Winter 2008

PRESIDENT’S MESSAGE As I write this, the first blasts of winter are making their way from the Mid-West into the Northeast and Mid-Atlantic States, and the 2008 Presidential campaign is already in full swing. The Iowa caucus is approaching, and the candidates from both parties are firing barbs at each other in an effort to get the best sound bite and to rise in the polls. Still at this early stage, we can find some entertainment value in the campaigns of the lesser- knowns and those without any real chance. These folks are the Don Quixote’s of Presidential politics and soon they will be left by the side of the campaign trail planning their next run at the windmill. As the field narrows, the process will become more divisive and the country will be inundated with political ads and nonstop media coverage. I am not sure I can take another 11 months of presidential campaigning. Why is it that a presidential election in the United States has become a two year-long, mind-numbing marathon? In most other civilized countries, elections are 8 to 16 week affairs. Candidates talk about what they believe in and usually not about the faults and missteps of their opponents; they advertise for a brief period of time before Election Day and the electorate makes up its mind. In fact, in many countries advertising is not allowed until 8 weeks before an election. I believe that the ridiculous length of our process coupled with the never-ending media coverage actually has a negative impact on voter involvement and ultimately turnout. For our industry, however, it is very important that we remain engaged. With a lame duck President and a Congress with one of the lowest approval ratings in history, there is no doubt that 2008 will bring with it significant political change. How that might impact our industry remains to be seen. President Bush has already indicated that he would like to zero out the Fire Act Grant program. Fortunately, we have enjoyed strong support for the program in Congress in spite of past efforts to drastically reduce funding for the program. Hopefully we will continue to have that support when the 112th Congress begins its session in January of 2009, but we need to lay the ground work this year. That is where all of us can make a difference. It is more important than ever to make sure that your representatives know who you are and that their continued support of the fire service grant programs is important to you and your employees. As FEMSA looks toward 2008, we will continue to work with the other stakeholder organizations to ensure that the fire service’s voice is heard. The GAC will take the lead on the effort, but all of us need to do our part. Based on the success of the GAC here in the USA, some of our Canadian members have begun working toward a similar program in Canada. The CFS:gac (Canadian Fire Service: governmental affairs committee) will be a joint effort of FEMSA and FAMA members in Canada. Working with the guidance of the GAC and both the FEMSA and FAMA Boards, the CFS:gac will be engaging and educating the Canadian government about the needs of the first responder in Canada. As they gain some traction, it is quite likely that their activities will not only help to advance the cause of the Canadian Fire Service but also attract new Canadian members to FEMSA. FEMSA will be working to build its brand recognition within our industry. In the near future you will be asked to add the FEMSA member logo to your web site (if you have not already) so that visitors will know you are a member. I hope that you will support this request and help FEMSA to expand its presence in the industry. We also will be stepping up our efforts to attract new members. The Membership Committee has done a great job, and hopefully in 2008, we will continue to grow our numbers. One of the successful programs last year was the “meet and greets” held during major trade shows. Thanks to the support and generosity of the Trade Show organizers, we were able to meet with potential members for breakfast and an introduction to FEMSA. Typically several Board members and several member companies would attend to answer questions and inform the prospects about the benefits of joining FEMSA. If you know of a company that should be a member, please let us know and we’ll be sure that they get an invitation to the next breakfast meeting. Best wishes for a successful 2008. Please remember that the Board is here to serve you. If there is anything we can do to add value to your membership, please let us know. Till Next Time,

Giff Swayne

FEMSA WEB SITE UPDATE By Mike Natchipolsky

FEMSA members are strongly encouraged to update their member profiles at www.femsa.org. A user name and password are required, but members can use the “Forgot Password” link in the top right-hand corner of every page of the site to retrieve this information. Managing your member profile is one of the most important things you can do to secure your presence on the site that is accessible to all visitors. Your user name and password also are needed to access the newly created “secure FEMSA files” section in the “Members Only” area of the site. The secure documents section is a great resource for FEMSA to store and distribute important “Members Only” documents and resources. As FEMSA expands value for its members, it is important that we have a secure distribution place for those resources. Finally, for information and resources from the Governmental Affairs Committee, visit www.famafemsagac.org. This site is also accessible from the home page of www.femsa. org.

SAVE THE DATE IN 2008

… FOR TUCSON!

REMEMBERING RICHARD GERGEL

By Dan Reese, Vice President

As the New Year breaks and the holidays are behind us, work has already begun on a new year and the annual meeting for 2008. The meeting planning committee asks that you too begin working on the FEMSA Annual Meeting by saving the dates for what is sure to be a contentfilled event - October 8th, 9th and 10th – in Tucson, Arizona.

The 2007 annual meeting was filled with industry and business content that afforded attendees an excellent chance to network and share ideas. FEMSA continued with its core focus on caucus group meetings that allow members with similar business competencies to share information and discuss issues that affect the entire industry. Legislative updates from Washington were provided to help us follow the money, and further demystify the legislative process. Finally we participated in an excellent business presentation titled “Fish Philosophy” that reminded us that “fun” should be captured in our businesses and employees every day. The newly reinforced meeting planning committee has taken your feedback from the 2007 meeting, and is working toward building an even more content-packed event this year. The 2008 annual meeting will have increased business education, networking content, and will include an industry buyers’ round table discussing varying forms of procurement for the industry we serve. FEMSA acknowledges that your time is precious, and is working hard to provide you with content and value for your time and money to attend the annual meeting. Please do your part by marking your calendar NOW for October 8th, 9th and 10th.

