Two months ago, City Hall suspended hundreds of employees as it embarked on a payroll clean-up that included removing ghost staff and trimming the wage bill. The workers were suspended and
asked to report to line managers once very week to help with a probe into how they were employed. The payroll accounted for 44.7 per cent of City Hall’s 2013/14 budget of Sh28.6 billion. The suspensions followed an audit by consultancy firm PriceWaterhouseCoopers conducted in 2012 and a workers’ headcount last year which revealed that City Hall was
losing more than Sh100 million every month in salaries paid to more than 2,000 non-existent staff. Some of the workers were suspended on grounds that their ID numbers were being used to make remittances to the National Health Insurance Fund by employees of other entities. Others provided outdated identification papers to the National
Registration Bureau. Kidero said the process of cleaning the payroll to required levels of 6,000 will start with the removal of the ghost workers. The audit also revealed that some workers appear on the payroll up to five times using identical names but different National Identity Card numbers.

Drug shortage hits Nairobi hospitals over Sh34m debt Hospitals run by the Nairobi County Government are facing a drug shortage. The Kenya Medical Supply Authority (KEMSA) stopped drug deliveries to health facilities over a Sh34 million debt for three-month supply. KEMSA has given City Hall one week to pay up before they resume their supplies. Four hospitals - Mbagathi, Pumwani , Mama Lucy and Mutuini - and more than 80 clinics, have been affected. Chair of the County health committee, Manoah Mboku, confirmed there are no drugs in Mbagathi. “When my committee talked to the finance officer, he said there was no money,” said Mboku. The county health executive member, Timothy Kigondu, has, however, promised that the money will be paid in time. “There is no need for alarm. The hospitals will be supplied with drugs,” Dr King’ondu said. All county governments buy drugs from Kemsa.

MPs yesterday suspended the commencement of training for new police officers until all the complaints raise about the manner in which they were recruited are solved. The parliamentary committee on security and administration also summoned National Police Service Commission (NPSC) chairman Johnstone Kavuludi to appear before it on Monday and explain how they will deal with the arising complaints. Deputy Speaker Joyce Laboso ordered that the reporting dates for the recruits be put on hold until MPs investigate claims that the recruitment was marred with irregularities. “I will make the order that the reporting dates be postponed until the matters are concluded,” Ms Laboso told the MPs yesterday. The MPs said claims of corruption in the enlistment cannot be wished away. Several other bodies including the Independent Police Oversight Authority and the Ethics and Anti-Corruption Commission have called for the recruitment be cancelled as it was riddled with favouritism, bribery, extortion, discrimination and violation of procedure. Already, the NPSC has formed a multi-agency team comprising officials from the (EACC), NPSC itself, the police, the Interior ministry, the National Intelligence Service and NGOs. The team has a week to investigate the claims and file a report.

The six Constitutional bills have an August 27 deadline to be passed into law and the MPs said delay to release them could have a negative effect on quality legislation if they are rushed through the legislative process when they are tabled late for debate.

Govt focuses on milk export status by 2017 The Government is focused on doubling the number of livestock from the current 21 million in order to realise the goal of making Kenya a milk exporting country by 2017. Agriculture Cabinet Secretary Felix Koskei says the move, coupled with reducing milk hawking and improving storage capacity, will make milk production one of the most lucrative businesses. He said although recorded milk production stands at 5.2 billion litres annually, another three billion are unaccounted for. Koskei said the amount could be in the hands of hawkers or going to waste due to poor storage. “We have been recording milk production at 5.2 billion litres annually but I believe we have hit the eight billion mark. The difference could be going to hawkers or ending up being wasted,” Koskei said. He spoke at the Dairy Training Institute in Naivasha during the handing-over of processing machinery to farmers on Wednesday. The facilities were donated by the Eastern Africa Agricultural Productivity Project (EAAPP). The minister said the sector is lucrative and contributes up to 12 per cent of the GDP. He said the high cost of animal feed was a key challenge to the sector but said the Government is addressing the high cost of production. He said Sh200 million has been set aside for the construction of a bull semen station in Kitale which is expected to raise production from 600, 000 to one million.

KNH to set up new 300-bed private wing Kenyatta National Hospital (KNH) is planning to build a 300-bed capacity private wing. An advertisement in a local daily has asked for transaction advisory services informed by a need for the hospital to “improve its physical facilities, enhance revenue generation and promote medical tourism.” The hospital will be built on
a Public Private Partnership, which means it will be funded by the Government and one or more private sector companies. The biggest referral hospital in the country has 1,800 beds and serves as the University of Nairobi’s primary medical teaching hospital. Out of a total bed capacity of 1800, 209 are for private
patients. The hospital has 31 beds for ICU, which are perennially booked. Lack of resources and overcrowding at the hospital often overwhelm medical staff out to meet demands from patients. Docs trace Sh5m drugs in Nigerian suspect’s belly The Nigerian national who was rushed to a Nairobi hospital after falling ill has emitted 49 pellets of cocaine valued at Sh5 million. The suspect had inserted the drugs in his anal system. The 37-year-old man had arrived at the Jomo Kenyatta International Airport, Nairobi, from Lagos while on transit to an Asian country before passengers in his flight were booked at different city hotels after the pilot fell ill. The suspect was booked at the Laico Regency on Wednesday morning. He fell sick minutes after arrival, prompting hotel officials to take him to Kenyatta National Hospital for attention. It is at KNH where the suspect emitted 49 of the 57 pellets he said he had swallowed for easy trafficking. Police at JKIA have in the past months made arrests and seizures of drugs on transit to other destinations. Most of the seized drugs are cocaine and heroin as data shows police at the airport have seized drugs valued at more than Sh50 million in the last year alone. Many of the suspects were passengers who were on transit. Majority of the passengers on transit from Southern American countries carry cocaine while those from Asian countries carry heroin.

