NATHAN MAKES A SPLASH What started as a way to meet new people and become more active has led to a Belvoir Special School student winning three medals for swimming in the recent Special Olympics National Games in Adelaide. Nathan Pearce, who is a recent recipient of Wodonga Council’s Young Achiever Scheme (YAS) award, was thrilled to bring home gold (50m backstroke), silver (50m breaststroke) and bronze (4x50m freestyle) for his dedication to the sport. Nathan also placed fourth in the 50-metre freestyle and swam a personal best time in each event. His carer Judith described

Nathan as a friendly, kind and responsible 17-year-old who was virtually a non-swimmer two years ago before taking up private swimming lessons. After a year of swimming lessons, he joined a swimming squad for the Special Olympics. “He couldn’t even do three strokes two years ago, but he swims beautifully now and his technique is spot on,” Judith said. “You see him competing and he makes beautiful swim paths.” Nathan’s training schedule involves personal training sessions at the gym three times a week, private

“All the training and competing he does has certainly improved his strength and boosted his physical confidence,” Judith said. “The Special Olympic Games has been an enriching experience for him to do something different and get a great result.” Aside from his love of swimming, Nathan also enjoys his weekly line dancing classes with a mostly older group.

Grant heats up solar project The development of a Wodonga solar farm providing options of local renewable energy to residents is rapidly progressing with a state government grant of $199,000. An application for the Climate Change Innovation Grant through the Department of Environment, Land, Water and Planning was submitted late last year with the title — ­Putting the Wodonga Community Solar Project Business Case into Action. The council recently received advice the submission was successful. The grants program focussed on applications that demonstrated a willingness of Victorian organisations to work together to provide innovative solutions to climate change challenges. The council’s application was supported

by Renewable Albury Wodonga (RAW) who are the principal partner of the project.

Preschool applications are accepted throughout the year with allocation process starting in August.

The benefits have the capacity to go beyond Wodonga as the model will be transferable to other community energy groups.

Applications need to be lodged by July 31 in the year prior to your child starting preschool.

The project will be a working example of a community renewable energy model that has not been seen to date and will provide benefits to the entire community.

Both of these case studies, in conjunction with RAW, have demonstrated strong community support for community-owned solar. Dog, cat management plan review

City heart car parking plan adopted

The Domestic Animal Management Plan (DAMP) will be available for public feedback following endorsement at the May council meeting.

Wodonga Council adopted the Wodonga Central Business Area (CBA) Car Parking Plan at the May council meeting. The plan’s objective is to provide a comprehensive car parking management solution for the CBA that is:

The DAMP provides a framework for a responsive animal management service which takes into account the environment, the protection of public amenity and public safety.

• Responsive to future changes likely to be experienced in the CBA; • Achieves an efficient and balanced supply of parking that encourages investment and development in the CBA; and,

It also details the management of dog and cat issues in our community for a four-year period. The draft has identified a number of priorities for the council to consider over the next four years. Through previous public consultation, the four main identified categories were: increased education, re-introduction of a pet awareness event, review public engagement and fee reduction for responsible pet ownership. Immix interest in saleyards site Wodonga Council voted at the May council meeting to undergo the public process to sell the former saleyards. Wodonga Council received a letter of intent from Amerock Holdings to purchase part of the former saleyards site. The planned move to Wodonga will allow Immix Integrated Metal Management facility to expand its operations. The offer to purchase the site, excluding five hectares to be retained by council, is at a level above market valuation.

In May 2016, Wodonga Council initiated an expression of interest process for the sale of the site on the corner of the Murray Valley Highway and Whytes Rd, Bandiana. The process allowed council to consider the economic, social and environmental benefits, negotiate parcel boundaries and price with a preferred bidder. At the end of the EOI, none of the proposals submitted met the desired outcomes of the council, however, ongoing discussions continued with some of the applicants.

Immix had been in contact with the council to undertake due diligence on the site. Immix has worked with council to achieve economic, social and environmental outcomes. The sale of the land fits in with the city’s objective of advancing our position as a leading regional city by continuing to attract new and diverse business to Wodonga. The sale has opportunities to create jobs and growth opportunities for local businesses.

