Officials say town acted swiftly to cope with storm

Blizzard Nemo is over, so now what?

All 27 inches of snow that fell in Wethersfield (according to the National Weather Service) is pushed aside and the town is armed for the rest of the winter season.

Wethersfield highway crews had all roads cleared and re-opened by this past Sunday evening and the few emergency incidents that took place during the storm were dealt with promptly, according to town officials.

“Throughout the storm we had medical and fire calls but those were all handled without problem,” Town Manager Jeff Bridges said Wednesday. “The weather made it more difficult but our Police Department, Fire Department and Public Works did a great job handling them.”

The town is still in the process of calculating how much was spent in clean-up costs and overtime for employees, a figure which federal reimbursement will significantly alleviate.

Towns have been asked to designate a 48-hour window in between when the storm began and when clean-up was finished for 75 percent reimbursement.

“We just have to figure out when we want those hours to run; we’ll just have to evaluate the costs of over the last five or six days,” said Bridges, who along with the town’s other emergency See BLIZZARD, Page 3

Rocky Hill Scouts earn Eagle rank, honor lost friend

Best friends since they were very young and co-captains of Rocky Hill High School’s Boys Swim Team, T.J. Moise, 18, and Chris Cerpa, 17, grew up doing everything together. Alongside their families and state and town officials, the pair just celebrated their most recent joint accomplishment — becoming Troop 244 Eagle Scouts.

“They’ve pretty much been lifelong friends and really wanted to do their ceremonies together,” said Chris’s mom Annie

Cerpa, who serves at the Troop’s Advancement Chair.

Scoutmasters Frank Shank, Norm Noel and Tom Caruso, along with other Troop Leaders and the rest of the Scouts joined the boys at the ceremony, which is officially called a Court of Honor.

Also in attendance was Rocky Hill Mayor Anthony LaRosa, Senator Paul Doyle, state Rep. Tony Guerrera, VFW Post 2138 Commanders Ed Wenters and Aaron Freyler, along with Rocky Hill Superintendent Mark Zito and High School Principal Mario Almeida.

But it takes hard work and dedication to one’s community, so both boys embarked on individual projects to finish gathering the 21 badges necessary for moving up.

Chris decided to retire 41 American flags. He began by collecting those that were worn and tattered, not in the proper condition to represent our country.

Then an official ritual was carried out, almost like a military funeral.

Taps were played and a Brownie sang the Star-Spangled Banner.

Each flag was unfolded and displayed one last time before being lowered into a fire pit. A minister said a prayer and the ashes were buried.

“The VFW in Rocky Hill was beneficiary,” Annie explained.

“My mom’s brother and my grandfather both fought overseas so I thought it would be a good way to pay respect to all the veterans,” added Chris.

T.J. brought Challenger Baseball to Rocky Hill, which gives children with physical and cognitive disabilities the opportunity to learn and play baseball on a team. The league’s first season was last spring and will start up again this May. The boys were enthusiastic to stand up together and be honored at the same time.

“Him and I we started Cub Scouts back in second grade together; we’ve been through the whole journey together so receiving it alongside him felt great,” Chris said Tuesday.

But there was someone missing from the event. T.J., Chris and Daniel Markiewicz were known as “The Three Amigos” up until this past October when Daniel, 17, passed away.

Daniel had 19 out of the 21 badges required for the Eagle Scout rank so at the ceremony, Chris and T.J. presented his family with the Spirit of the Eagle Award, celebrating their friend’s achievements.

“He was on the way to Eagle right alongside of us … the three of us were best friends,” remembers Chris, who presented Chris and Cathy Markiewicz, Daniel’s dad and mom, with the award and lit a candle in his friend’s memory before reading a tribute.

with T.J. and Chris. He was also chosen as the third High School Swim Team Captain before his passing.

“They kind of came as a package; the three of them did everything together, they were the closest friends,” remembered Daniel’s dad.

Although he never had the opportunity to begin his own Eagle project, Daniel had an idea to blaze the trails at Dividend Park, one of his favorite hiking areas in Rocky Hill.

“He was also thinking of putting a sign out front with a trail

map,” said his dad, who was very touched that the boys honored their friend as they received their own honors.

