Obama Offers Relief to Unauthorized Immigrants By Barrington M. Salmon WI Staff Writer President Barack Obama surprised the nation and did an end-around on the Republicans last Friday when he announced an executive order that protects young, undocumented immigrants from being deported.
The decision is not a blanket amnesty for the nation’s more than 12 million unauthorized immigrants, but provides those between the ages of 16 and 30 the opportunity to avoid becoming enmeshed in the immigration apparatus. The executive order affects undocumented immigrants who came to the
U.S. before the age of 16; who have resided continuously in the country for at least five years preceding the date of the Department of Homeland Security [DHS] memorandum and those present in the United States on the date of this memorandum. “Effective immediately, the Department of Homeland Se-
curity is taking steps to lift the shadow of deportation from these young people,” Obama said during a Rose Garden press conference on June 15. “Now, let’s be clear – this is not an amnesty, this is not immunity. This is not a path to citizenship. It’s not a permanent fix. This is a temporary stop gap

Invitation to the Foreign Missions Center Public Scoping Meeting The U.S. Department of State (DOS) invites you to attend a scoping meeting for the Environmental Impact Statement for the proposed action to prepare a Master Plan for the long-term development of a Foreign Missions Center (FMC) on approximately 43.5 acres of the former Walter Reed Army Medical Center (WRAMC) site, located at 16th Street, N.W., between Aspen Street and Alaska Avenue in Washington, D.C. In accordance with the National Environmental Policy Act (NEPA), 42 U.S.C. 4321-4347, DOS announces its intent to prepare an Environmental Impact Statement (EIS) and initiate the scoping process for the proposed Master Plan. The EIS will evaluate the impacts on the affected environment including, but not limited to, socioeconomics, traffic and transportation, land use, historic and cultural resources, noise, air quality, environmental justice, and cumulative impacts. The location of the FMC would be the Northwest portion of the former WRAMC site. DOS, as part of the NEPA process, is initiating a public scoping meeting to identify community concerns and local issues that will be addressed in the EIS. The meeting will be conducted using an open house format with informational displays and materials available for public review. Team members from DOS, as well as Master Plan and NEPA consultants, will be present at the open house to answer questions on the Master Plan and the NEPA EIS process. The open house will be held from 7:00 p.m. to 9:00 p.m.

Gray Will Travel to China D.C. Mayor Vincent Gray (D) said that he will not postpone his first trip overseas despite his legal troubles and the turbulent political situation in the District. “I am going to China,” said Gray, 69. Gray is a subject of a federal investigation concerning his 2010 mayoral campaign and will have to deal with a new D.C. Council chairman, Phil Mendelson, because of the recent resignation of Kwame Brown from the position. It’s not unusual for mayors of big cities to travel domestically and internationally to seek business opportunities. The District is no exception. Former Mayor Anthony Williams was criticized for his excessive travel by critics who said that he should focus on the problems of the city. Former Mayor Adrian Fenty was blasted in the media and by some political activists for a trip to Dubai that some saw as unnecessary and unproductive. The mayor will leave on Sat., June 23 and return to work on Mon., July 2. Gray said that his trip has a specific purpose. “To build a diversified new economy for the District that is less dependent on the federal government, we must increase the District’s profile in the global marketplace,” Gray said. “This trip will help our local businesses better compete around the world and create jobs here at home.” Some of the primary goals of the trip include matching District businesses with potential Chinese partners and meeting with potential foreign investors about opportunities in the city. Gray will also renew the Sister City relationship with Beijing, China’s capital. The mayor and selected D.C. government agency heads will attend an international summit on sustainability and create an economic partnership with the city of Suzhou in the areas of technology, education, sustainability and tourism. “I want to move this city forward,” Gray said, defending the trip.

Trayon White, who represents Ward 8 on the District of Columbia State Board of Education, will run for re-election in the Nov. 6 general election. “I am in the process of getting petitions and getting things together,” said White, 28. “I want to continue to improve education in the ward.” Candidates for the board of education who serve at-large, and in Wards 2, 4, 7 and 8 have until Wed., Aug. 8 to submit their petitions to the D.C. Board of Elections and Ethics office in Northwest. The at-large position must have 1,000 valid signatures from registered voters in the city and ward candidates must have 200 to get on the general election ballot. White was elected to the board of education to replace the late William Lockridge in a special election in April 2011. White is a protege of D.C. Council member Marion Barry (D-Ward 8) and is expected to be a front-

runner to succeed Barry when he steps down from the council. In Ward 7, Advisory Neighborhood Commissioner Villareal Johnson will challenge incumbent Dorothy Douglas in November. June 21 1832 – Joseph Haynes Rainey, the first African American to serve in the United States House of Representatives, is born in Georgetown, South Carolina. He was elected in 1870 from the state of South Carolina. He served five terms in Congress and died in 1887. In 2005, a portrait of Rainey was finally hung in the U.S. Capitol Building. 1859 – Henry O. Tanner, the first African American painter to achieve international acclaim, is born in Pittsburgh, Pennsylvania to a middle class Black family. His most notable work was “The Banjo Lesson” which he painted in 1893. Tanner would later teach at Clark University in Atlanta, Georgia. Tanner was considered a formalist – meaning his paintings tended to be beautiful depictions of reality. He died in May 1937. June 22 1909 – One of this nation’s major pioneers in Black theatrical dance, Katherine Dunham, is born on this day in 1909 in Joliet, Illinois. Dunham was one of the century’s most multitalented Black artists. She was a dancer, choreographer, and voodoo priestess with a degree in anthropology from the University of Chicago. Dunham’s heyday in dance was from the late 1940s to the early 1960s. She was also a political activist. One of her last acts was a 47day hunger strike to protest U.S. treatment of Haitian boat people. She died in May 2006 at 97. 2001 – Actor Whitman Mayo dies of a heart attack in Atlanta, Georgia. He was 70. Mayo is best known for his role as “Grady” on the hit television series “Sanford and Son.” June 23 1940 – Childhood polio victim Wilma Rudolph is born
in Clarksville, Tennessee. Rudolph would go on to become one of the greatest Olympic athletes America has ever produced. She actually competed in her first Olympics at the age of 16. But it was in 1960 at the Rome Olympics where she distinguished herself by winning three gold medals in track and field events. Rudolph was the 20th or 22 children born to Ed and Blanch Rudolph. She would die young – at the age of 54 – of brain cancer. June 24 1936 – One of the nation’s foremost Black educators Mary McLeod Bethune is appointed director of Negro Affairs of the National Youth Administration. Jackson was 50 years old and was in the process of preparing a major comeback tour. June 26 1899 – Black inventor William H. Richardson redesigns the baby carriage. While the idea for the baby carriage is nearly 300 years old, Richardson’s patent, filed at the Boston patent office, included several new features including a special joint which allowed the bassinet to be turned to face the mother or whoever was pushing the carriage. 1942 – Harvard medical student, Bernard W. Robinson, becomes the first African American to win a commission to the United States Navy. June 27 1872 – Paul Lawrence Dunbar, one of the most popular poets in Black American history, is born in Dayton, Ohio. Dunbar first gained national recognition with a collection of works published in 1896 entitled “Lyrics of a Lowly Life” which included “Ode to Ethiopia.” Despite the power of his poetry, Dunbar angered some Blacks who were concerned about “what will white people think” because he generally used Black dialect and not Standard English in much of his poetry.

Prince George’s County Lawmaker Found Guilty of Theft Tiffany Alston Awaits Second Trial on Misuse of Campaign Funds By Gale Horton Gay WI Staff Writer Maryland Delegate Tiffany Alston was found guilty last week of stealing $800 from the General Assembly and misconduct in office and is awaiting a second trial on charges of misuse of campaign funds. Anne Arundel County Circuit Court Judge Paul F. Harris Jr. has 6.5” put off sentencing Alston, 35, a freshman delegate, until October when her second trail is expected to take place. Her attorney J. Wyndal Gordon said they are currently in limbo, waiting to see if the judge might offer probation. Gordon said that in the case of probation prior to a judgment one doesn’t have the right to appeal. Gordon said if that happens he would encourage Alston to accept probation and have the matter expunged from her record within three year if she complies with the terms of the probation. At question in the first trial was whether an employee of Alston’s law firm, who Alston paid from General Assembly funds, was doing work for the firm or the General Assembly. Alston is scheduled to stand trial on charges that she used campaign funds to cover personal expenses, including $3,560 for her wedding. Gordon is also handling Alston’s second trial. “My intent is to have her found not guilty,” Gordon said. Gordon said he suspects that Alston has been unfairly targeted for wrongdoing because she switched support on the samesex amendment and has opposed the governor’s redistricting plan. “She took independent stances and investigations ensued,” he said. “That’s more than a coincidence.” Alston could not be reached for comment. wi