THINKING OF YOU Peter Jorgensen Fire Apparatus Magazine

On December 13th, Peter Jorgensen had his right knee replaced at New England Baptist Hospital in Boston and is currently undergoing rehab three days a week at a facility in Lebanon, NH. (Dr. Arnold Scheller, the Celtics team doc for 18 years--until he was activated for duty in Afghanistan last year, and then 6 months this year in Baghdad did the surgery. Peter figured since he had operated on Larry Bird and some other Celtic star players, then he’d trust him to do his knee.) Your well wishes can be sent to Peter via email: cpj@firemagazine. com, or by mail: 234 Monarch Hill Road, Tunbridge, VT 05077.

DHS: OFFICE FOR INTEROPERABILITY AND COMPATIBILITY (OIC) (reprinted with permission, “Interoperability Technology Today”, a resource for the Emergency Response Community – 2007) The Office for Interoperability and Compatibility (OIC) is working with industry, emergency responders, and Federal partners to achieve a national, interoperable system of systems – an attainable, albeit ambitious, goal. While interoperability is not solely a technology problem that can be solved with the “right” equipment or the “right” communications system, technology is essential to the Nation’s drive toward progress on this issue. OIC has long understood how indispensable industry is to making the Nation’s vision for interoperability a reality. Today – as ever – OIC is committed to its partnership with industry. The most visible elements of this partnership are OIC’s Industry Roundtable dialogues, and its collaboration with industry on standards acceleration and compliance. For the past two years, OIC has brought together industry professionals, emergency responders, and policy makers to initiate critical conversations on interoperability. OIC’s Industry Roundtables have provided industry professionals with an opportunity to discuss technological possibilities, and to engage with emergency responders and Federal leadership on priority issues. OIC, in partnership with industry, practitioners, and Federal partners, has accelerated the development of interoperability standards – creating opportunities for new communications technologies. The partnership between OIC’s Disaster Management program, industry, and the emergency management community has been instrumental in successfully accelerating the development of data messaging standards. Additionally, in conjunction with the National Institute of Standards and Technology (NIST), OIC has ensured that key components of the Project 25 (P25) technology standards are near completion. OIC and NIST also have worked closely with industry and practitioners to develop a P25 Compliance Assessment Program. This program ensures that equipment from different

manufacturers is not only interoperable, but also meets requirements for performance and compliance. The program also is intended to ensure that manufacturers who claim their voice communications products comply with published standards actually do comply. As we look to the future, we need to remind ourselves that it is only through these sorts of partnerships that we can truly achieve interoperability. We each have a part in driving technology progress. The Federal Government needs to develop grant programs to help localities purchase new technology; accelerate standards development; and develop tools to help localities use new technologies. Emergency response agencies need to educate industry on practitioner needs, and need to strengthen existing communications systems. As new technologies are developed – and as policy and protocols that address interoperability are revised – local and state governments need to develop statewide plans with elasticity to adapt to emerging technologies and protocols. Finally, industry needs to comply with standards, support the system of systems approach, and align technology solutions with the requirements of responders in the field. OIC looks forward to continuing to work with industry in equipping emergency responders with the technologies they need to advance interoperability progress.

SAN DIEGO WILDFIRES By Jeff Berend, FireRescue Magazine

Southern California is burning: Do you know where your staff is? Those were the kinds of questions that were top of mind October 21, 2007, when the wildfires began ravaging San Diego, where the Elsevier Public Safety office is located. Similar to other FEMSA member companies affected by the fires, the first thing you worry about is your people.

Advertising Director, was the most in danger at the house she and then-fiancee Jim Swartzwelder (Kochek) share in Ramona. At one point, the house was surrounded on three sides by fire, but Jim was stuck in Rancho Bernardo and unable to return to Ramona, where he had a personal arsenal of hose and nozzles at the ready. Sheri was hold up in the house, and could only watch the news, drink boiled or bottled water and, of course…talk on the phone! We all got regular reports from Sheri (I’m sure many of you did too). As a side note, Sheri and Jim were married November 16 at the Hawaii Fire Chiefs conference on Oahu. (I’m not sure whether they amended the vows: “in sickness and health, wildfires and mudslides….”)

