Pilatus Adds New Capabilities to PC-12 With NGX Model Pilatus is busy selling a new model of its single-engine PC-12 turboprop, with a range of new capabilities. Unveiled at the NBAA convention in Las Vegas in October 2019, deliveries of the PC-12 NGX — the third generation of an aircraft that has sold more than 1,500 copies around the world — started in the second quarter of 2020. “Well, you all know what’s under [the cover] of course – it’s not exactly difficult to make out an aircraft with a propeller! So, yes, it’s a PC-12!” That was how Markus Bucher, CEO of Pilatus, kicked off the presentation event for the new Pilatus aircraft on 21 October 2019 in Las Vegas.
Improved, Smart, Redesigned
More than 200 guests were invited to the unveiling of the new Pilatus aircraft on the eve before the doors opened at the NBAA-BACE in Las Vegas. On show was the first production aircraft – already approved with EASA and FAA certification. “Nor do our customers have to wait for years, the PC-12 NGX is available now”, announced Bucher with pride. What Pilatus describes as the world’s most versatile single-engine turboprop now comes, as the NGX version, with many new features – including an improved engine, smarter avionics, and a completely redesigned cabin. “In recent months, the PC-12 NGX had already accumulated no fewer than 600 hours of test flights,” said the Swiss manufacturer. This was “not exactly in secret, but not readily identifiable ‘from the outside’ thanks to the careful efforts of the project team.” It was enough to ensure the news didn’t get out in the industry too soon. The help of the plane spotter community had been enlisted to ensure that photographs of the new aircraft were not made public. “It wasn’t always easy being in charge of a project which no one was supposed to know about,” explained project leader, Corné Smith.

At that time, however, one could only guess at the feedback likely to follow when the new aircraft was unveiled to the general public for the first time. Plans to ensure that information about the new aircraft was not leaked to the public were forged well in advance. “In the end, we couldn’t prevent information about the certification from being published. But it happened relatively late in the day, which gave rise to a few rumours just before the unveiling. That all ramped up the sense of anticipation, and made the presentation all the more exciting,” recalls Corné Smith.
Innovation, Outside and In
Talking about the innovative spirit which led to the PC-12 NGX, Markus Bucher commented: “Seeking to further reinforce our position as the market leader in our segment, we are always looking for innovative solutions of benefit to the safety, comfort and productivity of our customers. The PC-12 NGX is another showcase project which attests to the state-of-the-art technology delivered by Pilatus, Pratt & Whitney Canada and Honeywell. Together, we took the best and made it even better.” This innovation means the PC-12 NGX boasts new capabilities which no one else in this market segment has yet developed or had certificated. For example, the autothrottle for automatic thrust adjustment.
The figures speak for themselves: over 1,700 PC-12s already sold and more than seven million hours in the air. Plus the best customer service in this sector, according to Pilatus.
Improvements have also been made to the engine, which now features an electronic propeller and engine control system. The new propeller low-speed mode delivers a significant reduction in cabin background noise. Prist-free fuel operation is new, too.
“The PC-12 is a model of success. And here now is the third generation of the world’s best-selling turboprop,” said Thomas Bosshard, CEO of Pilatus subsidiary, Pilatus Business Aircraft Ltd, as he explained how customer needs drove the development of the new version. “This comprehensive update is the result of a thorough analysis of the requirements expressed by our customers,
In another first for the turboprop segment, Pilatus beings Advanced Cockpit Environment (ACE) developed for its PC24 jet. The cockpit environment sees a focus on ultimate control and enhanced situational awareness at all times. Intelligent touchscreen control is just one of many features, while the cockpit is also equipped with an autopilot capable of handling all flight attitudes in safety.
On the outside, the PC-12 NGX sports a distinctive new look with a number of design features inspired by the PC24. The cabin windows have been enlarged by ten percent in what is perhaps the most noticeable change. The rectangular shape plus dark windscreen cladding combine to create a modern version of the classic original. Passenger comfort is unsurpassed inside the completely redesigned cabin interior. New, extremely light passenger seats, a reworked cabin headliner and a modern interior finished with the finest leather and superb woodwork show the PC-12 NGX in its best light.
The First Customers
After the first flight in his new PC-12 NGX, Weisler stated: “I really loved my NG, but the NGX takes the PC-12 to an entirely new level. There’s something for everyone: passengers enjoy the modern new cabin, and the autothrottle, single power lever, and electronic engine controls are a pilot’s dream. I am also a staunch advocate for the new Traffic Alert & Collision Avoidance System II (TCAS) option with resolution advisories – the system proved its worth on our very first flight.” In Europe, the first PC-12 NGX delivery went to Dr. Ulrich Byszio in Germany. Dr. Byszio, a pilot with a passion for all forms of aviation, moved from a popular light jet to his new PC-12 NGX. “The PC-12 NGX is the perfect aircraft for my travels around Europe. The combination of its speed, fuel efficiency, comfort and safety record make it ideal for both corporations and owner-pilots like myself. It offers an incredible level of versatility that can’t be matched by anything else in this class”, commented Dr. Byszio after taking delivery of his new NGX. Additional PC-12 NGX launch customers from Brazil and the United States will be taking delivery of their new aircraft end of May and in June 2020.

