AEROBATIC FLYING TRAINING The Great Leveller

Purest Form of Flight As pilots, we by our very nature are goal orientated. This means that when we have successfully achieved our goal, we end up immediately looking for ‘the next thing’. Whether this is our destination for the flight of the day, or a new skill set to fly a different type, the goal is the objective. At the British Aerobatic Academy, we believe that the right goals should be suitably matched with and to the right people. It’s not the goal that is the important ingredient, it’s the people choosing and coaching those goals that enable them to turn them into a reality. Aerobatics is by its very nature uniquely challenging. It is the purest form of flight, as you are constantly exploring your and the aircraft’s limits on every flight within all dimensions. It is entirely realistic to start competition flying after the basic aerobatic course — indeed many of our students have done so and won at their level.

Building Skills — and Character Aerobatics is rewarding on many levels. It is amazingly enjoyable to overcome personal stumbling blocks — for example, almost all pilots are anxious before their first solo spin, or inverted spin, snap roll or outside loop. Overcoming this fear is immensely character building. By pushing and expanding your personal envelope, you will learn an incredible amount about yourself, building up your confidence, while sharpening up your handling skills and consequently your flying will be hugely 4 GA BUYER EUROPE JULY 2021

improved all round. You will be a different person because of the encouragement and achievements along the way.

Upset Prevention & Recovery Training My school is the biggest provider of Advanced Upset Prevention and Recovery Training (UPRT) in Europe and quite possibly the world. As a result, we ourselves have learned a huge amount from the variety of pilots coming through our school. It is particularly pleasing to see how their performance improves dramatically during the three flying hours that’s mandated on the course. As I am a Flight Examiner, Flying Instructor trainer, and an Advanced UPRT instructor, I have the privilege to be able to see a wide spectrum of pilots across the board. Aerobatic flying is a sport that can and does very quickly separate these experience and competency levels by the very nature of the flying involved. Flying by ‘sound and feel’ and ‘seat of the pants’ enables pilots to increase their capacity, in turn improving situational awareness, and thereby giving them the ability to prioritise and manage the workload. These core skills are the fundamentals of flying, and this has been brought to our attention even more since the advent of UPRT mandates from ICAO, as historical accidents within aviation have taught the industry that these basic skills still seem to be lacking at best. This is where our training environment comes in — at the British Aviation Academy we are here to fill in the missing pieces of the puzzle for our students and community as a whole.

Course Structure The Basic aerobatics course consists of a minimum of five hours flown in the highly capable Extra 200. The course is designed to take somebody with absolutely no aerobatic experience up to the lower level of competition level, with them able to compete with a very realistic chance of winning. This course also qualifies students for the EASA and UK CAA Aerobatic rating. We start flying quite short lessons, perhaps 30 minutes each, because most people take two or three sorties to get used to the exhilaration and excitement so the real learning can begin.

Stalling & Spinning The training begins with stalling straight and level and in turns, and then show flight at very low ‘G’, demonstrating that it is possible to fly as low as 5 knots without stalling and then increase loading and show stalling at perhaps double the 1G stalling speed. This gives the pilots a thorough understanding of aerodynamics while exposing them to the important handling techniques needed for such understanding. We then develop this further by teaching spinning. We have to be careful not to push too hard and make our yet-to-be-acclimatised student feel uneasy. The aim is to get the best performance out of the student, and this can only be achieved by them enjoying themselves — and therefore being able and willing to learn.

Basic Figures The spin training is spread over several lessons and we cover loops, humpties, Half-Cubans, the Immelmann and split-S, among other basic figures. The primary goal during these early sorties is to get the student pilot to fly well-shaped figures relative to the datum, the horizon. This naturally means training the pilot to look most of the time at the wing tip. The instinct is to look straight ahead but of course during most figures the horizon will be hidden and only the sky or the ground will be visible. It is impossible to fly relative to a datum unless the datum is visible. It is interesting that during Advanced UPRT training for airline pilots, getting this point across takes a while and is a major benefit of the course. Small details have large effects when it comes to getting the key points across. By now the student will have flown three sorties (probably a total of 100 minutes) and is into the morning of their second day. After sufficient rest and sleep their senses will be aligned to aerobatics enabling the sortie length to be increased and the contents to gradually become more intensive. They will have practised stalling in every conceivable attitude, lots of spinning and be fully competent at flying many of the basic manoeuvres including loops, humpties, stall turns, rolls, half-Cubans, roll off the top, reverse half Cuban and quarter-clovers.

The Aerobatic ‘Box’ Once the pilot has learned how to string figures together, we then move on to the next puzzle piece — how to fly in the aerobatic box. This box is a onekilometre cube with the judges sitting centred 300 metres in front of it, and the ‘competition wind’ blowing left or right. The real wind would hopefully be doing similar but probably with an on-judge or off-judge component. Flying in the box is a highly specific skill in itself, and in aerobatic competitions positioning the manoeuvres can be the difference between winning and coming last, either against others or in trying to better your previous performances. To fly the aircraft in the box and gain a good positioning score is very rewarding and requires lots of thought before getting airborne. The ability to think while flying an aerobatic sequence requires a degree of automation so that you are able to release mental capacity for positioning and other

factors on the day. Hence preparation for your performance is where this all starts. A good level of physical fitness is also key, along with the self-discipline to analyse and improve each manoeuvre, figure and flight for the next. Students quickly learn that we bring these fundamentals all together during our courses, resulting in immense satisfaction from achieving their goals.

Into the Back Seat… The student, who will have started flying from the front seat in the Extra 200, will now have their envelope expanded further by them sitting in the back seat with all the aircraft controls. The student will be directed to manage the flight from start-up to shut down, with the aerobatic sortie to perform in-between. A huge leap forward in progress compared to the first day, with a sense of achievement to match!

