Chambers united Business and pleasure mix well at multi-chamber party

They say to never mix business with pleasure — a mantra that those who came to Turnpike Motors Tuesday night must have forgotten.

Over 230 business owners from Newington, Wethersfield, Rocky Hill, Glastonbury and New Britain — represented by their respective Chambers of Commerce — gathered to eat, drink and enjoy each other’s company.

They served TCYB ice cream, appetizers, drinks, and even employed Amy from Newington’s Artistic Massage to perform chair massages for guests.

Farmer’s Market masters compiling recipes for a cookbook

Submissions from public sought; book sales will benefit Wethersfield market

A cookbook is currently being compiled with recipes featuring farm-fresh ingredients, including those offered at the Wethersfield Farmer’s Market.

Market Masters Doug Sacks and Stephanie Jarm are hoping book sales will provide funding to their market season, which runs from May through October at the Solomon Welles House.

A $2,500 grant from the State Department of Agriculture last year that was matched by the Wethersfield Economic Development and Improvement Commission helped them promote and advertise the market, but Sacks is unsure if that money

“It’s tough out there for any municipality or organization hoping for funding,” he said Monday.

The cookbook will likely sell for $10 a copy and be available before the Wethersfield Farmers Market season begins this May 16.

Longtime market volunteer Linda Nielson has taken on the role of editor and is currently seeking between 200 and 300 recipes from anyone who appreciates farm-to-table cooking and frequents farmers’ markets for local foods.

“We have a whole bunch of farmers who come to the market. What I want to know is what do people do with the foods they buy when they get home?” said Nielson, who is hoping for recipes that highlight some more unusual items, like Japanese eggplant for example, as well as lesserknown ethnic dishes.

“I don’t want folks to be intimidated (by unusual foods), I just want them to be exposed to some more ideas,” she explained. “Pumpkin isn’t just pies, cabbage isn’t just coleslaw.”

So far she’s collected 38 recipes, including some from her own family and about half-a-dozen market vendors.

“We all feel it’s a good service to offer to our customers,” says Sacks.

“They come to the market, spend a lot of money on good, fresh produce and this will be a good opportunity to come up with some new recipes.”

They also hope the cookbook inspires people to eat healthier. But “healthy” doesn’t necessarily mean

low-calorie, low-fat. In this case it means unprocessed, local and fresh.

“If you can eat fresh foods with as little processing as possible it doesn’t matter how many calories you ingest,” he added.

The book will be organized into the following categories: Breakfast & Baked Goods, Appetizers & Beverages, Soups & Salads, Vegetables & Sides, Main Dishes, Desserts & Treats and Miscellaneous.

and longtime friend of Turnpike’s — provided the musical entertainment. Glastonbury-based photographer Peter Billard was also on-hand snapping photos so attendees would have something to remember the unique occasion.

Like any talented artist, Billard took notice of the room’s dynamic as he wandered around with his camera.

“One of the things I noticed about this is that people have a tendency to gravitate towards the people they know, but the fun part of it is to get out of your comfort zone and resist the temptation to talk to people you already know and meet others,” he said.

Billard specializes in taking portraits for business people, so for him, the multi-chamber event was “a goldmine.”

Other local business owners could agree, as they were able to make connections they might not have otherwise.

“I’ll get more business just by socializing here,” said Kim Notaro, who owns Kim’s Flower Shop on the Silas Deane Highway in Wethersfield. “It’s good to just get our name out there.”

More than 235 people packed into Turnpike Motors in Newingtion Wednesday night for a multi-chamber party.

Chamber executive directors and presidents also attended the evening.

“Since there’s other chambers here we get to intermingle with their members,” said Terry Gogluicci, president of the Newington Chamber.

“This is a great place to come and mingle and do business,” agreed Rocky Hill Chamber Director Paul Carr.

Stacey Hodges, who was there representing the Wethersfield Chamber but happens to own a marketing business in Newington, called the opportunity “a real treat.”