Air Ambulance and NEMT Services The Heartbeat of Aerial Work Aviation Your family member just had a stroke; however, you live in a rural area hundreds of miles from the nearest medical facility. How do you get your loved one quickly to the right medical center? The answer is an Air Ambulance!
One of the most profitable sectors within “Aerial Work” Aviation is Air Ambulance and Non-Emergency Medical Transportation (NEMT) Services. Over the last thirty years, the Air Ambulance and NEMT market have increased substantially. Based on many market surveys published yearly, the general projections regarding global market value is in the billions of dollars. Outside of economics and without saying of its importance, Air Ambulance and NEMT services are critical services that mitigate the tyranny of distance and time when it comes to saving lives. Over the years, these services have become faster and more reliable. In some cases, it’s the only option to transport critical medical patients, medicines, or vital transplant organs. So, what is this sector of Aerial Work aviation?
First, what is the difference between Air Ambulance and NEMT services?
Overall, the foundation of both is the same, both Air Ambulance and NEMT services are about moving medical patients or critical medical packages via aircraft from distant locations or between healthcare facilities. In general, the services provided on these flights range from an emergency or urgent care, general assistance, to transporting lifesaving medical items (donor organs, COVID-9 test or vaccine trial data, one-off medicines, etc.). However, the simple difference between the two services is related to responding to an emergency or non-emergency situation.
Air Ambulance
Air Ambulance or Medical Evacuation (MEDEVAC) focuses on emergencies. Air Ambulances typically respond to life-threatening events like an auto accident or a heart attack. In many cases, rotary-wing aircraft are used for these types of events.
Non-Emergency Medical Transportation (NEMT)
NEMT or Medical Air Transportation concentrate on transporting stabilized patients over a long distance to a medical facility or home. The standard aircraft used in NEMT are fixed-wing twin-engine, turboprop, and jet aircraft.
Who provides these services?
The providers of Air Ambulance or NEMT services vary from no-fee (Government) to fee (Independent) providers. The main service models are:
Hospital-Based
The Hospital-Based model or Traditional model consists of a hospital controlling the operation and providing medical services and staff while contracting out (usually longterm) with an independent Air Ambulance provider for the flight operations.
Independent
The Independent or Community Based model involves private companies owning and providing services rather than a specific medical facility. Under this model, an Air Ambulance or NEMT provider operates on a fully integrated basis either by directly employing or contracting with other parties to provide aviation, medical, dispatch, communications, and billing and collection services. A large percentage of Air Ambulance providers operate predominately as independent providers.
Government
The Government model or approach includes national or local government or military units owning and operating the Air Ambulances. Most governments provide Air Ambulance services, either directly or via a negotiated contract with an independent service provider. The government will provide guidelines to hospitals and Emergency

Medical Services (EMS) systems to control operating costs and may stipulate operating procedures in some level of detail to limit potential liability.
What type of aircraft are used?
An Air Ambulance or NEMT platform is usually a heavily modified or configured aircraft with specialised medical equipment and kit. The primary aircraft used in this sector are manned rotary-wing and fixed-wing aircraft.
Manned Aircraft Rotary-Wing
Most Air Ambulance or MEDEVAC services operate helicopters. An advantage of a helicopter Air Ambulance is its ability to land in a variety of locations such as streets, parking lots, parks, or fields, in rural areas or confined urban environments. However, since helicopters have a short flight range, they are mostly dispatched for emergency cases in which a patient who requires critical medical care can be transported as quickly as possible. The common type aircraft used for MEDEVAC is the helicopter, e.g., Bell 206, 407, 429; Eurocopter 135, 145; and the Agusta Westland 109, 149.
Fixed-Wing:
The predominant user of fixed-wing aircraft is NEMT providers. A significant advantage of a fixed-wing aircraft is the extended flying range and having a larger cabin area that allows for more advanced medical equipment. Additionally, with extra cabin space, fixedwing aircraft can accommodate additional medical staff and traveling patient companions. The common type aircraft used for air NEMT is fixed-wing aircraft, e.g., Learjet 31, 35,36; King Air 90, 200; Pilatus PC-12, and Piper Cheyenne.

Flight Crew: Pilots
For both fixed-wing and rotorcraft, Air Ambulance and NEMT Pilots have a Commercial Pilot Certificate and Instrument Rating. Pilots are required to have at least a second-class medical certificate or even a first-class medical certificate. Many Air Ambulance and NEMT service providers require their pilots to have a minimum of 1000 flight hours before participating in any operation.
Flight Physician
Even though unmanned or drone aircraft are not currently used in the mainstream of Air Ambulance and NEMT operations, the potential of using unmanned aircraft in this sector is growing. Currently, there are on-going efforts to develop and deploy drones that deliver quickly one-off emergency equipment or medication to individuals in stress with such items as a defibrillator, poison antidotes, EpiPens, or oxygen. When it comes to transporting humans, several non-profit organisations and institutions are working on concepts that would deploy a small van-sized drone that could fly to an emergency scene with one paramedic on board. The drone would be controlled autonomously (GPS guided) or by a remote pilot.
Flight Physicians are licensed physicians with experience in Emergency Medicine, Internal Medicine, Anesthesiology, or Trauma Surgical care. Sometimes a specialised or personal physician accompanies a patient but does not have the same Air Ambulance training as a Flight Physician.
Do these aircraft have the same equipment and medical supplies as a ground ambulance?
Flight Paramedics are licensed paramedics with experience in Emergency Medicine. Like a Flight Nurse but with different care given protocols, they are specially trained to care and transport critically ill patients.
Depending on the type of aerial service provided, most Air Ambulance and NEMT aircraft are modified or integrated, like a ground ambulance, with medical equipment vital to stabilising, treating, and monitoring ill or injured patients. The typical equipment for Air Ambulances includes: • Medications • Ventilators • ECGs and monitoring units • CPR equipment • stretchers. Today, with the COVID-19 crisis, many NEMT service providers are now adding “Isolation Pods” and specialised sanitising procedures to their capabilities regarding transporting infected patients.

