A Whistler Real Estate Quick Reference Guide I’m a non-Canadian resident (Foreign Buyer) Can I purchase property in Whistler?

Yes! A large percentage of our Whistler home buyers and investors live around the world. A real estate purchase by a non-resident can be simple and stress-free by using the services of a Canadian accountant or lawyer specializing in British Columbia real estate.

For any property purchase in British Columbia, a purchaser is required to retain the services of a lawyer or notary to perform the purchase conveyance. You should budget approximately $1,500 for this service.

Insurance

Mortgage Lending Mortgage financing for all types of Whistler investments can be arranged quickly by phone or online through our affiliate mortgage broker. Conventional mortgages usually require a 25% down payment. In some cases, high ration financing requiring as little as 10% down is available. For most out-of-country buyers, a 40% down payment is required, but many of our clients have been approved for as little as 25% down. First time buyers may be eligible for a property purchase tax exemption.

Property Transfer Tax (PTT) This provincial tax applies to all of real estate and it is payable by the purchaser on the completion date. The tax is 1% on the first $200,000 of the purchase price and 2% on the balance.

Property Taxes

Property taxes and municipal utilities (water, sewer, etc.) are due on or about July 1st each year. The tax notice will be mailed to you in June at your address as it is shown on title to the property.

GST (Goods and Services Tax) Effective April 1, 2013 HST of 12% was changed to GST of 5% in British Columbia. As this tax applies to certain real estate transactions, the rate reduction is a strong positive! Condominium properties that are zoned for and rented on a nightly/weekly basis are GST taxable. In the sale of condominium properties of this type, the ITC (Input Tax Credit rules apply to offset all or part of the GST that is payable by the Buyer. However, if the sale results in a change of use from short term rental to personal use only, the full GST is payable by the Buyer.

Tourism Whistler Fees

Legal Info

Properties located on Resort land (generally Tourist Zoned properties close to the mountains) are subject to a bed tax. This bed tax is a quarterly fee based on the number of bed units in the property (one bedroom equals two bed units). If the property is for personal use only and is not available for rent more than 14 days per year, you may file a Declaration with Tourism Whistler to pay a lower rate of fees. This tax goes towards the budget of Tourism Whistler, which markets the resort around the globe.

Purchasers are required to arrange insurance on a single-family residence. Banks in BC or lenders providing a mortgage on a property require this insurance on the completion date of purchase. The strata corporation insures strata titled (condo) properties. The strata lot purchasers should consider obtaining liability and contents insurance.

Strata Titled Properties (Condominiums, Townhomes, Duplexes & Fractional Interests) Purchasers of strata titled homes are responsible for paying monthly maintenance charges. The strata corporation is also entitled to levy special assessments for extraordinary expenses should there not be sufficient money in the contingency reserve fund. Prior to committing to your purchase, strata minutes should be reviewed carefully to determine whether the strata corporation anticipates any extraordinary expenditure.

I want to buy a chalet and rent it out for vacation rentals. Can I do that? Unless you purchase a house that is specifically zoned for nightly rentals TA (Tourist Accommodated) zoned, you cannot rent your chalet on a nightly or weekly basis. Most chalets, cabins and homes are in residential zones. You can only rent these on a monthly, seasonal or yearly basis. However there are a few areas in Whistler where homes are zoned for nightly rentals. You will find more condominiums that have TA zoning allowing for flexibility of nightly rentals.

“Phase I ” & “Phase II” Covenants

These covenants are only found in TA zoned areas and mainly found on condos. Properties covered by the “Phase One” covenant have the flexibility of being rented out as much or as little as the owner desires or you can live in these properties full time. “Phase Two” covenant restricts the owner’s personal use of the property to 28 days in the summer and 28 days in the winter and defines how these periods may be booked. The property must be available for rent through a property manager for the remaining days of the year.

The Whistler Museum is fortunate to hold in its archives dozens of oral history interviews and written correspondence conducted since the early 1980s that tell important and insightful aspects of our valley’s history - beyond the ski resort’s much-celebrated rise - that would have otherwise been lost with the passage of time. Take, for example, Whistler’s “ghost town,” formally known as Parkhurst, the ruins of which can still be visited today by hiking through the dense coastal forests on the north end of town. Between 1948 and 1956 Olie and Eleanor Kitteringham, along with their children Ron, Jim, and Linda

(born Valentine’s Day, 1949), called Parkhurst their home. Thanks to a 1989 letter written to the Whistler Museum by Eleanor entitled “Our Family Life at Parkhurst” we have insights into the tight-knit community, only a few kilometers away from our modern tourism resort, but light years away in terms of lifestyle. Eleanor’s recollections are full of details about the seemingly endless work it took to raise a family in this remote mountain outpost, but she clearly looked back fondly upon those trying years. Surviving three changes in ownership and one full-fledged fire, a lumber mill operated more or less continuously

from 1923 to 1966 at the Parkhurst site (named after the original landowners) on the north-east shore of Green Lake. Afterwards, the remaining structures were occupied by ski bums during Whistler’s squatting heyday, and the collapsed remains of a dozen or so houses (along with a few decaying vehicles and the squatters’ garbage heap of broken bottles, rusty tin cans and the like) can still be found on the largely grown-over site. Of the roughly 30 men who ran the mill from May to November, (up to fifty had worked at the older, less efficient mill), only about one third were family men, and at first, the Kitteringham’s were the only ones