Parent Council to host screening of ‘Bully,’ followed by panel discussion

School violence has been the talk of the town lately. One part of the conversation that has sat in the background will be the topic of an upcoming event at Webb Elementary, and that is bullying.

The Wethersfield Parent Council is hosting a showing of the new documentary film “Bully,” directed by Sundance and Emmy-award winning filmmaker, Lee Hirsch. The screening will be followed by a panel discussion with five different school professionals.

The documentary offers an intimate, unflinching look at how bullying has touched five kids and their families over the course of the 2009-10 school year, revealing a problem that transcends geographic, racial, ethnic and economic borders. It reveals the reactions of parents, teachers and school administrators and the impact to students’ lives. Over 13 million American kids will be bullied this year, making it the most common form of violence

experienced by young people in the nation.

“It’s meant to be a continuation of a discussion that’s going on in our community about the impact of bullying and what effective responses we can have,” explained Martha Conneely, co-chair of the Wethersfield Parent Council.

Wethersfield has not seen an overwhelming frequency of bullying, but it’s a problem everywhere and often goes unnoticed, according to school officials. “I don’t think Wethersfield has more of a problem than other places but its just something we want to make sure we are responding to,” Conneely said.

“I think that in schools in general — in society — it’s an issue,” she added.

“People are starting to face it instead of just saying kids will be kids, they’re not turning a blind eye to it anymore.”

And that’s the purpose of this upcoming movie screening — to open up the discussion on a local level.

After the film a panel will be

initiating just that. This group will include social workers, a school psychologist, Silas Deane Middle School Principal Steve Cook and Board of Education member Martin Walsh, who also happens to teach middle-schoolers, at the age when bullying is said to occur most often.

The group will take questions from the audience and share their thoughts on the issue itself.

The screening of “Bully” will be held at 7 p.m. next Thursday, March 21, at the Samuel B. Webb Elementary School Auditorium, 51 Willow St. There is no cost for this event and seating will be available on a first-come, firstserve basis. For those unable to attend, there will be another “Bully” showing Monday, April 11, at 3:45 p.m. at Silas Deane Middle School.

“It was the very first phone call I got this morning,” said Palmer, laughing.

The Highway Department called to let her know they had received the request to fix a pothole, and it confirmed that the system was working as planned.

Requests are routed directly to the specific department that would handle them, after which email confirmations are sent to senders. Once the department staff determines the solution to the problem another email notification outlines it for citizens.

“I’m really excited about that component because it will allows us to be a little bit more responsive to citizens,” said Palmer.

Another new addition are “e-notifications,” which give people immediate notice of new items appearing on the town’s website, such as meeting agendas or the Town Manager’s Weekly Management Report, for example.

Instead of the lengthy and confusing drop-down menus on the old site, there is a simple five-bar menu to choose from.

The town’s webpage can be found at wethersfieldct.com.

The town’s online presence is now a more attractive and accessible one.

After nine months and $30,000, the town of Wethersfield’s webpage is completely shiny and new.

The site went live last Friday thanks to the hard work of town staff and web design company QScend Technologies.

Town Manager Rae Ann Palmer began the project after receiving feedback from residents and visitors to Wethersfield that the town’s website was hard to maneuver, making it difficult to find desired information.

“I hope what’s new is that it gives people the information they want and the links are easier and quicker to find,” she said Wednesday.

A committee comprised of town staff was created to work on the new design with QScend and each town department worked on its own page separately.

Rocky Hill wants approval power over inmate nursing home

Feeling duped and fearful of the state’s plan to move inmates and mentally ill patients into a former nursing home without zoning approval, Rocky Hill neighbors and town leaders testified Friday for a bill that would require local site approval.

Lawmakers representing Rocky Hill proposed the bill to prevent the state from opening similar prison nursing homes in the future.