Linking Figures — Energy Management The next stage is to learn how to link the figures together, exiting one figure with enough energy to complete the next. This energy management is another fundamental flying skill that is developed very easily when learning aerobatics but takes much longer to acquire flying straight and level. When I fly with quite experienced non-aerobatic pilots, I see quite a contrast in the time taken to appraise their glide approach profile in a nonfamiliar aircraft compared to similarly experienced aerobatic pilots. Aviators from around the world were able to come together in support of disabled flying on Saturday, 29th May 2021 at 14:00 hrs British Summer Time, at the historic London Biggin Hill Airport — now a major business aviation hub. The line-up was impressive with The Red Arrows being joined by The Royal Canadian Air Force’s display team, The Snowbirds, Rich Goodwin’s Jet Pitts, the B-17 SallyB as well as Spitfires from the Biggin Hill Heritage Hangar, and more. The show saw exclusive interviews and aircraft tours from the Imperial War Museum Duxford as well as a brand-new footage from the Royal Air Force’s Typhoon Display Team. Guests joining the show to share their insight and experience of the world of aviation included threetime US National Aerobatic Champion, Patty Wagstaff, land-speed record holder and F4 Phantom pilot, Andy Green, and Jessica Cox, the world’s first armless pilot.

Cover for Flight Training Organisations Chris Varley, Chairman of E&G Aviation Insurance, says flight training organisations have been contacting him increasingly for their insurance needs. One recent example was Gloucestershire Airport-based Eagle Flight Training where two very experienced commercial pilots (with a combined 20,000 hours on aircraft and helicopters), Duncan Jackson and Dave Lewins, have set up a CAA Declared Training Organisation (DTO) but with the aim of completing a handful of PPL training packages a year, but focused on high net-worth individuals who need a more focused training package — including further ratings and advice on buying their own aircraft. Jackson told GA Buyer Europe that without Covid, they probably would not

have had the time to get their project, which had been an idea for a long time, off the ground. Varley expects to get more requests from ATOs and DTOs which are a variation on the ‘standard’ training school, for bespoke insurance packages that are able to cover both their business and their aircraft. This is what he is providing Eagle Flight Training, with an ongoing role helping its clients with their own insurance packages when they purchase their own aircraft.

Does My N-Registered Aircraft NEED To Be EXPORTED? THE EXPORT IMPERATIVE Recent events in the aircraft trust industry have placed the spotlight on several legal issues surrounding the operation of N-registered general aviation aircraft abroad. One of these is the question of export. The first reaction of an operator or owner beneficiary of a N-registered aircraft overseas might be: “Why do I need to export my plane/helicopter from America? It’s an ‘American’ aircraft!” While this is certainly the correct intuition as far as the FAA is concerned, it does not hold true in terms of trade. Many people, including industry professionals with decades of experience, conflate U.S. aviation regulations with U.S. trade and export rules. A contributing factor might be that the FAA issues “Export Certificates of Airworthiness.” The term ‘export’ here is confusing because these certificates only deal with airworthiness and aircraft certification, not trade. Export, in the economic sense, is a separate issue. Don’t fall into this thought trap!

Yes and no. It is accurate that there are export exemptions for airplanes that only leave the U.S. temporarily, such as a temporary soujourn under 15 CFR §740.15 and the ‘12-month exemption’ under 15 CFR §30.37(q). However, recent guidance and interpretation on export rules by U.S. federal authorities have shown this: More important than the period of time the airplane spends outside the U.S., is the intent of the exporter. If the plan is to have the airplane primarily hangared and operated outside the U.S., a ‘Fifty-Percent Rule’ overrides the exemptions listed above. Do 50 percent or more of the aircraft’s flights depart, originate, or take place abroad? If the answer is “yes”, the aircraft is considered permanently exported. How does the government determine this intent? An exhibit in a trust or lease agreement listing the planned operating location is one way; hangar and FBO contracts another. Of course, at the time of making a positive determination based on the Fifty Percent Rule it is already too late to file. Thus, again, our recommendation is to file in advance if there is any doubt.

THE FERRY FLIGHT EXPORT TRAP

According to U.S. export regulations, any product valued above US$2,500 sold from a U.S. seller to a buyer abroad – a transaction where ‘foreign money’ enters the U.S., and an American product (even if it was previously imported into the U.S.) leaves the country – must be registered as an export. Almost all aircraft fall into this price category and it is irrelevant where the aircraft is registered. What matters is where the aircraft will be physically located. Again, the N-registry falls under the FAA, an agency of the U.S. Department of Transportation responsible for aviation administration and safety; while exports fall under the Department of Commerce, the department that overseas trade. This distinction is important, because each agency has its own rules for members of the public to follow.

When aircraft are containerised and shipped, the freight forwarder almost always takes care of export matters and can provide the EEI and ITN, when asked. However, when an airplane is ferried overseas, the export filing is often forgotten about. Here, too, it would behoove the smart buyer to contact an export professional well in advance of the planned departure to ensure the export is taken care of. For an N-registered aircraft this can end up being just as important as ensuring that the import duties and sales tax are paid in the receiving country. Why? The consequences of ‘illegally’ exporting an aircraft can be painful.

EASY (YET ESSENTIAL) PROCESS

CONSEQUENCES DOWN THE LINE

So, what is the problem with registering an export? In short, there isn’t one. Export filings are quickly done using the government’s online system. The Exporter of Record submits Electronic Export Information (EEI) and, once accepted by the government, receives a 14-digit Internal Transaction Number (ITN) in return. Armed with this information, the parties involved can prove export rules were properly followed. The process is free, aside from the administrative fees filing agents charge, which usually come in at between US$400 and US$1,000. There are no export duties or restrictions on civil aircraft. All in all, the process is painless if done by the right agent.

