World Trade Report 2018

The Future of World Trade: How Digital Technologies are Transforming Global Commerce Trade has always been shaped by technology but the rapid development of digital technologies in recent times has the potential to transform international trade profoundly in the years to come. Computing, automation and data analytics are coming together in entirely new ways that deeply impact what we trade, how we trade and who is trading. What will be the consequences of the “new digital revolution� on the world economy, and in particular on international trade? The Report provides an analysis of the changes at play and estimates the extent to which global trade may be affected over the next 15 years.


The World Trade Report 2018 examines how digital technologies – and in particular the Internet of Things, artificial intelligence, 3D printing and Blockchain – affect trade costs, the nature of what is traded and the composition of trade.

The Report discusses the opportunities arising from the development of digital technologies, in particular for developing countries and smaller firms, but also the challenges. It also examines how international trade cooperation can help governments both seize these opportunities and address the challenges. The Report finds that one of the most significant impacts of digital technologies is the extent to which they will reduce trade costs. It also highlights that digital technologies will affect the composition of trade by increasing the services component, fostering trade in certain goods such as time-sensitive products, changing patterns of comparative advantage, and affecting the complexity and length of global value chains. A number of simulations outlined in the Report show that future technological changes are expected to increase trade growth, especially in trade in services, and that developing countries are likely to gain an increasing share of global trade. The expansion of digital trade is likely to entail considerable benefits but international cooperation is needed to help governments ensure that digital trade continues to be an engine of inclusive economic development.

World Tariff Profiles 2018 World Tariff Profiles 2018 provides comprehensive information on the tariffs and non-tariff measures imposed by over 170 countries and customs territories. It is a joint publication of the WTO, the International Trade Centre (ITC) and the United Nations Conference on Trade and Development (UNCTAD). Tariff data are presented in comparative tables and in onepage profiles for each economy. Statistics on non-tariff measures by country and by product group complement the data on tariffs. The publication also includes as a special topic an analysis of how least-developed countries (LDCs) make use of preferential tariffs offered by trading partners for products exported by LDCs.

Trade Policy Reviews Trade Policy Reviews analyse the trade policies and practices of every member of the World Trade Organization. As well as analysing by sector and by trade measure, the reports also look into the country’s wider economic environment. The reviews consist of three main parts: an independent report by the WTO Secretariat, a report by the government, and the concluding remarks by the Chair of the WTO’s Trade Policy Review Body following discussion of the review by the WTO membership. A key trade policy facts section provides an overview of the main findings and a visual summary of the average tariff rates applied by the member.

World Trade Report 2017 Trade, technology and jobs The 2017 World Trade Report examines how technology and trade affect employment and wages. It analyses the challenges for workers and firms in adjusting to changes in labour markets, and how governments can facilitate such adjustment to ensure that trade and technology are inclusive. The Report looks in particular into the part played by technology and trade in the shift of employment from manufacturing to services, in the decreasing proportion of middle-skilled jobs, in the growing value placed on skills within the jobs market and in the increasing participation of women in the workforce.

Trade and Food Standards Trade in food is difficult to imagine without standards. Food standards give confidence to consumers about the safety, quality and authenticity of what they eat. By setting out a common understanding on different aspects of food for consumers, producers and governments, harmonization on the basis of international standards makes trade less costly and more inclusive. Food standards and trade go hand in hand in ensuring safe, nutritious and sufficient food for a growing world population. Aid for Trade at a Glance 2017 Promoting Trade, Inclusiveness and Connectivity for Sustainable Development This edition of Aid for Trade at a Glance focuses on trade connectivity, which is critical for economic growth, inclusiveness and sustainable development. Physical connectivity enables the movement of goods and services to local, regional and global markets while digital connectivity is vital in today’s trade environment. Yet, the Internet remains inaccessible for 3.9 billion people globally, many of whom live in the least developed countries. This report builds on the analysis of trade costs and extends it into the digital domain, reflecting the changing nature of trade. It seeks to identify ways to support developing countries – and notably the least developed – in realising the gains from trade. It reviews action being taken by a broad range of stakeholders to promote connectivity for sustainable development, including by governments, their development partners and by the private sector. One message that emerges strongly is that participation in e-commerce requires much more than a simple Internet connection.

