Mundy delves into the contradictions of inhabiting two worlds: living in a Deaf family, where using sign language is natural; and living in a society that sees only the family’s disability with voyeuristic curiosity. Personal is a smart, touching and deeply personal work exploring disability and how we perceive one another. Personal will be at The Cube Wodonga on Tuesday, June 5. A LITTLE BIRD COUNTED A LOT Wodonga Council encouraged residents to participate in the Aussie Backyard Bird Count last October. And now the stats are in. Within the municipality: • A total of 4544 individual birds and 142 different species were recorded during the week; • 128 observers participated in the count, submitting 143 checklists; • A total of 4544 individual birds were observed and recorded during the week; • 25 plus people attended a walk and talk with local bird gurus; • The House Sparrow, an introduced species, was the most commonly recorded species. The Magpie was the most common native species; and, • Seven threatened species, all associated with woodland

habitat that has been extensively cleared, were recorded including the Diamond Firetail, Hooded Robin and Black-eared Cuckoo. The data provides valuable information that helps to fill gaps in our knowledge about common and urban dwelling bird populations and provides insights about changes in our national bird populations. For example, observations from Wodonga were among an ‘unprecedented’ 139 records of the stunning Scarlet Honeyeater across Victoria. The usual tropic dweller has previously been rarely recorded in here. The count results indicate the species in now seeking refuge from drought in the northern states. The count also indicated a surprising decline in national Kookaburra populations. Likely reasons for this are the
loss of nesting hollows and possibly reductions in the availability of prey as urban landscapes modify. The Wodonga Retained Environment Network of reserves, or WREN for short, is playing a critical role in supporting local bird populations as the city grows. You can also play a role. What you do in your garden can make a difference. If vegetation in gardens could be managed to provide food and shelter for native bird species, it will provide a valuable secondary habitat for conserving native bird populations. The national bird count will be back in October.

ECHIDNAS, BIRDS TAKE CENTRE STAGE The newly reconstructed section of High St opened to traffic last month. Eye-catching echidnas and a beguiling bird scene are just some of the points of interest that make up the streetscape of the reconstructed High St. How Deep Is … is a lasercut steel silhouette by Wodonga artist Ken Raff, the artist behind Porta, depicting our relationships with birds. The piece is located near the entrance to Bond St.

Accessibility key for chamber Wodonga Council officially opened its new chamber at the April council meeting with increased accessibility at the heart of its design. The chamber is located on the ground floor of council’s Hovell St building. Delivered by local contractors, the new chamber features a
hearing loop and the latest technology for live streaming. There are also new public toilets including a disabled toilet.
Two bronze echidnas by celebrated artist Dean Bowen will keep watch over the pedestrian crossing. The mother, or father, echidna and baby echidna are situated at either end of the crossing on a seat and planter box respectively. A set of seating banks, designed in the shape of a rail turning triangle, will also be a place of people to pause and gather, with a nod to the city’s rail history. The seating banks, designed by Kylie Bickle, are made from weathered steel, railway sleepers and concrete.
The words Badjerri Yawadi, which in the local Aboriginal dialect means “good talk”, feature on the entrance to the chamber.

The inclusion of public art and functional pieces was a part of the funding agreement with the Australian Government for the four-year project, with an allocation of $250,000 from the $10 million federal funding for the northern and southern projects.

Wodonga Council is proposing five speed limit changes across the city following advice from the Traffic Liaison Committee that considers all matters relating to road safety, including speed limits.

The Traffic Liaison Committee meeting consists of representatives from the council, VicRoads, Victoria Police and Transport for Victoria. Following consultation on the proposed changes, the council will make an application to VicRoads for approval to install the required speed limit signage. Wodonga Council is asking for feedback for the updated master plan for Baranduda Fields. In 2012 the council purchased the Baranduda site, adopting a longterm master plan in 2013. In 2015-2016 the council undertook detailed planning for the first stage of capital works and a cultural heritage study. As a result, changes to the master plan were identified. Anti-graffiti project brings wall, underpass to life

