Schools, law enforcement to raise awareness on gun safety

White Bear Lake Area Schools, the White Bear Lake Police Department, the Washington County Sheriff’s Department and the Ramsey County Sheriff’s Department are partnering with Be SMART, a nonpartisan national program dedicated to protecting kids by raising awareness about the

Public safety main reason for high price tag of 2024 budget

The city of White Bear Lake worked to get the tax levy down from $12,245,000 to $12,003,000 for its 2024 budget.

“We started with an increase of 22.55% and through additional analysis, we got that down to 20.82%,” said City Manager Lindy Crawford. “We now have that down to 20.57%. So, that reflects a 15.04% increase for operations with 4.67% of that increase for ambulance services, and 5.53% of the increase due to the public safety facility debt service.”

According to Crawford, 18 cents of every property tax dollar paid goes to the city of White Bear Lake.

“The remainder is then divvied up among Ramsey and Washington counties, the school district and other agencies, which include various watershed districts and the Metropolitan Council,” she said.

Crawford said significant expenditure changes in the 2024 budget are as follows: • Ambulance operations moved from an enterprise fund to the general fund.

A wonderful Christmas

hristmas is a wonderful time of the year with the beautiful church services, local concerts and perfomances. All bring the message of the birth of Christ, as prophesized in the Old Testament and realized in the New Testament accounts of life.

Christmas is when we celebrate the birth of Jesus and recognize that He is God’s Son who came into the world to sacrifice His life for our sins so all who believe may have eternal life.

For most people, it’s an enjoyable time with families, gifting and enjoying all types of parties.

I remember growing up with my adopted family in White Bear Lake and celebrating Christmas. I remember from my early years of Sunday school and Bible studies how Jesus came to earth and was About the sacrificed on the cross so each individual person might have eternal life. I rememTown ber asking Jesus to be my personal Savior Gene Johnson and putting the rest of my life in His hands and care.

The messages of Christmas this time of year remind us that God is still in control, but we have a responsibility to pray and take appropriate action to seek and enhance peace, to feed those who are starving, and to bring the gospel message throughout the world.

God doesn’t promise to take away all our troubles and sorrows but if we go to Him for guidance, He will direct our lives. In Jeremiah 29:11 He promises that a life lived for Him will be favored, not harmed. “For I know the plans I have for you, plans for good and not disaster, to give you a future and a hope.”

My family and I wish each of you a very Merry Christmas and hope that you find security in the promise from John 3:16 that “God so loved the world that he gave His one and only Son, that whoever believes in Him should not perish but have eternal life.” What better security is there than that in a troubled world?

We trust that you will have joy and peace in your hearts and that the New Year will continue to bring you God’s favors.

Snail mail needs help Mail service throughout the country has deteriorated, in some places more than others. While we spent a few weeks this fall in Panama City, Florida, we found that our firstclass mail took two weeks to arrive. If we mailed a larger envelope, in one case it took a month.

But I’m pleased to learn that our U.S. Senators Tina Smith and Amy Klobuchar are looking into the problem.

They have received a lot of letters of complaint.

They have asked the Postmaster General to take immediate steps to address the pressing concerns here in Minnesota, which I’m sure are also affecting many other states.

They expressed concern to the Postmaster General about arrangements with Amazon that is already overwhelmed with the stretched postal system.

Postal workers, particularly in the Bemidji area, report chaos as they are told to prioritize the deliveries of Amazon packages over regular mail and lack of staffing to meet the USPS’ delivery standards.

One of our former employees who worked in our newspaper office in Mora, Minnesota and has now moved to Cambridge goes to our printing plant to pick up her paper because it takes so long to get to Mora from Cambridge.

It’s very discouraging to us to have newspapers delayed that our readers are depending on for information, from important notices to advertising.

Periodicals, the class of mail that contains newspapers and magazines, have the lowest percentage of on-time delivery rates against standards set by the USPS. It seems to be at the worst level of service in all my years of publishing community newspapers.

When you experience these delays, let your newspaper office know and also let your senators know.

Important, exciting work being done

or more than four years, we have been discussing, dreaming, and planning a transformation in high school education. With hundreds of people engaged in our Strategic Planning process and Facilities Master Planning over the last decade, we set out to rethink our spaces to inspire transformational student learning.

Today, we are Movers & finished with most of the Shakers updates that are happening Wayne throughout the Kazmierczak district, with every building benefiting from the community’s support of the bond referendum. And after four decades with a unique two-campus high school, we are only months away from the grand opening of our White Bear Lake Area High School that will serve students in grades 9 through 12. We are in the home stretch of planning, and the excitement is palpable.

This fall, a group of district leaders and I had the opportunity to meet with our local Chamber of Commerce and provide an update. We reviewed our District’s Strategic Plan,

the Foundations of Success for every student and graduate, the importance of partnerships, and our progress toward our goals. I was also honored to introduce Principal Russ Reetz, who will serve as the WBLAHS principal. He shared his vision for cultivating a high-challenge and high-care culture around four core values: Relationships, Ownership, Awareness and Respect. We see these principles paralleled in the positive interactions we have with the Chamber and other local organizations, which is notable and is not the case in all communities.

At the heart of a successful school is the question of ownership for learning. When my classmates and I were in school (decades ago), teachers were responsible for transmitting knowledge, and students were responsible for learning and remembering facts and theories; however, today, with information at our fingertips 24/7, student ownership of learning is more important than ever.

