heights or at the Maplewood Mall Transit Center.

Project Manager Craig Lamothe said a third possible end point for the Purple Line is being considered. Century College was added to the list as a new option that could use I-694 and end at its West Campus. The route would also serve the Fed Ex distribution center nearby.

An alternative route to the college could also be via White Bear Avenue and County Road E from the Maplewood Mall Transit Center.

When Willerie Postmaster Steve Boughan first started with the United States Postal Service in 1987, the first-class rate was 22 cents and often represented by an “E” stamp.

Now that Boughan is retiring, the first-class rate has gone up to 58 cents and is represented by the “forever” stamp.

Speaking of “forever,” Boughan didn't want to keep getting up at 4 a.m. forever to drive an hour to work from his home in Dresser, Wisconsin. So he will be trading the job he loves for sleeping in and hunting for rocks with his wife.

A retirement party for Boughan is planned for Friday, June 24 from 5 to 8 p.m. at Roma Restaurant's outdoor patio in downtown Willernie. His last day on the job will be June 30.

A Dayton, Ohio native, Boughan started his career with the postal service after finishing his four-year tour of duty with the U. S. Marine Corps. As a veteran, Boughan received an immediate opportunity to take the postal service test that civilians must wait to take every five years. He got 100% and 98% on the two-day series of tests.

Job interviews quickly followed, and he started as a postal clerk at the Del Mar, California post office shortly afterward.

“It was the era before automation, and the post office needed someone to dump out the bags of mail,” Boughan said. “That was a thankless job.”

He liked the hands-on aspect of the job, however, and was not quite as happy sitting behind the desk at his next gig as supervisor. For the next 14 years as manager, he was not allowed tolift so much as a postage stamp, not to mention schmooze with the customers.

In 2001, when the first-class rate was 34 cents, Boughan and his wife moved back to Ohio to be with his ailing father. He took a six-day-a-week job as clerk with irregular hours. “It stunk,” he said. When his wife took a job in the Twin Cities, the Boughans moved to her hometown of Osceola, Wisconsin, and he took a job with the Stillwater post office. The firstclass rate then was 37-cents.

Finally, in April 2004, Boughan came to Willernie as officer-in-charge and filed for the postmaster job that had been posted.

“I was ecstatic to be selected postmaster,” he said.

For the next 18 years, he has anchored the Willernie post office, the social center for a town of some 500 people that sits surrounded by Mahtomedi.

With no home mail delivery, all of the approximately 220 households in town must come into the post office to retrieve their mail. As a result, Boughan knows everyone in town along with their box number.

When mail arrived at the Willernie post office addressed to “Grandpa Joe, Willernie,” Boughan and the clerks didn't miss a beat correctly slipping the letter into Grandpa Joe's box.

“I've been blessed with a lot of relationships in my job,” Boughan said. That's because he's not content to sit at his desk all day shuffling papers. Customers are just as likely to see him at the counter to weigh their packages and chat as they are to see clerk Jaci Tennyson.

“It's not at all stressful here at the Willernie post office,” Boughan said. “I can be postmaster, work the window, box mail or sell stamps. I'm not just writing reports – I'm a hands-on, working postmaster.”

Because of the social atmosphere at the post office, customers have been known to bring cookies for the post office crew. “There used to be this 80 year-old lady who lived on the corner in those white apartments who would bring us home made fudge,” Boughan said. One day, the woman needed a light bulb changed because her card club was coming over.

Boughan said it was a treat to take a 10-minute break to go over there and change it for her.

That kind of friendship between the post office clerks and customers goes on every day, Boughan said, and that is what he will miss most.

Another of Boughan's favorite memories is of an elderly couple who lived near the corner of Warner Avenue. The husband came in every day to get the mail, Boughan said. When he died, Boughan ran a small but important errand each day to drop off the mail at her home.

The community helps out the postal workers too, Boughan said. Once he was at the window dealing stamps when the power went out. “It was so pitch black in there, I couldn't read the mail at all,” he said.

“A customer ran home to get a generator, and soon the light was on.”

As Boughan has seen first-class rates grow incrementally each year, he has also seen his young customers grow even faster. Boughan remembers families towing children in diapers coming in for their mail. “Now those same kids are in college and come in to get their own mail,” he said.

Boughan hopes he'll have the opportunity to say goodbye and tell stories to the entire town at his June 24 retirement party. Box holders will have the opportunity when they collect their mail during his last week.

Residents of Birchwood, Mahtomedi, Grant and other neighboring communities who came in to mail packages or buy stamps from Boughan are also invited to the celebration of a happy postal worker.

Although he has been retired for 17 years, Eigenfeld says seeing what has happened since he has been gone speaks volumes about what Carlson has done for the church. He can see that the congregation is growing in an era when a lot of congregations aren’t.

“One of the questions people ask about churches is ‘are they relevant to my life?’” Carlson said.

“Roger started many things under his time, but many of the strongest things he started were responses to suffering in the world.”

“Faith in a God who finds us in our suffering will deliver us,” Carlson said.

so that people who are experiencing the troubles of the world can have a promise is the trajectory that really started the resource center, which is a million-dollara-year project to house people who are homeless. St. Andrews has two homeless shelters and a third ideation of a homeless shelter that happens in hotels, which is growing every year.

“St. Andrews continues to show up where the suffering and needs of the world intersect with the gifts and passions of the congregation and as long as there is a need in this world for humans to be comforted and cared for, St. Andrews will be relevant, because that’s the trajectory that Roger started that created a sense of growth and urgency in mission,” Carlson said.

Carlson says he doesn’t know what the future holds for St. Andrews, but he does know that if it is successful, it will continue to deepen the question, “How do we show up when the world needs us?”

St. Andrew’s has the opportunity for both contemporary and traditional worship experience with an online service as an option.