“I don’t mean to make you scared, but beware: this is the first step of many more institutions like this,” warned Sen. Paul R. Doyle, D-Rocky Hill, who proposed the bill with Rep. Antonio Guerrera, D-Rocky Hill.

The state Department of Mental Health and Addiction Services and the Department of Correction plan to place infirm inmates who are near parole and mentally ill patients from the Connecticut Valley Hospital in the 95-bed nursing home. The home is privately owned and will be privately run by iCare Inc. of Manchester.

Due to concerns raised by the neighbors, Rehmer said her department has worked with a forensic psychiatrist to develop an additional risk assessment tool to determine who can come to the nursing home. Not all the patients are at the end of their life and they need a range of nursing home care.

“People with psychiatric disabilities are really no more dangerous to the community than anybody else,” she said.

She explained that her department did not initially reveal to the town that the patients were mentally ill so as not to violate the HIPPA patient privacy law.

She also said the state has no plans to open similar nursing homes or assisted living facilities.

“I gotta tell you it feels like it’s not a nursing home,” he said.

Committee Chairwoman Susan M. Johnson, D-Windham, raised concerns about whether the nursing home might not perhaps be able to fill all its beds in the future and regular patients might be placed there eventually, forced to take the first bed that opens up.

Michael Lawlor, the governor’s criminal justice adviser, said before the hearing that the nursing home will have a security staff and a parole officer. He said the inmates there will be are eligible for release and will all be sick and debilitated.

“I’m sure once it’s open and people see what’s actually happening there, rather than what they envision will happen there, I’m sure there will be a lot less apprehension,” Lawlor said.

Bond Commission OKs $9.6M for Step Up Program STAFF REPORT

HARTFORD — The state Bond Commission approved $9.6 million Wednesday for the continuation of the state’s Subsidized Training & Employment Program (STEP UP), which provides small businesses and manufacturers two types of hiring incentives — a scaled, six month Small Business Wage Subsidy Program and a Small Manufacturer Training Grant Program that provides up to $12,500 over a six-month period.

“The fact of the matter is that the success of STEP UP depends on the true job creators in this economy — our small business

community — which accounts for 94 percent of Connecticut’s employers,” Malloy said. “In its first year, STEP UP has encouraged hundreds of small businesses to hire one or more unemployed individuals to fill quality, wellpaying jobs. To date, over one thousand job seekers have been employed through STEP UP and I am committed to seeing that this worthwhile program receives the funding it needs to continue to help the state’s small businesses expand their workforce, create jobs and strengthen our economy.”

The program was passed in October 2011 in a Jobs Bill.

In all, 1,200 jobs have been

filled around the state by nearly 400 employers who have participated in the STEP UP program.

The program’s first successful connection between employer and new hire was in February 2012.

Eligible companies, defined as a small business or manufacturer with not more than 100 employees, can apply for one program to subsidize the first six months of costs of employment and training of each new employee — eligible employees must be unemployed at the time of hire.

Administered by the state Department of Labor and the state’s five Workforce Investment Boards, STEP UP was signed

into law by the governor as part of the General Assembly’s 2011 bipartisan Jobs Bill. The DOL has since worked with 415 small businesses statewide to employ 1,300 individuals.

In June 2012, legislation was passed to expand STEP UP to include an Armed Forces component, known as the Unemployed Armed Forces Member Subsidized Training and Employment Program, which is similar to the Small Business Wage Subsidy Program and available to eligible employers of any size that hire an unemployed veteran.

Malloy told reporters Wednesday he knows he must “wait a lot” as lawmakers seek a deal on legislation.

Gun control advocates gathered at the Capitol to lobby legislators. They arrived two days after the National Rifle Association lobbied against what some gun rights supporters call burdensome and constitutionally questionable legislation.

Gun control activists said Connecticut should have been the first state to enact tough new restrictions.

Illegal immigrants share stories of their struggles

Jose Diaz can remember being hungry and thirsty as he walked across the desert with his father 10 years ago to a place they considered the land of opportunity.

