Five Conn. nursing homes file for Ch. 11 bankruptcy (AP) — Five Connecticut nursing homes have filed for Chapter 11 bankruptcy reorganization after the U.S. Supreme Court denied their management company’s request to delay a court order to reinstate 600 striking workers.

HealthBridge Management LLC announced Monday that the homes filed Chapter 11 papers in U.S. Bankruptcy Court in Newark, N.J., Sunday. Patient care won’t be affected.

The Parsippany, N.J., company cited “unsustainable” pension

and medical benefit costs for workers with District 1199 of the New England Health Care Employees Union.

Union President David Pickus says the bankruptcy filing is intended to avoid legal obligations to the workers.

The five nursing homes are Long Ridge of Stamford, Newington Health Care Center, Westport Health Care Center, West River Health Care Center in Milford and Danbury Health Care Center. Workers are set to return to their jobs March 3.

After state title, Wethersfield wrestler heads to New England Championships

The Wethersfield High School wrestling team put together a solid season, but for one Eagle wrestler, the journey isn’t over just yet.

Senior 182-pounder Jimmy McDunnah gets a chance at winning a title at the New England Championships today and Saturday at the Providence Career and Technical Academy in Providence, R.I. McDunnah put together a stellar season of his own, winning a Class L state championship as a No. 3 seed, 3-2 in an ultimate tiebreaker against Daniel Hand’s Kevin Wivell. After going through three overtimes, it was determined that McDunnah was the winner because he held position on top of Wivell for one of the two 30-second tiebreaker periods.

McDunnah was the top seed at the State Open, which was held last weekend at New Haven’s Floyd Little Athletic Center. After getting

a first-round bye, McDunnah pinned Michael Berlandy of Farmington in 3:26, Chris Young of Rocky Hill in 1:22, and Dan Rodriguez of Avon in 4:56 to reach the championship final.

In the championship final, McDunnah faced Colin Grim of Ledyard. The first period was scoreless, then Grim got two takedowns against McDunnah for a 4-0 lead in the second period.

McDunnah pulled off a great reversal to make the score 4-2, but a Grim escape made it 5-2 after two periods. McDunnah got an escape in the third period to make it 5-3, but he couldn’t get any closer and Grim won by that margin.

“In the postseason, he did good,” Wethersfield coach Rich Scoppetto said about McDunnah. “He won the Ls, and he pinned his way to the finals.”

In the final, it was clear that Grim had done his homework.

“The kid wrestled smart,” Scoppetto said about Grim.

Still, McDunnah gets a shot to extend his season further and win another title in Providence this weekend.

“We’re going to New Englands, so we’ll see what happens,” Scoppetto said after the Open.

Senior 285-pounder Nathan Arroyo could have been another New England participant, but an injury on the Tuesday before the State Open kept him from competing in the event. Overall, it was a good year for Wethersfield.

“We went 13-8, which is better than we’ve been in a long time,” Scoppetto said.

McDunnah and Arroyo will be gone next year, but Scoppetto brings back a young group that was hungry to succeed this season.

“It’s something to look forward to,” Scoppetto said.

WHS team takes 1st place at AbilityOne Design Challenge

The JETS left Washington, D.C. with a $5,000 “Valentine” and a “Best Overall Design” trophy.

Besting a field of 500 contestants on Valentine’s Day, Wethersfield High School’s engineering club ( Junior Engineering Technical Society) captured first prize in the 11th annual AbilityOne Design Challenge.

Judges evaluated the team on its Powerpoint presentation and a question-and-answer session. The federally administered design challenge encourages high school students to develop technologies that empower people with disabilities to overcome barriers to employment.

The winning invention, an Earplug Chain Fixture, enables dexterity-challenged employees at CW Resources to thread a chain through a plastic housing, the final step in an earplug case assembly process. Many of its employees were previously unable

to perform this job function.

CW Resources, a nonprofit organization that employs mentally and physically challenged workers, provides 500,000 earplug boxes a year to the military.

The earplugs are used on firing ranges and in noisy work environments. The WHS engineering club came up with a device enabling workers to insert the essential chain into the earplug box which is then attached to military uniforms.

CW Resources received a $1,000 award and an American flag from North Bay Industries of Rohnert Park, Calif. North Bay also employs people with disabilities who manufacture the American flag.

