Moray Shouts “Help for Heroes” Royal’s in Find horn

Royal’s in Elgin

Despite the rather grand title, the “Royal Findhorn Yacht Club” is known locally as ‘the sailing club’, and it is just that. A club to be enjoyed by those who sail and those that don’t. The dinghy sailors young and old, keep the club on-water-activities alive - a fun bunch - who turn out nearly every weekend to race and socialise afterwards. Findhorn sailing club also has its cruiser sailors who join in races that are held in the Firth and, of course, all the socialising in the clubhouse too. Different people have different ideas of what sailing is, from large yachts to the idyllic image of dinghy sailing on a summer’s afternoon in a fair wind. With the wind behind the boat the idyllic dinghy becomes supercharged and sometimes can be seen haring across the bay! Sailing can be a very fast and exhilarating sport that can be enjoyed by both

the young and old. Sailing is much more accessible than people may think. Clubs are often the best place to begin or continue sailing, as they provide access to other like minded people, as well as facilities such as a safety boat when racing, boat storage, subsidised training for members, usually a bar and also, in the case of the RFYC, a café and a fantastic view of Findhorn Bay. They also provide a great social life for both young people and those not so young! RFYC is holding another open week in August following the success of previous events in May and July. This includes a week of “Try a Sail” days which are free of charge and are available to anyone subject to space. The week will be split into 7 daily slots of two hours each due to tide restrictions. There will be 3 half-hour sessions and with 5 boats on offer this allows for 18 slots a day so booking is important. We have two types of boats which will be used. Four topazes which can be single or two-man crewed, and one Omega which can take 3 crew. Both boats are in excellent condition and will offer those sailing in them a modern and first class insight into the joys of dinghy sailing, with the support of qualified and experienced sailors, and with safety boat support. For details visit the Club’s website at www.rfyc.net or phone 01309 690247 for details and bookings. Early booking is recommended for the “Try-A-Sail” places. Roy al Marines return for E lgin concert, 12 m on ths after floodin g d is appoin tm en t. The Band of Her Majesty’s Royal Marines Scotland will finally make their debut at Elgin Town Hall this September following the disappointment of a year ago when a sell-out concert in aid of “Help for Heroes” was cancelled at the last minute following flash flooding which closed the hall. Around 50 talented and versatile musicians will be appearing on Friday, September 3 in a gala concert, organised by the Rotary Club of Elgin, who have worked hard over the past year to get the world famous white helmets back to Elgin. Following last year’s cancellation, Rotarian Glen Elliot, the driving force behind the event, immediately set about organising another date, but with a very busy schedule, the club had to wait 12 months for a return visit. Tickets, priced £16, are on sale at Elgin Library in Cooper Park or call 01343 562600. The, Royal Marines are renowned throughout the world for the quality of their music, visual splendour and precision drill, and in Elgin, the full concert band, including the world famous Corps of Drums, under the direction of Captain Ian Philip Davis, will perform a varied programme containing military music, light opera, Scottish, music from shows and light classical. Appearing with them will be guest soloist Lisa Moffat.

The concert is being sponsored by Diageo and supported by a number of local companies, including Walker’s Shortbread and Johnston’s. Elgin Rotarians are delighted to be given a second chance to support Help for Heroes, said president Ian Davidson, who went on: “We are mindful of the enormous debt we owe to all members of the Armed forces and more recently those who have served in conflicts in Iraq and Afghanistan. We are proud that our local RAF bases at Kinloss and Lossiemouth have made such tremendous contributions.” More details: Elgin Rotary Club - Glen Elliot (01343 543076) or www.elginrotary.co.uk.

In all weathers and nowadays at almost every time of year people do it. They don tracksuits or swim gear; they get on their bike or on the treadmill and do their bit for charity. Events multiply - aiming to raise awareness of some of the big killers of our time. Apart from raising money to promote research these events (and what grows out of them) often bring greater understanding of illness and trauma, provide much needed support for families and encourage people to fight for life. Unquestionably they have great value in a society where people often live fractured lives; they also fill up what is lacking in health services that are stretched to the limit by shortage of resources and ever increasing demands. There is no doubt too that they stimulate the participants into healthier living. only too well that without a goal I won’t keep at it, but with that goal its amazing how much you can do. At that level of encouraging personal fitness it has great benefits; in some cases I guess it really is a race for life, whether yours or another’s. But no matter your physical prowess in the gym or in the swim, pounding the streets or pedalling your way to victory, there’s a line you cannot cross. Race for life yes; but the race for eternity is not in your grasp, or mine. Even if we go on competing until well past the free bus pass, the point will come when someone calls time on us. That’s inevitable - fight it though we may. It’s then we need more than human support, more than incredible commitment and more than a goal to aim for. However well we have done - and many people do live amazingly positive and useful lives - the entry

