PASTORAL LETTER & CHURCH MEETINGS The holiday season is approaching, many of us will have the opportunity to take time out and replenish our energy, charge ourselves up with vitamin D from sunlight in preparation for the seemingly endless dark winters days that we endure in this part of the United Kingdom. I remember as a child the excitement of going on holiday to Burntisland in Fife with its links, golden beach and fairground. It was clearly a different age back then - entertainment had not expanded and had not gone digital. It was real time excitement on the dodgems, roundabouts, carousel (“golden gallopers”), ghost train waltzer, helter skelter and for the less adventurous penny arcades, 22 rifle shooting, fishing for ducks, hoopla, prize bingo and the magic mirrors. I have to admit, my limited financial resources combined with an irrational fear of disorientation dictated a certain limitation on the adventure that could be experienced on the adrenalin packed rides. One of the things I most enjoyed was the magic mirrors. As a young child, I would run from mirror to mirror calling on my parents or anyone else who happened to be in the tent to come

and see what I looked like. It’s truly remarkable what an amazing effect a few kinks on a chromed steel mirror can make - rendering you short and squat one moment or tall and skinny the next. One minute you have legs like tree stumps, the body shape of a bowling ball and a neck like a bulldog - the next the legs of an antelope, body of a stick insect, neck of an ostrich and the head of a giraffe. Such distortions, while spectacular, are nothing compared to those we create in our own minds. Sometimes we belittle ourselves to a point where we feel we have no stature at all, yet, conversely we can create an over inflated opinion of our own importance and our ego is in danger of exploding. What compounds our problem is that we are seldom aware of this situation and we can so easily confuse this illusion with reality. Pride is a dangerous thing. There are numerous passages in the Bible that warn us against it - the New Testament book of James gives this stern warning: “God opposes the proud, but gives grace to the humble” (James 4:6). There are few human traits less desirable, yet more common, than pride. Equally, we

should beware of devaluing who and what we are. God wants us each to have an intrinsic sense of our own worth and, similarly, an appreciation of the worth of others. None of us are perfect, but no one is beyond redemption. The Apostle Paul, in his letter to the Romans, said, “For by the grace given me I say to every one of you: Do not think of yourself more highly than you ought, but rather think of yourself with sober judgment, in accordance with the faith God has distributed to each of you” (Romans 12:3). We must neither build ourselves up nor cut ourselves down - it’s advice we would all do well to heed. Blessings and peace.

KERBSIDE RECYCLING (DONNIE MACLEAN) Recycling is necessary to reduce the cost of disposing of our rubbish. Examples of costs were given to the Scottish Government of £2m per year, including Landfill Tax, and making and sealing a landfill cell which costs £4m. A waste audit was carried out which showed that 30% of food waste was going to landfill which cost £500k. Clearly there is an opportunity to save cash by greater use of recycling. New Bins (Blue & Purple) will be issued in Elgin between 28th April & 3rd May 2013. What Goes Where Green Bin – Household Waste Blue Bin – Paper & Card Brown Bin – Garden Waste & Food Waste (via Grey pot) Purple Bin – Plastic & metal containers Orange Box - Glass Alastair Kennedy asked about recycling performance in Moray? We are 2nd or 3rd on the recycling league table for Scotland. Anne Glover asked about the space required for all these bins, particularly in flats. Some places will have designated communal bin areas. Cllr John Divers asked about the problem of people leaving their bins out all week. The Council does not have a policy on this. The general rules are, one bin per household and where necessary, a bigger bin can be provided. Gordon Methven asked about visually impaired users given the colour coding. Bins are identifiable to visually impaired users by raised writing. George Littlejohn asked about communal bins in areas such as Darliston. These will be worked out along existing lines and adjusted if necessary. James Wiseman asked what happens if you miss bin night? Phone Moray Council and hopefully an arrangement can be made. James acknowledged that it was unlikely to happen very often but could happen.

Taxi Signs: Alastair Kennedy to arrange meeting with Ian Emslie of the Taxi Drivers Association. Alastair Kennedy, George Littlejohn & Steven Christie (SPICE) to attend. WLR: Cllr John Divers had attended a meeting convened by the Designing Streets Action Group with Richard Heartland, Roddy Burns (CEO), Elgin South Ward Councillors and Richard Lochhead regarding the WLR, where it had been said that the planning application was likely to be lodged Autumn 2013 therefore, a pre-application consultation would likely take place at the end of the Summer. Cllr Graham Leadbitter advised that the Council might decouple the section of road to the new high school because it is needed earlier.