They went without eating for days, the 20-year-old recalls. At one point, he asked his father what they were going to do.

“He looked me in the eye and said, “it’s fine, keep walking,” Diaz said. “After hours we saw a well and ran to it and started drinking.”

Diaz was on hand along with dozens of other undocumented individuals living in the area who came to St. Mark’s Church Saturday to tell their stories in the hopes of creating awareness of the difficulties they face each day while trying to build a better life in the United States.

“We’re hoping when people hear what they face it will soften their hearts and their heads will clear and they’ll understand that they aren’t coming here to steal their jobs,” said Steve Volpini, president of United Action Connecticut. “There is always a mindset that people are

coming here for nefarious purposes.”

Volpini’s group is an interfaith organization that promotes community building to make positive improvements in the lives of families and individuals. United Action Connecticut and Manos Unidas, an organization started by Diaz to highlight the plight of undocumented residents, sponsored a forum on immigration at the church to give immigrants a chance to share their stories of struggle and hope with each other and with the community.

“Immigration, like a lot of other things, is an issue of social justice,” Mother Pat Hames, rector of St. Mark’s said. “Families are being split up. We felt this is one way we could have more understanding on what immigration means to people and listen to those who have had a difficult time entering this country.”

Patricia Rosas crossed the border with her husband and three young children in 1990. She hasn’t seen her mother in 23 years. One son, now 23, was deported after getting into trouble. He is alone in Mexico where he has no ties and a young son here in the United States.

because of my children,” the 43-yearold New Britain resident said. “They have better opportunities here. Now that they are older I want to go back and see my mother, she is sick, but

I am afraid that I won’t be able to come back. There are a lot of families being torn part.”

Diaz is one of the lucky ones.

As a young person brought to this country as a child, he will likely qualify for a new federal policy that will defer immigration action on undocumented children and young adults. It took months to gather the proper information to submit his application. He estimates that there are hundreds of undocumented individuals whether they are Hispanic or Polish living in New Britain.

They can not obtain social security numbers, a driver’s license or in many cases a decent job. Many are children, like he was, who are committed to trying their hardest to build a better life.

A decade after his journey to the U.S., Diaz is attending Capital Community College after excelling in his studies at New Britain High School. He works to pay for his tuition, because as an undocumented young adult, he can not receive scholarships or financial aid no matter how high his grades or his commitment to education. He can’t afford to attend a four-year college because he would be charged the “out-of-state” tuition rate because of his lack of citizenship.

He wants to be an accountant with his own business. He decided to start Manos Unidas as a way of opening the discussion on immigration reform.

State facing health care exchange challenges HARTFORD (AP) — Connecticut is among the states that are furthest along in preparing to enroll patients this fall in the new health insurance marketplace known as an exchange.

But the state has discovered that being first comes with some challenges.

The staff at the quasi-public exchange, called Access Health CT, has had to build both an agency and an online marketplace from the ground up. They have to rely on directives and guidance from the U.S. Department of Health and Human Services that can change or that need to be clarified.

Kevin Counihan, the exchange’s CEO, told HHS last month that Connecticut’s exchange would have to stop implementing any new federal regulations as of March 1, in order to focus on getting ready for user testing planned for June 4.

HARTFORD (AP) — Governor Dannel Malloy is reminding Connecticut residents who need help paying winter heating bills that there is still time to apply for federal energy assistance benefits.

Malloy says even with federal budget cuts there should be enough money available to serve all residents in the state eligible for the program.

The deadline for applying is May 1, although households heating with oil, kerosene or propane are encouraged to apply by March 15 to be able to access full benefits.

Nearly 100,000 applications have been received so far this winter, with over 82,000 households approved for basic benefits of up to $575.

Eligibility is based on household size, income and liquid assets.

In addition to calling 2-1-1, the public can get information on eligibility requirements and benefits by visiting ct.gov/staywarm.