to everlasting life is not ours to earn. No matter how hard we worked or trained, once we pass from this life, our destiny is not in our own hands - nor is it in the hands of anyone left behind. It is in the hands of the one who gave us life in the first place. So right now - before that day comes - make sure you’re fit for eternity. Successfully fighting the worst of diseases, or coming through the most painful of circumstances, will bring great hope and satisfaction here and now; but a secure relationship with the one who holds the future in his everlasting arms means so much more - it offers hope and satisfaction that cannot ever be removed.

ExTRaCTS fROM THE DRafT MinuTES Of THE MEETing Of TuESDay 8TH JunE 2010 Of THE CiTy & ROyal BuRgH Of Elgin COMMuniTy COunCil

Police Business and National Security Update • george littlejohn asked if grampian Police had any intention of carrying out patrols on push bikes? inspector Mowat advised that this was being progressed and training was currently being undertaken. • Kathleen Masson asked if Police cars had to obey the speed limit unless they had their blue lights flashing as she had witnessed a Police car which did not seem to be pursuing another vehicle travelling what she thought was above the speed limit. inspector Mowat advised that police vehicles have to stay within the speed limits unless responding to an emergency. Committee Reports The Chairman advised that Committee reports were circulated prior to the meeting, as previously agreed, and asked members if they had wished to raise any issues. george littlejohn had no objection to the new format but felt that the democratic right of each Committee to explain their report or highlight particular issues had been taken away. anne glover felt that having the reports prior to the meeting was a good idea and that members have the choice to raise any relevant questions. Wilma Milne agreed with anne glover and stated that she felt it was important for members to read the reports and have the democratic right to raise issues. Environment BiDS update. anne glover advised that she was meeting with Jacqui Taylor, BiDS Manager on 9th June 2010 to discuss the greenery growing from the gutters above the High Street premises and would give an update at the next meeting. • Cycle Bays at linkwood Medical Centre. Murray Ross advised that following a request from the Elgin South area forum, he will be writing to the linkwood Medical Centre regarding the possibility of having bays for cycles put in place outside the new building and also having a spur coming from the cycle path on Thornhill Road linking up page 10 - August 2010

with the footpath outside the new Chemist shop. alex Macmillan suggested a copy of the letter be sent to Chris Thompson, urban Development Co-ordinator, Moray Council. Youth The Chairman advised that he has been in contact with the Chair of the youth Council who advised that a meeting was due to take place within the next couple of weeks and they would be happy for Michael gates and laura Keil to attend on behalf of the C&RBoECC. The Chairman agreed to arrange a meeting to discuss the youth Committee with Michael gates, laura Keil and Denise gormley. Community Planning • The Waulkmill Residents’ association have raised concerns with regard to traffic speed at the entrance to Waulkmill and would like a more substantial roundabout in place to slow traffic. • The allotment association are delighted to have the use of a garden share on Wards Roads and is receiving favourable comments from the public. They are still seeking to obtain ground for allotments from Moray Council. • Elgin South area forum are seeking to be made aware of the plans etc. the Community Planning Partners have for Elgin South and are using every other forum meeting for themed speakers. • a letter has been sent to the appeals Panel regarding a dispensing contract for Boots, Edgar Road as it is felt that their move to glass green has created a void for the housing immediately south of Edgar Road. They have also written to grampian Health Board to enquire why the only community consultation conducted was left to those who have a commercial interest, namely Boots. Treasurer’s Report Steven Milne advised that the statements are still being sent to Morna abernethy and he had only received these tonight. Steven Milne agreed to circulate a spreadsheet by next week. no. 1 account = £621 and no 2 account = £4,144. a cheque had been received from Moray Council for £476. tel: 01309 690063

As the summer approaches I am very much looking forward to the summer recess and an opportunity to get some quality time in Moray away from weekly flights or trains to and from London. It is good just to be able to get along to support local summer events such as Highland Games, fetes and music festivals in a more relaxed atmosphere than the hothouse of Westminster. Angus Roberts on MP

