Managing the Spey’s Fish Stocks Looking after the River Spey is no mean feat; itʼs 107 miles long, with 560 miles of main tributaries, 20 miles of coastline (extending 3 nautical miles out to sea) and a total catchment of 1,880 square miles. It has the highest levels of environmental protection in Europe for Atlantic Salmon, Otter, Sea Lamprey and Freshwater Pearl Mussel and is also a Site of Special Scientific Interest (SSSI). The Spey Fishery Board was originally established by legislation in the 1860ʼs intended to help the local lairds keep the river profitable by protecting it from poachers and maintaining fishing beats. Today it is considered to be one of the ʻBig Fourʼ of the 42 Salmon Fishery Boards around Scotland. Strengthened by Salmon Fisheries Acts in 1986 and 2003, the board is a Statutory Body empowered to do what is necessary in support of its core responsibilities: the ʻProtection, Enhancement and Conservationʼ of stocks of Atlantic Salmon and Sea Trout and their fisheries. In the 1970ʼs the Spey Fishery Board established and began funding The Spey Research Trust in order to advance the study of and research into salmon. Now transformed into the Spey Foundation its responsibilities now encompass other fish species and all aquatic wildlife and it advises the Board on the management of the river catchment. With additional finance from individual projects, it also plays a role in advising on the environmental impact of wind farms, which can affect their surrounding environment both during construction and once running. The Spey Foundationʼs work also extends to advising the many whisky distilleries using the River Spey to ensure best practices are used so that the discharges of the water used to cool the stills donʼt harm the fish populations. As a Registered Charity, the Foundation has an educational remit and provides ʻSalmon in the Classroomʼ programmes to numerous schools throughout Speyside. These have involved children rearing Salmon fry in the classroom from eggs produced at our hatchery, learning

about the Salmonʼs life cycle and subsequently releasing the fed fry back in to the Rivers from which their Salmon parents came. (For more information on this program please contact director@speyfisheryboard.com)

Although they are two separate entities, the Spey Fishery Board and the Spey Foundation work closely together and share the same Chairman and Director. They have three principle areas of work: • Water Bailiffs, who both police the River Spey, its tributaries and the coast to protect them from illegal poaching and undertake important habitat management work. • A hatchery operation, which is currently rearing 1.5 million Salmon fry. • A team of scientists, who undertake research throughout the Spey catchment, as well as work undertaken on behalf of the Rivers Findhorn, Nairn and Lossie. Together, the Spey Fishery Board and Spey Foundation undertake invaluable work to monitor, protect and improve the habitats for fish throughout these areas and conserve the iconic Salmon for the future. With the salmon facing ever-increasing challenges out at sea, from rising sea temperatures and commercial fishing, it is more important than ever to implement a strategy for our rivers to preserve this irreplaceable resource. Angling on the Spey provides over £12 million per annum for the local economy and supports 367 full-time equivalent jobs, all of which means The River Spey is an asset that needs to be looked after if our future generations are also to enjoy it. Time for a spring clean Lent in the Christian calendar is the season before Easter (www.church year.net/easter.html). The starting date this year is 17th February and is the forty days, excluding Sundays, leading up to the Saturday before Easter Sunday, (slightly different if one follows the Roman Catholic tradition). Quite often Christians will ‘give something up for Lent’, perhaps go on a diet, or engage in ‘fasting’. Originally related to meat, eggs and other ‘indulgencies’, which these foods were at one time, fasting is the discipline of giving up something for a fixed period*. The roots of Lenten practice go back to the time of the early Christian faith and are linked by various sources to a particular interpretation of teaching and activities as told in the bible. Some church denominations such as my own ‘Baptist’ one tend not to over emphasise Lent, since we see it much associated with ‘church tradition’ rather than biblical practice. However, there can be little doubt that the tradition of lent grew from the 40 days in the wilderness Jesus spent soon after his baptism

