What Is WMU?

The World Maritime University (WMU), in Malmö, Sweden, is a postgraduate maritime university under the United Nations, founded by the International Maritime Organization (IMO) in 1983 as its premier institution for maritime postgraduate education, research, and capacity building.

WMU aspires to be the world’s leading maritime university for postgraduate education and research.

Mission

As a center of excellence for postgraduate maritime education, our mission is to serve the global maritime community through education, research and capacity building to ensure safe, secure and efficient shipping on clean oceans. WMU: • Contributes to maritime capacity building and the development of effective policies for the global maritime community; • Helps build a sustainable world through maritime education and research in the maritime sector; • Educates future global maritime leaders, experts and professionals; • Provides a forum for international collaboration on maritime transportation.

Governance Structure

WMU is governed by Charter and Statutes, approved by IMO Assembly, which is made up of delegations from 170 IMO Member States and 3 Associate Members. The WMU Board of Governors (BoG) is appointed by the SecretaryGeneral (SG) of IMO, Mr. E.E. Mitropoulos, and consists of 30 members, who each serve 2-year renewable terms. The Board of Governors usually meets annually, chaired by WMU’s Chancellor, who is also SG of IMO. The BoG reports to IMO Council, which consists of the 40 leading maritime states. An 11-person Executive Board (EB) is appointed by the IMO SecretaryGeneral to help facilitate the work of WMU, provide oversight between sessions of the BoG, give directions and guidelines as necessary, consider draft plans of work and budgets, report to the BoG, and meet no less than three times a year. Members of the EB serve renewable 2-year terms. The EB Chairman T. C. Skaanild is Secretary General/CEO of BIMCO.

Academic Programs

Ph.D. in Maritime Affairs The Ph.D. program, in Malmö, Sweden, is a research degree related to the IMO mission of safety, security, and environmental protection with specializations in: • Marine Environmental Management • Maritime Administration: Law, Policy and Security • Maritime Risk and System Safety • Maritime Technology and Education • Shipping and Port Management The program consists of 240 ECTS credits, requires 3-6 years on a full- or part-time basis. Candidates who have completed part of a doctoral program elsewhere may be granted advanced standing, in which case the minimum permissible period of enrollment includes registration, one progression seminar, and the dissertation (120 ECTS credits), and requires a minimum of 12 months. The Ph.D. tuition is a credit-based university fee, includes supervision, access to the library and research laboratories, and IT support. An approved research proposal earns 20 ECTS credits, successful completion of 4 progression seminars, each earn 40 ECTS credits, successful defense of a dissertation earns 60 ECTS credits. M.Sc. in Maritime Affairs The M.Sc. program, in Malmö, Sweden, responds directly to the needs of the maritime industry, equipping graduates with the skills necessary for a successful career. The M.Sc. program offers 4 specializations: Maritime Safety and Environmental Administration; Maritime Law and Policy; Maritime Education and Training; and Shipping and Port Management. The standard 14-month program runs from September each year, and consists of 80 ECTS degree credits, plus 10 non-degree credits. Candidates who have already completed a postgraduate program elsewhere may be granted advanced standing, exempting them from the first semester, reducing the university fees by €2,000. M.Sc. Applications should be submitted electronically to MSc@wmu.se; the forms are available online at www.wmu.se. Applications are considered by the Admissions Board on a competitive basis. The entry requirements are a Bachelor’s degree in a relevant subject (science, law, technology, social sciences) or a Master Mariner/Chief Engineer certificate of competency, plus IT skills, and good English language ability demonstrated by a standard, international test of English, as follows: Admission to the WMU ESSP: TOEFL: 61 – 79, IELTS bands 5.0 and 5.5 Admission to the standard M.Sc. program: TOEFL: 80+, IELTS band 6.0+ English & Study Skills Program (ESSP) - Malmö, Sweden The ESSP is a 3-month program open to students joining WMU’s standard M.Sc. program, or to independent students. The curriculum is designed to upgrade the English language competences of the participants to postgraduate level. The university fee for the entire program, including tuition and the requisite insurance (medical, life, accident), is €3,600. Student Costs in Malmö. Total student costs for the 14-month program are €18,500, which includes accommodation in the student residence (€500/ month), basic living cost (€600/month), plus an average of €3,000 in home airfare, local transportation, and other costs. Total student costs for the 3-month ESSP are €3,400 for accommodation and basic living costs. 4