It's great to see that sales of Scottish food and drink across S c o t l a n d , England and Wales have rocketed by 30 per cent in the past three years. This is great news for producers in Speyside and throughout Moray. Despite recent pictures of me with a large World Champion Murdoch Brothers pie there is no truth in the rumour that politicians are responsible for most of these sales! Rich ard Lochhead MSP SpotLight - Elgin, Lossie and District

Elgin Ear alex Macmillan advised that they had received two responses from two anonymous reports to the Elgin Ear. 011 - Housing issue regarding why this anonymous person wasn’t getting a Council house and also complained about Moray Council employees getting preference on the housing list. Response - letter from gill Stewart, Community Services Chief Housing Officer giving full details of how they operate their policy which is consistent with the appropriate legislation and must give preference within their policy to those who are overcrowded, those who are homeless, those who are living in poor housing conditions and those with large families. as the Council employs a workforce of approx. 5000 and is one of the largest employers in the local area, it would not be unreasonable for the housing list to contain persons who are also employed by the Council. The Council does have a leaflet that explains the process of Mutual Exchange and one of the conditions is specific to the issue of rent arrears. a tenant should not owe rent for their current property. However, where a person does have arrears and providing there is a repayment agreement in place which has kept to for a set time, a mutual exchange would not be refused on these grounds. 012- litter in the area of Tesco’s to aldi and asda to lidl and also the suggestion of litter picking being part of Community Service. - This is being dealt with by andy Jamieson, anti Social Behaviour Co-ordinator. Response: letter from andy Jamieson, anti Social Behaviour Co-ordinator - Details of your complaint

have been passed to the Community Warden for investigation. in line with the antisocial Behaviour procedure, i will endeavour to provide you with an update within 14 working days. alex Macmillan will continue to monitor the situation. The suggestion with regard to litter picking being part of Community Service - alex Macmillan agreed to speak with Blair Dempsey regarding this issue. alex Macmillan stated that the only way to communicate with an anonymous report is via the press or the minutes of the meeting. AOCB • The Chairman asked Cllr Russell if a litter bin could be placed at lossie Cottages. • anne glover raised concerns at the amount of litter on the waste ground between Tesco’s and aldi. Cllr leadbitter advised that Tesco’s have cleared this area in the past and he will contact them again to arrange for this area to be cleared. anne glover also agreed to contact Tesco’s regarding this issue. •alex Macmillan suggested having steps between the end of the Toucan crossing down the bank towards Tesco’s. • george littlejohn advised that having read the recent BiDS update, he was in support of the proposals with regard to benches and the removal of greenery from guttering in the High Street. However, he felt that money should be spent on updating the buildings from the M&S end of the High Street, as the buildings were different colours and he would like to see a good sight line. george littlejohn advised

that the C&RBoECC R&T Committee would be arranging another meeting with David urquhart, Chairman, Elgin BiDS to discuss these issues further. • alex Macmillan advised members of presentations which are due to take place as follows : 10th august 2010 - Educational Services Representative from the youth Justice Team. 14th September 2010 - Dave gowans, Environmental Services regarding issues on the lossie • Concerns were once again raised regarding caravans moving onto the site at lossie green. Cllr Russell advised that two halting sites in arradoul and Kingsmeadow, near forres were going out for consultation. Cllr Russell also advised that under current legislation if the Council do not have halting sites available it is extremely difficult to ask the Travellers to move on from unauthorised sites, and even there were halting sites available there is no guarantee that the Council can make Travellers move. • anne glover suggested that members of the Community Council be issued with some form of identification. The Chairman agreed to investigate. • george littlejohn asked that Moray Councillors consider the future of the City of Elgin when they cast their vote on whether or not parking charges should be introduced at lossie green. Next Meeting Tuesday 10th august at 7pm

