The goal of any good government is to protect the population. Most safety and maintenance requirements that governments create are therefore designed to protect the masses. Furthermore, many registries around the globe have limited financial resources and limited manpower. For these reasons, safety and maintenance requirements tend to focus on the aircraft that transport the largest number of passengers at any given time – the commercial airliners. As an example, a particular country may have a condition stating that an aircraft engine has to be replaced when it reaches a certain number of operating hours. Imagine the difference in operating hours between a commercial jetliner and a private, owner-operated turboprop. The same hourly condition would not be practical for both aircraft, but there are often not separate requirements for the different aircraft types. Thus, the requirements made for commercial airliners are cumbersome, and often non-sensical to the private aircraft industry, making it difficult and expensive for small aircraft owners to experience the joys of owning and operating a private airplane.

FAA Maintenance Requirements

The FAA’s regulations and maintenance requirements are friendlier towards small aircraft and the General Aviation

population. This may be because of sheer volume. The FAA has more aircraft on its registry than most other countries. Private aviation is very popular in America, so the US is more open to creating laws that are favorable to the General Aviation community. Many foreign aircraft owners will also agree that registration in the US is simpler, cleaner and more affordable. Moreover, US laws have sufficient concern for safety without being cumbersome to the private aircraft owner community. Many also believe that US-registered aircraft are easier to sell. To reap these many benefits, foreign private aircraft owners are often motivated to register their aircraft in trust in the US.

ForeFlight Targets Business Aviation

Simulator manufacturer Alsim, which has been designing and building flight simulators for 24 years and now has devices in 48 countries, has sold one of its ALX simulators to IFA Aviation Training Center in the south of Portugal.

Mobile navigation and flight planning app ForeFlight, which came to Europe this year, having long been popular in the US, now has several new features, the company announced at NBAA 2018. Among these are Mobile PDC, Digital ATIS, FMS Flight Plan Uplink, and doorto-door trip planning.

The ALX is an EASA standard CS-FSTD A, FNPT II certified Multi-Crew Cooperation (MCC) simulator, which allows trainee pilots to train and count the simulated flight hours towards PPL, CPL or IR-ME courses, up to a total of 40 hours, and complete an MCC course. In MPL courses it will be used for Phases 1 and 2, for a total of 135 hours. Luis Giraldes, IFA’s marketing director, described the acquisition as “a huge investment which will bring us a significant increase on our training quality. It is an essential training tool that enables students to acquire skills in a wide variety of aircraft ranging from single-engine and twin-engine to analog or digital panel as well as specific models such as ATR, Cessna Citation and Airbus 320.”

Meanwhile Alsim has also sold an AL250 FNPT II simulator to AstonFly, a French pilot school based at Toussus-le-Noble Airport, near Paris. It is the third AL250 device to be acquired by AstonFly in 12 months, and will be delivered at the beginning of 2019. The AL250 is a compact FNPT II that addresses initial-phase flight training needs (PPL, CPL, IR/ME) and is SEP/MEP re-configurable. In addition, it offers both classic and glass cockpit instrumentation for each flight model at the flick of a switch. Charles Clair, Astonfly’s president, said: ”Astonfly plans on welcoming 120 students per year in the near future; apart from significant investments in new buildings, we are also going to increase our fleet with 13 more aircraft (10 single engine and three Diamond DA42s) in the next few months.” The school trains more than 100 pilots per year (private & professional), representing about 11,000 flight hours. Its fleet consists of 8 Cessna 172s, 5 DA-42s, 10 Cirrus SR-22s, and 3 flight simulators. www.astonfly.com

Frequentis Comsoft Installs NATS’ Essential Gateway The UK’s Air Navigation Service Provider, NATS, has a new flight plan gateway thanks to Frequentis Comsoft. The new system acts as a translation gateway for ICAO format flight plans and related messages between the NATS Flight Data Processing System and Eurocontrol’s Integrated Flight Plan Processing System (IFPS). NATS says it handles more than two million flights a year and needed to replace its Flight Plan Reception Suite Automation (FPRSA) system. www/frequentis-comsoft.com