The building was designed for a 400-member choir at the request of Eigenfeld, who takes pride in the ability to have excellence in music. They have also conducted 5,323 baptisms, 2,139 marriages and 1,659 funerals over the past 100 years.

Carlson gives much credit of the success of the church to the “high quality of volunteers and the passionate generosity of the congregation.” In an era when many churches are suffering financially, Carlson says they are right where they need to be because they are

Let me introduce myself

M

y name is Ella Roberts and I am a summer intern at Press Publications.

I graduated from St. Francis High School in 2020 and just completed my sophomore year at Bethel University where I am currently double majoring in journalism and relational communication studies. At Bethel I am a pitcher on the softball team and the sports editor this upcoming fall for the school newspaper The Clarion. I was born in Coon Rapids, but a majority of my childhood took place in a small neighborhood surrounded by farmland in East Bethel. As a kid I spent most of my weekends at the ball field and remember running into White Bear every so often. Whether we won or not is a different story. I have just recently moved back into my parents’ home temporarily for the summer and Intern will be moving into my new house in New Brighton where I will live with Ella four of my friends from Bethel. This Roberts summer I have spent my time in and out of the Press Publications office, waitressing at TPC Twin Cities golf course in Blaine, serving cheese curds and corn dogs out of a fair stand, working in my grandma’s garden and enjoying time with friends and family.

My internship at Press Publications is a short eight weeks long and I am working around 15 hours a week.

In the two weeks I have been here, I can say that I have already learned a lot about myself as a reporter and what it’s like to work with a team. The staff have been nothing but welcoming and helpful when it comes to showing me around and giving me advice for my stories. I tend to ask a lot of questions and can be a very indecisive person, but this internship has forced me to make decisions on my own while also receiving the affirmation I need as an aspiring reporter to continue growing. I love that my role allows me to work both independently and interdependently and I have already met some great people in the community and surrounding communities. Something I love most about journalism is being able to learn from others experiences while also sharing those experiences to hopefully make a difference or impact.

I have always loved to write and have aspired to become a mini Rory Gilmore ever since watching the iconic Gilmore Girls. My family and friends have always supported me in this dream of mine, but for so long I never saw it as plausible. In fact, going into my freshman year of college I chose not to pursue journalism. However, after not being able to graduate or play softball my senior year of high school due to COVID-19, along with losing some people very close to me, any dreams I had for myself seemed to be slipping from my fingertips. Life flipped like a switch and my plans to go to school altogether seemed less and less likely. I moved into my freshman dorm in August 2020 at Luther College and was back home in my parents’ house by November that same year.

After taking some time away to process and heal, I was able to find a new home at Bethel University by January 2021. Since then, life has continued to change for me, but in the best way possible. I declared my journalism minor before the end of my freshman year and I have since loved all of my journalism classes, traveled to Guatemala for an international storytelling project, became sports editor for The Clarion and am in the middle of completing my first internship in a newsroom. I am extremely humbled and grateful for where I have been, but I cannot wait to see where I will go.

Tackling Climate Change

rotecting our environment has always been a high priority for me. It’s essential that we work together to tackle the threat of climate change. We’ve faced record-setting droughts, 500year floods, and unprecedented temperature swings to our climate. It doesn’t matter if you live in a rural community or in the metro, climate change will have major effects on our communities Legislator and state.

In the Lingo Senate, I’m proud to be Chuck Wiger a founding member of the Clean Energy and Climate Caucus. Together with my colleagues, we are working towards a carbon-free future for Minnesota. This means more wind, solar, and hydroelectric sources for our energy grid as well as policies to increase energy efficiency for homes, businesses, and state assets.

We are also fighting for a transportation future that includes more investments in high-quality transit and prepares Minnesota for a bigger fleet of electric cars, which will substantially reduce greenhouse gas emissions.

One critical step in our fight

against climate change is learning about it.

This year, a group of students advocated updating the required K-12 curriculum for Minnesota’s students to include climate change education. I was proud to co-author this legislation. While their proposal did not advance this year, I‘m sure it will in the future.

While there is important work for us to do at the state level, each of us has an important part to play.

Walk, bike, carpool or ride the bus.

• Plant a tree! Trees near buildings can reduce the need for air conditioning and heating and help isolate carbon.

• Eat less meat.

• Use less water and energy.

Turn off lights, take shorter showers, and buy energyefficient appliances and light bulbs. Try opting into a renewable energy plan through your energy provider.

• Spread the word. Talk to your friends and family about the causes of climate change.

• Skip the plane ride. Consider

a stay-cation right here in Minnesota.

• Shop second hand.

• Find out your carbon footprint.

• Compost and recycle.

• Try citizen science. Contribute to climate change studies by collecting data.

• Cast your vote for leaders and policies that support the environment.

• Get involved. Join a network of youth advocates, such as Youth Environmental Activists of Minnesota.

I encourage members of our community to connect with other concerned citizens and work together to take on this challenge. The Northeast Metro Climate Action Group is a great way to meet members of our community and to get this work done.

I was so disappointed after attending the special meeting of the Birchwood City Council to hear their final vote - to make the road one way. “Public outcry” was about wanting the council to open the road fully. Very few wanted it a one way, but it appeared the councils’ minds were already made up. It was a waste of time for me and my neighbors, because the council chose not to hear what the majority was saying in casting their vote. As a life long resident of Mahtomedi and Birchwood, it is so disappointing to not have a voice. I feel this councils’ decision is so divisive to our whole community. In this day and age, wouldn’t we all do better with a more welcoming and collaborative attitude?

