As I write this my mind is contemplating the natural order of things. There appears to me to be a real beauty in the change of seasons especially as we move from Winter to Spring. The newness of life that Spring brings is a wonder to behold and motivates me to consider who is behind it all. We may all have differing views as to the answer to that but one thing is certain is that it is indeed marvelous!

PASTORAL LETTER & CHURCH MEETINGS Remembering is something we do without thinking about it. We can see a sight and it reminds us of…. We can hear music and it reminds us of…. We can smell an aroma and it reminds us of…. Some of the things we remember will be good and some will be bad, and all the others will fit somewhere in between. We are between Easter and Pentecost. We have the dates in our diary so that we will remember… what? What are we remembering? What do we remember at Easter? What do we remember at Pentecost? As he was eating for the last time with his disciples, Jesus chose to change their memories of the meal. It was Passover; the time when the Jews remember the Exodus from Egypt. This was their defining moment as a nation. This was when they became a nation and were made into the people of God. They were told every year to remember that their ancestors had been slaves in Egypt for 400 years. And so the sights,

sounds and smells of the meal would remind them of… Well, they weren’t actually there, but they were living with the benefits of that event, celebrated and remembered in that meal. Jesus changed it all. He told his disciples to carry on with the meal, but from now on to do it to remember him. Only God would say a thing like that. If Jesus was only a man, only a teacher, then this was a complete break with reality to tell them to forget their great past and remember him instead. But if he really was, and is, God, then that’s a different matter. He is God and he was doing something new. He was establishing his people – the Church – and he told us to eat together to remember him (Luke 22:19). We weren’t there, but if you have been justified by Jesus through repentance and faith then you are living with the benefits of the crucifixion, death and resurrection of Jesus. That is worth celebrating! And then there is Pentecost. We are

never told to remember Pentecost. But that’s the thing with the Spirit of God. If you are a Christian you have the Spirit within you (Romans 8:14) and so you don’t need to remember. It is a living reality. That doesn’t mean we shouldn’t celebrate Pentecost; it means we should be living every day in the power of the Spirit of God (Romans 15:19) Easter eggs and Bank Holidays are OK, but why settle for an occasional treat when the whole of your life can be filled with all the fullness of God (Ephesians 3:19). Remember that what Jesus did he did for everyone, so as you celebrate Easter remember. Remember Jesus (2 Timothy 2:8).

4. POLICE & COMMUNITY WARDEN UPDATE Crime figures were low for December which is normally a busy month. 10 public order incidents, 4 drugs offences, 3 drink driving. Inspector Strachan noted the benefits of the Taxi Marshalls, the Red Cross and other bodies involved in funding the Safer Streets Initiative. Anne Glover asked about the Street Pastors. Inspector Strachan said that the street pastors are due to start on 13th February 2013 and are not a police resource. Quarterly update is due out and expected to mention speeding on Wards Road & West Road, indiscriminate parking on Brodie Drive and Morriston Road. A Resilience Exercise for a flooding event was carried out and was successful. Alastair Kennedy commented that what could be expected of the Community Council in an emergency is now better understood. Body Cameras are being issued to Police in Moray. This technology is in use elsewhere and tends to reduce court work as more people plead guilty when faced with video evidence. See WWW>STV local/Elgin for short police bulletins by Inspector Strachan. Anne Glover asked if there were any time restrictions on use of fireworks. It was confirmed that there were no time restrictions but there were noise limits and offenders have to receive a warning and continue to offend before being charged. Community Warden, Kathy Grant, gave an overview of her work and achievements since taking office at the end of June 2012 which included 135 patrols, 6 intimidation and harassment complaints, 9 neighbour disputes, 15 dog fouling complaints, 28 noise complaints, 2 dangerous dogs complaints and 3 litter complaints. She had also issued 5 Fixed Penalty Notices for dog fouling. Two significant Community Warden successes were outlined: one long standing noise complaint and one vulnerable adult. Alastair Kennedy thanked Kathy Grant for her Community Warden Report and congratulated her on her successes. Various members asked how the Community could help? Kathy Grant said that reporting of incidents by the public is vital in guiding her patrols and activities. She outlined some safeguards that ensure

complaints are kept confidential and dealt with appropriately.

5. STAGECOACH UPDATE Graeme Leslie apologised for not being present at recent meetings but Alastair Kennedy thanked him for the reports given by email in his absence and thanked him for his ongoing commitment to providing updates which are greatly appreciated. Punctuality has improved, especially the 10 service, but challenges still exist such as the pm peak out of Aberdeen. New services have been introduced from Southside Kinloss to Asda, and a 2am service Inverness to Elgin. Services from Elgin to Burghead and the evening service to South Lesmurdie have been revised. GPS tracking now allows busses to be seen in real time which informs the real time message boards now deployed and is used to improve reliability. Redevelopment of the bus station is being looked at for the St Giles centre refurbishment. Service levels have suffered this week due to late delivery of parts over the festive period. Pat Paterson asked about crowded services from Inverurie. Stagecoach have worked on this but have been unable to get a licence for >48 passengers but standing is not allowed. Stagecoach are aware of the congestion and are continually reviewing the business case for various services.

