During the 17th century, Oliver Cromwell, Lord Protector of England, sentenced a soldier to be shot for his crimes. The execution was to take place at the ringing of the evening curfew bell. However, the bell did not ring. The soldier’s fiancé had climbed into the belfry and clung to the great clapper of the bell to prevent it from striking. When she was summoned by Cromwell to account for her actions, she wept as she showed him her bruised and bleeding hands. Cromwell’s heart was touched and he said, “Your lover shall live because of your sacrifice. Curfew shall not ring tonight!” What an amazing show of love and sacrifice shown by this young lady. Easter is arguably the most important time of the Christian calendar. It is when we remember that Jesus Christ, the Son of God , willingly suffered mocking, beatings, spitting and a cruel death on the cross. The reason he did that was because, like the soldier in the story, we also have committed ‘crimes’ - the crime of sin; the bible teaches us that all have sinned and fallen short of the glory of God. It teaches us that we need to be rescued from the penalty of sin and the only way that was/is possible is through the death of Jesus. However a dead Jesus is of no use to anyone and the great truth of Easter, and at the very heart of

the Christian gospel, is the resurrection from the dead of Jesus. As I sit at my desk writing this letter I have just returned from Glasgow where I took the funeral of a very dear friend. He was a Christian man and because of that, we were able to stand over his open grave and speak with assurance the words of Jesus; I am the resurrection and the life. Legal – Ease A POWER OF ATTORNEY - is a formal document whereby a trusted person is appointed to make decisions for and manage the affairs of another on their behalf should they become incapable of making decisions and managing their own affairs. The person granting a Power of Attorney (‘POA’) is referred to as the Donor and the person appointed to act in place of the Donor is known as their Attorney. The POA becomes effective as soon as it is registered at the Office of the Public Guardian although it may not need to be relied on until sometime later if and when the Donor loses their mental faculties. A POA can be either Continuing (dealing with money and property) and/or Welfare (concerning their personal welfare). Few people consider drawing up and registering a Power of Attorney but, unfortunately, accidents or illnesses can occur suddenly which render a person incapacitated as well as situations where the deterioration may be more gradual as a person loses their capacity over time. If a person becomes incapacitated but has no POA in place, a costly and time consuming Court application is necessary to appoint a Guardian. This situation can be avoided if a POA had been drawn up and registered when that person had the capacity to create one. Provided the Donor of the POA retains their mental faculties they can revoke a POA at anytime if, for example, a preferred Attorney’s circumstances change and they themselves become incapable of taking over the Donor’s affairs. If a person’s capacity is in doubt then a registered medical practitioner’s professional opinion would have to be sought to confirm that the Donor was able to understand the nature and implications of what they were signing. Some people are expressly prohibited from acting as an Attorney such as a bankrupt. Your Solicitor can discuss with you who would be a suitable person to appoint as your Attorney. Mosaic on Plainstones With regards to the lifting of the mosaic Cllr Russell advised that since the previous meeting a copy of the costings from the artist has been received. It was thought that the Elgin Common Good fund could assist with the costs of lifting the mosaic. The costs of lifting the original mosaic by the artist is approx £4,500.00; this has been discussed and it was agreed that this could not be justified in the current economic climate. A further discussion took place with regards to possible funding avenues the members could take. It was concluded that Elgin Bids and the Moray Council could possibly provide a small contribution. However further funding would have to be identified. The mosaic was funded by Scottish Government arts monies. The ownership of the mosaic is placed with the Moray Council. If any outside constituted body was identified to lift the mosaic Cllr Russell cannot foresee any reason why this would not be backed. Bus stop Eastbound outside Railway Station Murray Ross advised that the Roads and Transportation Committee agreed that the bus stop could not go ahead because of safety reasons due to the Fire Station exit/entrance and the pedestrian central crossing and the street entrances. There is not enough room on the pavement to allow for a bus stop. Committee Reports - Roads and Transportation • Cycle Paths. Murray Ross explained that a letter was received with regards to the cycle path expansion behind the cemetery. The letter advised that the lining off section of the path was against the gentleman’s fence. Murray Ross contacted Cllr Divers who advised he
