PASTORAL LETTER & CHURCH MEETINGS One of the big summer blockbusters a few years ago was a film called, “I know what you did last summer.” The film was about four friends who had covered up a car accident in which they were involved the previous year and who were now being stalked by a potential murderer who knew about the accident. It was a so called “slasher film’, a horror film which was very successful, although it did not get much critical acclaim. One of the keys to the film, however, is not so much the plot, but simply the title. I know what you did last summer. What would people say, what would people think if they did know everything that you got up to last summer? The flirting that got out of hand, the night out that now you cannot remember. Of course, with the advent of Facebook, many people already know and for some people that is a problem, as they posted pictures and stories that they now regret, or might regret in the future, when a potential employer looks up their Facebook page. How would you feel if
everyone knew what you did this past summer? Would you be content with a life well lived, embarrassed, ashamed or in fact incredibly happy because you had a great time that left you nothing to be ashamed of? One of the things the Bible tells us is that God does know what you did last summer, and the summer before that and the winter before that. In fact the Bible tells us:- “Before I formed you in the womb, I knew you.” (Jer 1:5) Jesus tells us that “indeed the very hairs on your head are all numbered.” (Lk 12:7) God actually knows us better than we know ourselves, yet, unlike the horror movie, it is not in order to do us harm. Not only that, but contrary to popular belief, it is not so that he can punish us. It is because he loves us and wants the very best for us. The most important thing that you can know is that God knows you, loves you and wants you to live up to your potential, to fulfil the wonderful plans he has for your life. An
advertisement in the USA for their Marine Corps used to state, “Be all that you can be!” That is quite simply what God wants for you. He wants you to be all that you can be. That is why his book, the Bible, is full of advice on how to live so that you can succeed in being the person God created you to be. It does not guarantee you an easy life, or even one of unbridled joy, but it does guarantee you a life where you fulfil your potential as a person. Someone does know what you did last summer and he loves you all the more for it. Are you prepared to love him back?

COMMUNITY COUNCIL NEWS ExTRACTS FROM THE MINUTES OF THE MEETING OF 11TH JUNE 2013 OF THE CITY AND ROYAL BURGH OF ELGIN COMMUNITY COUNCIL MATTERS ARISING KING STREET: James Wiseman said that the he still had no explanation of the decision from the Planning Officer and would follow it up. GLENMORAY: James Wiseman to arrange a meeting with the Manager of Glenmoray Distillery and involve SPICE regarding the floral display. Alastair commented that weeds were already showing in the area of the fountain and George Littlejohn commented that the fountain needed raised. There was a debate about the planting on roundabouts, what was required versus what was delivered. ELGIN LOSSIE CYCLEPATH: George Littlejohn had taken up the matter of sand on the cycle path with Moray Council. Pat Paterson confirmed that the sand had been cleared. CO-OPTION OF MEMBERS: Following a question from George Littlejohn, Gordon Methven said that the Co-option forms are still to be completed. POLICE & COMMUNITY WARDEN UPDATE POLICE – Sgt Mick Irwin Dog Fouling was tackled during May and will be tackled again in June. Speeding was targeted on Wards Road and from 13 hours of policing 23 drivers were educated, 1 ticket was issued and 5 cases were reported. Speed detection training is to be carried out for Elgin officers to augment the existing trunk road and local capability. Alastair Kennedy commented that this showed that local resources were not being depleted. Sgt Irwin gave some insight into the use of specialist teams in hubs delivering efficiency through rapid mobilisation leaving other officers to carry out their regular duties. Sgt Irwin noted that the Street Pastors appeared to be integrating well with the community. Gordon Methven said a few people had complained to him about people driving while using mobile phones and not being in full control of the vehicle. Sgt Irwin undertook to pass the information on. Following an observation from Alastair Sgt Irwin reiterated that the 101 number is now live and available for use.
STAGECOACH UPDATE Alastair Kennedy appealed for contact details for the new Stagecoach representatives. George Littlejohn re-stated his question about the inadequate signage on the Inverness Airport bus. Anne Glover reported that busses still stop in the wrong stance and drivers are not advising customers. COMMITTEE REPORTS PLANNING Bryan Watson gave an update on some historical Planning matters. KFC will open in the coming week and Bryan welcomed the new jobs it will bring. Brantano Shoes will also open with a coffee shop in Edgar Road. Allarburn Dairy shop and coffee shop are currently under construction. Work has started at Sainsbury’s site while the auction mart is still operating in a limited capacity. It was noted that the Mart building was to be re-used elsewhere. Cllr John Divers added that some roads orders were in place to enable safety measures to protect the workforce. The planning application is being discussed with SEPA and Scottish Water. Alastair noted that James Wiseman would be attending the Wind Farm Training event planned for September and that no other nominations had been put forward. However, he advised that anyone wishing to go to the training should book as soon as possible. RECREATION & LEISURE Alastair Kennedy congratulated Anne Glover on a Volunteer Of The Year award she received from tsiMoray at a ceremony in Elgin Library to celebrate Volunteer Week. Everyone agreed. She was a runner-up for volunteer of the year. FLOWERBEDS: Anne Glover asked for Volunteers for work at the Ladyhill flowerbeds on Saturday 15th June 2013 particularly assisting with transport. She also reported that the dog mess issue had been resolved. ENVIRONMENT Mary Wall reported that there was no Fair trade meeting this month.