“We were very moved,” he continued. “That was a day really that belonged to Chris and T.J.; all their hard work, the years and the projects, they deserved the recognition; I have nothing but gratitude for what they did.

They’re both great kids and have the world ahead of them.”

Malloy urges clearing of snow-covered school roofs

BRANFORD (AP) — Gov. Dannel P. Malloy on Monday urged the clearing of flat, snowcovered school roofs and drains, warning that rain and ice was adding weight to structures already burdened with snow from the weekend storm.

He said the number of reported roof collapses across Connecticut had grown to at least 16 by early evening, up from five collapses Monday morning. The state has been calling school superintendents to warn them, he said.

“Schools are important resources. Please get somebody up on the roof,” Malloy said during an evening briefing in Hartford. “At the very least, make sure that the drains are clear and working. We don’t want a tragedy to occur at one of our school buildings.”

He also urged homeowners to clear their roofs if necessary, adding that some of the collapses occurred in residential structures.

Malloy traveled the state Monday to get a first-hand look at the storm’s wrath. He said the state is sending resources, such as heavy machinery, pay loaders and

massive snow blowers, to hard-hit municipalities to help them with snow removal.

The state is seeking assets from other state Transportation Departments to deal with the cleanup as well as to prepare for another storm that forecasters say could hit the state this week. Also, the Connecticut National Guard is seeking assistance from other guard units.

Bill Shea, deputy commissioner at the Department of Emergency Services and Public Protection, said 25 out-of-state National Guard soldiers with six excavators were expected to arrive in Connecticut on Monday evening.

An additional 28 guardsmen from Pennsylvania were scheduled to arrive Tuesday to help the 250 Connecticut guard members on duty clear snow.

More help was expected Tuesday night from 50 Air National Guard members from Pennsylvania bringing extra equipment.

Malloy said municipalities don’t have the equipment to handle so much snow, citing drifts that are 10 feet high.

A row of school busses are buried in snow near Bridgeport Sunday, in the aftermath of a storm that hit much of the New England states.

“This is a historic storm,” Malloy said. “We had historic levels of snow in every one of our counties.”

Malloy could not say yet how much the storm would cost. “A lot,” he said, urging residents to be patient with the pace of snow removal.

Most schools and colleges in Connecticut are closed and nonessential state workers are staying home as plow crews continue to clear highways and local streets two days after the epic storm, which dumped up to 3 feet of snow on New England and killed

seven people in Connecticut.

Malloy said state offices and the court system were expected to open Wednesday.

Bridges urged residents to drive carefully as the snow melts and roads can still be icy.

“Things aren’t perfect out there; we’re asking people to be patient, be careful, stop at stop signs, watch out for pedestrians.”

And students making their way to school on the slippery, narrowed sidewalks.

Wethersfield schools were back in session Wednesday after sidewalks had been cleared for walkers and facilities’ parking lots were deemed safe.

Blizzard delivers crushing blow to state agriculture

Patti Popp of Sport Hill Farm in Easton was at least managing to laugh a bit as she described the collapsed hoop house.

“It’s mess,” she said. “I went inside praying it didn’t fall on me.”

The hoop house at Sport Hill Farm collapsed under the weight of snow.

Popp is among Connecticut farmers who for about the half-dozenth time in less than three years are taking stock of major weather-induced damage. This time hoop houses and high tunnels like Popp’s — made from heavy duty plastic over metal ribbing — took the brunt of last week’s blizzard.

The toll, while incomplete, is already well beyond 100 structures collapsed or seriously damaged.

“It’s everywhere,” said Bob Heffernan, executive director of the Connecticut Greenhouse Gowers Association. His members are largely non-food growers and at $1.1 billion account for half the agriculture industry in Connecticut, representing 3,000 businesses and 48,000 employees. “The issues for some of these people are that they can’t even get

there yet to actually see the damage.

It’s very dangerous.”

But the fallout from storm damage goes beyond the structures to the plants and the production processes to grow them. With the local food movement entrenched in Connecticut and a number of farmers’ markets and community supported agriculture programs running year round, indoor growing has become increasingly popular through the winter. The structures are also used for what’s known as season extension — the ability to add a month or two on each end of the season by growing indoors.