Speyside Stages Rally 2010

Local Interest

Saturday the 7th of August will see Scotland’s top flight of rally drivers make the voyage north for round six of the Hankook MSA Scottish Rally Championship, The Gleaner Oil and Gas backed Speyside Stages Rally. The event, based in elgin, is shaping up to be a vital event in the outcome of one of Britain’s most competitive championships with no less than six drivers still in contention for overall championship victory. The event, which is based at elgin Town Hall, starts in elgin’s Cooper Park with two tricky tarmac stages around the perimeter road. These spectator friendly stages are set to allow families a glimpse of top level motorsport without having to venture into the forests and always prove popular with the Moray public. After the short blasts around the Park competitors then head out to complete six of Scotland’s best stages in the elgin and Huntly forests. One man who has conquered the Speyside Stages over the past years is reigning Scottish Champion David Bogie. Bogie will once again be back to elgin in a bid to increase his championship lead and become the first driver in the history of the ‘Speyside’ to score a hattrick of victories! Bogie - who won the event in 2008 and 2009 - is currently tied on two victories with Aberdonian Dave Weston Snr (2006 & 2007) and englishman Barry Johnston (2004 & 2005), with no-one yet achieving three wins over the Moray stages. 2010 will see another past winner back out in an effort to climb up the Scottish Championship table. Inverness man Andy Horne, who was born and bred in Fochabers, considers the ‘Speyside’ as being his home event and would love to repeat his 1998 success and once again spray the champagne on his home event. Horne, who pilots a crowd pleasing Metro 6R4, has managed to transform his results in 2010 after a heartbreaking 2009 season, in which he failed to finish a rally, and now sits second in the points coming into round six. Not only will it be Bogie and Horne battling it out for top honours but no less than six other drivers are in with a chance: Junior driver’s such as David Wilson (Alness) and Alick Kerr (Glasgow) along with the experienced Mike Faulkner (Kirtlebridge), Jock Armstrong (Castle Douglas) and championship newbie’s Shaun Sinclair (Oban) and page 14 - August 2010

Wayne Sisson (Burton In Kendal) are all in with a shout for victory come August. However the action won’t stop there. Local honours will be hotly contested with Newton’s Craig Whyte and elgin codriver Daniel Forsyth teaming up for the event. This will be only the third time Craig has contested his home event and will once again be out in his Peugeot 205, hoping his local knowledge will help take the fight to the number of similar cars out on the event. However, for co-driver Forsyth this will be the first time he has sampled his home stages having only turned 16 last September! Another elgin based crew, Mike Grant and Graham Kelman will also take to the stages. They are joined by Barry Stephen from Lossiemouth who will be along with Michael Hendry from Aberlour. Barry’s brother Brian will also be out, in his Ford escort Cosworth, with elgin navigator Sean Donnelly reading the notes. Moray Construction boss Billy Miller is hoping to mix it with the top local drivers if he manages to rebuild his Mitsubishi evo 3 after an offroad excursion at the Scottish Rally! Programmes for the event can be purchased locally in elgin from the 3rd of August, and the event website will have details of where you can pick one up. The event starts with S a f e t y Scruiteneering from 6pm at Macrae and Dick, elgin on Friday the 6th of August before the rally blasts into action from 9.30am at Cooper Park on August the 7th. Rally fans can get more information on the event online at www.speyside-stages.co.uk

High Flyers of The Moray Coast

Local Interest

The district of Moray & Nairn stretches along the southern shore of the Moray Firth from Cullen in the east to Nairn in the west. The Spey and the Findhorn, lend much to the character of the area and many smaller rivers and streams drain the interior into the Moray Firth. Typical breeding species are Dipper, Grey Wagtail and Common Sandpiper. Goosanders

inhabit the smaller upland tributaries with a few Red-breasted Mergansers breeding on the lower reaches. There is relatively little standing water in Moray & Nairn but Lochs Oire, na Bo, Loy and Spynie provide winter wildfowl interest; Loch Spynie in particular holds a spectacular winter goose roost, and a rich wetland breeding bird community in summer. The coastline consists of a rich mosaic of habitat types. Short stretches of cliff run from Hopeman to Covesea and from Portknockie to Findochty. Here may be found good populations of Fulmars and Kittiwakes with a smaller number of Shags and Black Guillemots. The best rocky shores are between Burghead and Hopeman, at Lossiemouth and between Portgordon and Findochty. Winter waders, which include Purple Sandpipers, are often well accustomed to people and easily watched. There are three muddy estuaries, the wide expanse of Findhorn Bay and the smaller, but more intimate and easily watched, estuaries of the Lossie and Spey rivers. A wide variety of wildfowl, gulls and terns feed and roost on the estuaries and fishing ospreys are a regular feature in summer. Offshore, Burghead Bay and Spey Bay are well known for their flocks of wintering sea ducks with impressive rafts of scooters, Long-tailed Ducks and Eider. Buckie shore In winter the rocks hold numerous Turnstones, Redshanks, Oystercatchers, Dunlin and Purple Sandpipers. Ringed Plovers, Curlews and Knot can also be expected in smaller numbers. The gull flocks are worth checking for Glaucous and Iceland, especially around Buckie harbour where the first Ross`s is long overdue! Strathlene, just to the east of Portessie, has banks of gorse along the shore below the golf course. This area provides by far the best site in Moray & Nairn to search for displaced passerine migrants when wind and rain are in the east in spring and autumn.

