All FEMSA members should be planning to attend this year's Annual Meeting, October 8 - 12 at the Sheraton Fisherman's Wharf, in San Francisco, California.

This year's meeting will be jam packed with meaningful content. A review of FEMSA's activities on The Hill and in the industry and our annual business meeting will start things off on Thursday morning (Oct. 9th); once that is completed, we will begin with an exciting new feature - CAUCUS MEETINGS. Thursday afternoon has been dedicated to Caucus Meetings. Based on the success of last year's breakout sessions, the Board has designated time for member companies with common interests to meet together in a structured and moderated environment to discuss relevant business issues. The Caucus groups will represent areas such as Personal Protective Equipment, Rescue Equipment, Agent Delivery, Services & Distribution, Marketing & Publications, and Apparatus & Capital Equipment. A Board member will moderate each group to keep the discussion moving, and ensure that Antitrust Compliance Guidelines are followed. As we get closer to the meeting date, your group's Board liaison will contact you to assemble a topics list of interest to you and your competitors.

Friday's sessions will center around our work on Capitol Hill and will include some very important guest speakers. Currently scheduled to address us are USFA Administrator David Paulison, Congressman Cox who heads the Congressional Committee on Homeland Defense and a special presentation of the first annual FEMSA Fire Service Excellence Award. In addition we are planning to have nationally renowned speaker, Marty Grunder, speak to us on issues of balancing business and family in these increasingly demanding times.

On Saturday morning, the Board is planning some special activities in concert with Fleet Week in San Francisco Bay. A more detailed schedule will be sent to all members in the very near future.

PRESIDENT’S MESSAGE & NEW MEMBERS President’s Message from Jerry Halpin As I write these first few lines, the opportunity to look out my office window and not see rain, brings a certain relief I felt in the middle of this past winter. If you live in the mid west or on the East Coast, you know well what I am speaking of.

Never fear, while you read this, summer has arrived!

Not at all like the weather (unpredictable), FEMSA has seen its year unfold with opportunities recognized and taken advantage of. The continuing occupation of the country with a, now past, war and vigilance at home for security, FEMSA continues to promote and be promoted as a useful resource to agencies throughout the country with expertise in fire protection and emergency services.

I am certain you all had major success at the Indianapolis trade show, and I hope that success will translate into long term business development. At the show you should have received your first copy of the FEMSA "Core Competency" CD. In addition, all the information provided on the CD, to FEMSA, is listed on the web site for review, use and updating. This CD represents a tremendous amount of time, effort, and money, expended by the board and others to promote membership interests throughout the world. As part of FEMSA's strategic plan, this CD will have far reaching impact on those who most need to know who we are and what we do. Please provide as much feedback as you can and look for further developments with the "Core Competency" CD as the year continues to unfold.

This year, as in the past, the board and many members attended the Congressional Fire Services Institute dinner in Washington. I must tell you our presence as a group was not only greater in number than ever before, but recognized by the political powers that be. The board and many contributing members are having an impact on the political scene, small though it may be. This effort gives FEMSA member companies an opportunity to impact their future at a level never available before. Your board will continue to develop this path and ask for your assistance whenever possible.

The path our strategic plan outlines continues to be forged and followed. With the second half of the year coming this summer, I ask all of you to take the opportunity to plan and attend the annual meeting in San Francisco in October. A combination of programs, speakers, and industry interaction make this year a must see. Oh! By the way, it will be FLEET WEEK when we are there. Look for some interesting things to come of that. Look on the web site and in the mail for meeting registration information.

Memories from this year’s CFSI Annual Dinner

by Sean Carroll, CFSI Legislative Director On Wednesday, April 30th, the Congressional Fire Services Institute (CFSI) hosted the 15th Annual Fire and Emergency Services Dinner. The dinner, held at the Washington Hilton and Towers, was a resounding success, attended by nearly two thousand firefighters, fire and emergency services leaders, members of Congress, and administration officials.