By the end, about 15% of our staff was forced to evacuate their homes, but no one within our group suffered direct injuries or losses. But, like any major disaster, everyone was affected in some way. During the fires, our office was shut down for two days, heeding the request from the mayor to keep the roads clear. We were plenty thankful that we had created a business continuity plan that we could put in place. Our BCP was created originally after 9-11, and we later updated it with lessons learned after the 2003 Cedar Fire. A note to FEMSA member companies: Make sure you have an updated BCP in place, so that your company is as prepared as it can be for any emergency—whether it’s tornado, hurricane, pandemic, etc. One lesson learned for us was to extend the number of senior staff who can lead the BCP. We had several of our senior managers who were unable to get to the office due to the fires. In terms of direct impact, of all our folks, Sheri Collins, FireRescue’s

8 || femsa.org || Winter 2008

During the 10-day span until containment, our editors were digging out the stories and lessons learned for inclusion in the January issues of our publications. There were amazing stories from firefighters who, despite being under-resourced and staffed (again), used their lessons learned from the 2003 Cedar Fire to limit the number of deaths, injuries and structures lost. As most of you know, several firefighters were seriously burned in the event. The San Diego Burn Institute, of which I’m a board member, stepped up to help the affected firefighters and their families— especially those seriously burned and treated at the UCSD Burn Center. Meanwhile, the rest of our folks found different ways to help. JEMS Advertising Director Judi Leidiger volunteered at Qualcomm Stadium, where thousands had been evacuated. Her daughter, Kate, 20, worked her first day as an EMT for Rural Metro during the wildfires—meeting both President George Bush and Governor Arnold Swarzenegger during her first day on the job. One San Diego office colleague

from our parent company, Elsevier, lost her apartment and all its possessions. Fundraisers were held in our office and Elsevier offices around the world, helping her to get back on her feet. This kind of effort happened in quiet ways all around San Diego after the fires. In December, some of our staff had the idea of “adopting” for Christmas two fire/EMS families who had lost their homes. We did this for families in New Orleans after Katrina, and it had been a great experience. (In the Katrina experience, the gifts were delivered to the families via fire/EMS crews in emergency vehicles with lights blazing and siren blaring). On December 21, we were able to give toys, presents and gift cards to the families. After evaculating and losing his home in Ramona, Capt. Kelley proceeded to work three days straight fighting the Harris Fire in the border area. Ethan liked the toy fire trucks and helicopter; Brenna wouldn’t let go of the “teddy dog.

Eric Kelley, a 19-year captain out of Station 1 for San Diego FD, and his kids Ethan, 7, and Brenna, 4.

Unfortunately, the truth is that we will continue to have these fires in the Wildland Urban Interface with more frequency in the future. We need to make sure our firefighters have the apparatus, tools and resources they need to get the job done. The FEMSA/FAMA GAC and other initiatives will go a long way to help achieve those objectives and protect our communities. It meant a lot during the fires to know that so many FEMSA and FAMA companies were assisting the firefighters in the battle, and the personal concern so many of you shared via phone and email. Our sincere thanks go out to you. Photo credit for wildfire photos: Courtesy San Diego Fire Dept.

2007 EDWARD H. MCCORMACK, JR. SPIRIT OF EXCELLENCE AWARD By Karen Burnham

On October 5, 2007, at the joint meeting of FEMSA and FAMA in Monterey, CA, Sean Carroll, Director of Government Affairs for the Congressional Fire Services Institute (CFSI) was presented one of two 2007 Edward H. McCormack, Jr. Spirit of Excellence Awards. The second recipient was announced at that time: Charlie Dickinson, Deputy Assistant Administrator of the U.S. Fire Administration/FEMA. Mr. Dickinson was unable to attend the meeting; his award was presented at a later date. The Edward H. McCormack, Jr. Spirit of Excellence Award was initiated in 2006 by the FAMA/FEMSA Governmental Affairs Committee (GAC), to celebrate Mr. McCormack’s 40 years of dedication to the American Fire Service through training and education. Of his many accomplishments, one of his proudest was his charge to pass legislation that led to the creation of the Massachusetts Fire Training Academy in the mid 1960s. Through that effort, he learned very quickly about politics, the importance of working behind the scenes with appropriate stakehold-

ers, and soon became one of the most respected fire service advocates in the country. In 1974, he was one of the writers of legislation that created the United States Fire Administration and the National Fire Academy. “Big Ed” McCormack, who died in April 2006, was a man ahead of his time who had extraordinary vision … in spirit, action and deed. For his leadership through service to others, compassion for his fellow man, and his perseverance, he was truly a beacon in the heart of the American Fire Service. Sean Carroll … As Director of Government Affairs for CFSI, Sean has done outstanding work in galvanizing fire service support for a myriad of legislative issues. For over four years, Sean has worked tirelessly on the Hometown Heroes legislation, first on convincing Congress to pass the legislation and for the past three years to encourage the Administration to implement changes to the program as mandated by Congress. No other individual has put forth the time and effort as Sean has to ensure that family members receive the benefits to which they are entitled under the Hometown Heroes legislation. Sean also has played a pivotal role on funding for the Assistance to Firefighters Grant program, bringing together the major organizations -including FAMA and FEMSA -- to reach agreement on budget figures for this program. When industry has raised concerns about the process for awarding grants, specifically with delays, Sean has been the one contacting DHS to address these issues and allay the concerns of the fire service industry. Sean’s main fault is his own modestly and humility. Not one to selfpromote, he goes about his work thinking first and foremost about the firefighters who put their lives on the line. Few outside of our circle know of him, but so many firefighters and industry leaders have truly benefited from his work. Charlie Dickinson … Chief Dickinson was appointed to his current position as Deputy Assistant Administrator by Pres. Bush, in April of 2002. As the Deputy Assist. Administrator, Chief Dickinson manages all day-to-day operations of the USFA’s National Emergency Training Center (NETC) facility and oversees all projects and programs of the USFA. Throughout that time, he has become a strong advocate for the emergency services and a great friend and advocate for FEMSA and FAMA.

