As I write this, my mind is contemplating the natural order of things. There appears to me to be a real beauty in the change of seasons especially as we move from Winter to Spring. The newness of life that Spring brings is a wonder to behold and motivates me to consider who is behind it all. PASTORAL LETTER & CHURCH MEETINGS Looking from the outside in…the inner truth “There is nothing concealed that will not be disclosed, or hidden that will not be made known.” (Luke 12:2) In the course of creating a portrait, an artist may strive to capture and bring to life the ‘inner essence’ and ‘moral quality’ of the subject. Words constructed and expressed from a poetic heart might try to ‘cast a bridge’ that would connect our imagination and emotions – to perceive and feel what is observed from the outside looking in. Similarly, a great photographer confessed to often struggling to create a good portrait in the face of ‘too much temptation to pander to the individual’ rather than capturing the inner truth. Here we find the artist, poet and photographer in collaboration, intent on evoking what lies behind the outer appearance. Those that ply their art as ‘observers of life’ are gifted individuals. Prominent poets such as Wordsworth often excelled in his view and depiction of the ordinary man. His poetry carries a depth of empathy and understanding, having ‘suffered numbing blows’ through the personal tragedy of losing three of his children. In ‘The Childless Father’ (1800), Wordsworth looks upon Old Timothy, who grieves the loss of his last

child in the midst of a countryside event. The final lines are simple and heartfelt in composition, where we might relate to Timothy’s pain: ‘Perhaps to himself [Old Timothy] at that moment he said; “The key I must take, for my Ellen is dead.” But of this in my ears not a word did he speak; And he went to the chase with a tear on his cheek’. Through words, pictures and photographs, each one of us has that gift to connect to our loved ones: fond memories that project so much more than a vacant image. We look and reflect personally on the inner truth of our relationships into which we have deposited so much of ourselves – good, bad or indifferent. Martin Luther King urged his audience not to ignore this inner truth; to look beyond the barriers of racism and to live in a world where people would“…not be judged by the colour of their skin, but the content of their character”. His renowned words point towards a wise saying from the Bible: “As water reflects from a face, so a man’s heart reflects the man.” (Proverbs 27:19). Whatever the skill of the observer, to expose the inner truth is a difficult task because man’s moral vision is less than

perfect. Sin is a barrier. To what standard do we judge? To be that perfect judge of character a person would have to continually live out the truth – nothing ever hidden away in darkness. There has been, and only ever will be, one perfect judge of character: Jesus. The content of his character was laid bare, and yet so many would not see – would not believe in the truth! Jesus exposed and confronted those with an ‘appearance of respectability’ when he saw their hearts were far from God. He touched upon and felt the pain of the poor in spirit; those like Old Timothy who needed to draw near to God. Should you ever hear the phrase, “take a good look at yourself”, remember it is Christ who ultimately searches and judges that inner truth. Nothing concealed, nothing hidden. The Christian church and all its believers must continually look in the mirror and respond in the same way to the question that Jesus asked his disciple Peter, “Who do you say I am.” Peter replied, “You are the Christ.” Peter was far from perfect, but Christ became more than a gifted observer, more than a judge of character, and much more than a fond memory. Christ became Peter’s inner truth.

EXTRACTS FROM THE MINUTES OF THE MEETING OF 17TH JANUARY 2013 OF THE COMMUNITY COUNCIL FOR THE ROYAL BURGH OF FORRES

1. APOLOGIES Apologies for absence came from Moray Cllr L Creswell, Comm Cllrs S Ferris, S Kennedy, J F Mackenzie, D McLean, Mrs C Pitstra & Youth Rep K McGrath. Due to loss of hearing brought on by illness, the meeting will be chaired by the Vice Chair, Cllr Hellyer, and not Cllr Bremner.

