New System Promises Autoland Without Ground–Based Navaids A team of researchers in Germany has successfully demonstrated automatic landing without reliance on any ground-based infrastructure. The Technische Universität Braunschweig and the Technische Universität München, together with the aircraft manufacturer Diamond Aircraft Industries (DAI), demonstrated for the first time fully automatic landings with optical-assisted navigation. At DAI’s home airport of Wiener Neustadt, Austria, the fly-by-wire research aircraft, a modified Diamond DA42 piston-twin, successfully flew fully automatic approaches and landings. The flight guidance system was provided by TU Munich and used sensors from TU Braunschweig, allowing the primary satellite-based position determination of the aircraft to be checked using an on-board autonomous camera system. “Today, fully automatic landings in commercial aviation are only carried out under very poor visibility conditions and using complex ground infrastructure. Without such systems on the ground, aircraft can only be brought up to a minimum height of 200 ft to the runway by autopilot with satellite navigation. From this altitude on, the pilot must take over the relative positioning, state determination and control of the aircraft and carry out the landing independently,” said the research team. “Nevertheless, automatic landings are very attractive for commercial as well as for general aviation, and sometimes even indispensable for unmanned flight systems – especially if expensive infrastructure on the ground can be dispensed with. But, it noted, “Precise positioning, control and reliable integrity monitoring are indispensable.” The demonstration was part of the “C2Land“ research project, which has involved researchers at Technische Universität Braunschweig and the Technische Universität München developing a landing system that can meet these requirements. This meant that the conventional satellite-based navigation had to be extended using an optical system — with cameras operating in the visible and infrared ranges, as well as specially developed image processing techniques, the runway is optically detected and the relative position of the aircraft is determined. below the previously valid minimum altitude of 200 ft – is ensured. “The optics detect the runway at a great distance from the airfield. The landing system then guides the aircraft with optical navigation along the approach and lands it precisely on the runway centerline,” said DAI test pilot, Thomas Wimmer, who tested the automatic landing system in the DA42 research aircraft at the Technical University of Munich during the final demonstration flights. Several flight test campaigns were also carried out in advance by the Institute for Flight Guidance (IFF) at Braunschweig Research Airport with the help of the Institute’s own Dornier Do 128-6 research aircraft. Various landing approaches were first flown manually in order to develop and validate the image processing algorithms with the recorded data. As early as 1989, the IFF carried out the world’s first fully automatic landing based on satellite navigation. This was followed by developments to increase the positioning accuracy of satellite and inertial-based navigation systems. Stephan Wolkow, technical project manager of the C2Land research project, said: “The optical system enables us to process complex image information automatically. In this way we create redundancy in position determination and thus contribute to increasing situational awareness. This can help us to make the most critical phase of a flight – the landing – even safer.” C2Land Funding & Partners
The C2Land started in 2013 with funding from the Federal Ministry for Economic Affairs and Energy (BMWi, FKZ 50 NA 1601). Members of the IFF team are Dr. Ulf Bestmann, Stephan Wolkow, Maik Angermann and Andreas Dekiert. Funke Avionics, as an industrial project partner, designed the cockpit display for the pilot to operate and monitor the landing system. Funke also developed a subsystem for collision avoidance that automatically monitors the airspace and initiates an evasion maneuver if required. Another project partner, messWERK, has evaluated automatic guidance for ultralight aircraft. The inquiry’s main finding was that “the current airspace design model, on all levels, is unfit for purpose.” It recommended radical changes in the government’s approach and the UK CAA’s policy objective, suggesting they adopt, or base their policy on, “safety, proportionality and need.” In particular it said the CAA should have a “ratchet down process” where it had the power to lower the class of controlled airspace or make airspace uncontrolled. It also recommended the CAA should have an independent review procedure, to be undertaken after the implementation of an airspace change after 12 months and 3 years of a proposal being implemented. Its final recommendation was that pilots remember that a large burden remains on

There, at the official start of the rally, and the meeting point with other participants: a total of 18 teams from Luxembourg, Germany, Slovenia, England, Italy, Russia Turkey, Poland, Austria and Belarus took up the challenge of the over 5000 km flight. The Old City of Jerusalem was visited the following morning. Then the bus brought the participants back to their aircraft. The return flight to Haifa went without incident.