Throughout his 44-year fire service career, Chief Dickinson has served on numerous committees and projects for the International Association of Fire Chiefs (IAFC) and the National Fire Protection Association (NFPA) and other national organizations. Charlie has also been a frequent instructor of the Command and Control Curriculum at USFA’s National Fire Academy. Chief Dickinson continues to volunteer his time by working with the National Fallen Firefighters Foundation (NFFF) to remember fallen firefighters and supporting fundraising efforts. [The FAMA/FEMSA GAC thanks VisionMark for its contribution and design of the beautifully inscribed crystal awards.]

U.S. CENSUS BUREAU INFORMATION Starting December 17, more than 4 million American businesses, including 200,000 manufacturers, received 2007 Economic Census forms. Many of those businesses may not recall the last census 5 years ago, and the form may come as a surprise. They may not realize how important their timely and accurate responses are to effective public policy, to their industry, or to our association. The Web site business.census.gov tells you about the Economic Census, and provides statistics you can use to assess and grow your business operations. Added to the site are graphic “Industry Snapshots” for more than 1,000 industries. Economic Census forms are due February 12. If you need more information about the 2007 Economic Census, or would like to arrange an interview, please contact Robert Marske, Laurie Torene, or Paul Zeisset at 1-877-7901876, or e-mail econ2007@census. gov We hope this information will be helpful to you.

COMMON THREADS By Janet Wilmoth, Director At the FEMSA meeting in October, a couple caucus groups requested more time in the annual meeting to network with other members. In response to that request, and prior to the next meeting, another way to connect with others was to find out a member’s hobby or interests. We decided to ask FEMSA members what they do to DEstress. So, to introduce this idea and kick things off, we turned to the FEMSA Board of Directors to find out what they did when they wanted to leave work behind. Ever punctual, FEMSA Board President Giff Swayne [Holmatro] was the first one to respond with his favorite kick-back: “Since my kids are grown and gone I have much more ‘me’ time. While the boys were still home, most of my spare time was spent going to water polo games since they both played on the same team,” wrote Giff. “These days I spend a lot of time playing guitars, I own about twelve of them. I play all sort of stuff but lately it has been mostly acoustic. By the way I am not

in the winter and water ski in the summer.” Snow-skiing since his early teens, Roger and his family enjoy skiing at A-Basin. “It’s up near the Continental Divide and it gets lots of snow. Frequently we can ski in shirt sleeves late in the season, April, May and even June.” Roger recommends people consider Steamboat and Telluride, “They are less populated than the larger areas. Everybody favors powder when you can get it, but personally, I like bumps—moguls— the deeper the better!”

Melinda Freeman’s Mustang

A little know fact about FEMSA’s Treasurer Melinda Freeman (Class 1/IDEX) is that Melinda and her Mustang, “Scooter,” are part of the Mustang Rally every January at Silver Springs, Florida, amusement park. “My dream is to be part of the pony trek over to Cedar Key the day before, but my work life always seems to intrude - drat that day job!” Melinda wrote. “With over 1300 Mustangs and vintage Fords in the park it is a must-see experience and well worth the sweat and elbow grease to proudly display my baby. This will be our fourth year and we are part of a group of Florida Mustang owners. We started out mostly with 1966 convertibles (okay there is one fastback in the group) and now represent every decade Giff’s Atlantic Salmon starting with 1964-1/2 up to current, includvery good, but I have fun anyway! “I ing an Indy Pace Car.” also like to fly fish, in fact I like all sorts “While in Brazil, I was proud to atof fishing, but fly fishing is my favorite. tend a Mustang owners’ club meeting where Here is a picture of one of many Atlanthey meet and drive the open road. You tic Salmon I caught on a trip to Iceland.” should see the stares on the highway when a group of ponies is hot to trot. Due to price of spare parts, Brazil’s [club] are 1995-andnewer while we in the USA are aficionados of the original muscle cars and many a hood is popped so we can oohh over the V-8 engines.” Our most recent additions to the FEMSA Board, Dan Farster (Red Head Brass) and Doug Bonney (Kochek ComDan Reese FAMA Fishing Trip pany) also promptly responded. Dan Farster FEMSA Vice President Dan Re- wrote that he is an avid reader and spends ese [Akron Brass] is another angler. “My a lot of time reading. (You need to ask hobbies are fishing and being with my Dan what he’s read most recently!) Doug family. The latest fishing photo I have Bonney wrote, I enjoy fishing, golfing, and was from the FAMA trip this spring, but spending time with my girls. All of this constiskis: downhill or water. “Being from tutes a very busy life,” wrote Doug. “I hope Colorado, it’s almost mandatory. I ski this is enough to keep you from getting

too creative...” [Well, the Board was threatened if they didn’t respond by the deadline, we would make up something about what they do to de-stress.] We heard from FEMSA Board Member Garey Cozad. Garey wrote, “Easily the most de-stressing activity for me is to spend time with my 10-year old son, Taylor. In particular we like to go boating. No matter what is going on, life is very simple to him and all about fun. He helps me to un-clutter my head of unimportant things and more importantly, he makes me laugh.” Past the deadline, but at least responding, Board Member John Granby (Lion Apparel) wrote, “As to how I relax, well...I read a bit, watch movies, love to travel (nonbusiness) and go to places that have nice, warm breezes, beaches and the

