Program Management WorleyParsons manages and executes complex decommissioning and remediation programs for our customers, while maintaining schedules and controlling costs and HSE risks. Decommissioning and remediation of industrial facilities require significant planning and management. Over the course of operation, releases of products and chemicals can contaminate soil and groundwater, potentially also impacting neighbouring properties. WorleyParsons utilized its engineering, turnaround/shutdown, and asset services and its decommissioning experience to support a World Bank assessment. This environmental project addressed historical liabilities in the mining sector and facilitated the sustainable privatization of the Zambian copper industry. It included examinations of environmental risks and liabilities, environmental audits, impact studies (air, surface water, groundwater, and soils), engineering studies, social assessments, resettlement plans, site rehabilitation, decommissioning plans, environmental management plans, and institutional/capacity building. We were later retained to provide an independent assessment of the environmental management plans for the project on behalf of the Environmental Management Facility of the Ministry of Finance.

WorleyParsons developed a risk assessment and remedial action plan for a used oil refinery site with contaminants in the soil, ponds, and groundwater. We completed lab treatability studies to identify appropriate remedial methods and pilot tested selected remedial technologies. Following an initial assessment, a remediation system was designed and installed to manage risks to human health and the environment in line with the customer’s objectives. WorleyParsons cleaned contaminated soil by thermal desorption and on-site biological treatment. The site was then capped with a geotextile membrane to prevent infiltration. We successfully implemented Program Management and technical solutions for this complex facility decommissioning. WorleyParsons successfully managed the assessment and remediation of one of the largest brownfields in Los Angeles County in preparation for commercial redevelopment. The site consisted of a 320-acre former oilfield located approximately 13 miles south of downtown Los Angeles. Over 1 million cubic yards of soil were excavated and nearly 650,000 cubic yards of petroleum-impacted material were treated onsite utilizing a combination of ex-situ soil vapor extraction, and landfarming. In-situ soil vapor extraction utilizing a combination of thermal and catalytic oxidizers and internal combustion engines was performed at six locations within the site. Several WorleyParsons offices in the US, Canada, and UK were involved. Project: Remediation Strategy Development and Implementation Customer: National Grid Property Holdings EXECUTE OPERATE Phases: IDENTIFY EVALUATE DEFINE This former gasworks is located in an environmentally sensitive area near a public water supply, a river, and a densely populated area of High Wycombe, Buckinghamshire, U.K. The site has contained a wide variety of historical structures and contaminants from a legacy of historical coal gas manufacturing and supply. Use of innovative treatment methods has resulted in a significant reduction of 88% of the contamination burden and avoided the need to transfer it to a landfill. This approach resulted in a substantial savings for the customer. The project was awarded the Brownfield Briefing Award for “Best Use of Combined Systems”.

Brownfield Redevelopment The fundamental challenge is to complete remediation and risk management in accordance with customers’ redevelopment goals. Brownfields are industrial or commercial properties that are abandoned, vacant, derelict, or under-utilized, where historical activities have resulted in actual or perceived environmental contamination and where a reasonable potential for redevelopment exists. Project: Power Station Decommissioning and Redevelopment Customer: Powergen Phases: IDENTIFY EVALUATE DEFINE EXECUTE OPERATE

United Kingdom

An oil fired power station in the center of Leicester, England was decommissioned for an £8 million new commercial property development. WorleyParsons completed a detailed site investigation and developed a risk-based remediation strategy, with the risk assessment focusing on impacts to the adjacent river. The remediation approach to metals- and hydrocarbon-contaminated soils and groundwater included on-site bio-remediation, which resulted in significant cost savings. The project was considered by the Environmental Agency to be highly successful and a model for risk-based remediation in the UK. It was completed on time and on budget and WorleyParsons was awarded Powergen’s Industry Excellence Award (Environmental Sector) for the project.

The Playa Vista site, located 10 miles southwest of downtown Los Angeles, and formerly a Hughes Aircraft facility for the development, construction and testing of aircraft, is undergoing redevelopment for mixed residential and commercial use. Portions of the site were contaminated by past industrial activities. Residual site contamination included volatile organic compounds and petroleum hydrocarbons. WorleyParsons designed and constructed or implemented remedial measures at the site including in-situ and ex-situ groundwater remediation systems and soil excavation.

Project: Remediation and Redevelopment of Former Refinery Site Customer: Confidential EXECUTE OPERATE Phases: IDENTIFY EVALUATE DEFINE

WorleyParsons implemented a remediation and redevelopment plan for a 21.8 hectare industrial property in Grande Prairie, Alberta that from the early 1960s had contained a small petroleum refinery that manufactured home heating oil, diesel, and gasoline. The business objective was to return the property into a productive end land use. This project received the 2004 Brownie Award from the Canadian Urban Institute (CUI) and Canadian Mortgage and Housing Commission for the best brownfield development showing “Policy and Program Development at the National or Provincial Scale”. Based on existing sales agreements, all available properties have been sold or committed.