by John the Baptist. There, according to the gospels of Matthew (4:1-11), and Luke (4:1-13), Jesus whilst being tempted by the devil ate nothing for 40 days and nights. Jesus could have demonstrated his supernatural power as proof of his divinity, but instead, quoted scripture. In so doing, Jesus gave us a framework from which we can become spiritually stronger, and the church developed a tradition which can help people emulate the Saviour. So this beggars the question - is this relevant to you, is there guidance which is beneficial to you, Christian person or otherwise? The practice involves giving up something for these 40 days. Some people choose to give up food, others, habits that they know deep down are bad for them such as gossiping and drunkenness, and yet others, things that they have an excessive desire for, e.g. chocolates and sweets, caffeine, and even shopping.

If you care to pause and think for a moment, would you not know what to give up that would be of benefit to you? Giving up such things is a form of

fasting. By so doing you can also perform a spiritual spring clean and learn to control a particular part of your life, which leads to greater self-discipline even when Lent is over. As such, in Lent you are able to learn, examine, and get under control any material excesses. No bad thing that! Nonetheless, Lent is more than just a diet or improving one’s behaviour. Lent is about spiritual results, not material ones. Any such things should be done for God's glory and for spiritual growth. Whilst giving up something you can give to those in need, eg. the money you save on chocolates to a good charity. You can clean out the debris of a wrong relationship with God at this time too. Take an inventory, where are you in that relationship? As you give something up and give to others, you can pray to God and seek that new or renewed relationship. As you give up, take up. Who’s Your Daddy Stew and Dumplings

®

Welcome to our winter warmer. Bursting with seasonal produce this dish will be sure to satisfy the heartiest pallet. F o r t h e s te w 2 tbsp vegetable oil 1kg/2lb 3oz diced shin of beef (cut off the bone into large pieces) 2 sticks celery 2 carrots 2 large onions 3 cloves garlic 1 heaped tsp tomato puree 1 tbsp plain flour salt and freshly ground black pepper ½ litre/17fl oz real ale or bitter 200ml/7fl oz dark beef stock 2 bay leaves 1 sprig fresh thyme Fo r t h e s u et d um pl in g s 150g/5oz beef suet 150g/5oz self-raising flour, sifted plus extra for dusting salt and freshly ground black pepper 1 tsp prepared horseradish (optional) water to bind

D u mp li n g s Place the suet in a clean bowl and add the flour. Using your hands, mix the suet and flour well, then season with salt and freshly ground black pepper. If you want horseradish dumplings, now is the time to add it to the mix. Make a well in the centre of the flour and suet mixture and add water a bit at a time. Mix with your hands until you get a firm dough that comes away cleanly from the sides of the bowl.

M et h o d Preheat the oven to 160˚C. Heat a large casserole on the hob. Add the vegetable oil and, when hot, add the beef and cook until browned.

Turn the dough out onto a clean board and sprinkle over some flour. Roll the dough out into a sausage shape, then form into six golf ball-sized dumplings (they'll double in size when cooking). Carefully drop the dumplings into the stew. You can store any unused dumpling dough wrapped in cling film in the fridge for two or three days.

Roughly chop the celery, carrots, and onions then add to the casserole.

Cover the casserole with a lid and place in the preheated oven to cook for 2½ - 3 hours, checking periodically.

Slice the garlic and add to the casserole. Stir all the vegetables thoroughly and allow them to brown gently, scraping up the browned bits from the bottom of the pan as you go.

After two hours, turn the dumplings over. Add the bay leaves and the thyme and continue cooking for a further half hour to an hour. When the beef is done, it should fall apart to the touch and the dumplings should be light and fluffy.

Once the vegetables are coloured, add the tomato puree and stir. Add the flour and stir together well until the flour is incorporated. Season with salt and freshly ground black pepper.

Serve the dumplings and beef stew in large bowls.