After a day of sightseeing in Istanbul, the route led to Dalaman on the southern coast of Turkey where they refuelled for the leg to Haifa. Arriving in Israel, there was a warm welcome by a delegation of the AOPA Israel as well as by local private pilots. A joint dinner provided an opportunity for a lively exchange of flying experiences between the Europeans and the Israelis.

Using Electronic Signatures in Owner Trustee Transactions

FOR MANAGING RISK Part 1 - Weather
These aren’t secrets, but if your preflight planning tells you some of the risks you’re facing are too great, consider these tips to help mitigate them. Everyone talks about the weather but no one ever does anything about it.” (Stop me if you’ve heard that before.) The same could be said about managing the risk of general aviation. We in this industry spend a lot of time preaching to pilots about the mechanics of understanding weather forecasts, determining if the aircraft is capable, and making honest evaluations of our own performance in considering how and when to conduct a flight. But once we identify the need to mitigate a risk, we sometimes have little space left over to describe the tools we can use. Let’s try to fix that. The typical general aviation pilot is exposed to three broad areas of risk: weather, aircraft suitability and pilot capability. When the proposed flight raises complications in these three basic areas, we should consider what we can do to bring the increased risk down to acceptable levels while still accomplishing the mission.
Weather
To me, weather is the factor posing the greatest risk to safely and reliably operating a personal aircraft. To properly manage this risk, we first have to understand it, then evaluate the options we have. Weather is a “what you see is what you get” kind of thing—you can’t change it, but you usually can work your way around the worst of it.
1. Get a thorough preflight briefing.
In a certain recent GA accident report there was no record of the pilot actually obtaining a formal weather briefing. The result was a classic VFRinto-IMC, controlled flight into terrain (CFIT) accident. There really is no excuse for not obtaining a thorough preflight weather briefing of some sort. You can call for a weather briefing on the way to the airport. You can pull up anything you want on your phone before takeoff. The tablet you use in flight probably has the capability to download a complete briefing, including graphics, and organising the results for you. “Thorough” is doing a lot of work here. What we need on a clear daytime flight in search of that familiar $100 hamburger will be a lot less than a wintertime night flight near in the Alps. So it shouldn’t come as a surprise that a preflight briefing’s detail level should be based on the briefing itself. That said, details about airports, available approaches and how the weather may impact operations are always important.
2. Timing is everything.
Another popular saying about weather is something along the lines of “If you don’t like this weather, just wait a bit and it will change.” This truism would seem to have been tailor-made for aviation since that’s pretty much exactly what happens: If you wait long enough, the weather will improve. Often the weather is moving and—since you can’t do anything to change its trajectory—the smart thing to do is let it. If there’s a cold front approaching
your departure airport, and you don’t want to fly through it, stay on the ground. It’ll soon pass overhead and you can launch into clearing conditions. Afternoon thunderstorms and early-morning fog all move and evolve, but perhaps not on our desired schedule. Tough—change your schedule. Leave a day ahead, or later in the day. The point is to remain flexible in your scheduling to allow for poor weather. Plan things so you can wait a couple of hours for better conditions without impacting your mission.
3. Go around the problem.
Some weather conditions don’t move quickly, or they occupy a wide area. The low ceilings and visibility sometimes associated with a warm front come to mind, as does the wintertime in-flight icing risk. But you have an airplane. Use it to fly around the problem areas. This plan of action doesn’t work well, of course, if your departure or destination airports are socked in or covered with ice-laden clouds. But those conditions will change, eventually. Sometimes it’s worthwhile to get as close as you can to the weather problem and go the rest of the way the next morning. I’ve often told a tale about a planned trip in the winter that didn’t happen due to widespread IFR conditions. I didn’t have an instrument rating at the time, but I also didn’t think about it long enough to realize I could have gone around the conditions by abandoning a direct route. I would have had to stop for fuel anyway, but I was so focused on flying direct that it never occurred to me at the time I could go around the problem.
4. Change your altitude
A lot of weather problems can vary with altitude. Icing above 12,000 feet usually isn’t an issue at, say, 8000, presuming terrain allows cruising that low. If it doesn’t, find a route around the icing at an altitude that resolves both the icing and terrain issues. If you can’t find one, wait. A lot of weather and related risks can be mitigated by changing altitude. If there’s a deck of clouds you don’t want to fly in, there’s likely an altitude that across Lake Michigan to get to Oshkosh from the east coast is a lot less risky at 10,000 feet than it is at 4000. Headwinds often can be at least partially mitigated by changing altitude, presuming terrain allows. In the same vein, turbulence generated by air moving over that same terrain can be minimized by climbing and perhaps accepting the headwind. Learn the remaining top tips in next month’s issue. Aircraft Mechanic – right? Here’s one lesser known aviation career – Airborne Sensor Operator! Some would say they’re the Shadow Crewmembers of aviation.
So, what is an Airborne Sensor Operator?
An Airborne Sensor Operator (ASO) is the profession of an individual participating in an aircraft or an unmanned aircrew gathering information from an airborne platform (manned or unmanned) for academic, commercial, public safety or military remote sensing purposes. The airborne sensor operator, when participating in any flight activity, is a principle flight crew or aircrew member. The primary responsibilities of an airborne sensor operator are to ensure the safe operation of the aircraft, effectively operate assigned remote sensing systems and support the processing, exploitation, and dissemination of collected information. Some of the general duties of an airborne sensor operator are: • Flight and sensor planning, • Sensor installation, testing & maintenance • Flight & crew management • Collection management • Sensor Operations • Quality Control (QC) of acquired data • Processing, exploitation, and dissemination of acquired data Besides the full time ASOs, there are many part-time ASOs (ASO as a secondary profession). Usually, these ASOs are researchers, students, real estate agents, photographers, archaeologists, etc. who participate in flight activities and leverage remote sensors to fulfil their primary jobs. No matter what, they’re part of the standards of being a crewmember.