PENSION CONCESSIONS A rate concession is granted to eligible pensioners who have full entitlements for the rating period. This concession increases annually according to the Consumer Price Index (CPI) and is shown as a government concession in the financial area of the rates notice. If you hold a card that grants you full entitlements and have not received a concession for the property that is your sole place of residence, you need to fill in and return the application form for a rates concession. You must return to us in person at the Hovell St office and bring your card to be sighted. Forms are also available at customer focus for completion and processing. Once completed the concession is granted in future years until your circumstances change. PLEASE NOTE: Health Care Card holders are eligible to concessions on certain charges but this does not apply to a concession on council rates. OWNER BUILDERS
As an owner builder, you are required to obtain a certificate of consent from the Victorian Building Authority where the value of works is more than $16,000 in order to obtain a building permit. Wodonga Council has been successful in their application for funding through the Graffiti Prevention Grants offered by the Victorian Government’s Community Crime Prevention Program. The council has engaged professional artist, Rosie Woods from award winning street art network Juddy Roller to work with selected young people to design, develop and create two large scale murals in Wodonga. As well as a strong anti-
graffiti message, the project provides education, mentoring and discipline and promotes respect, acceptance, pride and connection to community. The first site is a highly visible brick wall on Elgin Blvd, next to the Family Medical Centre. The second site is the Felltimber Creek Road underpass where the exterior walls and inside will be painted. Participants have learnt:
• What it’s like being a professional street artist; • The difference between graffiti and street art; • How to handle a spray can including techniques like fades, shadows, light and stencils; and, • How to develop and apply a mural concept Both murals at the medical centre and the Felltimber Creek underpass were completed last month.
Obtaining a certificate of consent does not guarantee that you will be issued with a building permit. A building permit will need to be obtained from a registered building surveyor. Note: An owner builder report and associated insurance will be required if you sell your owner built property within six and a half years of completion. AWARDS APPLAUD WODONGA’S YOUTH Young people aged between 14 and 24 who work, live, study or volunteer in Wodonga are eligible to be nominated for Wodonga Council’s 10th annual RED Carpet Youth Awards. Wodonga Cr John Watson said the aim of the awards was to recognise and acknowledge all the wonderful contributions young people make in our city. “The RED Carpet Youth Awards strengthen Wodonga’s support of young people through community recognition, celebration and promoting young people’s achievements,” he said. “The awards allow our community to nominate and support young
people with different life experiences to celebrate and recognise the contribution they make to the community.” RED Carpet committee member Mason Wise said the awards started because many young people told Wodonga Council they didn’t feel recognised. “A lot of young people are helping others out in their own time and at their own expense, so these awards recognise their contribition,” he said. “Whether they are helping by coaching a sporting team for a short period of time, or being a carer for someone long term, we want to celebrate the positive
change that young people create in the community. “Young people do contribute a lot and that is worth recognising.” Nomination forms can be downloaded from the council’s website. Nominations close on Friday, June 1, 2018. A gala dinner and award ceremony will be held at The Cube Wodonga on Friday, August 3, 2018.

MAKE THE MOST OF YOUR GREEN BIN With winter fast approaching, the growth of backyard plants and lawn has begun to slow, leading to less green waste going into our greenlidded organics bin. Wodonga Council Waste Management Co-ordinator Jason Perna said this extra space in green-lidded bins will make way for the range of other items that can be discarded over the cooler months. “Many residents are surprised to learn that the bin can be used for much more than food and garden waste,” he said. “There’s a whole list of other items that people might not immediately identify as organics - from pizza boxes and facial tissues, to newspaper and toilet rolls.” Falling autumn leaves can also be gathered and discarded, along with lint from the clothes dryer as it begins being used more regularly over winter.
“These items are in addition to the common food scraps such as meat, dairy products, fruit and vegetable scraps,” Mr Perna added. Residents are reminded that items such as plastic bags, food packaging, gravel, dirt and ash are not permitted in the organics bin. The contents of the greenlidded bin, which is collected weekly, will eventually become quality compost.

Mrs McFarlane said there were a number of people who helped to raise the funds but there was a core group who were the backbone to the funding.
Netball Wodonga president Holly McFarlane said the new courts was a fantastic achievement for the association. “This has been at least 10 to 12 years in the making,” Mrs McFarlane said. “We have had so many committees working towards this.” Netball Wodonga fundraised $120,000, which when combined with the Department of Sport and Recreation funding plus