• Is effective in responding to other key opportunities such as improving public amenity and encouraging walkability. Wodonga Council had asked the community for feedback on the plan. Some of the feedback included disabled parking, timed parking, parking compliance and off-street car parks which has all been taken in to consideration within the plan. The plan will update and replace the Wodonga CBA Parking Overlay. The council will now seek authorisation from the Minister for Planning for a planning amendment.

Budget delivers on what The average ratepayer will pay an additional 69 cents a week under the council’s draft 2018-2019 budget with an effective 1.5 per cent rate rise. While rates will rise in line with the Victorian Government cap of 2.25 per cent, the waste management charge will be reduced by 4.8 per cent, seeing an overall rise of 1.5 per cent. Wodonga Mayor Cr Anna Speedie said the draft budget delivered on what the community has asked for in the city. “As a Mayor and Councillor and part of this community, I can’t help but be excited by the changes and growth we’ve seen in our city,” Cr Speedie said. “Our people have asked for a city heart; for upgrades to sporting precincts; for parks and playgrounds to be clean and free of rubbish; for a growing economy that provides jobs for our people; and we’ve delivered on all of that. “We working now on the protection and good planning of our hills and rivers, and building a community that is welcoming and supportive and that leaves no one behind. “Our community has wanted to see lower rates, lower debt and for the council to reduce borrowings and we’re delivering on that. “The draft budget represents the sixth year of no new borrowings and

Significant items in the draft 20182019 budget include: • The final stage of the High St reconstruction – this is the fourth and final year which will see the completion of the $20 million city heart revitalisation project; • A gas gate at Logic; • Planning for a cultural precinct; • Installation of seating and water bubblers;

IN BRIEF OVERDUE RATES FOR WODONGA RATEPAYERS The fourth instalment of the 2017-2018 rates and charges was payable by May 31, 2018.

Take care of city’s reserves, habitats

Properties that have instalments outstanding may be referred to the council’s commercial collection agency next month for legal proceedings if payment is not made or an acceptable payment arrangement put in place.

If the building work, including supply, installation and labour costs is more than $10,000 and you are not building it yourself, you must use a registered builder. If the works are valued at more than $16,000, the builder is required to provide builder’s warranty insurance.

The costs of any legal action can be considerable and remain as a charge against the property until paid.

You may nominate yourself as an owner builder. If the value of works exceeds $16,000 as an owner builder, you will be required to register with the Victorian Building Authority on 1300 815 127 or visit vba.vic.gov. au

PENSION CONCESSIONS

This concession increases annually according to the Consumer Price Index (CPI) and is shown as a government concession in the financial area of the rates notice. If you hold a card that grants you full entitlements and have not received a concession for the property that is your sole place of residence, you need to fill in and return the application form for a rates concession. You must return to us in person at the Hovell St office and bring your card to be sighted. Forms are also available at customer focus for completion and processing. Once completed the concession is granted in future years until your circumstances change. PLEASE NOTE: Health Care Card holders are eligible to concessions on certain charges but this does not apply to a concession on council rates.

ALIVE WITH POSSIBILITIES

If you are planning to construct a shed or garage, you need to be aware of and comply with the following. If you are building a shed or garage with a floor area of 10m2 or greater, you will require a building permit.

Final notices will be issued for certain properties.

A rate concession is granted to eligible pensioners who have full entitlements for the rating period.

OWNER BUILDERS

Residents are encouraged to take care of our natural environment when out enjoying local reserves. Wodonga Council is unique as it owns the foothills that surround our city. It is also responsible for the management and maintenance of 2500 hectares of bushland reserves. The council believes it is important that, together, we maintain healthy and vibrant bushland reserves for all

community members and groups to enjoy now and into the future. Damage and disturbance of bushland, such as building bike tracks and jumps, reduces habitat for native animals. Illegal dumping of rubbish and household waste also threatens biodiversity by encouraging vermin and other pest species that spread disease, weeds and prey on native fauna and degrade the quality of the reserves.

With the weather now cooling down, Wodonga Council is taking the opportunity to remind residents the best place to get firewood for home heaters is to buy it from a retailer. Residents are prohibited from collecting wood from council roadsides and reserves. Roadsides and reserves provide valuable habitat and vegetation for animals such as parrots, kookaburras, owls, possums, gliders, bats and geckos.