page 20 - August 2010

Burgh ead Bay Divers of all three commoner species can be seen in autumn and winter as well as Slavonian and, sometimes, Red-necked Grebes. Long-tailed Ducks and scoters often number in thousands in winter and careful scrutiny of the flocks will often reveal at least one Surf Scoter. Covesea C liffs Viewing the seabird colonies from above is not easy and they are best seen from the beach below. Great care is needed however on a rising tide as access back to the cliff top path is not easy. Fulmars, Kittiwakes and Herring Gulls form the bulk of the colonies but a few pairs of Shags and Greater Black-backed Gulls also breed. Stonechats inhabit the cliff top gorse. Culbin Fores t an d the Nairn & Culbin Bars In the forest listen out for Crested Tits that are quite numerous and most easily located by call. Also present are Siskins, crossbills (apparently Parrot as well as Scottish); Stonechats and, in summer, a few Tree Pipits and Redstarts. Around the bars in summer can be found breeding Shelduck and Eider but the seaduck and wader flocks between autumn and spring are the main interest. Oystercatcher, Knot, Dunlin, Redshank and Bar-tailed Godwit are the main species but this is also the best site in for Sanderling and Grey Plovers. Kin gston an d Spey Bay

Breeding species around the mouth of the Spey include Shelduck, Terns and Ringed Plovers. The main interest is to be found between July-September when Ospreys fish the river mouth and waders passage, although light in terms of numbers, often includes scarcer species such as Whimbrel, Greenshank, Little Stint and Curlew Sandpiper. Offshore Spey Bay holds an important moulting flock of Red-throated Divers in autumn when hundreds may be present. Great Northern Divers are regular in summer plumage in spring. Sea ducks are less numerous than formerly but good numbers of scooters, Long-tailed Ducks and Eiders can still sometimes be seen. Copy Kind ly S upplied by Mart in Cook

Quail Balotines with Wood Pigeon Breast

Chef’s Confidential

SpotLight would like to introduce you to a new Chef (Peter Norrie of the Knockomie Hotel) who, from this month, will be providing the Chef’s Confidential. Before you read the recipe, however, we would like to extend our most sincere thanks to John McCruden (Head Chef of Chapter One restaurant) for all the work that he has put in over the last two years or so. All the recipes that are printed in SpotLight are designed individually by the Chef and there is no little work involved in producing this - so once again - thanks John for all your hard work and to Peter for offerring to pick up the baton! What now follows are all Peter’s words! We teamed up with MacBeths of Forres butcher to perform a live cooking demonstration at this years Royal Highland Show and this is one of the dishes we produced in front of the live audience. It is a simple dish to create but will impress your friends and family. It went down a treat with the audience at the Royal Highland Show when they got to taste the completed dish after the demonstration.

Ingredients 6 Carrots (for puree) 1 Star Anise 2 Quails (de-boned) 2 Slices Parma Ham Baby Spinach 2 Wood Pigeon Breasts Wild Mushrooms

page 22 - August 2010

Method - Quail Balotines Cook Carrots in water with Star Anise and a teaspoon of salt until extremely soft, strain but keep the water. Liquidise carrots adding the strained water until mixture is of a spreadable texture, pass through a fine sieve. For the Quail, cook Mushrooms and season, remove from pan and leave to cool. Place one slice of Parma Ham on cling film. Place your Quail on top of the Parma Ham, place some Mushrooms and Spinach inside. Roll into a cylinder, tie each end and then poach for 12-14 minutes (Rest for 46 minutes Cut open so all excess juices run out, then crispen in a hot pan with oil. At the same time place your seasoned pigeon breast in the pan as well. The pigeon will take 2-3 minutes to cook.