Advocate for gun control laws

As someone who reads the paper every week and is also a 2022 graduate of White Bear Lake High School, I can’t help but notice the amount of letters to the editor that are published about distaste of things like gas prices and CRT, and the lack of concern for students’ safety in our schools. Gun violence in schools and in general is a difficult topic, but it shouldn’t be controversial. The more we shy away from discussing it, the more dangerous it may be for future students. Mass shootings are happening almost every day across the country, many of them in elementary schools and high schools, where people are legally obtaining assault rifles and using them to kill. School should be the very last place students are afraid to go. Every kid deserves a safe place to learn. I find it concerning that people are arguing about whether or not to teach kids about equity and racial bias when there is clearly a bigger issue in our schools. When you have the opportunity to vote, please keep students in mind and support candidates that care for students and advocate for stronger gun control laws. It’s not a matter of freedom, it is a matter of safety.

The Mahtomedi Area Farmers’ Market returns for its 12th season this summer. Beginning June 25, it will run every Saturday through Oct.1, from 8 a.m. to noon, in Veterans Memorial Park (formerly Triangle Park). Volunteers with the non-profit Mahtomedi Community Builders have been organizing and operating the market since 2010. Road work and the pandemic have brought some challenges and changes in recent years, but the Farmers’ Market returned to its home in our beautiful downtown area last summer and will be there again this season. PAID LETTER More education funding needed

Republican Senator Roger Chamberlain, Chair of the Education Finance Committee, is responsible for addressing the needs of our public schools and students. The Democrat-controlled House presented a bill which would have addressed these needs.

However, Chamberlain refused to support it.

During the last couple of legislative sessions, educators and parents have been crying out for more funding. Their needs are many – including more mental health counselors/psychologists (Minnesota ranks 48th in the nation with a pathetic student to counselor ratio of 1 to 654), more nurses, additional funding for special education, more teachers/support staff, and more.

Sen. Chamberlain’s education bill is an embarrassment to our state. It amounted to just 0.3% of the state’s surplus of funds. Enough is enough – every student deserves to receive an education that maximizes his/her capabilities. It’s time to vote Sen. Chamberlain out of office. That’s why I’m solidly supporting Heather Gustafson, who is a teacher and has had enough of this.

PAID LETTER Lack of action on education bill

I read the “Wrap up from the Capitol” published on June 8 and was surprised by what I saw from Sen. Roger Chamberlain, especially in regard to priorities for education this session. As chair of the Education Finance Committee, Sen. Chamberlain was responsible for creating a supplemental budget bill for our state’s public schools after two years of unprecedented challenges facing our students, teachers, and families.

Sen. Chamberlain’s education bill shockingly included just $30 million for literacy training.

Nothing for student mental health, nothing for support professionals like PCAs, nothing for more school counselors or nurses, and not a penny for the massively underfunded special education cross subsidy that breaks school budgets across the state. The bill number is SF 4113, and can be found at www.senate.mn.

This is why I was so surprised to read in the Capitol review that he said his education priorities were “literacy, special education and mental health funding, and no mandates.” This is simply not true, and I am disappointed the Senator would provide inaccurate information to his constituents.

Beyond his lack of action to fund mental health or special education, schools in our community and state have been begging for action on other pressing needs, and with a $9.2 billion budget surplus, the legislature had a historic opportunity this year to act. Some crises facing schools to name a few: •Gun violence •Teacher and staff turnover and shortages due to excessive workload and burnout •Staff shortages for after school care and programs •Class sizes well over recommended maximums

•Cancellations of transportation and bus routes due to loss of staff •A student to counselor ratio of 1 to 654, ranking us 48th in the nation •Reductions in extra-curricular activities because of budget cuts Sen. Chamberlain’s $30 million dollar literacy training program would have done nothing to address the many additional issues that students and teachers are crying out for help to address. His bill did not fund mental health, and it did not fund special education. If Sen.Chamberlain will not treat his constituents with the honesty we deserve, then he needs replacing.

PAID LETTER Education priorities are out of whack

I am extremely disappointed reading Sen. Roger Chamberlain’s “Wrap up from the Capitol” saying that he wanted to keep it simple for education this year, and focus on literacy, special education, and mental health. These are laudable and important goals, despite him and the Senate Republicans ignoring special education and mental health all session long.

As the chair of the Senate Education Committee, it concerns me that he misses so much more that our schools have been calling for throughout recent tumultuous years in education.

All Minnesota students deserve a world class public education with the resources they need to succeed and lead our state into the future. The Senate Republicans’ activity in the legislature this year fails Minnesota students and lacks vision or leadership for the future.

We know what students need to succeed: quality teachers, more counselors and nurses, funding for special education and English language learners, reliable transportation to school, and a healthy meal. Instead, the Senate Republicans wanted to spend our $9.2 billion surplus on tax cuts for the rich.

Our students, parents, and teachers have faced unprecedented disruption in the last two years, and they’re asking for help. Sen. Chamberlain proposed $30 million in his education budget - versus $240.5 million per year in tax relief for wealthy Minnesotans. This is not only wrong, but ignores the desperate calls from school districts in all of our districts to do something for students.

The Senate Republicans proposed spending $13 million more on tax cuts for those earning over $500k per year than on Sen. Chamberlain’s entire Education bill. The Senate Republicans wanted to spend eight times more on cuts for those earning over $250k than the $30.7 million for all of our state’s public schools.

We need robust, fully funded schools to help them succeed and thrive. This year our state had a historic opportunity to do what is right by our students, and Sen.Chamberlain fell far short.

Local road construction updates Work to reconstruct South Shore Boulevard from White Bear Avenue to County Road F including adding a 1.5-mile multi-use trail – is underway and will last through fall. Pavement removal is expected to begin this week (June 20).

The boulevard is closed to traffic in both directions from White Bear Avenue to County Road F. A signed detour is in place using White Bear Avenue, County Road F and East County Line Road.

Residential access will be maintained throughout the project. Xcel energy’s work is complete.