Google agreed to pay $7 million to settle a multistate probe over the collection of data from unsecured wireless networks across the United States by vehicles taking images for the company’s Street View product.

The Internet search company signed the agreement with 38 states and the District of Columbia to resolve consumer protection and privacy claims, said the Connecticut Attorney General’s Office, which led the eight-state committee that investigated the matter and negotiated the company’s compliance.

“Consumers have a reasonable expectation of privacy,” Connecticut Attorney General George Jepsen said in a statement. “This agreement recognizes those rights and ensures that Google will not use similar tactics in the future to collect personal information without permission from unsuspecting consumers.”

The agreement requires Mountain View, Calif.-based Google to educate employees about the privacy or confidentiality of user data and sponsor a nationwide public-service campaign to teach customers about securing wireless networks and protecting their personal information, according to the statement.

Google also agreed to continue to secure and eventually destroy data collected and stored by its Street View vehicles in the U.S. between 2008 and March 2010, according to Jepsen’s statement.

The antenna-equipped vehicles collected network identification information along with data being transmitted over unsecured wireless networks as they were driving by.

The data may have included e-mail communications, confidential or private information that was being transmitted to or from the user at the time the vehicles were passing by and the locations of requested Web pages, according to Jepsen’s statement.

Google said the information about network identification was collected for use in future location services and that the company’s executives were unaware the vehicles were gathering other data, according to Jepsen’s statement.

The company has disabled or removed equipment and software that allowed the vehicles to collect information about wireless networks and data being sent over them, and agreed not to use the vehicles to gather additional data without permission.

Google, operator of the world’s largest search engine, has been grappling with scrutiny by government officials around the world over how it handles private information. The Federal Communications Commission fined Google $25,000 last year for not cooperating with an investigation into the company’s collection of the data.

Google said in May 2010 that it would stop using Wi-Fi information for Street View, which displays pictures of streets on Google Maps. At the time, the company said that it had collected the information by mistake.

seeks major disaster declaration

HARTFORD (AP) — Connecticut’s Congressional delegation is urging President Barack Obama to support the governor’s request for a major disaster declaration in the wake of the massive February snow storm.

The storm dumped more than three feet of snow in some parts of

the state and the snow removal costs for cities and towns totaled around $45 million.

A disaster declaration has been issued for the storm. But the classification as a major disaster would enable municipalities to seek reimbursement for millions of dollars more in expenses.

The delegation also asked the president to grant Gov. Dannel Malloy’s request to extend the window of reimbursement from 48 hours to at least 72 hours.

The Congress members say the storm put a tremendous financial burden on the state, especially considering other recent weather disasters.

Poll: Malloy appears strong in crisis, weaker on routine

Buoyed by his crisis leadership, Gov. Dannel P. Malloy won a 48 percent to 39 percent job approval rating in a Quinnipiac University poll released today, his highest mark since becoming governor in January 2011.

Malloy, 57, the first Democratic governor in 20 years, still faces considerable political challenges as he looks to re-election in 2014, and today’s poll offers more encouragement than discouragement to Republican challengers.

Malloy Gov. Dannel P. Malloy More than 75 percent of voters approve of Malloy’s response to the Newtown shooting, the February blizzard and Hurricane Sandy, but they disapprove of how he has handled pocketbook issues that can influence elections.

“Connecticut voters say Gov. Dannel Malloy is a good man to have in a crisis and give him very high grades for his response to recent crises in the state,” said Douglas Schwartz, director of the poll. “On the day-to-day issues of governing, such as budget, taxes and the economy, he gets failing grades.” In a Quinnipiac poll last week that focusing on gun control, voters were evenly divided on Malloy’ job performance: 43 percent to 43 percent.

“My take on it is that Gov. Malloy is doing better in our poll compared to last week because he is on the right side of public opinion in this gun control debate,” Schwartz said. “Voters agree with Gov. Malloy that there should be stricter gun laws here in Connecticut.” Voters are divided in the new poll on whether Malloy deserves a second term: 42 say yes, 45 percent say no. Only four percent of voters say they are “very satisfied” and 36 percent “satisfied” with the way things are going in Connecticut, numbers little changed over the past year.

