A BRIEF HISTORY OF POOLEYS Pooleys is a family owned and operated business, founded by Robert Pooley on leaving the Royal Air Force in 1957. Over the years, Pooleys has become a well respected name in the Aviation Industry as the leading manufacturer and publisher of Aviation, Pilot Training and Flight Equipment. In 1961, we opened our first Pilot Shop at Elstree Aerodrome and in 1962 completed and published our first Flight Guide. By 1964, Pooleys had opened its factory at Cranfield, close to the famous Airfield and University. It is from this factory that most of the products in our catalogue are produced. For 60 years we have expanded our product range and our geographical reach. We now produce the worlds largest range of pilots kneeboards, flightboards & flight computers. We sell to over 100 countries worldwide and supply companies and individuals on every continent including Antartica. We now have 6 bases across the UK at Elstree, Cranfield, Shoreham, Bournemouth, Lydd and Earls Colne. In 2002, we opened our first overseas base at Grand Central in Johannesburg, South Africa. We believe that excellent customer service lies at the heart of our business and that our face to face approach underlines this. 2012 marked the 50th Edition of the Pooleys Flight Guide, first published in 1962 and the launch of the digital edition called Pooleys iPlates. In 2014, we launched the Pooleys Flight Booking System, an online platform for Flying Schools to manage their aircraft, instructors and students. In 2016, Her Majesty Queen Elizabeth II honoured Robert with an MBE for his services to Business and Aviation. In 2017, we launched our Pooleys eBooks app putting our books into the digital sphere. Pooleys would like to thank those who for six decades have supported us – pilots, schools and enthusiasts. Garmin NXi Certified in Piper Models Piper Aircraft has announced that certification on both the twin-engine Piper Seminole and single-engine Archer has been achieved and aircraft deliveries have begun. The University Of North Dakota John D. Odegard School Of Aerospace Sciences is the launch customer for the next generation Piper trainers. Based in Beijing, China Air Shuttle, with branches in different provinces of China, will begin to take delivery in Q2 2017. Development in Avionics has been rapid since the Sierra’s debut and the MkII offers state of art of technology in a jet-style cockpit. Customers can choose from an extensive range of options, starting with the basic analogue instruments needed for visual flight, a six pack analogue with Garmin GPS, the Dynon SkyView with twin 10 inch displays, the Garmin G3X which features twin 10.6 inch screens, and the G3X Night version with fully backlit backup instrumentation. The largest choice of options is for Interior and Exterior Styling, with four choices for every Style package: Standard, Premium and Power. For the exterior, the range of paint schemes includes new metallic colours which can be matched to the seats, cabin sides and instrument panel covering. London Southend Reports 25% BizAv Boost London Southend Airport has been re- establishing its presence in the London airport market in recent years, also encompassing business aviation with the facility reporting a 25% increase year-on-year in related traffic. Under new ownership since 2008, the airport has started to redefine itself, with a new terminal, train station, control tower and extended runway. Incentives for business aviation customers include a 55-minute car journey from the airport to The City, London’s financial district, with no slot restrictions, short taxi times, plus ramp access for road vehicles so passengers can be straight off the plane and into a waiting car. The Isles of Scilly Steamship Company is making a £530,000 investment in upgrading its Skybus fleet of aircraft to include new interiors, enhanced navigation systems and an eye-catching new livery RAS Completions have been commissioned to repaint the entire Skybus DHC-6 Twin Otter fleet at its London Biggin Hill Airport facility. Renowned for supporting the repainting and interior upgrading of private jets from Gulfstream, Bombardier and Embraer in particular, the RAS Completions team have been applying the same exacting finishing standards demanded by business jet owners to the Skybus commercial fleet. Skybus operate essential and highly popular services connecting the Isles of Scilly with England. Cirrus celebrated the delivery of its first Vision Jet on December 19th, simultaneously unveiling its new 68,000-sq-ft “finishing center” in Duluth, Mn,. Customer Joe Whisenhunt, a commercial real-estate developer from Arkansas, received the keys to the single-engine personal jet in a ceremony attended by close to 800 Cirrus employees and local dignitaries. Cirrus Aircraft CEO Dale Klapmeier said, “Most of you have seen Joe around. This is Cirrus number eleven for Joe.” Cirrus has secured around 600 orders for the $1.96 million Williams International FJ33-5A-powered Vision. The majority of position holders are present and former owners of the SR-piston single series. The jet has been a key focus for Cirrus since its launch as the SF50 in 2006. The acquisition of Cirrus in 2011 by China Aviation Industry General Aircraft gave the programme new momentum. The Vision is equipped with a Garmin G3000-based Cirrus Perspective Touch flightdeck and an emergency parachute system. Atlas Air Service has delivered another new Embraer Phenom 300 to a German client. The business jet will be operated, managed and chartered to clients by PAD Aviation Service GmbH from Paderborn. The business aircraft was handed over in the plant of Embraer Executive Jets in Melbourne, Florida (USA). The new Phenom 300 piloted by Captain Martin Wittland landed at Bremen Airport on 5 December 2016 after its ferry flight via Goose Bay (Canada) and Keflavik (Iceland). Atlas Air Service took care of all import formalities and the jet then took off for its home airport Paderborn-Lippstadt.

