PASTORAL LETTER & CHURCH MEETINGS Who would have believed it? 2012 what a year! Back in January, the Arab Spring began to really boil in Syria. A sea disaster as mega cruiser Costa Concordia slammed into a rock and capsized off Giglio, Italy. This year, blind Chinese dissident, Chen Guangcheng, managed to escape house arrest, find his way right across China and into the US Embassy. Later in the year, an idiot publishes “Innocence of the Muslims”, an inept, tacky, and insulting anti-Islam video on You-Tube which led to riots and death. Finger-licking referred to flames as they licked around the building when downtown Tripoli’s Kentucky Fried Chicken was burned to the ground. The British weather confounded us. The South baked and had hosepipe bans, only to be followed by flooding from Yeovil to York (and further north). In July, the Filey lifeboat launched not towards the sea but inland to rescue people from a caravan park! Who would have believed it? In 2012, we witnessed “the greatest Olympics of modern times”. Well, so said Boris. But Scotland does have seven newly painted gold post boxes, the UK, fifty-seven, a married couple with the (unfortunate as far as I’m concerned) surname of Power, travelled 4,000 miles to “visit” them all. Scot, Andy Murray, wins Olympic Gold AND the US Open! Brit, Bradley Wiggins, wins The Tour De France, but all-time cycling legend

Lance Armstrong is stripped of all his titles for cheating. Who would have believed it? This year, a cabinet minister loses his job for calling a cop “pleb”. The late Jimmy Saville – well, enough said about him. Another James, James 007 Bond, had brightened the mood as he met Her Majesty and her corgis! This is the year in which the Church of England decided: “out” is Mendelssohn’s Wedding March and “in” are songs such as “Girls” by the Sugababes or the theme from the “Test Match Special”, as top clerics give the go ahead for glitzy church wedding ceremonies. Whilst some of “The Church” in Scotland remain distracted, fixated on marriage issues of another sort. Schism on the horizon – who would’ve believed it? In 2012, reports carry the story that physicists working on the Hadron Collider from Cern laboratories in Switzerland have found the elusive key to the universe, called Higgs Boson, “the secret key to life”, the “God Particle” which from “nothing” can “something” come. Wait, hold up a second. All the rest of the stories above are certain. They tell us this past year like every year, the unexpected even the unbelievable can and does happen. CERN’s scientists have made marvellous advances in human knowledge but harbouring thoughts that the key to life can be found

in a particle accelerator, well, that is in error. Many eminent scientists accept that behind all of creation is a Designer, a Creator who brought and brings all life… God. Science and faith CAN live together. The super particle may be found but before it existed, something, someone, brought even it into existence. This is what God teaches us, “In the beginning, God created the heavens and the earth”. And “by faith we understand that the universe was formed at God’s command, so that what is seen was not made out of what was visible”. Ah, here it is, the real “God Particle”, its faith. Faith brings life. In the Gospel of Luke, in the context of the Christmas story, we are taught “nothing is impossible with God”. That first Christmas that we all might gain the gift of life eternal, God, through The Holy Spirit, caused Mary the Virgin to become pregnant with the child that would be “son of man” (Mary) and son of God (The Father). Who would have believed it? You might think not me, or I’m not sure, or God doesn’t want me. Well, here is your Christmas gift. God does want you. He wants you to have the gift of life, the life particle, faith. Believe it and get the best Christmas gift you will ever have! A happy and blessed Christmas to you.

COMMUNITY COUNCIL NEWS ExtrACtS From thE miNutES oF thE mEEtiNg oF 17th oCtoBEr 2012 oF NAirN WESt CommuNity CouNCiL POLICE REPORT Sgt Ross Allan took up a new post in Nairn and Inspector Murdo McLeod is issuing consistent monthly reports. In September, the ongoing “Operation Roundup” (underage alcohol initiative) which involved local youth working alongside police on patrol. It was, fortunately, a quiet night but the police wish to encourage residents to come forward with any information regarding youth underage drinking. Education is key and the Inspector continues monthly guidance meetings at Nairn Academy to target reasons why youths are drinking underage and provide prevention through education. Operation Radar commenced on 28 September to combat vandalism, with Officers designated to hotspots where increased vandalism occurs. A schools input entitled ‘Bad Crack’ will be rolled out by schools liasons officers in late primary, early secondary schools. The force detection rate currently sits at 65.2%. This is an improvement on last months performance and is down to the commitment of staff based at Nairn. Sgt Allan went on to report that Nairn sees the start of an additional Sgt to the team in the early part of 2013 with Sgt Gary McCarthy joining the ranks as Station Sergeant. Sgt Allan went on to congratulate Teresa Cameron, our Traffic Warden, who was successful in gaining employment with the Northern Constabulary as a Constable. Sgt Allan page 8 - December 2012

