PASTORAL LETTER & CHURCH MEETINGS A friend concerned about my organisational skills recently bought me a new two year diary and calander and to my horror, I am already filled with trepidation as I add weddings and meetings into 2013 and 2014. But if life is to go smoothly for others in particular, we have to be tied to time slots and dates and places. Many of us live by our diaries and their demands. Daily entries structure our days and fill up most empty spaces. So, it is tempting to rush in our mind from one event to another trying to anticipate what it will be like or worrying about the details of what has not yet occurred. With our eyes focused on the next event, we live mainly in the future, with all its uncertainties and apprehensions. There are other times when we contemplate the past. An incident may trigger a memory and, before we know it, we may find ourselves dwelling on past events feeling remorse about what has been or regret that the good things we once experienced are no
more. And so it is that we swing like a pendulum between future and past unable to enjoy what is here and now. But it doesn’t have to be this way. An unknown author puts it like this: “Having spent the better part of my life trying either to relive the past or experience the future before it arrives, I have come to believe that in between these two extremes is peace”. So, here’s the challenge: to be so aware of what is going on within and around us, that we experience every moment as a gift from God. For example, have you ever tried to stop what you do and be perfectly still for even ten minutes? Recently, I spoke to a priest friend who was going on a silent retreat and he said that from past experience, it was not the long silence that was difficult to endure, but the voices in your head that chatter endlessly to try and break the silence. And yet, those who commit to living in the present report an amazing shift in

focus in their lives: they are full of gratitude for each moment; they begin to notice the song of a bird; an autumn tree clothed in gold tree; a person in distress; a neighbour in need of help; a family member just needing to be loved. People who inhabit the Now, the present moment, radiate peace and are often sought out by others for advice or even for the pleasure of their company. So, I wonder if in our busyness, we might dare to stop at random times and remind ourselves that “yesterday is history, tomorrow is a mystery, and today is a gift: that's why we call the present”. Jesus said in Mathew chapter six verse thirty-four, “Therefore do not worry about tomorrow, for tomorrow will worry about itself. Each day has enough trouble of its own”. And it’s true. Search the present and find God's peace each day.

CMcA asked if Debbie McGuire had scheduled a debriefing regarding this but there are a number of new cemeteries required throughout the Highland Region and that CMcA would get back to NWCC with any new developments. POLICE REPORT SA had contacted Nairn Police to remind them about NWCC meeting. RY made special mention of the great job Sgt Olga Hansen had done in keeping us informed and taking on board residents concerns. NWCC wishes Sgt Hansen all the very best in her new post.
PLANNING ISSUES • BUS STATION Cllr CMacA commented that officers had asked for a deferral to the recent planning application as the ePlanning site was down for a number of days and therefore the public could not enter comments regarding this application. The previous planning application for the bus station site was for 12 flats with a small retail unit below in a 4 storey building. GK and Graham Vine mentioned that this application had been withdrawn. However, the current planning application is for a block of 4 storeys with 16 flats and no retail unit. As the planning application was deferred, a proposal for a site visit was put forward prior to the next meeting. This visit will be on Tuesday, 25/09/12. GK expressed concern about the height of the proposed block of flats. This would need to be clearly shown to those taking part in the site visit. In the previous application, comparison had been made with the Police Station, but the Police Station is 8.8 metres, and if you allow for the embankment, approx 1 or 2 metres, the total height of the Police Station is approx 11.5 metres. This new proposed block is 14.8 metres which is quite considerably higher. GK was not convinced that Councillors had been made fully aware of the height of the proposed building. Discussion regarding how the height/scale of the building could be presented for a site visit included suggestions of utilisation of a flag on the fire station, cherry picker, etc RY indicated the importance that planners