According to JETS co-captains Jason Yanaros and Alex Nicky, some of the prize money will be used to fund future STEM (Science Technology Engineering and Math) competition trips to Washington. CW Resources plans to use a portion of its award money to reward students

involved in the project in various ways.

CW Resources facility manager Chris Cauffman made the trip to Washington with Kevin, a worker with disabilities who assembles the earplug boxes.

“The trip was fantastic,” Cauffman said. “Kevin and I were ecstatic we won. The team from Wethersfield High School made us feel we were part of the team.”

Design Challenge judges told Cauffman the earplug device won first prize because it allows workers who have been unable to do the job to do it.

Also, the device makes it easier for people who can do the process to do it more easily and with less fatigue. Cauffman said CW Resources can use as many as 10 devices in the company’s New Britain and West Hartford assembly facilities.

Bob Steele to discuss book about Conn. casinos at library Wethersfield native, former congressman’s book tackles downside of legalized gambling

A Wethersfield native and former congressman will be in town next week to discuss his latest book, which delves into the story behind Connecticut’s two casinos.

Bob Steele is now vice chairman of an international retail marketing agency, but he has worn many different hats. He was once Director of the American Stock Exchange, worked for the CIA and served as congressman of the state’s 2nd District.

But the hat he will be sporting during his visit to the Wethersfield Library next Thursday will be that of an author.

His novel, “The Curse: Big-Time Gambling’s Seduction of a Small New England Town,” begins in Wethersfield, where settlers arrived in 1635 and two years later, where they waged war against the Mashantucket Pequot Indians. The Pequot massacre took place on the banks of the Connecticut River in what is now

Old Wethersfield.

Steele and his family lived on the edge of the Pequot reservation in Ledyard for nearly two decades.

Because he also represented the region in Congress he was led to explore the tribe’s story and the tale behind the Foxwoods and Mohegan Sun casinos.

“Living on the edge gave me a unique perspective and a front row seat to the events and political maneuverings that led up to the casino,” said Steele, who became fascinated with the past impinging on the present and chose to use that concept as the premise of his novel.

It begins in 1637 when a Pequot sachem delivers a curse to a young English soldier about to kill him.

More than 350 years later that soldier’s 13th-generation descendant is battling a newly-minted Indian tribe from building a third casino that would threaten his town and the home of his ancestors.

Although it’s a piece of historical

fiction, there are truths Steele conveys in his novel and a message he hopes to get across to society.

“The continuing expansion of casino gambling is a major potential problem for this country,” he says.

The states of Massachusetts, Rhode Island and New York are currently building and exploring the financial potential of casinos, posing a threat to Connecticut’s casinos.

“As more casinos are built, it is harder and harder for individual casinos to make the kind of profit they had seen in the past, and as a result they are becoming convenience casinos to locals rather than destination resorts.”

Because the casinos’ revenue to the state is down, they are looking into internet gambling, which Steele warns poses an even bigger danger.

“It’s easy access and very fast paced, which makes it especially addictive, particularly to younger people who tend to be drawn to the high speed instant gratification aspect.”

Although he has brought state visitors to the casinos to show them the phenomenon that they are, he’s not a casino patron and recogniz-

es both the positive and negative impacts they’ve had on their respective regions.

“They have created some 20,000 jobs and have sent hundreds of millions of dollars to the state treasury but those revenues have seen a 30 percent decline since 2006 and the casinos have created a pervasive gambling culture in Connecticut,” he explained, adding, “They have sharply skewed the economy toward low-paying service jobs and there’s been a sharp spike in pathological gamblers.”

Steele is currently on a book tour of southern New England and is set to visit more than 60 libraries, civic clubs and historical venues. But his upcoming visit to Wethersfield is particularly special.

An alumnus of Charles Wright Elementary and a graduate of Wethersfield High, Steele spent his entire childhood in town. His wife Betsy (maiden name: Truaxe) is also a Wethersfield native.

“I have great memories in Wethersfield and I’m looking forward to being back,” he said Monday.

Kids in Wethersfield will be a bit safer thanks to a new program the town and Wethersfield Police have adopted.

Town Council approved an agreement with Redflex Student Guardian at its last meeting, to outfit school buses in town with high-tech cameras to record and identify vehicles that illegally pass buses while they are stopped.

Officials said the program should come at no cost to the town since it will be funded by violators, who will be issued $450 tickets as required by state law. Of that fine, Student G u a r d i a n receives $234 and the town of We t h e r s f i e l d , approximately $125 after court fees.

