Delivery through all phases WorleyParsons delivers cohesive engineering, procurement and construction management (EPCM) services that consider the complete LNG value chain for facilities worldwide. Our track record in LNG production extends from opportunity evaluation studies and concept/ technology selection, through to front-end engineering design (FEED), detailed engineering, procurement and construction management for both greenfield and brownfield LNG developments. In the front-end Select phases of a project, WorleyParsons identifies and evaluates project options that consider the entire lifecycle of an asset. Our focus on strategic viability and long-term business value provides customers with options that optimize outcomes and minimize both technical and non-technical risk. Our technology-neutral approach and extensive experience in marinization and modularization uniquely position our customers for optimal design and development solutions for their LNG or FLNG projects. In Deliver, our global footprint enables us to employ expertise and knowledge in EPCM from around the world. Our customers have access to our global best practices and deep local knowledge, while also benefitting from our workshare system which leverages our highvalue project delivery centres to reduce costs and increase project outcome certainty. This proven workshare methodology realizes the benefits of multi-office execution, delivering the strongest team, best experience and most value to our customers’ projects. The commercial viability and schedule certainty for any LNG project is heavily influenced by selecting the right project execution approach, liquefaction technology and location. WorleyParsons uniquely combines the experience of our global procurement hubs, including those in Beijing, Shanghai, Kuala Lumpur and Singapore, to deliver the best procurement and contracting philosophy and construction methodology for projects. In the relationship-based Improve phase, our customers benefit from our unique alliances that employ integrated execution teams and deliver considerable cost and schedule savings compared to conventional project execution methods. Offshore projects require many design considerations to be integrated into the development process, making strong offshore experience a vital success factor. WorleyParsons’ offshore heritage, coupled with our LNG experience, puts us at the forefront of developments in floating and offshore LNG. We bring experience and knowledge of all major LNG technologies to offer customers innovative solutions in this new market.

WorleyParsons has executed more than 50% of the worldwide nearshore regasification projects (planned and in operation), making us the world leader as an independent engineering service provider to the FSRU and nearshore regasification market.

Mid- and small-scale LNG plants are becoming increasingly prevalent in the industry and are particularly important for monetizing stranded gas, debottlenecking existing facilities and meeting the needs of the growing transport fuel market. WorleyParsons has a variety of experience in these smaller scale LNG projects including both midsize (<2 mtpa) and small (<0.25 mtpa) facilities and is expanding its role in the development of these small-scale LNG concepts through a modular design approach.

Our experience in floating production and offloading systems—combined with our expertise in pipelines, storage, loading and regasification— provide for an exceptional terminal designs and construction management team. WorleyParsons’ experience is supplemented by a global strategic alliance with SOFREGAZ, a worldwide leader in LNG regasification.

The implementation of small-scale LNG and hub-and-spoke models are part of our Select offering. We have developed a novel offshore regasification terminal based on a steel barge gravity foundation design with small LNG storage suitable for shallow water depth of up to 15 meters.

WorleyParsons is an industry leader in maritime engineering; providing services for all port, harbor and coastal works. Our diverse marine capability, together with the understanding of complex port requirements, allows us to deliver integrated and cost-effective solutions to our customers. These solutions integrate the marine, product handling and storage requirements within environmental, coastal and geotechnical settings to deliver long-term, cost-effective and efficient solutions. Our team offers extensive knowledge of environmental concerns, cost, constructability issues and approving agency expectations, enabling us to conceptualize and execute innovative and costeffective solutions for LNG and FLNG projects.

WorleyParsons provides comprehensive environmental services, from facility preplanning through to construction, operation, decommissioning and reclamation.

Our experience in onshore LNG utilities and offsites extends from the definition of project requirements through to delivery and commissioning. We provide services for onshore receiving facilities, including piping, power generation, safety systems, pipeline tie-in, metering and custody transfer. Additionally, our onshore pipeline team provides a project integrated approach to onshore pipeline design issues such as right-of-way, pipeline routing and tie-in into existing infrastructure.

