Busan Declaration PREAMBLE A global maritime paradigm shift is underway. The main vector of human activities has been transitioning from the conventional “vertical silo” mode to the “horizontal system”. This transformation is gathering momentum, corresponding with new advances in research, technology, and innovations in most sectors of maritime and marine industries. A new category of human resources, or blue economy professionals, is emerging as the most critical factor for successful sustained development of the global blue economy, whose expected caliber must keep pace with changes in the maritime transportation system. The new challenge, i.e. the optimum capacity building system to generate the blue economy professionals has to meet the immediate needs of emerging changes in the maritime industry, must be addressed NOW. On-Board Training (OBT) is an essential part in qualifying competent crew of the future. Hence, it is indispensable for a maritime Labor Supply State to maintain control and supervision because: (1) OBT is the best environment for cadets to acquire sea adaptability, (2) OBT is the best environment for inculcating socio-cultural aspects of successful seafaring professionals, and (3) OBT is the best measure for the assessment of skill and competence acquisition. OBT must, therefore, continue to be considered as indispensable for all the cadets/trainees for CoC/Credentials. The successful accomplishment of this campaign is dependent on ongoing global collaboration among IMO Members.
Global On-Board Training Center (GOBTC) STATEMENT OF COMMITMENT Now, therefore, participants of this Conference (as attached list) hereby adopt this Busan Declaration. The endorsement to implement the global initiative to realize the optimum On-Board Training System which is an indispensable element for capacity building for the maritime transportation sector of the blue economy professionals. Framework: In view of the concentration of all the critical resources in the transportation sector of the blue economy such as offshore engineering, construction of advanced tonnage, owning and operation of ships, terminal operations and the maritime universities/training centers including high quality on board training on dedicated training ships: among leading maritime countries the Republic of Korea stands out in leadership position for the immediate implementation of the Global On-Board Training Program. 1. The Republic of Korea hosts the office of the GOBTC Secretary General in due course as the headquarters of its activities for the administration, management and operation of the Global OnBoard Training initiative at Busan. Busan Metropolitan City, Korea Maritime and Ocean University (KMOU), and all other relevant stakeholders of Korea will jointly support this effort. 2. The participation to the Global OBT shall be on the tri-partite basis, i.e. a) Administration as the ultimate responsible party for approval of On-Board Training b) Industry (energy companies, shipping companies, etc.) c) Capacity builders at maritime education and training providers, including general and research universities 3. The participation of the emerging energy economies, who are in urgent need of capacity building in maritime human resources and expertise, is positively encouraged. 4. The expertise of established maritime academies with resources to share for GOBTC is invited, for example, California State University Maritime Academy in the area of maritime security. 5. The opportunity to exercise influence on the IMO to make the contracting parties more committed to ensure OBT provision for the trainees brought into the system by them. 6. The other conventional shipping sectors, as appropriate, will be synergized so that the opportunities and merits of high quality On-Board Training opportunities will be offered to the next generation worldwide as extensively as possible. 7.
All other maritime education stakeholders are invited to participate and work together, as appropriate, for the realization of the optimum On-Board Training System for the benefit of the next generation of the maritime transportation sector in the blue economy, as well as for the economic development of states from which the next generations come to make GOBTC campaigns productively successful and beneficial both for the country and for the educators and cadets themselves.