Throughout the day, CFSI held educational seminars on Capitol Hill and attendees were encouraged to meet with their members of Congress. The seminars covered a range of topics, from fire prevention issues and interoperable communications, to EMS. Several roundtable discussions were held and included members of Congress, administration officials from the new Department of Homeland Security, and the United States Fire Administration.

The seminars largely focused on the theme of this year's dinner, "Securing Our Homeland."

Senator John McCain (AZ), Chairman of the Congressional Fire Caucus, gave the opening remarks at the dinner.

Other speakers included Congressman Curt Weldon (PA), founder of the Congressional Fire Services Caucus, Senator Joseph Biden (DE), Congressman Steny Hoyer (MD), Congressman Sherwood Boehlert (NY), and Congressman Rob Andrews (NJ), all of whom are co-chairs of the Congressional Fire Caucus.

Congressman James Walsh (NY) received the CFSI Legislator of the Year Award for his tireless work to preserve the Assistance to Firefighters Grant Program.

The CFSI/Motorola Mason Lankford Fire Service Leadership Award was presented to Chief Dennis Compton of Mesa, Arizona. Active both nationally and at the state level, Chief Compton serves on the executive board of the International Fire Service Training Association, as a board member of the National Fire Protection Association and immediate past chair of the CFSI National Advisory Committee. Chief Compton retired last year as Chief of the Mesa Fire Department. He has served for over 32 years in the fire service -- 27 years with the Phoenix Fire Department and five years as the Mesa chief. In recognition for his contributions in the state of Arizona, he was selected a charter member of the Arizona Fire Service Hall of Fame.

ilies of our nation's fallen heroes, and to Lt. Bruce Young of the Palm Beach County Fire and Rescue Department.

Lt. Young received the Safety Education Hero Award, presented by the Home Safety Council.

The keynote speaker was Secretary Tom Ridge. Secretary Ridge, head of the newly created Department of Homeland Security, addressed many of the concerns that face our nation's firefighters, including recent questions regarding the fate of the Assistance to Firefighters (FIRE) Grant Program, cancellation of classes at the National Fire Academy, and the elimination of the position of United States Fire Administrator. Secretary Ridge was met by applause as he spoke of the Department's strong support for the FIRE Grant and said, "the President of the United States is committed to the continuation of the program."

Secretary Ridge went on to talk about the importance of training and the National Fire Academy. The Secretary said he was committed to reinstating classes that were recently cut at the Academy. The Secretary stated his belief that the position of U.S. Fire Administrator should be reinstated and that it should be a Presidential appointment. The Fire Administrator position was inadvertently eliminated with the passage of the Homeland Security Act (PL 107-296; sec. 1513).

Secretary Ridge ended his speech by saying, "When we take good care of our firefighters, we take good care of our homeland. And when you secure the hometown through your firefighters and others, then the homeland is secure. It's a mission worthy of all of us. And I am confident that together that's the mission we will accomplish."

Following his remarks, Congressman Weldon and Congressman Hoyer presented the Secretary with an axe and a helmet that read "Chief Tom Ridge."

In a meeting organized by the FEMSA Board, FEMSA members had an opportunity to meet with U.S. Fire Administration's Administrator David Paulison during the FDIC in Indianapolis. Mr. Paulison spoke about the changes taking place in the USFA under the new Homeland Defense Department, and he addressed the ongoing issue of "Interoperability" in the fire service. Mr. Paulison reiterated that the USFA and FEMA are committed to improving interoperability in the fire service. He stressed that this issue goes beyond communications and can involve many of the products manufactured by FEMSA member companies. He praised the leadership role that FEMSA has taken concerning interoperability issues, and reaffirmed the strong working relationship between FEMSA and the USFA. After the meeting with Mr. Paulison, a small working group meeting was held with several FEMSA member companies that are involved in the manufacture and sale of high pressure lifting bags. This group is trying to develop a higher degree of interoperability in the equipment they supply. The group agreed to exchange pertinent information concerning fitting types, and to meet again (possibly at Fire Rescue International in Dallas) to move the issue forward.

