Peace at last!

Perhaps the most elusive possession in all the world, regardless of nationality, culture, colour or creed, is peace. Everybody craves it and some men even fight for it, but it cannot be bought or sold. Settled peace eludes nations, governments, businesses and families and since time immemorial, strife, tension and wars have afflicted the world of men. But why? The Bible gives an explanation that doesn’t do anything for man’s self-esteem, but it certainly makes things clear. Writing to the Christians in Rome, Paul the Apostle wrote, “There is none righteous, no, not one: There is none that understandeth, there is none that seeketh after God. They are all gone out of the way, they are together become unprofitable; there is none that doeth good, no, not one … And the way of peace have they not known.” (Romans 3.10-12, 17). The biblical explanation that peace eludes man because of his personal guilt before God is mocked by many today, but it is self-evident that the more godless a society becomes, the more callous, brutal, selfish and violent are its ways. Sin brings its consequences.

When a person is at peace with God it is possible to know the peace of God ruling in the heart. The present conflict between the Jew and the Arab is rooted in ancient history and, humanly speaking, it seems to be an intractable problem. Yet, 2000 years ago in the city of Antioch, a man called Barnabas had the great joy of seeing Jews and Gentiles, formerly bitter opponents, sitting in happy fellowship together. What had happened to make that possible? The Gospel concerning the Lord Jesus Christ had been preached, and many in Antioch had believed by faith that they were sinners in need of forgiveness and salvation. Repentance toward God and faith in the Lord Jesus had united former enemies, and their new-found peace with God had resulted in peace with one another. That same reconciling power of the Gospel has been proved in every part of the world, no less today than in the earliest days of the Church.

Peace with God need not be elusive. Writing to the Colossian Christians, Paul explained, “And, having made peace through the blood of his cross, by him to reconcile all things unto himself; by him, I say, whether they be

things in earth, or things in heaven. And you, that were sometime alienated and enemies in your mind by wicked works, yet now hath he reconciled in the body of his flesh through death, to present you holy and unblameable and unreproveable in his sight” (Colossians 1.20-22). Those whom Paul describes as “alienated and enemies in your mind by wicked works” can be righteously reconciled to a holy God in virtue of the sacrifice of the Lord Jesus on the cross of Calvary. Men crucified the ‘Prince of Peace’, yet in that very death the purpose of God provided the means by which alienated sinners could be reconciled and find peace with God. The repentant sinner whose faith is in the Lord Jesus Christ for the forgiveness of sins is, through the work of the Saviour at Calvary, declared righteous by God. Paul describes that happy condition in Romans 5.1, “Therefore being justified by faith, we have peace with God through our Lord Jesus Christ”.

EXTRACTS FROM THE MINUTES OF THE MEETING OF 21ST FEBRUARY 2013 OF THE COMMUNITY COUNCIL FOR THE ROYAL BURGH OF FORRES

3. PUBLIC SESSION • The Chair welcomed Inspector Paul McCruden asking him to update the members. The Inspector said that, during the last period, 21 drivers had been dealt with for breaking speed limits, 5 for drink driving and others were warned for a variety of offences such as disobeying road signs, driving without insurance and a number of vehicular defects. Fixed Penalties had been issued to an individual for urinating in the street and to another for causing antisocial annoyance to a neighbour by using a stereo. Following an enquiry about metal theft, the Inspector said that 3 incidents since January were being followed up and were ongoing. A speed survey, carried out on the A96 at Brodie, revealed that the average speed to be 49.8 mph with no conclusion supporting further speed restrictions. Briefing us on the changes to the new Police Scotland the Inspector said that the Moray Division had now amalgamated with the Aberdeenshire Division to form one of the 14 new divisions but insisted that the public would see no change in operation. He also told us of the replacement of the 0845 non emergency number by an easier to remember 101. The Chair thanked him for the information. • Fiona Burnett, from Environmental Services, came to address members on new recycling services and the extra bins to go with them. Householders will be receiving an extra 2 bins, a large blue for paper and cardboard and a purple one for plastic and tin, issued in mid March and serviced fortnightly. She said that letters would be delivered to householders detailing the pick-up times for the various bins prior to the issue of the bins. Cllr Ferris asked what arrangements had been made to dispose of the plastic, once collected, and was told that it was being collected for treatment by a firm in the Central Belt at no expense to Moray Council and in fact