The Norwegian parliament has decided that Norwegian students for commercial pilot education now will get close to 100% funding from the Norwegian State Educational Loan Fund. This is a very beneficial funding with no requirement for securing of the loan, no interest during education and a moderate pay back scheme. Frode Granlund CEO of Pilot Flight Academy (PFA) says “Pilot education is very competitive in Norway, since there are no VAT or tax on education in Norway. The total cost of the integrated education is less than €100.000. It’s down to us to exact the quality service we have come to expect... Previously, Aviation Director Andre Fodor discussed how our industry can improve the level of jet maintenance service to meet the expectations of corporate aviators and managers. This month he discusses the processes he’s honed on the job to get top maintenance service…? Corporate aviators and managers are people with acute and peculiar priorities. We’re hyper-focused on our airplanes and spend copious time making sure they are perfect and capable of delivering ultimate service and reliability. In short, corporate aviators and managers stand apart, setting the bar at the highest level and settling for nothing less. The first large cabin jet that I managed was a variant of an airliner. As I structured its operation, I had the engines enrolled in the manufacturer’s ‘power-by-the-hour’ program for a very comprehensive and inclusive coverage. It can only be described as unfortunate that after a few months of use, one of those engines required removal for the repair and the replacement of the fuel metering unit. As we reviewed the paperwork prior to the re-installation of the engine, we noticed that the “new” part had 18,000 hours of previous use and more than 24,000 cycles.

How Did That Happen?

commitment of those in charge – with no gold standard to test itself against - the labor force becomes disenfranchised. I recently took one of our large cabin jets for a full re-paint. This included striping it down to bare metal before a new sleek paint scheme I had designed was applied. Selection of the paint shop took effort on my part, and in making my final choice I took into account how effectively I could communicate with the project manager; how quickly I received my answers; and how organized the flow of information was presented. With such a big project ahead, I wanted to ensure that our selection not only had the technical expertise but the organizational skills to meet or exceed our expectation. To my surprise, from all of the serious contenders, no one proposed additional work to our aircraft. With a customer not shy of spending a quarter-million-dollars on a re-paint, wouldn’t you offer additional services that would not delay completion of the project (perhaps a re-stitch or a color dye of the seats)?

It turned out that since our engine type was also used on airliners, the manufacturer saw fit to pick the replacement part from its rotating parts pool and deemed it ok to install this highly-used part on an engine installed on a very new multi-million dollar business jet. Most Business Aviation professionals reading this will undoubtedly consider such a solution unacceptable, yet the engine manufacturer failed to spot the problem. I could understand that both the airlines and we – the corporate operators – have common goals: that is to dispatch the aircraft reliably. Yet the commonality diverges quickly from there, owing to completely different standards. The airlines are emotionally detached from their aircraft while we, as corporate aviators, are not. It took a great deal of discussion and some strong arm-twisting to remedy the problem with the manufacturer, but in the end I got my original part re-installed after it was repaired.