Native garden nursery open at transfer centre Our Native Garden is a community-owned, not for profit indigenous plant nursery. The nursery is located at the Wodonga Waste Transfer Centre, Kane Rd, Wodonga. It is open on Tuesday to Thursday and Saturday from 10am to 1pm.

Using your bins effectively during winter With winter making itself known, here are some tips on making the most of your three bins. Can I put ash from my fire in the green-lidded bin? Let ash from your fires cool, then put them into the red-lidded bin. Ash contains nasty chemicals in high concentrations which are produced when different treated wood products and firelighters burn. These chemicals cause a real issue for the compost being produced from the organics collections and even small amounts can contaminate a large batch of compost.

Burning treated timber is also a health risk as the fumes given off are toxic, so please dispose of treated wood through the Wodonga Waste Transfer Station rather than burning. What about wood or timber? Many trees and vines are pruned over winter and these are all fine to add to the green-lidded bin. You can even put diseased plant material in this bin as the composting process kills plant diseases and pests. Any treated wood such as treated pine or wood from furniture contains chemicals that can contaminate

compost, so if the wood isn’t from your garden, always place it into the red-lidded bin. Large pieces of wood and timber can be taken to the Wodonga Waste Transfer Station. Inside your house Did you know the kitchen caddy loves tissues, toilet paper rolls, kitchen towel, citrus rinds, onion skins and all sorts of things that you might have more of over winter. If you have a lot of these, just tip them straight into the green-lidded bin — you don’t even need to put it into a compostable bag first. CITYLIFE 17

Following on from the successful Baranduda markets in autumn, all the fun returns in July for the winter markets.

Five large stepping stones featuring Indigenous artwork have been installed along the creekside walking trail as part of a public art installation.

The Baranduda Community Centre run the markets with the advisory committee providing the co-ordination of the markets on the day.

The attractive artworks by Dr Treahna Hamm, a prominent local Aboriginal artist, have become a great talking point for park visitors over the past month.

Come along to the markets at Sage Court, Baranduda on Sunday, July 22 and enjoy some family fun entertainment, including a large number of small businesses, art/craft, homemade goods and foods by residents.

The stepping stone textures and patterns were inspired from trees, tracks and the Murray River surrounding Wodonga. The five designs were developed from a larger work and made into stepping stones which have been thoughtfully placed along the walking trail. The perspective of the stones reflects the spiritual and physical elements of Aboriginal culture, viewing the land from a bird’s eye view, showing the tracks which linked the people to the river and land.

The work is titled Land of Reflections and is a link to River people, who reside along its course and honours reconciliation.

Brian Trebilcock, of Friends of David Winterbottom Park, said the new public art installation had been well received. Signage has also been installed.

The markets are a good opportunity to engage with community and provide an increased sense of community. Don’t let the cold keep you away. Entry to the markets is free and it runs from 9am to 1pm.

STRATEGIC PLANNING UPDATE PROJECT OR AMENDMENT

Leneva Baranduda Precinct Structure Plan – Proposed Planning Scheme Amendment C121

The Leneva Baranduda growth area is a long-standing strategic direction for Wodonga. The Victorian Planning Authority (VPA) in conjunction with the council is preparing the precinct structure plan (PSP) for the LenevaBaranduda PSP area. A PSP is a “big picture” plan that sets the vision for developing new communities and is the primary plan for guiding urban development in growth areas. It identifies broad transport networks, employment and activity centres, residential areas and a public space network.

The public exhibition of the Amendment was concluded in December 2017. As not all the submissions received during the public exhibition could be resolved, the council has put together a planning panel to consider the submissions. The planning panel will take place in Wodonga from June 18, 2018. A draft strategy is being formulated and will be presented to the council in mid2018.

Housing Strategy

In order to meet the forecasted growth for Wodonga, and to meet the adopted Wodonga Growth Strategy’s objectives of liveability and prosperity, the council is developing a housing strategy to ensure the city continues to provide a consistent supply of residential land, offers choice, diversity, affordability, quality and sustainability for housing. The primary aim of the Housing Strategy is to encourage a range of residential development outcomes that meet the city’s projected growth in a sustainable manner. Both the State Government’s Hume Regional Growth Plan and the council’s Growth Strategy seek to develop a long- term land use vision for Wodonga in order to promote the city’s prosperity from industrial development perspective. The industrial sector is the largest employer of the city, the long-term prosperity of the city depends on the sustainable growth of the sector. The Industrial Land Strategy is undertaken by council to ensure such objective is achieved.