For effective learning, teachers must tap students' intrinsic motivation and inspire them to be agents of their learning. This work is grounded in the belief that every student can shape their destiny. Today, we aspire for our students to "Design your future. Create your success."

While students are the

drivers of their learning, the transformation of learning also requires a collective effort among our educators, students, families and community members to create a culture of strong relationships and high expectations. Our community stepped up in 2019 and approved a referendum to renovate our schools. Today, our district is nationally recognized for the spaces we have created and, more importantly, how those spaces are transforming learning — just as we envisioned. By replacing square classrooms with open spaces and cinder blocks with glass walls, we have inspired a collaborative culture where teachers have a team of support and learning observations are welcomed.

We’ve created nurturing spaces where no one is alone. We spark curiosity, see learning happening, and ensure students feel supported and challenged to reach their fullest potential.

As we continue to transform every facet of our organization, we are committed to redefining excellence and engaging our community. Thank you for being a part of this important, exciting work!

LETTERS TO THE EDITOR Reasons for fatal accidents The New York Times recently published an article (www.nytimes. com/interactive/2023/12/11/ upshot/nighttime-deaths.html) describing research into why pedestrian deaths have increased in America, specifically at night.

Of note: "Researchers have found related patterns looking at fatal collisions that occur in the weeks before and after clocks change for daylight savings time."

Further, in comparably wealthy countries (Canada, Austrailia) there are lower rates of night time pedestrian fatalities, and their numbers are decreasing, not increasing.

The article goes on to describe potential factors in increased death. These include distracted use of cell phones by drivers and pedestrians, extra large vehicles, lack of visibility (not seeing pedestrians) due to vehicle design, pedestrians wearing dark clothing, among others.

My own observation in White Bear Lake reveals similar behaviors that could contribute to injury or death: runners and walkers out after dark wearing black/dark clothes and no reflective material; drivers running 4-way stops and red lights; chaotic, aggressive driving and speeding, including in parking lots; pedestrians J-walking without even looking before crossing.

I encountered this by the high school campus on Bald Eagle Ave recently, when a teenager stepped into the street, not on a crosswalk, and proceeded to walk right in

front of my car without looking.

These behaviors are scary and potentially fatal. Where is our traffic enforcement to help curb reckless driver behavior? Are children no longer taught how to cross a street safely and to walk against traffic so they see oncoming vehicles? With new housing, more residents and the expansion of the high school campus, and subsequent increase in traffic, we all need to pay better attention to where and how we are walking and driving. Pedestrian safety is the responsibility of everyone, drivers, pedestrians, and law enforcement alike.

Lamenting loss of Elms The irony of "clear cutting the forest, so I can live in the woods" is not lost on me as I run eastward in the mornings along Old Wildwood Road. After the 'developer' destroyed a couple acres of trees in the first round, they at least had the dignity to spare 2 majestic two century old Elm trees. These are the only Elms I have seen in this part of our neighborhood, anywhere.

Alas, round 2 came and it was their turn to go. The Onceler's (copyright Suess, "Lorax") axe befelled those 2 a couple of weeks after the first phase. Six foot wide were those massive trunks. I guess the homeowners prefer higher electricity bills in the summer.

Mahtomedi schools certify 2024 levy

The Mahtomedi School District unanimously approved the Payable 2024 Tax Levy at its Dec. 7 Truth-in-Taxation presentation and public hearing.

As with municipalities, school districts are required by law to prepare and submit a budget and levy to their home county within a certain time frame each year.

The total 2024 levy will amount to $16,217,142.72, which is an increase of $319,595.05, or 2% over the 2023 levy of $15,897,547.67.

From 2023 to 2024, the General Fund levy decreased by $26,000.04 to $10,337,636.36, and the Community Education levy decreased by $101,520.78 to $185,487.42.

However, the debt service levy increased by $447,115.87 to $5,694,018.95.

The 2024 Tax Levy will be used to fund the 2024-25 Fiscal Year, said Tim Erickson, director of finance and operations for the district.

A number of factors cause the district levy to go up or down from year to year, as well as within one year's levy cycle, Erickson said. This is

why there are changes to the levy between the time the preliminary proposed levy is submitted to the county in September and the final proposed levy is submitted to the county in December.

Enrollment is a major driver of levy change, Erickson said. Enrollment numbers change almost daily, and estimated enrollment data is updated as the year goes on, he said. With high enrollment numbers come more funding, and is just one of the many funding formulae used by the state.

Expenditures change, and districts make adjustments, Erickson said. The Payable 2024 Levy contains adjustments to the prior years' levies as audited expenditure data becomes finalized with the Minnesota Department of Education, he said. The district's expenditures undergo an audit process and final accounting at the end of the year, with numbers just now being submitted, Erickson noted.

What does this all mean for our property tax statements?

First of all, each residential property

owner in the city should expect the market value of their home to increase.

For estimation purposes, a 2.2% market value increase is assumed for school districts.

In 2023, a $350,000 home paid $1,583 for the school district portion of their property taxes. For 2024, that home is now expected to reach a median market value of $357,700 and pay $1,567.07 in school property taxes. This will be a decrease of $16.26, or 1.03%.