Drones Prove Their Worth in a Crisis

There are few sectors that could be said to have benefited from the COVID-19 pandemic which has swept across the world and with it, damaged the whole aviation industry. But on the Isle of Wight, an island off the coast of southern England, an electric whine above the beaches and fields of the popular vacation spot, is one area that has. The whine comes from an unmanned air vehicle developed by the University of Southampton and crossing what only three or four months earlier was a busy piece of controlled UK airspace with tight air corridors where pleasure-seeking GA pilots dodge the Class A airspace from traffic approaching Southampton and Bournemouth Airports. COVID-19 put a stop to all that. GA and airlines were grounded. Airspace was simply that, a spacious air corridor untroubled by mankind. But from every crisis there is an opportunity.
Medical Supplies Drone Service
A decision was taken to trial a drone service for delivering urgent medical supplies to the island in response to the COVID-19 outbreak. Following the example of Zipline in Africa, the trial, which is funded by the Department for Transport and led by Solent Transport, is the first of its kind in the UK and aims to benefit patients by speeding up the delivery of medical supplies. The mission, taking up to 100kg payload of medical supplies to St Mary’s Hospital in Newport from the mainland, via Solent Airport, takes just 10 minutes – way faster than the traditional ferry and much cheaper than a helicopter. A special air corridor has been developed and something that, pre-pandemic, would have taken years to get approved has taken just months to come to fruition. Solent Transport is also looking to develop an air traffic management system to oversee the safe movement of both manned and unmanned aircraft in shared airspace and now different unmanned vehicles are being trialled to see how they could improve the movement of medical supplies.
Medical Deliveries in Rwanda
In Rwanda a similar service has been running since 2016, when the central African nation opened its doors to an American start-up to work together on integrating drones into its airspace. The Californian business, frustrated with barriers in its home market, upped sticks to “the land of a thousand hills”. The result has been little short of miraculous and has spread across the continent to Ghana on the West coast – and, during the crisis, the company has been looking at delivering services in the US as well. In Africa, the company has engineered its drones to carry desperately needed blood, vaccines and medical 6 AERIAL WORK EUROPE JULY 2020
supplies to rural medical centres, crossing terrain that would take hours to cross by road and — vitally in these days of social distancing — without any direct human interaction. Having started as an operation delivering blood, Zipline now serves 2,500 hospitals in Africa delivering medical supplies such as PPE on demand. The FAA has awarded $2.6 million in grants to universities partnered with the agency, with funds dedicated to researching ways in which drones can be safely integrated into US airspace. But the pandemic has proved to be an ideal catalyst, allowing disruptive technologies to demonstrate their ability to provide speedy, socially distanced, solutions.
Drones: All is Forgiven!
Over the past five years, interest in drones has grown from something to be feared or loathed into something that could change our lives. Deloitte’s Chris Metts commented: “We’re seeing growing potential for the application of drones, from disaster management to deliveries, search and rescue and more. I believe in many ways that the best and most appropriate use of drones is the niche uses that everybody is coming up with. These are things that support their organisations to save money and time, and they need to be able to pursue those in order for their businesses to continue to thrive. “What is necessary, though, to facilitate that, are some infrastructural or foundational issues that allow us to bring those niche drone solutions to market.” Training is one of these issues. Sweden’s UMS Skeldar has been developing military drones but is now offering civil applications. The company is working on training system to enable users to get the most of the platforms. Surveillance is one of the key advantages of unmanned air vehicles and is proving popular with police for monitoring crowds and trouble hotspots. Mind you, police in Connecticut took this a step too far when they introduced a drone to monitor social distancing and detect whether people have coronavirus symptoms, such as fever or coughing. They had been looking for effective ways to monitor social distancing, ease the spread of COVID-19 and keep their communities and personnel safe but concerns were raised about privacy, efficacy and the overall need for such a solution. Following a public protest over privacy, the ‘Flatten the Curve Pilot Programme’ was withdrawn.
Meal Deliveries By Wing
Where Amazon has been promising home drone deliveries for some time amid much public scepticism, one company in America has succeeded. Wing, which is part of Google, took an opportunity from COVID-19 to begin delivery of packages – including meals – to homes in Virginia as part of an FAA-funded programme.
The company became the first drone operator to be formally certified as an air carrier by the FAA, which gave it the right to proclaim itself the only authorised residential drone delivery service in America. The local population has become used to the sight of a Wing drone dropping in its delivery from the local Walmart. “Even we were surprised at the uptake of customers when ‘shelter-at-home’ came to Virginia,” said Wing’s Alexa Dennett. “When people are homebound and need to limit human-to-human contact, our drones enable people to maintain a sense of normalcy without needing to travel or interact with one another. This is great news for communities trying to practice good social distancing during the pandemic. In contrast, it’s much more difficult for human delivery drivers to keep their distance.”
Disinfectant Spraying on Broadway
Drones will also help in restoring the old world and shaping the new normal. As Broadway executives debate different strategies for reopening theatres, EagleHawk, a New York start-up, has developed drones to spray disinfectants in Broadway theatres. “This technology reduces the need for human exposure, minimises the costs of PPE and can save a great deal of time and resources,” said Will Schulmeister, the company’s chief operating officer. In Abu Dhabi, the New York University (NYU) campus has teamed up with Abu Dhabi Airports to develop a drone with a robotic arm that can inspect and work on inaccessible areas, for example the roof space on the new Midfield Terminal which towers more than 50 metres high. This is a world first – the drone can take measurements, detect cracks, clean, and even smell, as Professor Tony Tzes, who heads the project, explains. The drone will not only reduce health risks but will also save money. Work on integrating the project was halted as the coronavirus spread as social distancing and lockdown was introduced. To help students, Professor Tzes switched the drones to deliver groceries to halls of residence.
Drones in Daily Life
In France, drones were used in the Fontainebleau forest to enforce measures that restrict people from going out during the night time. Drones were equipped with sensors to detect humans out and about. Drones are and will become more and more part of our daily life. Police forces are using them; engineers use them for the inspection of infrastructure; while ports and ships entering ports also use them. The list goes on. The new normal will undoubtedly have the unmanned drone at its centre – and demand has been given a big shot in the arm by one invisible, but deadly, virus. Despite ongoing international flight restrictions Aero-Dienst is continuously available for customers with their Mobile Repair Team (MRT). After an engine change on a Learjet 45XR, the aircraft of the longstanding customer Luxembourg Air Ambulance (LAA) is once again ready for its worldwide air ambulance repatriation services. Through a remote troubleshooting the team was able to identify the engine problem together with Honeywell and the LAA technicians and decided to send it to the in-house engine shop in Nuremberg for repair. Thanks to the good cooperation with Honeywell, Aero-Dienst was able to quickly organise a rental engine for the