Project: Ex BHP Billiton Steelmaking Site at Mayfield Customer: Hunter Development Corporation (HDC) EXECUTE OPERATE Phases: IDENTIFY EVALUATE DEFINE The Regional Land Management Corporation managed the remediation of 3,500+ hectares of former BHP Billiton state-owned land on four sites to prepare them for sustainable and environmentally responsible private sector development. As the lead consultant for the Stage 1 site remediation strategy and design (the most contaminated part of the site), WorleyParsons managed the statutory affairs, preliminary bulk earthworks, detailed design of the earthworks, major drainage works, realignment of a rail line, services relocation, and capping design for the entire site. The design also included the re-use of crushed concrete and blast-furnace slag and featured the construction of a 60m deep bentonite barrier wall. Our work in this project has led to a number of ongoing spin-off projects.

The AEUB has developed a program defining provisions for major facilities in Alberta to assist end-of-life remediation and reclamation. WorleyParsons has completed 30+ AEUB Directive 001 assessments using our technical expertise in hydrocarbon facilities, environmental liability management, contaminated sites investigation, and remediation to produce end-of-life liability provisions. Our proprietary Liability EngineTM enabled us to produce probabilistic model outputs that account for multiple assets and project factors and their technical complexities. The liability provisions are then used to establish priorities for portfolio management over the facility lifecycle, maximizing return on investment and reducing risk and uncertainty for our hydrocarbons customers.

The EKATI Diamond Mine commenced operations in October 1998 and has a mine life to 2014. Under the conditions of both the mine’s Environmental Agreement and Type A Water License, BHP Billiton Diamonds Inc is required to post security deposits to cover the cost of mine reclamation. The probabilistic model developed by WorleyParsons used for the EKATI Diamond Mine is well suited to the complex and multivariate nature of mine reclamation.It introduces and quantifies uncertainty and variability into estimates, models relationships that can be difficult to express mathematically, and allows statistical presentation of results. Using this model, EKATI Diamond Mine has greater confidence in its reclamation liability than that provided by a deterministic approach. We completed environmental due diligence of 21 steel re-bar fabrication facilities in 11 states as part of the acquisition-merger of two major steel companies. This included Phase I Environmental Site Assessments to ASTM standards to identify environmental conditions presenting potential liability and business risk. Our environmental compliance audits of the facilities’ operations, as part of a cooperative audit agreement between our confidential customer and the U.S. Environmental Protection Agency, identified, reported, and corrected potential violations of federal, state, and local environmental regulations or permit requirements. As part of the corrective measures, we also designed and prepared storm water pollution prevention plans for 17 of the facilities. Project: Due Diligence of Acquisition Assets Customer: Confidential EXECUTE OPERATE Phases: IDENTIFY EVALUATE DEFINE WorleyParsons identified environmental issues and evaluated possible environmental liabilities associated with the potential divestiture of power assets in Australia for a Commercial in Confidence customer. WorleyParsons served as technical and environmental advisor to the customer’s asset base of electrical generators and associated distribution systems. The confidential customer’s asset base included coal-fired power facilities and associated infrastructure and was being evaluated for potential sale. The customer required the evaluation of potential environmental liabilities associated with the assets as part of the divestiture process. The evaluation was used to assist the customer with ultimate business case determinations.

Project: Rock Bay Remediation Project Review, Stage 2 & 3 Risk and Options Analysis Customer: BC Hydro Canada Phases: IDENTIFY EVALUATE DEFINE EXECUTE OPERATE WorleyParsons provided expert review services for remedial strategies, costs, and technologies for the Rock Bay Remediation Program (Victoria, BC). Rock Bay is a former gasworks (MGP) facility that over the course of its operation has contaminated soils, groundwater, and marine sediments in upland areas and the proximate marine environment. The primary purpose of the review was to develop alternative remediation scenarios for consideration by the project team, with a key component being Triple-Bottom-Line appraisal of remediation outcomes. Additional duties included a review of assessment information, a risk assessment and development of remediation plans.