They were brought to this country by their parents – sometimes as infants – and often have no idea that they’re undocumented until they apply for a job, or a driver’s license, or a college scholarship.” The decision has left immigrants generally joyous, cautious and hopeful but some advocates feel that Obama hasn’t done enough and they are demanding that he end the deportations and push through comprehensive and far-reaching legislation in Congress. Undocumented immigrants must be currently in school, have graduated from high school, obtained a GED certificate, or be honorably discharged from the Coast Guard or Armed Forces of the United States to be considered. They cannot have been convicted of a felony offense, a significant misdemeanor, multiple misdemeanor offenses, or otherwise pose a threat to national security or public safety; and they cannot be above the age of 30. Michelle Mittelstadt of the Migration Policy Institute [MPI] and Mark Lopez of the Pew Hispanic Center said their research indicates that about 1.4 million undocumented immigrants under the age of 30 are affected. Some are already involved in removal proceedings or could be at risk of being deported in the future. Janet Napolitano, secretary of the U.S. Department of Homeland Security has directed the department’s personnel to exercise prosecutorial discretion on a caseby-case basis using the criteria outlined in the executive order. “This is only really a temporary gaining of status for this population,” said Mittelstadt, MPI’s director of communications. “Under the announcement, there is a certain defined population … they will be protected from deportation for two years. It’s not conveying legal status on this population. Anybody who meets the criteria and who comes up against immigration authorities will be considered.” “This obviously in the lives of these people is a tremendously important action. They don’t have to look over their shoulders, they can get work permits and be able to work legally.” Another MPI official elaborated. The Washington Informer
“This action by the administration will have a measurable effect on the lives of many immigrants at a time when Washington is deadlocked on making necessary reform to the immigration system,” said Muzaffar Chishti, director of MPI’s office at New York University Law School. “However, a program of this scale will present significant implementation challenges and will need to be addressed with increased capacity, training and oversight.” Unauthorized immigrants who are 15 and older will have to present themselves to U.S. Citizenship and Immigration Services and substantiate the deportationrelief criteria the authorities seek. Homeland Security will have to determine the eligibility of about 890,000 people while the agency processes the more than 5 million applications for immigration benefits it handles annually. In addition, DHS will have to lay the groundwork for and execute a comprehensive, multilingual media and public outreach campaign to educate immigrant communities on the details of the deferred action and, in a later phase, how to apply for employment authorization, MPI officials said. Of course, there is little that occurs in Washington that isn’t deemed political, overt or otherwise. It didn’t take long for Republican challenger Mitt Romney to subtly criticize Obama’s move, although he wouldn’t say if he would reverse the decision. Senator Marco Rubio (R-Fla.) and Arizona Gov. Jan Brewer, however, were more pointed in their criticism, with Brewer calling Obama’s decision “outrageous.” Conservative Congressional Republicans and supporters of rigid immigration enforcement accused Obama of overstepping his authority and they condemned the plan as “backdoor amnesty.” Republican leaders are also left to worry about being boxed into a corner and they are concerned that Romney’s position on immigration leaves them vulnerable with Hispanic voters. Romney has advocated some draconian positions with regards to immigration. He called for the erection of more fences on the border, promised to veto the “Dream Act” and has as an immigration advisor one of the people responsible for crafting some of the toughest crackdowns against immigrants. Avis Jones-DeWeever called Obama’s action a commonsense move. “I definitely think that this was a
direction that needed to be taken,” she said. “It was an issue of who was savvy enough to push the button. It could have been Rubio. He [Obama] tried to pass the ‘Dream Act’ but faced tremendous resistance from Republicans. This, in particular, is really at the root of justice … it’s commonsense and the country will ultimately benefit. This is an opportunity to legitimately give back.” “Although it’s stereotypic that this will only benefit Latinos, it will benefit all immigrants who’ve made their way to these shores. The immigrant community is much broader and more diverse. It’s not limited to one particular or specific community.” Several analysts and political pundits credit Obama with seizing the immigration initiative and outsmarting and outmaneuvering the GOP. Jones-DeWeever, executive director of the National Council of Negro Women and a policy and political analyst, agreed. “This move is consistent with his past actions. It is not a shallow act,” she said during an interview on Monday. “The president faces a concerted challenge. They [the Republicans] have done a tremendous job, a calculated one, then the Citizens United case allows them to spend unlimited amounts of money. They are very strong and very disciplined with their legislative and PR strategy and have opposed everything the president has put forward while creating a false crisis about the deficit which has taken people’s eyes off job creation.” The GOP has not helped its case by choosing to pursue “a twopronged approach of appealing to a monolithic community while engaging in voter suppression and purging voter rolls [of Hispanics, young people and other minorities],” Jones-DeWeever added. Lopez, the center’s associate director, said his fact tank’s findings indicate considerable support among Hispanics for a more permanent immigration plan. He said surveys conducted by the center indicate that 60 percent of Hispanics expressed disappointment at the Obama Administration’s handling of deportations. To date, about 400,000 Hispanics have been forcibly removed from the U.S. and sent back to their respective countries. Council, I am not sure that the best and the brightest want to go into politics. The quality of talent is there but D.C. politics tend to be more of a popularity contest as opposed to who can do the best job.” Fauntroy, who lives in Northwest, said that blacks in the District “elect people who they like” too much. “Look at Ward 8,” he said. “Black people there have been repaying the Barry debt for years because he helped them get a

Council is being lauded by blacks in the District for being inclusive and open-minded but what residents are really clamoring for are leaders who are competent and not stained by scandal. D.C. Council Chairman Phil Mendelson (D) becomes the second white politician since David Clarke’s tenure in 1993 until his death in 1997 to lead the legislative body. Mendelson, 59, assumed the chairmanship on Wed., June 13, a week after Kwame Brown pleaded guilty to criminal charges in federal and D.C. Superior courts. Mayor Vincent Gray (D) commended the council on its choice. “I give them high marks for selecting Phil and I think he will do an excellent job,” said Gray, 69. “I think that the citizens of the District of Columbia will get an earnest effort from him.” Mendelson overwhelmingly defeated D.C. Council member Vincent Orange (D-At-Large) in a council session straight out of the Hatfields and McCoys that included Council member Yvette Alexander (D-Ward 7) www.washingtoninformer.com
tearfully pleading with her colleagues to be more cordial and the new Pro Tempore, Michael Brown verbally sparring with Council member Marion Barry (D-Ward 8). A petulant Orange banged on the table while trying to convince anyone who would listen that he’s the best man for the job. Gray said that despite the colorful personalities serving on the city’s legislative body, Mendelson should fare well. “Phil knows how to run a meeting and is knowledgeable about the rules,” the mayor said. “He also is a hard worker. When I was the chairman, I would work late hours and when I would leave [the John A. Wilson Building in Northwest]; I would still see Phil in his office.” Former D.C. Chairman Kwame Brown, 41, resigned on June 6, after signing a plea agreement where he admitted submitting false information to secure a $166,000 home equity loan, as well as a $55,000 loan he used to buy a powerboat. Brown, also pleaded guilty to violating a District campaign law that bars candidates from paying campaign employees more than $50. Brown – who acknowledged aiding and abetting a relative to
pay $1,500 to a campaign worker during the 2008 campaign – faces up to six months in jail. That Mendelson is white and given that the city is no longer majority black would give rise to concerns that African-American political power is waning. Not true, says Darrell Gaston, a Ward 8 advisory neighborhood commissioner. “I think the vote that the council made was more for a perception of [stability],” said Gaston, 25. “The Civil Rights era leadership and the family dynasties in the city no longer have the sway that they used to. I know Phil Mendelson and anyone who would suggest that he is not sensitive to the needs of blacks doesn’t know who he is.” Mendelson, first elected in 1998, has been seen at numerous meeting and events in Wards 7 and 8 over the years. Carolyn Palmer of Southeast said that race is not an issue for her as far as Mendelson is concerned. “It does not bother me that [he’s] a white man,” said Palmer, 58. “As long as he does what he is supposed to do, I am fine.” Michael Fauntroy, a political scientist at George Mason University in Fairfax, Va., said that The Washington Informer

An international conference that focuses on fighting one the deadliest diseases known to mankind will take place next month in the District and will feature such prominent speakers as a former president of the United States as well as scholars and activists throughout the world. The XIX International AIDS Conference [AIDS 2012] will meet in the District from July 22-27, at the Walter E. Washington Convention Center in Northwest. Former President Bill Clinton, philanthropist Bill Gates and internationally renowned singer Sir Elton John will be among the participants at the conference that’s expected to draw 25,000-40,000 to the District. “We are delighted to welcome the world’s leading AIDS scientists to AIDS 2012, and to have secured these high-level keynote speakers at this critical time in the global response to HIV,” said Elly Katabira, international chair of AIDS 2012 and president of the International AIDS Society. “Thanks to these scientific advances, for the first time we have a real opportunity to make a major dent in the epidemic.” This will be the first time that the District hosts the conference and it has gained the support of D.C. Mayor Vincent Gray (D), D.C. Council member David Catania (I-At-Large), who serves as the chairman of the Committee on Health and Dr. Mohammad Akhter, director of the D.C. Department of Health. Former D.C. Mayor Sharon Pratt is the honorary chair of the conference. The Washington Informer
The theme of the conference is “Turning the Tide Together.” Clinton, 65, is scheduled to speak at the closing session on Fri., July 27 and Mon., July 23, John, 65, will deliver remarks to the conferees. Pratt, 68, could not be reached for comment on her role by Informer press time. While the conference is international in scope, local entities will play key roles. The Washington Blade, in Northwest, one of the country’s leading media outlets for gay, lesbian, bisexual and transgender news, will serve as the official media partner for the conference. The First Baptist Church in Northwest, led by the Rev. Frank Tucker, will also play a role. “We will have one or two people that will be participating in the conference,” said Tucker, 70, who is a leading activist in the city on AIDS education and testing. “We will have a remote site in our church that will stream into the proceedings. People at the church will be able to view conference sessions and discussions.” Whitman-Walker Health of Northwest and 49 community organizations will sponsor a forum, “Return to Lisner” that will discuss the current state of HIV/AIDS at the Lisner Auditorium located on the campus of George Washington University in Northwest on Tue., July 24. The city’s first forum on HIV/AIDS took place at Lisner Auditorium on April 4, 1983. The keynote speaker will be Jeanne White-Ginder, mother of the late Ryan White and a panel discussion that will include Phill Wilson, president and chief executive officer of
the Black AIDS Institute and a special performance by the Gay Men’s Chorus of Washington. Don Blanchon, the executive director of Whitman-Walker Health, said that the forum is timely. “At that first forum in 1983, a community was under siege and scared to hear what little information there was on this new epidemic,” Blanchon said. “Today, we face a much brighter future than we could have imagined then. The forum will look at where we stand today with HIV and what the future of the epidemic looks like.” A section of the AIDS Memorial Quilt will be on the National Mall and in more than 40 locations throughout the city. AIDS 2012 will be an educational and inspiring conference, said Dr. Diane Havlir, U.S. co-chair and professor of medicine at the University of California, San Francisco. “AIDS 2012 represents a unique occasion to mobilize policy makers, governments, non-governmental organizations, scientists, people living with HIV and civil society to join forces,” she said. “Despite the turbulent global economic climate we cannot miss this historic moment, and it is vital to continue to attract funding to invest in AIDS research and promote programs based on effectiveness and efficiency in order to optimize the use of resources.” wi www.washingtoninformer.com