time of the repair and ship it to the customer base. The MRT sent to Luxembourg took over the complete engine change on site in an exceptional time frame - to the absolute satisfaction of the ambulance fleet operator. P2010 TDI
Described by the Italian manufacturer as “One of the most secret development programmes ever,” the new model will be powered by a Continental CD-170 jet/diesel engine and is expected to be certificated by July. load-carrying structures, are built with 70 years’ experience of light alloy structures.
Tecnam (“Costruzioni Aeronautiche TECNAM SpA”) revealed in late May that it had been developing “a new player into the General Aviation arena,” a diesel-powered version of its P2010 single-engine piston aircraft. EASA type certification is expected by July, said the company.
“Flight safety is self-explanatory in the latest certification requirements followed by the electrically adjustable height, 26G-capable crashworthy seats, while flying experience is the ultimate with the Garmin G1000 NXi glass cockpit and GFC 700 autopilot, entirely integrated and tuned around the Continental CD-170 full FADEC and single-lever controlled engine.”
The announcement of the “P Twenty-Ten TDI” was live-streamed via Tecnam’s official YouTube channel with thousands of viewers having registered to participate in what Tecnam called an “exclusive worldwide event.”
Continental’s CD-170 is its newest design and also the highest-horsepower engine in the CD-100 series family, proven with more than 6,000 engines delivered and over 7.1 million service flight hours, said Tecnam.
An aircraft burning just 5.2 US gallons per hour (less than 20 litres), with roomy, Italian-style shaped cabin interiors, and taking advantage of the highwing configuration with three access doors plus another dedicated one for the baggage compartment, “is no longer a dream,” said the company. “And it is no longer a dream to cover 1,000nm with the full tank capacity of 63 US Gal (240 litres).”
“The P2010 remains a modern aircraft for flight schools and private owners,” noted Tecnam CEO Paolo Pascale. “With the Continental’s Jet/Diesel engine, the P2010 TDI is simply the ‘ideal aircraft’, combining a modern, sleek, ‘green’ design with consistent, robust power.”
The P2010 can now be ordered with three different powerplants, and three different fuel capabilities: automotive unleaded (approved on 180hp version); Avgas on the most powerful 215hp variant; and, from now on, Jet/Diesel.

Garmin Autoland achieves FAA certification for general aviation aircraft
Garmin International, Inc., a unit of Garmin Ltd., has announced Federal Aviation Administration (FAA) certification and availability of the Garmin Autoland system in the G3000 integrated flight deck in the Piper M600. In the event of an emergency, Autoland will control and land the aircraft without human intervention. The awardwinning Garmin Autoland system is also featured on the Cirrus Vision Jet and Daher TBM 940 and will soon be available on these aircraft, with additional aircraft approvals to follow. “What started as a vision to develop the world’s first Autoland system for general aviation, became a reality today as we deliver one of the industry’s most significant innovations,” said Phil Straub, Garmin executive vice president and managing director of aviation. “Congratulations to the entire Garmin team who contributed to the development and certification of Autoland – one of the industry’s most forward-thinking technologies that will forever enhance aviation safety and save lives.” In the event of an emergency, the pilot or passengers on board the aircraft can activate Autoland to land the aircraft with a simple press of a dedicated button. Autoland can also activate automatically if the system determines it’s necessary. Once activated, the system calculates a flight plan to the most suitable airport, while avoiding terrain and adverse weather, initiates an approach to the runway and automatically lands the aircraft – without pilot or passenger intervention. Autoland takes into account a breadth of information and criteria during an activation, including a wide range of performance, operational and environmental factors. The availability of a GPS approach with lateral and vertical guidance to the runway is also required when the system is considering various airports and runways. Even further, the system will automatically communicate with air traffic control (ATC), advising controllers and pilots operating near the aircraft of its location and its intentions. Throughout an Autoland activation, the G3000 integrated flight deck provides passenger-centric visual and verbal communications in plain-language so passengers in the aircraft know what to expect. The flight displays show the aircraft’s location on a map alongside information such as the destination airport, estimated time of arrival, distance to the destination airport and fuel remaining. Airspeed,
altitude and aircraft heading are also labeled in an easy-tounderstand format. Passengers also have the option to communicate with ATC by following simple instructions on the display using the touchscreen interface on the flight deck. The Garmin Autothrottle system is used to automatically manage aircraft speed, engine performance and engine power so the aircraft can climb, descend or maintain altitude as needed during an Autoland activation. On approach to land, the system initiates a controlled descent to the airport. If the aircraft needs additional time to descend or slow down during the approach, the Autoland system initiates a standard holding procedure. When aligned with the runway, the landing gear and flaps are automatically extended and the aircraft continues its descent. On the runway, automatic braking is applied while tracking the runway centerline to bring the aircraft to a full stop. Engine shutdown is also automated so occupants can safely exit the aircraft. At any time, a pilot can easily deactivate an Autoland activation. With a single press of the “AP” autopilot key on the autopilot controller or the autopilot disconnect button on the controls, an Autoland activation can be canceled. The flight display shows a message that confirms Autoland has been deactivated and in the event of an accidental deactivation, the system shows passengers how to reactivate Autoland if needed. Garmin Autonomí, a family of autonomous safety solutions, encompasses Autoland, Emergency Descent Mode (EDM) and Electronic Stability and Protection (ESP). These technologies add to the safety enhancing tools and capabilities of a Garmin-equipped flight deck. For example, in the event an aircraft loses pressurization, EDM is capable of automatically descending the aircraft to a preset altitude without pilot intervention to help avert hypoxic situations. ESP further enhances the Autonomí suite by working to assist the pilot in avoiding unintentional flight attitudes beyond that for normal flight. ESP works in the background while the pilot is hand flying the aircraft to help pilots avoid inadvertent flight attitudes or bank angles. Should the pilot become inattentive while hand flying the aircraft and exceed pre-determined pitch, roll or airspeed limitations, Garmin ESP activates and the pilot will feel pressure on the flight controls that guide him/her back to a recommended flight limit.