At face value, not filing an export is a violation of federal law and can be fined with a US $10,000 penalty. Remember — N-registered aircraft always fall under the purview of the U.S. authorities, and thus the American government inherently has leverage against the aircraft when it wants to.

WHOSE RESPONSIBILITY? Whose responsibility is it, then, to file the export? This is where things get slightly complicated. Generally speaking, it is the U.S. seller’s responsibility to register the export with the federal government. They, as the “U.S. Principal Party in Interest” (USPPI), or, in plain terms, the American entity benefiting economically from the transaction, are obligated to file the export. However, many aircraft sellers, including large dealerships and independent manufacturers, aren’t aware of this requirement. Hence, our recommendation is that, as a responsible and informed buyer, you should always ask for EEI and ITN before the aircraft departs the U.S. This will save you a lot of hassle down the road. What if the buyer takes possession of the aircraft in the U.S. and organises its ferry flight or shipment overseas themselves? In this case the responsibility to file the export may actually rest with the buyer. This type of transaction is termed a ‘Routed Transaction’, where the buyer, as the “Foreign Principal Party in Interest” (FPPI), is required to authorise an American entity to file the export for them.

IS IT REALLY AN EXPORT? (CANADA & MEXICO) All this seems fairly straightforward when an aircraft is sold to another continent: The airplane will be based far away and rarely, if ever, return to America – so it's clearly an export. But what about aircraft sold to Canada or Mexico, that frequently return to the U.S.? Isn’t that the same as an American airliner flying back and forth? Certainly, those don’t have to be exported every time? 20 GA BUYER EUROPE JULY 2021

But there are also second- and third-order effects: This year a large aircraft trust company came under intense scrutiny by the U.S. government. The federal authorities, among other things, began reviewing the export status of the aircraft in its portfolio and enforcing federal export requirements. This quickly became an issue for many of the trust’s clients, because there is no legal way to register an export, years or even decades after the fact. An export must be filed before the product leaves the country. In this case, the export that was missed a long time ago suddenly became the owner beneficiary’s problem. U.S. federal authorities wouldn’t allow FAA bills of sale to be issued and aircraft to be transferred out of the trust without the export question solved. Clients had to deal with their airplanes being ‘locked up’ and aircraft sales falling through. All because a seemingly minor formality was neglected by other parties, a long time in the past. Luckily the government, after months of deliberation, issued a special procedure that allows for the export of the affected aircraft to be registered retroactively, without triggering an enforcement action or fine. The right filing agent will know how to do this and can help fulfil the export requirement essential to getting these aircraft released.

Italian aircraft manufacturer Tecnam has entered into a new partnership with London Biggin Hill Airport-based Oriens Aviation under which Oriens will market the whole Tecnam fleet and its ultimate twin-engine Tecnam P2012 series for the sales territories in the British Isles. Oriens Aviation offers a full range of services to private aircraft owners and operators, including aircraft sales, scheduled and unscheduled maintenance, warranty work, aircraft management, AOC advisory, pilot training, operations and handling for its customers. The company added that with the Tecnam P2012 Oriens Aviation would “benefit from the unique specifications of the aircraft, widening and enriching its offer to potential customers in the region. Comfortably accommodating nine passengers with one or two crew members, the Traveller is a new-generation, piston-powered, twin-engine, high-wing, fixed-landing-gear aircraft. The P2012 series offers also Special Mission, Full Cargo, Combi and Air Ambulance configurations. A first P2012 Traveller with an airline configuration, a single-engine fourseater P2010 TDI, and a two-seater P2008JC, are due to head to London as demonstrator aircraft for the British territories. Atlas Air Sells Phenom100E Atlas Air Service has successfully brokered the sale of an Embraer Phenom 100E (built in 2014) on behalf of a customer from the Middle East. The aircraft was marketed by Atlas Air worldwide and a purchase agreement was concluded with an interested customer from Eastern Europe. In this context, the aircraft was partially overhauled by Augsburg Air Service, the subsidiary of Atlas Air Service AG, according to the customer's individual wishes. The work was carried out at Augsburg Airport and included painting of the tail of the aircraft. With the interior, the seats were covered with new leather, the carpets were completely renewed, and the interior cabin side walls were colour-matched.

The individual refurbishment steps required some disassembly for both the interior and exterior reconditioning. The extensive partial refurbishment, including a new design and revised interior according to the customer's individual wishes, was completed in just ten weeks. In April, the aircraft was handed over in Augsburg to its new, proud owner, who will use it in his company for factory transport within Europe.

How to Pick the Right Engine Maintenance Coverage There are choices aircraft operators need to make to ensure they reap the full benefits offered by engine maintenance programmes. Matt Harris asks Delray Dobbins how Pratt & Whitney Canada operators can choose the right level of ESP coverage… The advantages of hourly engine maintenance programmes for aircraft are widely known, and work more-or-less the same way across several offerings that are provided by all of the major aircraft engine manufacturers today, and a handful of third-party providers. An operator pays a fixed fee – usually per flight hour – to their programme provider. That money accrues in an account, so that when a substantial engine maintenance expense is incurred, the programme pays out, covering the cost. Much of the unpredictability surrounding the costs of engine maintenance is removed, giving the aircraft owner more peace of mind. “Programmes like Pratt & Whitney’s Eagle Service Plan (ESP) keep owners flying,” explains Delray Dobbins, Senior Manager, ESP Sales & Global Strategy, Pratt & Whitney Canada. “While an aircraft engine is being maintained in one of our owned or designated service facilities, we arrange for the lease of an engine for that aircraft, keeping it operational for its owner.” Dobbins says this is what distinguishes an engine maintenance programme from warranty coverage on a new aircraft – in fact, he says, ESP enrolment is even attractive for owners alongside their warranty coverage.