Worleyparsons provided redevelopment options, rezoning, master planning, and approvals for a 20 hectare waterfront industrial site near the Sydney Olympic site and Bicentennial Park. The site will be developed into a mixed-use residential, commercial, and retail district, taking advantage of the waterfront access. The local community and city council were consulted in determining the layout of the master plan and urban design principles, such as the creation of an employment-retail-leisure center linking Rhodes with the region and the integration of Rhodes with the surrounding locality and existing transport. Environmentally, the mangroves are to be retained and extended to form a continuous foreshore park. WorleyParsons is engaged by one of Australia’s largest rail owners to undertake the preliminary civil engineering design for the proposed land uses of 264 ha of land adjacent to the Great Northern Railway at Hexham, Newcastle. The redeveloped site would comprise a Train Support Facility (being considered for the eastern portion of the site adjacent to the Great Northern Railway), an intermodal facility, and a large industrial subdivision within the existing coal tailings stockpile area. This would require the removal and remediation of the underlying coal tailings. The preliminary civil design incorporates all key infrastructure design elements and the associated environmental compliance aspects. Project: Refinery Cost-Benefit Analysis Customer: Confidential EXECUTE Phases: IDENTIFY EVALUATE DEFINE

WorleyParsons was retained to undertake a Cost-Benefit Analysis (CBA) of remediation options for part of a refinery facility. The CBA compared the relative costs and benefits of viable remedial options for the area, both internal and external. Remediation options considered included those for source, pathway, and receptor management at different points in the facility’s lifecycle. External factors included elements such as the effect on surrounding property values, groundwater resources, and amenity values of surface water bodies. The CBA identified that, at this time, the costs of remediation outweighed the benefits to stakeholders. The most economical option was to remediate this part of the site following closure of the refinery. This course of action was subsequently agreed with the Environment Agency.

For the last nine years, WorleyParsons has been one of the UK term consultants used by National Grid Property. WorleyParsons has conducted environmental investigations at over 175 gas works sites in the UK and developed remedial programs at over 50 sites. This has included innovative remedial methods for gas works sites, such as ex-situ bio-remediation, air sparging/solid phase oxygenation for in-situ groundwater remediation, and ex-situ heap-leach soil washing. WorleyParsons has led the way in risk assessment and riskbased corrective action to gas works sites. We have also provided planning application support services at numerous sites, including flood risk assessment, drainage studies, and liaising with potential developers, regulators, and purchasers.

Project: Northshore Hamilton Development Customer: Port of Brisbane Corporation EXECUTE OPERATE Phases: IDENTIFY EVALUATE DEFINE

WorleyParsons undertook Stage 1 & 2 investigations and subsequent remediation and validation within four separate areas of identified hydrocarbon contamination. Remediation involved on-site landfarming of 4,100 m3 of hydrocarbon-impacted soil. The site was situated within a 70-ha area of reclaimed land (dredged material) which was used for light commercial and industrial activities. The remediation of impacted soil spanned six months and was completed within the timeframe and budget proposed for the project. The environmental works were subsequently certified by a Queensland EPA-appointed Third Party Reviewer, which ultimately removed the property from the Queensland EPA contaminated sites register, allowing the site to be developed. WorleyParsons has been awarded a number of regional alliances to provide ongoing support services for environmental identification and assessment. This usually includes managing and operating current remedial systems, managing and assessing current environmental impacts, sampling and monitoring existing groundwater monitoring networks, Phase I and II assessments of new properties, third party liaisoning with local municipalities and regulating bodies, and recommending remedial and risk assessment approaches for environmental site management. Regional provision of services addresses the interdependencies of all of a client’s environmental activities and requires a consistency of strategy and project delivery. Project: Guadalupe Natural Resource Damage Assessment - Santa Maria Valley Customer: Central Coast RWQCB EXECUTE OPERATE Phases: IDENTIFY EVALUATE DEFINE WorleyParsons completed an assessment of potential impacts to water quality from historic oil field operations in the Santa Maria River Basin. Our work was performed under contract to the National Fish and Wildlife Foundation, administered by the Central Coast Regional Water Quality Control Board, and funded by a settlement related to petroleum pollution at the Guadalupe Oil Field. After we researched the history of oil field development in the basin, five project areas considered to be representative of oil field activities were selected for additional study. WorleyParsons’ fieldwork has included sampling of stream sediments, storm water runoff, domestic water supply wells, and groundwater monitoring wells.

WorleyParsons provided project management for the demolition and remediation of 140 sites (asset management services for depots and service stations) in Queensland, New South Wales, South Australia, and Victoria. The program was valued at $14M. The scope of work included defining remedial strategies for each site to minimize cost, providing corporate environmental liability management expertise, limiting exposure based on health risk, adhering to regulatory criteria, and scheduling to meet site divestment objectives.