The Department of Homeland Security: A New Structure for A New Era

he Department of Homeland Security (DHS) represents one of the most sweeping changes to the federal government since 1947 when President Truman merged the War and Navy departments into the Department of Defense. This unprecedented act merges 22 agencies into a single department, restructuring and rethinking the way our country approaches security.

The goal of the department is to help protect our homeland borders, and to help pertinent departments do their jobs better with increased communication, coordination and resources. On January 24, 2003, Tom Ridge, a former Republican governor of Pennsylvania and close friend of President Bush, became the first Secretary of the Department of Homeland Security.

Ridge had been holding a similar position, heading a post 9-11 created White House office to handle domestic security, but the office was falling short of it's mission due to lack of authority and budget. In the wake of criticism over this office, the DHS was conceived and created to focus on protecting the home front.

Probably the most criticized aspect of the new department is a lack of confidence in the government's ability to get the department up and running, while not impacting the "ground level" functions required to protect the country on a day-to-day basis. While some funds have started to flow to local agencies, some complain that additional equipment and terrorism related programs are not as relevant in their areas as other service would be.

"The new Department of Homeland Security, the most significant transformation of the U.S. government in over a half-century, will transform and realign the current confusing patchwork of government activities into a single department. DHS will give state and local officials one primary contact instead of many, an important advantage when it comes to matters related to training, equipment, planning, exercises and other critical homeland security needs. It will manage federal grant programs for enhancing the preparedness of firefighters, police, and emergency medical personnel. DHS will also set standards for activities and equipment.

DHS has Five Major Divisions I.Border and Transportation Security (BTS): BTS will be led by Under Secretary Asa Hutchinson, and is responsible for maintaining the security of our nation's borders and transportation systems. The largest of the Directorates, it will become home to agencies such as the Transportation Security Administration, U.S. Customs Service, the border security functions of the Immigration and Naturalization Service, Animal & Plant Health Inspection Service, and the Federal Law Enforcement Training Center.

II. Emergency Preparedness and Response (EPR): This Directorate, which will be headed up by Under Secretary Mike Brown, ensures that our nation is prepared for, and able to recover from, terrorist attacks and natural disasters.

III. Science and Technology (S & T): Under the direction of Under Secretary Dr. Charles McQueary, this Directorate will coordinate the Department's efforts in research and development, including preparing for and responding to the full range of terrorist threats involving weapons of mass destruction.

Office of State and Local Government Coordination: A truly secure homeland requires close coordination. This office will ensure that close coordination takes place with state and local first responders, emergency services and governments.

IV. Information Analysis and Infrastructure Protection (IAIP): IAIP merges the capability to identify and assess a broad range of intelligence information concerning threats to the homeland under one roof, issue timely warnings, and take appropriate preventive and protective action.

Office of Inspector General: The Office of Inspector General serves as an independent and objective inspection, audit, and investigative body to promote effectiveness, efficiency, and economy in the Department of Homeland Security's programs and operations, and to prevent and detect fraud, abuse, mismanagement, and waste in such programs and operations." V. Management: The Under Secretary of Management Designate, Janet Hale, will be responsible for budget, management and personnel issues in DHS.

Office of Private Sector Liaison: This office will provide the business community a direct line of communication to the Department of Homeland Security. The office will work directly with individual businesses and through trade associations and other nongovernmental organizations to foster dialogue between the Private Sector and the DHS.

It remains to be seen whether the DHS will be able to meet the challenges of protecting our homelands in this precarious day and age. However, whether critic or supporter, we should all be hopeful and optimistic that our nation has found a formula for ensuring preparedness at all levels, and that we will never again have to endure tragedies such as September 11, 2001.