Coverage Levels: Know the Difference

Yet, there’s much more for an aircraft owner or operator to understand than the basic advantages of engine programmes per se. Most programme providers offer a range of coverage levels, each being designed for owners with slightly different needs. Traditionally, Pratt & Whitney ESP came with four levels – Silver, Silver Lite, Gold and Gold Lite – but, having listened to customers, the company simplified its coverage, today offering two main levels. ESP Gold and Platinum is offered to new customers, though the company continues to honour those who signed up to the Silver or Silver Lite coverage previously. “We found that you don’t really need more than two coverage levels,” Dobbins explains. “Our data showed customers didn’t really want more than this, and the trend is definitely for customers today to want more of a turn-key solution for their engine needs. And that’s what we are evolving our coverage levels to provide.” Nevertheless, it’s still important for owners and operators to understand the 24 TURBINE BUYER EUROPE JULY 2021

differences. “Engine programmes generally represent millions of dollars of investment for an aircraft owner over the lifecycle of the programme,” Dobbins adds. “When a customer pays that level of money, there is an emotional component – and that could turn out badly if the customer hasn’t understood exactly what is or isn’t covered when they need the programme to pay out for a maintenance event.”

How to Pick the Right Coverage

The first question when choosing the right coverage is how long you expect to own the aircraft. “There are endless analogies between aircraft ownership and real estate,” Dobbins illustrates. “If you’re buying a house, are you planning to live there for 20 years, or sell in five?” This is pertinent for aircraft owners, because there are two primary values to engine maintenance programmes. Either they will provide a fixed cost for a shop visit, or they will help protect the aircraft’s value if the owner sells before the next overhaul. “When you are looking to buy the right engine programme coverage, which event will come first?” Dobbins asks. The majority of owners will sell the aircraft before the overhaul is due, in which case protecting the aircraft’s value becomes the initial focus of selecting coverage. “Aircraft appraisers and banks use ESP Gold as the standard. ESP Gold helps owners realize the full value of their asset,” he explains. While from an appraisals point-of-view, EPS Platinum may not appear to add a great deal of value on top of Gold, Dobbins shares an example of where it made a tremendous difference to one aircraft owner. “We recently saw the sale of a Mid-Size Jet collapse because the pre-buy inspection found evidence of corrosion in the engine.” Corrosion found in a prepurchase inspection is not covered on ESP Gold, but it is covered on ESP Platinum. Failure to realise this can come as an expensive shock to operators. “Had the engines of that jet been enrolled on Platinum, the corrosion would have been covered – but because it wasn’t, the buyer went elsewhere.”

Geography Plays a Part

That failed pre-purchase inspection highlights the first of two fairly common ‘gotchas’ for aircraft owners. “If you operate in Miami, for example (a saline

environment), you’re going to want corrosion coverage as part of your programme package,” Dobbins continues. “Geography should be a part of your coverage-level decision.” While an aircraft owner in Miami may plan on selling their aircraft long before the overhaul is due, the above pre-purchase inspection example shows how corrosion can affect an aircraft far sooner than expected. Operators who do choose corrosion coverage are still responsible to maintain their engines according to manuals, Dobbins warns. “You can’t expect to leave an aircraft dormant on the ramp for three years, and then, when corrosion is discovered, expect the programme provider to pay out. “The aircraft owner/operator is required to look after their powerplants just as they would without corrosion coverage.” Another geographic consideration relates to the ‘Aircraft on Ground’ (AOG) element. “In the US, there’s likely to be an FBO around the corner,” Dobbins notes. “So if the aircraft has an unexpected maintenance issue and can’t fly, service is never likely to be more than a half-day away.” But for operators flying to, or within, more remote regions where maintenance help could be days away, AOG support becomes more important. “That’s the difference between ESP Gold and ESP Silver,” Dobbins explains. Although Silver coverage is no longer offered to new ESP customers, existing Silver-enrolled customers should think about their coverage choice in relation to their region of operation. “The owner-pilot customers without a dedicated director of maintenance, or owners traveling to, or based in, remote regions would be better served with turnkey ESP Gold coverage than Silver,” Dobbins adds, “and they can always opt to upgrade if they purchased the aircraft with a lower level of desired coverage.”

The Second ‘Gotcha’

The second ‘gotcha’ that Dobbins highlights relates to Life Limited Parts (LLPs). “When an engine goes through an overhaul, the LLPs are not reset to zero hours – their limit is fixed.” That means buyers of older, or higher-time aircraft (perhaps one formerly flown in a Fractional Ownership programme) need to be careful about the level of coverage they select. Some cover LLPs, some don’t. “The Life Limited Parts could be nearing their limit at 10-, 12-, or 13,000 cycles,” Dobbins elaborates. “When they reach their limit, if the owner hasn’t selected the right level of ESP coverage, they will find that while the overhaul cost is covered, the cost of LLP replacement isn’t – which could result in a bill of as much as $1.5m per engine. “It would hardly be worth going to overhaul for that,” he adds. Dobbins says older aircraft in the $1m-$4m price-range (usually aged 20 and above) are more susceptible to the LLP ‘gotcha’, but he also expresses concern about a lack of consistency in identifying the problem within the industry. “Appraisers might see that an aircraft is enrolled on ESP Gold or ESP Gold Lite, and assume it is fine. They might not see the difference and apply the same value to the aircraft. But it is a big deal,” he warns. “ESP Gold Lite doesn’t cover LLPs, whereas ESP Gold does. As a result, aircraft buyers may end up overpaying for an airplane.” “This is where an experienced aircraft broker can provide value,” Dobbins suggests. “They will have spent their whole career in the industry, and will be able to help you avoid an LLP ‘gotcha’. Find a good broker and stick with them.”