According to the NHTSA, 16 children under the age of 19 are killed as pedestrians getting off and on buses each year. One half of those killed are between the ages of 5 and 7.

The most recent incident that occurred in proximity to Wethersfield was in Dec. 2012 in Amherst, Mass., according to Student Guardian. An elementary-aged child was hit when crossing the street by a car that drove around the school bus, which was stopped with its flashers on.

Bus drivers reporting these incidences happening in Wethersfield is “extremely rare” according to Police Chief James Cetran.

“I don’t think it’s because it’s not occurring, but because other circumstances are involved,” he explained.

The digital high-definition cameras Student Guardian employs will serve as a second set of eyes for drivers. They have the capability to view up to five lanes of roadway, even in the dark and bad weather.

The technology captures still images of license plates and vehicles and also provides situational awareness before and after violations occur for context.

Date, time and exact location are recorded. Once collected, data is sent to a central server where it goes through a triple-verification process before being passed along to the We t h e r s f i e l d Police.

“The company will send us the video of the violation; we have an officer assigned to review that video, he issues an infraction ticket to the owner of the vehicle by certified mail,” said Chief Cetran, adding that if the owner claims to have not been operating the vehicle at the time of the violation an investigation will be conducted.

A total of 15 towns across the state have implemented this program, including New Britain, where three buses are outfitted.

“There will be an evaluation process on which routes should have cameras on them and they will be deployed accordingly,” Town Manager Jeff Bridges said Tuesday.

Buses will be outfitted with temporary equipment in the next couple of weeks so the company can determine which of the town’s bus routes pose the highest danger for illegal passing, after which permanent cameras will be installed.

Student Guardian will receive $234 of each $450 ticket and the town of Wethersfield will receive approximately $125 after court fees.

DeVito’s main focus for the workshop will concentrate on developing a visual concept and seeing it through on canvas. Still life set-up, lighting and freshness will be discussed. She will also focus on oil painting techniques.

Indeed, other supporters of Malloy’s proposal have pointed out that the price of most commodities is not regulated in such a manner.

Merchants buy the products and determine the selling price themselves. However, the across the board minimum price, which prohibits undercutting, could be one of the reasons that most package stores are independent operations and no large chains dominate the market.

“We all think this is a bad idea,” said Dale Zombanti, owner of Dale’s Package Store in Bristol.

“This will open the door for big box stores to lower their prices and we can’t afford to do that. It seems like the governor just wants to get rid of small businesses.”

“The message contained no threats either direct or inferred,” said Rocky Hill Public Information Officer Lieutenant Brian Klett. “There was no belief that the school or its occupants were in any danger. We presume this was in fact a misunderstanding of sorts, but was taken very seriously to ensure the safety of students and staff.”

School resumed as normal Tuesday morning after families were assured of students’ safety.

Superintendent of Schools Mark Zito commended the three towns’ police departments for their support as well as school staff and students for an orderly dismissal.

While the incident came almost three months after the Newtown school massacre at Sandy Hook Elementary, Zito said that bombrelated issues are always taken very seriously and safety has long been a priority in Rocky Hill schools.

“No one can ever ensure that something like this won’t happen again, but well before this occurred, as a school district we were doing regular lockdowns in all four of our schools, practicing everything.”

A bomb scare at Rocky Hill High School Monday morning was ruled out as a “misunderstanding,” by Rocky Hill Police, who dismissed the school around noon to conduct a thorough sweep of the building with bomb-sniffing dogs.

With the help of State Police, the K-9 unit and the Hartford Bomb Squad, it was determined around 3 p.m. that students and staff were never, indeed, in any danger.

But it’s better to be safe than sorry, school and police officials said.

It all began at 9:45 a.m. Monday, when Rocky Hill Police were notified

by East Hartford Police that a resident received a text message in error that was traced back to the cell phone of a Rocky Hill High School student.

The message contained the words “bombs,” “Rocky Hill,” and referenced an unnamed school.

The student identified as its writer was interviewed alongside his parents and police determined the text was referring to a possible prank with a stink bomb, a harmless device made using common household materials that simply omits a foul smell. Police say Rocky Hill High bomb scare was ‘misunderstanding’

(AP) — School officials here have backed down in a fight over free-speech rights, allowing a student to wear a T-shirt bearing an anti-gay message.