Driving is great think-time and sitting in front of the fireplace reading and writing is nirvana. Since we didn’t hear from some Board members (or Karen Burnham!), we can only assume they don’t need to de-stress, I’ll give them a chance to tell us for the next FEMSA newsletter— along with a random selection of our FEMSA members. FEMSA “News” – 2007 Annual Meeting Recap By Karen Burnham

In my now 10 years working with FEMSA, I have grown to realize the “why’s”, the “who’s”, the “what for’s”, and the “what’s in it for me” of the organization, and it all culminates at one very important time each year … the FEMSA Annual Meeting. The Board of Directors and Committees, comprised of FEMSA member- volunteers, work tirelessly from the time one annual meeting ends, to the day the next annual meeting begins, to bring you what you asked for. When an annual meeting ends, the comments, suggestions and recommendations offered either during the meeting or through meeting surveys are collected, review and digested. From those comments, the Board and Committees start working immediately to design an annual meeting for the next year that addresses the concerns and desires of the membership. “WHY”? Because FEMSA is all about you. “WHO”? The Board and Committees voluntarily share their expertise and time for all members – and let’s not forget the generosity of our meeting sponsors … Fire Engineering Magazine (Hospitality Suite), Firehouse Magazine and Events (Coffee Breaks), FireRescue Magazine Group (Breakfasts), Fire Chief Magazine (Business Speaker), and VisionMark (Awards). “WHAT FOR”? Because it’s important to you and our industry… “WHAT’S IN IT FOR ME”? Whatever you make of it. If you’re not getting what you want, it’s because you’re not there. If you do not attend the meeting, there’s no way for the Board and Committees to know what’s important to you. It’s your job to make that known. Okay … off my soapbox! For those members who missed the 2007 annual meeting in Monterey, CA, we can summarize it simply by sharing the results of the meeting survey responses: • Biggest hurdle to overcome to be able to attend: Not surprisingly, “Time” was the #1 answer • Average level of satisfaction from 1 to 5 (5 being the highest score) on the following: a. Pre-meeting notice and information: 5 b. Meeting site location: 4-5 c. Business Meeting: 3-4 d. FEMSA/FAMA Joint Meeting: 4-5 e. Banquet: 4 f. Meeting Room & Breakfast: 4-5 g. “FISH Philosophy” Presentation: 5 h. Caucus “Break-out” Session: 4-5 i. Hotel Room Accommodations: 4-5 j. Overall Experience: 4 • Top suggestions to improve the Annual Meeting: a. Better attendance of all members more members will increase the success of the meeting b. Provide more time to network with other members c. Increase educational content d. Shorten business meeting/reports • Top suggestions on what could be done to improve attendance of members a. Get members who participate to engage more members to attend b. Have a more compelling program to entice member participation c. Contact members who do not attend to determine why d. Awards for the largest caucus group e. Market the meeting earlier

The details of the FEMSA annual business meeting were emailed to all members. Please be sure to review them.In this issue of FEMSA “News” you’ll find basic details on the 2008 Annual Meeting – marketing has begun! The Education Committee has teamed up with the Annual Meeting Planning Committee to “beef up” hot topics of interest. As programs are confirmed, you will hear about them either through email “blasts” or through the upcoming issues of this newsletter. If you attended the 2007 Annual Meeting and are willing to help “recruit” member attendance for the 2008 meeting, send us an email (info@femsa.org) and we’ll add you to “TEAM FEMSA ‘08”! If you didn’t make it in 2007, we encourage you to attend this year’s meeting -- October 8-12, 2008 – at the Hilton El Conquistador, Tucson, Arizona.

CANADIAN FIRE SERVICE: gov. affairs committee

By Bruce Whitehouse Acting upon suggestions made by people inside and outside the industry, the Canadian arm of the GAC has adopted the name CANADIAN FIRE SERVICE:governmental affairs committee (CFS:gac). A logo has been developed and will start appearing on documents as soon as the appropriate artwork files are complete. The “Canadianized” version of the GAC name is intended to help provide a frame of reference so that legislators, and others outside our industry, can easily make the connection to the Fire Service. The committee now includes members of FAMA and FEMSA plus representatives from both the Manitoba and Ontario Fire Chiefs’ Associations. In addition, we have received letters of support from the Manitoba Chiefs and the Maritime Chiefs (representing Nova Scotia, New Brunswick, Newfoundland and Prince Edward Island). The “10 Most Important Facts” brochure published by the GAC for the US Fire Service is being used as a model for our first major initiative - supporting the Ontario Association of Fire Chiefs (OAFC) in preparing a survey to collect information that will be used as the basis for an Ontario version of the same name. Once the information is collected and organized for Ontario, Canada’s most populous province and one that employs about 25% of the municipal fire fighters in the nation, the format will be used for a Canada-wide publication of the “10 Most Important Facts”. A proposed budget and an application for research funding have been submitted to the FAMA and FEMSA Boards to support collecting the information above. Additional projects for 2008 include an information session to be held in conjunction with the OAFC’s annual trade show in April - Canada’s largest Fire Service training and exhibit opportunity - and further efforts to help fire service associations build awareness at various levels of government. The CFS:GAC specifically is looking for additional members to help represent the West and the Northern regions of Canada. CONGRESS PASSES FISCAL YEAR 2008 OMNIBUS APPROPRIATIONS BILL; INCREASES FUNDING FOR FIRE GRANTS AND SAFER