In Summary

There is clearly good reason for the different levels of coverage offered by the leading engine maintenance programme providers. But while they’re tailored to help ensure operators don’t spend more than they need on coverage, cost should never be the driving factor in your coverage choice. To justify the peace of mind your engine maintenance programme affords you, your coverage must be selected with a thorough understanding of what is offered, and how your specific operating needs apply to this.

ESP Coverage Game-Changer for the Turboprop Market Traditionally, there has been a much higher uptake in engine maintenance programmes from the business jet world than among turboprop owners. However, with the new PT6 E-Series engine recently coming into service on the Pilatus PC-12 NGX, Pratt & Whitney can offer one level of comprehensive coverage at a guaranteed price, which becomes very attractive for owners and operators. So far 70-80% of new Pilatus PC-12 NGX operators have enrolled on the newly-created all-in ESP Platinum coverage that includes lease engine replacement, coverage for foreign object damage, and proactive services. “PC-12 NGX operators enrolled on ESP Platinum for the PT6 E Series benefit from at least a 15% reduction in hourly engine operating costs compared to the cost of coverage for the PT6A-powered PC-12 NG aircraft,” Delray Dobbins, Senior Manager, ESP Sales & Global Strategy, explains.

This step change in value is enabled by the engine design resulting in longer up-time, as well as latest technology allowing engine monitoring and data analytics. “We believe we’ve introduced the right program, with the right coverage level, and that has brought some drastic changes to the level of buy-in from this ownership group.”

Luxaviation Becomes Launch Operator for Rolls-Royce “SAFinity” Programme On the occasion of EBACE Connect, the virtual European business aviation convention & exhibition held in May, Rolls-Royce and Luxaviation Group signed a Memorandum of Understanding (MOU) that will make the Luxembourgian company — one of the world’s largest business aircraft operators — the launch customer for the new service. Rolls-Royce is further strengthening its commitment to Sustainable Aviation Fuel (SAF) by launching a new service – SAFinity — which will initially cater for business aviation customers. “As a first of its kind, this flexible programme combines independently verified sustainability projects with a direct investment in Sustainable Aviation Fuel, aiming to further support and accelerate the availability and use of SAF in the aviation industry,” said the UK-based engine manufacturer. SAFinity enables business aviation customers to operate flights in a carbon-neutral way. Rolls-Royce says it is “available for all business aircraft and engines from any manufacturer, and is part of our ongoing ambition to play a leading role in enabling the sectors in which we operate to reach net zero carbon by 2050.” Frank Moesta, Senior Vice President Strategy & Future Programmes at Rolls-Royce Deutschland, said: “As the leader in business aviation services we are excited about bringing our pioneering service SAFinity to the market, and with Luxaviation Group we found the perfect, sustainability-focused launch partner to start at reasonable scale. “While we are also working on electrification or hydrogen technologies as long-term alternatives to fossil fuels, the use of SAF as a low-emission solution is essential to today’s decarbonisation of longdistance air travel and we actively support the ramp-up of its availability to the aviation industry.”

How do you know if the ILS approach you are using, or other types of navigation aids, are reliable and precise? The answer is aerial “Flight Inspection.” In this month’s issue of GA Buyer Europe, Patrick Ryan flies you down the glideslope of what this unique Aerial Work sector does and how they keep the aviation world safe and on course. If you didn't know, most of the world and the International Civil Aviation Organization (ICAO) member nations are required to ensure their aerospace navigation aids and Instrument Flight Rule (IFR) procedures are accurate and reliable 24/7. So, with that, the Flight Inspection sector of Aerial Work aviation is the one and only airborne community that ensures that open skies are truly navigationally safe from takeoff to landing, for every General Aviation (GA), Air Transport, and Aerial Work flight. Even with COVID-19 and the slowdown of passenger travel, the demand for flight inspection services has not diminished. In some ways COVID-19 has allowed the Flight Inspection community to pick up the pace of inspecting high traffic airspace, which was challenging to do in standard times — that is, inspecting major international airports’ (e.g., Heathrow and JFK’s) navaids and departure/arrival procedures. So, what is this sector of Aerial Work aviation, and how do they get the job done?

Metaphorically Flight Inspection is like the 5-Ts. In the instrument flying world, many students obtaining their IFR rating are taught the 5 Ts for precisely flying certain types of instrument approaches or entering a holding pattern. The 5 Ts are TIME, TURN, THROTTLE, TWIST, TALK. As with this time-tested instrument approach procedure or technique, the Flight Inspection aviation sector is no different in ensuring every aircraft in the world navigates safely and precisely.

Time - History

Starting with time or ‘Hacking your watch,’ the need for Flight Inspection is almost as old as aviation itself. The first Flight Inspection efforts were started in the 1920s by individuals flying surplus World War I aircraft, or Airmail Pilots inspecting a progressively expanding navigation system centered on airway light beacons to provide navigational guidance. The arrival of radio navigation technology in the 1930s and 1940s brought an increased importance to flight inspection of these structures. Aerial flight inspection was the only means to evaluate radio transmitters from

where they were used, i.e., in the air. Expanding on this, with the development of the Instrument Landing Systems (ILS) and Very High-Frequency Omni-directional Range (VOR) stations, flight inspection became an essential or even a critical element to verify the accuracy of navigation infrastructure. Fast-forwarding to today, Global Positioning System (GPS) satellites have become the first choice for air navigation and conducting instrument procedures for many flight crews. This change has required the Flight Inspection sector to add to its growing and leadingedge technology inspection service menu.

Turn - What is Flight Inspection?