We systematically integrate specialist infrastructure and environmental services with engineering and other technical capabilities to deliver streamlined project solutions. Our customers’ projects benefit from the resulting seamless integration of impact and compliance management into their project execution. Our site-specific solutions address the challenges in asset acquisition, environmental and social impact assessments, marine and terrestrial specialist studies, and the effective management of construction and operational compliance.

Meeting industry demands As the world-wide demand for natural gas imports increases, the technical and regulatory challenges and the scale of the investment required to facilitate successful delivery of LNG projects requires an unbiased partner with a comprehensive understanding of local requirements, the LNG value chain and associated technologies. WorleyParsons understands the demands, scale and integration requirements of the LNG industry. Our experienced teams have played key roles in a variety of LNG terminal and regasification projects including those with novel concepts, such as LNG storage and regasification on the same vessel, regasification on a separate floating facility and side-by-side LNG transfer from an LNG carrier.

Select LNG WorleyParsons’ Select business line is focused on project viability assessment and development. Our specialists support strategic decision making on critical front-end planning issues to meet our customers’ ultimate business objectives. These services comprise comprehensive pre-feasibility, feasibility and pre-FEED studies for all projects to overcome challenges, mitigate risk and enhance project outcomes. The team brings in-depth cross-industry experience to provide technical analysis and decision support during the initial stages of an LNG project, securing the greatest value over the project lifecycle. Additionally, our Select processes and tools quantify risk and commercial value, enabling our customers to make datadriven decisions with confidence. WorleyParsons is Technology-Neutral WorleyParsons is capable of working with all technologies including Optimized Cascade to the end of pre-FEED and technology selection. As LNG projects become more complex and demanding, selection of the right technology becomes ever more important. WorleyParsons has adopted a technologyneutral position in LNG to allow us to work with our customers to independently evaluate and choose the most appropriate technologies. Select is comprised of concept strategy specialists that develop business models and financial analysis prior to FEED. This conceptual review includes the neutral evaluation of technologies, which ensures that the final recommended solution maximizes investment return and underlying confidence.

WorleyParsons’ tools provide decision support based on the objective outcomes of case evaluations. Concept evaluation is supported by the EcoNomicsTM DELT∆ tool, one of WorleyParsons’ many proprietary data analysis programs, which assigns quantitative values to risks associated with environmental, regulatory and social issues that can often impede project progress. This internally-developed program simplifies and expedites the assessment of complex situations and enables fact-based decision making in a timely manner. This approach compares multiple technical and non-technical criteria and assists customers in identifying and selecting the most robust and sustainable project options for the long-term.

We combine our offshore design capability with onshore expertise to optimize module size and density, resulting in smaller, more economical module footprints and, in some cases, increased logistics benefits. Our technology-neutral position in LNG allows us to work with multiple technology providers to deliver the optimum solution for our customers. This includes core liquefaction technology and supporting technology areas such as gas treatment in which we have extensive experience, having designed over 400 gas plants around the world.

Scope: A series of deepwater subsea wells tied back by flowlines to a remotely-operated platform which exports the gas to an LNG plant via a subsea trunkline.

Our modularization skill set is being used extensively on the Pluto LNG Development project. Woodside is developing its Pluto offshore gas field through an offshore production system and an onshore LNG production plant with an initial capacity of five to six million tonnes per year. The combination of remote terminal locations, shortage of local skilled labor, construction access, logistics challenges and opportunities for efficient global procurement all support a modularization approach to LNG terminal delivery. WorleyParsons is a recognized global leader in the modularization of process plants, with experience spanning from the North Slope of Alaska to the Caspian region and the remote North West Shelf of Australia. In conjunction with our joint venture partners, we have used this experience to pioneer LNG plant modularization resulting in the proven reduction of costs, schedule, industrial relations risks and environmental impact and is particularly applicable to projects with remote site locations and high local labor costs.

