Message from the President As President of the World Maritime University (WMU), it gives me enormous pleasure and pride to present Facts 2016. This comprehensive annual booklet provides a wealth of information about WMU including programmes, research, alumni, faculty, and donor highlights. We have entered a very exciting period in the history of WMU. The WMU Board of Governors and the IMO Council have endorsed the Study on the Financial Sustainability of WMU which identifies eight strategic directions for the University, one of which is specifically focused on strengthening the University’s research function for maritime policy and ocean subjects. In light of this development, WMU has expanded its offerings to include oceans and energy goals of the UN 2030 Agenda for Sustainable Development and in particular Goals 7, 14 and 17. Goal 7 concerns access to affordable, reliable, sustainable and modern energy for all. Goal 14 deals with the conservation and sustainable use of the oceans, seas and maritime resources for sustainable development. Goal 17 deals with strengthening the means of implementation and revitalization of the global partnership for sustainable development. WMU is the global centre of excellence for postgraduate maritime and ocean education, research and capacity building. Founded by the International Maritime Organization, WMU holds a unique position among maritime institutions and provides an unrivalled educational experience within a multicultural environment in the spirit of the United Nations. About WMU The World Maritime University (WMU), in Malmö, Sweden, is a postgraduate maritime university under the United Nations, founded by the International Maritime Organization (IMO) in 1983 as its premier institution for maritime postgraduate education, research and capacity building.

Vision WMU’s mission is to be the world centre of excellence in postgraduate maritime and oceans education, professional training and research, while building global capacity and promoting sustainable development.

Mission As the International Maritime Organization’s centre of excellence for postgraduate maritime and oceans education, our mission is to serve the global maritime community through education, research and capacity building to ensure safe, secure and efficient shipping on clean oceans. WMU offers a unique postgraduate educational programme and undertakes wide-ranging research in maritime and environmental studies in support of maritime capacity building. Governance Structure* WMU is governed by a Charter, approved by IMO Assembly, which is made up of delegations from 171 IMO Member States and 3 Associate Members. The WMU Board of Governors (BoG) is appointed by the IMO Secretary-General, Mr. Kitack Lim, and consists of 30 members, who each serve two-year renewable terms. The Board of Governors usually meets annually, chaired by WMU’s Chancellor, who to date has been the IMO Secretary-General. The BoG reports to IMO Council which consists of the 40 leading maritime states. An 11-person Executive Board (EB) is appointed by the IMO Secretary-General to help facilitate the work of WMU, provide oversight between sessions of the BoG, give directions and guidelines as necessary, consider draft plans of work and budgets, report to the BoG and meet no less than three times a year. Academic Programmes PhD in Maritime Affairs - Malmö, Sweden Designed as a flexible research degree related to the IMO mission of safety, security and environmental protection, the PhD programme offers specializations in: • • • • • • •

Maritime Administration: Law, Policy & Security Maritime Education & Training, Human and Organizational Development (METHOD Group) Maritime Energy Research (MarEner Group) Marine Environmental Research (MER Group) Maritime Risk & System Safety (MaRiSa Group) Shipping & Port Management

Students can register twice each year, in April or September. Consisting of 240 ECTS credits, the programme involves 3-6 years of study on a full or part-time basis at WMU or elsewhere. Candidates who have completed part of a doctoral programme at another institution may be granted advanced standing, in which case there is a minimum 12-month period of enrolment. The PhD tuition includes supervision, access to the library and research laboratories, IT support at WMU, and medical, life and accident insurance. MSc in Maritime Affairs - Malmö, Sweden The MSc programme in Malmö is designed for mid-career maritime professionals to meet the current needs of the maritime sector. The standard 14-month programme begins in September and from the 2016 intake consists of 90 ECTS credits. The first term (24 ECTS credits), including research methodology, lays the foundation for successful graduate studies. Throughout the second and third specialization terms (44 ECTS credits), the programme integrates academic subjects with realworld applications through the field study programme and Visiting Professors from the maritime sector. In the fourth and final term (22 ECTS credits), students deepen their knowledge in their main field of study while simultaneously broadening their knowledge base through exploration of the other specializations. In 2016, WMU launched two new specializations within the Malmö MSc in Maritime Affairs, namely in Maritime Energy Management, and Ocean Sustainability, Governance and Management. These specializations are part of the University’s response to the new WMU oceans-related agenda that was approved by the IMO Council in June 2015 on the basis of the Study on the Financial Sustainability of WMU. They are also a key component of WMU’s response to the UN 2030 Agenda for Sustainable Development adopted by the UN General Assembly in September 2015 that includes 17 goals and related targets intended to guide the global efforts to end poverty, promote prosperity and well-being for all, protect the environment and address climate change. Maritime Energy Management is designed for professionals from the maritime energy and environmental sectors, and offers a comprehensive understanding of different aspects of maritime energy management, from ships to maritime-related onshore facilities. It provides the expertise needed to achieve a sustainable and energy-efficient maritime industry. Ocean Sustainability, Governance and Management is designed for all those concerned with the economic, social and environmental health and sustainability of coastal and ocean environments. It provides a comprehensive understanding of the interconnected global economic-social-environmental coastal and ocean system, within the broader ocean context, and an understanding of the complex UN system for ocean governance. These two new specializations are complemented by five more: Maritime Education & Training; Maritime Law & Policy; Maritime Safety & Environmental Administration; Port Management; and Shipping Management & Logistics. 5