“It’s good for us when you’re trying to make a living off of farming,” said Popp who had expected to be able to sell arugula, mustard greens and beets at the winter Westport famers’ market from her now-destroyed 96-by-30 foot hoop house. “We want to be able to have the revenue.”

For David and Ty Zemelsky of Star Light Gardens in Durham, the storm damage was even more catastrophic.

They lost five of their six greenhouses, which constitute the bulk of their year-round greens operation and a way for them to get a head start on their summer tomato crop.

“We’re devastated,” David said.

“This is like a family member dying, except it’s like five of them dying.”

In the greenhouse industry, hoop houses and other structures are used to overwinter nursery plants for spring and to propagate early plants, many of which were due to be started soon.

“We had plant deliveries scheduled for this week. They would have been coming in three days,” said Joe Duncan of the Salem Herbfarm, which lost a 90-by-60 foot green house that would have handled nearly two-thirds of his herb, annual and perennial production. “It puts us back five or six weeks. Plants normally start growing right now. We’ll have to skip that and then buy them in.

“This will ripple through the whole year.”

Prior to the blizzard, the state’s farming industry had suffered ongoing indignities since 2009 from prolonged rain; prolonged drought; storms Irene, Sandy and the October 2011 snowstorm; and two winters ago a similar snow situation. A series of closely timed snowstorms resulted in as much snow as the blizzard. That snow destroyed or damaged some 511 farm structures according to state

But Reviczky is not concerned that this year’s snow repeat may send farmers back to the more traditional seasonal growing. “I’m more concerned that this is like the new normal,” he said. “Am I concerned it might turn some people away?Yeah.

I’m concerned about also trying to harden our agricultural assets.”

Reviczky also pointed out that the Governor’s council for Agricultural Development, which he chairs, will have among its first set of recommendations due for release soon, a call for even more year-round agriculture.

“These types of events should give us all a little pause and figure out whether the infrastructure we have is adequate.”

What many farmers don’t have for a blizzard like this and its specific sort of destruction is a financial backstop. Hoop houses and high tunnels, unlike more traditional glass greenhouses, are generally considered temporary structures and therefore not insurable.

The U.S. Department of Agriculture’s Farm Service Agency Connecticut office is compiling data on farm damage from the blizzard and expects to use it to request a disaster declaration. But at best it will trigger low interest loans to cover losses to structures, property and equipment — and that’s only if the farmer doesn’t qualify for a commercial loan.

While farmers tend to be loath to get loans, Kerry Taylor of Providoer Farm, in the first year of farming their location in Salem, said she and her husband might have to consider it.

One of their two structures collapsed — a 30-by-72 foot hoop house that handles all their seedling growth.

“That season is coming very soon,” Taylor said. “We’re not really sure how we’re going to get that going.

We might have to contract out early stuff.”

But give up on year-round farming?

“I’m certainly concerned about climate change. I guess as things get more dramatic, we’re just going to have to build houses as tight as we can.

“I’m not inclined to stop year round. I would refine it,” Taylor said.

Stacia Monahan considers herself lucky even though Stone Gardens , which she and her husband farm in Shelton, got 40 inches of snow.

It took until Tuesday for them to even get to their 26-by-96 foot high tunnel planted with Asian greens due to be picked in late February or early March. But when they did, they found the tunnel had only partially collapsed and some of those greens may be salvageable for their winter CSA and farmers’ markets.

Monahan is kicking herself a bit for not firing up the furnace in the high tunnel before the storm -— a common, though expensive, tactic some farmers use to keep snow off their plastic structures.

Even so, there have been many reports that the intensity of the storm was too much even for that. “We knew the snow was coming,” she said.

“If we didn’t have so much so fast, we could have saved it.”

But give up on all-season operation? Not Monahan nor Patti Popp at Sport Hill.

“I don’t’ throw in the towel,” Popp said. “I have to rebuild it. I was not expecting it. Life throws you curveballs.

“It’s farming. It is what it is.”

Pope’s resignation causes stir among local Catholics

Pope Benedict XVI’s announcement Monday that he will resign Feb. 28 caused a stir among Roman Catholics the world over. Citing his advanced age of 85 and the demands of his position, Benedict will become the first Pope in 600 years to resign. A new leader of the world’s 1 billion Catholics is expected to be elected in March before Easter by the College of Cardinals.

