Syria is back in the influential Arab League, more than a decade after being thrown out for its brutal repression of pro-democracy protests, which led to the ongoing civil war. Now the hope is that billions of dollars in aid will restore its power grid to something approaching pre-war levels.
The latest move is further evidence of a thaw in relations between Damascus and other Arab governments. From 2011 to 2016, Syria’s cumulative GDP losses have been estimated at US$226 billion, about four times the Syrian GDP in 2010. Losses caused by the conflict’s disruption of the economy exceeded those losses caused by physical destruction by a factor of 20. The estimated cost of infrastructure damage because of the civil war in Syria is put at $11 billion or about 8.2 billion Euros.
Within Syria a substantial amount of destruction is associated with the electric power sector, which includes electric power transmission and generation stations, electric power transmission lines, and electric networks. In the northern and eastern parts of Syria the electricity supply has been severely affected since 2011.
The damage has focused on power and distribution centres and pylons. Currently, northern and eastern Syria have access to less than 10% of the region’s electricity needs, especially after people’s displacement to Autonomous Administration controlled areas and the development of electricity-dependent industrial installations. Due to all of these factors, the electric power sector today requires immediate action in order to enhance stability and survival for people. What is left of Syria’s power infrastructure is dilapidated and nearing the end of its life span, from networks to power generation turbines and distribution stations.
BECAUSE OF THE WAR SYRIA’S GDP SHRANK BY MORE THAN 50% BETWEEN 2010 AND 2020. IT WAS RECLASSIFIED AS A LOW-INCOME COUNTRY.”
Most of the available energy supply is used by hospitals, water pumping stations, and government service centres, with the rest rationed to the housing sector at just one hour per day. At the Al-Swidiah generating station, for example, only three turbines are operating with a combined capacity of 75 MW, and turbine. The Al-Swidiah power station consists of 6 gas turbines with a combined capacity of 75 MW. turbines are old, and date back to the 1970s.
The Autonomous Administration has installed three gas turbines in Al-Shaddadi with a capacity of 15 MW to power the oil wells in Al-Jebsa oil fields, but there is little surplus energy to distribute throughout Al-Shaddadi.

A groundbreaking project for an electrical grid connection between Iraq and Jordan the two countries is expected to be completed by July 2023.
The new power line is located 16 kilometres (10 miles) inside Jordan and 330 kilometres (205 miles) inside Iraq, starting from the Iraqi-Jordanian border of Trebil, passing through al-Rutba area, adjacent to the international road, and ending at Al-Qaim station on the Iraqi border with Syria.
The project is expected to provide 150 megawatts (MW) at the first stage and gradually increase to levels of 500 MW. Iraq has been working over the last few years on multiple grid connections with its neighbours.
Saudi’s integrated utility developer ACWA Power has has signed a $123mn (AED452mn) financing package to develop the 200MW Kom Ombo project, a utility-scale solar power plant in Egypt. Financing institutions for this project include European Bank for Reconstruction and Development (EBRD), OPEC Fund for International Development (the OPEC Fund), African Development Bank (AfDB), AfDB’s Sustainable Energy Fund for Africa (SEFA), Green Climate Fund (GCF), Arab Petroleum Investments Corporation (APICORP) and Arab Bank. ACWA Power CEO, Marco Arcelli, said: “ACWA Power’s successful acquisition of financing support for our renewable project is a significant milestone. We’re fully committed to fast-tracking the project’s development while staying true to Egypt’s renewable energy targets.”
An Iraqi delegation led by Iraqi Prime Minister Mustafa al-Kadhimi signed a grid connection agreement with Saudi Arabia in July 2022 during the Jeddah Security and Development Summit. This is in addition to other grid connection project with the Gulf States via Kuwait which Iraq is working to achieve in the future.
Iraq also has a grid connection with Turkey, importing 150 MW, and it imports 1,200 MW from Iran. Iraq’s ultimate goal is to become a transit hub for electricity in the region, in addition to fulfilling the country’s need for electricity, which is about 27,000 MW daily, while it is producing only 22,000 MW at the moment.
Prime Minister Kadhimi has said: “This project secures the path of energy exchange between Iraq and Jordan. Expanding trade and economic ties with Jordan is a long-term policy adopted by the previous Iraqi government and an economic strategy which the Kadhimi government has continued with.
The international media has reported a crisis in Lebanon related to the lack of foreign exchange needed to import fuel in some parts of the country. The national power agency, Electricité du Liban, has said that the last two fuel functioning plants of Deir Ammar and Al-Zahrani, located in north and south of the country, have only being working intermittently because of a shortage of fuel. Lebanon has only seven functional power plants in total.
Lebanon has suffered from a severe shortage of electricity due to insufficient fuel to feed its power generation turbines. In addition to a sharp rise in the prices of derivatives due to the collapse of the lira, and the lack of foreign exchange needed for imports, Lebanon has been ruled by a caretaker government led by Najib Mikati since May 2022. The current government’s authority is limited, and it cannot act decisively against the country’s challenges
in the face of an economic downturn and an unstable political environment. A nationwide medicine shortage and lack of electricity hasforced hospitals and medical centres to struggle to power essential equipment such as respirators and dialysis machines.
There are reports of daily blackouts (up to 18 hours per day in some areas), in some areas.
The unending political deadlocks make an effective economic intervention impossible, suggest some analysts.
