PASTORAL LETTER & CHURCH MEETINGS “Are any among you sick? They should call for the elders of the church and have them pray over them, anointing them with oil in the name of the Lord.” (James 1: 14 NRSV). Luke was an associate of St Paul; he wrote St Luke’s Gospel and the Acts of the Apostles, and was described by St Paul as “Luke, the beloved physician” (Colossians 4:14). Luke is regarded as the patron saint of doctors, and it has been a long standing custom of the Church to pray for medical missions on and around St Luke’s day. Thinking of St Luke turned my thoughts towards the relationship between the Christian Faith and medical matters. We know of patients, expected by the rules of medical science to succumb, who recover. The recent beatification of the late Cardinal Newman in the Roman Catholic Church had Church officials seeking an incident of miraculous healing which could be attributed to intercessions invoking the prayers of the late Cardinal. Jesus healed the sick, and called his twelve disciples together and “gave them power and authority over all demons and to cure diseases. He sent them
out to proclaim the kingdom of God and to heal” (Luke 9:1-2). The history of the early Church after Jesus’s ascension into heaven and the coming of the Holy Spirit upon the disciples to empower them for their work, is told by St Luke in his Acts of the Apostles and the third, fourth and fifth chapters of Acts tell of the work of the Apostles healing the sick who were bought to them in great numbers. As St Luke writes: “A great number of people would also gather from the towns around Jerusalem, bringing the sick and those tormented by unclean spirits and they were all cured.” (Acts 5:16). The Church, from the earliest times, has been closely connected with the work of healing and oil has played a part in that work: St Mark’s Gospel notes that: “They cast out many demons and anointed with oil many who were sick and cured them.” (Mark 6:13). By the time James wrote his letter, the ministry of anointing had become an established part of the Church’s ministry, and was exercised by the “Elders of the Church”. In modern practice, the priest makes the sign of the cross on the sufferer's forehead with prayers for blessing, recovery or

for death to come easily. The advances in modern medicine mean that some people see death as a sort of “failure”, nothing could be further from the truth: our whole purpose of our life here on earth is to prepare for our earthly death and our entry into heaven. Sometimes people almost seem to need “permission” to relax into God’s loving care and to give up the struggle for life – the sacrament of anointing can often provide that release. The ministry of healing is primarily a ministry of prayer and care, we all need the support of our friends praying for us. Faith is what St Paul called “living in the Spirit”, and discovering inner resources to meet our need. Hospitals have chaplains and they are happy to visit and support everyone in hospital, but if you want your own priest or minister to visit or to pray for you, you do need to tell him or her that you are ill or are in hospital.