Project: Emergency Response, Boral Remediation, Dundowran Customer: Boral Energy EXECUTE OPERATE Phases: IDENTIFY EVALUATE DEFINE

WorleyParsons completed Stage 1 and 2 investigations, remediation, and validation at an asphalt plant in central-coast Queensland when an unknown quantity of diesel fuel migrated through fill material and emerged off-site at the base of an embankment. Our quick response enabled the client to avoid potential legal and financial consequences. The fuel had flowed overland for about 800m, affecting several residential properties. Approximately 3,500m3 of diesel-impacted soil was subsequently removed and remediated within a purpose-built landfarm. WorleyParsons recommended a postremediation monitoring program for residual diesel-impacted soil and groundwater that remained on site to ensure appropriate actions could be taken should it become mobile. Project: Fertilizer Plant Site Assessment and Remediation Customer: Western Co-operative Fertilizers Ltd. EXECUTE OPERATE Phases: IDENTIFY EVALUATE DEFINE

WorleyParsons was involved in the decommissioning and remediation of a former fertilizer production facility. Anhydrous ammonia, ammonium phosphate, and ammonium nitrate fertilizers (including associated intermediary substances) were produced at the site for 32 years. A major undertaking of the decommissioning program was the disposal of the Class II and III waste material generated by the decommissioning. A dike failed in the early morning hours of December 22, 2008 allowing an estimated 5.4 million cubic yards of coal ash slurry to flow out onto approximately 300 acres. Coal ash flowed into the nearby Tennessee River system. WorleyParsons was one of the first responders to the incident and provided engineering support to the TVA Incident Commander. As many as 29 WorleyParsons employees provided site support as needed for the emergency response including collecting and compiling available resources in a common database, developing plans for an ash processing area and ash dewatering, developing drainage plans for approximately 175 acres blocked by ash, and providing ash dust and byproducts support. The array of remediation approaches can also be modelled to determine the most appropriate strategy and action plan. EcoNomicsTM Assessment was originally developed to support remedial decision making and has been widely deployed. We compare the full life-cycle costs and benefits of each remedial option using the EcoNomicsTM DELTΔ tool, incorporating conventional internal CAPEX and OPEX perspective as well as monetizing environmental and social externalities. This creates a remediation planning framework that is robust, fully qualitative, takes the full life-cycle of the issue into account, incorporates all stakeholders’ views, and identifies solutions that are both economic and sustainable.

The Water Corporation approached WorleyParsons for assistance in assessing project options for the disposal of treated wastewater from regional plants. The customer had been pressured to pursue financially costly disposal methods. WorleyParsons provided EcoNomicsTM Assessments of the full environmental, social, and financial costs and benefits of a number of technical options at five exemplar sites. This analysis allowed the Water Corporation not only to select the most sustainable project option at each site, but also to evaluate better the dynamics and parameters influencing social and environmental results, which can form a basis for informed policy decision making. Through EcoNomics™ global resources and alliance partners, WorleyParsons brought together an integrated project team of power engineering, environmental, and EcoNomics™ experts to provide the customer with the best options for managing CO2 emissions. We developed a carbon management plan for a new coal power plant and three other existing Midwestern facilities. Options considered included CO2 EOR, underground sequestration in saline formations, and trading CO 2 in commercial markets. We also provided an analysis of geological and hydrogeological conditions at possible sites for CO2 sequestration. As part of the evaluation, WorleyParsons worked with Baker & McKenzie to provide our customer with guidance on pending changes to US legislation on carbon trading. Water is critical to Suncor’s operations in the Canadian oil sands region. Consequently, careful stewardship of its water management programs helps Suncor to maintain its license to operate and meet its sustainability objectives. WorleyParsons’ innovative forensic investigative techniques delineate site conditions and determine the potential effects of mining activities and tailings ponds on local groundwater, thus enabling Suncor to implement highly targeted groundwater and surface water monitoring programs for adjacent wetlands, lakes, and ultimately, the Athabasca River. EcoNomicsTM Assessment helped the client select the most sustainable combination of power generation, steam generation, and carbon capture and storage to support the operation of a SAGD (steam assisted gravity drainage or in-situ extraction) facility with an estimated 45,000 bbl/day of bitumen production. An EcoNomics™ framing workshop, risk analysis study, and the EcoNomics™ DELTΔ tool provided insight on the overall economics and sustainability of the power and steam generation decision, both for now and in the future. It took into account the likely changes in policy and regulation in Alberta over the life of the project and potential changes in the values placed on key external resources, notably carbon and water.

Through a WorleyParsons alliance, a central database containing bathymetry, surface geology, borehole locations, existing infrastructure and other relevant datasets was created to support the development of preliminary subsea and pipeline layouts for conceptual infrastructure. Included were the provision of geomatics standards defining datums, grid data transfer protocols, report formats, document control and quality control. The data management service extended to data conversion and interface with specialist programs such as 3D modeling applications for subsea surface modelling.

The goal was to help understand the risks and environmental liabilities associated with potential contamination related to the oil field. The GIS component included a raster analysis to define visual extent of contamination using high-resolution satellite imagery, analysis of digital terrain models to identify surface flow pathways, and development of a GIS database to hold the large amount of data required for the project.
