Managing the Spey’s Fish Stocks Looking after the River Spey is no mean feat; itʼs 107 miles long, with 560 miles of main tributaries, 20 miles of coastline (extending 3 nautical miles out to sea) and a total catchment of 1,880 square miles. It has the highest levels of environmental protection in Europe for Atlantic Salmon, Otter, Sea Lamprey and Freshwater Pearl Mussel and is also a Site of Special Scientific Interest (SSSI). The Spey Fishery Board was originally established by legislation in the 1860ʼs intended to help the local lairds keep the river profitable by protecting it from poachers and maintaining fishing beats. Today it is considered to be one of the ʻBig Fourʼ of the 42 Salmon Fishery Boards around Scotland. Strengthened by Salmon Fisheries Acts in 1986 and 2003, the board is a Statutory Body empowered to do what is necessary in support of its core responsibilities: the ʻProtection, Enhancement and Conservationʼ of stocks of Atlantic Salmon and Sea Trout and their fisheries. In the 1970ʼs the Spey Fishery Board established and began funding The Spey Research Trust in order to advance the study of and research into salmon. Now transformed into the Spey Foundation its responsibilities now encompass other fish species and all aquatic wildlife and it advises the Board on the management of the river catchment. With additional finance from individual projects, it also plays a role in advising on the environmental impact of wind farms, which can affect their surrounding environment both during construction and once running. The Spey Foundationʼs work also extends to advising the many whisky distilleries using the River Spey to ensure best practices are used so that the discharges of the water used to cool the stills donʼt harm the fish populations. As a Registered Charity, the Foundation has an educational remit and provides ʻSalmon in the Classroomʼ programmes to numerous schools throughout Speyside. These have involved children rearing Salmon fry in the classroom from eggs produced at our hatchery, learning

about the Salmonʼs life cycle and subsequently releasing the fed fry back in to the Rivers from which their Salmon parents came. (For more information on this program please contact director@speyfisheryboard.com)
Although they are two separate entities, the Spey Fishery Board and the Spey Foundation work closely together and share the same Chairman and Director. They have three principle areas of work: • Water Bailiffs, who both police the River Spey, its tributaries and the coast to protect them from illegal poaching and undertake important habitat management work. • A hatchery operation, which is currently rearing 1.5 million Salmon fry. • A team of scientists, who undertake research throughout the Spey catchment, as well as work undertaken on behalf of the Rivers Findhorn, Nairn and Lossie. Together, the Spey Fishery Board and Spey Foundation undertake invaluable work to monitor, protect and improve the habitats for fish throughout these areas and conserve the iconic Salmon for the future. With the salmon facing ever-increasing challenges out at sea, from rising sea temperatures and commercial fishing, it is more important than ever to implement a strategy for our rivers to preserve this irreplaceable resource. Angling on the Spey provides over £12 million per annum for the local economy and supports 367 full-time equivalent jobs, all of which means The River Spey is an asset that needs to be looked after if our future generations are also to enjoy it. Terry Wogan retired from his Radio 2 breakfast programme at the end of last year. It was over 30 years ago when I first started listening to his show in the morning. His style and humour remained entertaining over the years. However it was thanks to his late producer Paul Walters that I was introduced to many singers I might not have encountered. One of these is Beth Neilson Chapman, an American singer songwriter, who first came to the public’s attention as the composers of Faith Hill’s hit “This kiss”. Most of her songs come from her personal experience of nursing her husband with terminal cancer; seeing him die; being left to bring up a son on her own; developing breast cancer; finding the ability to love again. Many of her songs deal with her questions and struggles in trying to make sense of these events in her life. Underlying them is her faith in God that sees her through. “Life gives us magic and life brings its tragedy, everyone suffers some loss. Still we have faith in it, childlike hope, there’s a reason that outweighs the cost” (from “The colour of Roses” 1997 BBC songs). When I saw her in concert in 2004 she was musically brilliant and

had such a warm and fun loving personality that few would think she had come through so much. She’ll be appearing in Aberdeen and Inverness next month. Over those same 30 and more years as a minister I’ve conducted many funeral services of folk of every age from babies to a 99 year old. What never ceases to surprise me is how differently people can see the same situation. For some no matter how deep the tragedy, their faith in God is strengthened. Others find the slightest disturbance to their lives is a reason to blame God and abandon any faith they had. And there are all the shades in between, people struggling to come to terms with all that life brings. Undoubtedly there are some who seem to have more than their fair share of trouble in life. Apart from the stark lines on a death certificate, I cannot give the reason why some die so young and some live on. Why innocent ones suffer and rogues seem to get off with everything. But I do believe “there’s a reason that outweighs the cost”. “And we know that in all things God works for the good of those who love

him” (Romans 8:28 NIV) says the Apostle Paul. “Only the ones who believe ever see what they dream; ever dream what comes true.” says Beth Neilson Chapman (“The colour of Roses” 1997 BBC songs). Faith in God is not just something that helps us through this life. It is the very essence of beginning to understand what life means for us and what lies beyond the grave for us. My faith gives me hope in every circumstance in my life. It gives me compassion and understanding when I’m involved in the lives of others. “Praise be to the God and Father of our Lord Jesus Christ, the Father of compassion and the God of all comfort, who comforts us in all our troubles, so that we can comfort those in any trouble with the comfort we ourselves have received from God. For just as the sufferings of Christ flow over into our lives, so also through Christ our comfort overflows.” (2 Corinthians 1:3-5 NIV). Who’s Your Daddy Stew and Dumplings