realise how out of proportion this building would be with the surroundings. GK presented a scale drawing indicating the height of proposed building in relation to the tree line. RY requested more of these to be circulated. GV requested that the Nairn Councillors press Highland Council to have this latest planning application for the bus station readvertised. The deferral was granted as the public were unable to submit comments before the deadline date. Unless this is re-advertised, the public will be unaware that comments can be resubmitted. BS/GV both commented that the ePlanning site was down for several days and could not be accessed. Comments made by any public agency, SEPA, government officials and by the community should be visible to all interested parties. ACTION: Nairn elected Councillors: re-advertising planning application for bus station. Des Scholes suggested that after the bus station site visit, rather than go back to Inverness, Officials utilise Nairn Court House to debate and take a decision. DS felt this would be good for local democracy, enabling those interested from Nairn to observe without having to travel through to Inverness. ACTION: NWCC to write a letter recommending that the planning committee meet in the Nairn Court House Chamber on 25 September, 2012 RY wished elected Councillors to be aware that there is strong feeling against this planning proposal from NWCC residents. • AFFORDABLE HOUSING NOTE: Elected Council Members have taken no part in this discussion BY commented that Community councils spend much time and resources commenting on planning applications, charettes and contributing to local plan, but that this seems to be overturned in favour of affordable housing. BS said that this application raises a number of issues. GK emphasised the scale and size of this proposed development. BS commented that there was little point in consultation about local plans, and little value in having official planning guidance, if all the provisions in the plans, and all the planning objectives, were dismissed and set aside when the application was for affordable housing.

The official report on this application was unbalanced and unprofessional. It implied that the need for housing trumps everything else. GK felt Nairn had no objection to affordable housing, but there are other areas rather than the town centre to build houses. Quoting from a local resident, BS asked, “What hope is there for Nairn as a business retail centre if every time a site comes up it becomes residential housing?” In the past, any site that has fallen vacant has been turned into housing i.e. Macrae & Dicks garage, Highland Hotel, Royal walk area and former Ashers bakery. Although each application is considered on its merits, the wider implication of converting other premises into housing in the town centre, in effect, squeezes out other kinds of business. BS argued that the purpose of local plans is to designate areas for retail, business and housing. BS was disappointed at the dismissal of the local plans and zoning in order to put housing in whatever site comes vacant. BY questioned whether there was conflict of interest. He noted that the Council had secured Scottish government grant funding to invest in Nairn before 2015, but who receives this grant? Is the Council building the flats or the developer? BY asked elected Councillors there to ask these questions and get back to NWCC. Cllr CMcA assured NWCC that planning would follow procedure. BS said that it was reasonable to accept that housing policy and THC objectives on housing are one of the material considerations. It is quite reasonable for officials responsible for housing to provide advice to the committee on housing policy. But it was improper for a housing official to advocate approval of a particular development, simply in order to meet a housing numbers target of 16 flats, which had apparently already been included in a Highland Council submission to the Scottish government. It was also inappropriate for a decision to be made in order to obtain funds by a specific deadline. BS has made this point to the Highland Council. GV commented that, having seen the chief planning officer’s comments, he understood that financial considerations are not material considerations and so should not be taken into account when considering planning applications.

UHI is a real source of pride for all of us in the Highlands so, I was delighted to show off progress to my cabinet colleague, Vince Cable MP, the Secretary of State for Business, Innovation and Skills when he visited Inverness this month. I was able to show him the progress at the UHI Inverness Campus site before visiting a career and training exhibition in Eastgate shopping centre organised by the Scottish Provincial Press . We also visited the Cathedral Old Boys School, where Dr Cable was guest of honour at a 'vintage tea party' and coffee morning. The event - which was open to the public - included a short Q and A - delving into the Secretary of State's experience in government and his views on the economy. Local Liberal Democrats had funded the event and many had given up their time to both arrange and take part in the event. I count myself very lucky that so many of the Highland Liberal Democrat supporters are willing to give up their time to take part in events like this across the north even in the worst 'Highland weather'. It was great to see so many people there, both to contribute and to take part and I'd like to thank all those who came along to help and those who just popped in for a coffee. I particularly enjoyed the home-baking, which was to die for!
I am not sure that it is in accordance with Scottish Government policy, but I did enjoy a dram at around 10:30am the other morning. It was, of course, in the line of duty! A visit to Glenkinchie Distillery, near Edinburgh, to highlight the fact that the number of people visiting the Diageo distilleries in Scotland had risen by 14% to around 271,000 in the year to this June. A young Danish teacher happened, at the same time as me, to be visiting the distillery with her student party. She was corralled into doing a couple of photos along with me, each of us sampling the amber nectar! As they say: it is a tough job, but someone has to do it! Later that morning, I opened the newly named Caledonian Waldorf Astoria Hotel at the West End of Princes Street, including unveiling of the Hamilton and Inshes Clock, which is set five minutes fast to help hotel guests avoid missing their train. The longest serving staff member, Billy Garioch, who has worked at the Caley Hotel for forty years, told us of the time that he nearly refused entry to Liz Taylor and Richard Burton, because they looked a wee bit scruffy. This was in 1967 when they were filming the Taming of the Shrew and to avoid being identified by the public, Liz Taylor wore a black veil upon entering the famous hotel. After these two events in the day, it was a bit of an anti-climax to listen to the debate in Holyrood later in the afternoon. Politicians are not accustomed to so much glamour. But it is great to see the investment in our hotels and distilleries throughout the land and the great hospitality food and service offered to visitors to Scotland from all over the world.