Not at all! The modern airborne sensor operator profession began in 1858 when GaspardFelix Tournachon “Nadar” first took aerial photographs of Paris from a hot air balloon. Remote sensing and airborne sensor operator duties continued to grow from there; one of the first planned uses of remote sensing and operators occurred during the U.S. Civil War when manned and unmanned balloons flew over enemy territory with cameras.
What are the work conditions of an ASO?
The first governmental-organized air photography missions were developed for military surveillance during World Wars I and II but reached a climax during the Cold War. However, the Airborne Sensor Operator profession developed ever so more in all industry sectors during these decades with the advancement of unmanned air vehicles, radar, lasers, radio/signal receivers, and electro-optical/infra-red technology.
The working conditions vary from working for a regional aerial surveying firm on a parttime base to working full-time in a large organization where you have a career path and other additional duties.
Why lesser known?
It’s all about priorities. Because Airborne Sensor Operators are not in direct control of primary aircraft operations and systems like a pilot (or navigators and flight engineers back in the analog days), civil government authorities haven’t spent much time highlighting or regulating this career field which in-turn effects the level of attention in and around the aviation industry. However, military and public safety organizations around the world have done a good job establishing standards and career designations for ASOs, but they’re only within their secluded silos and not part of any global or international recognized classification. Even though it’s a lesser known career field, it doesn’t mean the importance of that job is any less important. ASOs carry the same responsibilities as other crewmembers when it comes to the safety and accomplishment of any given flight event or operation.
Is it still a relevant career field?
Absolutely! Today, with the advancement of smaller and more powerful remote sensing systems, data processing software and smaller manned and unmanned platforms, the airborne remote sensing industry is expanding in line with many other expanding industry sectors that in the past could not afford or try to apply this capability. With this, the airborne sensor operator profession continues to expand and support the need for ever more precision information.
How do you become an ASO?
The training avenues for Airborne Sensor Operators are either informal or formal. Informal programs consist of on-the-job-training with limited classroom training and immersion with current operations. Informal training usually takes place in-house of established commercial airborne surveying & imaging firms or academic organizations. Formal training routinely consists of initial training and advance training programs. Formal training programs are primarily provided by defense organizations, law enforcement departments and by a limited number of commercial training firms for a fee. The length of each type of training
Airborne Sensor Operators work in all kinds of conditions, so it depends on what industry sector one works. In general, the working conditions get better as an operator gains experience and can have a larger, wider choice of who they fly for and what sort of flying that agency or company does.
Most Airborne Sensing Operators have a variable work schedule, working several days on and several days off based on tasking, availability of assets, and weather. A large percentage of sensor operators spend a considerable amount of time away from home because of the diverse locations of collection areas. When airborne sensor operators are away from home, the agencies or companies provide lodging accommodations, transportation between lodging and the airfield or launch/recovery location, and an allowance for meals and other expenses. Remote Sensing organizations operate flights at all hours of the day and night, so work schedules often are irregular.
Can you make a good living?
Yes, you can. Sensor operators are paid hourly in smaller firms and a salary in larger organizations. Benefits are rare but offered at the larger agencies or companies. Average pay is $20 to $30 an hour, and the average salary for Airborne Sensor Operator jobs is $41,000 to $54,000. However, the average Airborne Sensor Operator hourly wages or salaries can vary greatly due to company, location, industry, experience, and benefits.
Where can I go to find out more about the ASO profession?
There’s only one organization which focuses purely on the universal ASO career field. The organization is the Airborne Sensor Operators Group (ASOG). ASOG started back in 2016, and its charter is to improve the ASO profession by promoting standards, education and professional development to enable the safe, coordinated and effective use of aerial remote-sensing capabilities for the individual aircrew members, aviation, public service, industries, and society in general. Additionally, there are other great associations (e.g., Airborne Public Safety Association, Association of Old Crows, etc.) that recognize the ASO, but it’s not their core focus. French single-engine turboprop manufacturer Daher wasted no time since its proposed acquisition of Quest Aircraft to take a Kodiak on the road, displaying one next to its TBM 910 and 940 turboprops at EAA Airventure Oshkosh in July. The utility aircraft should officially join the company’s fleet when the acquisition closes later this year.
Daher CEO Didier Kayat said that bringing in Quest makes “a lot of sense for our aircraft and aerostructures business.” The company is also hoping to increase its contract aircraft parts production and services businesses, so that they grow in revenue to equal its aircraft sales revenues. It also wants to increase its U.S. footprint. The latest iteration of the TBM 940, introduced in March and with EASA certification, has not yet received FAA certification.
At the show the Kodiak was set in an “adventure island” theme to depict its “go anywhere” capabilities, for example operating to unimproved airstrips. The company believes it will complement the TBM family’s offering of “speed, style, and efficiency,” in the words of Daher Aircraft CEO Nicholas Chabbert.

