OPINION
NEWINGTON TOWN CRIER
Letter: In response to ‘Military mode could be necessary’ In response to Police Chief Thomas Ganley’s letter Nov. 14, 2014 in the Newington Town Crier “Military Mode Could Be Necessary,” SWAT teams were created in the 1960s to be utilized for a very specific set of scenarios like hostage-taking, state emergencies, active shooter scenes as a result of 1966 University of Texas tower shooter. LA police were the first to form a SWAT team. SWAT roles have been expanded beyond original specific scenarios and this is where the problem drags on. The role of civilian police has been to maintain the peace and safety of a community while upholding the civil liberties of residents in their jurisdiction. Compare this to the military soldier who is an agent of war, trained to kill the enemy period. The duties of a local police officer are incompatible with that of a soldier. The Posse Comitatus Act of 1878 prohibits use of the military (i.e. force) for local law enforcement, so why are we allowing the militarization of our local police departments? If 99 percent of police work is the ordinary duties of keeping residents safe and 1 percent of time is spent in threatening situations as Chief Ganley stated and wrote, “The Swat Team is trained. The driver gets in cab, starts it up, and drives to the scene.” We have all viewed videos of police arriving to, and mostly after, dangerous situations are over. They look like an invading military, often unnecessarily locking down large surrounding areas and forcing school children and others to run out with hands up in the air after shooter(s) are located or dead. Chief Ganley’s comment of receiving a 9-foot-tall, 30-ton armored military vehicle built to withstand IED’s as nothing more than a larger armored vehicle as “problem solved” is hue political bloviating at its finest. Just because its cost did not come out of local taxes and did not affect the chief ’s budget, the chief is caught justifying this weapon designed for a battlefield for his department’s use. The chief also wrote that this is not an offensive weapon. If
this MRAP vehicle is only to protect its occupants and residents as Chief Ganley stated, why did the chief upgrade and spend an additional $5,960 for three shooting ports? Additionally, if there has been a heavy snowstorm or streets blocked with storm tree debris, what advantage does
patrolling empty town streets with this MRAP vehicle provide? Our Public Works employees do a great job opening our streets with their equipment. This vehicle provides no advantage for residents, only advantages for potential misuses. The chief states our SWAT
team is trained, but are they? In Ferguson, Mo., where their police actions have proved there is never enough training, local gun sales in the St. Louis area are up 700 percent. With a sharp shooter on their non-offensive SWAT vehicle, those SWAT teams abuse of nonviolent protesters and media
journalists civil rights was not “problem solved.” Marquess of Queensbury rules? The problem will drag on if military mode is ever a consideration. Walter Przech Jr. Newington

N EW I N GTO N — Community spirit runs strong in Newington, so it’s no surprise that the town hands out an award annually to honor a local philanthropist. Nominations for the 2014 Volunteer of the Year are now being accepted by the Town Council, which will select a winner in early 2015. Nominations can be made for a single individual or group of people. Last year, longtime volunteer LeeAnn Manke was chosen. She volunteered with local Boy and Girl Scout troops, served on the Lucy Robbins Welles Library Board of Trustees as chair of the Legacy Fund, and on the Board of Directors for the Newington Education Foundation. The 2012 Volunteer of the Year was Judy Igielski, also a member of the Lucy Robbins Welles
Library Board of Trustees and a founder of the town’s Block Watch program. The year prior, volunteer firefighter Richard Brown was chosen for his 50-plus years of service to the town. In his recent written address to the public, Town Manager John Salomone described the annual honoree as an individual (or individuals) “who has extended himself/herself beyond what can reasonably be expected and has touched others in a way that their lives will be affected for many years to come.” Nominees should have voluntarily dedicated their time and/or resources for the benefit of others and to the community at large. Furthermore, Salomone emphasized that councilors recognize many people devote unlimited time to volunteer efforts in Newington, so they extend appreciation to all who have made such commitments. The winner is usually present-
ed a plaque in their honor and read a proclamation at a council meeting. Nominations If a friend, neighbor, relative or coworker comes to mind as a potential 2014 Volunteer of the Year, submit that person’s name to the Town Council using a nomination form. Forms can be found in the Newington Senior and Disabled Center, the Lucy Robbins Welles Library, the Town Manager’s office and online at newingtonct.gov. All nominations must be received by the Office of the Town Manager by Dec. 31 for Town Council consideration. A decision will be made sometime in January or February. Erica Schmitt can be reached at (860) 225-4601, ext. 210, or eschmitt@newbritainherald.com.

They are “working households; they hold jobs and provide services that are vital to the Connecticut economy in a variety of positions such as retail salespeople, customer service representatives, laborers and movers, and personal care aides,” the ALICE report states. “The core issue is that these jobs do not pay enough to afford the basics of housing, child care, food, health care and transportation. their daughter. “As we were going through her life, we found things we didn’t understand and no one ever told us about,” she remembers. “I started writing it all down and before we knew it, it was a book.” She self-published “All for the Love of Marie: Always Keep a Wary Eye” several years ago. Just recently, it was picked up by Tate Publishing, and then last week, officially released in bookstores nationwide. Marie is now 15 years old. She has the mental capacity of a 6-month-old infant and is unable to walk or talk. The seizures have worsened, and she has been in and out of hospitals. Nurses come to the family’s Newington home to help care for her. Keeping “a wary eye” connects to the constant unknown that comes with nurturing a child whose illness has never been understood. “It’s tough because she can’t verbalize what’s wrong with her. We just know when she’s in pain,” Fargo explains. “There were all

these things we weren’t aware of that we needed to do, and we had no one to really help us — we just kept hitting dead end streets.” Surgery on Marie’s brain didn’t
help, and it’s been taxing on the family, including their 13-yearold son Joseph, who is currently in middle school. “We’ve tried to give him a nor-
mal life; he still has to have a childhood,” Fargo said. “Our life revolves around Marie. She does the best she can and we’ve learned to work and do what we can do.”