There is some good political news in the survey: He has a 72 percent to 15 percent approval among Democrats, a number

unlikely to give anyone thoughts of a primary challenge; and he is the beneficiary of a gender gap, as women favor him, 51 percent to 33 percent. Women tend to turn out at the polls in greater numbers than men.

Voters approve of how Malloy, who angered the Democratic constituency of unionized teachers with his rhetoric as he pushed an education reform bill last year, is handling education and gun control. As was the case with a Quinnipiac poll released last week on guns, voters support strong gun control.

His proposal to eliminate the car tax is a wash.

Sixty-seven percent call Malloy “a strong leader in a crisis” and, by a margin of 53 percent to 36 percent, they say he has a “likable personality.” Democrats, who control the General Assembly by a 2-1 margin, get a split grade: 44 percent of voters approved and 46 percent disapproved. Republicans were regarded worse, with only 32 percent approving and 55 percent disapproving.

President Obama got a 53 percent to 44 percent approval rating, little unchanged from last June.

Sen. Richard Blumenthal, who won a Senate seat in 2010 as one of Connecticut’s best-known and most-like politicians, has a 63 percent to 27 percent approval, also little changed.

The state’s newest senator, Chris Murphy, who was elected last fall after six years as a congressman, is approved by 50 percent and disapproved by 34 percent, with 16 percent offering no opinion.

The poll is based on a telephone survey of 1,144 registered voters conducted March 7 to 10.

It has a margin of error of plus or minus 2.9 percentage points.

Bill would screen kids for behavioral health problems

A bill requiring all public school and homeschooled children in Connecticut to have behavioral health assessments in grades 6, 8, 10 and 12 is drawing criticism from parents and homeschool advocates who say it would stigmatize children and intrude on parents’ rights.

The bill was crafted in the aftermath of the Newtown shooting with the hope of identifying mental health problems in youths in a timely way.

The bill is intended to make sure that pediatricians are screening for behavioral health problems routinely during annual physical exams, said Sen. Toni Harp, D-New Haven, who proposed the bill with Rep. Toni E. Walker, D-New Haven.

Under the bill, the assessments would be done by the child’s pediatrician, who would submit a form to the state verifying that the child had received the assessment. The results would be confidential and disclosed only to a child’s parent or guardian.

“I just want to make sure that the screenings happen,” Harp said.

“A lot of times pediatricians don’t get around to it. This is to make sure they do it in conjunction with

the physical exam.” As written, the bills calls for screening all public and homeschooled children, but Harp said Tuesday she would drop the requirement for homeschooled children. She said she also would consider adding private school children to the legislation.

During a legislative hearing last week, several parents and legal experts said they appreciate the bill’s intent, but said the law would be intrusive and rob parents of their rights.

“We want it to be recognized that we are the foremost advocates of our children’s well-being and we do not want that primary role to be assumed by the state,” said Nicole Stacy of the Family Institute of the Connecticut.

Deborah G. Stevenson, founder of National Home Education Legal Defense, said the state has no Constitutional authority to impose state mandated mental health assessments. She said this is a protected right of parents and has been upheld by a long line of cases in the U.S. Supreme Court and the

Connecticut Supreme Court.

“The bill is a huge over-reach into the authority of parents for no apparent reason,” she said.

Harp defended the bill, saying diagnosing these illnesses requires clinical expertise.

“Is it over-reaching for a doctor to say that it’s a regular sore throat

sooner, the result in Newtown would have been the same,” said Charlotte E. Hurst. “This was not the case of a missed diagnosis, which seems to be at the heart of this proposal. This is the wrong solution.” Hurst said the bill would flood the mental health system by requiring about 182,000 schoolchildren to be assessed annually at the cost of $18.2 million a year.