In 2023, a $400,000 home paid $1,821 in school district property taxes.

For 2024, that home might now be valued at $404,800 and pay school taxes of $1,802.95, a decrease of $18.09, or .99%.

In 2023, a $500,000 home paid $2,279 in school district property taxes.

For 2024, that home might be valued at $511,000 and pay $2,253.69 in school taxes, a decrease of $25.97 or 1.14%.

Vadnais Heights

• Employees at the Comfort Inn and Suites in the 3500 block of Vadnais Center Drive reported felony criminal damage to property, after guests trashed one of the rooms overnight Nov. 17-18. The occupants broke windows, damaged the coffeemaker, ruined lamps and threw liquid all over the room.

• A Vadnais Heights man, 71, was arrested for DWI Nov. 18 in the 700 block of Berwood Avenue W. after he crashed into his mother's mailbox.

• A resident in the 1100 block of County Road D on Nov. 19 reported that a man who is known to her burst through her front door and took $20 off a counter before hightailing it away from the house. The case is under investigation, as the suspect may have violated an order for protection to commit the burglary.

• A resident in the 3500 block of English Street reported finding a small hole, possibly from a pellet, in an upstairs bedroom window on Nov. 21.

• A Vadnais Heights man, 36, was banned from a business in the 1000 block of County Road E Nov. 21, after he showed up and caused a commotion that made employees and customers fearful for their safety.

• A Hastings man, 24, was arrested on an active Dakota County warrant Nov. 21 after he was found walking around in the middle of the street at the intersection of County Road E and Highway 61. After Ramsey County Sheriff's Office deputies conducted a welfare check on the subject, they found out he had the felony warrant out on him.

• An employee in the 800 block of County Road E reported that someone had stolen his backpack Nov. 22 while he was at work.

• A resident in the 300 block of Timberline Trail reported his mail stolen Nov. 22. The case is under investigation.

• A set of keys was reported found Nov. 23 on a walking path in the 3900 block of Woodview Court. Deputies dispatched to the scene collected the keys to be placed into property down at the station.

• A resident in the 4200 block of Centerville Road reported that someone had allegedly placed two screws in the middle of her driveway Nov. 23 in some sort of purposeful attempt to flatten her tires.

• Deputies on Nov. 24 responded to the report of an abandoned vehicle blocking the roadway at the intersection of Rice Street and Vadnais Blvd. W. The dangerous situation was alleviated after deputies called a towing company to remove the vehicle.

• A St. Paul woman, 25, was arrested for driving after revocation at 12:02 a.m. Nov. 25 at the intersection of County Road E and the southbound ramp to I-35E after deputies on patrol observed her make an illegal left turn out of a fast food parking lot.

• A Vadnais Heights woman, 25, was arrested for DWI at 10:38 p.m. Nov. 25 at the intersection of Edgerton Street and Centerville Road after she was found slumped over the steering wheel of her vehicle. She was transported to the hospital for evaluation before being booked at the Ramsey County jail.

White Bear Township

• A Minneapolis man, 40, was arrested Nov. 18 for assault, after he got into a fight with his ex-girlfriend's new boyfriend in the 4500 block of Margaret Street.

• A license plate was reported found Nov. 19 in the middle of the road in the 5400 block of Taylor Avenue. Deputies contacted its owner to return the plate.

• A resident in the 4600 block of Stoddart Lane reported that someone stole a jewelry box containing two wedding rings on Nov. 20.

• A resident in the 4200 block of Fisher Lane on Nov. 24 reported that someone took his money for an online purchase but never produced the item the complainant intended to buy.

Birchwood

• Birchwood Road residents on Nov. 12 reported the neighbors for cutting the globe lights they had installed in their yard.

Unfortunately, no surveillance video is available, as it was malfunctioning. The complainant didn't suggest who might be responsible for the video camera malfunction.

Grant

• A resident in the 10000 block of 114th Street N. on Nov. 13 reported the neighbor for trespassing and harassing his wife and workers.

• An arrowhead was reported found Nov. 13 lodged in a tree in the 11000 block of Lockridge Court N. The complainant thinks the neighbors allowed bowhunters on their property.

Washington County Sheriff's Office deputies advised the complainant to speak to the neighbors about the hunting and leaving arrowheads behind.

• Deputies on patrol reported a failed attempt to steal golf carts Nov. 13 from an establishment in the 11000 block of 80th Street N. after they responded to an alarm and found the alarm equipment damaged. Deputies phoned the business owners to come open up the business, after alerting them that their surveillance equipment had taken one for the team.

• A brother was “trespassed” Nov. 17 from a residence in the 6000 block of Jasmine Court N. after he showed up to claim his

firearm. The complainant phoned deputies because he did not want his brother there at the same time as the firearm, due to threats the brother had made in the past.

Mahtomedi

• A motorist received a citation at the junction of eastbound Wildwood Road and Stillwater Road Nov. 12 for speeding 63 mph in a 45 mph zone by west-facing deputies on stationary patrol at Birchwood Road, who clocked her on radar at 67 mph. The driver, who had turned onto Wildwood Road from Old Wildwood Road, slowed down noticeably when she saw the squad car at the bottom of the hill.