Update on Brexit and European Aviation Operations for US Registered Aircraft Last year, we discussed How Brexit Could Affect European Aviation Operations for US Registered Aircraft. Brexit was a considerable topic with worldwide implications – people from all corners had been surmising at length what would take place and when. Negotiations went on at length, and with multiple extensions to the United Kingdom’s actual exit from the European Union, there was no clear end in sight. While the UK has now officially left the EU (as of January 31, 2020), not much has changed, or will until at least the end of the year. During this “transition period” for the UK, it will be “business as usual for citizens, consumers, businesses, investors, students and researchers in both the EU and the United Kingdom”, according to the EU Aviation Safety Association (EASA). “The United Kingdom will no longer be represented in the EU institutions, agencies, bodies and offices but EU law will still apply in the United Kingdom”. This transition period is meant to give the UK time to negotiate a new and equitable partnership with the EU. It is scheduled to end on December 31, 2020 but can be extended once for up to two years if there is joint agreement before July 1, 2020. These continued negotiations only involve the UK and EU. So while it seems there will be a year of normalcy between the UK and EU, we still can’t say exactly what will happen. However, as seen in our previous blog, we have a pretty good idea of what the new UK regulations will look like when the transition period is over. The general information outlined here will likely survive whatever agreements the UK makes with the EU.

As stated before by Howard Dyer, Director and Lead Consultant at Howard G Dyer Ltd, and co-contributor to these articles: “Brexit before breakfast is bound to cause heartburn throughout the rest of the day.” While attention and coverage of the topic has waned some, this sentiment still holds true.
The UK Part-TCO is expected to cost £78. The good news is that neither the UK nor EASA want to make things difficult for anyone.
The following information was covered previously in How Brexit Could Affect European Aviation Operations for US Registered Aircraft, and we maintain it is the most likely result of negotiations:
After the transition period, the UK will implement new aviation regulations largely mirroring the EU laws – essentially allowing aviation to continue as it did before. The procedures are in place, with few changes, to maintain free passage between States of Europe and the United Kingdom.
The UK within EU Regulations
These new UK laws are comparable to FAA Part 129, which “prescribes rules governing the operation within the United States of foreign air carriers appropriately authorized by the Civil Aeronautics Board or the Department of Transportation (DOT)”.
Since 2008 and the establishment of EASA, the EU has been moving toward an aviation safety regime based upon the United States’ model, with EASA following many of the principles of the FAA. This includes universal recognition of certificates issued by EASA and freedom to fly between States. Some of these freedoms extend to associated States like Iceland, Norway, Switzerland and some of the new Balkan countries. This establishes a virtual aviation neighborhood over most of the landmass of Europe, known as the European Common Aviation Area (ECAA). Britain has been a key and influential mover in all this but is now aiming to leave. Currently, aircraft registered in the UK intending charter flight operations to, from, within or via this “European Aviation Neighborhood” need no special permits to operate to and from the UK and the rest of Europe, or within the UK proper. After the transition period, UK-registered air carriers will no longer be considered a part of the neighborhood. One look at the map and a glance at the economic figures for European aviation, and it is clear that the UK is a still a major piece of real estate. Nevertheless, UK air carriers will have to be considered Third Country Operators (TCOs) and will need to hold an EASA-issued Foreign Carrier Permit (FCP) and a PartTCO Certificate prior to undertaking any commercial flight from the UK to anywhere in the European Aviation Neighborhood (just as the FAA requires to certify foreign carriers in the US). Currently, N-registered aircraft intending flight operations to, from, within or via the UK are already considered TCOs and must hold the EASA-issued FCP and the Part-TCO prior to any commercial flight being taken. This includes charter operations. This will not change, and if an owner/operator has these permits now, they will still be valid after the transition period and will not need to be updated. Post-Brexit, aircraft registered elsewhere in the European Aviation Neighborhood and operating to, from, or within the UK, will now be considered foreign operators for the UK Civil Aviation Authority (CAA). This also applies to N-registered

The UK Aviation Regulations and the Block Permit
The new rules include the UK Part-TCO mentioned above, but once purchased, operators will then be able to further obtain one of two permits which pertain to where they can operate and how often: 1. Foreign Carrier Permit – Operators will still have the option to obtain a Foreign Carrier Permit for either scheduled or unscheduled commercial operations, which will specify where they can go and how often. 2. Alternatively, Operators can obtain a Block Permit – which will be a new product offered by the UK. The block permit will not be flight specific and can allow TCO aircraft to go between the UK and European Aviation Neighborhood for an initial period of 3 months, with a potential extension of up to 9 months. The extension will depend largely on the reciprocal traffic rights granted by the other parties to the agreement. Furthermore, the CAA currently issues ad-hoc charter permits to EU carriers covering either one or a short series of flights on a route-by-route basis for services between the UK and countries outside the European Aviation Neighborhood. This process will remain unchanged and can apply to aircraft registered in the United States. The CAA will have the responsibility to not only issue all TCOs for commercial services, but accordingly, monitor travel rights to and from countries in the European Aviation Neighborhood. The CAA wishes to ensure a minimum regulatory burden is placed on air carriers and is therefore developing a streamlined process for EU carriers. Most commentators recognize all this as a gesture to meet minimum requirements, but with the option to go hard on neighbors who don’t throw soft balls back over the fence.
Exceptions to the Block Permit
This permit does not apply to aircraft operating purely private flights, meaning zero payment for services (even gas for the flight), to, from, or within the UK – all of which will not need a Block Permit. The requirement also makes exception for: “overflights; state flights from a foreign government or military-registered aircraft; positioning flights, ferry flights or delivery flights; flights for the purpose of undertaking repairs, alterations, maintenance, or salvage; and test flights”. For instance, a carrier flying from Spain to Ireland, crossing over England, wouldn’t need a Block Permit. During the transition period, EU law will still be applicable to the UK, and the UK will still be subject to EU-negotiated Air Transport Agreements. In this instance, UK or European Aviation Neighborhood members will not need a Permit or any TCOs for operations to, from, or within the UK. What it Means for US Aircraft Owner Trustors These changes mostly apply to charters operators of aircraft of less than 19 seats – most private flights are exempt from the rules outlined above. The bottom line is that post-transition period, members of the European Aviation Neighborhood will be considered “foreigners” to the UK, and vice versa. Likewise, US registered aircraft will be foreigner to both, which will mean that N-registered aircraft operating in both Europe and the UK will need all permits – the EASA-issued Foreign Carrier Permit, the EASA-issued Part-TCO and the CAA-issued UK Part-TCO. Again, if you already have the EASA-issued permits, new ones will not be necessary, but the additional UK permit will be mandatory to operate in the UK. It’s important to know the exact requirements during this transition. Without the right documents in place, certain USregistered aircraft operating in the UK could have permits removed, fines invoked, or potentially even be grounded. In the end, if you’ve made it this far reading, you likely have the “Brexit before breakfast heartburn” – it’s as complex as promised – but we’re here to figure it out for you. Many thanks again to Howard Dyer, who helped unravel the “Euro-speak” used to explain this new process to the EBAA earlier this year. Howard is an English safety consultant who worked for many years in the UK CAA and was responsible for getting all UK aircraft compliant with the new EASA regulations when they came into force in September 2008. He tells us that it took him years to understand EASA rules written in Euro English. He now tells us that the CAA’s own rules for coming out of the EASA are even harder to untangle. The decision to launch the JET&CO Marketplace resulted from one question: How do you keep profits sustainable while every provider (maintenance, airports, etc ) is increasing prices?
Business aviation doesn’t always mean private jets, and flying on private jets doesn't mean having a caviar, champagne, and even a golden lavatory!
Passengers won’t agree to pay more, so the sector needs to play more on volume, while being more efficient. That means aircraft should fly more, and better, but what does that mean?
Chartering an aircraft means you are buying a turn-key travel service provided by a certified Air Operator (which has a socalled Part135 Air Operator Certificate). These operators have been certified by their civil aviation authorities to fly passengers from point A to point B.
Flying more implies convincing new clients to use business aviation, which means bringing transparency. By flying more and reducing costs, operators can provide a more affordable service while still remaining profitable.