4. POLICE & COMMUNITY WARDEN UPDATE Crime figures are on track for an excellent end of financial year result. For example, antisocial behaviour incidents are down by 20 from last year with a 75% detection rate, which is high against the average of 5060%. Serious and Violent Crime is also down 10 from last year to 17 in total with a 90% detection rate. These excellent results are thought to be due to Pubwatch, Education and the reintroduction of Community Wardens. George P Littlejohn asked about traffic problems at Bishopmill School, particularly inconsiderate parking. Ewen Strachan advised that the Police were aware of this and were going to target patrols in the area to educate drivers. He also noted that this problem is widespread at most primary schools in Elgin. Alastair Kennedy sought confirmation that parking on the pavement was illegal and asked if photographic evidence could be

used. Ewan Strachan confirmed that parking on the pavement was illegal where a car causes an obstruction at the particular time. A major incident was on-going at the Lecht so, having completed his report, Inspector Strachan left the meeting. Alastair Kennedy thanked him for his attendance, particularly in these circumstances. COMMUNITY WARDEN Community Warden figures for January 2013 were reported by Kathy Grant noting 9 noise complaints, 4 harassment complaints, 1 light pollution incident, 5 neighbour disputes and 1 fly tipping incident. A Residents Association has been formed for one problem area. Kathy Grant initiated this through an acceptable behaviour contract and the forming of the residents association has brought people onto common ground and has resulted in improvements. Steven Christie advised that Council Tenants can get money to improve their area. Dog fouling was also tackled and Kathy Grant had signed up 14 green dog walkers and issued 1 fixed penalty notice in this regard. Alastair Kennedy asked for a definition of Light Pollution. Kathy Grant explained that the incident she attended was a very bright light which lit up a wide area and was likely to disturb neighbours.

PARLIAMENT BLOG & TIDE TIMES I had great pleasure recently in joining young farmers from across the north and north east at Thainstone. A particular congratulations to my own constituents in Keith Young Farmers who won the club award for their activities through the year. It is great to see so many young folk involved in farming, which is an incredibly challenging industry to work in, especially with some of the prolonged atrocious weather conditions we have seen recently. Supporting young farmers is something I am particularly passionate about, given both the historic and current importance of the industry to Moray and, indeed, to Scotland as a whole. The average age of farmers has, unsurprisingly, been going up over many years - a trend that I am determined to move in the opposite direction and make farming an attractive profession from an economic perspective as well as a traditional lifestyle perspective. While this column is more reflective and less political than others that I have written I think it is appropriate to reflect on the community campaigns that are ongoing in Moray in defence of local services facing budget cuts. I was invited to speak at the libraries campaign rally in Burghead and the commitment from local people who came out in significant numbers on a cold day to back a valued service was significant. I will also commend the many hard-working and committed staff, whose livelihoods are under threat - whether that is here in Moray or, indeed, elsewhere as diminishing budgets really start to bite hard. Those workers continue to provide a fantastic service because the vast majority have a strong public service ethos and give much more than they are contracted or paid to do. It is good to see communities rallying around both the services and the staff who provide them.

Forest Circular Archiestown

INTRODUCTION: This circular walk takes you deep into woodland along tracks which are not suitable for wheelchairs and buggies. THE ROUTE AND FEATURES OF INTEREST: Start - Car Park in Square, in front of Hotel 1. From the car park, walk up Moss Street past the Memorial and continue along the country road, past a car park on the right, through a metal gate and into the wood.

Continue straight over at crossroads and follow the track as it bears right. 5. Where the path splits, take the path to the right back to the car park and continue back to the Square.

2. Take the next path on the left and walk for approximately ½ mile (10 – 15 minutes) where you take the path to the right.

WHY DID JESUS DIE? This question is of vital importance because your eternal destiny depends upon your answer to it. Do you know why Jesus died? If not, I believe God has sent me across your path to tell you. Sin Brings Death In God’s Word, the Bible, we learn that death came into the world because of sin. “Wherefore … by one man [Adam] sin entered into the world, and death by sin; and so death passed upon all men, for that all have sinned” (Romans 5:12). “The wages of sin is death” (Romans 6:23). You and I die because we are sinners; we have forfeited our right to live on the earth. “All have sinned, and come short of the glory of God” (Romans 3:23).

Jesus Died For Us Did Jesus die because He had sinned? No. Listen to the inspired Word of God: “In Him is no sin” (1 John 3:5); “Who did no sin” (1 Peter 2:22); “Who knew no sin” (2 Corinthians 5:21). Therefore, death had no claim upon Him. But, blessed be His Name, He “gave Himself for our sins” (Galatians 1:4). It was love to you and me that caused the Lord Jesus Christ to come down from heaven and die on Calvary’s cross. It was love to us that held Him on that shameful cross until He had finished the work of atonement to the glory of God. A holy, righteous, just God cannot let sin go unpunished. On the cross the Lord Jesus bore God’s judgment against sin in our stead, as our substitute; and now God is offering not only forgiveness, but also justification to the repentant sinner who believes in Jesus. He is “just, and the justifier of him which believeth in Jesus” (Romans 3:26). God showed His approval of that mighty work by raising the Lord Jesus from among the dead and seating Him at His own right hand in heaven (Mark 16:19).