Donor Fellowships. A limited number of full fellowships is available on a competitive basis annually to M.Sc. students in Malmö, mostly for employees of maritime administrations. A full 14-month fellowship is valued at €36,000 and covers university fees and student costs. Fellowships are offered by the Ocean Policy Research Foundation of Japan (27), the International Transport Workers’ Federation (5), IMO (4), EU’s SafeMed Project (3-5), the Government of Korea (4), and the TK Foundation (2). Some donors may also offer ESSP fellowships valued at €7,000 to successful M.Sc. fellowship recipients, covering both university fees and student costs. There also exist a few fellowships that cover the university fees only, each valued at €17,500. Outreach M.Sc. ITL Program - Shanghai, China. The M.Sc. in International Transport and Logistics (ITL) in Shanghai is aimed at maritime professionals from Shanghai and China. The program, in its 7th year, is taught on the campus of Shanghai Maritime University, consists of 43 credits (~86 EC) delivered over 15 months, and starts in March each year. The program is taught in English, and entry requirements, grading, and quality assurance processes are those of WMU. Tuition is US$ 12,000. A student needs at least RMB 70,000 (~US$ 11,000) to live in Shanghai for the 15-month study period, including accommodation, food, and study materials. Outreach M.Sc. MSEM Program - Dalian, China. The M.Sc. in Maritime Safety & Environmental Management (MSEM) in Dalian is aimed at China Maritime Safety Administration employees. The program, in its 7th year, is taught on the campus of Dalian Maritime University, consists of 43 credits (~86 EC) delivered over 14 months, and starts in July each year. The program is taught in English, and entry requirements, grading, and quality assurance processes are those of WMU. Tuition is US$ 12,000. A student needs at least RMB 50,000 (~US$ 8,000) to live in Dalian for the 14-month study period, including accommodation, food, and study materials. Postgraduate Diploma in Marine Insurance – by Distance Learning. The PGDip in Marine Insurance is delivered by distance learning in collaboration with Lloyd’s Maritime Academy to enable students based anywhere in the world to study marine insurance at the highest level. A specific aim of the program, now in its 7th year, is to enable professionals in the marine insurance industry to attain an academic qualification. The tuition is GBP 4,850.

Resources and Infrastructure

University Building. WMU’s building is a gift-in-kind from the City of Malmö. WMU’s current 3,000 m2 home dates from the 1960s, and will be replaced in 2013 by the historic Tornhuset, with the addition of a new, architect-designed extension, in the heart of Malmö. The new 5,000 m2 building will provide WMU with outstanding facilities for growth and expansion, especially in research. Library. The WMU Library specializes in the university’s maritime core. It has a print collection of more than 20,000 titles, including books, reports, and documents from IMO and other UN agencies, audio-visual materials, and 1,700 WMU dissertations. The library maintains a core of 350 periodical print titles, and has access to thousands more in electronic format via database subscriptions and commercial maritime web sites. The library portal address is www.wmu.se/library. Journal. During the past decade, the WMU Journal of Maritime Affairs has become a well-recognized leading maritime journal. In 2011, WMU negotiated for Springer Verlag to publish and distribute the journal to help increase subscription and publication impact. Drs. Jens-Uwe Schröder-Hinrichs and Max Mejia continue to serve as editor and co-editor, respectively. Each issue of the electronic version of the journal contains at least 4 open access articles, which increase citations and expand the global impact of WMU Journal of Maritime Affairs. Henrik Smith Residence. WMU students in Malmö are welcome to live at the Henrik Smith Residence (HSR), located 3 km from WMU. HSR has 216 single study-bedrooms, each with a private bathroom and access to cooking facilities. The rent varies from €500 for students to €700/month for non-students. 6