• An northbound motorist was cited Nov. 12 on Century Avenue at the westbound ramp to I-694 for driving after revocation, after southbound deputies observed the vehicle swerve over three lanes of traffic to merge onto I-694 and conducted a traffic stop. During the stop, deputies discovered the driver's revoked status and advised him to park the vehicle and find a valid driver.

• Deputies conducted a traffic stop at 1:41 a.m. Nov. 14 on Old Wildwood Road and issued a citation for undisclosed offenses.

• A motorist pulled over for nonfunctioning taillights Nov. 14 in the 900 block of Stillwater Road was cited for a variety of paperwork offenses. First, deputies noted that the license plate tabs had expired in 2018 and the actual registration had expired in 2019. Next, the driver produced a driver's license that had also expired in 2019. Third, the driver said she owned the car, although no proof of title was mentioned, and she didn't have

any insurance on the vehicle.

• Theft was reported Nov. 15 from Mahtomedi Avenue.

• A Mahtomedi Avenue resident reported receiving harassing messages Nov. 16 that he believed were related to a fraud complaint he'd filed the previous day.

• Deputies conducted three traffic stops Dec. 18, the first occurring on Mahtomedi Avenue and Elm Street that resulted in a speeding citation. The second occurred on Wildwood Road and Century Avenue that resulted in a likely citation for driving after revocation and seatbelt violation. The third happened on Hilton Trail N. and 72nd Street N. that resulted in a citation for no license plate light and no seatbelt worn by the occupants.

Pine Springs

• A Minnesota motorist was cited at 11:56 p.m. Nov. 15 on the eastbound Highway 36 bridge over Hilton Trail N. for speeding 73 mph in a 55 mph zone by deputies on stationary patrol, who clocked the vehicle on radar.

The driver, whose attitude was described as “good,” said he was not paying attention.

Willernie

• Deputies conducted a traffic stop Nov. 14 on Stillwater Road at Warner Avenue N. and issued a citation to the motorist for driving after revocation.

• Deputies conducted another traffic stop at 1:39 a.m. Nov. 15 on Charing Lane to temporarily detain the driver in case he had a warrant out on him. But he did not, so he was released into the night.

WHITE BEAR LAKE POLICE REPORTS The White Bear Lake Police Department reports the following selected incidents • Officers responded Dec. 6 to the 4800 block of Highway 61 on a report of disorderly conduct.

Individual was gone upon arrival.

• A resident reported receiving several scammer calls attempting to get his Medicare card account number Dec. 7. He was advised not to engage with the callers as they would keep calling him back. There was no loss. The phone number he provided was not traceable and most likely not from the USA. Advised.

• An officer took report of a theft from vehicle Dec. 7 in the 1300 block of Highway 96.

• Officers responded to a hit-and-run accident Dec. 7 at the intersection of White Bear Avenue and South Shore Boulevard.

• Officers were called to check a suspicious

vehicle parked near Orchard Lane and White Bear Avenue Dec. 8. Officers located a vehicle occupied by a male who stated he was out of gas. The driver was found to have an active extraditable felony warrant out of Shawnee County, Kansas. He was arrested and also found to be possessing pepper spray as a prohibited person. He was booked at the Law Enforcement Center on his warrant and felony prohibited person possessing tear gas.

• Officers responded to Matoska Park Dec. 8 on a report of disorderly conduct. Gone on arrival.

• Harassment report Dec. 8 in the 3600 block of Glen Oaks Court.

• A manager of Auto Nation dealership wanted to talk to an officer in regards to a customer returning a loaner vehicle and forgot his firearm in the car Dec. 8. An

employee, a licensed firearm dealer, took the loaner vehicle and found the gun and has it now. The employee who has the gun wants to run a background check on the customer before handing it over to the customer even though the customer has a conceal and carry.

An officer advised the manager to have his employee arrange for the gun to be turned in the White Bear Lake Police Department.

• Officer took report of a theft from a vehicle Dec. 8 in the 1900 block of Buerkle Road.

• Officers conducted a traffic stop for speed in the area of Century Avenue and County Road D Dec. 9. The female driver, of White Bear Lake, was found to have an active felony warrant out for her arrest. She was placed into custody and booked at the Ramsey County Law Enforcement Center without incident.

No new charges.

• Officers were dispatched to the 1900 block of Beurkle Road Dec. 9 on report of a group loitering. Officers arrived and parties had already left the scene.

No citations or arrests were made.

• Officers were dispatched to a domestic Dec. 9 in the 3100 block of McKnight Road.

• An officer responded to a theft complaint of a trailer Dec. 11 in the 1700 block of Commerce Court. Estimated loss of $500. No suspect(s) at this time.

• An officer conducted a traffic stop at the intersection of White Bear Avenue and Buerkle Road Dec. 11 after a vehicle failed to stop for a red light. The officer found the male driver to be impaired and in possession of a pistol. The driver was arrested for 3rd Degree DWI and possessing a firearm under the influence of alcohol.

BE SMART: Works to get rid of school shootings FROM PAGE 1

Be SMART is a program developed by the Everytown for Gun Safety Support Fund to bring together parents and all adults concerned about kids, guns and safety.

Volunteer Lynn Girsch grew up in White Bear Lake and gave a presentation to the White Bear Lake School Board.

“I choose to spend some of my time advocating for gun violence prevention, specifically safe storage, in part because of some lived experiences in recent years while living in Denver, Colorado,” Girsch said. “I am not a gun violence survivor. However, I have taken cover on a couple of occasions and I have been home when there have been drive-by shootings on my street.”