Tips for Picking your Shop The above experience highlights our discussion – that when choosing a maintenance provider you should not only focus on establishing a long-term relationship but also on establishing that relationship with people who understand the sensitivities of your operation and priorities. To achieve this, I have found that a close look at the leadership of the service organization is very helpful. Mandates for excellence within an MRO organization will radiate downward from the top. Our due diligence paid off – we found an excellent match for the job. After my initial consultation with the team that would be working on our jet, I presented the paint rendition and asked, “What can we do to make this better?” To my delight, the seasoned group of painters held nothing back as we spent hours tweaking and redesigning details that added value and experience to our design and excellence to the finished product.

In Summary… There is nothing worse then a failure to heed valuable knowledge – and that also applies to the maintenance of your jet. Yet, tapping the knowledge of trusted experts does not release me from my responsibility of making final and complex decisions related to the upkeep of the jet within my flight department. Nevertheless, as I matured in my management skills, I developed a habit to trust people 100%, and then adjusting from there as appropriate. To help me attune that trust level, I insist on hearing insights that help me make the right choices. With reference to your article ‘Maintenance Delays and How to Avoid Them’, p78, December issue of AvBuyer, great job. I would add that hiring an experienced mechanic to solve those unwanted squawks can help reduce your overall labor cost as well. Coming from a recognized Service Center, I worked on many jets that came in with dozens of discrepancies that could literally be fixed in less than two hours, all combined. One of the problems that I see nowadays, as we take the aircraft to a service center or maintenance facility, is the eagerness of some centers to start swapping [very expensive] parts instead of allowing experienced mechanics to use their experience and ability to troubleshoot the source problem and solve it at the root level. You are absolutely right in saying that having an experienced mechanic saves money and time; although it is possible to structure aircraft ownership that includes pre-paid all-inclusive maintenance by the OEM. As you grow in aircraft size and complexity, having an experienced and type-trained maintenance professional who oversees the airplane’s well-being is a sure investment towards its reliability and lower operational cost. Germany completes the integration of civil and military air traffic management As from January 1st air traffic controllers at EUROCONTROL’s Maastricht Upper Area Control Centre (MUAC) will be providing integrated civil and military air navigation services in the Hannover Upper Information Region (UIR) – the upper airspace (above 24,500 feet) of the north-west of Germany. Night and IFR clearance approved for Permit to Fly aircraft The agreement between the UK Civil Aviation Authority (CAA) and Light Aircraft Association (LAA) has been described as ‘good for pilots and good for GA’. Owners of Permit to Fly aircraft overseen by the LAA can now apply for authorisation to fly at night or under Instrument Flight Rules (IFR), following a landmark agreement. Aircraft were previously restricted to daytime flights under Visual Flight Rules. Approval will be given to an aircraft type based on design and maintenance criteria and continuing airworthiness assessments. Limitations will still apply, such as prohibited flight in areas of known or forecast airframe icing, or thunderstorm activity. Acceptance depends on the aircraft having suitable flight handling qualities, space for an IFR fit and a defined minimum wing loading. Bell Helicopter and TRU Simulation + Training Inc., announced last month that the Bell Helicopter Training Academy (BTA) in Valencia, Spain, along with its Bell 429 full flight simulator (FFS), have been certified by the European Aviation Safety Agency (EASA). These certification milestones mark the official completion of the training facility. BTA-Valencia was designed to serve the training needs of European, Middle Eastern and other global customers, beginning with pilot training on the Bell 429. Now fully operational, BTA-Valencia offers EASA initial type rating and recurrent courses, regular factory initial and refresher training, along with the option for wet and dry lease contracts to Bell Helicopter’s global customer base. BTA-Valencia instructors each have more than 5,000 hours of helicopter experience across multiple platforms and bring English, French, Spanish and Italian language capabilities to the facility. UK Cabri G2 Fleet is Largest in the World Cotswold Helicopter Centre, distributor for the Cabri G2 helicopter, reveals that the UK fleet of the French two-seater Guimbal Cabri G2 helicopter continues to be the largest in the world. With 25 aircraft, one seventh of the total production of the Cabri G2 flies in British airspace. This success is attributed to both the aircraft and the marketing efforts of distributor Cotswold Helicopter Centre. To ensure a good introduction of the type into the UK market, Cotswold invested in a fleet of seven CHECK aircraft which they lease out to operators around the country, giving each a level of exclusivity for an initial period. Heli-One’s Rzeszow, Poland, facility has received EASA approval to provide base maintenance services for the Leonardo AW139 aircraft. Launched in 2014, the facility provides base maintenance support forAS332, H225 and H135 aircraft. It also offers component repairs, including AW139 exhaust ducts. Together with recent EASA approval for AW139 tail assembly modifications, the facility will provide in-country maintenance for AW139 operators with fast turn-around times. The 65,000 square foot facility in Poland has a maintenance hangar capable of accommodating up to six large airframes, a fully equipped avionics workshop, a structure shop with a specialised tail boom repair area, and a dedicated paint bay. Only five months after contract award, Airborne Technologies delivered a fully upgraded EC135 Police Helicopter. Legacy systems have been removed quickly and state-of-the-art law enforcement and surveillance technology has been installed.