Jesus Is The Way There is no other way you can be saved but through the atoning death of the Lord Jesus. He says : “I am the way, the truth, and the life: no man cometh unto the Father, but by Me” (John 14:6). “Neither is there salvation in any other: for there is none other name under heaven given among men, whereby we must be saved” (Acts 4:12). Why did Jesus die? Have you ever realized that it was your sins that caused Him to die upon the cross, or ever felt your need of Him as your personal Saviour? As you read this little message, He looks down from heaven upon you, and He reads the thoughts and intents of your heart. He knows your attitude toward your sins, as well as your attitude toward the One who wants to be your Saviour. If you don’t know the forgiveness of sins, there is only one person in the world to blame and that is yourself. God is ready to forgive you, if only you are ready to turn from your sins and be forgiven.

Turn To Him Today God knows all about you. I urge you not to lay aside this opportunity until you have settled this great question of your sin and eternity and have received the Lord Jesus Christ as your personal Saviour. Once you see the seriousness of your sinful condition before God, you will never get rest of conscience and heart until you have trusted the Saviour of sinners. He made “peace through the blood of His cross” (Colossians 1:20). We are “reconciled to God by the death of His Son” (Romans 5:10). If you do not trust Him now as your Saviour, you will meet Him in eternity as your Judge. For God “hath appointed a day, in the which He will judge the world in righteousness by that Man whom He hath ordained; whereof He hath given assurance unto all men, in that He hath raised Him from the dead” (Acts 17:31). Won’t you flee to Him now for refuge while it is the day of salvation? He will be your shelter. “We pray you in Christ’s stead, be ye reconciled to God” (2 Corinthians 5:20). “Dost thou believe on the Son of God?”( John 9:35) Have faith and doubt not.

Dreaming of... New York New York! Daily direct flights with United Airlines from Glasgow and Edinburgh have made this a popular destination year round from Scotland. Arriving into New York via Newark or JFK, taxis are easily picked up and will whisk you into the centre of bustling Manhattan. The famous skyline appears before your eyes, you will easily pick out the Statue of Liberty and the Empire State Building, both iconic sights in New York. Manhattan is extremely diverse from the leafy, quiet streets of Greenwich Village, and the affluent Upper East Side to the hustle and bustle of Times Square - which is like a huge movie set with all its lights and billboards. Surrounded by Broadway theatres, a show is another must see in this city. Of the many museums in New York my personal favourite was the American Natural History Museum, so much to see and free tours offered daily. For the best views in Manhattan head to the Rockefeller Centre, the top of the rock observation deck has absolutely breathtaking views; make sure you have your camera to hand! Spot the Brooklyn Bridge in the distance, linking Manhattan to Brooklyn, the bridge is easily accessed and is a popular walking route. For something different head to Battery Park (named after the old artillery battery therein) and take in a harbour cruise sailing on the East river and the Hudson to see the city from a different angle. For the more adventurous take a helicopter tour for a bird’s eye view of the city. A trip to New York would not be complete without a stroll through Central Park, where you will have the opportunity to ice skate or visit the zoo! The city that never sleeps has something for everyone, full of easily identified sights, fabulous museums and fantastic shops, bars and restaurants!

From 13th to 26th May it is Foster Care Fortnight and this year’s theme is ‘get in the frame’. Could you picture yourself as a foster carer?

Moray has a long history of providing foster care dating back to the 1800’s. Many children have been looked after and cared for by foster carers throughout the region, but we still need more people to become carers.

During Foster Care Fortnight we will be holding information sessions at Elgin Library and also a celebration in recognition of the foster carers who have been carering for 10, 20 and more than 30 years. We will at the beginning of May publish dates and times on the Council website.