Girsch said Be SMART is nonpolitical and 100% neutral on the topic of gun ownership.

“It does not advocate for changes to gun laws, and we respect the Second Amendment,” Girsch said.

“The sole goal is to educate parents on responsible gun storage.”

Here are three things Girsch said people can agree on when it comes to gun safety.

• We all want kids to be grow up happy and healthy.

• We each have the right to make responsible decisions about how to protect our homes, families, and communities—including whether to have a gun in our home.

• If we can prevent even one child gun death or injury, it’s our responsibility to do so.

“Unfortunately, gun violence is a major public health crisis,” Girsch said. “Firearms are now the

leading cause of death for children and teens in America. About 4.6 million children across the country live in homes with at least one loaded, unlocked firearm.”

According to Girsch, in Minnesota, guns are the second leading cause of death. An average of 41 children and teens die by guns every year. Fifty-seven percent of these deaths are suicides (35% nationally). Also in Minnesota, it is against the law to store or leave a loaded firearm where it should be reasonably known that a child under age 18 is likely to gain access to it.

“We can prevent school shootings,” Girsch said. “Research shows that 76% of school shooters obtained a gun at their home or the home of a relative or friend.

So, what can we do right now?

Together we can take five steps to save kids' lives.”

The five steps are as follows.

• Secure guns in homes and vehicles — Thirteen million households with children contain at least one gun. One study found that many children in gun-owning households knew where the gun was stored. Store guns locked up and inaccessible to kids. Hiding a gun is not “securing” a gun.

• Model responsible behavior — It is always an adult’s responsibility to prevent unauthorized access to guns, not a curious child’s responsibility to avoid guns. Make it a part of the normal safety conversation you have with your children. Keep the language simple; for example, “If you see a gun, don’t touch it. Tell an adult right away.”

• Ask about unsecured guns in other homes — Make it a part of your general safety conversation

“We partner with school districts, law enforcement, the medical community and also the Minnesota Department of Public Safety.”

Superintendent Dr. Wayne Kazmierczak pointed out White Bear Lake Police Chief Dale Hager was at the meeting.

“He's here showing support for moving ahead and partnering with Be SMART,” Kazmierczak said. “When I reached out to Dale, he responded within 30 seconds saying, ‘Yes, they'd love to partner with us on this project.’

“And then I also reached out to Ramsey County Sheriff's Office over the weekend and early Monday morning when folks are back at work; they responded, ‘Yes, we want to also be part of this.’”

All residents are invited to the upcoming Bear Legacy Breakfast Fundraiser to support students and educators in the White Bear Lake Area Schools.

The event is from 8 to 9 a.m.

Friday, Jan. 26 at the North Campus Student Union.

The public is invited to an open house from 4 to 6 p.m. Wednesday, Jan. 10 to review alternatives being considered for a proposed interchange at Highway 36 and Lake Elmo Avenue, (County Highway 17). The propoped project will: • Address the existing deficiencies, including the inadequate intersection spacing, increased congestion and delays, and safety concerns.

• Improve safety, capacity, and operation of the intersection and surrounding area.

OBITUARIES

Conrad Solberg 87, of White Bear Lake, died December 11th, 2023 of complications from a heart attack.

Born in Clear Lake, SD in July of 1936 in a record heatwave, he and his family scratched out a living on a small farm with no electricity or running water. With his father’s passing when Conrad was only two years old, and with his mother’s struggle to make ends meet as a one-room schoolhouse teacher, the remaining family in 1944 moved to “town” in Brookings, South Dakota. Conrad loved the farm and was said to have jumped out of the car to run back as they were slowly leaving. Conrad wanted so much to bring his pet calf with him to Brookings.

In Brookings, Conrad started earning money at fourteen making picture frames for a local photography studio. At a young age, Conrad began his lifelong interest in fine woodworking, making furniture that his family could not afford. Life in Brookings was good. He made many friends that he kept for his entire life. In 1954, he graduated from high school and made the easy transition to South Dakota State University in Brookings for his pursuit of Mechanical Engineering. The college was literally in his mother’s backyard. At SDSU he excelled in managing the yearbook photography but also found time to start his own business pouring cement curbs for the expanding city street system in Brookings.

In 1956 he met his future wife at a dance when her boyfriend, his friend, asked Conrad to look after her as he stepped away for a while. Conrad indeed kept his word to his friend 67 years later. She became the subject of his photography pursuits for the yearbook. In 1958, he graduated in engineering and accepted a position with General Mills in their military division out of Dayton, OH. There, he flew on militarized Boeing 707 aircraft that used computers to monitor Soviet military maneuvers

at the peak of the Cold War. In 1960, he married Mary and moved to Birchwood, MN where they started a new life together closer to family back in South Dakota. Conrad and Mary had 3 children in the 1960s and twice moved to finally settle on the west side of Bald Eagle Lake in 1967. Conrad by now worked in the burgeoning computer industry for Control Data, a regional powerhouse in the Printed Circuit Division.

Tragedy struck Conrad in 1975. His mother, two sisters, a niece, and a nephew were all killed in a horrific collision at a remote intersection just a few miles from his childhood farm while they were enroute to a family get-together. With his father gone from age two, Conrad would spend the rest of his life as the sole survivor of his five-person family.