“We walked the tracks in the winter with [baby] Linda in a clothesbasket tied onto a sled … We played canasta, drank homebrew. Pretty hard to have to wake the kids and walk the two miles back. Those nights were quite beautiful though, when you can touch the stars and everything sparkles and glistens and “I always said to the family, if you that “crunch” of dry snow.” are going to get sick it has to be on Wednesday, Friday or Sunday, that’s the days the passenger train went on through from Lillooet to Squamish… (Once) Ron was delirious for 3 days with a very high temperature. My [medical] book said it might be bronchial pneumonia, so I phoned the doctor [there was a hand-dial phone in the mill office] and asked that I have some Penicillin thrown off by the next freight train at our station – it worked.”

day started with a 6am ride on the Queen Mary tugboat down to the end of Green Lake - often driven and docked by the eldest brother Ron! After moving back to Vancouver, Eleanor proudly reported that all three children graduated high shool with “high standards” despite “a somewhat sketchy education.”

Winters were isolated, but not completely alone. Their nearest neighbours were the Greens, 2 miles to the north, and the MacKinnons, roughly the same distance to the south. Along with the Greens, the Kitteringhams formed a band called The Valley Ramblers, often playing benefit dances around the country to raise money for the Squamish Hospital. Musical get-togethers with their neighbours were a weekly highlight on the Kitterringham’s social calendar:

Despite the hard work and the obvious lack of modern creature comforts (Eleanor singled out disposable Pamper’s diapers and a TV for the children to watch Sesame Street as wished-for items), Eleanor sums up her 8 years on the quiet shores of Green Lake fondly: “Life was very peaceful, no traffic or crowds, beautiful country all around us. [We had no idea} that anything like Whistler and Blackcomb would develop.”

who lived at Parkhurst year round. While daily life entailed constant labour, even more challenging was dealing with the inevitable illnesses that come with raising three young children. Unconventional healthcare strategies became essential, as Eleanor recounted:

Life was very peaceful, no traffic or crowds, beautiful country all around us. [We had no idea] that anything like Whistler and Blackcomb would develop.

Schooling for the children was a makeshift affair. Only in 1956, their last year at the mill, were there the requisite 11 children for a proper school to run at the mill. In other years the children were homeschooled by Eleanor, while for a few years the boys made the daily trek to the Alta Lake schoolhouse. The

Middle child Jim later settled in Emerald Estates - the only original Parkhurst resident to live in the later community of Whistler. He took his mother for a tour of the old mill site three decades after they lived there. By then most of the site had been flattened by neglect and persistent winter snowpacks, but she could still identify the remains of the family chicken coop, rabbit pen, children’s playhouse and the single-log wharf they swam from in the summers.



Whistler Market Update The real estate market in Whistler has been heating up in parallel with the Lower Mainland market. The year over year total sales of all types of properties have gone through the roof in the first five months of the year as you can see from the statistics shown.

For the first time in years, the trend is for listings to sell over asking price. Over the last 12 months the number of listings on the market has been steadily dropping so the available properties for buyers is limited. Supply and demand create the market atmosphere and we are definitely seeing buyers becoming more aggressive with their offers which puts sellers in a positive position as we are seeing multiple offers on many properties. Over the last 12 months listings have stayed on the market for an average of 110 to 130 days but that has precipitously dropped to a new low of 40 days and it is still trending downwards! The hot market in Greater Vancouver is encouraging home owners to consider cashing out there and looking elsewhere including here in Whistler. Canadians looking for a vacation home are setting their sights in Canada rather than looking across the border while Americans are looking at Canadian resorts with an eye to getting value for their dollar. People who have been sitting on the fence about whether to buy in Whistler or not, are now feeling pressure to buy “now or never� with the prices pushing up and the relative lack of inventory. We have also seen an influx of new buyers approaching home ownership here as another bedroom community for workers in the Lower Mainland. All these types of buyers are creating the urgency in the market where a limited number of listings are being sought after by a wider range of purchasers.

From the earliest expression of West coast architecture we have oriented our living to embrace nature. It was this insatiable need to connect the inside and outside worlds that gave rise to the West coast style. Influenced by the local landscapes of mountain, forest, ocean and climate the style took form with West Vancouver as the hub of innovation from 1945 – 1975. Houses designed as a tribute to nature led to the rejection of traditional styles and design details and led to the use of complex geometric forms and open floor plans. Natural light was a central element and glass was used extensively to blur the boundaries between interior and exterior spaces. Native materials were employed in the design and construction so as to eliminate competition with the natural setting. The rugged surroundings presented unique challenges and opportunities.