Besides the five Directorates of DHS, several other critical agencies are folding into the new department or being newly created: United States Coast Guard: The Commandant of the Coast Guard will report directly to the Secretary of Homeland Security. However, the USCG will also work closely with the Under Secretary of Border and Transportation Security as well as maintain its existing independent identity as a military service.

Upon declaration of war or when the President so directs, the Coast Guard would operate as an element of the Department of Defense, consistent with existing law.

United States Secret Service: The primary mission of the Secret Service is the protection of the President and other government leaders, as well as security for designated national events. The Secret Service is also the primary agency responsible for protecting U.S. currency from counterfeiters and preventing credit card fraud.

Bureau of Citizenship and Immigration Services: While BTS will be responsible for enforcement of our nation's immigration laws, this bureau will dedicate its full energies to providing efficient immigration services and easing the transition to American citizenship.

These regulations have created a burdensome obstacle for many local first responders as they prepare for future emergencies.

Throughout the entire day Wednesday, literally hundreds of fire chiefs and chief fire officers in class "A" uniforms could be seen in the hallways of House and Senate office buildings as they made their way to see elected representatives.

Many key congressional committees also conducted hearings where IAFC members testified, including the Senate Commerce, Science and Transportation Committee with Senator John McCain (R-AZ), where Chief Bruegman testified on the need to save the FIRE Act and other initiatives. Both the Department of Homeland Security and the President remain committed to the FIRE Act which is evidenced by the President's proposal to provide $500 million in grants in the FY 2004 budget.

• National Fire Academy classes will continue. Ridge said, "Restart the classes, we'll find the money. We need more training for our firefighters, not less, ...and I know this is a high priority."

• The U.S. Fire Administrator must continue to be a Presidential appointment.

"This is something we will work on together," Ridge stated, "It's something I believe in, ...it's critical for (DHS) to understand the everyday challenges and pressures of the firehouse before we make decisions that affect it."

• The fire service will receive a portion of the $1.3 billion in emergency supplemental appropriations which has been earmarked for anti-terrorism planning, equipment and training. Applications went up on the DHS website April 30, and all organizations are encouraged to work through their states to apply for it.

"We will ensure that fire departments receive their funds in a timely manner," stated Ridge.

•An additional $700 million will be released to high threat, high priority cities, with another $165 million made available in the category of Emergency Management Performance Grants, and $60 million for 28 urban search and rescue teams.

• A national incident management system will be developed that emphasizes mutual aid. "We must work together to make sure all 50 states have statewide mutual aid agreements," Ridge said.

Chief Bruegman acknowledged the overwhelmingly positive tone of the day's events, but cautioned that even if all the proposed changes asked for by IAFC members on Wednesday occurs, "we will still only be back where we started, and we will need to persevere on these issues to be sure our needs are fully recognized at the highest levels."

SAFER "LITE" Passes Senate [Washington, D.C., Thursday, May 22, 2003] This afternoon, the Senate adopted an amendment to the defense authorization bill that will establish a program to assist local governments in hiring additional fire fighters. The bill authorizes $3 billion over three years to facilitate the hiring and retention of needed fire fighters to augment-across the nation-safer, more efficient fire service responses to all hazards and risks, including acts of terrorism. The Senate is expected to complete work on the defense authorization bill today. The House has already passed its version, which does not contain the Staffing for Adequate Fire and Emergency Response Firefighters Act (SAFER) provision. Soon the bill will go to a Senate-House conference to negotiate a single bill.

National Advisory Committee Meeting Report

[Washington, DC - May 1, 2003] The meeting was opened by the Chairman, Alan Caldwell, who had very positive comments on the FCC, the Fire Academy and the status of the Fire Administrator who will be appointed by the President.