ExTRACTS FRoM THE MINuTES oF THE MEETING oF 3RD SEPTEMBER 2012 oF KEITH CoMMuNITy CouNCIL 3. POLICE MATTERS Since the last meeting there have been 77 recorded crimes:29 dishonesty crimes including several house thefts. 20 road traffic offences which were detected by patrolling officers. The Pavilion at Fife Park – there have been break-ins there and also youths are persistently climbing on top of the roof. The Community Warden will have to be notified. Council staff from Parks department will be asked if anything can be done about this. ACTION – TR AND JM. Residents need to come forward with more information especially with the recent spate of burglaries there have been in Keith. Keith Show – from a police perspective the Show went very well apart from a few traffic management issues. Application for the Boom Box event to be held in Longmore Hall – the police will be objecting to this due to recent disorder issues at previous events. People turn up to the event from surrounding towns and there tends to be too much alcohol consumed, resulting in fights along with other problems. It has been known for youths to be lying on the A96 and there are fears that an accident will happen. Ian Ralston will be representing Keith Police at the Keith’s Listening event. Underage drinking is still an ongoing problem. It appears to be happening at the Green Brigie at the Den where there has been vandalism. Parents have voiced concerns about vehicles driving at speed on Fife Street; there was a particular concern at the Scout Hall when children are leaving from Play Group, Scouts and Brownies. PC Sinclair will find out if something can be done. The traffic department will be consulted. JM suggested the signs that light up be fitted. TR suggested an initiative for the youngsters attending at the hall. ACTION – POLICE TR AND JM. Land Street situation – TR will ask that the area be extended where the survey is due to take place. Speed guns could be
page 8 - November 2012
used on Land Street to deter speeding motorists as well. ACTION - TR. 4. TRACEY RAE - COMMUNITY COUNCIL LIASON OFFICER TR encouraged councillors to look forward to next year when it will be time to encourage locals to join the Community Council. She said that there will be two more grants made payable to KCC and we should make the best use of this by promoting the Community Council. She congratulated Keith Community Council on the work they have achieved in Keith. JM reported that Alastair Kennedy, Chair of the Joint Community Council had received an allegation about MC. The allegation was that MC was only on the CC to benefit her business. Because some allegations were made to AK, by a third party, as representing the JCC, he found them serious and expressed his concerns to JM that they had been made. To help satisfy the complainant, AK asked the opinion of Acting Chief Executive, previously Head of Legal Services, Roddy Burns, his legal view on the allegations. At the same time, he asked his view on how an investigation should be conducted. Roddy Burns opinion was that the allegations, based on the email he read, were unfounded. That opinion was forwarded to the complainant. He also advised on how an investigation should be conducted. In the interests of transparency and to ensure the integrity of KCC remains untarnished, JM decided, despite the legal opinion given, to thoroughly investigate these allegations. JM requested from AK the emails which contained the allegations made to allow that an investigation take place robustly and transparently while TR was in attendance at a KCC meeting. MC gave an account of her time at KCC stating that she was asked to join KCC approximately January 2006 before Mither Tongue having a presence on Mid Street commencing November 2008. MC initially attended that meeting to promote the homecoming and the Scot’s language to benefit Keith. She then gave a detailed account of her activities. TR and SC both expressed that she should not have had to explain herself and be demeaned in this way. There was a unanimous decision from
tel: 01309 690063
members that there were no concerns about MC. JM said that KCC find there is no basis to the allegation for MC to benefit her business but that MC is a benefit to KCC, Keith and the Scots language. If there are any further enquiries they have to directed to TR. 5. MATTERS ARISING FROM PREVIOUS MINUTES • JM said that KCC will be at the upcoming Keith’s Still Listening event which is to be held in the Longmore Hall on Saturday, 22nd September from 10am – 12 noon. All members were asked to attend the event. Keith Grammar School will serve tea in the small hall. There will be a press release promoting the event. JM will get leaflets printed promoting the Community Council. There will be a variety of agencies at the event which has been organised by Councillors Gary Coull and Stewart Cree to tackle anti-social behaviour. • Refuse bins causing obstruction on lanes – bins must be stored near property. If property owners can`t comply and there is nowhere for them to store bins then sacks can be issued to them to put out their rubbish as a last resort. List of traders leaving bins on the lanes could be forwarded to Moray Council to deal with. • The Caravan Park signs are still up. BEAR to be contacted about its removal. ACTION – JM. • Traffic on Land Street – TR informed us that a traffic survey will take place. • The Auld Brig – GC is dealing with the matter that repairs need to be done on this Bridge - ACTION GC. • Grass verges on the Newmill Road have been cut. • Linn House, Station Road – there is still water lying on the road surface. ACTION SC. • Deveron coaches will be vacating the area adjacent to the Railway Station car park. This area could be utilised as extended parking for the station. ACTION – GC to consult with Scotrail. I had the great pleasure of hosting a Moray Sports Summit, bringing together young athletes, parents, coaches, club officials, politicians and others, to look at Moray’s current and future sports facility needs. The meeting was incredibly positive, but I would like to give a special mention to the young athletes who stood up in front of a large audience and stated their experiences and their views on the issue in a very well-considered, confident and, above all, persuasive way. The audience reaction said everything about their abilities as confident young men and women, whose talents off the sports field are as good as those on!