White Bear Township began work on a watermain project on Hugo Road last week. Work will last through mid-July. Hugo Road is closed between Gaston Avenue and Taylor Street, with a signed detour in place using Buffalo Street and Bald Eagle Boulevard. Later this summer, Ramsey County will resurface Hugo Road between Park Avenue and County Road J. Bald Eagle Avenue is closed from Garden Lane to Ridgewood Avenue for a White Bear Lake Area Schools sewer project. A signed detour is in place using 5th Street, Division Avenue and Stillwater Street. Work is expected to last through mid-August.

They joined metro-area firefighters at the East Metro Training facility in Maplewood for hands-on training that included search and rescue, live fire attack, extrication and cardiac arrest management.

“It was very eye opening,” Crawford said of the training. “The experience gave us a glimpse of what it’s like to be a firefighter.”

The mayor called the training an “awesome experience,” adding, “it’s not lost on me that this experience helps us better understand a firefighter’s job.”

Downtown businesses express concern over harassment

A juvenile case is under investigation after several alleged instances of harassment and vandalism have been reported to the White Bear Police Department.

Janet Richards, owner of The Olive Branch, brought the case to Press’ attention after a group of 15 to 20 teenagers started targeting her business in late April.

According to Richards, the group of middle school boys began knocking on the windows of her business, but their behavior escalated to calling her with death threats.

Richards has been in contact with the White Bear Police Department and says they have been supportive and have re-

sponded in a timely matter to her calls.

“It’s a juvenile case so there is only so much I can say about it,” said Captain Dale Hager of the White Bear Police Department.

“There have been reports that kids, probably junior high age, have been confronted by employees.”

Sass Boutique owner Cindy Kirn has not had any harassment targeted at her business, though she says she’s witnessed the same group of juveniles causing trouble around town.

“The first incident I heard of was that they were in Primp harassing the employees. They later came to my store but I locked the doors and didn’t let them in,” Kirn said.

town using foul language and vandalizing property.

“A week ago a group of 15 boys and the same two boys I saw earlier threw a deck chair and they broke the chair. To me, that’s vandalism,” said Kirn.

Hager noted that it appears that The Olive Branch is the only store that has been specifically targeted.

“So far it’s under investigation, but it appears to be an isolated case,” said Hager.

Authorities continue to work with Richards on the case.

PUBLIC SAFETY BRIEFS White Bear Lake garage fire causes significant damage The White Bear Lake Fire Department responded to a detached garage fire around 12:40 p.m. at the corner of 12th Street and Long Avenue June 15.

According to Fire Chief Greg Peterson, the fire was caused by a generator that was placed too close to flammable materials. With the assistance of the Lake Johanna, Vadnais Heights, Hugo, North St.

Paul and Lino Lakes Fire Departments, the fire was under control within an hour.

Firefighters stayed on the scene for a total of four hours.

There were no injuries, but part of the home was damaged and there was significant loss of multiple vehicles and a boat.

Structural damage caused the garage’s roof to collapse, but crews managed to prevent any further damage to the property.

“The firefighters did a heck of a good job,” Peterson said.

• The bulk shoe stealers are at it again, after Famous Footwear in the 900 block of County Road E reported suspects for stuffing three backpacks with shoes May 19 and leaving the store.

The suspect vehicle is a single cab Chevrolet Silverado, circa 1990, with large aftermarked side mirrors and red painted fuel door.

• A Vadnais Heights woman, 21, was arrested for DWI May 19 in the 3400 block of Rice Street, after deputies on patrol observed a driver slumped over the steering wheel of her car in a restaurant parking lot. As deputies approached the

vehicle, they saw drug paraphernalia and suspected narcotics in plain view.

• A Centerville woman reported her vehicle stolen May 22 from the 100 block of County Road F, after she had left her car parked with the door unlocked and the key fob and purse inside. Her credit cards were used at a gas station in St. Paul and her vehicle recovered a few days later in Woodbury without license plates.

• A male, 36, with no permanent address, was arrested on several outstanding warrants May 24 at a business in the 3200 block of Highway 61, after deputies were dispatched out to the scene of a shirtless male yelling at customers in the parking lot.

The male advised deputies that he was just rapping.

• A St. Paul woman, 19, was arrested and cited May 24 in the 900 block of County Road E for disorderly conduct and obstruction, after deputies took a report of a woman in the store for four hours, threatening staff whenever they approached her. Deputies also found narcotics and paraphernalia.

• Four people attending a hockey game in the 1400 block of County Road E reported cell phones and other items stolen from their lockers. Several phones were tracked to Brooklyn Park and were recovered in an Amazon package.

Five stories won’t fly for proposed apartments

WHITE BEAR LAKE — Height matters to city leaders who say the apartment complex planned for the Stadium Sports Bar site is one story too high.

City Council members voiced opposition to a five-story anything in White Bear Lake at the June 14 meeting. That seemed to be an unexpected hurdle for Schafer Richardson, the Minneapolis development company that owns the property on the corner of Hoffman Road and County Road E. The developer is requesting general concept plan approval of a 243-unit apartment complex on that corner. The complex has two buildings, one is five stories and one is four.

The phase-two project by Schafer Richardson follows construction of a 192-unit, four-story apartment building two years ago just east of the Village Inn/ Stadium called The Barnum. Restaurant owners have been leasing space from the company since it purchased the property in 2018.

In the first of a three-stage review process, council heard of the city’s intentions to concentrate development near high-capacity roadways such as County Road E and a new zoning designation called Transit-Oriented Development, which allows 25 to 50 dwelling units per acre.

The proposed 6-acre site is 43 units per acre. The Barnum next door is 42 units per acre. That complex also has a very low vacancy rate.

Community Development Director Jason Lindahl briefed council on the project, noting 20% or 48 units would be affordable at 50% of the area median income or $36,750 for one person, $42,000 for two. About 30% of the city’s population would qualify.

Tax increment financing is another point of contention. The developer is requesting housing TIF in the amount of $5.5 to $6 million to offset the gap created by lower rents for affordable units. That is about 60% of the taxes generated from the project.