Flying better means opening opportunities, giving every operator the chance to be considered by users and travel agencies, including giving FREE access to empty-leg listings. This will make everything more AFFORDABLE, EFFICIENT and FAIR. It’s vital for business aviation to realise today the challenges of tomorrow. Thousands of old aircraft used daily for charter will need to be replaced within 10 years. Who will pay for that? Without a strong business plan based on long term projections for industry growth, it will be impossible. Some aircraft types are no longer produced (e.g. the Piper Navajo, Cessna 402-421, etc) and today the only alternative platforms cost 20-30 times more. This is a real disaster, and the situation will get worse if the market stays underexploited and unknown by the public.
NOTE ON EMPTY LEGS Empty legs are one-way discounted flights. They are sold with a 30-90% discount as they have been paid for already by the previous or the next user, who will have used (or will be using) the aircraft. They can be an excellent opportunity to try business aviation and try various types of aircraft.

You're Better Off In A Pilatus!
Edwin Brenninkmeyer, Founder and CEO of Oriens Aviation, which is the authorised Pilatus Centre for the British Isles, tells GA Buyer Europe that Pilatus Aircraft are now even more suited to its customers' transportation needs.
GABE. With COVID-19 dominating this year, what effect have you seen on air travel and business aviation in particular? EB. At the start of 2020 there was a general unease in the markets, long before COVID-19 really hit public perception and we were already preparing for a possible slowdown in business aviation activity. Commercial air travel came to a near standstill with over 60% of the global airline fleet grounded. Private aviation saw nearly an 80% drop in business jet activity worldwide in April (according to WingX). Nevertheless, business aviation flights continued for what was classified as essential travel, such as repatriation flights, essential business flights and COVID-19 recovery efforts. For example, Jetfly utilised its fleet of PC-12s and PC-24s to provide free flights for frontline care professionals and for the transport of medical equipment. Similarly, the Irish Air Corps acquired an additional PC-12 to its fleet to help with training, COVID-19 test delivery and the HSE (Health Service Executive of Ireland) support. GABE. What is your view on the prospects of recovery of the business aviation market in 2020/2021? EB. The increasing need for flexibility, convenience, health concerns and the reduction of available airline routes will be the key drivers that will stimulate a business aviation recovery. The ‘new normal’ of post-COVID 19 flying and the need for social distancing will bring inconvenience and delays to commercial air travel. Business Aviation will now grow in appeal to those who could always afford it but struggled to justify it and this will bring new business aviation customers to our industry. Businesses and High Net Worth Individuals will be looking for ‘health corridors’ to minimise their chances of contracting the Coronavirus. The safest way to fly will be in a wholly-owned aircraft with fractional and charter being the next best options to consider. With a number of airline routes being cut and a resulting reduction in available

point-to-point destinations, private aviation will be on hand to provide a solution. The need for in-person interaction will not go away. Digital technology cannot replace the value of face to face communication in complex negotiations, developing new business partnerships or in the securing of new suppliers and clients. Business leaders will continue to seek ways to enhance their effectiveness and business aviation will be one of the ways to achieve this. GABE. Did the COVID-19 crisis affect the maintenance side of your business? EB. The crisis had a minimal impact on our aircraft maintenance business. London Biggin Hill Airport remained operational during the lockdown and we were able to continue all our essential scheduled maintenance activities, with careful social distancing processes in place. We had a customer who brought his scheduled maintenance forward due to the virus grounding. In addition, some of our customers relocated their aircraft to Biggin Hill and our facility during lockdown as Biggin Hill has proven to be more flexible in responding to the needs of business aviation. For example, a customer who lives in a remote part of the British Isles has chosen to relocate his aircraft and base it with us, simply because crew cannot access the aircraft by airline, the way they used to. GABE. Are there signs of recovery in the sales side as of end of May? EB. We have experienced some increase in enquiries for aircraft as prospective purchasers start to think about their options for post-lockdown travel. Existing PC-12 customers have started to fly more within the UK and some reported increased use of their aircraft. For example, we have one long-standing owner who positions his aircraft to a small grass strip to allow him maximum flexibility of movements. He now commutes regularly to London in his PC-12 rather than his usual method of taking the train, to ensure maximum social distancing. This highlights the unique benefits of a fast, comfortable, pressurized aircraft that is optimally suited to grass field operations. We have seen more flights in general as well as demo activity in mainland