The bottom-line answer is that it is more than inspecting. The Flight Inspection sector inspects, calibrates, and validates many aspects of the navigational aids and airway procedures currently operational worldwide. Thus, Flight Inspection operations consist of ‘measuring’ aeronautical facilities and systems and ‘assessing’ aeronautical procedures and the flying environment.

Flight Inspection measures the performance of communication, navigation, and surveillance infrastructure of the global airspace system. Moreover, flight inspection assesses all flight procedures such as routes, approaches, and departures. Plus, validation of electronic signals transmitted from ground navigation systems to ensure the reliability and capability of navigational aids without any obstacles. (As a side-note, flight inspection is different from ‘Flight Test’, which analyses aerodynamic and structural safety). To accomplish this task, Flight Inspection aircraft and crews fly pre-planned low-altitude profiles. Such profiles could include grids, orbits, DME arcs, tracks, instrument approaches, and low (e.g., down to 50’ AGL) passes along the entire length of the runway (often in the opposite direction of the expected traffic flow). In some cases, they are taxiing around an airport to look for required and readable runway and taxiway signage — from a pilot’s cockpit perspective. At controlled airports, these flights typically receive special handling by ATC. However, at non-tower airports, the safe completion of navigation aids inspections depends on pilot awareness and cooperation when “flight inspection or check” is announced over the radio.

Throttle – Types of Flight Inspections

When it comes to what the Flight Inspection sector does explicitly, they are involved in several individual tasks that supports everything from the preplanning of new navigation aids to inspecting shipboard Tactical Air Navigation Systems (TACAN). Specifically, the Flight Inspection sector has four distinct types of missions; and these cover more than 17 different navigation systems and procedures that must be overseen.

General Types of Flight Inspections The general types of inspections range from Site Evaluation to Special Inspections. These specific types of flight inspections or missions are: Site Evaluation – This type of flight inspection aims to locate appropriate sites for installing new air navigation aids. This evaluation ensures radio frequencies from the planned radio transmitter are transmittable in all directions without distortion by the natural geography and topography of the surrounding area. Commissioning – Commissioning missions are flight inspections conducted to analyse and assess the performance of a newly installed air navigation aid system and to establish that the system will support its operational requirements. Validation – Following Commissioning is flight validation. Flight validation missions are involved with factors other than the performance of the navigation aid or system that may affect the suitability of the procedure for publication. Periodic – A periodic inspection is a regularly scheduled flight inspection to determine that a system meets standards and supports its operational requirements. The periodicity of these inspections can range from around 1,000 down to only 200 days, depending on the type of system or Standard Instrument Approach Procedure (SIAP). Special – Special flight inspections are undertaken explicitly for a specific objective or unusual circumstance, such as to assist the inspection of defence forces’ navigation systems when navigation systems have changed, or supporting an aircraft accident investigation.

Specific Types of Air Navigation Systems & Procedures to Inspection The specific types of air navigation systems and flight procedures the Flight Inspection community routinely conducts can vary from inspecting the conditions of runway surfaces to space-based navigation and communication services. However, the standard type of navigation systems and procedures inspected routinely around the world are: • Instrument Landing System (ILS) and ILS Markers (Category I, II, and III) • VHF Omnidirectional Radio Range (VOR) Beacons

and Distance Measuring Equipment (DME) Non-Directional Beacon (NDB) and VHF Communications & VHF Direction Finding (VDF) Visual Approach Slope Indicator (VASI) and Precision Approach Path Indicator (PAPI) GPS Non-Precision Approach (NPA), and Area Navigation (RNAV, RNP) based on GNSS or DME/DME Surveillance Radar Element (SRE) and Precision Approach Radar (PAR) Precision Runway Monitor System (PRM) Instrument Flight Procedures validation (SID, STAR, SIAP)

Twist - Aircraft & Systems

When it comes to aircraft and systems, the Flight Inspection sector utilises a narrow mix of ‘off the shelf’ fixed-wing multi-engine aircraft which are integrated with specialised sensor systems specifically designed for this unique task.

Aircraft Regarding fixed-wing multi-engine aircraft, most Flight Inspection organisations will utilise turboprop and small to medium-size business jets. These aircraft types provide better platforms for adding additional electronic systems and antennas (e.g., extra surface space to minimise interference between antennas), and can be adapted to the various configurations required for flight inspection, as well as having the reach and endurance to meet demanding flight profiles and schedules. When it comes to turboprop and business jets used in Flight Inspection, the following are some of the common platforms utilised in this Aerial Work sector: • Beechcraft/Textron, King Air 200 & 300 • Cessna, Citation 1-V, XLS+ • Bombardier Aerospace, CRJ200 • Hawker Beechcraft, Hawker 800 • Bombardier Aerospace, Learjet 60 • Vulcanair A-Viator However, on the other end of the spectrum, helicopters (e.g., AgustaWestland AW109SP Da Vinci, Bell 429, etc.) are utilised in small numbers for certain inspection operations, e.g., validation of Helicopter Flight Procedures and inspection of supporting navigation aids.