The lawyer for the school district this month wrote to the American Civil Liberties Union of Connecticut, saying Wolcott High School student Seth Groody may wear the T-shirt, which bears a slash mark through a rainbow. The other side showed a male and female stick figure holding hands above the message “Excessive Speech Day,” the ACLU of Connecticut said.

The ACLU said Groody wore the shirt April 20, which was designated as a day of awareness of harassment toward gay, lesbian, bisexual and transgender people.

Groody complied with an order from a school administrator that he remove his shirt and replace it with one depicting a Wolcott High School symbol, the ACLU said.

Sandra Staub, legal director of the ACLU of Connecticut, said the district’s reversal teaches students that the First Amendment “is not merely a theoretical discussion topic but a real and vital guarantee” of free speech rights.

The company is considered a commercial motor carrier that transports customers to airports and on bus tours to locations outside Connecticut.

Federal regulations stipulate that drivers for commercial carriers cannot be behind the wheel for more than 10 hours during any onduty period. Once the limit has been reached, the driver must take at least eight consecutive hours off.

Stzeborowski pleaded guilty Friday in federal court in Hartford to one count of submitting a false statement to the U.S. Department of Transportation.

He is scheduled to be sentenced May 17 when he could face a maximum five years in prison and a $250,000 fine.

As part of the agreement, he can not be involved in running the company during a three-year term of supervised release. The company face could face up to a five-year probation and a $500,000 fine under the same agreement.

Rocky Hill man, business owner, pleads guilty to falsifying documents STAFF WRITER

The owner of a transportation company on Broad Street, New Britain, pleaded guilty to federal charges he conspired to falsify and destroy records to make it appear as if his drivers were complying with federal regulations.

Dariusz Stzeborowski, 49, of Rocky Hill, the owner of Wisla Express at 157 Broad St., will be sentenced in May. Federal authorities alleged that from September 2008 to September 2011, Stzeborowski scheduled trips for drivers knowing they would exceed federal guidelines and then asked the drivers to falsify driving logs to appear as if they were working within the maximum allowed driving time.

Federal authorities also contend that Stzeborowski asked drivers to submit separate pay sheets so their pay would accurately reflect the number of hours they worked.

WETHERSFIELD LIBRARY EVENTS GARDENING PROGRAM AT WETHERSFIELD LIBRARY: The Wethersfield Library will host a gardening program titled “Color Succession in the Garden” Tuesday, March 5 at 7 p.m. Sarah Bailey, Certified Advanced Master Gardener and a Connecticut Accredited Nursery Professional will present the program. Some gardens just stand out no matter what time of year it is. They maintain a strong visual image, yet always look different and fresh as the seasons progress. One of the secrets to creating a pleasing and inspiring garden is color. How color works, and the different ways to use it in your garden will be the topic of the program.

How color interacts, relating it to the seasons, and how to develop effective color progression in your garden will all be discussed. Bailey has watered, weeded, fertilized and provided horticultural and design advice in the Farmington Valley area for the last 15 years. Along with being the Hartford County Coordinator for the UConn Cooperative Extension Master Gardener Program, youth gardening coordinator, and a pesticide safety educator, Sarah also attends to private garden clients.

Additionally, she is on the boards of directors for the Connecticut Horticultural Society and the Connecticut Community Gardening Association.

AUTHOR ROBERT H. STEELE AT WETHERSFIELD LIBRARY: Author and former Connecticut Congressman Bob Steele will discuss and sign

his new novel, “The Curse: Big-Time Gambling’s Seduction of a Small New England Town,” at the Wethersfield Library Thursday, March 7, at 7 p.m.

Steele’s novel begins in 1637 with the massacre of the Pequot Indians and a Pequot sachem’s curse aimed at the young English soldier who is about to kill him. The story then jumps 350 years as the soldier’s 13th-generation descendant becomes embroiled in a battle to stop a fictional Indian tribe from building a casino that threatens his town and ancestral home. The lure of easy money drives everyone, from the tribe’s chief to a shadowy Miami billionaire, venal politicians, and Providence mobsters, while a small Connecticut town must choose between preserving its character or accepting an extraordinary proposal that will change it forever. Steele is vice chairman of an international retail marketing agency and has been a director of numerous companies. A graduate of Amherst College and Columbia University, he served in the CIA and Congress, and was a candidate for governor of Connecticut. He lives with his wife in Essex.