For the Class of 2017, student costs for the 14-month programme are US$ 26,900 to cover accommodation in the student residence, basic living expenses, and airfare home. An accelerated programme of 10 months is available to students at a cost of US$ 21,300 which covers the same benefits. Applications are considered by the Admissions Board on a competitive basis. Entry requirements include a Bachelor’s degree in a relevant subject (science, law, technology, social sciences) or a Master Mariner/Chief Engineer certificate of competency, plus computer skills, and good English language ability demonstrated by an internationally recognized English language proficiency test. MSc ITL Programme - Shanghai, China The MSc in International Transport & Logistics (ITL) is intended for maritime professionals. Established in 2005, the programme is delivered on the campus of Shanghai Maritime University utilizing WMU’s entry requirements, grading, and quality assurance processes. The intensive programme begins in April each year. Delivered in English, the programme consists of 88 EC delivered over 15 months. Tuition is RMB 85,000 (~US$ 13,500) as at August 2015. At least RMB 70,000 is required to live in Shanghai for the 15-month study period, including accommodation, food and study materials. MSc MSEM Programme - Dalian, China The MSc in Maritime Safety & Environmental Management (MSEM) in Dalian is aimed at professionals involved in Maritime Safety and Marine Environment Protection. Established in 2005, the programme is delivered on the campus of Dalian Maritime University utilizing WMU’s entry requirements, grading, and quality assurance processes. Beginning in June each year, the programme consists of 88 EC delivered over 15 months. The programme is taught in English and tuition is RMB 85,000 (~US$ 13,500) as at August 2015. At least RMB 50,000 is required to live in Dalian for the 15-month study period, including accommodation, food and study materials. English & Study Skills Programme (ESSP) - Malmö, Sweden The ESSP is a 3-month programme that begins in June. Open to students joining WMU’s standard MSc programme, or to independent students, the curriculum is designed to upgrade the English language competencies of the participants to postgraduate level. Roughly 30% of Malmö MSc students join ESSP. Fees for the programme, including tuition and the requisite insurance (medical, life, accident), are US$ 5,500. An additional US$ 4,700 is required to cover accommodation and basic living expenses. Donor Fellowships A limited number of full fellowships are available to Malmö MSc students annually on a competitive basis. The fellowships are generally awarded to employees of governmental agencies. A full 14-month fellowship is valued at US$ 53,500. In addition to full fellowships for the 14-month programme, some donors provide ESSP fellowships valued at US$ 10,200 to cover both university fees and student costs for the ESSP programme. Some fellowships cover university fees only, with a value of US$ 26,600. Gender WMU is actively working towards Goal 5 of the UN 2030 Sustainable Development Agenda regarding gender equality and the empowerment of women. Until the late 1990s, female students made up less than 5% of the Malmö intake. A recruitment strategy with strong support from fellowship donors has resulted in the proportion of female students rising to around a third of the annual intake. Almost a quarter of WMU faculty are female. Women in the Class of 2014 established the WMU Women’s Association (WMUWA) that aims to support the advancement of female maritime professionals worldwide.