Anne Glover commented on litter in the lane at the rear of Seafield Street ROADS & TRANSPORTATION – George Littlejohn George Littlejohn read out his report on the Sustainable Transport Conference he attended in Edinburgh. It highlighted green travel, intelligent transport systems, active travel and alternative fuels. George mentioned that he had test driven an electric vehicle and was reasonably impressed. The Eight Acres Flowerbed is ready to be dug over and George Littlejohn reported that arrangements had been made to have this done. George reported that the Scotrail operators franchise is coming up for renewal. He also reported that a new pedestrian bridge is to be built across the railway at Elgin Station. YOUTH - No report. Alastair Kennedy reported that he had invited two young people to attend with a view to setting up a Youth Sub-committee. COMMUNITY PLANNING ELGIN SOUTH AREA FORUM Steven Christie reported that the South Area Forum discussed Allotments, the wetlands paths, Glen Moray Drive Path, Welfare budget reforms and capacity and zoning of schools. STRATEGIC PARTNERSHIP FOR THE IMPROVEMENT OF THE CITY OF ELGIN (SPICE) Steven Christie reported that SPICE is now formally constituted. It is also registered with the “Your Neighbourhood” project which is part of the Beautiful Scotland campaign. Steven Christie has written to BEAR Scotland, TESCO, Gordon & McPhail and Moray Council regarding clearing of shrubs at Black Friars road. CONSULTATIONS Gordon Methven advised that there were no consultations of note this month. Alastair Kennedy reported that the Community Council Scheme review was ongoing and that he has responded.

Fun and the outdoors
Earthtime is a Social Enterprise, (part of Moray Social Enterprise Network) and a Community Interest Company which focuses on environmental education and provides a wide range of activities to suit all ages and occasions. All Earthtime’s work aims to inspire and generate enthusiasm for nature and the outdoors and a respect for the earth’s resources. Earthtime was founded and launched in early 2011 as a partnership by Deborah Hockney and Laura Russell, and now has a strong team of volunteers and an extensive customer network around Moray and beyond. Earthtime offers a range of creative services, all of which are nature based and are environmentally themed. This includes the widely popular Toddler Adventure session, for 2- 5 year olds, new Waddle Toddle sessions, suitable for one and two year olds and the recently launched Senior Moments Project for those 50+. The business has also developed a range of successful products including themed Outdoor Parties, workshops or outings for schools, nurseries and community groups and organising and facilitating larger events at various venues. Why does a lawn need scarified I hear you ask ? I think it’s rather like cleaning windows, you need to do it fairly regularly otherwise eventually you’ll have a rather filthy piece of glass, pretty useless as a window. It’s the same with the grass. Over time, it will fill up with old debris and form a layer of thatch, which in turn will increasingly provide the perfect habitat for moss to grow. Pretty soon, it’s more moss than grass it seems – a lost cause. Actually no, even badly mossed lawns can be restored quite quickly, in time for next year in fact. Grass is very resilient (given a helping hand) and will survive much abuse.

COMMUNITY COUNCIL COMMUNITY COUNCIL ELECTIONS 2013 ELECTIONS 2013 The current four-year term of all of the Moray Community Councils ends this September. A postal ballot for the new Community Councils will be held in October in areas where there are sufficient candidates. It is important to have more candidates for each Community Council area than there are seats available so that there has to be an election. This will help to ensure a truly democratic process. This process will also be helped if as many people as possible who are eligible to vote do so. A Community Council is a group of local people set up to represent and promote the interests of their local community. Members are volunteers and are elected by the public. Their main role is to find out the views of the local community as a whole and to make sure that the views of local people are passed on to the Local Authority, and to any other relevant public body or private agency. Community Councils have a statutory right to be consulted on local planning, licensing and other issues. Community Councils were introduced in 1973 and have the full statutory support of the Scottish Government. The current government appears keen to promote community engagement and enhance the role of Community Councils. To be successful, a Community Council needs to attract volunteers who care about their community and who are prepared to work together to ensure that the local voice is heard, and more importantly, listened to by relevant authorities and that each local community receives its fair share of public resources.