Fargo used to be a tutor for special needs students, but currently substitutes for schools in Newington and West Hartford, where she grew up. There are support groups for families with special needs, but Marie’s condition is unlike that of any other child, so it’s difficult for them to relate to other parents. Writing “All for the Love of Marie” was therapeutic on its own, however. And Fargo hopes it will help other families. “My hopes are that someone picking it up can say this might help us somewhere down the line when we don’t know what to do,” she said. “We don’t know what’s going to happen for her. Doctors have told me, ‘you know she might not be around forever.’ I do realize that, but I couldn’t imagine life without her.” “She loves to snuggle with me at night, she loves to be with us,” added Fargo, who doesn’t have any other books in the works, at least for the time being. “I heard a lot of people say they couldn’t put the book down, and ‘when’s the next one coming out?’ I really don’t know.” Find “All for the Love of Marie” in bookstores or at Amazon.com. Cub Scouts bring Thanksgiving to families in need
household with two brothers and sisters in eastern Massachusetts, and I can remember some tough years when the church helped my family out on Thanksgiving,” he said. “That’s something I always carried with me, and I think this is a good way to pay it forward.” Clinton knows firsthand the impact generosity can have during the holiday season, and he said his hope was that this undertaking would teach the Scouts. “If you think about the true spirit of scouting, it’s about helping others who need assistance, it’s about community involvement and instilling moral values in these boys at a young age,” he explained. “It really brings it front and center that there are families here in town in need who can benefit. My hope and goal is that it will make the boys feel good about themselves and about helping others.”

NEWINGTON — Not every household has the means to enjoy a turkey and all the fixings on Thanksgiving, but local Cub Scouts changed that for three Newington families this week. Boys in Pack 322 met at Best Market Tuesday evening to pick out ingredients for a trio of holiday meals that were delivered before the big day. Pastor Lawrence Bock from the Holy Spirit Church on Church Street selected three parish families who could benefit the most from the boys’ efforts. Careful to keep their identities anonymous from the Scouts, he made the deliveries himself. Each of the 11 boys — ages 6 to 9 — took the time to craft a hand-written note wishing the recipients a happy Thanksgiving. The boys met ahead of time to brainstorm about their own families’ traditional celebrations and plan different menus. After a Best Market employee took

family to the menu. This was the very first time Pack 322 embarked on such a mission, their inspiration stemming from Clinton’s own childhood experiences on the receiving end of a similar dona- Erica Schmitt can be reached at (860) 225-4601, ext. 210, or tion. “I grew up in a single-parent eschmitt@newbritainherald.com.

Shop small this Saturday STAFF WRITER
While big retailers seem to catch all the media attention these days with their holiday sales blitzes, the annual shopping whirlwind that follows Thanksgiving is an opportunity for small businesses to shine. And those who head out to big box stores at the crack of dawn on Black Friday should heed caution — you might be too tired to discover what local mom-and-pop shops have to offer come Small Business Saturday, Nov. 29. Although it was a corporate creation founded by American Express in 2010, the day is embraced by small business owners who often struggle to find success in today’s corporate retail landscape. According to a webpage American Express created to promote Small Business Saturday, the day began to help small businesses with their most pressing need — getting more customers. In its second year, the event drew praise from leaders across the
country and was officially endorsed by the U.S. Senate. Then last Nov. 30, President Barack Obama posted on his Twitter feed photos of he and his daughters shopping at a D.C. bookstore. He also wrote, “When our small businesses do well, our communities do well. Join me and visit a small business near you to celebrate.” In 2012, American Express began inviting small business owners to promote their stores before the big day with free, personalized ads online. That Saturday, it was estimated that Americans spent $5.5 billion at independent businesses across America. Last year, more than 1,450 neighborhoods signed up to rally their communities to shop small and local. This year, they invite people to rally their own neighborhoods by creating an event to celebrate the day, such as a block party, street fair or in-store party. Area events have already been scheduled on Eventbrite.com. Good Cause Gifts, located at

384 Main St. in Berlin is hosting a Small Business Saturday event from 7 a.m. to 9:30 p.m. The fine, artisan gift store has a special mission to train and employ individuals with disabilities for competitive wages. “What really drives the store is the community involvement,” said Marketing Director Mary Mcnelis. “We’re a small business so we rely on community members to frequent the store.”
On Small Business Saturday, Good Cause Gifts will offer the first 50 visitors complimentary tote bags, and Santa Claus will delight shoppers from noon to 2 p.m. “We’re really just trying to gain more exposure for the store,” Mcnelis said. “Small businesses are really what make your community thrive, giving jobs to your neighbors and friends.” She encourages other independently-owned stores and restaurants to get involved with