This is a unique time for our city. After decades of population decline, we saw a solid decade of population growth by 2010. In the 15 months since the 2010 Census, we had a net increase of 16,000 additional residents. As all signs point to continued growth for years to come, we have an important decision to make. We can take action now to ensure that all of our residents benefit from a wide range of jobs, increasing innovation and amenities, and a growing and diversified economy or we can ignore this opportunity and risk widening gaps in education, income, housing and access to transportation to further divide our city. I believe the choice is clear. We must plan for a sustainable city that is greener, healthier, more livable, more prosperous and more equitable. The goal is a District of Columbia that is sustainable not just environmentally, but economically and socially as well. Sustainability means balancing the demands of economic development, environmental protection, and community equity across our city. Ultimately, sustainability means good things for your wallet, your health, and your community. Achieving a sustainable DC takes leadership, vision and partnership. In July 2011 my administration along with thousands of residents, community leaders and advocates, the private sector and many others began conversations and meetings on how DC can be a leader in nine areas including water, nature, transportation, food and the green economy. On April 24, 2012, I released my Vision for a Sustainable DC, a 20-year set of visions and goals to guide the District’s leadership in sustainability. It sets out goals for each of the nine areas, such as reducing obesity by 50%; cutting unemployment in half; and ensuring everyone is within 10 minutes of a park. It also presents my overarching vision for this city: in 20 years the District will be the healthiest, greenest and most livable city in the United States. It will be an international destination for people and investment and a model of innovative policies and practices that improve quality of life and economic opportunity. We will demonstrate how enhancing our natural and built environments, investing in a diverse clean economy and reducing disparities among citizens can create an educated, equitable and prosperous society. This is an ambitious vision but the residents of our great city deserve no less. This is a vision that cannot be achieved by government alone. We will need to partner with you. Your passion and dedication to your family and community will help us achieve the Vision for a Sustainable DC. My administration met recently with residents in Wards 7 and 8 to discuss this vision further and how it can be achieved in their communities. It’s a great start, but we want to talk to you too. By Gale Horton Gay WI Staff Writer Developments around a possible casino in Prince George’s County are taking place in rapid succession. A few days after the Prince George’s County top official made the case for an additional gaming site in Maryland – specifically at National Harbor – be put before voters, an agreement was reached about who would build it. Last Friday, National Harbor’s developer the Peterson Companies and MGM Resorts International announced that they have entered into an agreement for MGM Resorts to develop a “world-class destination resort casino at National Harbor.” The agreement is contingent upon the Maryland Legislature passing legislation permitting a sixth casino license at National Harbor, a reduction in the casino tax rate and approval of a state-wide referendum by Maryland voters. MGM Resorts is one of the leading hospitality companies, operating destination resorts around the world including such iconic Las Vegas resorts as Bellagio, MGM Grand, Mandalay Bay and The Mirage. “The opportunity to build a destination casino resort in the National Harbor complex was extremely compelling,” said James J. Murren, chairman and chief executive officer, MGM Resorts International. “We believe this ideal location will not only attract residents from Virginia and D.C., but will also serve as a new amenity for the more than 40 million domestic and international visitors who travel to the nation’s capital each year.” The prospective National Harbor resort casino is expected to include approximately 4,000 video lottery terminals and 250 table games along with retail, restaurant and entertainment options as well as a luxury hotel. Murren was in Annapolis last week and met separately with Gov. Martin O’Malley and Senate President Mike Miller. Earlier last week County Executive Rushern Baker III addressed the work group recently appointed by the governor that is examining the pros and cons of changes to the state’s current gaming rules.
“I believe it is our collective responsibility to do what is right for the financial needs of the state of Maryland,” Baker told the group. “I believe if you embrace that goal, the people of Prince George’s will be well served. The bottom line is that the state will make more money and create more jobs if the voters are given the opportunity to approve this expansion of gaming.” An independent study presented to state lawmakers last week determined that Maryland could sustain a sixth gaming facility and that the addition of a site at National Harbor would result in an additional $246 million in gaming revenue, pouring more than $100 million in additional funds into education. The study was conducted by PricewaterhouseCoopers and released by the Maryland Department of Legislative Services. Baker told the 11-member work group that a high-end destination facility would generate much-needed revenue for the state and create thousands of jobs for the region. “From a county perspective, there just isn’t any other industry at this time that could generate that sort of income and job creation in the time frame we are talking about here,” said Baker. Baker told the group that although a casino in Prince George’s County would impact the Maryland Live! Casino that just opened June 6 at Arundel Mills Mall, the delay created by a referendum, bidding and construction would allow the Anne Arundel County casino to better establish itself. He also said that if table games are approved, Maryland Live! would see a boost in revenue. “I believe that the existing license holders, with the addition of table games and an alteration in the tax structure, would also see an increased return on their investment,” he said. Baker also said that a Prince George’s casino would draw from a specific audience, different from that which Maryland Live! is targeting. “The target consumer to the National Harbor site would be the 16 million tourists that visit the D.C. region every year and

In about six weeks or so, Derek Slocum and his wife Tuconya will move into a home in Lanham that’s something of a mystery to them. They’ve seen it from the outside but never been inside. That’s because the house is in the middle of being retrofitted to be energy efficient and prospective buyers weren’t allowed inside. Still, the Slocums consider themselves blessed to be the winners of the Prince George’s County Department of Housing and Community Development’s [DHCD] first “House Lottery.” Two weeks ago Prince George’s County Executive Rushern L. Baker III pulled Derek Slocum’s name from a raffle barrel during a housing fair. The lottery was part of DHCD’s “Welcome Home! Achieve and Protect Your Dream” housing fair held on June 9 in Landover as a way to attract people to the event.
The Lanham home is a four-bedroom, two-bath split level home on a corner lot currently worth $260,000. Through the special lottery program, the couple will be able to purchase the home for $190,000 and take ownership of the house in about six weeks. “We are so pleased to award this home to a deserving family at such a substantially reduced price,” said Eric Brown, Prince George’s County director of Housing and Community Development. “The home is a Green

In fact, he grew up in the home, which they plan to keep in the family. While they needed more space for the three generations, they were in no rush to buy and have been looking at homes from “Chesapeake Beach to the serenity of Dover, Del.,” Derek Slocum said. Slocum said the abundance of properties for sale added to their difficulty in making a decision about which one to purchase.

Under the Energy Star 3 standard, windows, doors and appliances must meet a certain level of energy efficiency and the house must be properly air-sealed and insulated to prevent heat loss in the winter and heat gain in the summer. The utility cost on this Green Energy Star 3 home is expected to be less than $200 per month for a family of four.” Applicants for the lottery had to be pre-qualified to enter the drawing. They also had
to be first-time home buyers and qualify for a mortgage of $190,000. “Wow! What a blessing,” said Derek Slocum, 49, a funeral director at MarshallMarch Funeral Home in Suitland. “Homeownership is the backbone of our county’s economy. Prince George’s County is a great place to live and we will continue to support and promote resources for current and future homeowners to build their dreams and raise their families in our amazing neighborhoods and communities.” The Slocums have five adult children and five grandchildren, but only one child lives at home with them along with

Briefs Foreign Firms Get Big Break under Nigeria’s New Oil Law Nigeria’s long-awaited oil reform bill is a Christmas stocking stuffed with goodies for the multinational oil companies who have been feasting for years on the nation’s rich supply of crude oil. Provisions that would have forced the government to publish how much oil it pumps and all the payments it receives from oil firms – in an industry where secrecy is blamed for corruption – have been stripped from the bill. “I expect the petroleum industry to be happy. I expect many Nigerians to be upset,” said Pedro Van Meurs, an oil and gas expert, in a press interview. The Petroleum Industry Bill, stuck in committee since 2009, was fast-tracked this year by President Goodluck Jonathan. Under the new law, anyone who “interferes” with the oil minister will be fined or imprisoned. And it allows the oil minister and the directors of state institutions to receive gifts, which will not please civil society groups calling for an end to graft.
Meanwhlle, tempers are flaring over the failure of President Jonathan to punish those who orchestrated the $6.8 billion fuel subsidy scam, uncovered in a probe whose findings were released last month. “We just cannot continue with this kind of massive corruption – especially in a sector that is very important to the stability of this economy,” warned financial analyst Bismarck Rewane. Professors at Ahmadu Bello University picked up the warning. In a press release posted today, they expressed “shock, profound indignation and total condemnation of all individuals, corporate firms and government agencies or departments that connived to defraud the government and people of hundreds of billions between 2009 and 2011 in the name of fuel subsidy claims.” “This despicable and ungodly act has visited incalculable damage on the Nigerian economy, threatening the survival of millions of our countrymen and pushing our nation to the edge of near moral and financial bankruptcy. “

