Message from the President ] WSNLA has made great strides into online education with ecoPRO and CPH. A huge thanks to all who participated with these programs. Gregory Smaus, CPH, EPC WSNLA President Rock Solid Landscapes, Seattle It has been another whirlwind of a year. I feel that so much has opened up since January. Yes, we are still wearing masks and trying not to over do it but things have gotten a lot easier. Vaccines have allowed more interactions at work; lessened the amount of fear around Covid; eased social interactions for outdoor activities. Kids being able to go back to school allows them to socialize again with their friends, get back into a learning pattern and give parents some well needed breathing room. My work has continued to be busier than ever. Changing lifestyle choices has effected the way we are engaging with and prioritizing our projects. There were lots of home sales some of which dropped us and some of which added properties to their accounts. Many people continue to work from home which gets them motivated to improve their property. We continue to hear about labor shortages and supply chain issues which is leading to long overdue wage increases in our industry. Earlier this year WSNLA created video interviews with our WSNLA Leadership Award recipients. It was fun to have these conversations, one on one. Watch for the announcement of these individuals in an upcoming magazine, coupled with video presentations that dive deeper and share more about the work they do. I would like to thank Breanne and Holly for keeping track of so many moving pieces, adapting to weekly shifts of focus and their thorough professionalism in all situations. They are consistently well informed with a plan of action on hand.

Your contribution of time, talent, and knowledge will strengthen your industry. Legislative Committee Help protect the nursery and landscape industry against unnecessary regulations and legislation. This committee reviews legislative and regulatory issues being monitored by WSNLA; Reviews legislative reports, during session, providing input on possible industry impacts, as needed; Provides input on WSNLA’s Legislative Summit; and provides guidance in coordinating member input, if necessary. Plant Something Marketing Committee Help spread the word and encourage new audiences to plant something! The focus of WSNLA’s Plant Something campaign is to promote the benefits of plants, trees and value of landscapes, specifically targeting new audiences. This committee generates ideas for messaging, identifies helpful member marketing tools; and provides guidance for WSNLA’s online presence interfacing with the public. Breanne Chavez WSNLA Executive Director With the goal of improving service to your business, WSNLA built upon and implemented new technologies to provide greater access to education and resources, increase industry promotion and improve advocacy efforts in 2021. With technology rapidly evolving, this work continues in 2022. Whether we are talking about the PROseries, ecoPRO or the Certified Professional Horticulturist certification programs, building out resources that are accessible virtually has provided ease of access to industry professionals statewide, with engagement growing from previously underserved areas, such as Southwest and Eastern Washington. In this issue, learn more about 2021 achievements and what’s coming for both of WSNLA’s certification programs in 2022. (Certified Professional Horticulturist certification on page 23 and the ecoPRO certification program on page 25.) GardenWashington.com works to engage consumers with WSNLA members and resources. In 2021, Green Passport Coupons went virtual - this will continue in 2022, but will wil coupled with the traditional printed edition. GardenWashington also debuted a Smart Watering resource webpage providing consumers tips direct from the professionals. In 2022, WSNLA will work to seek grant funding to launch a Plant Something Pollinator Friendly campaign. If funded, member input will identify strategies. WSNLA’s virtual legislative summit provides an opportunity for you to get an update on legislative and regulatory topics WSNLA is monitoring to protect your business from unnecessary impacts. As we begin the 2022 Legislative Session, please be sure to review your weekly legislative update and provide feedback on issues of concern or support. Legislative Update
Leaders in Advocacy: Protecting Your Business Olympia which is a good thing. The more legislators can talk to each other and negotiate in person, the better their product tends to be. Meetings on campus will be allowed but will be limited. Constituents can come to Olympia to meet with their legislators, but meetings will be limited to small groups.
Heather Hansen WSNLA Lobbyist Last spring, the Washington State Legislature passed a new Capital Gains tax. As passed, it would go into effect January 1, 2022. Many groups believe this tax is inconsistent with the Washington State constitution. Consequently, two lawsuits were filed, one by the Freedom Foundation, the second by a coalition of farmers, business owners and the Washington State Farm Bureau. The two cases have been consolidated into one by judges. The case is expected to be decided by the Douglas County Superior Court in late 2021 or early 2022, but that decision will likely be appealed, and the decision will ultimately be made by the Washington Supreme Court. November 15 is the deadline for the Washington Redistricting Commission to submit their maps to the legislature. At this point, it is very unlikely that the maps will change. By the time you read this, the new maps should be available to the public so you will know if you are in a new legislative or congressional district for the next ten years. (Note: Due to Governor Inslee’s appointment of Senator Steve Hobbs as Secretary of State, there is some speculation that maps around his district, the 44th, may see last minute changes.) The 2022 legislative session will begin January 10. While the rules are not quite final yet, it appears certain that all hearings will be virtual again this year. That is good news and bad news. It allows easier access to people from all over the state without travelling to Olympia. But, when thousands of people sign up to testify, time is so short that testimony becomes meaningless. Legislators are expected to be on campus in
In mid-November, a lawsuit was filed to prevent the new Long Term Care tax from going into effect. The new payroll tax is scheduled to begin January 1, 2022. The premium will be .58% of total pay. November 1, 2021 was the deadline to opt out without paying the new tax. Employees can still file for an exemption until December 31, 2022, but they must pay the premium until then. The legislature was expected to discuss some changes to the new program. Now that the lawsuit has been filed, changes will most likely be on hold until the court rules. The Washington State Department of Agriculture will request funding from the legislature to eradicate Japanese beetles from the Yakima Valley and to eradicate Asian Giant Hornets from Whatcom County. The Department of Natural Resources is planning several bills that mention the urban tree canopy. While language is not final yet, one proposal would map and prioritize urban areas where tree planting may provide environmental, economic, or health benefits particularly to highly impacted or overburdened communities. A separate proposal focuses on the Snohomish watershed. It includes the following goals: - Increase tree canopy by 2,000 acres in cities and towns by 2031. - Plant 10,000 trees annually alongside streams, streets and other priority landscapes. - Reduce impervious surface levels in key urban sub-basins to below 30% by 2031. - Expand green stormwater infrastructure programs, by 2023. - Mobilize 50,000 hours of Urban Forestry Revitalization workforce training and Corps crews work time by 2024. The 2022 legislative session will begin January 10 and end March 10. As it gets closer, we will learn more about other new proposals.