Field Study Programme Students in the Malmö MSc in Maritime Affairs benefit from a unique programme

Distance Learning WMU collaborates with internationally renowned partners to deliver a variety of distance learning programmes including an LLM and several Postgraduate Diplomas (PgDips) that are structured on the European Credit and Transfer System (ECTS). 1 ECTS credit (EC) is approximately 26 to 28 study load hours. Successful students earn credits that can be transferred into other programmes, at WMU and elsewhere, subject to approval of the receiving institution. All graduates of WMU distance learning programmes are invited to take part in the annual WMU Graduation Ceremony. More information for all distance learning programmes, including tuition fees, can be found through visiting wmu.se/distance-learning Executive Maritime Management PgDip by Flexible Delivery (40 EC) New in 2015 and delivered in collaboration with DNV GL’s Maritime Academy, this innovative PgDip is designed to provide a “boot camp for managers”. The 11-month programme consists of 5 modules and addresses current topics of critical importance in the maritime industry. The programme begins in September and is delivered using a blended learning approach with a focus on operational, commercial, and technical issues. Marine Insurance PgDip by Distance Learning (40 EC) Delivered in collaboration with Lloyd’s Maritime Academy, this distance learning PgDip enables students based anywhere in the world to study marine insurance. Now in its eleventh year of delivery, this 12-month programme begins in September and provides the knowledge to better understand the way marine insurance markets function, including the terms of standard insurance cover available.

Maritime Energy PgDip by Distance Learning (42 EC) Introduced in 2014 and delivered in collaboration with Lloyd’s Maritime Academy, this PgDip programme delivers the key knowledge and critical understanding needed to drive a more efficient and responsible shipping industry. The 12 month programme begins in September and is comprised of 5 modules offering a unique opportunity for maritime professionals to benefit from up-­to­-date analyses of current initiatives and future developments in maritime energy management. International Maritime Law PgDip by Distance Learning (60 EC) A new collaboration with Lloyd’s Maritime Academy as of 2015, this PgDip programme responds to the demand for education in international trade and maritime law within the shipping, trade and related industries. The 16-month programme begins in November and offers the opportunity to study international maritime law in relation to the practical application of law in dispute resolution, bringing together the intellectual rigour of academic excellence with the experience of leading legal practitioners. International Maritime Law LLM by Distance Learning (80 EC) A new collaboration with Lloyd’s Maritime Academy (LMA) as of 2015, the LLM programme offers law graduates the opportunity to obtain a master’s qualification. The LLM programme offers an advanced understanding of a specialized area of maritime law and is suitable for individuals in both the legal and maritime industry. 11


Executive and Professional Development Courses WMU has led Executive and Professional Development Courses (EPDCs) around the world, training thousands of maritime professionals. These courses provide an opportunity for mid-career updating and knowledge sharing for maritime professionals. EPDCs range in length from a few days to several weeks and the blend of academic expertise and hands-on practical experience can be immediately applied in the workplace. Topics addressed meet current and future needs of the maritime market, particularly in key IMO-mandated areas. EPDCs can be customized to meet the educational requirements of a particular organization. A close relationship is established between the client and WMU’s executive education staff from the initial course design to ensure that challenges encountered by the organization are thoroughly analyzed and key issues are clearly identified. This allows for the intended learning outcomes, corresponding course curricula, location of delivery and instructors selected to effectively meet the needs of the client. Research Research is part of WMU’s mission and was prioritized in the Strategic Vision Plan 2014 - 2018. Research projects generate a significant gross income to WMU. Besides EU funding, WMU is a contractor for IMO and UN agency projects, as well as other maritime organizations worldwide. Donor Focus - TK Foundation The TK Foundation, a private independent foundation established in 2002, is named for J. Torben Karlshoej, “T.K.�, who founded the Teekay Shipping Company, now Teekay Corporation. The Foundation currently supports programmes that enable disadvantaged youth to maximize their capabilities through pathways such as education, training and life skills with a view to becoming self-sufficient. The Foundation also promotes knowledge of the seas and oceans, and strengthens maritime safety and security for the betterment of individuals, communities and the environment. As of 2016, the TK Foundation has supported 21 students at WMU, and these fellowships give every country an equal possibility of access to excellence at WMU and the human capacity to develop its maritime sector. The first TK Foundation Fellow was enrolled in the Class of 2009, and since then the TKF has become a consistent supporter, raising the number of its annual fellowship awards to four each year from the Class of 2013 onwards. The TK Foundation also made a major donation to establish the MaRiSa (Maritime Risk & System Safety Research Group) Research Simulator Lab, in partnership with a private sector donor. The lab was opened in 2012, and plays an essential role in externally funded research projects and PhD research in the area of safety and risk management.