W
hat do you call yourself – Democrat, Republican, community or gay activist, Libertarian or Green Party member? And, how has your affiliation benefited you in terms of political favors? The modern political party system in the United States is dominated by the Democratic and Republican parties. It’s important that Black Americans recognize that neither of these parties has helped us to gain political equity. Supposedly the purpose of political parties is to bring people together who hold similar points of view about government. These groups influence government. Over the years, Blacks and their political participation has been far more symbolic than substantive. Blacks’ political highlights date back to February 1989 when Ronald Harmon Brown was elected chairman of the Democratic National Committee. As president, Barack Obama is the titular head of the Democratic Party. And, Michael Stephen Steele served from January 2009 until January 2011 as the first African-American chairman of the Republican National Committee, but in the final analysis, none of these political office holders did anything distinctive other than being “the first Black” in their position. Isn’t it time Black Americans of all political stripes recognize that we’re never treated equally and that politicians spend their time and resources on attracting White swing voters. The truth is that both major parties seek to attract White swing voters by distancing themselves from Blacks. When you see Black “consultants” on news shows, these party “operatives” never discuss political issues germane to Blacks and are willing pawns who continue to perpetuate the institutional racism that restricts political opportunities of African-American voters. So, when will we distance ourselves from America’s traditional political plantations? Does the answer for Blacks’ political empowerment lie with the Republicans or the Democrats? When will significant numbers of us move off the political plantation system that is prevalent in America in order to make the political policies and platforms necessary for elevating ourselves and the passage of our own issues? The venerable Malcolm
By William Reed X offers substantive political advice: “We need a Black political party so we can have our own voting bloc and can go to either party and cut deals that you will only receive our votes if we receive what we demand … when we have a voting bloc we are no longer asking or begging for things.” The lack of a Black political movement also feeds into the mindset that we live in a post-racial society. But a post-racial order is an illusion. Racial inequality remains a brutal fact of life in America. The interracial political unity that is supposed to herald a truly post-racial society does not exist. The reality is that Blacks and Whites remain bitterly divided in their political beliefs. As “the first Black president” makes unflinching commitments to gay and Jewish groups, are you satisfied with his administration and its lack of commitment to Black issues and legislation? We need to make it our business to reconstruct Black politics and build political structures and alliances based on our concerns. We need to move away from “mainstream policies” that only mean us harm and fragmentation of our interests. More of us need to understand that the quests for racial and economic justice are intertwined with uncompromising spirit and building a better society. It’s in our hands – “Black politics,” and the ability to influence policy, demand accountability, participate in American political discourse, and offer alternatives to the status quo is in each of our control. There is a major disconnect between Blacks’ politics and economic empowerment. The Black society that supported activism in the past is weaker today than at any other time during the 20th century. Will Blacks stop accepting what “mainstream society” doles out to us, and instead take necessary steps to put our issues at the top of the nation’s agenda? The brainchild of Mike Moore of Cincinnati, the Unity Movement will provide a foundation of knowledge, contacts, and power from which Black people can move collectively toward the realization of the tremendous potential within our ranks. The Unity Movement, in conjunction with other such initiatives across the country, will create opportunities for Black people to leverage our intellectual resources as well as our financial resources to gain reciprocity in the marketplace. It will also provide an additional network of like-minded folks who are willing to share and work together toward a common goal. Moore stated, “I truly believe we already have the knowledge and the economic means to create a better future for ourselves and our children. The only thing missing is the unity that brings us together.” The current environment in this country, and the world, makes it incumbent upon each one of us to do whatever we can to help build a solid future for our children. They will need all the tools available to be able to survive and thrive in this global economy. They need to see us, the adults, acting in concert with one another and doing what we want them to do as they grow older. They need to see us connected and responding unselfishly to the demands of this world especially when it comes to sharing, collaborating, and being willing to help one another. Ever since the Million Man march in October1995, I have participated and helped establish several initiatives
whose purpose was to empower our people, mainly economically but also educationally, socially, and politically. All but a couple of those initiatives eventually faded away, not because they failed to address many of our problems, but because we simply did not sustain them. Support and sustainability are keys to the survival of any movement, and no matter what we call it, no matter how enthusiastic we are at the beginning, and no matter how much we understand the need for any initiative, it will not last if we do not bring the commitment and dedication to support it and do whatever it takes to sustain it as well. The Unity Movement, just one of several initiatives up and running now in 2012, is certainly worth our commitment and participation. All you have to do to join is go to the Webs site and add your information. That’s it. Before we can accomplish the goals of the Unity Movement we must have critical mass, and Mike Moore has determined that number to be 2 million. One more thing: Let’s not get hung-up on the usual things that keep us from supporting something that someone other than “I” brought forth. I know brothers and sisters across this nation that are doing some fantastic things to help solve our problems, but with all the problems facing Black folks in this country and around the world, there are never enough answers, and there is definitely not just one answer. Don’t fall into the trap of thinking, “My thing is better is than his thing,” or “My thing was here first,” or “I was doing that years ago.” That’s a prescription for continued failure with the Black community of this country. There is room for more than one initiative and we can all walk and chew gum at the same time. A little more love, a little more trust, and a little more respect for one another will bring the unity we need to move forward, no matter what the local, national, or international environment may bring. The Unity Movement will give us the boost we need to achieve that love, trust, and respect. It will also provide us with a knowledge base, an economic foundation, and an educational platform from which can launch other much needed initiatives. Get on Board! Of the more than 1.2 million people living with HIV in the U.S. today, an estimated one in five, or nearly a quarter of a million people, do not know it. One-third of those who are positive are diagnosed so late in the course of their infection they develop AIDS within one year. Subaru Compact Offers the Most Fuel Efficient All-Wheel Drive Car in America By Njuguna Kabugi Special to WI Subaru is well-known for making vehicles that are both functional and fun to drive. Subaru cars feature all-wheeldrive powertrains and horizontally opposed “boxer” engines, and boast some of the best crash-test scores in the business. This has earned the carmaker a loyal following among snowbound northerners, weekend rally drivers, triathletes and assorted bearded thirty-somethings with dogs and bicycles. But times are changing and Subaru has of late been pulling away from this niche, evolving some of its cars in a more mainstream direction. Today’s test vehicle is case and point. The company’s best-seller, the compact Impreza, in the past has also been offered as a family sedan and in two high-performance World Rally Championship – inspired versions – WRX and STi. For 2012, the performance variants lose the Impreza name. This leaves the Impreza to again function as Subaru’s entrylevel vehicle. The fourth-generation version features a four-door sedan and a five-door hatchback. The new car’s exterior styling may leave some Subaru diehards disappointed but for the rest of Americans, the changes may actually broaden the Impreza’s appeal to mainstream buyers. Whereas the previous vehicle may easily have qualified for the captain of the ugly duckling class, the makeover tones down some of the traditional Subaru quirkiness. The new car looks a lot more like larger Subaru Legacy, which in turn looks like many other cars on the road. Subaru has toned down the previous model’s bug-eyed look and replaced it with wide squinty headlights, a short nose, a simple hexagon of a grille and a sharply raked windshield. The Impreza has plenty of glass, providing a sense of good visibility and a feeling of safety. Richer looking appointments and details abound inside, including soft touch materials for the dashboard, door trim and center console armrest. drives and MP3 players. In a nod to fuel efficiency, Subaru has dropped the 2.5-liter engine in favor of a smaller one. The Impreza’s new 2.0-liter Boxer engine feels just as responsive as the engine it replaces, thanks to lighter vehicle weight and a new continuously-variable transmission (CVT), and suspension design that debuted in the current-generation Legacy and Outback models. The new engine earns EPA ratings of 27 mpg city and 36 highway, the highest fuel economy of any all-wheel-drive car in America. That’s a 38-percent improvement in highway mileage over the old four-speed auto. I test drove the Mazda 3 and the Impreza back to back. While road noise is quite pronounced on rough roads for both cars, I found the Mazda to be quicker and better at merging into fast moving traffic. But while the Impreza’s engine lacks the pep from a standstill, once underway or at high speed, the Subaru feels quite competent. The CVT actually helps the Impreza improve fuel mileage, though I find the implementation of the technology often a hit or miss with many manufacturers. Unlike a conventional automatic transmission, which uses fixed gear ratios, a CVT provides infinite variability between the highest and lowest available ratios. The CVT continuously and smoothly adapts to performance demand, helping to keep the engine in its most efficient operat-