Mayor Dan Louismet stated his concern about a building five stories (59 feet) high. “I am open to the concept and I recognize the need and demand for housing but four stories is appropriate, not five,” he said. The mayor also does not support TIF for the project, saying residents should not subsidize other residents.

Unhappy with the design, Council Member Dan Jones said he “isn’t looking for another millennial Gen Z apartment building. I don’t want to look like everyone else. That’s why The Barnum appeals to me.”

A park dedication requirement was also debated.

To meet that requirement, the current mix of units would require a cash payment of $135,100 in lieu of land, or $550 per unit, according to Lindahl. When asked about the possibility of land dedication, the applicant indicated a desire to retain a triangular parcel on Hoffman Road that came with the deal for commercial purposes.

Jones said he’d like the city to have that piece for park dedication. Located next to the Bruce Vento Trail, it could be a rest stop for users. “If I give TIF, I want that land,” Jones stated.

Council Member Kevin Edberg said he was open to discussion about park dedication and how to leverage the property, but would not agree to TIF. “There are times when it makes sense but to use our tax base to subsidize luxury apartments, I won’t get on board. No way, José.”

Edberg is also “highly opposed” to five stories.

“There are no other buildings (that height) in White Bear Lake or anywhere on E and I don’t want them in my community,” he told members.

Also a “no” regarding TIF, Council Member Bill Walsh believes the city has “done a good job avoiding TIF.” He pointed out that the triangular piece Jones wants for a park could bring in tax revenue if developed. “That’s what we’re giving away with a park,” he said.

Lindahl said staff has enough feedback to give the developer direction to move forward.

Schafer Richardson Development Manager Peter Orth said his company was aware there was a preference towards four stories rather than five prior to the vote. “A five-story structure would have been the best way to accommodate the density called for within the city’s comprehensive plan, while maintaining other zoning standards,” he explained. “We will consider options in response to the council’s constraint to four stories.”

Although not part of the resolution, Lindahl asked the mayor to clarify the position on TIF to which Louismet said, “The consensus is City Council is not interested in TIF. If the phase-two plan includes TIF, the applicant should know they will face significant opposition.”

Asked about the importance of TIF to the project, Orth reiterated that assistance was only being requested to allow the inclusion of affordable housing.

“Our proposal was an opportunity to satisfy a need that was identified in several task force reports and studies, as well as the city’s own established housing goals,” he replied. “Without support for TIF, the inclusion of affordable units will not be possible.”

Up for adoption: Storm drains The number of adopted drains is creeping slowly upwards in the White Bear Lake Conservation District’s Adopt-a-drain challenge.

Adopt-a-Drain asks residents to adopt a storm drain in their neighborhood and keep it clear of

leaves, trash, and other debris to reduce water pollution.

“We reached 417 adopted drains in the five municipalities around White Bear Lake as of June 7,” reported Scott Costello, the district board member spearheading the

feel like their grief isn’t validated by people in their lives. We call that disenfranchised grief, ” Brenegan said.

This may play out by people telling a grieving pet owner, “Well it’s just a cat” or “Why don’t you get another dog? ” or if someone is taking some time off of work because they are grieving the loss of a pet and it is looked down upon.

Brenegan had the idea to start up the group when she realized that there were very few resources in the Twin Cities to support grieving pet owners. In 2012, Brenegan’s dreams came to life along with a Facebook group that has grown to about 256 members. AERC also offers a 24/7 compassion care line that clients can call anytime of the day if they need support.

Right now, the group meets virtually, but plans to add an in person component once their new Oakdale facility is open.

Mary Mattson, who has attended the group for a year now, moderates the Facebook group. She began attending after losing both of her dogs just four months apart.

Mattson lost her first Bichon Frise in February 2021 and attended her first group session two days later. She lost her second Bichon just four months later and had recently lost her dad a few months before in 2020.

Mattson considers herself very lucky to have friends and family who understand that her dogs were her closest companions and like her kids. However, she felt that her friends and family could only say and do so much.

“I felt like I could speak freely in group. There is something different emotionally for me being around people who know what I was going through and I felt so normal with all the group members. It was very

validating and safe for me to express any emotion,” Mattson said.

Mattson advises other grieving pet owners to not minimize their grief and wants them to know it’s not wrong to feel sad, mad, upset or even a little relieved after your pet has gone through a sickness and doesn’t have to suffer anymore. She finds it especially crucial to talk about the grief and to not give a time limit as to when you are going to start feeling better or when you “stop grieving” because grief itself doesn’t work like that, she says.

The AERC recommends, when you feel the time is right, to consider holding a memorial service or ritual of some type.

Consider planting a tree, creating a photo album, holding a ceremony in the local dog park, writing down cherished memories, or making a donation to a local animal organization.

Loon Chronicles VII: Still Onboard!

The chick continues to astound and entertain us during our early morning outings. Spotting the Loon family takes more time because they are now comfortable in the open water, well beyond the protective bulrushes of the cove and War Zone. On most mornings, the chick is sound asleep on mama Loon’s back, while papa Loon remains within calling range. The chick wakes up around 6:30am, to start receiving fish. If the chick needs help waking up, mama Loon will simply dive, causing the chick to fall off and land in the water, ready to start breakfast. One particularly windy morning, we watched papa Loon skillfully navigate through white caps to deliver a tiny fish to the chick, while it was still on mama Loon’s back. The chick took the fish on the first try. After the first few

fish deliveries, both parents start taking turns, until the chick lets them know that it has had enough. The days of riding on mama Loon’s back are numbered as the chick has more than doubled in size. The parents do not let the chick out of their sight and appear more protective and territorial this summer. Last year’s interloper is no longer welcome and there have been a few wing-rowing and Penguin dance episodes to get that message across. The chick appears to have mastered the foot waggle and is now working on diving and trying to catch fish on its own. Attempts at wingflaps are both endearing and comical. Last week, the chick tried to make its own calls, while the parents called to warn of an Eagle flying overhead, near Lake Avenue. The sounds were barely audible,

but the chick’s efforts were clearly visible. Two weeks ago, we stumbled upon what appeared to be a pair of returning juvenile Loons. They were healthy and in good form, with their drab nonbreeding colors. We are going to follow up with Lori Naumann to see if the pair could be our chicks from earlier years. After spending one to two years south or off the coast of Nova Scotia, the juveniles (immature adults) often will return to their natal lakes. Stay tuned on this interesting development. Thank you everyone, on the lake, for keeping an eye out for the Loon family. So far, so good.