Add the ale to the casserole, followed by the beef stock. Bring up to the simmer and cover with a lid. page 10 - February 2010

EXTRACTS FROM THE DRAFT MINUTES OF THE MEETING OF 15TH DECEMBER 2009 OF NAIRN WEST COMMUNITY COUNCIL

Matters Arising 20 mph limit - JF had written to Louise Clark about introducing 20 mph limits - similar to those in the Fishertown on residential roads elsewhere in the town, and in particular the area of Wellington and Waverley Roads. The Council reply had advised that this would be included in the monitoring exercise currently planned by Tech Services. But the official view was that such 20 mph limits were not considered practical on individual roads but needed to be in zones. GV suggested that a public meeting might be called in the New Year to discover if Nairn residents would like a 20 mph zone to be introduced more widely. It was agreed to consult the other Nairn CCs on holding such a meeting. Draft Coastal Development Strategy This had been put out for consultation but the deadline for comments was not known. BS observed that the draft seemed generally sensible but that it would be useful to respond on the aspects affecting Nairn: discussions indicated that key issues were the question of effluent discharge/management, and the need to preserve navigable access to Nairn Harbour. Draft Local Transport Strategy, 200912 - BS had responded on behalf of the NWCC. He noted that the Hitrans Regional Transport Strategy had identified the A96 (and the A82) as the strategic routes which were least adequate for the functions they had to perform, and were thus priorities for improvement. The NWCC response to Highland Council had highlighted 5 key issues: • the role of the A96 as a strategic Regional Trunk Route, where analysis of current and projected traffic-flows are critical to future planning SpotLight - Nairn and District

• the need to alleviate current congestion and road safety problems on the A96 transit through Nairn • the inclusion in the LTS of appropriate references to the construction of a by-pass around Nairn as a priority objective (in support of similar points made in a letter from the Nairn Partnership and Forum) • the identification of specific, identifiable proposals and actions to deliver greater transport integration and to promote modal shift • the definition of measurable timelines, targets and deliverables to enable monitoring and the assessment of progress. RY thanked BS for his comprehensive analysis. AC observed that she considered it important that if and when a residential development took place at Sandown, that there should be pedestrian crossing lights across the A96 to provide residents with safer access to Rosebank and the Academy. Members considered that a proper traffic engineering study was needed to plan the through-flow of traffic along the A96, including synchronisation of traffic lights to minimise congestion through the town. Sandown/Deveron - The appeal hearing is scheduled for Tuesday 2nd to Wednesday 10th March 2010. RY had already written to the Highland Council to express NWCC’s areas of concern. GV reported that as the Reporter had agreed to admit a statement from NWCC at the hearing, it had been decided that NWCC would not need to claim Relevant Person status in order to present its views.

Correspondence Received RY had received leaflets explaining assistance available to residents in handling the switchover to Digital TV

broadcasting in summer 2010.

Consultation on Boundaries Members noted and endorsed the consensus view reached at an earlier informal meeting of all Nairnshire CCs that the outer boundary of the Nairn (town) community councils area should be defined by the proposed bypass line (MC20), that the western perimeter should follow the natural geographic boundary down to the shoreline by Whiteness, and that the eastern boundary would need adjustment to incorporate the recent expansion of residential development at Lochloy and towards Kingsteps. It was agreed that the NWCC response to Highland Council would also recommend that a public consultation be held on the topic of combining the 3 Nairn town CCs into a single community council. It was noted that Nairn Suburban CC proposed to respond on similar lines, enclosing a map showing the new suggested boundaries.

Police Community Officer and Traffic Warden It was noted that NWCC had yet to receive a visit from the Nairn Community Police Officer and Insp. McLennan would be invited to arrange for the Community Officer to attend. It was further noted that Sandy, the Nairn Traffic Warden had opted for voluntary redundancy/early retirement, and concern was expressed that a “flying squad” of visiting traffic wardens from Inverness might be unsympathetic to Nairn’s needs.