All the interior components as well as the MX15 camera bracket were made out of carbon fiber. The resulting weight reduction is increasing the aircraft payload. EASA issued final approval for the R66 Turbine Marine pop-out float installation. After tests conducted in July demonstrated the pop-out float installation meets Sea State 4 requirements, EASA officially approved the Marine to be used in emergency situations and for commercial operations. The agreement foresees the establishment of a joint company to produce light and medium weight category helicopters at an industrial site in Aïn Arnat, Algeria. After the completion of the facility and during the early years of activity, the joint company aims to manufacture 3 different AgustaWestland helicopter types for various uses including transport, medical evacuation, surveillance and control.

SIKORSKY S-76D VIP HELICOPTER RECEIVES EXPANDED EASA CERTIFICATION The European Aviation Safety Agency (EASA) has completed a second phase of validations for new capabilities and expanded performance of the Sikorsky S-76D helicopter. The announcement was made at the Farnborough International Air Show and Sikorsky expects to make its first delivery to a European VIP customer by the end of this year. The newly validated capabilities focus on cabin comfort and cockpit architecture. Rega Buys Six H145 Helicopters

Field Aviation Special Mission Development

Swiss Air-Rescue Rega recently signed a contract to purchase six new rescue helicopters of the type, Airbus Helicopters H145. These helicopters are to replace the current EC 145 lowland fleet and will be ready go into operation in 2018. “With this decision in favour of the H145, we are continuing to renew the Rega fleet with the next generation of aircraft,” explains Rega CEO, Ernst Kohler. For Rega, the reliability of its aircraft is a decisive factor. For this reason, the EC 145, which was purchased in 2003 and has more than proven itself in practice, will be replaced by the more powerful successor model in the early summer of 2018.

