President’s Message Your Voice With Government

Minimum Wage:

When I sat down to write my message for last year’s Buyer’s Guide, the issue on everyone’s mind was the HST. What a difference a year makes. In the last 12 months we have not only been dealing with the effects of the HST, but we have also been tasked with the new .05 drinking legislation and new minimum wage increases; talk about a triple whammy.

With new government a change in the minimum wage was expected but the magnitude and timing was not. A 28% increase in wages for servers (non alcohol) and 12% for servers of alcohol is a hit that industry in these economic times simply cannot handle without negatively affecting employment and profitability. And although pleased that government listened to the representations of the BCRFA with respect to a tipped wage differential, we were disappointed that this differential does not apply to all servers who earn gratuities. As expressed by many of our unlicensed full service members we know that many servers in unlicensed establishments earn as much as those who serve alcohol regularly. The irony of course is that as a result of the .05 drinking regulations less alcohol is being served in restaurants. The BCRFA is lobbying the government to reconsider this point of difference. In addition to the increase, the government also eliminated the training wage. This will no doubt have a negative effect on youth employment as restaurants will look to hire more experienced workers given these new wages. We have made this point to the government and are asking for a wage subsidy or training tax incentives to provide relief for businesses who hire first time workers.

.05 Drinking Legislation

We have provided the new Attorney General, Minister Shirley Bond a robust document outlining the very negative impacts these regulations have had on industry sales. The government has admitted that there have been unintended consequences to business and have asked for direction on how they can balance the situation. We have suggested that industry can help with education, but penalties need to be reduced for drivers registering under .08. The former Attorney General was considering some type of appeal process for those under .08 and we will continue to represent your interests rigorously in an effort to restore industry sales.

HST

The new government has committed to a mail in vote slated for June 25, 2011. Our position is that while HST is likely a good tax long-term for our economy it is an unfair tax on restaurants. It has made restaurant meals even more expensive than non-taxed grocery food and is a spending block for consumers. We continue to have discussions with government on mitigation.

Livesmart BC

The government has made a substantial investment in an energy program in partnership with the BCRFA and the Canadian Restaurant Association. Beginning April 15 2011, there will be three energy advisors throughout the province (Kelowna, Vancouver, Victoria) who will provide free energy assessment to restaurants and to advise ways to decrease energy consumption and reduce operating costs. Information will be available shortly at www.thegreenadvisor.ca While this past year has been extremely difficult for our industry, our strategy remains to build consumer confidence and work intently behind the scenes to advocate with government to create an environment of growth and opportunity. The family agenda of our new Premier will be best served by creating jobs and keeping the economy strong, so we congratulate Christy Clark and look forward to her promise that she will consult industry regularly. — Ian Tostenson, President BCRFA

Pretending everything is normal only increases stress. Your employees have figured out business is slow. The smart employer enlists employees’ help to survive and even thrive in tough times

HR Tips for Surviving Economic Hard Times

1. H ave regular meetings with your employees to let them know the general state of the business (what percentage it is down, possibility of staff or shift cuts and how these will be done). Actively encourage suggestions for increasing business, reducing waste and cutting costs.

5. U se the slow time to redecorate – paint, freshen up and deep clean your restaurant. Give existing employees the opportunity to do some or all of the work – most people can handle a paint brush and a mop. Make it fun with contests for the fewest drips on the drop cloth and the silliest looking painting or cleaning outfits.

2. W hile staff is your biggest controllable cost, employees are also your greatest asset. Before you lay off workers, look for other ways of reducing costs. Your loyalty to your staff will pay off in the long run. If you must reduce staff, remember lay off is legally the same as terminating. This means you must give paid working notice or wages (the amount increases with the amount of time employed). This is required even if you intend to call the employees back to work when business picks up.

6. C onsider doing some of your contracted services in house. For example: If you regularly have flowers brought in by a florist, consider asking if any employee has a secret yearning to arrange flowers. Give the employee a budget and let them take care of the flowers. You’ll save money and keep an employee happy.

Y ou may not be able to give pay increases or bonuses this year but you can still offer rewards to good employees • Use your corporate credit card points to buy movie passes, gas coupons or other perks and pass these to your employees. • G ive recognition – a certificate of merit or thanks, a simple greeting card or bouquet of flowers can be a meaningful way of acknowledging good workers when money is tight. • M ake a (tax deductable) donation to a charity your employees choose

• F ind out employees’ interests — investing, buying a first home, personal money management, career planning, drug proofing teens, etc. Invite someone to come to speak to interested employees on these topics. Speakers come from banks, real estate offices, colleges, non profit groups and government agencies and are often free or very low cost.