“I know you legislators are under pressure to do something, but please be wise in your efforts,” she said.

Others expressed concern that the screenings could label and stigmatize children.

“Without a plan for treatment and recovery, or access to appropriate and timely treatments and services, such screenings would not only do little good, but might actually cause harm by labeling children and youth,” said Daniela Giordano, public policy director for the National Alliance on Mental Illness - Connecticut.

“We need to have more education out there for people who come into regular contact with children, such as teachers and the clergy, so they can spot a red flag,” he said.

Many said the real problem isn’t screening, but access to and coordination of mental health services.

“What parents really need is better access to services and the consolidation of agencies so that parents with troubled children are not sent from one agency to another,” Stacy said.

Giordano said only about onefourth of the children and youth identified as needing behavioral health treatment actually receive it due to a combination of limited access to services, inadequate insurance coverage and a shortage of child psychiatrists.

Senate panel approves background check, school safety bills

A bill that would expand background checks on gun purchasers was approved by the Senate Judiciary Committee on party lines Tuesday, its prospect of Senate approval diminished with the withdrawal of a key GOP supporter.

The Senate panel also approved a bill that would provide schools with federal grants for school safety programs, which could include the hiring of armed guards.

The school safety bill, sponsored by Sen. Barbara Boxer, D-Calif., was approved by all Democrats and three Republicans on the panel, Sens. Ted Cruz of Texas, Lindsay Graham of South Carolina and Charles Grassley of Iowa. It is expected to also win GOP support when considered by the full Senate and is likely the legislation will be approved.

But the bill to expand background checks is in trouble.

Grassley, who was in negotiations with Democrats over the bill, said he’d consider voting for the legislation. But on Tuesday he pulled his support, saying, like Republicans, that he feared a universal background check would result in a “gun registry” that would allow the federal government to keep tabs on all gun owners.

“I think it’s a slippery slope,” Grassley said. “The more I thought about the bill, the more difficult it became to support it.”

Sen. Charles Schumer, D-N.Y., said Grassley “demeans the argument” by raising the specter of federal agents seizing guns.

“It’s sad. Right after Newtown, there was a view that maybe a place where we could all come together was background checks... ,” Schumer said.

In the end, the panel approved

the background check bill 10-8, supported by all the Democrats and opposed by every Republican.

The bill would close a “loophole” in current federal law that allows as many as 40 percent of gun purchasers to avoid a background check. Currently, guns sales by dealers require an FBI background check to make sure a prospective buyer is not a felon, domestic abuser or seriously mentally ill. Those people are barred under federal law from owning a gun.

But private sellers at gun shows, on the Internet or elsewhere don’t have to run a background check on their customers. Expanding background checks is at the heart of President Barack Obama’s proposals to regulate firearms.

Elementary School sent Judiciary Committee members a letter on Tuesday.

“In the midst of our anguish we have learned about the dangerous loopholes in our nation’s gun laws and we are compelled to speak out to save others from suffering what we have endured,” the letter said.

“We are writing today to express our deep conviction and support for the President’s plan to reduce gun violence in America.” Also on Tuesday, 26 gun-control activists from Newtown ended a 400-mile bike ride to Capitol Hill.

Sen. Richard Blumenthal, D-Conn., a member of the Judiciary Committee, said it’s still not too late to cut a deal with Republicans by amending the legislation.

“I am very hopeful about these talks,” he said. “We could, and should, find common ground.”

Last week, another Republican

in talks with Democrats on the background check bill, Sen. Tom Coburn of Oklahoma, ended negotiations.

It appears Sens. Sue Collins of Maine and Mark Kirk of Illinois are now the only Republicans likely to support universal background checks.

The Judiciary Committee has one more gun bill to consider, an assault weapons ban sponsored by Sen. Dianne Feinstein, D-Calif.

Considered the most controversial of the gun bills under consideration by Congress, the assault weapons ban is slated to be debated and voted upon by the Judiciary panel Thursday.
