What they do is they choose the people who will be nominated to be public office holders,” said Bramsen. Primaries instead identify a variety of candidates who are interested in running, and it is the job of voters to decide who they want to see on the November ballot. Minnesota didn’t always have primaries. It used to be that parties would select their preferred candidate at their convention and that candidate would be the one to be on the final ballot. Today’s primaries are designed to let average voters weigh in and have a say.

Eagle eyed perspective over the lake A bald eagle soars on a thermal convection current over White Bear Lake, on the lookout for fish and other prey. The wildlife symbol of the United States was once endangered and threatened with extinction in the contiguous (lower 48 states) of the country. According to the Minnesota DNR website, the eventual recovery of the bald eagle has become a conservation success story. The raptor nearly disappeared from the state because of combination of factors, including being poisoned, trapped, shot and killed for bounty along with the poisonous environment created by the proliferation of pesticides like DDT followed World War II. Starting in the early 1960’s, the efforts of many people and agencies have helped bring back the bald eagles. Currently the bald eagle is listed as a species of special concern in Minnesota, but its dramatic increase over the past few years has led to the Federal de-listing of the Bald Eagle in 2007.

2022 is a big election year for Minnesota. Incumbent governor Tim Walz seeks reelection among a slew of new opponents, and each of Minnesota’s House and Legislature seats are up for election. But before any of these candidates make it to the November ballot, Minnesota voters will select their favored candidates in the primaries Aug. 9 or from now until Aug. 8 if they choose to vote by mail. Dr. Andrew Bramsen, a professor of political science at Bethel University, provides some insight on the Minnesota primaries to help voters understand what they

The Minnesota Pollution Control Agency (MPCA) is cracking down on the Water Gremlin facility in White Bear Township with a substantial amendment to its air quality permit. “With this air permit, we are holding Water Gremlin accountable,” said Craig McDonnell, assistant commissioner with the MPCA. “We have set new, more stringent limits on pollution emissions and we have established new requirements for how the company operates and reports its monitoring data to us.”

Dozens of White Bear Lake area citizens and local, county and state government officials turned out to hear about the proposed air quality permit at a public forum on July 24 at Century College. Several new limits and operating requirements have been added to this permit: • A five-year expiration instead of the current non-expiring status, which allows the agency to reevaluate the total facility on a regular basis. • More emission units are included, with specific emission and process limitations. As part of this permitting process, the MPCA evaluated more pollutants than are included in the

existing permit. As a result, the agency established a greater number of emission limits and new operating requirements to limit pollution. • The MPCA established emission limits and operating requirements based on site-specific analysis of air impacts — air modeling and air toxics assessment — and taking into account current ambient monitoring data. In partnership with the Minnesota Department of Health (MDH), the MPCA developed human health benchmarks for the solvent that has replaced TCE in compliance with the TCE ban mandate to ensure the replacement solvent will not cause adverse impacts. • Water Gremlin must adhere to more

stringent requirements to demonstrate compliance with the permit. Primary requirements include record-keeping, calculations, stack testing and reporting, as well as backup (secondary) methods to verify the reliability of the primary methods. •New requirements call for continued ambient monitoring of t-DCE around the facility. This monitoring will help ensure the effectiveness of the multiple permit conditions and the protection of human health. Monitoring results must be reported regularly.