would look into it as should Murray Ross. Murray Ross contacted Andy Duff, who advised him to talk to a Moray Council Roads Engineer who advised this was marked off incorrectly and has been rectified. Murray Ross confirmed that he and Gordon Methven had previously met with Bill Ross and Paul Barron at The Moray Council Ashgrove Office regarding gritting procedures. The Roads and Transportation Committee also back the Westminster and Holyrood Governments “Self Help” campaign. The Roads and Transportation Committee confirmed that anyone wishing to request a grit bin should contact the Moray Council and it will be looked into. It was suggested that Elgin Community Council should be helping with the encouragement of the “Self Help” campaign. Bill Ross advised Murray Ross that he is happy to receive any ideas and suggestions on how to proceed. Alex Macmillan suggested the utilisation of the STV website for promoting the “Self Help” campaign. Bill Ross also confirmed that funding is available and that the filling of pot holes is being carried out. A.O.C.B. • Stagecoach Waiting Room. There is the possibility of this re-opening. • Council Tax Energy Efficiency Community Charge. Anne Glover made the observation that this leaflet has been distributed to the community and a typing error has been noted, “Lost insulation instead of loft insulation”? • Wittet Drive. The consultation has been carried out and an electronic response was issued against the proposed use of Wittet Drive. The previous purchase of the bungalow is still empty many months on. Should this not be rented out to gain some revenue? Cllr Russell advised this is
currently under discussion due to the direct effect of the distributor road on this property. The property was put up for rental via nHS however no one has approached them. • Elgin Traffic management. Met today to discuss the Elgin Traffic Management. Two items were decided: Outer Rural route – A96 join at Eight Acres; Inner Rural route – Cut across Palmers Cross Both items were discounted due to current economic situation. • Store Front. A discussion took place with regards to the state of shop fronts in town. The “Shop Jacket” system enhances the look of empty properties. It was confirmed that Elgin Bid are actively in discussion with the Landlords of these properties. There is a small amount of funding available for the Shop Front Improvement Scheme via the Bids funding. • Hamilton Drive. Concerns were raised due to the demolishment of the buildings at Hamilton Drive; it was asked if the same would happen to Grant Lodge? It was confirmed the property / land at Hamilton Drive will be put on sale. The Grant Lodge is featured in future “Elgin City of the Future” development plans. • Cycle Paths. Concern was raised of the new cycle path parallel with Glen Moray Drive, it is felt that the gradient is too steep and there is currently no barrier only a pole. This will be monitored as no barrier installation is planned. It was confirmed that it will an investigation will take place with regards to installing a barrier at the cycle path in front of Arnold Clark garage. • new Elgin Cul de sac – clarification Cllr Russell clarified that monies for this will come from Sustrans not The Moray Council funds. With the fishing season well and truly here and Salmon being caught in the rivers of Speyside, what better dish to signal the start of what we hope will be a warm Summer. At Knockomie we have revitalised our lunch menus and this Herb Crusted Salmon is proving a real favourite. Throughout May we are offering a 2 course lunch menu for just £7.95 per person. Serves 4 25grm finely grated fresh parmesan 2 x tablespoons finely chopped parsley 50 grm Fine Wholemeal Breadcrumbs Salt and freshly Ground Pepper 4 x 180grm Boneless, skinless Salmon Fillets
Whilst the salmon is cooking make the Salsa Verde. Place the capers, gherkins, parsley, basil and mint in to a food processor and whiz until all finely chopped.
Salsa Verde Add the mustard and vinegar and whiz again. 2 x dessert spoon capers 2 x dessert spoon pickled gherkins ½ x 35grm pack of curly or flat leaf parsley 1 x generous bunch picked basil leaves 1 x generous bunch of picked mint leaves 2 x dessert spoon Dijon Mustard 2 x tablespoon White wine vinegar 150ml Olive oil Salt and freshly Ground Pepper
Add the salt and pepper to taste and you're done! The great thing about Salsa Verde is that you can store in an sealed jar in the fridge and it will keep for a couple of weeks. It's great with chicken and white fish too!
Mix the parmesan, chopped parsley and breadcrumbs together. Season with the salt and pepper.
Once the salmon is cooked remove from the oven and serve with crushed new potatoes and a crisp salad.
Place the mixture on a large plate or tray. Coat the salmon fillets entirely in the mixture and place on a lightly oiled baking tray. Place in the oven and cook at 180̊ C for 20minutes.