2. MINUTES OF MEETING OF THURSDAY 20TH DEC 2012 The minutes of the above meeting were proposed, seconded & ratified.

3. PUBLIC SESSION The Chair welcomed back Inspector Paul McCruden from his detachment and invited him to update the members. The Inspector said that during the last period work had been done relating to road safety issues with numerous driving offences reported including speeding, tachograph offences, driving off road, drink driving and document offences such as driving with no license, insurance and MOT. He said there had been little street disorder during the festive period with only 3 minor breaches of the peace. Local officers had continued to pay attention to parking issues on the High Street with drivers being warned about inconsiderate parking or given fixed penalty tickets for parking on zig zag crossings. Local officers also arrested 4 individuals for assaults, theft by shop lifting and possession of drugs and they were remanded in prison pending trial. Members were told that following the success of last years “Operation Avons”, tackling under age drinking and antisocial behaviour, the Inspector said that further funding had been made available for this year. He briefed members on the progress towards a

national police service, with the combining of the Moray division with Aberdeenshire, but there should be no change in the way the local policing teams work. The Chair thanked him for the information. Cllr Hayward told members she had been in correspondence with Mr K Price, Moray Council Road Engineer, with reference to Disabled Parking Regulations. She said that the legislation had been made law in 2009 but to date Moray Council had not actioned it. Mr Price explained that it had been submitted to committee in March 2011 but due to work pressures it had not been proceeded with, there were some 250 spaces that needed to be surveyed before the legal process could be carried out. He said that as new applications were received from individual residents they were being actioned. Neil Jeronim, a member of the public, asked permission to inform members of the council about the lack of a cycle path which had existed between Forres and Brodie but had been covered over during re surfacing work of the A96 in 2010. He said he had been in contact with Moray Council, BEAR (Scotland) and Transport Scotland to no avail as each passed the blame for not funding the reinstatement onto another. The 2.2 mile stretch to Brodie was overgrown but enabled safe cycling alongside a busy main road and was not a part of the SUSTRAN network. As the Moray Coast had just been added to the list of top ten coastlines in the world for beauty he felt that it would encourage tourists and cyclists to visit the area.

4. SECRETARY’S REPORT The Secretary said that one letter had been received from Ian Douglas, Moray Council, asking for volunteers to join the Moray Local Outdoor Access Forum. The Chair suggested that Mr Jeronim may care to represent the Comm Council on the Forum as a way of raising the status of his cycle path.

6. EXTERNAL GROUPS REPORT Cllr Duncan said that two pupils from Forres Academy had been selected for the Mount Dora annual exchange. Cllr Hayward said there had been no new planning applications but she was puzzled about the Hanover Housing application as there had been haste to move people out into other accommodation and the windows had been covered to prevent vandalism but nothing further had happened. The Chair welcomed M Cllr Skene to her first meeting. Cllr Skene told the meeting that she had enquired about our concern over the reduction in members in the last scheme and had been told that it was to establish parity with population figures. She also reminded members about the drop in consultation in Forres House on Mon 21st about contaminated land. M Cllr McLean said that he was pleased to see the old Mackenzie and Cruikshanks re-opened and to note the Chinese New Year celebration on the 4th Feb. M Cllr Alexander said that he had asked questions about a 50 mph speed limit at Brodie and a pedestrian crossing over the bypass. The annual Youth Concert was due again on Mar 5th at 7pm and Ben Romach had opened a second bottling line after a 13% rise in profits. M Cllr Alexander said that he agreed with Cllr Murdoch in a discussion about Comm Cllrs, at the P & R meeting, and the public did not support Comm Councils, illustrated by the lack of candidates coming forward at election time. He felt that they achieved little and some actively discouraged new candidates . Cllr Hayward said that Comm Cllrs gave freely of their time to their community and she felt under valued by Cllr Alexander’s remarks.