If you feel strongly about the well-being and quality of life of your local community you are encouraged to stand as a candidate in the forthcoming Community Council elections. To be eligible you must be 18 or over, reside in the Community Council area and your name must be on the electoral register. It is hoped that throughout Moray there will be a need for many elections and, to make it easier for people to vote, an all-postal voting system for Community Council elections is being used once again in Moray. Everyone on the electoral register will be given a postal vote irrespective of whether or not they have registered for a postal vote in other elections. Raspberry Panna Cotta With Raspberry Sorbet and Cinnamon Spiced Doughnuts Hi, My name is Craig Halliday, and i am the Head Chef at the Stotfield Hotel in Lossiemouth. I hope that you enjoy this recipe, its one of my favourites. I have been a chef now for 24 years and still love it. I have always wanted to be a chef since i was about 4 years old making pancakes with my mother and pottering about in the kitchen with her. I still have my first cookbook which my parents bought me when i was 5, it was called “MY FIRST COOKBOOK”. I still have a look at it now and again, it makes me laugh. I have worked within Moray until about 7 years ago when i moved to the Isle of Skye where i achieved 3 AA rosettes, one of the biggest achievements of my career so far. I am delighted to be back in Lossiemouth, my home town, and am looking forward to developing our food offering here at the Stotfield Hotel. Makes 4 Portions For the Panna Cotta 400g Double Cream 100g Milk 60g Sugar 3 Leafs Gelatine 100g Raspberries
For the Raspberry Sorbet 250g Raspberries 50g Liquid Glucose 200g Water 100g Sugar
For the Cinnamon Spiced Doughnuts (makes 12 Doughnuts) Good Pinch of Cinnamon 125ml Buttermilk Pinch of Salt 5g Fresh Yeast 1 Egg 80g Caster Sugar 80g Melted Butter 350g Plain Flour Oil for Deep Frying
TO MAKE THE PANNA COTTA
TO MAKE THE CINNAMON SPICED DOUGHNUTS
Soak the Gelatine in Cold Water
Set aside 5ml of the Buttermilk
Place the cream, millk and sugar into a saucepan, slowly heat to around 40 Degrees Celcius (do not boil)
Heat the rest of the Buttermilk until finger warm, then add the yeast and a good pinch of the sugar. Mix well and set aside in a warm place for about 15 minutes, until it becomes frothy
Squeeze the Gelatine so it has no water in it and add to the cream mixture Place the Raspberries into 4 moulds (teacups are a good option if you don’t have moulds to hand) Pour the cream mixture onto the raspberries and leave to chill in the fridge for at least 8 hours When ready to serve, dip the cup in a bowl of hot water to loosen it from the sides and turn upside down onto your serving plate, the Panna Cotta should just pop out. TO MAKE THE RASPBERRY SORBET Place all the ingredients into a saucepan, bring to the boil and turn off the heat Blitz the Raspberry mixture and pass through a sieve to remove the seeds If you have an Ice Cream maker, place the mixture in and start. If you don’t have an Ice Cream Maker then place in a container and put in the freezer, stirring it every half an hour until it has fully set
Mix the Egg with the remaining 5ml of Buttermilk, Add the Melted Butter and the Yeast Mixture and stir well. Pour this mixture over the remaining sugar, Flour, Cinnamon and Salt in a mixing bowl and beat for approximately 10 minutes using a K beater. The dough will eventually leave the side of the bowl. Place in a clean bowl, cover and refrigerate overnight for the best results. Once ready to cook, divide the dough into small cherry sized pieces. Lightly roll with flour dusted hands and place on a flour dusted tray, leaving a little space between each one. Cover and leave in a warm place for about 30 minutes until they have doubled in size. Heat the oil to 170 degrees Celsius in a deep fat fryer. Gently drop the doughnuts into the oil, cooking them in 3 or 4 batches and fry for 1 – 2 minutes until each side is golden brown. Remove with a slotted spoon, place on a plate lined with kitchen paper to absorb the excess oil. Toss the doughnuts in in some caster sugar mixed with a pinch of cinnamon whilst still warm.

The newly reopened and beautifully refurbished Duffus Inn is the perfect setting for anything from a quiet drink to a full gastronomic delight. It is difficult to imagine a more romantic setting for your wedding than a 17th century house set in a sheltered walled garden. However, Innes is not just a stunning venue which you and your guests will never forget, but also offers a wholly flexible programme to enable you to plan your day exactly as you would like.