Investing in Skills for Inclusive Trade Investing in Skills for Inclusive Trade focuses on the linkages between trade and skills and between trade and skills development policies. The publication argues that in the fast-changing context of globalization, where technology and trade relations evolve rapidly, the responsiveness of skills supply to demand is particularly important. 20 Years of the Information Technology Agreement Boosting Trade, Innovation and Digital Connectivity Over the past 20 years, the Information Technology Agreement (ITA) has increased worldwide access to high-tech goods, such as computers, mobile phones and semiconductors. It has also contributed to greater access to the Internet and the growth of the digital economy, creating new opportunities for businesses and individuals in both developed and developing countries. To mark the 20th anniversary of the ITA, this publication analyses the impact of the ITA on its participants and on worldwide trade in IT products. It also reviews new developments, such as the landmark deal concluded in 2015 to eliminate tariffs on an additional 201 IT products valued at over $1.3 trillion per year. Finally, it highlights what still needs to be done to meet the UN’s Sustainable Development Goal of providing universal and affordable access to the Internet so that the benefits of the digital revolution can be enjoyed by all.

Regional Trade Agreements and the Multilateral Trading System The book explores bilateral and regional trade agreements and examines how they are changing international trade rules. It offers an important contribution to the current debate on the role of the WTO in regulating international trade and how WTO rules relate to new rules being developed by RTAs. It provides a deep analysis of RTA provisions, identifying which provisions tend to be more liberalizing than others, whether there are any trends that can be identified and whether RTA provisions are moving ahead of the WTO framework, thereby creating a dual system of standards for international trade.

While previous work has focused on subsets of RTAs, the studies in this publication are based on what is probably the largest dataset used to date.

A Handbook on Accession to the WTO Second edition

A Handbook on Accession to the WTO was first published by CUP in 2008, covering 23 accessions concluded between 1995 and 2007. Since then, 13 more accessions have been concluded. While the procedures governing the WTO accession process remain largely unchanged, the second edition of the Handbook incorporates the substance of commitments undertaken in the newly completed accessions. It also updates the basic rules and discussions pertaining to WTO accessions, including the General Council Decision of 2012 on Accession of Least-Developed Countries. In addition, the new Handbook contains a new chapter on transparency in WTO accessions and updates elements which have been enhanced in the management of WTO accessions, such as technical assistance and training for acceding governments.

Trade in Knowledge International trade has long served as a vital conduit for the transfer of technological knowledge and for the dissemination of cultural works. Growing recognition of the value and impact of the knowledge component of trade was a key factor in the conclusion, some 25 years ago, of the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) within the framework of the WTO. However, contemporary policy makers confront an entirely new set of challenges integrating TRIPS measures into trade policies that respond to a digitally transformed knowledge economy; these challenges extend to the basic capacity to measure and to map the IP dimension of trade. Trade, Connectivity and Inclusiveness

Case Studies by WTO Chairs Trade, Connectivity and Inclusiveness: Case Studies by WTO Chairs gathers together research undertaken by the WTO Chairs Programme on topics such as trade and poverty, promoting connectivity and “trade behind the headlines”, which was the theme of the 2017 WTO Public Forum. The papers were presented by WTO chairs at the 2017 Aid for Trade Global Review, the 2017 Public Forum and the Annual Conference of the Chairs Programme held in Bueno Aires, Argentina, at the end of 2017. The WTO Chairs Programme aims to support and promote trade-related academic activities by universities and research institutions in developing and least-developed countries. The Programme currently consists of 19 institutions.

The Role of the TBT/SPS Agreements in Supporting International Regulatory Cooperation This publication focuses on the role of the WTO in supporting international regulatory cooperation. The publication takes a critical look at how WTO members’ implementation of the Technical Barriers to Trade (TBT) Agreement and the Sanitary and Phytosanitary Measures (SPS) Agreement and the work of the TBT and SPS committees contribute to improving regulatory quality. Making Globalization More Inclusive

Lessons from Government Adjustment Policies This publication identifies examples of how governments have adopted adjustment policies that have contributed to making globalization more inclusive in developed and developing economies. The publication contributes to the policy debate in several ways. First, it helps to explain how governments can ensure that the benefits from trade are shared more broadly within countries. Secondly, by showing how the design of appropriate adjustment policies can make globalization more inclusive, it responds to concerns about the effects of trade on labour markets. Thirdly, it helps to explain how governments can respond to technological change, which may have a more significant impact on changes in the labour market than those caused by trade.