Canada's aircraft registry has its first Pilatus PC-24 with the first delivery to a Canadian operator taking place in midJuly, two weeks after Transport Canada certification was awarded to the type.
EASA has awarded an STC to Skandia’s acoustic kit for the PC-12 which offers a 4dB noise reduction (with 6dB in some cabin areas). The FAA STC was received in mid-2018.
The sale was handled by Ontario-based Levaero, Pilatus’s exclusive Canadian dealer (the operator has not yet been named).
The kit is available direct or via completion centres.

NEWS ROUNDUP Blackhawk Receives STC for King Air 300 Engine Upgrade
Blackhawk Aerospace revealed at the EAA AirVenture show at Oshkosh in July that the Federal Aviation Administration (FAA) had issued a Supplemental Type Certificate (STC) for the XP67A Engine+ Upgrade for both the 14,000 and 12,500 pound gross-weight versions of the Beechcraft King Air 300.
National Police Air Service (NPAS) fixed-wing pilots have been keeping their skills sharp as they countdown to going operational. NPAS has received four new Vulcanair P68R aircraft and while the organisation works to achieve certification for them, fixed-wing pilots have added to their hours in a leased aircraft. Captain Paul Watts, Chief Pilot for NPAS, said: “It’s essential our fixedwing pilots retain their flying currency, including vital instructor ratings, while we await air worthiness and police operational certification. Using a leased aircraft has allowed us to do that. Pilots have been flying from NPAS Doncaster, which is where our new aircraft will deploy from in support of police forces across England and Wales.” NPAS have been working with Cloud Global Group in 2019. The group’s subsidiary company, ACS Aviation, has provided NPAS fixed-wing crew with ongoing support and access to their DA42 Diamond Twinstar fleet. This allows NPAS fixed-wing pilots the opportunity to continue flying and maintain currency. The twin engined aircraft is fully equipped with Garmin G1000 avionics similar to the Vulcanair aircraft allowing NPAS crews and engineers to familiarise themselves with the systems and operating procedures. Craig McDonald, Technical Director at ACS Aviation, said: “We are committed to supporting and developing our ongoing relationship with National Police Air Service. Our agreement with NPAS is a testament to ACS Aviation’s ability and commitment to provide our customers and partners with the most comprehensive aviation solutions.” The four fixed-wing aircraft will join the existing NPAS rotary fleet, which fly from a network of bases around England and Wales.