Systems On the systems side of what the Flight Inspection sector utilises, the backbone (outside of additional antennas integrated interference-free across the aircraft’s fuselage) that makes it mission capable is the Flight Inspection System (FIS). In General, a FIS is a self-contained system with a navigation-grade inertial navigation system (INS), a barometric altimeter, a radar altimeter, GPS, and a TeleVision Positioning System (TVPS). However, the FIS today goes beyond the basics and provides these specific standard capabilities, and more: • Signal receivers for Flight Inspection and Flight Validation with RF Capture capabilities and RF Interference detection • Integration with cockpits from leading navigation systems (e.g., Garmin, Honeywell, etc.) for Flight Guidance & Flight Validation • Multi-Mission Map systems mixed with mission information • Real-Time study replays and recalculation of data • Tablet data interface via Wi-Fi for onboard multiusers, i.e., for additional Inspectors • Real-Time automatic report generation, i.e., highquality color printouts of flight data and reports • Data Link capability • Multi-constellation, multi-frequency GNSS position reference systems with the capability of utilising satellite-based correction data services with global centimeter-level accuracy • High-performance computers and real-time data acquisition system for accurate timing and calculation of all data

On the human side of flight inspection and validation operations, it consists of a team of dedicated Aerial Work government agencies, companies, and aircrew members. The unique profile of these operators and inspectors are:

Agencies & Companies In this Aerial Work sector, the primary Flight Inspection operators are both government agencies and commercial firms. Regardless of For-Profit or Non-Profit, Flight Inspection organisations or units generally operate the same way with respect to flight operations, training, and certification. In recent years and in many countries, the regulatory and service functions of a single national aviation flight inspection entity have been split, and the service function privatised to varying degrees. For example, throughout Europe, the flight inspection function is often conducted by private corporations regulated by the civil aviation authorities. Flight Inspection aircraft and aircrew routinely operate and may even compete for flight inspection work in such airspace. In the front seat, the experience level of a Flight Inspection or Check Pilot averages between 8,000 and 10,000 Hrs. The minimum requirements for hire include 1,500 Hrs total time, a valid commercial pilot, an Airline Transport Pilot (ATP) certificate with multi-engine rating, and instrument ratings. In some cases, 500 Hr multiengine time and a type rating in a particular aircraft are required also. In the back seat, the skill level of the Airborne Sensor Operator or Flight Inspection System Operator consists of advanced knowledge of navigational and avionic systems, along with the rules and regulations associated with air navigation and flight operations. Additionally, they have a solid understanding of sensor technology and its applications. Whether you’re in the front seat or the back, many crew members are required to complete a Flight Inspection course before having the authority to conduct such operations. These courses consist of learning the technical and operational requirements of conducting a check.

Summary

As you can see, the dedicated operators and aircrew members of the Flight Inspection sector ensure the instrument approach procedure of TIME, TURN, THROTTLE, TWIST, TALK is safe and precise. Also, the term ‘Flight Inspection’ for this Aerial Work sector is more than that. It consists of checking, calibrating, and validating tangible (e.g., runway signs) to intangibles (e.g., radio signals) of legacy and future air navigation technology, systems, and procedures. It goes without saying that the Flight Inspection sector of Aerial Work aviation is a critical element of the aerospace world and the world in general. Devoid of accurate airways, navigation aids, and flight procedures, the aviation community would be stuck in fair-weather ‘Dead-Reckoning’ mode. Green Rebel Marine Takes Delivery of its First DA42 MPP Aerial Survey Aircraft The Diamond DA42 MPP is now based at Cork Airport ready for carrying out Irish Coastal Surveys. The first digital aerial ecology surveys of Irish coastal waters to be undertaken by a domestic company are about to begin following the arrival at Cork Airport of a new special mission aircraft owned by Green Rebel Group. The company is leading efforts to establish Cork Harbour as a Green Energy Hub, beginning with a new partnership between Green Rebel Group, Cork Airport, the Atlantic Flight Training Academy (AFTA), and Weston Aviation. With the purchase of this aircraft, Green Rebel Group will be the only domestic Irish company offering digital aerial surveys for ecological assessments associated with marine renewable energy projects. Green Rebel has partnered with AFTA, which will be the specialist operator (SPO) for the aircraft. The DA42 MPP will be based at the Weston Aviation hangar at Cork Airport. Its arrival has resulted in the creation of 15 direct jobs, and there are plans for further job creation over the coming years, which will ensure Cork is one of the leading players in the green energy sector.

THE DA42 MPP IS EQUIPPED WITH A CAMERA SYSTEM FROM PHASE ONE WHICH IS MOUNTED IN A GYRO-STABILIZED MOUNT FROM SOMAG. IN ADDITION, AN AIS RECEIVER RECORDS THE GPS POSITION OF VESSELS OR BOATS THAT ARE DETECTED WITHIN THE SURVEY AREA.

Grup Airmed Offers Full Suite of Navaid Inspection Services Grup Airmed, a Spanish company created in 2004, with more than 30,000 flight hours performed throughout Europe since its inception, has developed a wide range of services for in-flight inspection and validation of navigation aids, among other business lines. “In our spirit of innovation, Grup Airmed is the first company in Spain with its own resources, and totally private Spanish investment capital, to provide inspection and validation services for radio aids,” said the company.

Simulator One of the most relevant factors in a flight inspection and validation company is the training of its crews and the reliability of its console. This translates into safety, a key word in aviation.

“We have created a multidisciplinary team from the civil and military world with a high degree of training and experience,” it added.

“At Grup Air-Med we have the only simulator of its kind created from free software to train pilots and console operators as a single crew and not separately, thus reducing their training times, as well as through recurrent training to obtain a high degree of preparation in the crews for the different manoeuvres required in the service, being able to train the most common and/or rare errors that may occur in the inspected equipment.”

“In 2016 our first King AirB200 arrived modified for these purposes, with modifications (STC) and integration in our maintenance facilities at Reus airport.”

Grup Air-Med has an agreement with the ATO Advanced Aviation Group (AAG), which trains its crews for the homologation and certification of flight inspection courses.

The company said that having its own maintenance allows it to obtain 30 percent more production compared to a company that does not, a reduction in time that makes it more effective in achieving a high volume of work.

Another aspect that is reinforced with this tool is CRM, which is essential in crew training.