6b&c RECREATION LEISURE AND ENVIRONMENT Anne Glover will be doing a Car Boot sale to raise funds for our flowerbeds. She has also written to BIDS regarding the flowerbeds at Ladyhill and the Eight Acres. Mary Wall reported that the application for Fairtrade status has been rejected as goal 3 needs to be worked on. Alastair Kennedy commented that this setback demonstrates the value of obtaining the Fairtrade status and asked how we could help. Mary Wall explained that fair trade does make a real difference to people in developing countries. Buying Fairtrade products in Elgin does help with Goal 3 which is about getting it into the community. There are many products, not just coffee and not just food. Many of the products are cheaper than equivalent non-Fairtrade products.

16. MORRISTON RUNNING TRACK John Divers reported that work is progressing to meet the tight timescale required to obtain the community justice funding.

17. SCOTTISH ORIENTEERING 6 DAY EVENT 2013 Alastair Kennedy is working on banners for the event and outlined some Planning difficulties Gordon Methven had encountered.

PARLIAMENT BLOG & TIDE TIMES It will not come as a surprise to many people that, in my role as Cabinet Secretary covering food and drink issues, the horsemeat scandal has kept me very busy in recent weeks. While I usually try to keep this column lighter, this is an issue that has, understandably, caused great consternation for people. We have the right to expect that what we are eating is what is stated on the label. The issue here has not been about whether or not the food is safe to eat, and provided it is stored and prepared properly that shouldn’t be an issue, it is, rather, about people getting what they expect on their plates. The criminal activity of people who have introduced horsemeat in Europe’s supply chain has huge ramifications for consumer confidence. However, it has also focused people’s minds on where produce comes from and that, in itself, is not a bad thing. We have, here in Moray, fantastic high street butchers with top notch traceability of their meat and people in Moray can buy that meat with confidence that it is quality assured and fully traceable. I will continue to back our Scottish producers and work with everyone involved to ensure that illegal activity in the European supply chain for other products is stamped out.

There has been further coverage in the news recently of MoD plans for the future use of Lossiemouth and of wider defence basing issues. The one aspect that has been constant, however, has been the regular arrival of new personnel to our Moray bases. Military personnel posted into Moray regularly talk about how they are made to feel so welcome in our communities and, equally, they also get involved in a wide range of local activities and supporting community groups and organisations. The welcome given from folk in Moray makes me very proud to be associated with this part of the world and in the coming months there will be further changes to our population as military changes occur and I look forward to being part of that welcome for many more people.

WORDS BY THE WAYSIDE “Thou shalt not covet” One of the many effects of covetousness is that it can drive us heavily into debt. Many of us enter into binding financial arrangements for loans, hire-purchase and mortgages, to cover the cost of things we have set our hearts on, but which we cannot afford. These things may be a bigger house, a better car, luxury holidays or some other possession which carries with it a status symbol. In this way, we find ourselves on a treadmill of our own making, with a crushing burden of debt, from which we cannot escape, because of our lifestyle. We will get no help from God to maintain a standard of living which we may yearn after, but which we cannot afford. “Let your behaviour be without covetousness; and be content with such things as ye have” (Hebrews 13:5). Another evil effect of covetousness is the bad example it sets to others. We all have our own own sphere of influence either for good or evil and this is particularly true of overseers and deacons-hence the reason that such men in the church must not be covetous (1 Timothy 3:3-8). If we are marked by covetousness then our example will have a leavening effect upon others: encouraging them to a similar lifestyle. Yet we Christians are still not content with such as we have. Self denial and godliness with contentment are out of fashion.

They will discover that covetousness is addictive because each fresh acquisition only whets the appetite for more and more. If covetousness marks us as a Christian it is evident that we are finding our pleasure in earthly things and that we are depending on something other than God for satisfaction. God made us for Himself and our heart should find no rest until it rests in God through our Lord Jesus Christ. It must grieve the Lord, who has redeemed us for Himself, to see us striving after the things of this life – clothes, food, job or profession, car, garden, fortune, pleasures, etc. to the exclusion of the higher spiritual interests of our own soul. It must also follow that if God is displeased with us then we cannot enjoy communion with Him until our life-style is adjusted in line with His will. We cannot expect to grow in divine things if our heart is occupied with material things. Covetousness not only includes the active pursuit of material things and earthly benefits which lie in our grasp, but also includes the passive smouldering desire to obtain that which our neighbour has but is impossible for us to achieve, and this awakens the spirit of envy and jealousy.

Therefore let us set our affections on things above and beware of covetousness for the Lord Jesus Christ “died for all, that they which live Covetousness is also idolatry. If we are covetous should not henceforth live unto themselves, we spare ourselves no pains to achieve our but unto Him which died for them, and rose desired object. We love that object with all our again” (2 Corinthians 5:15)

...Moss and thatch removal Pre season (NOW) Many of you will be thinking about giving your lawn a good scarifying about now. Last year’s old thatch plus the usual build-up of moss over the winter will choke your grass this season unless it is raked out. Ideally this should be done before you need to start feeding and mowing your lawn. You can do this by hand with a spring rake, or many of you will have a small electric scarifier/rake to help. We use a much more rigorous blade scarifier which cuts out the thatch. The small electric rakes are good for lifting off annual moss but aren’t powerful enough to tackle thatch. We often work together with our customers at this time of year, we take out the thatch and they follow on with the electric rake – that works best of all. I thought it would be worth including a photograph of a typical scarifying job in progress. This might give you an idea of the scale of the exercise – not for the faint hearted. Good luck !