MT-Propeller has New STC for C182s MT-Propeller has received an FAA STC for its next generation three-blade scimitar composite propeller, the MTV9-B/200-52, for use on Cessna T182, T182T and TR182s powered by Lycoming engines (TIO-540-AK1A or O-540-L3C5D. The German company said the STC had already received an STC from Europe’s EASA. The new propeller improves climb performance by up to 7 percent, weighs 6kg less than the original propeller, and has lower noise and vibration levels. The company also claimed aircraft fly 2kts faster, “depending on power setting and altitude,” and added that the T182T and TR182 models comply with strict German noise regulations, allowing for unrestricted airport operations in Germany and other European countries. The MT-Propeller composite blades have no life limitation and are repairable in case of FOD (foreign object damage). They also provide excellent vibration damping characteristics for almost vibration-free propeller operation, and have bonded-on stainless steel leading edges for erosion protection of the blades. www.mt-propeller.com

Universal Avionics Upgrade News Universal Avionics has supplied a cockpit upgrade for an AS365 Dauphin, including EFI-890H advanced flight displays and AHS-525 AHRS. The integration allows for a single EFI-890H in each cockpit side; the right display is configured as a PFD and provides requirements for single pilot Instrument Flight Rules (IFR) functionality. The display on the left panel configures as a Mission Video or Navigation Display (ND), but also allows reversion to use as a second PFD. This provides the helicopter with expanded mission capabilities while providing a backup PFD capability for dual pilot operations. The displays use on-side sensors for primary attitude, heading, and air data instruments while providing comparators to detect sensor differences. The UA AHS-525 AHRS sensors deliver the attitude and heading sources, providing both digital and analog outputs needed by the helicopter systems. “This is a new and innovative approach for display upgrades,” said Grady Dees, Universal Avionics’ director of technical sales. Meanwhile, Heli-One has completed a Sikorsky S-76 VVIP flight deck upgrade (see picture below) which replaced a legacy EFIS with three EFI-890Hs. It also includes a UA UNS-1Lw FMS Vision-1 SVS (synthetic vision system). Universal and Heli-One recently completed transition-to-hover certification testing, which took place at Stavanger, Norway using a law-enforcement AS332 L/L1 Super Puma. Rusada, Ramco, Traxxall and MRX Systems will connect their MRO databases to that of the European helicopter manufacturer, the aim being to “pave a two-way digital street between Airbus Helicopters and the companies that manage maintenance data for helicopter operators, facilitating the automatic sharing of data and avoiding human-error-prone and time-consuming manual transfers,” according to Matthieu Louvot, executive v-p customer support & services, Airbus Helicopters. In return the MRO software specialists receive easier and faster access to Airbus’ rotorcraft data and technical documentation. GAINS is a two-year project with consortium partners being AOPA UK, Helios (UK), Pildo Labs (Spain), Trig (UK) and Funke Avionics (Germany). There are two planned work streams: Navigation, where pilots will be asked to fly accurately “a number of unusual instrument approaches” (thus usually an instrument qualification to be held); and Surveillance, where the enhanced situational awareness from new cockpit equipment when used around GA aerodromes will be examined (so-called electronic conspicuity, or “EC”). Portable cockpit EC equipment will be provided. If aircraft already have suitable EC equipment, this can be used. All the activities will be undertaken in VMC under VFR with safety pilots. The navigation element will be flown as simulated instrument flight (i.e. under the hood or with foggles).