Improve LNG WorleyParsons has a long history of project delivery and operations support to LNG facilities, including major Improve contracts covering 40% of the world’s LNG production plants. WorleyParsons is recognized as a global leader in the provision of long-term, performance based asset services delivered via our Improve business stream. We bring global experience in LNG capacity expansion projects that varies in scope from debottlenecking to adding liquefaction, trains and associated facilities including feed gas treatment and liquefaction, storage, loading and utilities. With our long-term strategic partner, KBC, we are able to offer our customers a range of services that increase the profitability of their facilities for low specific investments. KBC provides value-added software and services in areas such as energy optimization and reliability, while WorleyParsons provides project management and EPCM services. Our work with KBC utilizes a proven methodology to deliver sustainable profit improvement. Across all project phases, we focus on the optimization of common critical issues such as budget, schedule, quality, operating reliability and technical integrity.

The contract also requires WorleyParsons to undertake the management of specialist consultants and supply specialist personnel on secondment to Brunei LNG.

CUSTOMER: KM LNG OPERATING GENERAL PARTNERSHIP LOCATION: CANADA

CUSTOMER:

WorleyParsons was retained by KM LNG (a joint venture between Apache Canada Ltd. and Kitimat LNG, Inc.) to provide Owner’s Engineer and project management consulting services for the development of an LNG export facility in Kitimat, British Columbia. The facility will have an initial capacity of 5 mtpa with potential expansion to 10 mtpa or more. WorleyParsons is responsible for managing the design of the 287 kV powerline and 36-inch pipeline from Kitimat to the project site, and is currently reviewing the plant process engineering deliverables from the FEED contractor. WorleyParsons is also providing on-site construction management of the contractors carrying out extensive earthworks to level the site in advance of the award to an EPC contractor. Services include construction supervision, contract administration, and budget and schedule control.

WorleyParsons, in joint venture, was selected by Samsung Heavy Industries in Korea to provide field-specific FEED services for Flex LNG’s fixed floating LNG production project for InterOil Corporation and Pacific LNG Operations for use in Papua New Guinea. The FEED scope included execution of the design, engineering and procurement of the topside facilities for the FLNG production project with an LNG production capacity of 2 mtpa.

To increase the security of Singapore’s domestic gas supply, PowerGas is constructing the first LNG regasification terminal on Jurong Island. WorleyParsons is providing the basis of design and FEED, including the development of the EPC contractor tender documents and subsequent evaluation and recommendations. WorleyParsons’ expertise in hydrocarbons, power and infrastructure—coupled with a 20 year heritage in Singapore— and a global process capability are critical to the success of this important project.

Browse LNG CUSTOMER: WOODSIDE ENERGY LTD. LOCATION: AUSTRALIA

Woodside and its partners have extensive gas reserves in the Browse Basin off Western Australia’s Kimberley coast and is planning to use these as the basis of a new LNG production hub in this region. Woodside engaged WorleyParsons in a joint venture to undertake the conceptual studies required to advance the project to FEED. The initial development concept involved offshore and onshore facilities and one to three liquefaction trains with capacity to process up to 15 million tons of LNG per year.

Kiangsu/Dalian/Tangshan LNG Regasification Terminals CUSTOMER: PETROCHINA LOCATION: CHINA

This project involved establishing a project management framework, including an execution plan and associated procedures, for PetroChina to manage the delivery of three LNG regasification projects. The initial configuration of each terminal consisted of 3.5 million tonnes per annum receiving capacity with two storage tanks, each of 160,000 cubic meters capacity. The scope also included a detailed peer review of the FEED for the Jiangsu terminal to be built on a man-made island with a 2km long jetty and LNG regasification by both Open Rack Vaporizer (ORV) and Submerged Combustion Vaporizer (SCV). The peer review associated with this terminal was conducted to ensure that the engineering met the requirement for a Âą10% capital estimate and contained sufficient information for a rapid EPC contract award.

Qatar LNG CUSTOMER: QATAR GAS, RAS LAFFAN LNG LOCATION: QATAR

WorleyParsons, through its Qatar office, provides a variety of engineering services for brownfield modifications, upgrades and revamps to Qatar Gas at its Ras Laffan LNG facilities under a fixed-term contract. The initial contract was awarded in 2004 and then renewed for an additional three years in 2007. WorleyParsons has undertaken scoping workshops, feasibility studies, front-end engineering design (FEED) and complete detailed engineering design for both minor and major design projects covering feed gas pipelines through to liquid product loading.
