

Over the spring and summer of 2022, the city hired ETC Institute who administered a statistically valid survey citywide in Newark. Residents were selected at random. The survey was 7 pages long and included scale questions (ranging from strongly agree to strongly disagree), multiple options questions (select top 3), straightforward single option questions, and several open ended questions. The survey covered categories of:
● Community Vision
● Achieving the Community Vision
● Safety, Health and Resilience
● Transportation
● Your Neighborhood
● Economic Development and Employment
● Demographics

ETC Institute administered the Newark360 Master Plan Community Vision Survey for the City of Newark during the months of spring 2022. The survey will help the City of Newark involve the community in long range planning and decisions.
ETC Institute mailed a survey packet to a random sample of households in the City of Newark. Each survey packet contained a cover letter, a copy of the survey, and a postage paid return envelope. Residents who received the survey were given the option of returning the survey by mail or completing it online at Newark360Survey.org.
After the surveys were mailed, ETC Institute followed up by sending text messages and mailing postcards to encourage participation. The text messages and postcards contained a link to the online version of the survey to make it easy for residents to complete the survey. To prevent people who were not residents of the City of Newark from participating, everyone who completed the survey online was required to enter their home address prior to submitting the survey. ETC Institute then matched the addresses that were entered online with the addresses that were originally selected for the random sample. If the address from a survey completed online did not match one of the addresses selected for the sample, the online survey was not included in the final database for this report.
The goal was to complete a minimum of 500 completed surveys from residents. The goal was exceeded with 510 completed surveys collected. The overall results for the sample of 510 households have a precision of at least +/ 4.3 at the 95% level of confidence.

The Future of Newark. Respondents were asked to rate their level of agreement with 21 statements regarding the future of Newark. Respondents most often envisioned (either agreeing or strongly agreeing with the statement) less trash and pollution in the river and bay (91%), improved access to fresh and healthy foods (91%), easily accessible health/social services in each neighborhood (90%) and jobs that provide a living wage (90%). There was broad support for each of the items; the lowest level of agreement was still at 77% (pedestrian and bike friendly streets that are greener and cleaner). Respondents were then asked to select the three statements they believe the city should prioritize most. These were the top three most selected items:
1. More affordable housing options (53%)
2. Jobs that provide a living wage (36%)
3. Easily accessible health and social services in each neighborhood (26%)
Preferred Methods. Respondents were asked to rate their level of support for 20 potential actions the City could take to achieve their goals. Respondents most supported (rating either very supportive or supportive) enforcing cleanup of contaminated sites (96%), targeted job training for growing industries (93%), and management and reduction of trash and pollution with organic waste collection and composting options (93%). There was broad support for each of the actions, the lowest being at 59% support for more artist in residency programs. Respondents were then asked to rank the three actions they felt should be of the highest priority for the City. These actions were selected the most:
1. A greater variety of housing options (48%)
2. Homeownership opportunities (31%)
3. Enforce cleanup of contaminated sites (25%)
Increasing Safety. Respondents were asked to select the three items that would have the greatest impact on their perception of safety in their neighborhood. Respondents most often selected increased police presence (61%), security cameras (41%), and redevelopment of vacant lots/buildings (40%).
Improving Health. Respondents were asked to select the three items that would have the greatest impact on their overall health. The most popular selections were reduction in litter, trash, and post flooding debris (55%), safer more walkable streets (55%), and availability of fresh foods and vegetables (38%).
Environmental Hazards. Respondents were asked to select all the environmental hazards that have greatly impacted their quality of life in Newark. Extreme rain/flooding (55%), nearby site contamination (50%), and hazardous air quality days (49%) were of the highest concern to respondents.
Building Resiliency. Respondents were asked to select the methods they thought would be the most successful towards building resiliency in their neighborhood. Respondents thought improving critical infrastructure to reduce outages, access to resources to prepare for extreme weather, and support for organizations that assist hard to reach neighbors were the best methods of building resiliency.
Types of Transportation. Respondents were asked to select all the modes of transportation their household uses to get to work, school, or other important trips. Respondents most often used a personal vehicle (58%) followed by NJ transit buses (56%) or walking (55%). Those three modes were also the most used to get to work or school specifically. However, 56% of respondents felt that public transportation did meet their household’s needs.
Pedestrian Safety. Respondents were asked to rate how safe they feel walking in their neighborhood. Respondents most often felt either unsafe or very unsafe (40%), 28% felt safe or very safe, and 32% felt neutral.
Bicycle Use. Just 30% of respondents have access to a bicycle. The highest number of respondents (48%) said they would not be comfortable riding a bicycle given the current infrastructure in their neighborhood. Respondents would feel more comfortable riding with protected lanes (54%), adequate street lighting (44%), and calmer traffic (42%).
Public Transportation. Most respondents (56%) feel public transportation meets their household’s needs. Respondents were then asked to rate the quality of 11 aspects of public transportation. Respondents best rated (rating either excellent or good) their proximity to public transportation stops/stations (65%), the affordability of public transportation (58%), and the frequency of service (53%). The most common issues on the “last leg” home that public transit riders faced were bad sidewalks (60%), busy streets (42%), and not enough street lighting (36%). Respondents feel improving pedestrian infrastructure (42%) and expanding the schedule and frequency of the bus schedule (25%) are the top priorities for improvements.
Support for Actions: Respondents most often support (either very supportive or supportive) ensuring streets/sidewalks are safe to use for people of all ages and abilities (95%), developing new homes to support senior living and aging in place (90%), and ensuring new developments incorporate resilience and flood resistance measures (88%).
Rating Neighborhood. Respondents were asked to rate various features of their neighborhood. They were most satisfied (rating either excellent or good) with the availability of transportation options (52%), availability of healthcare facilities (45%), and the attractiveness of buildings and parks (43%). Respondents were least satisfied (rating either fair or poor) with the condition of vacant lots (69%), sidewalks (65%), and the availability of quality affordable housing (56%). Respondents’ top priorities for their neighborhood are quality affordable housing (42%), cleanliness (39%), and quality of streets (30%). Most respondents (64%) would like to continue living in their neighborhood (either in their current home or a different home).
Accessible Locations by Walking. Respondents were asked to select all the locations within a 15 minute walk from their home. Churches or places of worship (69%), supermarkets or grocery stores (66%), and schools were the most common locations available via walking to respondents.
Job Access. Respondents feel technical and jobs skills training (54%) would be most helpful to enhancing their job qualifications. In general, respondents feel Newark needs more skilled/technical jobs and tech/computer/programming jobs (21%). Cities can best improve access to jobs by increasing training and technical programs (34%) and developing neighborhood workforce support centers (31%).
Supporting Small Businesses. Respondents feel financing opportunities (26%), grant programs (23%), and affordable offices and workspaces (20%) would best help support small business owners and those looking to start a business.