Bristow Invests in Europe’s Next Generation of Helicopter Pilots with latest Sponsored Cadet Programme Aberdeen, Scotland-based Bristow Group is investing in the next generation of offshore helicopter pilots with its latest sponsored UK cadet programme, in partnership with Helicentre Aviation. The programme is “designed to attract, train and retain the professional pilots of the future,” say the companies. Applications are now open for the programme, which will see four cadets chosen through a rigorous joint selection process. Successful applicants’ training, from ab-initio to commercial pilot on an Integrated CPL(H) course, ultimately obtaining a Multi-Engine Instrument Rating, will be fully funded by Bristow. Open to international applicants subject to current UK rules. Established in 2018, the programme provides a pathway to enable cadets to graduate and transition from training straight into employment with Bristow, where they will gain type ratings and begin as First Officers with the world’s largest helicopter operator. Bristow is the only North Sea helicopter operator in the UK that continues to sponsor the future helicopter pilot workforce through its sponsored cadet programme. Looking Back on 25 Years of the Bell 407 Bell shares praise from its customers as it marks a quarter of a century of one of its most successful helicopter platforms. A global platform renowned for its versatility and reliability, the Bell 407 aircraft has played an essential role in critical missions for more than 25 years. The aircraft sets a high-standard for single-engine aircraft with its unmatched reliability and performance in hot, high or maritime environments. Offering the lowest direct operating costs of any IFRcapable helicopter produced today, the Bell 407GXi – the latest iteration of the Bell 407 family – opens the door to global operators seeking a cost-effective IFR solution. And they’re very durable.” Greg Brooks, Chief Pilot of Volusia County Sherriff’s Office, notes: “It’s extremely rare that we do not have an aircraft available…I can probably count on one hand over the last 25 years where that’s happened.”

EUROPEAN ROTORS SHOW 16 - 18 November 2021 Set to Turn Heads in The Rotary World

A new show will be held this year with the aim of bringing together the European Vertical Takeoff and Landing (VTOL) community — helicopters and more! EUROPEAN ROTORS, from 16-18 November 2021 (yes 2021!) in Cologne was scheduled for 2020, pre-Covid, with the same aims — but the organisers are now confident it will be held this year and that it will be a resounding success. Dr. Frank Liemandt, Show Director of EUROPEAN ROTORS, which is being billed as ‘the VTOL show and Safety Conference’, underlined the central role of EASA as a joint organiser of the event with the European Helicopter Association (EHA). According to Liemandt: “We launched the concept in Cologne in January 2020, had to postpone in October, but we kept connected with the industry via the internet: We set up our so-called Digital Series and organised webinars, live symposiums with other institutions, and so on. This leads us to the real live event, now augmented by an online event platform offering additional information and content.” He also stated that because the show is taking place shortly after the Covid chaos, that this isn’t expected to be the largest this show will ever get — “but the entire industry is really awaiting the chance to meet physically again and do business with each other. And the show has many years ahead of it to grow and will also offer a new twist: a year-round presence over its own internet platform, EUROPEAN ROTORS 365.” This will involve picking up on the virtual presence now established and developing it into a year-round online engagement with the VTOL community. David Solar, Head of the General Aviation and VTOL Department at EASA, said: “We are all looking at new ways to communicate and leverage the possibility given by new digital platforms. We have also to consider that people are forming the core of the rotorcraft community. Bringing people together in a responsible manner while making the best use of digital interactions are the pillars of the new concept for EUROPEAN ROTORS for this year.” Tobias Bretzel, Show Director of AERO Friedrichshafen and Project Manager, EUROPEAN ROTORS, said, “We want to have a super-successful launch this year and we are already receiving great contributions from the industry, with more than 70 confirmed exhibitors already. We feel a positive momentum in the market, which confirms that we are on the right track with the show concept”. Peter Moeller, chairman of EHA, explained the special challenges organising a VTOL event: “The industry is very segmented, each with different users, mission equipment, etc. It is a given fact which makes this industry

so diverse and exciting. We as organisers need to take this into account when setting up the different parts of the event such as the educational programme, as we want to be the platform for the entire community and every segment. But we all share some challenges, for instance to overcome the situation after Covid, and to make our operations even safer in the future, and we need the close contact with the regulator, EASA.” Liemandt reflected on how a helicopter is so different to a fixed-wing aircraft: “It is a tool which can be whatever you want it to be, AND it flies.” Roles vary enormously from law enforcement to firefighting, surveying, search and rescue, transport of goods and people — all positive for society as a whole but sometimes it is not even recognised that helicopters are needed for these things.

While this variety is good, it also leads to compartmentalisation of the industry, which is where EUROPEAN ROTORS aims to bring everyone back together — guided by a Steering Committee which includes the regulator, EASA, EHA, operators and the various national helicopter associations. The aim then, added Liemandt, will be to collectively tackle the key issues which are driving the industry, the suppliers and the operators, while also promoting sustainable growth. “We want to look at what is really challenging everyone, talk about it and learn from each other.”

While Cologne is its home the first two times around, the show will then be held in different places. “We will go to other cities and other countries, as it is a European event, reflecting the diversity of each country in using rotorcraft,” asserted Liemandt. And as for Cologne, the exhibition centre will have a temporary helipad for landing the helicopters right before the show and at the end to exclusively allow exhibited helicopters to arrive and depart, he added. It will “absolutely” include the eVTOL side of the industry, said Liemandt, “as well as drones — especially where they are complementary to helicopter operators.” “This industry brings so much to society,” said Bretzel, who believes this can be part of the message to young people also as the industry strives to bring in the next generation of engineers, pilots etc. The EUROPEAN ROTORS event will invite school classes and universities, although for this year’s event it’s always a case of being hard to know the rules relating to Covid. The organisers are doing everything to make this debut a success and stress that they will professionally manage the event in compliance with whatever precautions remain in place in November together with the local authorities.