Q3 deliveries we up 22 on Q3 2017 (a 54% increase) and revenue increased by nearly $21 million (43% growth). “The 2018 third quarter deliveries is the largest volume of aircraft delivered since 2008 in a single quarter,” said the Vero Beach, Florida-based company. IAOPA Europe has launched a survey in cooperation with the associations EBAA (European Business Aviation Association) and the General Aviation Manufacturers Association (GAMA). IAOPA Europe said that while a previous survey aimed at establishing comprehensive information on the GA sector in a central database was a success, with some 1,500 operators and 3,500 pilots replying, this new initiative is now required. IAOPA Regional Meeting Held in Italy The 139th Regional Meeting of IAOPA Europe was hosted by AOPA Italy and AOPA Switzerland with 33 participants representing 22 IAOPA Europe affiliates gathering at Lake Como. Matters discussed included development of IAOPA priorities for EASA's next round of regulatory improvements for GA, that will be part of the upcoming GA Roadmap 2.0, and the New EASA Basic Regulation. The removal of the definitions of 'Commercial Operation' and 'Complex Aircraft' from the Basic Regulation “creates both challenges and opportunities,� said IAOPA Europe in its e-newsletter (sign up for free at iaopa.eu). “Among the challenges is the fact that some operations, which currently are non-commercial, could in the future be classified as commercial if nothing is done. For instance fractional ownership, where companies own a share of an aircraft with an invoice being submitted from the legal entity owning the aircraft after each use of the asset. Previously the issue here was the concept that the customer had ‘control over the operator,’ which has disappeared with the new Basic Regulation.� The deletion of 'Complex Aircraft' from the Basic Regulation also gives the industry “a second chance to get the scope of the NCC regulation right.� The NCC regulation primarily focuses on the management of an organisation, but the definition of complex aircraft has been forcing some very small, or even one-man organisations, into its framework. Even worse, there were concerns that the focus on formalities could take the focus away from tasks more directly having an impact on flight safety.� IAOPA Europe concluded that the new NCC regulation “should exclude most of the small non-commercial organisations. Maybe the NCC rule set could also be the right choice for certain small commercial AOC operators like sight-seeing operators or other small AOC holders with a simple structure.�

It added that a revision is required to the scope of activities where ‘complex aircraft’ can be used, for example allowing cost-sharing, as well as the use of aircraft for certain semi-commercial activities within flying clubs (e.g. parachute operations). Meanwhile, in early November IAOPA presented a position paper to the ICAO Air Navigation Conference in Montreal calling for the development of a new medical standard for the lighter end of GA. Also presented to ICAO was a study on the economic importance of GA for the wider aviation sector. Other topics discussed at Lake Como included: licensing, in particular the CPL – both the need for a CPL for some activities such as flying for parachute dropping; and the need to have CPL theory for instructing to PPL level; Closer cooperation with AOPA US was discussed in relation to ADS-B, where the mandate is a few months earlier than in Europe (end of 2020); Fees and charges at European airports, which are often “prohibitively high for GA.� IAOPA Europe says: “Action is required primarily on a national level and to get involved in the user consultations, but IAOPA-Europe is also evaluating the legal situation, if there are cases of monopolistic abuse; and security restrictions and fees, where IAOPA Europe suggests: “One possibility is a new common chip-based licence which can be read electronically and associated with certain access privileges to airports.� Attendees were also briefed on the new joint database that has been developed by IAOPA Europe that allows sharing of European-wide member benefits, such as the new partnership with Jeppesen. Members of European AOPAs receive a 15 percent discount on most Jeppesen products and services.

IAOPA Europe Input For GA Roadmap 2.0 IAOPA Europe is collaborating with EASA on the GA Roadmap. To date, GA Roadmap 1.0 has been completed but according to IAOPA Europe 35 EASA Opinions are “stuck at the European Commissionâ€?– some of them, like the new Part M Light, for more than 1,000 days. “It’s a disgrace, because the associations, the National Authorities and EASA really worked hard on these improvements. The EU commission can´t run away from its obligation to complete this work in the very near future. It must be possible to provide funding for the required lawyers to finalize the new regulations.â€?

TBM 930 Proves Itself in Charter Sector The Daher TBM 930 single-engine turboprop’s role as a charter aircraft was highlighted in mid-October at NBAA 2018, the world’s largest business aviation show, in Orlando, Florida. The company exhibited an aircraft in the show hall in downtown Orlando, Orange County Convention Center. Mountain Lion Aviation was at the event to relay its experiences in using the type for charter operations – it acquired an aircraft last year and has already flown more than 430 hours on 300 commercial flights carrying 475 passengers in total. The operator, which is based at Truckee Tahoe Airport in California, said its PC-12 flights allow businesses and private individuals to avoid congested roads. The Model Year 2018 TBM 930 has new G3000 integrated flight deck functionality, such as SurfaceWatch – providing aural and visual alerts for pilots’ enhanced situational awareness at airports; Baro-VNAV approach and a visual approach guidance mode; and the ability to stream flight information to mobile devices via Wi-Fi. Passenger comfort is enhanced with electricallyheated seats and a new coat rack. A total of 910 TBM aircraft had been delivered (as of mid-October), and the TBM 900-series had received 266 orders, with 248 delivered. www.tbm.aero