The high point of his career arrived somewhat by chance in 1985 after a brief period of unemployment. After having a conversation with an entrepreneurial neighbor, he agreed to come aboard as a consultant for Smarte Carte Inc., a White Bear Lake based company that was just coming into its own after the typical early years of challenges. Here, he rose to the position of Vice President, participating in two acquisitions of Smarte Carte by investors.

In 1999, Conrad went back to his first love, fine woodworking. He and his son-in-law took over an existing specialty wood business, Forest Products Supply. It was here that Conrad returned to his early passion for working with wood, just like the picture frame days. Conrad was adept at acquiring whole trees for cutting into hardwood lumber or prized wood slabs. Some 2,000 slabs accumulated under his direction. Conrad believed in repurposing urban trees into magnificent lumber rather than see storied trees chewed to bits in the chipper.

Much of Conrad’s work in wood slabs in the past 25 years took place at a small farm in Lake Elmo.

Right up until his passing, Conrad was operating the forklift, moving inventory, and filling orders.

It was at this location that the remembrances of the family farm were particularly vivid. The neighboring property had cattle grazing nearby, and the wide open spaces there afforded a vista like that of his early childhood in rural South Dakota.

Conrad overcame the setbacks of personal

tragedy and three strokes to show those around him the therapeutic aspects of hard work. He remained productive and engaged to the end. Just a day before his heart attack, he worked the usual Saturday shift at Forest Products, waiting on customers. He “died with his boots on” as they say.

Conrad leaves behind his wife Mary of 63 years, his daughter Sally Mueller, and two sons, Paul and Ryan Solberg, and five grandchildren, Karl Solberg, Andrew Mueller, Peder Conrad Solberg, Mary Mueller, and Tryg Solberg; nieces Kris Thelander, Kari Coco, Shannon Rye, Shaun Gunderson, Susan Urban, Pam Johnson, and Molly Hurda; nephews John Wolsky, Luke Wolsky, and Matt Meyers.

Conrad’s funeral service will be held at North Heights Church, 1700 Hwy 96 West, Arden Hills, MN (Door B) at 11:00 on Wednesday, December 27th. Carol V. Tobin age 79 of Hugo, White Bear Lake area passed away Dec. 10, 2023.

Preceded in death by mother, Caroline, brothers Lorence and David. Dear sweet mother to Randall Nelson.

Survived by sisters Dar and Mar and brother Kenneth. Loving aunt to Tracy, Laura, Daniel Sibell, Joseph, David, Carrie and Timothy Tonga.

She was a longstanding fixture in Dr. Kaminski’s dental office in Washington Square. She was well loved and will be missed by all that knew her.

Memorial planned for family and friends.

Creating a Dance Community in White Bear Lake Jan Chamberlin has been teaching dance classes at White Bear Center for the Arts for over 20 years. During that time, she has forged a community of dancers who get to share in the joy of movement. How did it all begin? According to Jan, she “started dancing at age three and never stopped.” After receiving a BFA in Dance Performance, she studied ballet, modern, and jazz dance techniques in New York City with teachers from the New York City Ballet and Ballet Russes, among others.

When Jan and her husband moved to White Bear Lake in the mid-90s, Jan quickly became involved with White Bear Center for the Arts, starting as a board member, then board chair, and eventually becoming a teaching artist. At the time WBCA was located in the Armory and the first ballet class was held in the fourth floor classroom. “We would push the tables to the outside of the room and dance in the middle, being careful not to get too close to the kiln that was always running and very hot,” she said. Her first class had six students, and one of those students, Kim, has taken at least one class every session ever since Jan started teaching at the art center. “I am humbled by her dedication,” Jan said.

As demand grew, so did the class size, and Jan added jazz classes, and ventured into kids classes as well. When WBCA patrons told her they would love to take a ballet class but no longer felt comfortable jumping at their age, she developed a ballet class that took place exclusively at the barre, no jumps required. She recently added restorative dance to her repertoire, aimed at those who are recovering from injuries, and her classes have moved from that small Armory room to professional dance spaces. At every turn, Jan has listened to the needs of the community, and offered classes to suit those needs.

Jan sees firsthand the incredible impact that dance has on the lives of her students. She recounted the many health benefits of dance, including better balance, coordination, muscular strength and endurance, and flexibility.

But it’s the lesser-known benefits that Jan believes have the biggest impact.

steps. “Dance is an incredibly mindful experience, so taking a class is practicing mindfulness,” Jan said. “Most importantly, dancing together with a group of people builds empathy and community. The support each member of the class offers to the others, both in the dance studio and outside it, is amazing.

Many lasting friendships have formed.”

After teaching dance classes in the White Bear community for over 20 years, Jan is confident when she says her favorite part of dance is the people. “Not only are my students supportive of each other,” she said, “they also encourage and inspire me. I try new things and push myself artistically because of them. Although my days performing as a dancer are behind me, I am still an artist who gets to create artful classes on a weekly basis. Because many have taken my classes for years, some even decades, they are not only friends but more like family.”

Looking back, Jan couldn’t have known 20-plus years ago that she was about to create a dance community in the White Bear Lake area. “WBCA and I merely offered something that filled a void in the northeast metro,” Jan said. “The response has been huge (there must have been thousands of dance registrations over the 20-plus years I have taught), and I am truly grateful that so many people can experience the art of dance.”