Resources Library The WMU Library offers a specialized resource for the university’s core activities. The print collection consists of more than 20,000 titles, including books, reports, and documents from IMO and other UN agencies, audio-visual materials and over 1,700 WMU dissertations. The library maintains a core of 350 periodical print titles and has access to thousands more in electronic format via database subscriptions and commercial maritime websites. The library portal address is library.wmu.se WMU Journal & Book Series The WMU Journal of Maritime Affairs has become a well-recognized, leading maritime journal. In 2010, WMU signed a publishing and distribution contract with Springer Verlag to increase the subscription and publication impact. In 2012 an additional contract was signed with Springer establishing the book series WMU Studies in Maritime Affairs. Dr. Jens-Uwe Schröder-Hinrichs and Dr. Larry Hildebrand serve as co-editors. Each electronic issue of the Journal contains at least four open access articles, increasing citations and expanding the global impact of the Journal. Henrik Smith Residence The majority of WMU students in Malmö live at the Henrik Smith Residence (HSR), located 3 km from WMU. HSR has 216 single study-bedrooms, each with a private bathroom and access to cooking facilities. Rooms at HSR may be rented by non-students during low residency periods.

Finances WMU relies on voluntary contributions without any guarantee of continued support from year to year. In contrast, universities worldwide receive the majority of their income from their government, as OECD figures demonstrate (stats.oecd. org/index.aspx). Sweden, WMU’s host country, contributes 23 - 33% annually including providing the University’s premises. The Nippon Foundation of Japan is a vital contributor, both to the operational budget (Nippon Foundation Professorial Chairs) and in the form of student fellowships (Sasakawa Peace Foundation). WMU New Building State-of-the-art facilities for the World Maritime University (WMU) were inaugurated on 19 May 2015 and the celebrations included a gathering of distinguished speakers and invitees from around the globe. The official ribbon-cutting at the entrance was done by IMO Secretary-General and WMU Chancellor, Mr. Koji Sekimizu, together with Mr. Erik Bromander, State Secretary to the Minister for Infrastructure, Ministry for Enterprise of Sweden, and Ms. Katrin Stjernfeldt-Jammeh, Chairman of the Malmö City Executive Board. Inside the building, Dr. Yohei Sasakawa, Chairman of the Nippon Foundation, Mr. Sekimizu, and WMU President Designate, Dr. Cleopatra Doumbia-Henry, cut the ribbon to declare open the new Sasakawa Auditorium. The new facilities of almost 6,000 square meters have essentially doubled WMU’s floor space offering immense opportunities to support the growth of the University with a new auditorium, multiple research labs, seminar rooms and videoconferencing facilities. The WMU library, which houses an exceptional collection of maritime titles, has quadrupled in size, and vital collaborative spaces for students and faculty are located throughout the building. The City of Malmö provided WMU with the landmark Old Harbour Master’s Building and through an architectural competition selected a dramatic extension wing completed by the renowned Danish architect Kim Utzon in collaboration with Australian architect Tyrone James Cobcroft of Cobcroft Architects. The new extension is a bold architectural statement that serves as an “urban hinge” between the historic city and the docklands. The move to the new facilities was supported by the generosity of several donors and the building was awarded the City of Malmö’s highest architecture prize, the Stadsbyggnadspriset or City Building Prize as well as the Region Skåne Architecture Prize.

Donor Focus - The Nippon Foundation The Nippon Foundation, through the Sasakawa Peace Foundation (SPF), is the largest fellowship donor to the University. Chairman of The Nippon Foundation, Dr. Yohei Sasakawa, is carrying on the philanthropic work of his father, and first Chairman of the Foundation, Ryoichi Sasakawa. Since 1987, the Sasakawa Fellowship Programme has funded a global network of 553 Sasakawa Fellows. In addition to the fellowships that cover all tuition and living expenses, since 1993 The Nippon Foundation has hosted a week-long field study to Japan for Sasakawa Fellowship Students and since 2001 has regularly hosted Sasakawa Fellow Network Meetings. The Nippon Foundation has further supported the capacity building mission of WMU by sponsoring three Professorial Chairs since 2013 and has increased this support to sponsor an Assistant Professor position. In addition, The Foundation provides support for numerous conferences and events hosted by WMU. For 2016, the Nippon Foundation has pledged to increase the number of Sasakawa Fellowships to 35. Historically the Sasakawa Fellowship programme has been dedicated to developing countries, and, in addition, in 2016 some fellowships are earmarked to support government employees from developed countries. The Foundation has offered further support for the financial sustainability of WMU. At the inauguration of the new WMU building in May of 2015, Dr. Sasakawa announced the Foundation was planning to set up a special endowment fund worth US$100 million to support expansion of the WMU scope to include ocean-related matters and to establish an ocean and maritime research institution within WMU.
