Limited success predicted for first wolf hunt By Todd Richmond Associated Press

For years, vacationers and farmers across north­ ern Wisconsin and Minne­ sota have heard the eerie howl of the gray wolf and fretted the creatures were lurking around their cabins and pastures, ey­ ing up Fido or Bessie. The tables are about to turn: Both states plan to launch their first organized wolf hunts in the coming weeks. The hunts won’t be anything on the scale of the two states’ beloved whitetail deer hunts, when hundreds of thou­ sands of hunters rear­ range work and school schedules and fan out across the woods. Both states have limited the number of wolves hunt­ ers can kill and capped the number of permits, creating an exclusive club of hunters who will get what could be a oncein-a-lifetime chance to take on the wiliest of predators. Anticipation has reached a fever pitch, but most hunters will come face-to-face with a sober­ ing fact within a few hours of venturing into the woods — wolves aren’t deer or ducks. They’re intelligent, mo­ bile creatures with an un­ matched sense of smell. The states could be hardpressed to meet their kill goals. “Everybody’s gung-ho to go kill a wolf but no­ body realizes how hard it’s going to be,” said Bud Martin, a Montana-based hunting guide who shot a wolf two years ago in Ida­ ho. “I’ll bet you a steak dinner your quota won’t be met." Wolf hunting isn’t un­ heard of in the United States. Alaska, Montana, Idaho and Wyoming allow it. Federal officials re­ moved Great Lakes wolves from the endan­ gered species list in Janu­ ary. That spurred Michi­ gan, Minnesota and Wis­ consin lawmakers to draft bills establishing hunts, too, pushing aside animal advocates’ con­ cerns that the wolf popu­ lations remain too fragile to sustain hunting. Farmers in all three states have long com­ plained about wolves

wreaking havoc on their livestock. Wildlife offi­ cials estimate there are now 700 wolves in Michi­ gan and 850 in Wisconsin. About 3,000 roam Minne­ sota, the largest wolf pop­ ulation in the lower 48 states. Michigan’s hunt legis­ lation still is pending but Wisconsin’s season is set to open Oct. 15. Minneso­ ta’s season is on track to begin Nov. 3. On Wednes­ day the Minnesota Court of Appeals rejected a bid by hunt opponents to block the season. “It’s going to happen,” said Nancy Warren, Great Lakes regional director for the National Wolfwatcher Coalition, which maintains the Wisconsin and Minnesota legislation was rushed and wasn’t based on sound science. “All we can do is try to change the law and see what happens this year and take it from there.” Both states will allow hunters to bait, shoot and trap wolves. Wisconsin also will allow night hunt­ ing. Wildlife officials have kept the hunts small, though, as they feel their way along; Wisconsin set its quota at 116 animals and awarded only 1,160 permits through a lottery. Minnesota set its limit at 400 animals and awarded 6,000 permits. Joe Caputo, 50, of Spring Green, won a per­ mit in his state. A life-long deer hunter, he’s boning up on wolves, preparing to drop more than $3,000 on two dozen new wolf traps and seeking out northern Wisconsin land­ owners who have suf­ fered wolf depredation. “This is the ultimate challenge.” Caputo said. “You’re talking the largest-scale predator on the landscape.” Mark Dahms, 54, of Waukesha, entered that state’s lottery with three friends. He was the only one who won a permit. He’s taking off time from his job as an electrician and plans on employing a newly purchased elec­ tronic call that can pro­ duce 400 sounds mimick­ ing wolves and distressed animals. “First time in modernday history is why I en­ tered,” he said. “The big thing is (getting) the hide.”

f you have school-age children, odds are you have – or you one day will – receive a letter informing you that head lice have been reported at your child’s school. Billie Hague remembers receiving such a letter when her kids were young. “They were in grade school, maybe second and ¿fth grade. We got a letter from school that there was a lice outbreak,” said Hague, a nurse practitioner at Marsh¿eld Clinic-Elk Mound Center. Hague After examining her boys’ hair and scalp, she saw what looked like nits (head lice eggs) – and treated them with an over-the-counter product. “We did the washing all the bedding and vacuuming. That seemed to take care of it. I think that was the only time,” Hague recalled. Head lice – tiny grayish-white insects that live close to the scalp – can affect anyone and cross all socio-economic lines. “People get embarrassed by it, but it

doesn’t mean that you’re not clean or anything like that,” Hague said. “One in four kids, typically, in the elementary ages get lice.” Lice are spread by close contact with an infected person as well as by sharing clothing or belongings, such as clothing or combs. Symptoms of head lice include itching and red skin or a rash around the scalp line and ears. Though unpleasant, there is no health risk to having lice, although treatment is recommended, Hague said. “There are quite a few over-thecounter insecticides that you can use, and just follow the directions on there. There’s also a little bit stronger prescription treatment that can be used,” she said, noting that most over-thecounter treatments require a repeat application in seven to 10 days. Alternative methods such as using mayonnaise – said to smother head lice when applied to the hair – “probably don’t work very well,” she added. However, using a generous amount of hair conditioner and then ¿rmly