A huge thank you, this month, to everyone who has taken the time to support our local post offices by sending in a postcard backing the National Federation of Subpostmasters call for the uK Government to award Post office Ltd the new DVLA contract. I have received over a thousand of these postcards, clearly demonstrating the support and the affection that people have for their local Post office. There are many, many postmasters, in Moray alone, who go well beyond their duties in support of the communities they are at the heart of. That fact is widely recognised and I fully back their campaign.

Dreaming of... ...South Island, New Zealand
Although it takes 24 hours to get there by plane, the South Island of New Zealand is a beautiful and rewarding place to visit and to do it any justice stays should not be shorter Cable Car Queenstown than about 2 weeks (and another 2 weeks for the North Island is required). We started by flying through Los Angeles and Auckland and we arrived into Christchurch for our first night. After the devastation of the earthquakes in February then June 2011, they are getting back on their feet and are eager for people to return to help with the economic plight of Christchurch. Although the devastation is still fully visible and the Central Business District (or CBD as it’s known locally) is out of bounds, there is still plenty to do here. You can take a punt on the River Avon which flows through Hagley Park and around their botanical gardens or visit the museum which has a large and varied display of local culture and a very emotional display of messages, all in the shape of hearts from around the World after the earthquake. We then drove from Christchurch to Lake Tekapo and were stunned by the beauty of the azure blue waters glinting in the sunshine. We stopped at the Church of the Good Shepherd which is a must for photo opportunities. Lake Tekapo has been given World Heritage Status for its night sky. Mt John Observatory provides night sky tours if you enjoy star watching! We then drove down to Dunedin and along the Otago Peninsula where you can look for the Yellow-Eyed Penguins, Fur Seals or the Albatross colony. Larnach Castle is also well worth a visit. From there we moved on to Te Anua and took a cruise along the Lake to see the Glowworm Caves. This is a fascinating underground adventure through a 15,000 year old cave system to the Glowworm Grotto to see hundreds of tiny Glowworms do a fantastic light show! Suitable for all ages. Next stop, Milford Sound where we took a cruise. The Milford Road is a stunning alpine drive. Visitors need to allow plenty of time to make the drive, if travelling independently, as this is a steep and windy highway. At 119km (approx 75 miles) from Te Anau to Milford Sound, the sealed road takes a minimum of 2 hours driving without allowing for stops. Visitors to Milford Sound will not be disappointed. Its truly spectacular scenery has remained unchanged throughout the ages. Water is what makes Fiordland such a lush place with countless lakes, rivers, streams and waterfalls. You should be prepared to enjoy some rainfall during your stay. Queenstown is the “adventure capital. For serious adrenalin junkies you can bungy jump, canyon swing (recommended!), take a jetboat tour (exhilarating, fun and wet!) or mountain biking. For the not so adventurous, you can take the Skyline Gondola, have a meal in the restaurant with fantastic views over Queenstown, ride the Luge, which is great fun, or take a cruise aboard the iconic TSS Earnslaw on Lake Wakatipu to see a working farm at Walter Peak. Other activities available include walking on Glaciers, travelling in 2nd World War DUKWs (amphibious trucks with seats) and any number of death-defying trips in white water, in and out of boats. Queenstown has it all. With a fantastic choice of hotels, restaurants and activities – there is something here for everyone. A busy and tiring time but would do it all again in a flash!

WINTER
Now is the time to have your lawns expertly prepared for Winter and the new growing season. Hollow Tine Aeration and Scarifying are best done at this time of year - From Autumn onwards. Hollow Tine Aeration Removes cores to de-compact the soil (after possibly heavy traffic through Summer!!) Tining also helps allow water, nutrients and oxygen to reach the root zone of the grass plant more easily. Scarifying Will thin out and remove much of the thatch and moss which has built up over the season (which has been extremely wet this year) giving room for new shoots to grow and spread in the Spring. We clean up and remove all the waste after scarifying or hollow tining your lawn Autumn Treatment Programme Our renowned Autumn/Winter treatment formula slowly releases nutrients through the winter feeding and strengthening roots, maintaining the lawn's deep green presentation with our moss controller, if required.