The Century College consideration would bring Washington County officials into the discussion due to County Line Road, which borders Mahtomedi.

It was also noted that if the college was added to the transit route, buses could still come into White Bear Lake.

Lamothe asked committee member (and White Bear Councilman) Bill Walsh if that might be acceptable?

“That would take a bigger conversation,” Walsh replied. “Personally I think Century College is a good idea but the resolution says don’t encroach into White Bear Lake. That is the current sense of the council and I think that stands. I think Buerkle Road is acceptable.”

Commissioner Reinhardt added that arguments and comments from White Bear residents regarding the Purple Line are not anti-bus, but anti-downtown. “I’m hoping the community will consider it,” she said.

There is a bus serving the college currently, Route 219, that is accessible from

the Gold Line at St. Paul’s Union Depot.

Met Council staff will evaluate technical aspects of potential station stops over the next few months, including Century College, two options in Vadnais Heights – ending at the I-35E park and ride using either E or Willow Lake Boulevard — and two options serving Maplewood Mall. A recommendation is expected in September, but not until there’s a 30-day public comment period.

In the meantime, the committee will meet July 13 to review a community engagement plan for the public comment period and to review the Century College terminus route; Aug. 24 to review technical evaluation results of the most promising route modifications, and to review public feedback, and again Sept.

16 to consider the BRT route recommendation.

The original 15.2-mile route is estimated to cost $445 million and would be paid by Ramsey County and the Federal Transit Administration.

Despite Legislature’s inaction, plans continue for public safety expansion

WHITE BEAR LAKE — Rather than wait for a special legislative session that may or may not happen, city leaders will move forward on a $13.9 million public safety building expansion.

The city had requested state bonding for part of the project cost, or $6.25 million, in bills introduced by area legislators. The session ended May 23 with no resolution.

In an email to City Manager Lindy Crawford, Sen. Chuck Wiger said he’s certain most Minnesotans want a bonding bill to pass.

“I understand informal negotiations continue, but the process unfortunately lacks transparency,” he wrote.

“Hopefully some funding will be included for the public safety center, but I can’t assure that.” Wiger serves on the bonding committee and added, he’ll “try his best.”

The Legislature could be called back for special session in August after the primary to act on the bonding bill, but there’s no guarantee the city’s “ask” will be part of it.

At a work session last week, City Council agreed to begin final design work as if no state funding would be coming.

City Engineer Paul Kauppi told members he talked to Kraus-Anderson, the project construction manager, who indicated that prices are holding steady with slight decreases in steel and some other materials, which might be in the city’s favor. Increased lead times remain, however.

Mayor Dan Louismet said it was

worth giving the project a few months to try to garner funding. “We gave it the old college try,” he said. “That didn’t work so we should go back to the original plan and build it.”

Council members concurred, with Dan Jones noting, “it wasn’t our fault the legislature couldn’t do its job.

This building should have been built decades ago.”

Member Bill Walsh thought it “smart to move ahead. The Legislature is unpredictable. There will always be another project.”

City Council OK’d plans last February for the expansion that includes a large indoor police garage to accommodate a 19-vehicle fleet, an apparatus bay that will fit the fire department’s new ladder truck with sleeping quarters above, a 40-foot training tower and a 20x40 storm shelter on the north side, required by state building code.

Miller Street was vacated next to the building behind City Hall to facilitate the expansion.

Plans are to bond for the project, which will have an estimated annual debt service payment of $843,000, according to Finance Director Kerri Kindsvater.

The estimated impact is higher than the $700,000 previously reported due to two reasons, she said: • The project cost changed from $13 million to $13.9 million — an amount approved last December by City Council.

• The previous estimate used a lower interest rate.

The estimated impact on the 2022 median value home would be $64.

The city hopes to break ground for the expansion late fall.

Gabrio savors state golf experience

Daniel Gabrio, Mahtomedi senior, closed his prep golf career at the state tournament placing 44th with scores of 79 and 78 for a 157 total at Bunker Hills.

Jacob Wilson, Mahtomedi junior, placed 61st. After laboring to an 86 Tuesday, he cruised to a 76 on Wednesday for a 162 total.

Zephyrs foiled at state, storm back to place 5th

Mahtomedi’s bid for a repeat state championship was foiled by a crafty, plucky Grand Rapids pitcher last week.

However, after Myles Gunderson blanked the Zephyrs 2-0 on Tuesday in Chaska, the Section 4AAA champs made the best of it. They pummeled Winona and St. Francis, each by 10-0, on Wednesday in Jordan, belting four home runs, to salvage the Class 3A tournament consolation title.

“I’m just really proud of the way they finished. It is awfully hard to regroup after such a tough loss,” said coach Rob Garry. “They played the last day just like the entire season. They were a tremendous representation of our program beliefs and our community.”

The Zephyrs finished 19-6 in their seventh state appearance since 2014.

Their fifth-place finish follows championships in 2021 and 2018 and second places in 2017 and 2016.

Grand Rapids lost in the semifinals to Benilde-St. Margaret’s 10-8, and BSM beat Mankato West 4-3 in the championship game.

Tying for the championship were Nate Stevens of Northfield, Owen Rexing of Rosemount and Jack Wetzel of Edina, all with 140.