The upgrade removes the standard 1050 horsepower PT6A-60A engines and Hartzell four-blade metal propellers and replaces them with factory-new 1200 hp PT6A-67A engines and Hartzell five-blade composite propellers. Blackhawk’s King Air 300 certification testbed.
The advantages include more available power from the PT6A-67A engines and more available thrust from “the advanced shape and aerodynamics” of the Hartzell five-blade composite propeller — giving enhanced performance, noise abatement and weight reduction.”
The performance benefits of the XP67A also help to improve the bottom line, said Blackhawk. For example, flying in Reduced Vertical Separation Minimum (RVSM) airspace the upgrade can extend range and endurance, which can lower total fuel consumption and lead to reduced block times will lower operational costs.
“The results from combining these two products delivers the best performing King Air on the planet,” said the Waco, Texas-based company.
“Specifically, an operator flying 300 hours a year can expect to save about 50 hours, or $75,000 USD in operating costs.,” claimed the company.
Blackhawk’s engineering team completed the task — from the first flight test to the receipt of the STC — in just nine months and flew 80 hours of certification flights.

“During flight testing, this power pairing delivered maximum cruise speeds as high as 343 knots true air speed (KTAS) with an initial rate of climb up to 4,000 feet per minute (FPM),” said Blackhawk. “This results in a time to climb from sea level to FL350 is 19 minutes – cutting the time to climb by more than half over the stock King Air 300.”

Babcock Picks Proptech for King Air Prop Mx Solent Airport, UK-based Proptech has been selected to provide a multi-year propeller maintenance service by Babcock Scandinavian Engineering. The programme supports a fleet of King Air 250 aircraft delivering the essential mission of Babcock Scandinavian Air Ambulance operations within the region. Proptech says it was awarded the contract after a comprehensive competitive bid.
“Proptech’s hourly programmes are utilised by customers around the world and each one is adapted to the specific needs of the operator,” said the company. It added that Proptech has been a leader in propeller maintenance since the 1960s and holds OEM approvals from Hartzell, McCauley, MT and Sensenich. Proptech is also a provider of maintenance for Hamilton Sundstrand composite propellers fitted to ATRs, Dash 8s and other regional aircraft. Williamsport, Pennsylvania-based Lycoming Engines (part of Avco Corporation) has introduced the Lycoming Electronic Ignition System (EIS), a drop-in capable replacement for magnetos which provides for easy installation and engine starting. The company noted that the General Aviation Joint Steering Committee (GAJSC), a US public-private partnership working to improve general aviation safety, has identified improved reliability in reciprocating engine ignition systems as a key safety enhancement. “The Lycoming EIS accomplishes this enhancement by using a solid-state design that has no moving parts, is designed to go to Time Between Overhaul (TBO), and has no scheduled maintenance requirements,” said Lycoming. The company said it has “received numerous customer requests for an electronic ignition system option.” Shannon Massey, senior vice president and general manager of Lycoming, said: “We are pleased to bring Lycoming EIS to the market and offer this new option to our customers.” Lycoming is the process of obtaining FAA certification for the new ignition system.
Meanwhile, Lycoming EIS is available immediately for all experimental Lycoming engines in a fixed timing configuration, in both single or dual installation. Single and dual Lycoming EIS installation will soon be available for OEMs via an amended Type Certificate. Installation approval for aftermarket customers will be via Approved Model List (AML) supplemental type certificate (STC). Lycoming says it is currently working with “a well-established STC provider” for the aftermarket portion of the project. CubCrafters is Lycoming’s strategic OEM launch customer for dual Lycoming EIS; Lycoming’s IO-390-D3B6, marketed under the CubCrafters trade name CC393i, is a new high-performance engine that includes the dual Lycoming EIS and powers CubCrafters flagship personal adventure aircraft, the CC-19 XCub. Additionally, Textron Aviation is working with Lycoming on integrating Lycoming EIS into new Cessna aircraft. Textron Aviation also intends to work with Lycoming on aftermarket implementation for their existing Cessna aircraft fleet, according to Lycoming. http://www.lycoming.com/EIS