Europe, rather than to / from the UK. We have no doubt that as more clarity over quarantine restrictions and its ultimate lifting will emerge, we will see far more personal aviation travel activity to and from the UK. GABE. How has the market changed for sales of Pilatus aircraft? EB. The Pilatus aircraft ability to operate closer to one’s departure point or final destination will prove particularly attractive to private aviation users, especially when one considers the desire of customers to avoid public transport. In addition, we are likely to see more demand for the PC-24 Super Versatile Jet from larger companies who will now consider business aviation more seriously as a way of keeping their employees safe vis-à-vis the airline or train. GABE. Did the crisis affect any of your scheduled sales transactions? EB. All customers who had committed to purchasing an aircraft with Oriens Aviation prior to the lockdown remained stable and we are looking forward to delivering the first UK based PC-12 NGX in the coming weeks. We also saw some customers postponing their commitment decisions as lockdown started, due to the levels of uncertainly. GABE. Have potential buyers been looking to secure lower prices for aircraft? EB. Factory-new Pilatus aircraft are now sold-out for the remainder of 2020 and enquiries during lockdown have so far not progressed sufficiently to prompt any pricing discussions. With the demand for new aircraft remaining strong and, as has always been the case with Pilatus products, the list price accurately reflects market forces for these aircraft. However, now is a good time to enquire about nearly-new aircraft and there are undoubtedly deals to be done. GABE. How do you see the rest of 2020 developing in terms of business recovery? EB. The 2020 virus-induced recession is very different from others, as we have already seen. In most other recessions, business and personal aviation is the first to go and the last to return but now, we expect the exact opposite. Customers wish to retain their assets for as long as possible and as the recovery occurs, business aviation will be among the first elements to recover. GABE. Have you revised your business development /strategic plan for 2021 onwards? EB. We remain cautiously optimistic for 2021. Time will tell whether and how new regulations relating to travel in post-COVID times as well as the UK in a postBrexit world will affect travel to and from the UK from the smaller airfields that play so much to the unique strengths of Pilatus products. In addition to the macro and industry aspects we have already considered, we are
in the fortunate position to have a new and significantly upgraded PC-12 [the NGX] to be able to offer customers and this is making the aircraft more attractive than ever before. The PC-24 Super Versatile Jet will also be an attractive option to customers and businesses looking for a similar point-to-point air travel capability with even greater comfort and speed. GABE. You also have started a training side of the business with Oysterair. Have you been able to bring that on line again? EB. The current guidance is that recreational flight training is restricted (at the time of writing) but professional flight training has not been stopped and we are able to continue. However, within the peak months of COVID, we deliberately ceased flight training although online training continued and ground recurrent training was delivered with video conferencing software. We are now commencing professional flight training once again, with each case risk assessed prior to commencement of training. GABE. Do you envisage continued demand for training on the PC-12? EB. There is absolutely no question of this and we have a number of crews in the pipeline to be trained for future aircraft deliveries. We will only see an increase in demand for the PC-12 as more and more of them come into AOC use. GABE. What would you like to see from government(s) to better recognise the business aviation / GA industry’s challenges and assist as best they can? EB. Business Aviation is open for business and is a medically safer way to travel than just about any form of public transport. Allowing an easement of restrictions through business aviation FBOs and airports in line with the decreased passenger footfall would allow business aviation to continue to thrive. In addition, the smaller GA airfields must not be overlooked by government as they provide a real alternative to lengthy road travel by virtue of their being closer to a passenger’s final destination. GABE. Finally, do you envisage reducing your team or making any other changes to your business model due to the Coronavirus? EB. We firmly believe that business aviation can provide much needed assistance and support during these unprecedented times. Garmin's new emergency autoland is being incorporated into the TBM 940. Daher has unveiled technical details for its TBM 940 very fast turboprop aircraft in the Model Year 2020 version, which is equipped with HomeSafe – an emergency system that automatically brings the airplane to a runway touchdown if the pilot becomes incapacitated. The system is activated manually by an easily recognisable orange button atop the cockpit instrument panel. Its software integrates weather, traffic and terrain information to select the best airport for landing, taking into account fuel range and runway length. HomeSafe is based on Garmin’s Emergency Autoland system – available as a part of the G3000 integrated flight deck – and has been under development for the TBM since 2017 by the Avionics Engineering Office at Daher’s Aircraft Division. This work included Big Data analyses and the testing of 20 HomeSafe system versions. Daher has submitted HomeSafe to European and U.S. aviation authorities for a certification expected this spring, enabling first deliveries of the autoland system in its top-of-the-line very fast turboprop version in June. The system also will be available for retrofit on earlier-production TBM 940 aircraft at an introductory price of $85,000. “The TBM 940 redefines safety and reliability in its category, and continues Daher’s pragmatic introduction of cockpit automation for lower pilot workload and enhanced situational awareness,� said Nicolas Chabbert, the Senior Vice President of Daher’s Aircraft Division. “This latest step extends our innovation into a feature that specifically addresses operational safety from passenger’s point of view.� When HomeSafe is activated, occupants of the aircraft are briefed by a safety video on the cockpit’s multifunction