By Sean Carroll On Wednesday, December 19th, the House of Representatives approved H.R. 2674, the Consolidated Appropriations Act of 2008. The legislation is a substitute amendment to the State, Foreign Operations, and Related Programs Appropriation Act and is an omnibus spending package containing the eleven Fiscal Year 2008 appropriations bills Congress had not passed earlier in the year. The spending package includes funding for the Department of Homeland Security, including the Assistance to Firefighters Grant Program (FIRE Grant). Several programs of significance to the fire service, including the FIRE Grant and the Staffing for Adequate Fire and Emergency Response (SAFER) Grant, received increases beyond the appropriated levels of previous years. Congress also rebuffed the Administration’s proposed cuts to these programs by funding them at levels significantly above the President’s budget proposal. Congress appropriated $560 million for the FIRE Grant program—a $13 million increase over the Fiscal Year 2007 appropriation and nearly double the Administration’s $300 million request. The SAFER Grant is funded at $190 million. In Fiscal Year 2007, SAFER was funded at $115 million. The Administration recommended eliminating the program in the President’s Fiscal Year 2008 budget proposal. The spending package will now be sent to the White House for the President’s signature. The President is expected to approve the measure.

BODY FOR LIFE CHAllenge By Jonathan Weigand (AMKUS)

One of the proudest achievements of my entire life was being chosen the 2004 EAS “Body For Life” Grand Champion for men age 18-25. This victory came as the result of hard work and desire that I had never previously demonstrated toward anything in my life. This victory changed my life and it is something that I am very proud of to this day. While getting oneself in shape is not easy, maintaining good nutrition and exercise habits is even harder. This is especially the case when one has a busy schedule. I would like to take a moment to share my experiences from the Body For Life challenge, as well as share some advice on how those who are constantly busy and traveling can incorporate good nutrition and exercise habits into their lives. My decision to try the 2004 EAS “Body For Life” challenge came as a result of the potential reward of over $100,000 in cash and prizes. I felt the challenge was something that I could be successful at because of my athletic background. I always had the ability to train very hard and to get myself into good shape for whatever sport I was playing. The opportunity to try this challenge came at a very difficult point in my life. I had been very sick with mono a year earlier, and was still recovering from that. I was sick at least once every month in the year following mono. Due to this, I was not able to hold down a job. I was just about totally out of money. There were some times when I wondered just how I would be able to pay my bills. Also, my body had deteriorated very badly. I gained a tremendous amount of weight and lost all of the conditioning and athleticism I had worked so hard to attain during my teenage years. I felt this was the opportunity I needed to get myself back on the right track. I made up my mind that I was going to win this challenge no matter what! I was NOT going to take no for an answer! My resolve to win no matter what was tested immediately. My body was no longer able to handle difficult workouts with ease and the first week

14 || femsa.org || Winter 2008

of the 12-week challenge was just brutal! I frequently became sick following hard workouts! I had to adjust to a totally different lifestyle than I had become accustomed to. I was used to living on fast food, ice cream and candy. All of that had to be eliminated for the 12-week challenge period. I focused on eating more protein, more fruits and vegetables and eliminating red meat in favor of chicken and fish. I also adhered to a strict program of utilizing natural supplements to improve my fitness. Prior to beginning the challenge, I planned every meal and workout for the

86-day challenge period, which lasted from April 30 to July 24, 2004. Virtually, every second of my day was mapped out, and I did all I could to follow my plan. Having this blueprint helped me stay focused throughout the 12 weeks. Another thing I did that I found to be helpful was to keep a journal of my activities leading up to and throughout the challenge period. Every day from November 21, 2003 until July 24, 2004 I kept a journal of the workouts I did, how I felt during them, and how I was feeling about other things going on in my life at the time. To this day, I really enjoy reading that journal! At the bottom of every page, I wrote “Jon Weigand 2004 EAS Body For Life Grand Champion”. That was to reinforce my commitment to win this challenge. Anything less would be a failure. I never wavered in my