4. N ever be tempted to cut corners by breaking the law. If you try to avoid paying wages in accordance with the Employment Standards Act or neglect Worksafe premiums you will be caught and it will cost you far more than you expected to save. 24

7. I n busy times, many restaurants discourage employees from being customers because their presence distracts employees on shift. Tough times call for a different strategy. Encourage employees to bring their friends and families in. Offer generous staff discounts when employees choose your restaurant to celebrate life events. 8. E ncourage employees to use their own social networks to bring in business. Give employees discount coupons to hand out as they consider appropriate. Make it a contest and give fun prizes or bonuses to the employees who bring in the most customers. 9. Many employees belong to groups or organizations in need of places to meet or hold fund raising events. Offer your employees generous discounts and support their charities or clubs if they choose your restaurant as a meeting or event place. It’s a sure bet some of the group will return for meals in the near future. 10. Use the tough times to work as a real team with your employees. Your restaurant is their livelihood as well as yours. They want you to succeed. Let your employees help you by being open to their ideas, suggestions and support.

Healthy Eating Tips for Restaurants

Here is something I don’t need to tell restauranteurs: Canadians love to eat out. In fact, nearly one-quarter of Canadian household food dollars are spent in restaurants and nearly one in ten meals or snacks comes from a restaurant. But as a Heart and Stroke Foundation registered dietitian I feel it is worth reminding the food service industry how important it is for Canadians to have healthy food choices when they dine out. The Health Check program in restaurants is one important way the Foundation helps Canadians make healthy choices – by identifying them right on your menu. Here are my top ten tips to help you get more healthier items are on your menus:

1. Make it healthy & delicious. Consumers no longer hold with the conventional wisdom that a healthy meal means a flavourless one. In fact, according to the 2010 Canadian Healthy Eating Consumer Trend Report by Technomic, only 17 percent of Canadian consumers feel that food described as healthy does not taste as good as other options. And the Canadian Council of Food and Nutrition reports that taste is the number one factor in how Canadians choose the food they eat, but nutrition is a pretty close second.

2. Give them the facts. Provide nutrition information, such as calories, fat and sodium, so your guests can make a healthy choice for themselves.

3. Cut calories. According to a recent study out of Penn State, almost three-quarters of restaurant chefs and owners said they could trim off 10 percent of the calories without consumers noticing the difference.

4. Give vegetables and fruit a starring role. They are the first food group in Canada’s Food Guide for good reason – they are low in fat and calories, and

high in vitamins and fibre. Load up your plates with a variety of colourful vegetables and fruit, and use fresh, local produce whenever available.

6. Make sure kids’ menu make the grade. Children’s menu items are often the least healthy choices. Instead of fried foods paired with pop and sugary desserts, develop some interesting lower fat, higher fibre options that will appeal to tiny taste buds. Include colourful sides of cut-up vegetables and fruit, and offer milk or 100% fruit juice.

7. Bigger is not always better. Restauranteurs have increased portion sizes over the years – sometimes by two to five times – in an effort to provide more value for money. But Canadians have become savvy by

What You Need to Know about Minimum Wage

On March 16th, 2011 Premier Christy Clark announced changes to minimum wage laws in British Columbia. Along with the increase to $10.25/ hr for general minimum wage, the Premier has introduced a $9.00/hr alcohol server wage for employees who directly serve alcohol. Starting May 1st, 2011, both wages will be gradually increased over the course of a year. Furthermore, the $6.00/hour training wage will be eliminated.

What do I need to know?

As a small restaurant owner, you’re involved in every aspect of your daily operation. From payroll to marketing, you probably do it all or you know how it’s being done. With so many details to keep track of, it can be hard to find the time to think about what responsibilities you have to fulfil for your workers and to WorkSafeBC when it comes to health and safety. Below, we’ve shed some light on some of the most common questions small business owners ask about health and safety, and WorkSafeBC.

Do we still need to set up a health and safety program at our workplace if we’ve never had an accident?

All B.C. workplaces, including restaurant operations and small businesses, are required to have an occupational health and safety program. Even if you only have one or two workers, make sure you have regular monthly safety meetings so there is an opportunity to discuss health and safety issues. Committing to health and safety can create a better work environment, help you keep good workers, and result in increased morale and greater productivity.

There was a workplace accident but no one was injured. Do we still need to conduct an incident investigation? Yes, employers must investigate all incidents, including near-misses. Conducting an investigation ensures the incident doesn’t happen again and no one gets hurt.

I’m the owner of the business, can I personally opt out of the WorkSafeBC program? As “a proprietor” (or a spouse), you are not automatically covered for compensation benefits. However, you can apply for Personal Optional Protection (POP), which will cover your lost salary and medical expenses if you get injured on the job or contract a disease as a result of your work.