ing range. The Impreza CVT works better than on a Nissan Rogue I drove a few weeks earlier. There were times though, when I found the transmission slipping into the wrong ratio when suddenly pushed or upshifting too soon in stop-and-go city traffic. Other technologies helping boost fuel efficiency in the 2012 Subaru Impreza include a new electric power steering system, which by itself contributes a 2-percent efficiency increase, and lower rolling resistance tires. The Impreza bests the Mazda in interior space, especially rear sitting. I found this through my suddenly very tall teenage sons [respectively towering at 6’1’ and 5’8] who often love riding with me whenever I test drive but chose to decline if a ride meant sitting in the back seat of the Mazda. There were no complaints riding in the Subaru. The Impreza is the least expensive Subaru, and one of the least expensive four-wheel-drive cars you can buy. Pricing starts at an MSRP of $17,495 for the 2.0i sedan, the same price as the 2011 model. Phelps Principal among 17 School Administrators Who Received Pink Slips By Dorothy Rowley WI Staff Writer The controversy surrounding the firing late last month of Michael Johnson, principal at Phelps Architecture, Construction, and Engineering High School, continues to raise eyebrows among individuals at odds over the ouster. Johnson, 61, whose no-nonsense yet caring administrative style mirrors that of the principal, portrayed by Morgan Freeman in the classic 1989 movie, Lean on Me, learned of his termination on May 29. I’ve got to say that without exception, Phelps was the most orderly.” Jones said however, that while Johnson may have fallen short on recommendations for the school, he’d achieved success with math scores and Adequate Yearly Performance (AYP). “He had met AYP from the numbers that I looked through, and I think he was just short on English,” said Jones. “But I believe he would have gotten there in another year or two. Perhaps the expectations were higher, but people have to remember that it is a brand new school.” Ward 5 activist Kathy Henderson, 58, concurred. She said when leaders like Johnson are appointed, that’s “supposed to be” an indication all is well and the city is moving in the right direction. Echoing Jones’ sentiments, she said Phelps’ students were reaching AYP. They appeared engaged, eager to learn and wellbehaved. Henderson said parents have been involved and that Johnson was “shepherding” an

Johnson, a well-respected and accomplished educator, had been in retirement at the time of his appointment. Ward 5 School Board member Mark Jones, who admitted initial doubts about Johnson, said he trusts that with the ouster, Henderson’s office has taken the right course of action and that it “has the data” to support its decision. “When I first met Mr. Johnson, a while ago at community meetings, I was not comfortable with him as principal,” said Jones, 53. “I didn’t think he was the best choice for that school. However, after spending more time with him and visiting the school countless times, I became a fan of his.” Jones said he’s personally and professionally disappointed over Johnson’s departure. “It’s hard to say when you’re making decisions not to trust and then have to say ‘OK, I was wrong,’” Jones said. “I’ve been in many schools in this city, and

environment that was conducive to learning. “I’m very concerned about his ouster. I tried to call to ask Chancellor Henderson about what was going on, and why we are getting rid of people who are obviously doing their job,” said Henderson. “I can’t find any sense in Michael Johnson’s ouster. The parents are upset, students are upset. We had a school that was working, and we need to replicate that, not punish the principal.” But Nathan Saunders, Washington Teachers’ Union president, said Johnson should have been aware that he could be terminated at the chancellor’s will. “The chancellor can exercise her right within [their] agreement,” said Saunders, 47. “Johnson [counted among] one of 17 school administrators who [were let go].” Saunders went on to say that the concerns he has are the same as his 4,000-member organization. “They are from both sides of the spectrum with some being for or against the termination,” he said. “However, the reality is that the process allows the parents, teachers and community to be involved in the selection of the principal and that process is ongoing,” said Saunders, who added that interviews to replace Johnson will begin soon. While on the council, Brown’s Committee of the Whole had oversight of education. Now, with his departure from the governing body, newly-elected D.C. Council Chairman Phil Mendelson will be handling matters until the general election is held in November. Nevertheless, Melissa Salmanowitz the chancellor’s spokesperson, remains closedmouth. “This is a personnel matter,” said Salmanowitz, “and because of that, we’re not able to comment on the specifics of personnel decisions. Why Not Vincent Orange Councilmember Vincent Orange (D) has spent the past two decades trying to convince District voters that he is the “best man for the job.” Since his political career began in 1993 when he ran an unsuccessful bid for the Ward 5 council seat against incumbent Harry Thomas, Sr., Orange later successfully unseated Thomas and served two terms. Setting his sights on bigger fish in 2006, Orange ran an unsuccessful bid for mayor and came in fourth against an impressive line-up that included Ward 4 Council member Adrian Fenty, Council Chairman Linda Cropp and former Verizon executive Marie Johns. Fenty won. In 2010, Orange challenged at-large council member Kwame Brown for Council Chair and lost. His successful bid against Sekou Biddle in this year’s primary race in April finally landed him back on the D.C. City Council, but after last week’s ordeal following the resignation of Chairman Kwame Brown, it’s clear that Orange isn’t satisfied with the seat he currently holds. He wanted his colleagues to give him the chance to ascend to the chairmanship, but after it was clear the votes would go to At-large member Phil Mendelson (D), Orange said he would be satisfied with chairman pro-tempore. That wasn’t happening either, which is why Orange has been criticized for his Muhammad Ali-style behavior claiming himself to be the best over his colleague, Michael Brown (I), who the council selected 8-4 to serve as chair pro tem. In addition to a vote for himself, support for Orange came from Marion Barry (D-Ward 8), Jack Evans (D-Ward 2) and Tommy Wells (D-Ward 6). Despite what some have described as Orange’s divisive behavior on the dais last week, we believe voters should begin to examine Orange’s record and determine for themselves the motivation behind his determination and commitment to public service. Much of what Orange says about himself is true and his record proves that he is smart, hard-working and knows how to play by a set of fair and ethical rules, which he strongly supported last fall. Voters should not be put off by his self-assuredness, for much has been said about the failures of those who lack confidence, and the success of those who are self-assured. Orange will be running for the chairman’s seat in November and we believe he is qualified for the job.
Poor Excuse, Not an Apology Adidas’ apology for marketing an athletic shoe that is culturally insensitive and demeaning to African Americans is unacceptable. To think that this is the same company whose shoes four-time Olympic gold medalist Jesse Owens, an African American, wore in the 1936 Berlin Olympics, would stoop so low as to release the shackle shoe called the JS Roundhouse Mid is mind-boggling. The company’s founders, Rudolf and Adolf Dassler, must be rolling over in their graves. Why is it that corporate America believes it can take such liberties against African Americans by the way it produces, promotes and distributes its products? Years ago, African Americans fought to change the way in which they were depicted on product labels and promotional material. Today, African Americans are the ones promoting them. What hasn’t changed is the absence of culturally sensitive African Americans in the boardrooms of these companies. African Americans represent less than 9 percent of the board members sitting on Fortune 500 companies. And, this number is declining. One would hope that if Adidas would diversify its executive and management teams that they wouldn’t fall prey to the likes of “quirky” and “lighthearted” designers who have no limits. The company would also know that an apology that includes this statement: “The design of the JS Roundhouse Mid is nothing more than the designer Jeremy Scott’s outrageous and unique take on fashion and has nothing to do with slavery,” is absurd and ludicrous and speaks poorly of the company and its products.

D.C. Students Deserve Consistency
I am writing this letter in reference to your article by James Wright, “Parents Outraged at Phelps’ Principal’s Ouster,” June 14, 2012. I am a product and proud graduate of the D.C. Public School system and I feel that I received a very good education. It hurts me to my heart whenever I read an article like the one mentioned above. With all the talk of improving the school system, District of Columbia Public School administrators seems to forget why we have a school system in the first place: the students. Our students are continually forced to endure countless superintendents, each with a different philosophy on how to educate, but none of them stay long enough to determine whether or not their specific model works. Now, we seem to have a school that’s serving its purpose, and what happens? The administration gets rid of the principal. I don’t know the reason for the principal’s dismissal, but my
point is, let’s think about the students sometimes. Trying to learn in an unstable environment is an unfair burden to place on our students. Leslie Cook Washington, D.C.

Rodney King Symbolized Police Brutality Rodney King would be the first to tell you that he was no Martin Luther King, Jr. or Malcolm X. His lifelong bout with alcohol and drugs – battles that he always seemed to lose – and frequent run-ins with police did not qualify him for icon status. Yet, that’s what he achieved in 1991 at the age of 27 because of one video clip. It was graphic footage filmed by a bystander showing at least four Los Ange-
les policemen savagely kicking and beating King with police batons, landing at least 50 blows as the unarmed King was sprawled on the ground or struggling to stand up. In the video, the officers were seen teeing off on King as though they were holding baseball bats or golf clubs. Several other officers stood around, doing nothing to halt the repeated assault on the helpless King. More than any other event, the brutal beating of Rodney King, an unemployed construc-
tion worker, forced America to see what many did not want to believe existed – police officers, hiding behind a badge and a gun, brutalizing citizens who pose no immediate threat to them or the public. King was found dead early Sunday morning at the bottom of his swimming pool at his home in Rialto, Calif. No foul play was suspected. His entry into the national spotlight has its roots in an incident that took place in 1989. King robbed a grocery store in