“We voice our sentiments of gratitude, appreciation, respect, esteem and admiration for Pope Benedict XVI and his significant leadership as Pope since April 19, 2005,” Archbishop Henry Mansell, of the Archdiocese of Hartford, said in a statement. “We have all been amazed at the very demanding schedule that he has kept over these years, from early morning to late at night. In his trips around the world, we were particularly impressed by his countless celebrations of Masses and other ceremonies; we heard the major speeches he gave; and we participated in the meetings he held with world leaders and people of every neighborhood.”

Mansell stated that this is a time that calls for “the unification of all Catholics from around the world.”

He asked for prayers for Pope Benedict XVI “as he prepares for his resignation at the end of the month, and to ask our loving God to guide those electing a new Pope with strength, love and wisdom in their deliberations.”

Speaking by phone from Hartford, the Archbishop told the Herald that though he believes Benedict’s successor will continue the church’s conservative legacy, “everybody has his or her own ideas in terms of priority and matters of importance.

Those things can change from Pope to Pope. Notice that Popes quote their predecessors quite frequently; they’re very conscious of those who have gone before them.”

Mansell said it was difficult to speculate on who might succeed Pope Benedict.

“There is a great wealth of talent among the Cardinals,” he said.

“I’m not sure that anyone has an educated guess as to his successor.”

Monsignor Daniel Plocharczyk of Sacred Heart Church, New Britain, said he was taken by surprise at Pope’s decision.

“At 85 he realized he no longer had the strength to do what he had been called to do.”

Plocharczyk stressed that few outside the Vatican know the actual state of the Pope’s health. “Watching him on TV, I could see that he was slowing down,” he said. “With his schedule and responsibility he probably realized it was time [for him to resign].”

Who will succeed him?

“There are rumors,” said Plocharczyk, “but few in the Church are talking about successors because nobody expected his resignation. John 23rd was an elderly Pope, but he started the Second Vatican Council. The Cardinals and Bishops know that they have The Holy Spirit guiding them. By the middle of March we should have a new Holy Father.”

Father Sebastian Kos, parochial vicar and pastor associate for Holy Cross Church, New Britain, said he could not speculate on Pope Benedict’s successor. However, he is confident that whoever it is “will be committed to catching up to the changing world, even though we know the Gospel cannot — and must not — be changed.”

About a successor, Kos said he has heard favorable discussion about Cardinal Marc Ouellet, the Canadian head of the Vatican’s office for bishops, and Cardinal Timothy Dolan of New York. He

said the conclave should take at least a month and, in his view, will not be rushed.

“Pope Benedict’s decision is a beautiful example of the responsibil-

ity of the Church,” said Kos. “If he [Benedict] got too sick, someone would have to step in and take over the Church. Then it would simply become a matter of signing some

The town department gave away T-shirts to the first town residents who took the initiative to come in and pick up the paperwork for tracking each of their 26 acts. The sheets will be collected after Memorial Day. Then at the town’s Summer Concert series this June, July and August, random acts from peoples’ lists will be read during intermission.

“When our campaign ends obviously we want people to continue it and we hope this will get them looking ahead and remembering, it doesn’t take much to make big changes for people,” Rusack said Wednesday.

Rocky Hill has joined in a national movement that began yesterday, Feb. 14.

Gun control legislation and school safety aside, people were desperate to find a way to honor the 26 lives lost in the tragic Newtown, Conn. school shooting. That’s when Ann Curry from NBC News suggested doing “26 Acts of Kindness.”

Rocky Hill Parks and Recreation immediately jumped on the bandwagon and have garnered support from more than a dozen other towns across the state, which are also joining in the efforts.

“We’re not dictating what it should be,” Recreation Supervisor Chris Rusack said Wednesday.

“That’s the beauty of it. It doesn’t have to be anything expensive it can be something as simple as smiling at someone, buying a cup of coffee for someone, telling someone you love them.”

Staff from the town’s Youth and Family Service Department and the Cora J. Belden Library have also joined in.

Sandy was 2nd-costliest hurricane in U.S. (AP) — Superstorm Sandy was the deadliest hurricane in the northeastern U.S. in 40 years and the second-costliest in the nation’s history, according to a report released Tuesday.