One Aviation Enters Administration US manufacturer of the Eclipse jet and Kestrel single-engine turboprop, One Aviation, entered into “consensual restructuring” just before the start of the NBAA show in Orlando, in mid-October. The restructuring will include a capital infusion to maintain existing operations and a voluntary Chapter 11 bankruptcy filing. In July One Aviation came to an agreement relating to unpaid rent at its manufacturing plant in Albuquerque, New Mexico. Alan Klapmeier, CEO of the company, said “The path to this outcome has been long and difficult. The management team appreciates the generous support it has received from its employees, service providers, suppliers, and customers throughout the process.” One Aviation was formed through the 2015 merger of Eclipse Aerospace and Kestrel Aircraft. It has reiterated that it intends to continue providing servicing and upgrades for the fleet of Eclipse 500/550s while also continuing with development of the larger Eclipse 700. www.oneaviation.aero

Husain Khan, EBAA secretary general, said: “The development of EGNOS [European Geostationary Navigation Overlay System]-based technologies is the best way to ensure safer access at secondary and tertiary airports in all weather conditions, and it makes infinite sense that this technology should be rolled out. “The adoption of PBN implementing rules is an important step towards increased access to airports, but for this progress to become tangible, it is important that the Commission and EASA support local and regional players in this transition. This is a concrete solution to the capacity challenges we see across the region.” PBN-IR opens the door to the large deployment of EGNOS-based procedures; business aviation is an early adopter of this technology, with most business aircraft already equipped with the relevant technology.” He said he hoped SMEs would be provided with improved access to EU funding for research and innovation. Jyrki Paajanen, policy officer in the aviation safety unit at DG MOVE at the European Commission, stated: “Thanks to the air navigation strategy, we agreed with Member States that we will roll out satellite-based navigation, including a compulsory programme of implementation of PBN approaches and decommissioning of old technologies.” www.ebaa.aero

WingX Reports Mixed Picture Around Europe Hamburg-based WingX Advance’s Business Aviation Monitor reports that there were 83,848 business aviation departures in Europe in September, “the busiest ever September,” according to company founder Richard Koe. This represented year-on-year growth of 4%, with 63% being jet-operated, up 3%, the rest being turboprop/piston traffic. Country-wise, the UK and Switzerland declined slightly in departure numbers over the previous month, although both were 3% up on September 2017. France and Germany had “solid growth” of 5%, but Italy and Spain recorded 7% and 9%, respectively, over September 2017. However, it was the smaller markets that showed the best figures, for example 10% YOY growth for the Netherlands, 22% for Croatia, Finland 60% (“Mainly prop and pistons”). Turkey recorded a decline of 15% over August. Flights to North America “bounced back” with a 5% YOY increase, against a 1% YTD decline. Flights to the Middle East dropped off by 20%, trailing 11% YTD; and flights to Africa are on the increase, up by 8% YTD. www.wingx-advance.com

Swiss manufacturer Pilatus recently opened a new 11,000m2 completions centre in Broomfield, Colorado, for its PC-12NG single-engine turboprop and PC-24 jet. Pilatus has operated at the site, at Rocky Mountain Metropolitan Airport, for over 20 years. Thomas Bosshard, president and CEO of Pilatus Business Aircraft, said: “Over the past 20 years we have built up a talented workforce that maintains the high-quality standards set by our Swiss parent company.” The North and South American markets make up 60-70% of consolidated annual Pilatus business aircraft sales. The company now expects 25-30 PC-24 jets to come through the facility each year. The worldwide PC-24 fleet, as of midOctober’s NBAA show, reached 12 aircraft in service. The fleet had accumulated 1,200 flight hours (as of Oct. 16). Pilatus continues post-certification activities as it approaches the end of the year, expanding the operating envelope of the type – including steep approaches, air ambulance interiors and operation on unpaved runways. “To date, more than 150 takeoffs and landings have been conducted on dirt, grass, and gravel surfaces in Switzerland, Canada, Italy, and the United Kingdom,” the company reported. Pilatus Opens Colorado Completions Facility

Pilatus says the 1,600th PC-12 has now entered service and it expects to have delivered 80 in 2018. The type, it says, has “the highest annual sales volumes of all turbine-powered business aircraft.”