A public consultation on the draft plan was conducted in March, 2018. Feedback received from the community has been analysed and incorporated into the draft final strategy as appropriate. It is targeted to have the final plan submitted to the council for adoption by mid-2018.

As a result of the rapid changes and growth experienced in the past few years in the Wodonga CBA, the project aims to leverage off the commercial confidence in the CBA to encourage further growth, without compromising traffic movement and parking in the CBA. The project seeks balanced needs between the provision of car parking requirement for development against the economic cost of such provision and its impact on development viability. The Planning Scheme Amendment C98 seeks to implement one of the actions in the Plan, to update and replace the current CBA parking overlay.

A public consultation on the draft plan was conducted in February 2018. Feedback received from the community has been analysed and incorporated into the final plan as appropriate. The final plan has been adopted by council in May 2018. It is envisaged that the formal public exhibition of the Amendment C98 will take place in June 2018.

Use your detective skills to solve a crime A crime has been committed and Wodonga Library needs your help! Learn about forensic science as you work together to piece together the evidence in workshops at Wodonga Library. Each workshop will involve building on investigative skills such as learning how to identify, collect, interpret and analyse different kinds of clues and evidence. Apply scientific principles to a real world scenario and learn about fingerprinting, DNA and more. Once inside our crime scene our young investigators must tape off the area in order to protect any evidence that may be found. Clues and evidence must be identified, collected, interpreted and analysed.

Rhyme time with Yo Diddle Diddle We all remember our favourite childhood story of the cow who jumped over the moon. Coming to The Cube Wodonga on Wednesday, June 13, Yo Diddle Diddle retells the story of this very famous cow … but with a twist! Yo Diddle Diddle is the hilarious rhyme and rhythm of Tony Wilson’s The Cow Tripped Over The Moon transformed into a hip-hop infused adventure story of one cow and her desire to jump over the moon. Time to explore Bonegilla An opportunity presents itself this June long weekend to explore a collection of original buildings and to truly walk in the shoes of migrants who made the Bonegilla Migrant Experience their first Australian home.

Allow at least one hour for a guided tour or alternatively spend longer while the site is open (10am to 4pm daily).

Guided tours are at 11am daily (no bookings required) from Saturday, June 9 to Monday, June 11.

Remember, you don’t have to travel thousands of kilometres to see a national heritage-listed site – Bonegilla Migrant Experience is right on your back door step.

Experienced guides will walk you through the original buildings and exhibitions, as well as answer all your questions.

There will also be tours running during the winter school holidays from Saturday, June 30 to Sunday, July 22 from 2pm daily.

Up close and personal It wasn’t until Jodee Mundy was five years old and lost at Kmart that she realised the rest of her family was deaf. She didn’t see ‘disability’ – only the love and protection of those closest to her. In Mundy’s latest project, titled Personal, coming to The Cube Wodonga on Tuesday, June 5, she conveys her experience as the only hearing person in a deaf family. Through a captivating blend of performance, storytelling, multimedia and animation, Mundy delves into the

contradictions of inhabiting two worlds: living in a deaf family, where using sign language is natural; and living in a society that sees only the family’s disability with voyeuristic curiosity. Personal is accessible to deaf and hearing-impaired audiences, and please note there is some strong language. Lost traditions revisited Arts Space Wodonga is thrilled to present an exhibition of new and existing work by Mutti Mutti, Yorta Yorta and Boon Wurrung artist Maree Clarke. The exhibition opens on Friday, June 8 and runs until Saturday, June 21. This powerful collection of multi-media works continue Clarke’s focus on the revival of south-eastern Australian Aboriginal art and culture – reaffirming and revitalising lost traditions and signifying the rightful place of these practices within contemporary art. The exhibition celebrates the passing on of cultural knowledge and traditional art practices, with many new works being the result of

collaborations between the artist and young members of her family. Clarke’s constantly evolving practice unites traditional materials, method and meanings with emerging technology as a means to immerse viewers and mesh the present with the past.