Bear skaters nab 2 conference wins

Amanda Smythe’s overtime goal highlighted a productive week for White Bear Lake girls hockey as the Bears defeated Roseville/Mahtomedi 4-3 and Mounds View/Irondale 6-3. The Bears are 7-3-1 overall and 3-3-1 in the Suburban East after the two home-ice wins.

Smythe scored 6:44 into overtime to beat R/M. The junior forward wrapped around the net and sneaked the puck into the far corner, unassisted. It was her second power play goal of the game. Earlier in the OT, an apparent game-winner by Hailey Dawe was overturned.

The Bears trailed 2-0 before Smythe and Talia Domschot found the net to pull the Bears even late in the first period.

The Bears trailed again 3-2 in the third but Grace Bailey knotted the score with 10 minutes left. Goalie Sterling Anderson stopped 29 of 32 shots.

Against MVI, Lily Howard tallied three goals, Ava Johnson two and Madelyn Lee one. The score was 2-2 before the Bears struck for three goals within two minutes in the second period, by Howard twice, then Johnson. Lee and Aubrey Degel each made two assists. Gabriella Casa de Calvo stopped 14 of 14 shots in relief of Anderson.

ZEPHYRS SPORTS BRIEFS BOYS HOCKEY

SSP (3-3) got 17 points from Scarlett Johansson.

Mahtomedi journeyed north for two games, defeating Cloquet-EskoCarlton 4-1 then losing to Class 1A’s top-ranked Hermantown 5-1. The Zephyrs (3-6) lost to another perennial state power, Hill-Murray (No. 7 in 2A) 3-1. Against H-M (4-1-1), Max Strecker had the lone goal while goalie Charlie Brandt saved 37 of 40 shots.

Against C-E-C (52), Patrick Egan, Jake Hodd-Chlebeck, and Ryan Lipovitz scored in the first period.

Sam Harris added an empty-netter. Wes Strub, goalie, made 21 saves.

At Hermantown, Egan gave the Zephrys a 1-0 lead but the Hawks (4-01) dominated after that with five players scoring against Brandt. Their goalie, Dane Calloway, stopped 30 of 31 shots.

Mahtomedi lost to River Falls (WI) 64-37 in their lone game last week. Ethan Felling led the Zephyrs (0-5) with 12 points. Willie Roelofs added eight. Joey Butz netted 22 points for River Falls.

Roseville/Mahtomedi (5-7) clipped East Ridge 4-2, outshooting the Raptors 38-19 with goals

Mahtomedi defeated North St. Paul at home 128.850 to 111.45. Alix Fox, senior co-captain, won all-around (34.175), vault (8.550), uneven bars (8.150) and floor exercise (9.00) and was second on beam (8.375) Margo Brunner, eighth-grader, won balance beam (9.050) while placing second in all-around (32.100) and vault (8.250) and third on floor (7.950). Natalie Eisenhuth, senior cocaptain, was second on bars and floor. Placing third were Eisenhuth on beam, Addison Briske on vault and Lucy Otto on bars.

Coach Doug Cran reports that the athletes have been working on roller skiing, running, hill bounding, trail running and strength workouts in the meantime, mostly at Battle Creek, where only about 3/5 of a mile is skiable with snow. “The team's morale remains high,” Cran said, “and it has been helped by being able to get on at least a little bit of snow.”

White Bear Lake Area Schools approves final tax levy for 2024

The White Bear Lake Area School District certified the 2024 property tax levy for $66,702,413, a net increase of $4,692,538 (7.6%) compared to the 2023 levy.

The vast majority of that uptick comes from an increase in the district’s debt service fund and general fund. The debt service fund payable in 2023 was $28,217,881, while the proposed amount for 2024 is $30,610,106. The general fund payable in 2023 was $32,611,382, while the proposed amount for 2024 is $34,985,893.

“The majority of revenue is in the general fund — 76.3%,” said Tim Wald, assistant superintendent for finance and operations. “Food service, community services and debt service make up the balance of all those revenues. School district revenues collected in 2024 will be for the 2024-25 school year.”

Wald noted the voter-approved capital project levy increased the general fund by $374,525. “If you recall,

that was a referendum that we voted on in 2022, and that's for technology and related services, instructional materials, safety and security transportation.”

Salaries and employee benefits constitute approximately 80% of the general fund expenditures.

“We're a very heavy human resources industry,” Wald said. “We don't have a lot of natural resources that we're manipulating to make a product. We have human beings, and we employ human beings to work with human beings.”

According to Wald, many factors can cause a tax bill for an individual property to increase or decrease from year to year including the following: • Changes in value of individual property.

• Changes in total value of all property within the district.

• Increases or decreases in levy amounts caused by changes in state funding formulas, local needs and costs, voter-approved referendums and other factors.

Wald also addressed the matter of state funding for education in Minnesota and pointed out how the

state’s education funding formula hasn’t kept pace with inflation since the 2002-03 fiscal year. In fiscal year 2024-25, the Legislature approved an increase of 4%, or an extra $143 per pupil, over the previous year for a total per pupil allowance of $7,281.

To match inflation since 2002-03, Wald said it would require a per-pupil increase of $1,356 — 18.6% — for a total per-pupil allowance of $8,637.