Monterey Park, Calif. He took $200 and was sentenced to two years in prison. On the night of March 2, 1991, following hours of drinking with friends, King was spotted speeding in the San Fernando Valley area of Los Angeles. When cops tried to pull him over, he tried to elude them by driving even faster, up to 100 miles per hour, fearing that he would go back to jail for violating his parole. After a high-speed chase joined by other officers, King was cornered and ordered out
of his vehicle. The two passengers accompanying him, Bryant Allen and Freddie Helms, immediately complied with the order to exit the car and lie face down on the ground. King delayed his exit and when he emerged, he acted strangely, waving at police helicopters that had been part of the chase and giggling uncontrollably. Sgt. Too Much Silence Around Affirmative Action The most conservative Supreme Court in the past four decades is poised to overturn the already limited affirmative action provisions in the next term, which begins in October, unless good sense visits one or two of them and they vote in favor of student body diversity. University of Texas, was brought by Abigail Noel Fisher, a White woman student who did not qualify for the Texas Top Ten Percent plan, which automatically admits the top 10 percent of every high school class in Texas to the University of Texas. Despite this, Fisher contends that she was denied Fourteen Amendment protection and was discriminated against because of her race. Her reasoning? Though more
than 80 percent of UT students are admitted under the Top Ten Percent Plan, others are admitted based on talent, leadership qualities and family circumstances as well as race. This seems to meet the Grutter v. Bollinger standard that race may be one, but not the only, factor in determining college admissions. However, Abigail Fisher is one of a long line of mediocre White students who might or might not have been admitted to UT, regardless of race. The

student, who seems unable to accept her own academic shortcoming, is blaming the fact that she didn’t get into UT on African American students, instead of blaming it on herself. Fisher was hardly disadvantaged by the fact that she didn’t get into UT. She was scheduled to graduate from Louisiana State University this year. Lower courts have found in favor of the University of Texas, though the Firth Circuit decision not to review the case was decided nar-
rowly, at 9-7. With two reversals, one would have thought that the lawyers at Wiley Rein would have given up. But with a conservative, race-hostile Supreme Court, these folks were able to convince the court to review this case. Understand that this isn’t a case the Supremes had to take. They could have taken a pass and decided to let the lower courts speak. But they didn’t, leaving one to think that there

It is Still the Economy, Stupid
During the 1992 presidential campaign, Bill Clinton campaign strategist James Carville coined the phrase, “It’s the economy, stupid.” Now in the midst of the economic recession that began in 2007, the mantra for the 2012 presidential election is once again, it’s the economy, stupid. Unfortunately, the presumptive Republican nominee Mitt Romney remains focused on the
simplistic, the obvious, and the misleading. Romney prefers to offer out of context distractions by hammering the president for saying “the private sector is doing fine” when the real issue is job creation. In his recent stump speech in Cincinnati, Romney said, “”Don’t forget, he’s been president for three and a half years. And talk is cheap. Actions speak very loud…If you want to see the results of his economic policy, look around Ohio, look around the country.” The prob-

lem with Romney’s analysis is the economy in Ohio is on the rebound. President Obama is hamstrung by China’s currency devaluation that makes American exports more expensive, the Euro-zone financial crisis, and a recalcitrant Congress. He is offering temporary tax-cuts and increased government spending to create jobs but a Republican led Congress refuses to give President Obama (or the American people) anything that will result in an improved economy. In
his recent speech in Cleveland, President Obama clearly made the point very clear, “…What’s holding us back is a stalemate in Washington between two fundamentally different views of which direction America should take. And this election is your chance to break that stalemate.” As bad as the American economy is, neither candidate is speaking to the longer-term structural issues that will plague Americans, especially the middle-class, for decades to come. nomic problems for America are structural long-term unemployment, reduction in median net worth and poverty. As bad as 8.2 percent unemployment is (13.6 for African Americans), according to the Bureau of Labor Statistics, “The number of long-term unemployed (those jobless for 27 weeks and over) rose from 5.1 to 5.4 million in May. These individuals accounted for 42.8 percent of the unemployed.”

Detours on the Road from Slavery to Freedom On Saturday, the National Underground Railroad Freedom Center in Cincinnati hosted a Juneteenth celebration commemorating the jubilant day in 1865 when the last Black slaves got word they were free more than two and a half years after President Lincoln signed the Emancipation Proclamation. Labor, civil rights, education, and community leaders, child advocates, and citizens conducted a silent march Sunday in New York
City to protest the New York Police Department’s “stop and frisk” policing tactics. These two events, at very different places and times, are connected as part of the slow, hard and unfinished journey towards freedom and racial justice in our nation. Although we have come a very long way on the arduous road from slavery to freedom, we still have a long way to go. The recent death of unarmed teenager Trayvon Martin in Sanford, Fla. and the brutal hateful murder of James Anderson by
a gang of young White men in Jackson, Miss. attest to this continuing reality. So does the persistent mass incarceration of Black and Latino sons, fathers, and potential leaders which is becoming the new American apartheid or the new Jim Crow as Michelle Alexander calls it in her important bestselling book, The New Jim Crow: Mass Incarceration in the Age of Colorblindness. That we have the world’s largest incarcerated population—our incarceration rate exceeds China, Russia,

and India combined—is the end result of a national Cradle to Prison Pipeline® crisis which is lodged at the intersection of continuing poverty and racial disparities in American life. A Black boy born in 2001 has a one in three chance of going to prison in his lifetime and a Latino boy a one in six chance of the same fate. Children of color, especially males, face an uphill battle in overcoming poverty (one in five Black children is poor) and continuing racial barriers and stereotyping.
An analysis of New York Police Department data by the New York Civil Liberties Union showed that more than 96 percent of the students arrested in the city school system in the first three months of 2012 were Black and Latino, and more than 73 percent were male. Police were 12 times more likely to arrest a Black student than a White one. The June 17 march was a silent protest against the stop and frisk tactics that purport to stave

My advocacy days in Indiana were on a roll. Things that Kay and I were learning seasoned us for issues that lie before the Black business community today. One important point was identifying just who allowed the corruption and or discrimination and to counter those efforts. We busted Huber, Hunt and Nichols for fronting on the construction of the massive new
state office building. The State Office Building Commission, which was actually in on the deception, banned them from state projects for five years. That was not a satisfactory punishment in our eyes and we sought justice in other ways. The company was about to receive a contract from the city of St. Louis for a new hockey arena. Our contacts in Missouri approached the mayor of St. Louis and he cancelled the contract. We had authorities of McCormack Place project in Chicago bring them onto
the carpet and issued a severe warning to them to not play any games. The word was getting out nationally and the management of HH&N knew they had to make peace. They appealed to State Rep. Bill Crawford, a strong ally of our local chamber. He held a reception at the Skyline Club with Robert C. Hunt, the CEO of the company, and about 50 Black contractors from Indianapolis. Eventually, general contractor Jimmy Beard went to the microphone and asked the crowd of

local Black contractors, “How many of you have ever worked a contract or subcontract for Huber, Hunt and Nichols?” Not one hand went up and the silence was deafening. Hunt was indeed embarrassed in front of Rep. Crawford who represented the Legislative Black Caucus at this historic event. Shortly after that event, management of HH&N asked ME for a meeting. In that meeting they showed me the work they were doing in Cleveland and Atlanta. Each project had Black
project managers and the use of Black contractors was very impressive. I asked, “Why don’t you do that here in your hometown?” They replied that Mayor Michael White of Cleveland demanded it and so did Mayor Maynard Jackson of Atlanta. If you want Indiana to change, go change the attitude or position of the governor’s office. It became clear to me at that point that these construction companies were following the wishes

It’s Juneteenth: An Apology and Reparations are due for American Slavery Even before there was a divisive Tea Party movement in this country, Black and White Americans remain far, far apart regarding the aftermath of slavery. But long, long before there was a modern Tea Party movement, there was “Juneteenth.” Black folks are increasingly demanding, first an apology from White Americans, and then some form of reparation payments. Those demands are long
overdue. The Juneteenth holiday punctuates the validity of those demands. Juneteenth is June 19, 1865, the day a column of Union troops arrived at Galveston, Texas and read the Emancipation Proclamation, freeing the slaves in Texas two years and six months after it was proclaimed, and one year and two months after the conclusion of the Civil War which presumably decided the issue of slavery permanently. White folks think that they have already done enough to

make America an egalitarian society without recognizing that the nation’s wealth was created by the free, forced labor of African slaves. And besides they argue, what would Black folks do with any money paid to them in the form of reparations, anyway? Buy a Cadillac? And now, since the election of President Barack Obama, White folks are angry that Black folks have gotten away with what they already have. They don’t just want to kick President Obama to the curb, they want to re-decide The Washington Informer
the outcome of the Civil War, where Black men fought for their own freedom, and where their presence was decisive. Officially – according to my Funk & Wagnalls Practical Standard Dictionary – reparation is: “The act of making amends; atonement; indemnity. The act of repairing or the state of being repaired.” In the vernacular it means: “getting paid!” No people who’ve ever lived deserve reparation payments – making amends; atonement; indemnity – from their former
tormentors more than do Blacks in the United States of America. But try telling that to most White folks, Fuhgeddaboutit. First proposed to Congress in 1867 by Rep. Thaddeus Stevens (R-Pa.), then again in 1896, 1898, 1899, and 1903 before the call fell silent, the reparations demand has moved from the rhetoric of largely Black nationalist organizations which sounded the call throughout the last half of the 20th century, to new

t took 26 episodes of rattled nerves, red herrings, and suspense, but alas, AMC’s The Killing has revealed Rosie Larsen’s killer. Not to worry, there are no “spoilers” here. Any television show that glues viewers to their seats for two seasons to discover “whodunit,” is worth a closer look, making The Killing, a top pick of the Informer Catch-12 series. The Killing follows the murder investigation of 17-yearold Rosie Larsen, who is found in the trunk of a car that is pulled from a Seattle lake. The car is registered to the city
and used by staff members of both the incumbent mayor and the man vying for his position during a heated mayoral race. Bridging three distinct stories around the murder including the detectives assigned to the case, the victim’s grieving family, and the suspects, The Killing is the type of crime drama that depicts the endless possibilities of suspects, accomplices, and motives. Filmed in and around Vancouver, the series pits writer/ executive producer Veena Sud [Cold Case], against writers Søren Sveistrup and Torleif Hoppe, of the fiercely successful Danish television series Forbrydelsen, upon which The Killing is based. “We’re creating our own