earned money for the Local Authority. • Comm Cllr Hayward asked the Moray Cllrs if any response had been found to explain the delay in action on the Hanover Housing planning development. It seems that it is held up because of a Historic Scotland objection to the plans and in particular to a building in the corner of the development site. • A member of the public, Mr Jeronim, asked the Cllrs who in Moray Council was responsible for applying for grants to fund cycleways. Cllr McLean said that he would find out and Cllr Skene said that she had been told that what was being referred to as an old cycleway was, in fact, the route of the old road. This was denied by Mr Jeronim. • Mr B Macdonald, of FACT, updated the members on the case of Sanquhar Pond saying that an Environmental Engineer would be examining the site tomorrow.

• The Secretary said that he had received an email from the CCLO requesting members input on a Community Safety Draft Strategy which he had circulated to all members for their input on the topic. • He said that he had been approached by a representative of Forres Events Limited seeking permission from the Community Council for the use of the CC Logo. After discussion, members agreed to permitting its use to support the European Pipe Band Championships.

• The Secretary, in the absence of the Treasurer said that the account now stood at £1713.45. This was broken down into CC Operating Account - £487.22 and Special Projects - £1226.23. • The Secretary said that at the recent JCC meeting the topic was raised on advertising the Community Councils in the forthcoming elections, due in September of this year, and funding was sought to cover the cost of this. After discussion members voted unanimously to use the Special Projects Fund to donate £75 to the JCC for this purpose.

5. CHAIR’S REPORT • The Chair told members that he had received complaints about travellers up at the Muiry who were blocking paths to walkers trying to enter the woods. He was also concerned about the cancellation of the arts budget as any application for funding had to show support and match funding from the Local Authority. Because

PARLIAMENT BLOG & TIDE TIMES I had great pleasure recently in joining young farmers from across the north and north east at Thainstone. A particular congratulations to my own constituents in Keith Young Farmers who won the club award for their activities through the year. It is great to see so many young folk involved in farming, which is an incredibly challenging industry to work in, especially with some of the prolonged atrocious weather conditions we have seen recently. Supporting young farmers is something I am particularly passionate about, given both the historic and current importance of the industry to Moray and, indeed, to Scotland as a whole. The average age of farmers has, unsurprisingly, been going up over many years - a trend that I am determined to move in the opposite direction and make farming an attractive profession from an economic perspective as well as a traditional lifestyle perspective. While this column is more reflective and less political than others that I have written I think it is appropriate to reflect on the community campaigns that are ongoing in Moray in defence of local services facing budget cuts. I was invited to speak at the libraries campaign rally in Burghead and the commitment from local people who came out in significant numbers on a cold day to back a valued service was significant. I will also commend the many hard-working and committed staff, whose livelihoods are under threat - whether that is here in Moray or, indeed, elsewhere as diminishing budgets really start to bite hard. Those workers continue to provide a fantastic service because the vast majority have a strong public service ethos and give much more than they are contracted or paid to do. It is good to see communities rallying around both the services and the staff who provide them.

nature The Highland Tiger Arguably our most enigmatic species, the Scottish Wildcat is the only surviving native feline in the UK. With just 400 believed to remain in the wild, the Wildcat is rarer than the Bengal tiger. After suffering centuries of habitat loss, being hunted for their fur and shot as vermin, they now face threats Scottish Wild Cat from vehicle collisions, disease and probably most significantly, interbreeding with domestic cats. This dilutes the gene pool and has disastrous consequences for the species.