Trade Facilitation Agreement: Breaking New Ground The Trade Facilitation Agreement is the first multilateral treaty adopted in the WTO since the organization was created. This book looks at how the Agreement is structured and how it relates to existing WTO agreements, namely the Customs Valuation Agreement, the Agreement on Rules of Origin, the Agreement on Import Licensing, the Agreement on Technical Barriers to Trade, the Agreement on Sanitary and Phytosanitary Measures and the Agreement on Pre-shipment Inspection. Agriculture Policy Landscape The food and agriculture landscape has dramatically evolved in the past 15 years and faces new challenges in the future. Developing countries play an increasingly important role in world agricultural markets, with five out of the six top producers being developing countries. The mix of policies implemented by countries that affect the agriculture and food sector has also evolved over the past decade. Policy makers have a variety of tools at their disposal to ensure that their population has adequate food and to ensure that the enabling conditions for their agriculture and food sector are in place. While the WTO’s agriculture rules have minimised distortions in production and trade, there is considerable room for improvement so as to enable the multilateral trading system to respond effectively to the transformation of the agriculture sector. Global Value Chain Development Report 2019

New edition

Global value chains (GVCs) that spread the production process across countries have greatly expanded their share of world trade and world production over the past 20 years. In the years immediately after the Global Financial Crisis, however, the expansion of GVCs stalled, according to some measures reported in the 2017 GVC Development Report. At the same time, the world has seen the emergence of populist, protectionist movements in many advanced countries with potential consequences for growth opportunities in developing countries but also, in a world of high interdependencies, developed economies. The second Global Value Chain Development Report brings together a set of studies that examine the inter-related issues of technology and business model innovation, supply chain trade and workers in a globalized world. It updates the trends in GVC development in both developed and developing economies according to a set of GVC indicators based on available macro and micro statistics, and explores the development of GVCs by technology level, by income level, and by economic and geographical blocks.

Trade can be considered inclusive if it creates equal opportunities for all to participate and share its benefits. However, the notion of trade inclusiveness has remained relatively broad, encompassing various dimensions. This publication brings together a number of contributions, with the aim of clarifying the concept of trade inclusiveness and the analytical framework that could be used to assess inclusiveness in relation to trade. The publication considers trade inclusiveness from four perspectives: countries, regions, firms and people. At the country level, inclusive trade would create a level playing field for all countries, irrespective of their size and economic power. At the regional level, inclusive trade would create equal opportunities to gain from trade for different regions of a country, including relatively poorer, remote and rural regions. At the firm level, inclusive trade would ensure equal opportunities for all enterprises, irrespective of their size and market power, including micro, small and medium enterprises. Finally, at the household level, trade would be inclusive if its benefits could be broadly shared, including by disadvantaged social groups (youth, women, migrants, etc.). Thus, inclusive trade may be seen as a unifying framework for disperse policy issues, all of which are high on the global agenda.

The GVC phenomenon promotes integration on multiple levels. World trade has expanded significantly in recent years, making a major contribution to global growth. Economic growth has not led to a corresponding improvement in working conditions and living standards for many workers. In developing countries, job creation has largely taken place in the informal economy, where around 60 per cent of workers are employed. Most of the workers in the informal economy have almost no job security, low incomes and no social protection, with limited opportunities to benefit from globalization.

This study focuses on the relationship between trade and the growth of the informal economy in developing countries. Based on existing academic literature, complemented with new empirical research by the ILO and the WTO, the study discusses how trade reform affects different aspects of the informal economy. It also examines how high rates of informal employment diminish the scope for developing countries to translate trade openness into sustainable long-term growth. The report analyzes how well-designed trade and decent-work friendly policies can complement each other so as to promote sustainable development and growing prosperity in developing countries.

The world is changing with extraordinary rapidity, driven by many influences, including shifts in production and consumption patterns, continuing technological innovation, new ways of doing business and, of course, policy. The World Trade Report 2013 focuses on how trade is both a cause and an effect of change and looks into the factors shaping the future of world trade.

Economic and political institutions along with the interplay of cultural customs among countries all help to shape international cooperation, including in the trade field. The future of trade will also be affected by the extent to which politics and policies successfully address issues of growing social concern, such as the availability of jobs and persistent income inequality. These and other factors are all examined in the World Trade Report 2013.

One of the most significant drivers of change is technology. Not only have revolutions in transport and communications transformed our world but new developments, such as 3D printing, and the continuing spread of information technology will continue to do so. Trade and foreign direct investment, together with a greater geographical spread of income growth and opportunity, will integrate a growing number of countries into more extensive international exchange. Higher incomes and larger populations will put new strains on both renewable and non-renewable resources, calling for careful resource management. Environmental issues will also call for increasing attention.

How have the acceding governments fared? This volume of essays offers critical readings on how WTO accession negotiations have expanded the reach of the multilateral trading system not only geographically but also conceptually, clarifying disciplines and pointing the way to their further strengthening in future negotiations. Members who have acceded since the WTO was established now account for 20 per cent of total WTO membership. In the age of globalization there is an increased need for a universal system of trade rules. Accession negotiations have been used by governments as an instrument for domestic reforms, and one lesson from the accession process is that there are contexts which lead multilateral trade negotiations to successful outcomes even in the complex and multi-polar 21st-century economic environment.