Kai Sather, and Ethan Felling (on a bunt) with none out. Gunderson rolled his ankle trying to field the bunt and spent several minutes on his back. It didn’t appear he could continue, but he did.

Gunderson limped back to the mound and promptly put out the fire with his ninth strikeout, a pop-up to himself, and fly ball to center field.

With pinpoint control of curves, changeups and tailing fastball, he handed the Zephyrs their first shutout since the 2019 playoffs, and avenged his team’s 20-3 loss to them in the 2021 state finals.

“I actually felt less pressure in state than in sections since I had already made it,” Jamieson said. “It was just a matter of trying to play my best.”

The first day of the tournament, Jamieson birdied three of the parfive holes.

“I was driving the ball great all day, until I had one bad shot on the 13th hole,” he said, referring to No. 4 (he started on the back nine). “I hit it way out of position in the water and ended up making a double bogey.”

Putting is usually the strong side of his game, but not at state, he said.

with every shot feeling hot off of the face of the club. Putting was just my enemy.”

Jamieson had shot as low as 74 and a 73 in past events and practice rounds at Bunker Hills.

Coach Craig Nasvik assessed, “Ryan was striking the ball well, but had the occasional misfire, which would lead to a crooked number.”

That included some

“dreaded three-putts.” But Jamieson “held it together with two rounds of 78, something to build on for next year,” Nasvik said.

The Bears also had two girls in the state meet. Kristina Pratt, a junior, placed 52nd with 90-84-174. Gianna McLeod, a senior, placed 73rd with 97-90-187. All qualified with high Section 4AAA finishes.

Nasvik, also the girls coach, noted the first day Pratt was “striking the ball very well” but had some mistakes leading to crooked numbers. “On the second day, she settled down. Kristina can build off this year and do even better as a senior.”

McLeod “did everything she could Tuesday to hold it together” while struggling to a 97, then improved by seven strokes Wednesday. “She ended her high school career with a near birdie on that last hole, scoring par,” he noted.

It’s fitting that the book chosen for a special arts center program is about a bear.

Just announced, the program is called the Big Read. The White Bear Center for the Arts (WBCA) was among just three Minnesota nonprofits selected by the National Endowment for the Arts to host the program, which includes a $17,900 stipend.

For the 2022-2023 season, the WBCA will be partnering with community groups to create programming surrounding the “The Bear,” written by Andrew Krivak.

A post-apocalyptic fiction, the book traces the journey of a young girl who lives off the land and follows a mysterious talking bear as she tries to survive in a world without other humans.

“The book asks us to consider the stories and mythologies we grow up with, how these are passed down and what they tell us about our perception of ourselves

and our relationship with the natural environment,” noted a WBCA press release.

The arts center chose “The Bear” for obvious reasons. Take a stroll downtown and you will see more white bears than you can count.

“The bear is far more than a community symbol — it contributes to residents’ sense of local identity,” read the release, which cited research gathered by Press Publications on the origin of the story that gave White Bear Lake its name.

The version of the story commonly told is a love story. It follows a young Indian warrior who rescues a maiden from a rival tribe from a giant white bear. Versions of the Dakota legend exist in letters, guidebooks and 200-yearold historical documents. The story has been altered, rewritten, popularized by Mark Twain, celebrated, scrutinized and reclaimed

in turn.

As part of the Big Read, WBCA will provide six months of programming around the book, beginning with the autumnal equinox Sept. 22 and ending with the vernal equinox March 20.

As a culmination of the project, the center will host an installation and dedication ceremony for “Spirit Bear,” a white bear sculpture created by Robin Tost.

WBCA will offer a class each month connected to “The Bear,” such as nature writing, herbalism, or mythology. The arts center will also partner with Century College, the Bell Museum, Ramsey County libraries and the White Bear Lake Historical Society to explore themes from the book.

Elsie Norma Forcier

Priscilla passed away on May 19th, 2022 at the age of 94 while living at The Pillars of White Bear Lake, MN. She was a loved member of that community for the past 3 years. Priscilla was born in Duluth, MN to Thomas and Blodwen Michell. Priscilla graduated from Central High School, class of 1946. Following graduation, she attended UMD graduating with a degree in Kindergarten Primary and minor in Physical Education. Priscilla married Peter D. Runquist in August 1950. Priscilla was a lifelong volunteer.

She was an active member of the Junior Leagues of Duluth and St. Paul for many years where she worked with children, adults, and the next to new shop. As a member of Glen Avon Presbyterian Church in Duluth and the last 24 years at First Presbyterian Church of White Bear Lake, Priscilla served as an Elder, Deacon, Kitchen and Funeral Committee member, vacation bible school helper and wherever needed.

Additionally, Priscilla was a PEO sister, Questers member, volunteer at the Neighbors Helping Neighbors thrift store, frequent bridge player and generous hostess. She was a blessing and supporter to so many.

Priscilla will be remembered as a wonderful mother, grandmother, great grandma and friend. She was a very creative, generous person sharing her time and talents with many. Mom loved any opportunity to be with people where she could talk about Duluth, antiques, her travels, birds, old friends, and family.

We all are blessed to have shared years of memories and moments with Priscilla/Mom/Nana. Priscilla is survived by daughters Michelle Purdy (George), Mahtomedi, Betsy Harmon (Allen) Duluth, son Rick Runquist (Sheila), Woodbury, grandchildren: Mark, Andy, Sarah, Katie, Jenny, Peter, Melissa & Lauren and 7 great grandchildren.

Services will be held at First Presbyterian Church of White Bear Lake on Friday, September 2 at 11a.m.