Wildcats mate in the depths of winter with the kittens born in April or May, with a litter of between 2-4 the norm. The mother brings live prey to the den, often an abandoned badger sett or fox earth, from around 3 weeks old, allowing the kittens to develop their hunting skills. They will start to follow mum around from about 10 weeks old and will remain with her until around 5 months. The male takes no part in the rearing of the youngsters. Wildcats can breed from 1 year old, though males are unlikely to do so until they have established their own territory. As wildcats are very similar in appearance to the domestic tabby it is difficult for the casual Juvenile observer to make a positive identification but probably the most significant markers are the blunt tail with it's distinct rings, and stripes on their flanks and hindquarters that are mainly unbroken. Wildcats are also larger than the domestic tabby, with the average male coming in at over 5 kg and the female nearly 4 kg. For the best chance to see them in the wild, go to an area they are known to inhabit, use a car as a hide and look for them around dawn or dusk – they are nocturnal creatures. For the not so patient, the Highland Wildlife park in Kingussie have captive animals. The most significant surviving population is to be found in the Cairngorms, with smaller numbers in Lochaber and Aberdeenshire. Their preferred habitat is moorland and the margins of forests and mountain slopes, where their main prey is rabbits, hares and other small mammals. Like their domestic cousins, they are opportunistic feeders and will take anything of a suitable size.

WHY DID JESUS DIE? This question is of vital importance because your eternal destiny depends upon your answer to it. Do you know why Jesus died? If not, I believe God has sent me across your path to tell you. Sin Brings Death In God’s Word, the Bible, we learn that death came into the world because of sin. “Wherefore … by one man [Adam] sin entered into the world, and death by sin; and so death passed upon all men, for that all have sinned” (Romans 5:12). “The wages of sin is death” (Romans 6:23). You and I die because we are sinners; we have forfeited our right to live on the earth. “All have sinned, and come short of the glory of God” (Romans 3:23).

Jesus Died For Us Did Jesus die because He had sinned? No. Listen to the inspired Word of God: “In Him is no sin” (1 John 3:5); “Who did no sin” (1 Peter 2:22); “Who knew no sin” (2 Corinthians 5:21). Therefore, death had no claim upon Him. But, blessed be His Name, He “gave Himself for our sins” (Galatians 1:4). It was love to you and me that caused the Lord Jesus Christ to come down from heaven and die on Calvary’s cross. It was love to us that held Him on that shameful cross until He had finished the work of atonement to the glory of God. A holy, righteous, just God cannot let sin go unpunished. On the cross the Lord Jesus bore God’s judgment against sin in our stead, as our substitute; and now God is offering not only forgiveness, but also justification to the repentant sinner who believes in Jesus. He is “just, and the justifier of him which believeth in Jesus” (Romans 3:26). God showed His approval of that mighty work by raising the Lord Jesus from among the dead and seating Him at His own right hand in heaven (Mark 16:19).

Jesus Is The Way There is no other way you can be saved but through the atoning death of the Lord Jesus. He says : “I am the way, the truth, and the life: no man cometh unto the Father, but by Me” (John 14:6). “Neither is there salvation in any other: for there is none other name under heaven given among men, whereby we must be saved” (Acts 4:12). Why did Jesus die? Have you ever realized that it was your sins that caused Him to die upon the cross, or ever felt your need of Him as your personal Saviour? As you read this little message, He looks down from heaven upon you, and He reads the thoughts and intents of your heart. He knows your attitude toward your sins, as well as your attitude toward the One who wants to be your Saviour. If you don’t know the forgiveness of sins, there is only one person in the world to blame and that is yourself. God is ready to forgive you, if only you are ready to turn from your sins and be forgiven.

Turn To Him Today God knows all about you. I urge you not to lay aside this opportunity until you have settled this great question of your sin and eternity and have received the Lord Jesus Christ as your personal Saviour. Once you see the seriousness of your sinful condition before God, you will never get rest of conscience and heart until you have trusted the Saviour of sinners. He made “peace through the blood of His cross” (Colossians 1:20). We are “reconciled to God by the death of His Son” (Romans 5:10). If you do not trust Him now as your Saviour, you will meet Him in eternity as your Judge. For God “hath appointed a day, in the which He will judge the world in righteousness by that Man whom He hath ordained; whereof He hath given assurance unto all men, in that He hath raised Him from the dead” (Acts 17:31). Won’t you flee to Him now for refuge while it is the day of salvation? He will be your shelter. “We pray you in Christ’s stead, be ye reconciled to God” (2 Corinthians 5:20). “Dost thou believe on the Son of God?”( John 9:35) Have faith and doubt not.