The administration of the Fire Act Grant Program will be administered by the Office of Defense Preparedness (part of the Border and Transportation Security Directorate) beginning in 2004. This means that the funds will be dispersed from the federal program to the states through their governors. He expressed the need for the authority of this program to be reinstated through FEMA and USFA. Dennis Compton expressed his gratitude for the Mason Langford award.

FEMSA was represented by Kit Cafaro and Jeff Bean. Kit is fund-raising chair and discussed the upcoming Silent Auction at Firehouse in July. The committee is looking for other fund-raising projects. The members were happy to hear that Jeff Bean has joined the committee. Up to now, CFSI depends only on the dinner for funding. They cannot receive any of the grant money they have worked so hard to get.

He is now associated with fire service educational television. ·Alan Caldwell of IAFC was reelected to Chair and Steve Edwards of MFRI was reelected Vice-Chair.

It was a successful and informative day!

CFSI Silent Auction 2003 The Silent Auction for the benefit of CFSI will be held on July 24 at Firehouse Expo in Baltimore. Memorabilia, equipment, TV's, DVDs, VCRs, clothing, etc. are all welcome.

The plans being considered include having raffle items at each donor/exhibitor's booth.

The folks at Firehouse/Cygnus report from their experience that this method increases traffic for the exhibitors and gives them an opportunity to discuss their products with attendees. Details are still being discussed, and we hope our members will repeat their past generosity. CFSI has worked so diligently for the fire service and particularly the FIRE grants. The annual dinner and silent auction are their only fund-raising efforts.

NATIONAL FALLEN FIREFIGHTERS FOUNDATION In 1992, the U.S. Congress created the non-profit National Fallen Firefighters Foundation and directed it to honor and remember America's fallen fire service heroes and provide programs to assist their survivors.

To put it bluntly: manufacturing is at a crossroads. While U.S. manufacturing leads the world in innovation and productivity, it is experiencing the slowest post-recession recovery in decades. It lags behind the rest of the economy and is growing by a sluggish 1.7 percent. That compares with an average 10.2 percent surge in manufacturing output after the previous six recessions.

The loss of two million manufacturing jobs threatens a depletion of the critical skills associated with them. At press time, manufacturing jobs had declined 30 months straight.

Commerce Sec. Don Evans, speaking in Chicago on March 5 at the NAM's National Manufacturing Week trade show, announced a federal initiative to ensure the government does all it can to create conditions that allow manufacturers to maximize their competitiveness and spur growth.

This new initiative will elevate the visibility of manufacturing - and the NAM's pro-growth, pro-manufacturing agenda - to policy-makers and the media.

FireRescue Magazine FireRescue Magazine was honored with the Best Supplement award for a trade publication by the Western Publications Association on April 11th. Each year the WPA honors the best magazines published in the western United States with Maggie awards. This year the WPA received more than 1,700 applications from magazines such as Entrepreneur, PC World and Sunset Magazine.

FIRERESCUE MAGAZINE's November 2002 issue was also honored as a finalist in the Best Cover category for a Trade publication. Homeland Protection Professional Preparedness In mid-April, Scott Baltic, editor of HPP, returned from Plymouth, England, where he attended the 8th annual United Kingdom/United States Fire Service Symposium. At the request of one of the organizers, he gave a brief presentation on the U.S. emergency services since 9-11-01.

In addition, Baltic was one of four panelists discussing "The Media and Crisis Communications" at George Washington University's second annual Homeland Security Symposium. The symposium was held May 1, the day after the 15th annual National Fire & Emergency Services Dinner.

The Trade Show Tax?

TAX SURVEY RESULTS Earlier this year, FEMSA mailed to all members a questionnaire to determine how many members had been assessed by individual states for franchise taxes due to members' participation at out of state trade shows.

The results of the survey are in: 16 companies had been assessed, and 17 responding had not. Based on the total number of responses received, the Board of Directors has determined there was not sufficient interest or need to take additional steps.

The Board thanks the 33 member companies who made the effort and time to respond to this survey.