MAHTOMEDI SCHOOL BOARD NOTES Donations from the community continue to support extracurricular activities at Mahtomedi schools, after the board formally approved $63,792.82 in donations from November.

Highlights include $21,100 in proceeds from the football fundraiser organized by the Mahtomedi First Down Foundation; $15,403.20 from Snap Mobile as part of the girls' soccer fundraiser; $4,136.16 for Mahtomedi Zephyr Girls' Basketball uniforms and $4,341.26 from the Mahtomedi Area Education Foundation for band and choir music.

It looks as though the board has finished reviewing policies for this calendar year, after they conducted the final reading of policy updates requiring multiple readings. The board approved updates to three policies resulting from action in the 2023 Minnesota Legislative Session. The updated policies are: Policy #514 – Bullying Prohibition, Policy #616 – School District System Accountability and Policy #624 – OnLine Learning Options.

Mahtomedi High School is among the upper 5% of all eligible Minnesota high schools to earn a Gold award in the Advanced Placement (AP) School Honor Roll, said Dr. Jennifer Reichel, director of teaching and learning in her fall data update on rigorous high school courses. The AP School Honor Roll is a school recognition program launched in October that grades high school AP participation at four levels of distinction (Bronze, Silver, Gold and Platinum). The district currently offers 18 Advanced Placement courses and eight College in the Schools courses. "Consistent attendance on its own is an important predictor of a student's

academic success," Reichel said in her fall attendance data updates. In general, students who attend school consistently are more likely to achieve academically, graduate high school and succeed in their careers, college experience, or both, she said. "That's why we target attendance." The Minnesota Department of Education considers "consistent attendance" as attending at least 90% of school days. At the high school, 74.9% of students (875/1168) are consistently attending; 87.5% (664/759) of middle school students consistently attend and 99.5% (658/661) of O. H. Anderson Elementary students consistently attend, she said. To prevent absences, teachers build intentional connections with identified students,while providing study structures, support systems and resources so that students can be on top of academics and reduce school avoidance. Staff addresses absences with attendance conversations and problem-solving, as well as with attendance contracts.

Schools in Mahtomedi are offering more activities for students to explore different careers and apply their learning in more physical and interactive ways, said Student Representative Fatimah Bah in her report. "Both O.H. Anderson and Wildwood Elementary schools indirectly get students thinking about what they might like to do after they graduate, which fits into the strategy of providing exceptional learning opportunities," she said. At Wildwood Elementary, Second graders are designing balloon projects in STEM class and displaying them in parade fashion. "It's STEM combined with creative art," Bah said. "When I was in elementary school, I couldn't tell you that those things would go together — just the opposite," she said. There are

three new clubs at the middle school — the Black student union, the Knowledge Bowl team and the STEM club. "There weren't many varieties when I was at the middle school," Bah said. "It's important to continue increasing the range of clubs, so that students can expand their social circle and collaborate with their peers." At the high school, DECA students have opened a store to sell Zephyr merchandise. Distributive Education Clubs of America help students explore 21st century business skills inside and outside the classroom.

"DECA students are learning sound business practices, such as accepting several payment options, as well as designing affordable and popular merch," Bah said.

Elsewhere around the district, the Zephyr Service Project just concluded after serving 45 families and 100 students with gift assistance, Superintendent Barb Duffrin said in her report. The Tree of Light and Remembrance ceremony raised more than $17,000 for the Mahtomedi Food Shelf, who in partnership with MAEF, supports the weekend backpack program that prepares more than 90 bags of food each week. The middle school hosted the Knowledge Bowl regional meet on Dec. 5 and took second place with more than 200 students participating in a Jeopardy-like game.

Teams of students answered difficult questions from all academic subject areas.

The district has an immediate need for substitute teachers, Duffrin said.

Parents and community members

with a bachelor's or associate degree and who enjoy working with children are encouraged to apply. The district also needs more Special Education paraprofessionals and Nutrition Services personnel. Presenters are also needed at the middle school for 2024 Career Day on March 5 to foster career awareness for students in Grades Six through Eight. In 2023, 42 local professionals took part. The deadline to apply is Dec. 15.

The board will hold a special meeting Jan. 3 to review the results of the facilities survey. Phone calls around the district have started and will include overall questions about facilities improvements and the issues facing the district. The district expects to review a representative sampling of approximately 400 district residents.

Note that Kindergarten registration for the Class of 2037 begins on Jan. 4, with an open house to be held on Jan. 25.

If it is cold enough, the district will hold a free skating party from 12 to 3 p.m., Jan. 2 at the District Education Center rinks.

The board next meets at 7 p.m.

Students illuminate the holidays for others A districtwide service project at Mahtomedi Public Schools is grabbing the attention of the community due to its magnitude of involvement and impact.

The Mahtomedi Middle School Student Council used the donated funds to shop at Target for clothing, socks, underwear and wish list items for students. The Mahtomedi High School Student Leadership Council then assembled hundreds of donated books, toys, puzzles and personal wish list items from the Zephyr Service Project into packages for families. If families wanted the gifts wrapped, the students wrapped their gifts, too. Families’ identities were kept private throughout the process, and gifts were picked up by appointment. The project exemplifies the district’s strategic plan initiatives to support students in impacting their community and working together to use age-specific strengths and interests to serve others with intention and action.