The storm’s effects reached far and wide, according to the National Hurricane Center report. While Sandy visited devastation on the East Coast, principally New Jersey and New York, it created wind gusts as far west as Wisconsin and as far north as Canada and caused water levels to rise from Florida to Maine, the center found.

The hurricane center attributed 72 U.S. deaths directly to Sandy, from Maryland to New Hampshire. That is more than any hurricane to affect the northeastern U.S. since Hurricane Agnes killed 122 people in 1972, according to the center’s records covering 1851 to 2010.

The report counted at least 87 other deaths that were indirectly tied to Sandy, from causes such as hypothermia due to power outages, carbon monoxide poisoning and accidents during cleanup efforts.

The deadliest hurricane in U.S. history hit Galveston, Texas, in 1900 and killed 8,000 to 12,000 people.

Local nursing student, clinical advisor earns scholarship

Quinnipiac University student Kyle Hunchak is one of Wethersfield’s very own rising stars.

The 27-year-old was just awarded a $1,500 scholarship from the Connecticut Women in Healthcare Management, as she is pursuing a master’s of business administration with a specialized health care management track.

2 deaths blamed on carbon monoxide

MERIDEN (AP) — Meriden police say they suspect carbon monoxide poisoning killed two people found inside a snow-covered car parked in a driveway.

The bodies of a 20-year-old man and an 18-year-old woman were found Sunday morning. Police told the Record-Journal of Meriden there were paths shoveled alongside the vehicle, but the rest of it was covered with snow and the windows were rolled up.

The victims’ names haven’t been released. Autopsies are planned. If their deaths are related to the blizzard, that would bring the number of storm-related deaths in the state to seven. State police on Monday released the name of a 79-year-old Prospect woman killed by a hit-andrun driver while she was using her snow-blower Friday night. Troopers are still seeking the driver of the car that hit Mary McCormack.

State budget feels effects of federal health care law

HARTFORD — The federal health care law is providing both challenges and opportunities for Connecticut lawmakers as they spend the coming weeks trying to reach a state budget compromise with Gov. Dannel P. Malloy.

The two-year, $43.8 billion proposal unveiled by the Democratic governor last week includes millions of dollars in health care spending needed to comply with the Affordable Care Act. But it also relies on millions of dollars in savings that the law generates.

The law “creates a great deal of change in our budget,” acknowledged Ben Barnes, secretary of the Office of Policy and Management and Malloy’s budget chief.

Medicaid costs are one of the leading drivers of spending growth in Malloy’s budget, which increases spending by 5.1 percent in the first year and 3.9 percent in the second, Barnes said. About $382 million is spent on caseload growth in human services agencies and changes under the health care law. That includes expanding Medicaid eligibility to more people and increasing Medicaid reimbursements paid to primary care physicians. While the state must foot the bill up front, it eventually will be reimbursed 100 percent by the federal government.

That reimbursement rate will adjust

downward to 90 percent by 2020.

Back in 2010, Connecticut received approval from the federal government to expand Medicaid coverage to an estimated 45,000 low-income adults who had been enrolled in the state’s old program known as General Assistance. But the number of eligible adults far surpassed expectations. As of December, 86,870 people had enrolled in the program, now known as Low-Income Adults.

Beginning Jan. 1, 2014, states can further expand eligibility for the program. Connecticut estimates that would add another nearly 60,000 people to the program.

In the meantime, the state is trying to shed some higher-income recipients and transfer them to private insurance plans offered under the new state-based Health Insurance Exchange, which was created under the federal health care law. Beginning Jan. 1, 2014, people and small businesses will be able to buy coverage through the exchange.

State officials estimate nearly 10 percent of the state’s estimated population of nearly 3.6 million is uninsured and will be required to pick up insurance or pay a financial penalty.

Jason Madrak, chief marketing officer for the exchange, said those higher-income Medicaid recipients are still poor enough to

qualify for some of the heavily subsidized plans that will be offered in the exchange.

“We’re ready as of October to help those individuals, and we look forward to taking on that responsibility,” said Madrak, adding how the exchange is planning a large-scale outreach effort that includes directly contacting those current recipients, but also providing funding to community-based

State officials are banking on greater access to health insurance under the new Health Insurance Exchange will ultimately reduce how much the state spends on the uninsured.