world. We are using the Danish series as a blueprint, but we are kind of diverging and creating our own world, our world of suspects and, potentially, ultimately who killed Rosie Larsen,” Sud said. Sud described the series as “slow-burn storytelling in a sense that every moment that we don’t have to prettify or gloss over or make something necessarily easy to digest, that we’re able to go to all sorts of places that are honest, and dark, and beautiful and tragic, in a way that is how a story should be told,” Sud said. naman [Snabba Cash] as Stephen Holder, an ex-narc cop who joins the homicide division in the investigation to find Rosie’s killer. Linden has a quiet, but odd repose that allows her to zero in on evidence and potential suspects, while complicating her working relationships and ability to parent her teenage son. Linden is flawed and complicated, haunted and haunting. Audiences root for her, against her, revel in her triumphs, and are amazed by her resilience. She is the female “John Luther” from the BBC cop drama Luther, and Enos makes this work. Enos is also a beautiful counterweight to Kinnaman’s Holder, who is an aloof, reformed addict who has to be reminded on more than one occasion “you do know you’re white, right?” Fortunately, Kinnaman’s portrayal is honest and believable. Audiences will also find themselves gripped by anguish and despair watching
Rosie’s family cope with her murder and subsequent investigation. Mitch Larsen, played by Michelle Forbes [Dr. Julianna Cox, Homicide: Life on the Street] gives an outstanding performance as a housewife and mother of three children, who fears her overbearing personality may have alienated her daughter shortly before her murder. Other standout performances are given by Brandon Jay McLaren, who embodies Rosie’s enamored and dedicated teacher Bennet Ahmed and Claudia Ferri, who portrays the kick-ass Wapi Eagle Casino manager and head of the Kalimish Native American tribe, “Nicole Jackson.” All 26 episodes are available On Demand and through AMC episode streaming. Former South African President Nelson Mandela will celebrate his 94th birthday with yet another show of love: a line of clothing called 46664 Fashion, inspired by his fight for human rights among black South Africans. The collection, named after Mandela’s prison number while he was jailed on Robben Island, has, so far, only been available in South Africa, but will launch worldwide July 18. “This is a global brand that is as relevant in Atlanta as it is in Johannesburg. The designers have been able to capture and integrate the best of South African style and global fashion trends,” Company B CEO Aaron Patton said. Initially the first line from 46664 Fashion’s men’s wear, women’s wear and children’s wear will be available in North America via an online retail platform but 46664 Fashion is expected to hit retail stores in time for the holiday season and early 2013. The line features brightly colored garments with a distinct South African touch, including traditional “shweshwe” patterned shirts. In 2007Advisory Neighborhood Commissioner Tijwanna Phillips was first, shocked, and then infuriated when her son Jonathan purchased a pair of the non-descript tennis shoes called Prison Issue #23. The Velcro canvas shoes, manufactured by Vans Shoes, were designed for and worn primarily by inmates in correctional institutions across the country. “I found the shoes to be offensive. My son and other teenagers initially defended the shoes because it appears on the surface to be about nothing but fashion, but it goes to who we are as a people,” said Phillips who lives in Ward 5. “I am aware of and feel the same about the Scarface t-shirts and items that glorify criminal activity, drug use and poor behavior. We have to reinforce that some fashion and fads are not acceptable for us as a people,” she said. However, Vans’ Public Relations Specialist Chris Overholser insisted that while Vans was sympathetic to some consumers’ distaste for the name and popularity of the shoes among youth, the “history and heritage of the shoes makes clear they were never meant to be marketed to young consumers or glorify prison life.” While it took the African-American community years to see the proverbial handwriting on the wall and come to the same conclusion as Phillips, the announcement by Adidas Originals, that they intended to release a new fashion tennis shoe with shackles on them, convinced many that racism remains alive and well in consumer culture. “Our children don’t need anything that is enticing that would glorify prison. I have heard our [black] kids say that ‘white kids wear them too,’ but white children are not the ones in prison at alarming rates,” Phillips said. And just as Vans Shoes considered the popularity of the Prison #23 series among civilian populations good for business, if not race relations, Adidas Originals, similarly released a statement saying, JS Roundhouse Mid shoe “is nothing more than the designer Jeremy Scott’s outrageous and unique take on fashion and has nothing to do with slavery. Any suggestion that this is linked to slavery is untruthful,” the company said in a statement. Far and beyond linking the shoes to slavery, Adidas also would have promoted the type of cultural consumer pathology that Phillips and others believe foster a glamorization of prison life. The Roundhouse Mid, a high-top purple, orange and black sneaker, is designed with a plastic ankle shackle and chains and retails for $350. Fortunately, the uproar over the shoes, which were previewed on the Adidas Originals Facebook page two weeks ago, has stymied the August release. On June 19, Adidas released a statement: “Since the shoe debuted on our Facebook page ahead of its market release in August, Adidas has received both favorable and critical feedback. We apologize if people are offended by the design and we are withdrawing our plans to make them available in the marketplace.” wi

You remember where you stood, the words that were said [or not], the anger, and the queasy feeling that a mistake was about to be made but you didn’t know whose it was. Relationships come and go, but you never forget your first love and you never forget losing it, either. And yet, what if you were separated by something beyond your mutual control? Would it be easy to find that love together again? In the new novel “Freeman” by Leonard Pitts, Jr., one man aims to find out. He called himself Sam because that’s what she’d said he
looked like he was. A “Sam,” and he told her she looked like a Tilda. So that’s what they called one another, even though Mistress had given them ridiculous Greek names when she brought them to her plantation. Sam had fallen in love with Tilda in that naming minute, and they were inseparable. Mistress let them live together. They had a child together, too, but then Luke was killed and Sam was sold away. Tilda was angry then, and she had a right to be. Sam hadn’t allowed himself to think of that,
or of her, for 15 years but once the North beat the South, he figured it was time to leave Philadelphia and find his wife.
Prudence Cafferty Kent was only acting on the deathbed wishes of her father. With his last breath, he’d told her that he wanted her to go to Mississippi, where his plantation was, and build a school for Negro children soon as the war was over. Prudence was strong-willed and single-minded, but she knew she couldn’t do it without Bonnie’s help. Bonnie was a toddler when, years before, the Captain had purchased her, immediately freed her, and raised her as his own. Prudence couldn’t remember life before Bonnie. They were sisters, even though one was milkywhite and one was not. When the Yankees came through and burned what was left of James McFarland’s plantation, Marse Jim went a little crazy. Maybe it was because the Yankees killed his son, Tilda wasn’t sure. She hated Marse Jim,
but she felt sorry for him, too. She knew what it was like to lose a child. She’d lost love, too… Have you ever read a book so good that you forgot you were reading? Yes, that’s what it’s like reading “Freeman.” Author Leonard Pitts, Jr. serves up a novel that’s both ugly and beautiful, with characters that you’ll feel honored to know, though it’ll hurt. This novel throws you down in the aftermath of war and pushes your face into it – gently, and then rubs. That’s a conundrum, for sure, but it’s also one of the finest Civil War novels I’ve ever had. If you promised yourself one decent book this summer, then look no further because this is it. Read three pages of “Freeman” and you’ll know that this isn’t a story you’ll soon forget. wi

Interfaith Council Holds Prayer Breakfast By James Wright WI Staff Writer An organization revived by the mayor of the District recently held an event that focused on the condition of the city despite the myriad troubles of its top political leaders. The Mayor’s Interfaith Council Prayer Breakfast took place the latter part of May at the Blackburn Center in Northwest. Nearly 100 District faith leaders and D.C. Mayor Vincent Gray (D) feasted on a buffet breakfast, but also tried to feed their souls. “We pray for Washington, D.C.,” Imam Johari Abdul-Malik said. “I pray that our leaders have the wisdom of Solomon and the courage of David. We need a united, not a divided Washington, D.C.” The mood of the breakfast remained subdued, with Gray’s 2010 mayoral campaign being under investigation for the past 15 months by federal authorities for campaign violations. Two Gray political allies, former D.C. Council member Harry Thomas and former D.C. Council Chairman Kwame Brown, have pleaded guilty and in Thomas’s case, sentenced, on criminal actions that took place while both served as elected officials. When Marion Barry, then the District’s mayor, faced a barrage of problems in the early 1990s for smoking crack cocaine at the Vista Hotel in Northwest, he went to supportive ministers for spiritual guidance. Barry had public prayer meetings to demonstrate his faith in times of difficulty. However, nothing as dramatic took place at the prayer breakfast. The Rev. Christine Wiley, a co-chair of the council, said in a rushed manner “let’s pray for our mayor.” Gray, 69, who is Catholic, talked about how important prayer is to the District. “A city without prayer will never be One City,” he said. “God never abandoned us and we need to make sure that we do not abandon God.” Gray said that the District’s children and families need prayer for a better education system that would include early childhood education, a cause that he The Washington Informer

is passionate about. The response to Gray’s speech was polite and restrained. The Rev. Graylan Hagler of the Plymouth Congregational United Church of Christ in Northeast didn’t refer to Gray’s legal issues, but had a fiery speech on what’s happening in the city. “We cannot have a prayer breakfast, engage in prayer and then it’s over and done with,” said Hagler, 58. “We have to go further and do something. We need to pray for the dead and fight like hell for the living.” Hagler criticized the arrival of Walmart in the District and said that if the residents of the city do not win their full political rights, “then D.C. should cede from the Union.” “I’m keeping my eyes on the Devil,” he said to thunderous applause. The Rev. Barry Black, the chaplain for the U.S. Senate said “Washington, D.C. – don’t give up.” “One City, One Future, you need to learn to harness the power of prayer,” said Black, 63. Quoting Galatians 6:9, he said “And let us not grow weary of doing good, for in due season we will reap, if we do not give up.” The District’s clergy has had
to weather some turbulent storms in recent years. Two years ago, the more traditional black churches lost the battle on samesex marriage in the city and now the District is one of the few jurisdictions in the country to have sanctioned that form of union. Mega-churches in Prince George’s County such as Jericho City of Praise in Landover have members who used to attend District churches. Today, more and more District residents are venturing east into the county to worship. And, it’s no secret that District churches are losing younger African Americans because they’re not as tied to organized religion as their parents and grandparents. Many blacks are staying home on Sunday to watch the Rev. Joel Osteen of Lakewood Church in Houston or evangelist Joyce Meyer because they can relate to them. The mayor said he didn’t attend the event to talk about the ills of the church or himself. “I wanted to talk about the things that are important to the people of the District of Columbia,” he said. wi www.washingtoninformer.com