WSNLA’s business membership includes a diverse community of large and small growers, garden centers, landscape professionals and suppliers. It is the intent of WSNLA Board of Directors to ensure legislative activities focus in on overarching WSNLA member needs, while effectively balancing the diversity in business scale and location. To that extent, the following priorities have been identified, with member input, to guide and strengthen WSNLA legislative and regulatory activities throughout the State.

Washington Nursery and Landscape Association supports stewardship of the land and the plants and trees that grow upon it. Our priorities include: • Promoting a positive business climate for growing and marketing plants and landscape services. • Protecting our industry from burdensome regulation, taxes and fees. • Working in a bipartisan manner and focusing on results. • Ensuring policies are reasonable and based on sound science. WSNLA will coordinate with other affiliated professional organizations to support our members on agricultural and environmental issues such as: • Water availability, management & quality • Urban planning and the inclusion of green spaces • Pesticide regulation • Open space taxation On general business issues, WSNLA will focus on impact to members. Such issues include but are not limited to: • Labor: availability, training, minimum wage, workers comp, health care, benefits • Simplifying business regulation including streamlining local jurisdiction business licensing • Taxes WSNLA Priorities drafted June – September 2017. Certification Program Update C. Andrew Barker, CPH CPH Steering Committee Chair WSNLA Past President Cloud Garden Landscape Design Lots of dynamic new things happening with the Certified Professional Horticulturalist Program! First, we have decided to create a Steering Committee for the purpose of maintaining the highest standards of horticultural excellence and expertise, finding ways to make the program accessible to a more diverse and inclusive population, as well as make it more geographically convenient throughout the state. We feel that it is vital to create ways to energetically reach out, as well, to young people who are getting ready to enter into horticultural fields, in addition to folks who may not have ever previously considered such a career. Our committee is composed of a balance of college and high school horticulture instructors, as well as seasoned professionals representing the various segments of our industry. (See committee list below.) In response to the ongoing social restrictions imposed as a result of the pandemic, we revamped our exam testing procedures, engineering a safe and fair way to do the plant ID portion of the test, using live samples of nursery stock, which resulted in one of the best testing environments we have ever had. We used one of the shade houses for the written test and everything worked out great! Going forward, we will be implementing this new Plant ID testing model we have developed in multiple areas throughout the state. We will be embarking on a new phase in the written exam, which will now be done virtually, using the same virtual platform employed for the ecoPRO certification exam. This will greatly streamline the test taking process and make proctoring and grading much simpler, as well as providing analytics to help us to expand and improve the question bank and testing procedure as we move forward. We are working to provide CPH Plant Identification online study resources and virtual courses. In the past the Plant ID Review course was held onsite at Lake WA Institute of Technology and was limited to 20 attendees. With virtual teaching capabilities we will be able to greatly expand attendance and not be limited to a set location. It is cool to find new technological ways to raise the level of knowledge and awareness in our very hands-on and practical industry! Finally, the Steering Committee is working to launch a CPH Level 1 focused towards high school horticulture programs, initially spurred to provide skills to underserved Certified Professional Horticulturist Program Committees students seeking skills for career building and Steering Committee employment. ecoPRO Continues to Grow in 2021!
Despite the challenges of the past couple years, we have managed to slowly expand the community of ecoPRO Certified Sustainable Landscape Professionals in Washington with some innovative steps forward in 2021. The program is now poised to grow in the years ahead with additional interest being generated in Eastern as well as Western Washington. 2021 forced a transition to virtual training and testing, which required the development of an online training and testing platform. Now that this new process has been tried and tested, we will continue to use this platform for the foreseeable future and eventually will have the option of using online, in combination with in-person training and testing. Credit for this enormous and successful effort goes first to Breanne Chavez who has provided consistent energy, efficiency, coordination, and leadership throughout. We are also very fortunate to have an extremely talented and committed group of practicing landscape professionals working on the ecoPRO Technical and Steering Committees in a coordinated effort to refresh and reformat the training materials and section presentations. All in all, both 2020 and 2021 can be counted as very successful years in the program’s develop, and we are now prepared to promote the virtual certification process statewide in the coming year. As the program continues to grow, we will use our increasing base of certified landscape professionals as advocates for the program moving forward, and we have developed a survey for certified professionals to determine the best marketing strategy for the future. We have produced a short introductory video that can be used for promotion and viewed by all interested professionals in Washington State. We will also be promoting the program at a number of industry related events in the coming years. The Steering Committee is also considering producing a set of pre-recorded session for independent study. I would encourage anyone to go to the ecoPRO website where you will find additional information and resources for getting involved and helping promote this great professional development program. We are also always looking for good case study example of the successful application of sustain landscape design and management in practice.