Foster Care Fortnight 13 – 26 May 2013 FOSTERING

FRAME Moray has a long history of providing foster care dating back to the 1800’s. Many children have been looked after and cared for by foster carers throughout the region, but we still need more people to become carers. The Moray Council currently looks after 68 children who live with 46 mainstream and seven Choices specialist carers. There are a further 19 children who are currently living elswhere in Scotland as we don’t have enough foster carers at present. The Council

provides care for individual children and sibling groups and children with complex emotional needs. We have short term carers, long term permanent carers, respite carers who provide short breaks and sleepovers and Choices specialist carers. From 13th to 26th May it is Foster Care Fortnight and this year’s theme is ‘get in the frame’. Could you picture yourself as a foster carer? During Foster Care Fortnight we will be holding information sessions at Elgin Library and also a celebration in recognition of the foster carers who have been carering for 10, 20 and more than 30 years. Exciting and thrilling are probably not the first words anyone thinks about to describe wildlife watching however it does have its moments. I have been fortunate to see lions hunting in the Serengeti, Grizzly bears catching salmon in Canada and other exciting events around the world. These events are a considerable challenge to see, and they take time and some dedication, so why do I mention them here? I have just spent a couple of weeks in the Cairngorms and have seen wildlife action to rival the excitement and thrill of anything I have seen anywhere in the world. Of course there is a downside, getting up at 4.00am to be in a hide next to a small loch just outside Aviemore for 5.00 am and then waiting. Waiting for what? Within in an hour an osprey flies over the loch then disappears only to return a few minutes later. This time it is much lower and circles above our heads. The bird then starts an excited call, a sure sign it has seen a fish. It dives, only to pull out just a metre above the water, and starts circling again. Then a new dive and a splash just in front of our hide. The Osprey almost disappears underwater then emerges from the spray, grasping a totally shocked trout in one foot. It levers itself out of the water with powerful wing beats and takes to the air in a mass of water droplets that sparkle in the dawn sunlight. As the Osprey gains height it shakes its body, shedding more droplets, and grasps the trout with both feet holding it like a torpedo. Peace returns to the loch. From hitting the water to taking off can take the Osprey a little as three seconds, but three seconds of the most thrilling wildlife action I have seen anywhere.

Then back to waiting, more ospreys may fish in loch or perhaps none. This morning we are lucky and two more trout are caught before we leave at 9.30. The excitement of watching the spectacular dives does not diminish. Herons also use the lochside for hunting and I get the chance to see a normally elusive Goosander drake chasing and catching a trout just metres from the hide. Obviously the chance to see Ospreys close up from ideal viewing conditions in a hide has to be paid for and the loch is stocked with trout of the right size to attract them. It is also possible to watch the Ospreys during the day from a hide further away as they must provide fish for their rapidly growing young in July and August. Over the last 30 years increasing numbers of Ospreys have been returning to Scotland to breed, and this is an outstanding good news conservation story. Ospreys need the long summer days and a reliable place to hunt to feed their very demanding young before returning to Africa for the winter. The Rothiemurchus Estate has a proud record over many years of encouraging Ospreys to catch fish at their fishing lochs near Aviemore. Watching the Ospreys fishing in the lochs helps to fund this.

MOSS – last chance saloon (for this year) Scarifying the winter moss and thatch needs done now, either with a spring rake, an electric scarifier (if you have one), or hiring a big scarifier (or getting us to do it). Spring is very late this year and Easter passed with very few lawns needing their first cut. Scarifying is done outwith the growing season (usually at the very end, or the very beginning of the season). Why not scarify in the summer when the weather is better some of you will ask? There are at least 3 good reasons: 1 Scarifying is very traumatic for the grass and new growing grass is too fragile to survive a rigorous scarifying, it will be ripped out. 2 Most scarified lawns look pretty poorly until they recover, Winter doesn’t matter so much, but most people want to enjoy their gardens in the Summer. 3 Putting on a feed and then trashing the grass is rather counterproductive, not to mention a bit of a waste of your money. We had a lot of pretty horrified feedback from the scarifying photo in last month’s Spotlight Magazine, so I’ve put it in again as a reminder!