Spring is upon us, and thank goodness. Winter was very hard again in the Moray Firth area, causing lots of problems, and challenges, for gardeners. Prolonged lying snow with frost and ice does inevitably leave the grass looking pretty poorly. Specific problems to look out for at the end of this winter are Fusarium, or Snow mould, fungal diseases presenting as patches and blotches of brown, sometimes pinkish mould, which grows under persistent snow cover. The grass does usually recover when new growth starts, but if you appear to have a bad case, we have a fungicide treatment for it, give us a ring and we’ll come round.
Around now in Scotland, you should also look out for brown, possibly dying patches appearing. These may be a symptom of Leatherjacket activity. Leatherjackets are the larvae of crane flies, or daddy-long-legs, which hatch from eggs laid in turf in the Autumn. The grubs start to feed on the roots of the grass plants, which kills the grass and can cause severe damage to a lawn very quickly if not treated. Try lifting a square of turf if you see damage, and if there are lots of grubs evident you should treat the whole lawn as soon as possible with a suitable insecticide. With the mower coming out of the shed, it is a good time to check the blade, and if it is blunt or pitted, get it sharpened. A blunt blade chews the grass rather than cutting it, and will leave a ragged cut on the grass leaf causing bruising and brown tips, and making the plant more susceptible to disease. Also check the cutter height is not set too low, we recommend a cut of not less than 1” as it leaves a decent
amount of leaf on the plant, allowing good photosynthesis to occur and a green and healthy plant. The most common problems we see are scalped, weak lawns with poor colour and the resultant bad moss.
This is a good time to aerate the lawn, especially if you didn’t get it done last Autumn. Many have tried forking, but ask anyone how much good it seems to do, and it is back-breaking work ! We have a heavy hollow-core tining machine like those used by bowling clubs and golf clubs. It removes thousands of cores, easing compaction, and allowing immediate new root growth. It is a crucial task to do if you have a persistent problem with moss. We tend not to scarify once new grass starts growing as we find it takes too much of a hammering, and is best next done in Autumn, the other “must do” for moss. Spring feeding is due now. The Elgin Marbles – why Elgin? Elgin Museum continues to receive the occasional tourist expecting to find the marbles”, probably having “Elgin by-passed their location in London. We even used to have bags of children’s marbles, available as a consolation prize. What are the “Elgin marbles”? They are the marble architectural sculptures brought to Britain by Thomas Bruce, 7th Earl of Elgin, from the temple, the Parthenon, built on the Acropolis of Athens between 447 and 438 BC. The building had survived largely intact until 1687; it then suffered an explosion in a bombardment when in use as a gunpowder store, after which the sculptures suffered from ongoing damage and piecemeal sale. In 1799, Elgin became ambassador to Constantinople (Istanbul), capital of the Ottoman Empire, which then included most of Greece. As a personal gesture, in return for a diplomatic intervention, the local authorities allowed him to record the remaining monuments, and later to allow their embarkation for Britain. The sculptures survived the sinking of the “Mentor” and Elgin subsequently sold them to the British Museum, where, controversially, they remain. The Scottish sculptor, John Henning (1771 – 1851) saw the marbles soon after they arrived in Britain and was so impressed that he obtained permission to draw and make models of them. Using earlier drawings to help him work out the order of the procession depicted in the frieze, Henning carved miniature impressions in slate, from which casts were made in white plaster. Classical sculpture and casts like these became immensely popular in the 18th and 19th centuries. By a quirk of fate, Elgin Museum has a set of

these 2” by 6” casts on display. Originally gifted to the Museum by Louise, Countess of Seafield in 1886, they disappeared to resurface in someone’s attic in 2003! Also, on loan from the present Earl of Elgin, we have two of John Henning’s original drawings, which show the power and beauty of the horses in the original sculptures. Returning to the original question, why did a British diplomat, whose main residence was Broom Hall in Fife, have the title 7th Earl of Elgin? For a closer geographical link, we can go to Kinloss Abbey, ten miles west of Elgin. Edward Bruce, the father of the 1st Earl, was in 1583 both parson of Torie, in Fife, and associated with the abbey of Kinloss. He became abbot, and later Lord Bruce of Kinloss when Kinloss became a