combing through every section of hair with a ¿ne-toothed nit comb – and repeating the process several times – is “almost as curative as using some of the medications,” she said. People should also wash clothing, bedding and anything that’s been worn or used in the last 48 hours, using hot

water if possible. “If you can’t wash it, putting it in a hot dryer will help. With other areas – your sofas and carpet and such – just a really good vacuuming will do the job. You don’t have to spray a bunch of insecticides around your house,” Hague said. As a courtesy, a phone call to your child’s school is also advised. Parents may even do so anonymously if they wish. “Say ‘I’m pretty sure my child has lice,’ ” Hague said. “They can decide at school whether to check the children at school or send a note home.” Debbie Odden, a registered nurse and assistant director of the Chippewa County Department of Public Health, also said parents should contact their child’s school to see what their policy is about treatment, presence of nits and returning to school. “Remember, if you discover that you or your child has head lice, it is not an emergency. But it is a time to take action, seek accurate information on the way to treat it and prevent the spread of head lice to others,” Odden said. Message From the Chamber Secretary It is the week that we are getting ready for everything this week with Christmas in Boscobel, this years theme is “Spirit of Christmas” you will be receiving your letter this week with all the information for December 1st. Last year the businesses were decorated and were getting ready for their open houses, and the community is just looking amazing this last year, with not just the Festival of Trees but the store fronts. December 1 - Christmas in Boscobel, Santa Claus comes to town from 1:00 to 3:30 pm at the Blaine Gym. This year there will be a special surprise for the kids! Free movies will also be shown December 1st and other concurrent weekends. Watch the Boscobel Dial for dates and times. Festival of Trees - Kick off for the Festival of Trees will begin December 1st. Will be held at the Achenbach Furniture building. We will be approaching businesses once again for silent auction baskets for the Festival of Trees, which the proceeds would benefit the Boscobel Christmas Fund. There will be a Food drive again this year at the Festival of Trees, so please bring in a non perishable food item. There will be a free will offering. The proceeds from the free will offering will benefit the Boscobel Christmas Fund . December 1st, Parade of Lights at 4:30 pm. Violet Dreams will be also having a Decorate your Christmas Cookie for Free for the kids on December 1 at their Violet Dreams Store at 912 Wisconsin Ave., located next to Krogen’s Do It Best. The Boscobel Rescue Squad will also be having a Chili Feed that Saturday at the EMS Building! This year we have a lot going on here at the Chamber and hope to see you there! If he was successful, you’d continue to use him; if he’s not, he goes down the road.�

Council proceedings COMMON COUNCIL MEETING-BUDGET October 4, 2012 Present: Becker, Schraeder, Miller, Werch, Hansen, Klein, Brockman, Will Absent: Peabody Others: City Administrator Rich, Public Works Director Drake, Police Chief Lukoski, EMS Director Teachout, Police Captain Waller, Library Director Bongers, Water/Wastewater Director Hoopman, Accountant Mashack, City Clerk Schommer Will called meeting to order at 6:31 p.m. Discussion on 2013 City budget Staff’s presentation of proposed 2013 budget Rich explained the challenges of creating the “2013 Base Budget”, noting positives and negatives and comparing the 2013 proposed budget with the 2012 budget. Rich explained to council that the proposed 2013 budget continues most programs and services that our residents have grown to expect; continues to fund the equipment replacement fund; completes Phase 3 of the Ransom Street project and new general obligation borrowing is less than the amount of principal being paid off on existing debt. The proposed tax rate is higher than last year by 1.15% due to the decrease in equalized values. Council’s questions, comments, and discussion Klein had numerous line item questions. She inquired why Health and Life insurance was budgeted for the City Attorney. Rich replied that City Attorney Wurtz is a ¾ time full-time employee of the city and receives benefits. Klein also inquired what “Employee Recognition Event” was in the Legislative budget. Will replied monies budgeted for plaques, cookies, etc when employees retire. Public Works will be losing an employee due to retirement, Klein inquired why that employee wasn’t being replaced. Rich and Drake explained they were not concerned that losing the one full-time employee was going to create a hardship. Drake is asking for a part-time person to work at the Compost Site on Saturdays and if need be on Tuesdays, therefore freeing up a full-time employee. Klein inquired if fireworks budgeted for in Community Promotions were going to be on July 4th. Rich explained that when the city has fireworks display on July 3rd, the city receives 10% more fireworks than on July 4th. Klein expressed her desire to have fireworks on July 4th. Klein asked why no computers or lab equipment were put into the Waste Water Treatment budget. Rich explained there were funds for those items in the Replacement Equipment Fund. Werch inquired about equipment sharing with groups using ball diamonds. Drake replied there were no real issues and sees continuing this policy in 2013. Schroeder asked Drake about Dam Project budgeted in 2013, if the project would be done. Drake stated that there were no assurances from DNR that the project will happen in 2013, that we will get reimbursed for the project and that he was still trying to minimize the extent of renovations that are required. Becker asked Rich to explain $13,100 being budgeted for FCEDC when in 2012 $47,000 was budgeted. Rich explained the city once provided funding for a Ripon Community Specialist through FCEDC, but that position is not being filled. $13,100 is for annual investment in marketing with FCEDC. Schraeder noted that there was $90,000 in Contingency and wondered if there were any expectations for its use. Rich explained the budget had zero wage increase and that this money would be split between departments for that purpose. Klein inquired part-time salaries in Administration Budget. Rich explained this was for the Code Enforcement Officer. Klein also inquired Overtime monies budgeted in Administration. Rich explained that not a lot of overtime is needed since restructuring, but kept some overtime monies in the budget in case of emergency situations. Werch inquired if the city has asked for Corporate Sponsor for replacing park equipment. Rich explained that the Park and Recreation Committee is currently discussing “Friends of the Park” concept. Drake explained that now-a-days, $20,000 replaces one piece of equipment. Schraeder inquired if the city was thinking of applying for a CDBG Block Grant. Rich explained that the city applies every year, but it is a random draw, not based on need. Klein inquired why in Parks budget Health & Life Insurance went up drastically. Drake explained they were allocating manpower differently between the departments. Klein inquired why $300 was budgeted for Activities Book. Drake stated that was left in the budget accidently and that he would have it removed. Werch asked Bongers if there were a lot of complaints or if the service was not what residents had before the huge cut in the 2012 budget. Bongers stated that the difference was being paid for by the foundation and other methods. Klein inquired on Senior Center budget. Rich explained that Senior Center budget was for ½ time Senior Director position instead of ¾ full-time position and that it is working out well with Interim Director since Mary Albright’s retirement in September. Volunteers are filling in rest of time. Werch inquired if Drake had gotten estimate on garbage/ recycling pickup by outside source. Drake stated yes, and that the city can still do the job cheaper than outsourcing and by leasing to buy the garbage truck, budgeted for in the 2013 budget. Schraeder asked Rich if PILOT payments for Russell Manor were included in 2013 budget. Rich stated yes. Schraeder commended Department Heads on the budget presented and that the council appreciated the efforts put into the budget. Information requested for next budget meeting Will asked council if they felt a need to hold another budget meeting before the Public Hearing. No one from the council felt they needed to meet again. Will stated if council changes their minds to contact Rich and another session will be scheduled. Will announced that Public Hearing will be held on Monday, November 26, 2012 at 6:30 before the normal council meeting. Motion made by Werch, second by Hansen to adjourn. Motion carried. Resolution – State Trust Fund loan Motion made by Miller, second by Klein to approve Resolution 2012-17 Direct Staff to Move Forward with a State Trust Fund Loan to Finance the first Two Phases of the Ransom Street Project and Various TID Projects. Motion carried. Discussion Items Charter Communications Mike Hill, Senior Government Relations Manager with Charter and Dan Cornils, Supervisor of Technicians with Charter Communications were present to answer questions from council. Dennis Cotton, 456 Scott Street, Ripon and Lee Nelson, 758 S Grove Street, Ripon stated that many City of Ripon citizens throughout the city were frustrated with Charter and their service and want something done. Hill and Conils stated that Charter tracks problem calls and the City of Ripon does not have any more trouble calls than other communities. Hill stated that customers should call Charter with their complaints and they will be dealt with. More discussion ensued with council members questioning whether this was an issue the city should deal with or if it was like any other private business and issues should be dealt with between the customer and Charter directly. Cotton and Nelson requests council do a satisfaction survey concerning Charter Communication. Motion made by Becker to table the survey idea indefinitely because customer problems with Charter Communications is not a city problem to be handled by the council, second made by Klein. Brockman thanked Drake for his quick response on the weed issue. Brockman stated that if every home owner would clear their curb line of weeds, then this would resolve the issue plus beautify the City of Ripon. Mayor’s communications and appointments No Mayoral appointments or communication at this time. Agenda items for future Council meetings Klein recognized the following employees for their years of service to the City of Ripon, Michael Workman-9 years; Ann Schommer-16 years and Benjamin Sprague-12 years. Adjourn to closed session under Wisconsin Statutes 19.85 (1)(e) “Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session” RE: Consider resignation RE: Collective bargaining contract with police union RE: Negotiation of TID 11 development agreement Council will also review minutes from the closed session on 9/11/2012 for accuracy. Consider ratification of collective bargaining agreement – Police union Motion made by Brockman, second by Hansen to approve ratifying the tentative collective bargaining agreement reached between the City of Ripon and the Police Union.