Dreaming of... ...South Island, New Zealand
Although it takes 24 hours to get there by plane, the South Island of New Zealand is a beautiful and rewarding place to visit and to do it any justice stays should not be shorter Cable Car Queenstown than about 2 weeks (and another 2 weeks for the North Island is required). We started by flying through Los Angeles and Auckland and we arrived into Christchurch for our first night. After the devastation of the earthquakes in February then June 2011, they are getting back on their feet and are eager for people to return to help with the economic plight of Christchurch. Although the devastation is still fully visible and the Central Business District (or CBD as itâ&#x20AC;&#x2122;s known locally) is out of bounds, there is still plenty to do here. You can take a punt on the River Avon which flows through Hagley Park and around their botanical gardens or visit the museum which has a large and varied display of local culture and a very emotional display of messages, all in the shape of hearts from around the World after the earthquake. We then drove from Christchurch to Lake Tekapo and were stunned by the beauty of the azure blue waters glinting in the sunshine. We stopped at the Church of the Good Shepherd which is a must for photo opportunities. Lake Tekapo has been given World Heritage Status for its night sky. Mt John Observatory provides night sky tours if you enjoy star watching! We then drove down to Dunedin and along the Otago Peninsula where you can look for the Yellow-Eyed Penguins, Fur Seals or the Albatross colony. Larnach Castle is also well worth a visit. From there we moved on to Te Anua and took a cruise along the Lake to see the Glowworm Caves. This is a fascinating underground adventure through a 15,000 year old cave system to the Glowworm Grotto to see hundreds of tiny Glowworms do a fantastic light show! Suitable for all ages. Next stop, Milford Sound where we took a cruise. The Milford Road is a stunning alpine drive. Visitors need to allow plenty of time to make the drive, if travelling independently, as this is a steep and windy highway. At 119km (approx 75 miles) from Te Anau to Milford Sound, the sealed road takes a minimum of 2 hours driving without allowing for stops. Visitors to Milford Sound will not be disappointed. Its truly spectacular scenery has remained unchanged throughout the ages. Water is what makes Fiordland such a lush place with countless lakes, rivers, streams and waterfalls. You should be prepared to enjoy some rainfall during your stay. Queenstown is the â&#x20AC;&#x153;adventure capitalâ&#x20AC;?. For serious adrenalin junkies you can bungy jump, canyon swing (recommended!), take a jetboat tour (exhilarating, fun and wet!) or mountain biking. For the not so adventurous, you can take the Skyline Gondola, have a meal in the restaurant with fantastic views over Queenstown, ride the Luge, which is great fun, or take a cruise aboard the iconic TSS Earnslaw on Lake Wakatipu to see a working farm at Walter Peak. Other activities available include walking on Glaciers, travelling in 2nd World War DUKWs (amphibious trucks with seats) and any number of death-defying trips in white water, in and out of boats. Queenstown has it all. With a fantastic choice of hotels, restaurants and activities â&#x20AC;&#x201C; there is something here for everyone. A busy and tiring time but would do it all again in a flash!

Join the Cairngorm Mountain Reindeer as they parade through the town centre from Johnston Carmichael and through the West End.