temporal lordship and barony in 1604. It was his third son, Thomas who became 1st Earl of Elgin in 1633, probably as a reward from King Charles I for contributing to the pomp of his coronation in Scotland. A fortnight later, Thomas is reputed to have provided a more significant service, rescuing the King from drowning when their pinnace capsized in a gust of wind on the crossing homeward from Burntisland to Leith. Thomas lived almost entirely in England. It is said that, as all the cities and counties around the Bruce country of the upper Firth of Forth had already been used for titles, Thomas wrote to friends in Scotland, and the great cathedral city of Elgin, not far from his considerable land holdings of Kinloss, was suggested. Baxters Speyside Hame! “Pate or Royal Game?” Was the question I was asked at a friend’s home in Hong Kong! “…the Soup’s Baxters’’ I was informed. A surreal question 7,000 miles from my home in Elgin! Like being offered Ostrich burgers in Elgin High Street…. not what you expect! Since then, I have been aware of how widespread the Baxters’ brand is. In my opinion Scotland’s second largest export! A brand I am proud to say is 100% Scottish. The Baxters story began in 1868 when, with a little encouragement, George Baxter borrowed £100 from an uncle and other relatives, and opened a small grocery shop in Fochabers. George's wife, Margaret, started making jams and jellies in the back of the shop and once her jams had found their way to Gordon Castle, their superb quality ensured that they swiftly became popular with the Duke's friends up and down the land. The visit through the main shop was a delight with all the Baxters’ goodies on display and we couldn’t help buying our favourite Baxters soups and preserves. “I’m starving!” was the next cry. The smell of the freshly made pancakes from the self-service restaurant was irresistible! A fantastic choice of hot and cold meals was on offer with Blackboard Specials changed daily. I would highly recommend this trail and if the weather is warmer you should try having a picnic by the river! gar garden den So much mor more e than just a Gar Garden den Centr Centre e W e moved to the Highland ar ea some 4 years ago now We area e of things took a and getting used to the rural natur nature while. Whilst we had always lived in country locations we e its at never seemed far fr om a hub of activity. ‘Wher from ‘Where action’ is dif ferent when you have a family and we had different ning or an pr eviously liked to occasionally take a mor previously morning e. after noon to wander ar ound a gar den centr afternoon around garden centre. A friend rrecently ecently suggested that we tried out Simpsons ness and although Gar den Centr e just outside of Inver Garden Centre Inverness we had hear d of it we hadn’t actually been befor e so heard before ell we wer e certainly we had no idea what to expect. W Well were eally pleasant surprise. Simpsons is certainly mor e in for a rreally more den centr e. Y es you can buy everything than just a gar garden centre. Yes mally expect to buy in a gar den that you would nor normally garden centre (in fact - their range of gar den pr oducts was centre garden products huge!) but it was the other things that rreally eally ‘W owed’ us. ‘Wowed’ restaurant - a really really smart and sophisti First of all the restaurant sophisti-restaurant and cafe ar ea that was absolutely cated restaurant area e there there and (we couldn’t believe it buzzing when we wer were background a baby grand piano playing in the background e is live music during the day on both apparantly ther there Satur days and Sundays). The views fr om the windows Saturdays from e over the Inver ness, the Black Isle and beyond wer Inverness, were simply stunning! On the way to the rrestaurant estaurant you ar e led thr ough a are through pleasantly laid out ‘r etail ar ea’ which includes a fully ‘retail area’ fledged Florist and a concession fr om a local clothes from shop! In the rretail etail ar ea the list of what you can buy is area simply stunning - books, gifts, gar den equipment and garden per haps one of the lar gest collection of pots that I have perhaps largest seen in a long while! All in all we spent about 3 hours in the centr e and centre finished up with a lunch which for all the family (four in total) came to £22.50 including drinks (this is not a set deal). The food was wonder fully pr esented and (I was wonderfully presented assur ed) all made fr esh on the day using local pr oduce. assured) fresh produce. On the way out we noticed that Simpsons won ‘Gar den ‘Garden Centr e of the year 2010’ for all of Scotland - we‘r e not Centre we‘re surprised! So what’s my ver dict? I was amazed to see a pair of G Throated Diver on LLoch Arkaig on the 28th of February, a very Black Throated g the scoter and osprey p y had early appearance.