Welcome to our winter warmer. Bursting with seasonal produce this dish will be sure to satisfy the heartiest pallet. F o r t h e s te w 2 tbsp vegetable oil 1kg/2lb 3oz diced shin of beef (cut off the bone into large pieces) 2 sticks celery 2 carrots 2 large onions 3 cloves garlic 1 heaped tsp tomato puree 1 tbsp plain flour salt and freshly ground black pepper ½ litre/17fl oz real ale or bitter 200ml/7fl oz dark beef stock 2 bay leaves 1 sprig fresh thyme Fo r t h e s u et d um pl in g s 150g/5oz beef suet 150g/5oz self-raising flour, sifted plus extra for dusting salt and freshly ground black pepper 1 tsp prepared horseradish (optional) water to bind
D u mp li n g s Place the suet in a clean bowl and add the flour. Using your hands, mix the suet and flour well, then season with salt and freshly ground black pepper. If you want horseradish dumplings, now is the time to add it to the mix. Make a well in the centre of the flour and suet mixture and add water a bit at a time. Mix with your hands until you get a firm dough that comes away cleanly from the sides of the bowl.
M et h o d Preheat the oven to 160˚C. Heat a large casserole on the hob. Add the vegetable oil and, when hot, add the beef and cook until browned.
Turn the dough out onto a clean board and sprinkle over some flour. Roll the dough out into a sausage shape, then form into six golf ball-sized dumplings (they'll double in size when cooking). Carefully drop the dumplings into the stew. You can store any unused dumpling dough wrapped in cling film in the fridge for two or three days.
Roughly chop the celery, carrots, and onions then add to the casserole.
Cover the casserole with a lid and place in the preheated oven to cook for 2½ - 3 hours, checking periodically.
Slice the garlic and add to the casserole. Stir all the vegetables thoroughly and allow them to brown gently, scraping up the browned bits from the bottom of the pan as you go.
After two hours, turn the dumplings over. Add the bay leaves and the thyme and continue cooking for a further half hour to an hour. When the beef is done, it should fall apart to the touch and the dumplings should be light and fluffy.
Once the vegetables are coloured, add the tomato puree and stir. Add the flour and stir together well until the flour is incorporated. Season with salt and freshly ground black pepper.
Serve the dumplings and beef stew in large bowls.
Add the ale to the casserole, followed by the beef stock. Bring up to the simmer and cover with a lid. page 12 - February 2010

EXTRACTS FROM THE DRAFT MINUTES OF THE MEETING OF 8TH DECEMBER 2009 OF ELGIN COMMUNITY COUNCIL
Police Business & Terrorism Update Inspector Mowat advised that it had been a quiet month. Murray Ross raised his concerns at the number of motorists using their mobiles whilst driving. Inspector Mowat advised that motorists are being charged for this offence and that regular campaigns take place. Harry Torry asked if CCTV was in operation on the High Street on Sundays as he noticed six cars parked in the pedestrian area at approx 1.30pm. Inspector Mowat advised that Traffic Wardens and the Police were focusing on parking in the Town Centre and that people will continue to be charged if they are found to be breaking the law. Planning - Bryan Watson reported that the roundabout at the end of Edgar Road was under review with Moray Council and that the request put forward from the Planning Committee for a ‘drop off’ point for Greenwards School had been incorporated in the final draft. Recreation, Leisure & Environment. Anne Glover advised that she had attended a meeting at the Town Hall on 17th November 2009 to discuss the new NHS plans and how these will affect Elgin’s health care. Anne Glover expressed her concerns with regard to the telephone calls being moved to Aberdeen. Cllr Leadbitter advised that the night service has already been moved to Aberdeen but the day service was on hold due to huge opposition. After a lengthy discussion, it was agreed that a letter should be
sent to Andrew Fowlie, NHS, expressing the importance of retaining this service in Elgin. The Chairman and Anne Glover agreed to write to Andrew Fowlie, NHS, and the Chairman would also discuss the issues raised with the Joint Community Council. Footpath by Cemetery – Murray Ross had met with Mr Gary Grant of Moray Councils Roads Maintenance and established that maintenance of the footpath in question is the responsibility of Housing. AOCB The Chairman and the Secretary will then collate the views and respond accordingly. The Chairman gave a copy of the Consultation Document to Michael Gates and asked for his comments and that of any other pupils. The Secretary advised that he asked the appropriate department at Moray Council to investigate whether the three caravans situated at Lossie Green were occupied as he felt they had been unoccupied for a considerable amount of time with one caravan having a Butane gas cylinder left outside. He had also noted that the Portaloo had been pushed over. Moray Council had confirmed that the Portaloo has now been removed and that one family has now returned. The Moray Council also confirmed that a case meeting had been arranged for 14th December 2009 to discuss this issue, and the Secretary will be informed of the outcome. Cllr Russell advised that the Flood Alleviation proposals were now in the hands of the Governments appointed Reporter who will send their report to Ministers for approval in February 2010. He also advised that it could take up to three months for Ministers to agree the proposals. If permission is granted and the funding is in place, it is hoped that work could commence in Autumn 2010. The Secretary suggested inviting the Flood Alleviation team to give a presentation when the Reporters report is published in February 2010. The Secretary raised concerns at the reduction in the amount of support for Elgin following the departure of one Support Worker. He suggested that a more friendly pro-rata look at support be undertaken based on the number of people the Support Workers have to look after. The Chairman agreed to speak to Ian Todd regarding this issue. Cllr Russell presented a copy of a joint report produced by Transport Scotland and Moray Council examining the road junctions, roundabouts etc. on the A96 and A941 much based on the work previously carried out by the Roads and Transportation Committee.