belief that I would win. I was chosen as the winner in my division for the 4-week “Jumpstart” competition. The prize was over $13,000 in cash and prizes. That was great, but it was not my goal. I continued on and completed my 12 weeks. No matter what happened I was certain that I had given the best performance of my entire life. We were told by EAS that we would receive notification of victory no later than January 1, 2005. That day came and went and I heard nothing. I figured I had lost, but to my surprise, I received a call on January 11, 2005 telling me that I had been chosen as a Grand Champion for the Body For Life challenge! This meant over $40,000 in cash and prizes. I received a lot of attention in Hawaii following my victory. There were two newspaper articles written, and I was interviewed on a morning news show in Honolulu. My fellow grand champions and I were invited to visit the EAS headquarters in Denver, CO and be officially honored as champions. These experiences were great, but what sticks out in my mind the most is that I persevered through everything that happened to me during the challenge. It felt great knowing that I really did not take no for an answer! That is a feeling that nobody can ever take away! I have two pieces of advice for those who wish to get in shape or maintain their fitness despite having a busy schedule: 1. PLAN AHEAD! I cannot stress that enough! If you do not plan ahead, it will be much more difficult to resist eating unhealthy food while on the road, and to hit that snooze alarm in the morning instead of getting up for a workout. Make it a point to map out what you plan to eat and when you plan to exercise on every trip. Meal replacement bars and ready-to-drink shakes provide a good source of balanced nutrition and are just as convenient as stopping off at that McDonalds in the airport terminal. These companies have been able to produce much better-

BODY FOR LIFe challenge (continued) tasting versions of meal replacement bars and shakes in recent years. I remember a protein shake I tried back in 2000. It was so disgusting that I could not physically keep a straight face when drinking it! So, if you have tried these items in the past and were scared off by the awful taste, it’s okay to come back! However, if you DO forget to bring a healthy meal with you, don’t panic. As a reaction to an increasingly healthconscious America, even fast food retailers have come out with healthier menu choices. Virtually every fast-food restaurant offers these healthier alternatives. The nutrition facts for these and all foods are often available in a book or pamphlet at the restaurant, and if not there, certainly on the company website. This is a valuable resource in assuring that we make good nutrition choices, because often the foods that appear to be the healthiest are not! Finding time to exercise on business trips can be very difficult due to busy schedules and high stress. However, we can make good use of the facilities at our hotel. Most hotels have some sort of fitness center located in them. Even if the fitness center is very small, it still provides what we need to get a decent workout in before or after our workday. Getting the day off to a good start with a 30-40 minute workout will give us more energy, which is something all business travelers need! If we feel we don’t even have that much time, how about starting the day off with the workout and then grabbing a meal replacement bar or drink in lieu of sitting down for breakfast? I have found that regularly exercising while on business trips keeps me feeling good and also reduces stress and tension that may build up. The better we feel, the more productive we are. We will also be more pleasant to our workmates. 2. WHY???? Okay, that is not exactly advice. However, asking and answering this question is the most important step toward getting in shape and maintaining a high level of health and fitness. I must have asked myself this question a thousand times when I was going through the “Body For Life” challenge, and without this question, I would not have achieved my goal. Before you begin a program of fitness, ask yourself why this is important to you. “Why do I want to do this? What is my motivation?” Keep asking yourselves these questions throughout your fitness journey. Constantly meditate on why this is so important to you. The reason the BFL challenge was so important

to me is that I needed the money and needed to get my fitness back. But my reasons will not work for you. You need to have your own motivation. Perhaps it is the desire to look and feel younger. Maybe you want to do your best to be sure that you will be there for your children and even grandchildren’s lives. Perhaps you already have experienced serious health problems and have been told by a doctor that it is essential to begin exercising and sticking to a healthy diet. These are just examples, but whatever the reason is, fix that reason and its importance firmly in your mind. Do so even before beginning a fitness program. It is essential to make this deeply personal commitment before beginning a fitness program. Without real and meaningful reasons, it will be nearly impossible to stick to a fitness program on a busy schedule. I was one of the few privileged to be chosen by EAS as a Grand Champion. To me, the “Body For Life” challenge brought cash and prizes, as well as media attention. For thousands of others every year, the challenge brings something far more long-lasting: a blueprint for making lifestyle changes in the areas of exercise and nutrition. To find out more about the “Body For Life” challenge, as well as the “Body For Life” program, please visit www.bfl.com. I look forward to seeing all of you as soon as possible and best wishes in all your fitness-related endeavors! About Jonathan Weigand: My name is Jonathan Weigand. NVFC Robert T. Bettenhausen is the recipient of the National Volunteer Fire Council’s (NVFC) 2007 Lifetime Achievement Award. This prestigious national award, which is sponsored by Scott Health and Safety, is given annually to recognize a volunteer firefighter whose remarkable achievements in the fire service and community exemplifies outstanding performance. Bettenhausen was honored at an award ceremony on October 26, during the Fall Meeting of the NVFC’s Board of Directors. [November 30, 2007] – The National Volunteer Fire Council (NVFC) received a $389,000 grant from the Dunkin’ Brands Community Foundation to support its National Junior Firefighter Program. The NVFC was one of three organizations to receive a grant from the Foundation this year. The grant was announced at an event at the Dunkin’ Brands headquarters in Boston on November 30. NVFC’s Executive Director Heather Schafer, Massachusetts Director Mike Bird, and Massachusetts Alternate Joe Maruca attended the event. “We are thrilled to be among the recipients of the Dunkin’ Brands Community Foundation grants,” said Heather Schafer, Executive Director of the NVFC, as she spoke at the event. “The National Junior Firefighter Program is an important recruitment tool for departments, and it is a great way to introduce youth to the fire service and strengthen community preparedness. With this grant, we can expand the program in many exciting ways. We look forward to working with the Foundation to involve even more communities in this effort.” In total this year, the Dunkin’ Brands Community Foundation awarded more than $700,000 in grants to help emergency response organizations better serve the nation’s communities. In addition to the NVFC, grants were awarded to America’s Second Harvest, the largest network of food banks in the