The pilot can override the autoland function at any time to resume normal flight conditions by simply disconnecting the autopilot. HomeSafe operates with systems and functionality already integrated on the TBM 940, such as the autopilot and autothrottle, as well as functions of Daher’s TBM e-Copilot: Enhanced Stability and Protection (ESP), Emergency Descent Mode (EDM) and automated de-icing detection. Also utilised is traffic data (ADS-B, FIS-B), weather information (XM weather, Garmin Connext, etc.) and inputs from the radar altimeter. Additional equipment incorporated on the TBM 940 for system functionality with HomeSafe includes electrical relays to enable automatic activation of the flaps, landing gear and landing lights. An emergency automatic braking system – activated by a Garmin servo control – complements the standard braking system, with an additional hydraulic fluid tank. A fuel shut-off valve also has been added to stop the engine by cutting off the fuel supply. Budde, an Alaskan pilot, A&P mechanic and entrepreneur, saw the need for high quality, affordable FAA PMA-approved engine baffles for the GA fleet. With the highest level of customer service and value pricing, word spread quickly, and the company was an immediate success.
High-strength axles in steel and titanium for many single-engine Cessna’s have been a huge success for the company, along with various other previously unavailable parts. Baffles are available with bare metal or can be powder coated, and with hightemperature silicone baffle seals installed that are reinforced with a thin sandwich of reinforcing fibreglass in the center – providing the perfect level of rigidity.
Finally, the fastest growing segment of the Airforms’ line is its Cessna Caravan products. Value-priced FAA PMAapproved components that have been engineered to outlast the OEM parts have met with huge acceptance by some of the largest C208 & C208B/EX operators in the world. What Does it Cost to Operate a Turboprop? David Wyndham considers the cost of operating a business turboprop. Broadly speaking, what do they cost to buy, and what are the hourly variable and fixed costs associated with ownership? There is no single industry definition for the various business aircraft categories. Conklin & de Decker considers the cabin size and range. Business turboprops can be split into at least three categories, including Light Twin, Medium Twin, and Single-Engine. Business turboprops typically seat between five and nine passengers, have a step-down aisle to allow more passenger headroom, and a small storage space with a coffee pot and insulated drawer for refreshments. The Medium Twins and larger Single-Engine Turboprops may include a small lavatory. Cabin height with the stepdown aisle requires adults to stoop while entering and exiting (typically the height offered is 58 inches or lower). Meanwhile, the range in this class varies, and is often weight-limited in this category – for example, you can carry full fuel with limited passengers or full passengers with limited fuel and range. In terms of non-stop range with full seats, most turboprops offer between 600 and 1,000 nautical miles of range. Maximum ranges with full fuel can be up to 1,500nm. Most flights operated in this category are approximately an hour long, so even with seats full, the limited range tends to suffice. Aircraft typical of the Twin-Engine categories include the Beechcraft King Air series, Piper Cheyenne and Cessna Conquests. Mitsubishi MU-2s and Rockwell Twin Commanders also remain popular Twin-Engine turboprops today. Popular Single-Engine models are the pressurized models like the Pilatus PC-12 series, Daher TBM 700/800/900 series and Piper PA46TP series. While Single-Engine, unpressurized models like the Cessna Caravan and Quest Kodiak are most often flown in utility roles, there are also some with executive interiors.
How Much Does it Cost to Buy a Turboprop?
Acquisition costs for new models in this category run from $4m to $8m list price for Twins-Engine Turboprops. New Single-Engine Turboprops have a list price between $2m to $5m. Pre-owned prices for turboprops aged between five and 10-years old can run from $1m to about $3.5m. For turboprops older than 30 years, airworthy models can be bought for under $500k. According to data tracked and complied by AMSTAT, at the end of March 2020, there were almost 15,000 active turboprops worldwide, with about 1,200 listed for sale. Placing a pre-owned aircraft into service is likely to require additional funds. A buyer could spend $150k or more on upgrades, paint and moderate interior refurbishment. and must be budgeted for when the aircraft is purchased. Engine overhauls vary considerably across this category (partly depending on whether the aircraft has one engine or two). If the engines are close to their first overhaul then another $250k to $400k should be budgeted, per engine, for the overhaul.
What’s the Operating Cost of a Turboprop?

What are the Data Costs for a Turboprop?
Data costs will vary based on the type of connection, speed, and amount of data used, and where you fly, but Wi-Fi is becoming a more popular item in this class of aircraft – especially on the newer models. Maintaining internet connectivity ranges from an airto-ground system (North America) or a basic satellite system. There are different installation and rate plan options designed to fit the needs of both the passengers and pilots. New installations for an airborne internet system can run anywhere from $100k and up. Monthly rates, based on data used and download speeds, can cost $1,000 per month for moderate use (depending on the plan and equipment).
What are the Fixed Costs of a Turboprop?
Fixed costs of a turboprop can be about $350k per year, including the following: • • • • •

Salaries & Training: The pay for pilots ranges from $60,000 to $120,000 per pilot, depending on job duties and level of experience. Additionally, pilots will need training at least annually and that can run from $10,000 to $15,000 per crew member. Two pilots may be used for additional safety measures on single-pilot approved airplanes, or they may be
required for charter operations. Many turboprop owners make use of their FBO and local service center for maintenance. If you choose to employ an aircraft maintenance engineer (or maintenance technician) the salary could be up to ~$80,000 per year. The engineer/technician can take care of much of the routine maintenance and handle maintenance planning and control. If the flight department schedule is complex and involves frequent changes and multiple individuals who can authorize use of the aircraft, a flight scheduler is recommended. Their salary can cost as much as $60,000 per year. All-in, two pilots and one maintenance engineer (with salaries, benefits and training) will cost over $250k annually. Hangar: You should plan on an annual fee of $20,000$30,000 in rental costs for a hangar within a typical metropolitan area. Higher cost areas, like New York City, Hong Kong or Geneva will be significantly higher. Insurance: Budget approximately $20,000-$30,000 for insurance, depending on the aircraft’s value and liability limits. If the aircraft spends a lot of time outside of developed countries, those costs may be much higher. Refurbishment: Paint and interior refurbishment should also be considered. A new interior and paint job may last from seven to nine years with excellent care. Depending on the level of completion, materials, and any extra features, you should budget $150k to $300k for this work. Additional costs that can be incurred include acquiring aircraft technical publications for the aircraft and flight crew, and additional maintenance, office and travel expenses.

If you’re considering buying and operating a turboprop for your Business Aviation needs, you should realistically factor an operating budget of approximately $575k for a Single-Engine Turboprop, and $825k for a Twin-Engine model, per year, based on flying an average 400 hours annually, excluding the costs of capital, taxes and depreciation.