Today, city officials have limited resources which need to be targeted to actions that are of the most benefit to their citizens. Two of the most important criteria for decision making are (1) to target resources toward services of the highest importance to citizens; and (2) to target resources toward those services where citizens are the least satisfied.
The Importance Satisfaction (IS) rating is a unique tool that allows public officials to better understand both of these highly important decision making criteria for each of the services they are providing. The Importance Satisfaction rating is based on the concept that public agencies will maximize overall customer satisfaction by emphasizing improvements in those areas where the level of satisfaction is relatively low, and the perceived importance of the service is relatively high.
The rating is calculated by summing the percentage of responses for items selected as one of the most important items for the city to provide. The sum is then multiplied by 1 minus the percentage of respondents who indicated they were positively satisfied with the city’s performance in the related area (the sum of the ratings of 4 (“good”) and 5 (“excellent”) on a 5 point scale excluding “don’t know” responses). “Don’t Know” responses are excluded from the calculation to ensure the satisfaction ratings among service categories are comparable. [IS=Importance x (1 Satisfaction)].
Example of the Calculation: Respondents were asked to rate characteristics of their neighborhood then select the top three most important characteristics to their household. For example, thirty percent (30%) of respondents selected quality of streets as one of the most important neighborhood characteristics.
Regarding satisfaction, 25% of respondents surveyed rated the city’s overall performance in the quality of streets, as a “4” or “5” on a 5 point scale (where “5” means “Very Satisfied”) excluding “Don’t Know” responses. The I S rating for quality of streets was calculated by multiplying the sum of the most important percentages by 1 minus the sum of the satisfaction percentages. In this example 30% was multiplied by 75% (1 0.25). This calculation yielded an I S rating of 0.2248 which ranked 3rd out of 13 neighborhood characteristics.
The maximum rating is 1.00 and would be achieved when 100% of the respondents select an item as one of their top three choices and 0% indicate they are positively satisfied with the delivery of the service.
The lowest rating is 0.00 and could be achieved under either of the following two situations:
If 100% of the respondents were positively satisfied with the delivery of the service
If none (0%) of the respondents selected the service as one for the three most important areas for the city to emphasize over the next five years.
Ratings that are greater than or equal to 0.20 identify areas that should receive significantly more emphasis over the next two years. Ratings from 0.10 to 0.20 identify service areas that should receive increased emphasis. Ratings less than 0.10 should continue to receive the current level of emphasis.

PARKING! This is a whole major issue across all five wards in Newark. For safety and healthy living for residents (and to keep our neighborhoods less congested), implementing residential parking lots and demoing how certain wards, like the East Ward, perform with residential street permits would be a good strategy. But first and foremost, residential parking lots are a must! I feel that this would help with healthy living impacted by the air quality of many cars in the vicinity, with more parking options, more police presence and regulated streets where people feel safe walking home from their car, and overall less overcrowding/double parking in so many areas.