nation, and the Leary Firefighters Foundation. “The Dunkin’ Brands Community Foundation exists to serve an often overlooked goal – supporting emergency responders before a crisis arises,” said Stephan Shelton, chairman of the Dunkin’ Brands Community Foundation and a franchisee of both Dunkin’ Donuts and Baskin-Robbins. “These grants will greatly assist three important organizations to build the talent and infrastructure they need to support our communities when they need them the most.” The NVFC launched the National Junior Firefighter Program in July. The grant will support database/web site development, program promotion, an annual award, scholarships to junior firefighters, and more. FEMSA MEMBER NEWS Streamlight [November 28, 2007] Streamlight® is adding 75,000 square feet in space to its Eagleville headquarters facility in response to growing demand for its products. The building addition project began in October and is expected to be completed in May 2008, bringing the company’s total plant size to 165,000 square feet. The new addition will add 55,000 square feet to the company’s existing 70,000 square-foot manufacturing space, a 75 percent increase. At the same time, the company is doubling the size of its headquarters office and engineering facility with an additional 20,000 square-feet of office space. “With our long history and solid reputation for making tough, durable, long-lasting flashlights, and with our many advances in lighting technology, we’re continuing to experience very positive sales growth among professional and consumer users alike,” said Brad Penney, President and Chief Executive Officer of Streamlight. “This dynamic growth has led to the need for more space to accommodate our administrative, research and development and manufacturing needs, and to house the additional employees we have hired in recent years to keep pace with this growth.” Streamlight built its existing facility in 2001, consolidating two former locations in East and West Norriton into one headquarters and manufacturing operation that housed 100 employees. The company today has some 170 employees. Tule Fog Productions

VisionMark [December 3, 2007] VisionMark, Inc. is to announce the sale of its Recognition Division, effective today, to a group of investors led by Joe Rudy, the current Vice President and General Manager of the Division. Our long-term strategic plan has always included an independent Recognition Division, physically separated from our Engineered Graphics business, and operated independently. While we worked toward that goal the strategic differences between the Industrial and Recognition divisions continued to widen, and both divisions continued to grow. This growth also created space constraints in our current Sidney facility. These changes, and the pressing need to respond to them drove our decision to reach an agreement with this group. This decision, and the sale of the Division, will have no immediate effect on our Engineered Graphics business. However, this will allow us to continue our investments and growth in our core business. With the support of many of us here at VisionMark, investors developed the plan and assembled the resources necessary to make Recognition an independent and successful company. The new business will devote its efforts solely to the growth of the Recognition business by satisfying their unique clients. The experience and prior success of the employees involved in the strategic planning for the acquisition demonstrates their capabilities to lead this business in the future. We believe they will accomplish even more as an independent company. For an interim period, the new company will continue to operate as VisionMark Recognition, and remain in their current location. Early in the New Year, they will relocate to more suitable facilities in Sidney. All of us wish VisionMark Recognition well in their new adventure. We look forward to watching their success.

W.S. Darley & Co. [December 1, 2007] W.S. Darley & Co. has purchased a new headquarters in Itasca, IL. The new facility is over 40,000 sq feet and is located about 10 minutes from their current headquarters in Melrose Park, IL. According to company president Paul C. Darley, “We have been our current building for almost 50 years. Our business is growing, and this new state-of-the-art facility has almost double the amount of space that we currently have in Melrose Park headquarters. This new building also better reflects our corporate image as we move into our next 100 years of business. It will allow us to continue to expand our business to better serve the needs of our growing customer base.” Darley is currently making some improvements to the building and will move into the new facility in January, 2008. The new building is located at 325 Spring Lake Drive in Itasca, IL 60143. All telephone numbers will remain unchanged. Western Fire Chiefs Association [December 8, 2007] The Western Fire Chiefs Association (WFCA) is proud to be a new member of the FEMSA family. WFCA has been providing services to its members for 115 years, and is pleased to announce the expansion of one of its most successful programs – The Daily Dispatch. The Daily Dispatch (www.dailydispatch.com) provides daily fire service news by email. While this program started as a service to WFCA members, WFCA recently completed the expansion of this program to include partnerships with all U.S. Divisions of the International Association of Fire Chiefs. These partnerships allow for state and regionally specific news along with news of national interest, announcements and advertisements to be distributed daily for maximum benefit for each division. “This expansion means we have a truly effective national communication tool for our members and all fire service partners who have chosen to participate,” says Chief Ed Wilson, President, WFCA.