As part of the aircraft’s popularity Pilatus, which is also approaching the 24th delivery of its PC-24 jet, pointed to continuous improvement in its customer service network. “Continued enhancements to the company’s service network and policies, such as additional Authorised Pilatus Service Centres around the world, 24/7/365 global support, and expanded maintenance intervals, have helped drive greater customer satisfaction and lower direct operating costs.” It said demand “remains strong around the world,” given that the type is popular in various market segments–corporate, fractional, charter, air ambulance, owner-flown, and special mission. The Swiss manufacturer also pointed to values data on sources such as JetNet, VRef and Bluebook that indicate

that demand for pre-owned PC-12s remains “very high” such that residual values tend to be “approximately 80 percent of original retail price.” Pilatus v-p marketing Tom Aniello noted, “Whether the economy is going up or down, whether it is someone’s first turbine aircraft or an addition to a fleet of jets, we’ve yet to hear anyone regret owning and operating a PC-12. We repeatedly hear that if they could only have one airplane forever, it would be a PC-12.” Ignaz Gretener, v-p of general aviation for Pilatus Aircraft, who has managed the PC-12 program since certification, said: “We’ve come a long way with the PC-12, and have learned a lot from our customers in over seven million flight hours and 1,600 delivered aircraft.” www.pilatus-aircraft.com

Harris Poll Paints Picture of Bizav Value GAMA and NBAA have released the results of a Harris Poll survey which examined the role of business aviation “in providing safe, efficient transportation to companies of all sizes, particularly those located in smaller communities with little to no commercial airline service.” The key findings of the survey, presented in a report (The Real World of Business Aviation: 2018 Survey of Companies Using General Aviation Aircraft) included: Most users of business aviation are small companies employing 500 or fewer workers. 62 percent of pilots and flight department leaders (identified as ‘pilots’ for survey purposes) stated their companies utilise a single, turbine-powered aircraft; Many business aircraft are largely flown to towns with little or no airline service, with pilots reporting that, on average, 31.5 percent of their flights over the past year were to destinations lacking any scheduled airline service; Scheduling flexibility remains a key driver for business aviation, with 51.6 percent of passengers stating that traveling on business aircraft enables them to keep business schedules that could not be met efficiently using the scheduled airlines; A significant portion of business aircraft passengers are technical specialists, managers and other company employees, as well as customers. These passengers spend an average of 63 percent of their time on board business aircraft engaged in work, compared to just 42 percent when traveling commercially. Furthermore, twothirds of these passengers say they are more productive on business aircraft flights than when they are in the office. GAMA president and CEO, Pete Bunce said: “General aviation aircraft are indispensable business productivity tools, allowing flexibility, connectivity and efficiency.” The Harris Poll conducted 202 online interviews of pilots, flight department managers and directors of flight operations or aviation for this survey, with 276 interviews among passengers on business aircraft. Its findings are in line with previous Harris Poll surveys in 1997, 2009 and 2015. Like those examples, the 2018 study was conducted on behalf the “No Plane No Gain” industry advocacy campaign, co-founded by NBAA and GAMA. www.game.aero

Airbus Helicopters Promoted EMS At the recent Helitech exhibition in Amsterdam, Airbus Helicopters focused on its Emergency Medical Services (EMS) capabilities with an EMS-configured H145 and H145, along with an oil & gasconfigured H175. A full-scale mockup of the H160 in EMS configuration was also presented. The Marignane, France-based company, said the EMS function accounts for 60 percent of the worldwide Airbus helicopter fleet. The EMS-configured H145 displayed is in operation with Dutch operator ANWB; while the H175 was a Heli-Holland aircraft. Some 29 H175s are now in service.