PARLIAMENT BLOG & TIDE TIMES It will not come as a surprise to many people that, in my role as Cabinet Secretary covering food and drink issues, the horsemeat scandal has kept me very busy in recent weeks. While I usually try to keep this column lighter, this is an issue that has, understandably, caused great consternation for people. We have the right to expect that what we are eating is what is stated on the label. The issue here has not been about whether or not the food is safe to eat, and provided it is stored and prepared properly that shouldn’t be an issue, it is, rather, about people getting what they expect on their plates. The criminal activity of people who have introduced horsemeat in Europe’s supply chain has huge ramifications for consumer confidence. However, it has also focused people’s minds on where produce comes from and that, in itself, is not a bad thing. We have, here in Moray, fantastic high street butchers with top notch traceability of their meat and people in Moray can buy that meat with confidence that it is quality assured and fully traceable. I will continue to back our Scottish producers and work with everyone involved to ensure that illegal activity in the European supply chain for other products is stamped out. Richard Lochhead MSP

Parliament Blog

There has been further coverage in the news recently of MoD plans for the future use of Lossiemouth and of wider defence basing issues. The one aspect that has been constant, however, has been the regular arrival of new personnel to our Moray bases. Military personnel posted into Moray regularly talk about how they are made to feel so welcome in our communities and, equally, they also get involved in a wide range of local activities and supporting community groups and organisations. The welcome given from folk in Moray makes me very proud to be associated with this part of the world and in the coming months there will be further changes to our population as military changes occur and I look forward to being part of that welcome for many more people.

...Moss and thatch removal Pre season (NOW) Many of you will be thinking about giving your lawn a good scarifying about now. Last year’s old thatch plus the usual build-up of moss over the winter will choke your grass this season unless it is raked out. Ideally this should be done before you need to start feeding and mowing your lawn. You can do this by hand with a spring rake, or many of you will have a small electric scarifier/rake to help. We use a much more rigorous blade scarifier which cuts out the thatch. The small electric rakes are good for lifting off annual moss but aren’t powerful enough to tackle thatch. We often work together with our customers at this time of year, we take out the thatch and they follow on with the electric rake – that works best of all. I thought it would be worth including a photograph of a typical scarifying job in progress. This might give you an idea of the scale of the exercise – not for the faint hearted. Good luck !

WORDS BY THE WAYSIDE “Thou shalt not covet” One of the many effects of covetousness is that it can drive us heavily into debt. Many of us enter into binding financial arrangements for loans, hire-purchase and mortgages, to cover the cost of things we have set our hearts on, but which we cannot afford. These things may be a bigger house, a better car, luxury holidays or some other possession which carries with it a status symbol. In this way, we find ourselves on a treadmill of our own making, with a crushing burden of debt, from which we cannot escape, because of our lifestyle. We will get no help from God to maintain a standard of living which we may yearn after, but which we cannot afford. “Let your behaviour be without covetousness; and be content with such things as ye have” (Hebrews 13:5). Another evil effect of covetousness is the bad example it sets to others. We all have our own own sphere of influence either for good or evil and this is particularly true of overseers and deacons-hence the reason that such men in the church must not be covetous (1 Timothy 3:3-8). If we are marked by covetousness then our example will have a leavening effect upon others: encouraging them to a similar lifestyle. Yet we Christians are still not content with such as we have. Self denial and godliness with contentment are out of fashion.

They will discover that covetousness is addictive because each fresh acquisition only whets the appetite for more and more. If covetousness marks us as a Christian it is evident that we are finding our pleasure in earthly things and that we are depending on something other than God for satisfaction. God made us for Himself and our heart should find no rest until it rests in God through our Lord Jesus Christ. It must grieve the Lord, who has redeemed us for Himself, to see us striving after the things of this life – clothes, food, job or profession, car, garden, fortune, pleasures, etc. to the exclusion of the higher spiritual interests of our own soul. It must also follow that if God is displeased with us then we cannot enjoy communion with Him until our life-style is adjusted in line with His will. We cannot expect to grow in divine things if our heart is occupied with material things. Covetousness not only includes the active pursuit of material things and earthly benefits which lie in our grasp, but also includes the passive smouldering desire to obtain that which our neighbour has but is impossible for us to achieve, and this awakens the spirit of envy and jealousy.

Therefore let us set our affections on things above and beware of covetousness for the Lord Jesus Christ “died for all, that they which live Covetousness is also idolatry. If we are covetous should not henceforth live unto themselves, we spare ourselves no pains to achieve our but unto Him which died for them, and rose desired object. We love that object with all our again” (2 Corinthians 5:15)