If I hire a subcontractor, am I responsible for their health and safety? Employers are responsible for the health and safety of all their workers, including any contractors or subcontractors. It’s a good idea to check with WorkSafeBC to make sure the contractors or subcontractors you hire are registered with WorkSafeBC. If they aren’t, your company could be liable for their insurance premiums if there’s an injury or accident.

How do I report my payroll and make my payments to WorkSafeBC?

The quickest and easiest way to report and pay is online through WorkSafeBC.com, or by calling WorkSafeBC’s automated phone system at 1-888-922-2768. www.WorkSafeBC.com

Three steps for Business Insurance Whenever we get questions about insurance policies the restaurant owner is looking for ways to save money on his policy. The three keys areas to review are location, contents and liability.

1.During the application process we do a site inspection. Details we need to know are the type of building construction, the square footage of your space, and who your neighbours are. The liability limit requested is often determined by your lease and if you have a patio on city property. Generally we see a limit of $2,000,000 to $5,000,000 liability. The liability section of your insurance is rated by your gross sales. In particular your food to alcohol sales ratio is important to the rating. Remember buying the right insurance creates peace of mind and enables an owner to focus on key issues of sales, staff training and management. Warren Erhart is a humble man that considers himself truly fortunate to hold the position he is does. He honestly believes that when you find something you love you will never work a day in your life. This passion and enthusiasm has earned him numerous accolodes within the industry. He was honored with the Active Restaurateur Award at the 2010 Hall of Fame, and recently White Spot was named as one of Canada’s 50 Best Managed Companies. His most recent appointment is that of Chair with the CRFA. The success of White Spot is a direct reflection of Warren and his own legendary way of promoting this legendary brand. When Warren was recently contacted by friend Michael Buble with a request that he fly down to California to cook a couple of famous Triple O burgers for music legend David Foster’s birthday. He jumped at the opportunity. Ingredients aboard (including the secret Triple O sauce), Warren flew down to Malibu and spent time with the two musical icons. It’s stories like this that exemplify Warrens undeniable enthusiasm for the White Spot brand. Warren’s message to the industy? GET INVOLVED! United voice is vital. When advocating with the government, it is crucial we find ways to work together to 36

What role do employees play in White Spot, and how do you keep them energized and engaged over the years? “White Spot’s success is a people story. I am very fortunate to be surrounded by great people. Our core value is: hire the best, train the best, then expect the best. My job is to create an environment where individuals can make a difference. We have some wonderful people that work for us and we are extremely proud that our employees average over 9 years in our offices and 5 years in our restaurants. This is an anomoly in an industry that provides many first jobs. We have many people who have made the decision to make White Spot a career and for that we are truly fortunate to have that.”

What is the biggest challenge that Triple O’s and White Spot has seen over the past few years? How do you adapt to these changes? “It is always making sure you remain relevant. Even though we have been around since 1928, our past success doesn’t guarantee success in the future. Sometimes it may impedes us. To continue to remain relevant we focus on external and internal research. We conduct internal focus groups, and staff and customer surveys. We sit down and talk

named Canada’s 50 Best Managed Companies to our owners about what we can do better in each and every restaurant. We have used the research to help guide and direct us to where we are today. Continuous improvement in what we do, and showing a sense of urgency in how we do things is extremely important.”

What do you see for the future?

“Our strength in the marketplace has always been our offering of outstanding value. While we will continue to innovate and be creative with our menus, we need to ensure we stick to our mandate of offering great value. The combination of the two is important for us.”

How has technology played a role?

“Technology continues to play a bigger role over time. Everything from the timing of our menu mix analysis, to determining what sells and what doesn’t has been aided by new technology. Technology has also allowed us to streamline processes. Time managers used to spend on paperwork can now be spent , training employees and interacting with guests. This year, we will be spending more time looking at social media and marketing opportunities as well as an employee training program.”

What advice do you have for the next generation? “Find something you are passionate about, it starts right there. This industry that has great opportunity. For example many of our employees came to BC from other counties with language barriers and have worked to become outstanding general managers in our stores. This is because they have the attitude and passion.”

Richard Jaffray has been recognized for his outstanding contribution to the industry with a number of awards over the past year. Not only was Cactus Club named one of Canada’s 50 Best Managed Companies for the forth time, he was also inducted into the BC Restaurant Hall of Fame in September 2010. Cactus Club has been named the Best Casual Chain (2008-2010) by the Vancouver Magazine Restaurant Awards, and BC Business Magazine has listed the chain in the Top 10 Companies in BC for five years in a row. Richard serves on the Vancouver Aquarium’s Board of Advisors and made Cactus Club a founding member of the Green Table Network. The Byrne Road location in Burnaby was given the honor of one of the best bathrooms in all of Canada. Okanagan Crush Pad Ready for 2011 Harvest