Continental Names New Distributors Continental Aerospace Technologies announced at Oshkosh 2019 that it had nominated two new factory engine distributors, in Germany and South Africa. To answer increased demand on factory new and factory rebuilt engines, Continental has appointed Global Aviation + Piper Parts (Germany) and Absolute Aircraft Parts (PTY) Ltd. (South-Africa) as international factory engine distributors. “Based in areas where demand is steadily growing, the new factory engine distributors focus their efforts to serve customers on a regional basis. Their knowledge of the local market, experience in logistics and shipping, and their availability to answer customer questions help them to offer the best service available to local customers. Both companies carry the full Continental avgas range of factory new and rebuilt engines,” said the company. “The demand for factory new and rebuilt avgas engines is steadily increasing in all regions of the globe. To answer customers’ needs and demands, we are expanding the family of factory engine distributors,” said Ernesto Rodriguez, director of aftermarket sales for Continental. Civil Aviation Academy of Kazakhstan Orders Alsim ALX Simulator The Civil Aviation Academy of Kazakhstan, a long-term Alsim customer which has been operating an Alsim AL200MCC for several years, has placed an order for an Alsim ALX simulator. The ALX FSTD provides up to four classes of aircraft–from single engine piston, twin engine piston, twin turbine up to medium category twin jets (generic 737/A320). The device is designed and approved for ATPL, CPL/MCC and JOC in compliance with all current regulatory standards. “The ALX offers simulation equipment tailored to your specific training requirements. In addition, it has a proven track record for cost-effectiveness and helps save numerous aircraft hours,” said Alsim. Audrey Jeffroy, Alsim sales director said: “It has been a pleasure working with Captain Ilyâs Issakov on this project.” The Civil Aviation Academy of Kazakhstan provides training for the civil aviation industry of the Republic of Kazakhstan and Central Asian countries. NEWS ROUNDUP Baltic Region Gets First Mobile Tower
Oro Navigacija (ON) has become the first airport authority in the Baltic region to have a fully mobile air traffic control tower as part of contingency planning. The Mobile Air Traffic Control Tower, manufactured by Mobile ATC Systems in the UK provides 100% ATC capability 24/7 at Vilnius airport and can be quickly moved and deployed to other airports in Lithuania. Tomas Tamašauskas, technology development manager at ON, has ensured all Lithuanian airports have a common capability; a concrete base, control box connected to the mains and importantly fibre optics that provide the mobile ATC controllers with aircraft approach, runway and ground movement information, weather data and communications. Michael Brunton, CEO of MATC, said at a recent training visit; “Oro Navigacija management have shown the way forward in the region to cope with the eventuality of a catestrophic ATC failure, therefore minimising disruption to operations.”
Tamasauskas said, “The motive for purchasing the Mobile Air Traffic Control Tower was to provide all airports in Lithuania with a quick deployment back-up ATC capability within SWIM enabled features by using common fibre links that have been installed at all Lithuanian international airports. Mobile ATC Systems were flexible so we (at Oro Navigacija) were able to use in-house facilities to integrate the MATC Cabin to meet our needs; this has worked very well for us." Tomas added: “The MATC Tower is fully operational within 15 minutes of our personnel arriving at site so an excellent response with visual capability for all operators. The MATC tower has brought additional benefits for future ATM provisions in Oro Navigacija as it can act as a remote tower but with 360 degree uninterrupted vision, and some remote ATM services can be tested and validated from the MATC tower." www.mobileatc.com