No One Rises to Low Expectations
T
oday, when we look around at African Americans, we realize that there are millions who suffer from depression and low self-esteem. Many of us fall into this category as a result of slavery, and although the Emancipation Proclamation was signed by President Abraham Lincoln in 1863, history tells us that millions of former slaves didn’t know what to do with themselves, so they opted to remain enslaved. They simply said, “I’m staying here with master, he takes good care of us!” To live in a shack with no floors, to sleep on the dirt each night with water seepage oozing into their shacks; they had to eat out of the same trough along with the animals. And in most cases, the horses and pigs dined first. Look at our ancestors, and consider, “How could they refuse to leave once they had been freed and teach their children anything different?” It was back in 1984-1985 when my job training program under the auspices of the Department of Employment Services proved this to be true. It’s not my philosophy – it is history. Several students happened to be welfare recipients, and when they heard teachings on the development of faith, and goal setting; they thought I was crazy. They had “low expectations.” How many of you believe “We get in life whatever comes our way. We have nothing to do with what we have or what we will get.” Wrong!
If you believe that, then you need to pick up your Bible and read the “Living Word.” The Bible teaches us to “Walk by faith and not by sight.” It teaches us that “Now faith is the substance of things hoped for and the evidence of things not seen.” Both scriptures refer to the future. The past is behind us. We cannot change history, but we can learn from what has transpired. Take the good and leave the bad. Make better decisions once you’ve recognized your mistakes. Going forward you can make a difference. The future can and will change but only if we believe, and never give up on the dream. Another scripture says “For verily I say unto you, That whosoever shall say unto this mountain, Be thou removed, and be thou cast into the sea; and shall not doubt in his heart, but shall believe that those things which he saith shall come to pass; he shall have whatsoever he saith.”
“Therefore I say unto you, What things soever ye desire, when ye pray, believe that ye receive them, and ye shall have them.” Please pay careful attention to the aforementioned scripture. It is in Mark 11:23-24. It tells us that when we pray for things we want, we will only receive them if we believe. The key phrase – “… shall not doubt in his heart, but shall believe that those things which he saith shall come to pass.” Two things: Raise your ex-

No one can rise to low expectations; we cannot doubt what it is God can and will do for us; but we must believe we’re already in possession of whatever it is we’re praying about. And we must operate like the worker ants to ensure that goal becomes a reality. God will be with you every step of the way. Over the past year, I prayed for my radio show, and then I started to thank God for the show. I could see myself already at a microphone interviewing guests on the show. Some of my friends and family didn’t believe me; they tired of hearing me talk about my “so-called” radio show. But according to the Bible, I was keeping my faith strong. I believed in my heart and I never doubted scripture. God’s Word is absolutely true, on that you can depend, you cannot doubt. You must walk by faith and not by sight! wi

sports The Nationals and Major League Baseball have joined with the Major League Baseball Players’ Association and the Prostate Cancer Foundation to “Keep Dad in the Game” by dedicating Father’s Day to the fight against prostate cancer. Players, umpires, coaches and on-field personnel have been asked to wear blue ribbons in support of prostate cancer awareness. On April 29, 1992, a jury that contained no African Americans acquitted three of the officers and was unable to reach a verdict on a fourth. Los Angeles exploded upon hearing the verdict. At the end of six days of unrest, there were 53 deaths, 2,383 injuries and property damage was nearly $1 billion. In an effort to end the violence, Rodney King appeared in public to utter his now famous, “Can we all get along?” After the Los Angeles prosecutor failed to win a conviction against the four officers, the federal government obtained indictments charging the officers with violating the civil rights of King.
Koon and Stacey were found guilty and sentenced to 32 months in prison; Wind and Briseno were acquitted. The city of Los Angeles settled a civil suit brought by Rodney King for $3.8 million. Later, it became clear that the Rodney King beating was not an aberration. There are dozens, if not hundreds, of cases similar to the ones above. African Americans is 14 percent. It is 8 percent for Latinos. Policymakers are remarkably short sighted when it comes to affirmative action. By 2040, our nation will be majority minority, and our nation’s economic survival will depend on this population being well-educated and able to provide the services our nation will need. We need more Black and Brown physicians, nurses, computer programmers, professors, and so many others. We won’t have them unless we educate them. Our method of delivery educational services has not improved in 40 years. We have not taken demographic differences into account when we look at education. Some say we should base college admissions solely on merit, but when has that ever happened? We give preference in admissions to legacy students, those whose
parents attended the same college. We admit athletes simply because they can play sports. With women representing more than 55 percent of our nation’s undergraduates, I’ve actually attended meetings about affirmative action for men (and that probably means White men since the number of African American men attending college has declined). The Fisher case makes no sense, but silence around it makes no sense either. Last time there was an attack on affirmative action, lots of Fortune 500 companies, colleges, civil rights organizations, and even the United States Army weighed in. Amicus briefs must be submitted to the Supreme Court by August 6 in order to be considered. Time is running out and too many are fiddling while affirmative action is being dismantled. wi

Yet 15.1 percent of people living in the United States live in poverty… 14.5 percent of U.S. households struggle to put enough food on the table. More than 48 million Americans—including 16.2 million children—live in these households.”
Unemployment is a huge problem in America but only focusing on unemployment will not address and solve the long-term structural problems that are facing too many Americans. Poverty and long-term structural unemployment are impacting the everyday lives of more Americans than samesex marriage, abortion, voter fraud, and immigration. I believe that we are in the second post-Reconstruction era— a view shared by distinguished historians David Levering Lewis, two-time Pulitzer Prize-winning biographer of W.E.B. Du Bois, and Khalil Gibran Muhammad, director of the Schomburg Center for Research in Black Culture and author of The Condemnation of Blackness: Race, Crime, and the Making of Modern Urban America. They and civil rights icons including Myrlie Evers-Williams, Andrew Young, James Lawson, Vincent Harding, Ruby Bridges and many others will join us at the Children’s Defense Fund’s national conference in Cincinnati July 22-25 to examine the racial signs of our times,
affirming our great progress, but ensuring we continue to move forward—and not backwards— on the still incomplete road to freedom. Although some forms of continuing racial intolerance are overt, some forms are subtle, covert, technical, political, and very polite. It wasn’t long before Indianapolis elected a new mayor, Stephen Goldsmith. He requested a meeting with me and chamber members. At that session, Goldsmith stated that his office would be an ally of our chamber and promised that all city agencies and the Indianapolis Airport Authority would be as diverse as possible. To prove his sincerity, he gave the chamber a contract to audit minority participation at all procurement offices, including the airport. We just had a
serious war with that airport but his administration was in charge now and that made a great difference. Mayor Goldsmith was a great leader and helped diversify Indianapolis in ways people could not imagine. Soon, a new basketball arena was to be built. Funding for it was a mixture of both the city and the state legislature. Rep. Crawford was chair of the Budget Committee. He and the mayor got together and decided to give me, now the National Black Chamber of Commerce, a $100,000 contract to monitor and ensure that the project met its diversity goals. I would actually be working with Huber, Hunt and Nichols. All goals were exceeded and all Black contractors were paid in full and on time. That was my last direct project in Indianapolis. Kay and
I left with a smile as we knew our work and struggles had made a positive difference. Please remember if you have complaints about a state-funded contract, the buck stops at the governor’s office. If it is the city, go after the mayor. Federallyfunded projects that have a problem are within the purview of your congressional delegation and the president of the United States. sorry.’ But if you don’t say ‘I’m sorry,’ if it’s a deep wound, what happens is that this hurt lingers, and it never goes away unless you settle it,” Hall said. “If there’s not the words saying ‘I’m sorry’ and if there’s no forgiveness, there’s no healing. So an apology is a simple thing, but it’s also a difficult thing.” “But you know this is a big nation, a powerful nation. The most powerful nation in the world today. off crime and get guns off New York City’s streets—a goal I certainly share. But in 99.9 percent of these searches guns were not found. In reality, stop and frisk may simply terrify and criminalize Black and Brown boys and young men and empower police to randomly stop, search, and demand account from Black and Latino boys and men ostensibly born free. Black and Latino young men ages 14 to 24 are less than 5 percent of the city’s population but are 41.6 percent of the stops. The reality in New York City today shows we are still far from being a free and just land. How far have we come on the road from slavery to freedom isn’t just a rhetorical question more than 150 years later. A people who don’t know their history are more likely to repeat it. The