Malloy’s budget cuts state aid to hospitals by $208.1 million in the first year and $342.4 million in the second year.

“We believe that as the Medicaid expansion and the Affordable Care Act health insurance exchanges are put in place, that the number of uninsured will decrease to 1 or 2 percent within a relatively few short

years. The result of it is that the amount of uncompensated care provided by hospitals will dramatically shrink,” said Barnes, acknowledging that the Malloy administration is reducing its assistance to hospitals earlier than they’ll see such changes in the insurance market.

“We’re doing that because we need to reduce spending in the budget,” he said, adding the state is still spending $1.6 billion on hospitals despite the cuts.

The state’s acute care hospitals say the proposal would be financially harmful and urged state lawmakers to oppose the cuts.

“The administration has acknowledged that these cuts will hurt hospitals, but that is an understatement. Quite simply, it will devastate them,” said Jennifer Jackson, president and CEO of the Connecticut Hospital Association, predicting will cause lasting damage and lead to job cuts at hospitals.

While the association supports moving Medicaid patients into the Connecticut Health Insurance Exchange, Jackson said it “must be done in a responsible way so there is no gap in coverage, and so the health care savings achieved from that move is reinvested in the health care system.”

Lawmakers have until their June 5 adjournment to reach an agreement with Malloy on a new, two-year budget. The next fiscal year begins July 1.

William A. Noonan

William A. Noonan, 77, of Portland, formerly of Wethersfield, husband of Dolores (Duval) Noonan, passed away Wednesday, Feb. 6, 2013, at Middlesex Hospital. He was the son of the late William J. and Evelyn (Stone) Noonan.

Born on July 11, 1935 in Hartford, he lived in Wethersfield for most of his life, residing in Portland for the last 11 years.

A U.S. Air Force veteran, he worked at Aetna for many years until his retirement. He was an avid gardener, aviation enthusiast, and enjoyed spending time with his animal friends.

Besides his wife, he leaves two daughters, Evelyn Noonan of Glastonbury and Mary Noonan of Bristol, and a sister, Elaine Noonan of Wethersfield.

Funeral services will be held Saturday, Feb. 16, 2013, at 10:30 a.m. at Portland Memorial Funeral Home, 231 Main St., Portland. Rep. Guerrera Disney’s ‘Cinderella Kids’ announces return headed to NCTC stage of $17K in public financing funds STAFF REPORT

State Representative Antonio “Tony” Guerrera (D-29) announced on Tuesday that he has returned $17,889.89 to the state of Connecticut’s campaign finance fund. This was money left over from the $27,000 in public financing allocated to Guerrera for the 2012 election campaign.

“Spending only about one-third of the state funding, principally on advertising and direct mailing, was adequate for me to inform voters in Rocky Hill, Newington, and Wethersfield of my record in the General Assembly and of my continuing commitment to public service,” Guerrera said. “In turn, that information helped voters make an informed judgment about me versus the qualifications of my opponent, and such information is what campaigns are all about.”

Guerrera was elected to his seventh term in the General Assembly in November 2012 by a margin of more than 6,000 votes. He is Chairman of the House Transportation Committee and is a member of the House Banks Committee and the House Veterans Affairs Committee.

AUTHOR CHRISTOPHER L. WEBBER AT WETHERSFIELD LIBRARY: Author Christopher L. Webber will be at the library to speak about his book, “American to the Backbone: the Life of James W.C. Penning-

ton, the Fugitive Slave Who Became One of the First Black Abolitionists.” Join us Monday, Feb. 25, at 7 p.m. to hear the remarkable story of former slave James Pennington, who became a Yale scholar, congregational pastor, and international leader of the Antebellum abolitionist movement. In 1827, at the age of 19, Pennington escaped from slavery.

In five years he had become a school teacher and just 10 years later Pennington was ordained to the ministry after studying at Yale. He served congregations in Long Island, Hartford, and Manhattan and traveled three times to Europe as an anti-slavery advocate. Webber is the author of more than twodozen books, including Reinventing Marriage and Beyond Beowulf. A graduate of Princeton University and an ordained minister, Webber has served parishes of the Episcopal Church across the Northeast. His interest in Pennington developed while compiling a Yearbook of American Saints. Copies of the book will be available for purchase and signing.