Elsie Norma Forcier passed away on June 4th, 2022, after a bout with Pneumonia. She passed away peacefully at Suite Living Senior Care in Little Canada, MN. Elsie was born in Woden, IA and lived with her family in Meservy, IA. At age of 16 she moved to Minnesota to take care of her grandmother. She worked various jobs in which she was able to use her sewing and knitting skills. Elsie met and married Francis Forcier in 1946. They had 4 children, Diana, Norma, Paul and Gerald. She became a nursing assistant at Bethesda Hospital for 26 years until her retirement. After retirement Elsie returned to Meservy IA to take care of her mother, Ruth. They had many travels including winters in Texas. After Ruth died, she moved into Washington Square Apartments in White Bear Lake MN. An unfortunate fall, that broke her shoulder, forced her to move into assisted living. Elsie was an avid Twins fan, loved knitting, sewing, crocheting, and a good game of cribbage. Elsie is preceded in death by her mother and father Ruth (Dilts) & Horace Jolly; her brothers Cecil, Merle, Donald, LeRoy, Harold, Kenneth; sisters Violet and Edith; and her grandson Jonathan. She is survived by her brother Richard; her children Diana, Norma (Bruce), Paul, and Gerald; grandchildren Mike, Tim, Molly (Jeremy), Ryan (Kara), and Katie; great great children Ben, Brianna, Brayden, Max, Mia, Zachary, Madilyn, and Mikala. A Celebration of Life will be held at 11a.m., on Tuesday, July 12, 2022, at Community of Grace Church 4000 Linden St. White Bear Lake, MN. The Family will be greeting friends one hour prior to the service at the church. Interment at Union Cemetery.

Two Mahtomedi Middle School golfers got state golf tournament experience last week, with eighth grader Lexie McGrane placing 27th and seventh-grader Reagan Juhl placing 68th on Tuesday and Wednesday.

McGrane shot 84 and 79 for a 163 total, while Juhl shot 94-88-182, in Class 3A at Bunker Hills. Each qualified with high finishes in section play.

Three Mahtomedi softball players got all-conference honors after the Zephyrs posted a 9-12 record, including 7-6 in the Metro East. They are Chloe Bromeland, senior pitcher; Olivia Van Hout, senior center fielder; and Victoria Nelson, sophomore third baseman. Nelson, who batted .410 with two homers, two triples, seven doubles, 24 runs and 15 RBI’s, was named team offensive MVP. Bromeland had a 5-2 record and the

most innings, 69 2/3. Van Hout batted .444 with three homers and 21 RBI’s.

Also hitting over .300 were Emily Lopez (.357), Allison Kosel (.342) and Erin Noel (.333). Noel had 16 RBI’s. Named defensive MVP was senior catcher Lily Johnson. Named most improved was freshman Clara Loss.

WHITE BEAR LAKE CITY COUNCIL NOTES From June 14 • Approved request for use of Armory parking lot Thursday, July 14 for Hockey Day Minnesota 2023 fundraiser.

The event will be held on a Marketfest night in conjunction with Big Wood Brewery, which will be brewing the official beer of Hockey Day Minnesota, along with at least two other community sponsors yet to be confirmed.

The Martin Zeller Band will provide music until 10 p.m. Appearances are also expected by the Minnesota Wild and other sports celebrities.

In the applicant’s narrative, it was noted that the previous owners, his mother Vicki and her husband Jeffery Plaisted, would occupy the “carriage house-style” apartment. Annie Carlson wrote that a primary reason to construct the apartment above the garage is to “unburden them (the Plaisteds) with the financial costs of living in a house on the lake.” Carlson and his siblings grew up on the property.

Also noted in a memo to the commission is the fact the 1.4-acre lot is four times the minimum lot size, meaning it’s big enough for four units. Commissioner Jim Berry pointed out the size of the lot allows for variances.

Birchwood makes changes amid barrier controversy

This is a different kind of repair center and we think you are going to like it!

The Birchwood barrier controversy promises not to go away anytime soon after the City of Birchwood Village kept the barriers in place, but made two changes. The changes are significant or minor, depending on where residents live and where they need to go.

After a discussion that lasted more than an hour at the June 13 special meeting, the Birchwood City Council voted 3-1 (with Council Member Mark Foster opposed and Council Member Kevin Woolstencroft absent) to make traffic changes to the 700-foot area between the barriers on Hall Avenue.

Eastbound-only traffic will now be allowed in that space between the barriers, the western end of which has been moved further east to place the driveways at 700 and 701 Hall Avenue outside of the restricted zone.

Foster, who voted against the decision, said he wanted to see two-way traffic resume for the entirety of Hall Street with traffic calming restrictions.

On May 9, the city put up a barrier on Hall Avenue between the city limits to Jay Street to stop the large volume of

road construction traffic from speeding through the middle of town, which also affected residents' ability to use that access point to enter or leave the city. The city later made adjustments so school buses and delivery trucks could get through.

At the June 13 special meeting, Birchwood residents flocked to City Hall to tell their story. Comments from the 34 residents attending the meeting include: • A Birchwood resident has to drive 6.5 miles to go to the beach. It's a big inconvenience.

• It's not neighborly to other communities.

Let's not push our problems onto our neighboring cities. We need to share the road.

• Speeding has been an ongoing problem; let's address the culture of speeding.

• Birchwood is the de facto detour for road construction traffic.

• Let's open the road and keep it secretly closed on Google maps.

• Remove the barricade and install speed bumps.

Local runners complete Grandma’s Marathon Twenty-three residents of White Bear Lake and Mahtomedi were among the 5,954 runners who completed Grandma’s Marathon, a 26.2 mile race from Two Harbors to Duluth, on Saturday.

The first local runner to the finish line was Michael Determan, 43, of Mahtomedi, in 2 hours, 49 minutes and 50 seconds, which placed 307th of 5954 overall, 245th of 3401 men, and 19th of 401 in the men’s 40-44 division.

The winners were Dominic Ondoro, 34, of Grand Prairie, Texas,

in 2:09:34, and Dakota Lindwurm, 27, of Eagan, in 2:25:01.