The Moray Council currently looks after 68 children who live with 46 mainstream and seven Choices specialist carers. There are a further 19 children who are currently living elswhere in Scotland as we don’t have enough foster carers at present. The Council

MOSS – last chance saloon (for this year) Scarifying the winter moss and thatch needs done now, either with a spring rake, an electric scarifier (if you have one), or hiring a big scarifier (or getting us to do it). Spring is very late this year and Easter passed with very few lawns needing their first cut. Scarifying is done outwith the growing season (usually at the very end, or the very beginning of the season). Why not scarify in the summer when the weather is better some of you will ask? There are at least 3 good reasons: 1 Scarifying is very traumatic for the grass and new growing grass is too fragile to survive a rigorous scarifying, it will be ripped out. 2 Most scarified lawns look pretty poorly until they recover, Winter doesn’t matter so much, but most people want to enjoy their gardens in the Summer. 3 Putting on a feed and then trashing the grass is rather counterproductive, not to mention a bit of a waste of your money. We had a lot of pretty horrified feedback from the scarifying photo in last month’s Spotlight Magazine, so I’ve put it in again as a reminder!

Exciting and thrilling are probably not the first words anyone thinks about to describe wildlife watching however it does have its moments. I have been fortunate to see lions hunting in the Serengeti, Grizzly bears catching salmon in Canada and other exciting events around the world. These events are a considerable challenge to see, and they take time and some dedication, so why do I mention them here? I have just spent a couple of weeks in the Cairngorms and have seen wildlife action to rival the excitement and thrill of anything I have seen anywhere in the world. Of course there is a downside, getting up at 4.00am to be in a hide next to a small loch just outside Aviemore for 5.00 am and then waiting. Waiting for what? Within in an hour an osprey flies over the loch then disappears only to return a few minutes later. This time it is much lower and circles above our heads. The bird then starts an excited call, a sure sign it has seen a fish. It dives, only to pull out just a metre above the water, and starts circling again. Then a new dive and a splash just in front of our hide. The Osprey almost disappears underwater then emerges from the spray, grasping a totally shocked trout in one foot. It levers itself out of the water with powerful wing beats and takes to the air in a mass of water droplets that sparkle in the dawn sunlight. As the Osprey gains height it shakes its body, shedding more droplets, and grasps the trout with both feet holding it like a torpedo. Peace returns to the loch. From hitting the water to taking off can take the Osprey a little as three seconds, but three seconds of the most thrilling wildlife action I have seen anywhere.

Then back to waiting, more ospreys may fish in loch or perhaps none. This morning we are lucky and two more trout are caught before we leave at 9.30. The excitement of watching the spectacular dives does not diminish. Herons also use the lochside for hunting and I get the chance to see a normally elusive Goosander drake chasing and catching a trout just metres from the hide.

Obviously the chance to see Ospreys close up from ideal viewing conditions in a hide has to be paid for and the loch is stocked with trout of the right size to attract them. It is also possible to watch the Ospreys during the day from a hide further away as they must provide fish for their rapidly growing young in July and August.

Over the last 30 years increasing numbers of Ospreys have been returning to Scotland to breed, and this is an outstanding good news conservation story. Ospreys need the long summer days and a reliable place to hunt to feed their very demanding young before returning to Africa for the winter. The Rothiemurchus Estate has a proud record over many years of encouraging Ospreys to catch fish at their fishing lochs near Aviemore. Watching the Ospreys fishing in the lochs helps to fund this. nature The Highland Tiger Arguably our most enigmatic species, the Scottish Wildcat is the only surviving native feline in the UK. With just 400 believed to remain in the wild, the Wildcat is rarer than the Bengal tiger. After suffering centuries of habitat loss, being hunted for their fur and shot as vermin, they now face threats Scottish Wild Cat from vehicle collisions, disease and probably most significantly, interbreeding with domestic cats. This dilutes the gene pool and has disastrous consequences for the species.

Wildcats mate in the depths of winter with the kittens born in April or May, with a litter of between 2-4 the norm. The mother brings live prey to the den, often an abandoned badger sett or fox earth, from around 3 weeks old, allowing the kittens to develop their hunting skills. They will start to follow mum around from about 10 weeks old and will remain with her until around 5 months. The male takes no part in the rearing of the youngsters. Wildcats can breed from 1 year old, though males are unlikely to do so until they have established their own territory. As wildcats are very similar in appearance to the domestic tabby it is difficult for the casual Juvenile observer to make a positive identification but probably the most significant markers are the blunt tail with it's distinct rings, and stripes on their flanks and hindquarters that are mainly unbroken. Wildcats are also larger than the domestic tabby, with the average male coming in at over 5 kg and the female nearly 4 kg. For the best chance to see them in the wild, go to an area they are known to inhabit, use a car as a hide and look for them around dawn or dusk – they are nocturnal creatures. For the not so patient, the Highland Wildlife park in Kingussie have captive animals. The most significant surviving population is to be found in the Cairngorms, with smaller numbers in Lochaber and Aberdeenshire. Their preferred habitat is moorland and the margins of forests and mountain slopes, where their main prey is rabbits, hares and other small mammals.