Field Aviation and ASELSAN, a Turkish Armed Forces Foundation Company and Turkey’s leading defence electronics contractor, are jointly developing a new Special Mission Aircraft platform. The platform is based on a Bombardier Challenger 605, which is being considerably modified to successfully accomplish the aircraft’s specific mission requirements. The aircraft modifications will be comprised of a missionized interior with multiple operator stations and critical structural aerodynamic alterations. This program, including ASELSAN’s valuable contributions, leverages Field Aviation’s current dominance of the Challenger special mission marketplace, and inevitably will be the first of multiple aircraft produced with ASELSAN. King Air 350 gets Special Mission Enhancements

The new rescue helicopters will reduce the volume of maintenance work and maintain the already excellent levels of availability. With its decision to purchase the H145, Rega is upholding its two-type fleet strategy: the mountain bases will continue to employ the Da Vinci rescue helicopters from Italian manufacturer Leonardo Helicopters (formerly AgustaWestland), while the helicopters from the French company, Airbus Helicopters, will be stationed at the lowland bases. With the H145, Rega is placing its trust in the next-generation model of the tried-and-tested EC 145, which is used at the lowland bases in Zurich, Basel, Berne and Lausanne. The H145 is considerably more powerful than the EC 145, is equipped with a four-axis autopilot, and features cutting-edge avionics and navigation technology. Its spacious cabin means that it is predestined for special intensive care patient transports, such as with a heart-lung machine or the mobile incubator for premature babies. Rega is investing around CHF 52 million for the six helicopters, including the medical equipment. This sum has already been earmarked in Rega’s long-term financial planning, and the organisation’s healthy financial position means that this project can be funded without outside capital. Together with the H145 helicopters, the three new Bombardier Challenger 650 ambulance jets will also join Rega’s fleet in early summer 2018 and be put into operation on behalf of patients. “I am delighted to be able to present these two aircraft types to our patrons in 2018,” says Ernst Kohler. By then, both the current ambulance jets and the EC 145 helicopters will have been in Rega’s service for around 15 years. Furthermore, in 2021, Rega will take delivery of its three new all-weather rescue helicopters of the type Leonardo Helicopters AW169-FIPS. These helicopters will extend Rega’s scope of operation even further, as thanks to their anti-icing system they can also fly missions in icing conditions. “It is our responsibility to think about the future. Leonardo to supply 30 Helicopters to China

Beechcraft Corporation recently announced that the company is now offering Pratt and Whitney Canada PT6A-67A engines for improved performance on its King Air 350HW and King Air 350ER turboprops. In addition, the company is offering an increased gross weight option for these platforms, increasing the maximum takeoff weight to 17,500 pounds. Both enhancements are now FAA and EASA certified and offered as factory options for new aircraft or as aftermarket modifications. The more powerful Pratt and Whitney Canada PT6A-67A engines provide superior field and climb performance, including hot and high operations. With an outside air temperature of 50 degrees Celsius (122 degrees Fahrenheit), the engine upgrade allows for a maximum takeoff gross weight increase of up to 2,700 pounds at sea level, compared to the standard aircraft. The increased gross weight option provides operators greater flexibility between payload and fuel, representing a potential increase in loiter time of two to three hours. The King Air 350HW is a Heavy Weight (HW) version of the King Air 350 that provides operators an increased gross weight through larger and stronger main landing gear struts, wheels, tires and brakes. The King Air 350ER is an Extended Range (ER) version that includes the enhanced landing gear and increases the fuel capacity through the addition of low drag metal fuel tanks aft of the power plants. ■ More information from: www.txtav.com

Leonardo-Finmeccanica and Chinese company Sino-US Intercontinental Helicopter Investment recently announced the signing of a contract for 30 helicopters in EMS (Emergency Medical Service) configuration comprising the AgustaWestland AW139 intermediate and AW169 light intermediate twin engine models. The aircraft are expected to be delivered this year and will be operated by Kingwing General Aviation, the parent company of Sino-US. With this contract, the presence of Leonardo in China grows stronger with more than 180 helicopters sold to Chinese customers to date, and with 2016 setting a new record with more than 20 helicopters delivered to China. The order follows a contract signed by Sino-US earlier this year for 25 AW119Kx helicopters which paved the path for the establishment of the largest EMS helicopter programme nationwide in China. Sino-US Intercontinental has so far placed orders for over 80 helicopters comprising AW119Kx, GrandNew, AW169, AW139 and AW189 models.