Professional Development Courses and Conferences Professional Development Courses (PDCs). PDCs, 3-21 days in duration, offer professional updating to maritime professionals, language teachers, and government officials. PDCs may be part of the existing M.Sc. program in Maritime Affairs, or may be client-specific, freestanding PDCs offered at WMU; there are also external PDCs for specific external clients, taught at any location specified. Alumni

WMU has 3,240 alumni from 163 countries, increasing by ~200 graduates annually. The alumni maintain close linkages, creating a unique maritime global network. Graduates hold key posts in maritime education, governments, maritime administrations, ports and shipping companies, or represent their governments internationally. Using Turkey as an example, HE Binali Yıldırım (M.Sc. Class of 1991, Malmö) has served as Minister of Transport and Communication since 2003, and HE İsmet Yılmaz (M.Sc. Class of 1990, Malmö) was appointed Minister of National Defence in 2011. A third Turkish WMU graduate, Mr. Suat Aka (M.Sc. Class of 1990, Malmö), is Deputy Undersecretary in the Ministry of Transport and Communication. WMU is immensely proud of the achievements of these accomplished Turkish alumni, just as we are proud of the accomplishments of all our alumni and the global maritime network they constitute. The reason for the large number of Chinese graduates is explained by the 459 M.Sc. graduates of the outreach programs in Shanghai and Dalian. Gender. WMU has taken seriously the empowerment of women in the maritime world, as part of the UN Millennium Goals. Until the late 1990s, female students made up less than 5% of the intake to the Malmรถ program. With the support of fellowship donors, the proportion of women has now risen to more than 30% of the annual intake, thereby equipping the global maritime sector with highly educated, powerful female managers. 9

In addition to the resident faculty, WMU is fortunate to have 110 outstanding Visiting Professors from around the world, who are renowned academic or professional experts in their field, and 6 Adjunct Professors, who contribute their expertise to specific areas, including Dr. Charles R. Cushing, a member of the National Academy of Engineering (USA).


Research

WMU’s research program has been invigorated with new research projects and a restructured Ph.D. degree structure. Research is part of WMU’s mission and was given priority in the Strategic Vision Plan 2010-2015. At present, WMU is generating a gross income for the University of ~€1.6 million. The research budget is not part of the regular WMU operational budget; income must equal expenditure, and so research does not generate a net profit. Besides EU funding, WMU is a contractor for IMO and UN agency projects, as well as other maritime organizations worldwide. The research projects fund Research Associates and Research Assistants, and have extended WMU’s publication record, reputation, and international impact. Current projects •

Finances

WMU’s total budget in 2011 was almost €8 million, a 20% increase over 2010, due to a significant increase in enrollment and increased development, leading to a net budget surplus in 2011 as in 2010. WMU relies on voluntary contributions without any guarantee of continued support from year to year. In contrast universities worldwide receive the majority of their income from their government, as OECD figures clearly demonstrate (stats.oecd.org/index.aspx). In Europe, on average, the government contributes 74% of universities’ funding. IMO, which is WMU’s equivalent of a national government, contributes 3%-7% of the annual operational budget. Sweden, WMU’s host country, contributes 30-40% annually. Japan is a vital contributor, both to the operational budget (Nippon Foundation Professorial Chairs) and in the form of student fellowships (Ocean Policy Research Foundation). However WMU relies on a narrow donor base, which makes it vulnerable to global events such as the 2008 financial crisis. WMU depends almost entirely on voluntary contributions. China Classification Society, Class NK, Korean Registry of Shipping, Shindong Digital, Gard AS, BP Shipping, and others have already contributed donations for the new WMU facility.