Due to a new product from the Nairobi Securities Exchange (NSE), it is possible for anyone with shares to buy and sell them online without having to go through stockbrokers. The new system which is available to anyone who opens a trading account with investment group, SBG Securities Limited, links the
NSE to back office systems at the offices of stockbrokers and the Central Depository and Settlement Corporation ( CDSC). The CDSC is the official custodian of clearing and settlement services in the capital markets and ensures investors’ transactions are fast, safe and secure. The service comes at a time when more youth are being encouraged to trade shares at NSE. In April 2008, the bourse launched the annual NSE Smart Youth Investment
Challenge to promote stock market investments among Kenya’s young adults. This year’s event offered up to Sh200,000 cash prizes to participants. The system comes days before the NSE sella 63.5 million of its shares to the public at a price of Sh9.5 per share on Wednesday. To use the service, investors are charged a negotiable commission based on the number of shares they want to trade. A 2.17 per cent commission, which also
includes charges paid to NSE and CDSC and an investor compensation fund, is charged for deals worth up to Sh100,000. More than 84 Liquefied Petroleum Gas (LPG) dealers may be barred from supplying the commodity for endangering consumers by failing to meet required standards. In a letter dated March 3, the Energy Regulatory Commission (ERC) has asked City Hall to suspend licenses of distributors who do not comply with safety measures. “ERC hereby requests that you suspend licences to illegal LPG plants and non-compliant
LPG retail sites since they pose a grave risk to public safety,” ERC acting Director-General Frederick Nyang’ Nyang’ said. ERC said a recent study by a Cyprus inspection firm found filled cylinders without seals. But Trade executive Anna Othoro on Monday said they will comply with the demands if ERC furnishes them with evidence of malpractice. City Hall says it must be given a list of compliant suppliers and those who have not.

New game device behind Sh29b profit for video firm
US video game publisher Electronic Arts (EA) has reported a 51 per cent jump in profits for the April-toJune 2014 quarter, boosted by strong sales of games like ‘Titanfall’ and ‘FIFA 2014’. The company’s net profit rose to $335 million (Sh29.4 billion), up from $222 million (19.5 billion) a year ago. EA has also benefitted from the launch of new gaming
consoles (devices) such as the Play Station 4 and Xbox One, which has driven up demand for its video game titles. But the firm said it was delaying the launch of ‘Battlefield Hardline’, a new game that is part of a popular franchise, from October to early 2015. It said it was looking forward for improvements to suggestions and feedback on the test version.
Andrew Wilson, Chief Executive of the firm, said in a statement EA was “testing and implementing several new features to help make Battlefield Hardline a game that players enjoy for years to come”. Revenue from gaming on mobile devices, including smartphones and tablets, rose 18 per cent to $120 million (Sh10.5 billion) during the period.
“We continue to view mobile as a business with tremendous opportunity as the market is experiencing significant global growth in smartphones and tablets,” Blake Jorgensen, the firm’s Chief Financial Officer, said. A large part of the growth has been driven by “freemium” model, a service which offers free content but charges users for additional digital goods.
The matatu industry gives the Government more than Sh1billion tax every year. But the sector has come under heavy scrutiny over the years, with the Government keen on controlling vehicle operations. “The matatu industry is the dominant mode of transport of passengers and goods,” says Prof Preston Chitere of the University of Nairobi, who did a study on the sector. In Nairobi alone, there are more than 100,000 vehicles that offer employment opportunities for almost twice as many people. “Matatus are characterised by lack of observation of traffic regulations, leading to a large number of accidents,” says Chitere. As a result, the Government has enforced rules to govern the sector, one of which was the
introduction of speed governors for Public Service Vehicles in 2004. In July 2013, The National Transport and Safety Authority (NTSA) embarked on a project to ensure all owners are members of Savings and Credit Cooperative Societies (SACCOs). Mr Stephen Musai, the Chairman of the Sensitisation Committee, said the move requires all matatu Saccos to submit legal papers that allows them run the vehicles. The vehicles must meet safety standards that will be regularly monitored by NTSA. Another blow to the sector is the Transport Licensing Board (TLB) which no longer licenses new 14-seater buses. The move has led to fewer vehicles on the road as some get grounded due to mechanical problems and accidents.

Kenya 7’s head coach Paul Treu is confident his team will start their journey well at the 2014 Glasgow Commonwealth Games. Speaking after the team wound up preparations with a friendly tie against Papua New Guinea earlier in the week, the coach said the team is ready. The South African said PNG’s choice was meant to give the team a feel of the style of two of their rivals, Cook Islands and Trinidad and Tobago. “That was the closets we could get…. we achieved what we were set to do,” said the coach. Marathoner John Ekiru Kelai, aims to make history as the first Kenyan to defend his title in Glasgow, Scotland on Sunday. Two-time Mumbai marathon winner who won gold in Delhi India, is hoping his first race on his return from a two-year injury-induced layoff will be successful. “In every sport there are challenges as we are prone to injuries. It took time to work with my doctors and that’s why I was not running,” the 38-year-old said on his nagging hamstring injury. Kelai ran the Commonwealth Games marathon course when he competed in the 2012 Glasgow Half Marathon and has run in UK and China road races to prepare for the Club games. He said he is looking forward to lead a historic Kenyan podium sweep over the 42km distance. “The course is not tough because I’m familiar with it but it will depend on the pace of the day. We have a good team and my two colleagues have fast times just like me so we hope we are going to sweep the podium,” he said. Kelai, who will be looking to better his personal best of 2:09:09, however maintains defending his title will not be easy, since there are upcoming athletes whom he considers as great challengers. “After four years there are new breed that is cropping up,” he said.