will endeavour to keep all the Community Councils updated with future traffic warden provisions for Nairn, but stressed that a number of decisions will be subject to review or on hold, pending the creation of a single Police Force in April of next year. Sgt Allan assured that, with police reform, high quality police standards would be maintained and that one of the key developments in the new service will be the introduction of a three-digit single, non-emergency number (101) and the creation of the Specialist Crime Division. GK asked about penalties for litter and dog fouling, suggesting that issuing penalties would send a message to other offenders. Sgt Allan requested that the public report this and took on board the suggestion of a designated foot patrol to tackle the problem. Des Scholes reiterated request to look at higher fines being put in place as fine of £50 is not sufficient. GK also noted that at Brochers Brae, the water board installed a sewer pipe and replaced the top which used to be at a point, with a flat surface and a wall which is ideal for sitting on, or for skateboarders and bmx bikers to use. GK was concerned that this is a safety issue as it is beside a 20 foot drop to the river. RY suggested spikes being placed as prevention. GK has written to the water board regarding residents concerns. Sgt Allan gave assurances that this area will be monitored but encouraged residents to phone. GK also asked if the police could monitor the Jubilee Bridge. RY was concerned about the Youth Café at the Community Centre: in the summer, teenagers were crossing the A96, daring cars to stop. This was a serious accident risk. Sgt Allan commented that officers do go into the Youth Café and will bring this up to educate and alert youngsters to the danger. ACTION: Sgt Allan. TRAFFIC MANAGEMENT A report of the badly-publicised and poorly-attended meeting with Transport Scotland, BEAR and others, in August, had been circulated separately. BS commented that a further follow-up meeting was expected to be held in December. NWCC look forward to this meeting and hope that it will be well attended by local people to give comments on traffic through Nairn. • Bypass Now that the Aberdeen Bypass was going ahead, RY wondered whether the Nairn Bypass was in the pipeline? BS recalled that after reports suggesting that A96 dualling would be reviewed and delayed, NWCC had put in detailed comments to Transport Scotland’s consultants re-emphasising the case for a bypass and keeping up pressure for early progress. There had been no response. • Signage RY was pleased that new signs are up on Sandown Road. She was disappointed that a site meeting with Fergus Ewing regarding brown tourist signs for Nairn had been cancelled. RY commented that signs indicating ‘Nairn beaches, tourist town, golf courses etc’ are lacking. Brown signs indicate the Inverness-Cawdor-Speyside-Aberdeen tourist route, with no mention of Nairn. BS said that the problem was that the tourist route bypassed Nairn completely. It ought to indicate that people have options to turn down to Nairn. There was also a need for more effective signage in and around Nairn, as tourists often ask, “Where is the beach?”, “Where are the Links?” and “Where can I park?”. It was suggested was that NWCC members should survey signs around Nairn and report back at the next meeting.

Just recently I had an opportunity to hear what some of our young people in Inverness think about the issues facing the highlands today. Europe, the economy and fuel prices were all high on the list of priorities for the senior pupils, at the newly refurbished Inverness Royal Academy, when I was invited along for a question and answer session. But, for many of them, the issue at the forefront of their minds seemed to be the one on which they may have their first chance to vote: independence. Now that we all know when the referendum is likely to be, they were keen to find out when they will know the facts behind both camps’ arguments, what the implications might be for the Highlands and why I have taken the proUK stance they had read about in the papers. Facing their questions, I felt confident that, with young people so concerned about the area’s future and aware of the issues the country is facing, the future of the Highlands is in safe hands.

Broadband. Ten years ago hardly anyone would have known what it was, now it has become an essential for business. The Highlands and Islands have been chosen as the first place in Scotland to have a massive investment to upgrade the services. The investment will exceed a hundred million - and will therefore do great things. But even at that, there will still be , in rural areas in particular, non spots where there is no access, or areas where the speed remains frustratingly slow. This matter was discussed at a meeting in Elgin of the Convention of the Highlands and Islands, where John Swinney and myself, as the Finance secretary and Enterprise Minister, met with representatives of the Moray, Highland and Islands councils and others. The importance of swift broadband connections is now critical to a great many businesses. In tourism, for example, so many of the bookings of accommodation are made online. This work is being rolled out and it will take a bit of time - but please do contact me if you have a particular problem with lack of access or slow speed. Recently, playing with my four year old daughter in the garden, a low autumnal sun shone across the garden, from over tops of the Cairngorm peaks. I therefore donned my sun glasses when playing with Natasha. This led her to observe: "Daddy - you look like a rock star!" This accusation has never been levelled at me before. But then, I thought that since she has only seen the likes of Mick Jagger, Rod Stewart and so on, on telly, she probably thinks that you have to be pretty ancient to be a rock star!

Chef’s Confidential Gingerbread Loaf Ingredients 4oz butter 8.5oz caster sugar 2 medium eggs 1 cup milk 1 tbsp baking powder 6 tsp ground ginger 1 tbsp treacle 1 tsp mixed spice 11.5oz plain flour

Method 1. Cream the butter and sugar together, and then add the eggs and treacle. 2. Add plain flour, ground ginger, mixed spice, baking powder, and then mix. 3. Whilst mixing, gradually add the milk. 4. Pour into a greased loaf tin and bake at 1700C for 30-40mins.

Better Motoring this Winter

Winter is the season requiring most care and preparation if you're to stay safe and avoid a breakdown. Here's general advice from the AA for safe, trouble-free driving through the Winter. Battery and electrics Lights, heaters and wipers put high demands on the car battery and the battery will give out eventually. Avoid running electrical systems longer than necessary – turn heater fan down and heated rear window off once windows clear. Turn off electrical loads like lights, screen heaters and wipers before starting engine. Use the starter in five-second bursts if the engine doesn't start quickly, leaving time for battery to recover. Antifreeze A squealing noise as soon as the engine starts is a sign the water pump is frozen - it's the fan belt slipping on the pulley. Stop the engine immediately and allow it to thaw out. If the car begins to overheat a few miles from home it's likely that the radiator has frozen. Stop to avoid serious damage and allow the radiator to thaw. You need a 50-50 mix of antifreeze and water in the cooling system for winter.

Tyres The AA recommends at least 3mm of tread for winter motoring, and no less than 2mm. It's rare to need snow chains unless you live in an isolated area hit with heavy snow, and where the roads are not cleared. Consider changing to winter or all season tyres – these give better grip in cold wet conditions. Before you go Get up at least 10 minutes early to prepare the car. Don't drive off like a tank-commander, with a tiny hole cleared in the windscreen. Clear all windows using a scraper and de-icer. Use a cigarette lighter to warm a key for a frozen lock. Plan routes to favour major roads that are more likely to have been cleared and gritted.Put safety before punctuality when the bad weather closes in. Allow extra time and be prepared for the inevitability of being late for work due to unexpected delay. Driving in snow and ice Gentle manoeuvres are the key to safe driving - stopping distances are 10 times longer in ice and snow. Pull away in second gear to avoid wheel-spin.

Vision Keep the windscreen and other windows clear. Clear snow from the roof as well as from windows as this can fall onto the windscreen obscuring your view. Dazzle from a low winter sun can be a real problem. Improve vision by making sure that the windscreen is clean both inside and out.

Up hill - avoid having to stop part way up by waiting until it is clear of other cars. Keep a constant speed, avoid changing down on the hill. Down hill - reduce your speed before the hill, use a low gear and try to avoid using the brakes. Apply brakes gently. Release brakes and de-clutch if car skids. Automatic transmission - in slippery conditions it's best to select '2', which limits gear changes and also makes you less reliant on brakes.

Check windscreen wipers and replace if necessary. Make sure that wipers are switched off when there's risk of freezing. Top up Windscreen washer fluid and treat with a suitable additive to reduce the chance of freezing.

If you get stuck, straighten steering and clear snow from wheels. Put a sack or old rug in front of driving wheels to give tyres some grip. Once on the move again, don’t stop until you reach firmer ground.

Visibility When roads are really mucky you might need to clean lights after every journey. If you have to clear snow from the car it's important to clear it from the lights too.You must use headlights when visibility is seriously reduced.
