The Cabinet has ordered for investigation into government officers and ‘outsiders’, who colluded in the inclusion of 12,000 ghost workers in government payrolls. The Criminal Investigation Department, the Ethics and AntiCorruption Commission and the Banking Fraud Investigations Unit were charged with the task at a Cabinet meeting on Thursday. “Cabinet directed the immediate investigations following revelations in the just concluded Human Resource Audit, under the Capacity Assessment and Rationalisation in the Public Service (CARPS) programme, that there were in excess of 12,000 staff who were unaccounted for at conclusion of the exercise,” a press statement read. Cabinet orders ghost workers probe From Page 1 On Monday, Cabinet Secretary for Devolution Anne Waiguru said the suspected ghost workers had been struck off the payroll. The CARPS biometric registration of public servants which kicked off in September was one of the measures undertaken by President Uhuru Kenyatta’s government in response to a burgeoning wage bill and to free up more money for
development projects. The Kenya County Government Workers Union, which had challenged the biometric registration of public servants, has however threatened to sue the Cabinet Secretary for acting in contempt of court by striking out workers from the payroll. The honourable court under petition no 270 of 2014 directed that a conservatory order be
issued prohibiting all respondents from carrying out any duties of biometric data capturing of members of the petitioners who are workers of county governments named as respondents until the law is complied with,” the union’s General Secretary stated on Wednesday. Aside from ordering investigations into the registration of these workers, Cabinet on Thursday also
resolved to double the external debt ceiling from Sh1.2 trillion to Sh2.5 trillion. “In this regard, Cabinet approved the forwarding of the proposal to Parliament for approval pursuant to Section 50(2) of the Public Finance Management (PFM) Act, 2012.” The government has previously explained that the increase in external borrowing is necessitated

First human waste powered bus hits the road The first 40-seater human waste fuelled bus has taken to the streets. The Bio-bus is powered by biomethane gas, which is produced by recycling human waste from sewages, and foods unfit for human consumption. The Telegraph reports the bus made its first trip from Bristol Airport in the United Kingdom to Bath. Unlike the expectation of many, a spokesperson from Bath Bus Company said the vehicle does not smell and is quieter than usual buses. It is estimated that gas from an annual waste of five people can power the bus for up to 306 kilometres. GeNeco, the company behind the processing of waste, said the extra gas yielded will be fed to homes for cooking and other uses. “Through treating sewage and food that’s unfit for human consumption we’re able to produce enough biomethane to provide a significant supply of gas to the national gas network that’s capable of powering almost 8,500 homes as well as fueling the Bio-Bus,” said Mohammed Saddiq, General Manager of GENeco.

Eric Kipkemei Chirchir who was at work at a golf centre, took to his heels on coming face to face with the New
Jersey police on Wednesday according to reports in the New York Daily News. “He’s fast,” Detective Sgt. Jon Misskerg is quoted as saying. Police later caught up with him eight kilometres away; in his six year old daughter’s bedroom closet.
“He ran all the way home,” the policeman added. The 31 year-old athlete who won a marathon in Torino, Italy in June 2007 was confronted by police Wednesday at his workplace at gold center. But he instead darted them and ran all the way to his house leaving behind
his bag and bicycle. He is accused of inappropriately touching a 15-year-old girl in the women’s locker room of the golf centre where he worked. She reportedly ran out of the locker room and relayed the incident to one of Chirchir’s co-workers who then
called the police. Apart from jail time for the suspected sexual offence and for trying to run from the police, Chirchir also faces deportation for violating US immigration laws.

Kenya is obsessed with football star, Wayne Rooney Kenya is one of the top countries in the entire world that is seemingly obsessed with famous football star, Wayne Rooney. According to a recent survey, the English footballer, who plays for and captains both Manchester United and the England national team, could be Kenya’s most popular international soccer star. In fact, a recent post from the official Manchester United Facebook page reads: “Shout out to Kenya and Nigeria – the top two countries where fans are Googling Wayne Rooney.” The post, titled, Wayne’s World, provoked reactions from a number of football fans, especially Manchester United supporters from both Kenya and Nigeria. In 2011, Google Kenya also announced that Rooney had made it to the 9th position in a list of the country’s top 10 online celebrity searches. He was not far behind singers, Niki Minaj and Rihanna.
One killed in protests against mosque closure At least one person has died in Mombasa after police clashed with protesters who tried to enter a cordoned-off mosque. The incident came after the death of at least four people in related violence earlier in the week. Police clashed with youths who tried to enter the Masjid Swafaa mosque, which had been closed since Thursday. The mosque is among three others which have been shut due to what police say are links to radical extremists. A police raid on Swafaa Mosque on Wednesday resulted in a grenade, petrol bombs and other weapons being found. A city-wide crackdown on groups allegedly linked to the Al-Shabaab militants, began
earlier this week. The raids have led to the recovery of grenades, pistols with bullets and crude weapons, such as knives, alongside DVDs said to contain jihad teachings. Hundreds of people have been arrested so far, and some youths have launched revenge attacks against police. Muslim clerics and human rights groups have condemned the raids, which they say will only reinforce feelings that police are targeting the entire Muslim community in Mombasa, a coastal city which is a popular tourist destination. Yahoo to replace Google on Firefox browsers after deal ends Mozilla and Yahoo have signed a five-year deal that will make Yahoo the default search engine on Firefox browsers in the United States of America replacing Google. Users of Firefox in the US will be automatically directed to search results on Yahoo’s website when they enter a subject into the search box that is on the browser. Firefox users in Russia will use be directed to Yandex, and in China, Baidu. Google’s 2011’s three year deal with Firefox has come to an end. Mozilla has been receiving an estimated $100 million (Sh9.01billion)
each year from Google so as to be the default search engine in the Firefox browser. The technology firm has said in December it will launch a modern search engine for Firefox users. Marisa Mayer, the chief executive of Yahoo, said that the deal with Firefox is the most significant partnership for the firm in five years. Google Chrome is the leading browser in the US browser market boasting 90 per cent of the online search market whereas Firefox lags behind Google and Microsoft.

British bank slapped with Sh8billion for IT hitches A British City watchdog has slapped a bank with a fine of about Sh7.9 billion after its IT system upgrade locked out millions of customers out of the bank accounts. Financial Conduct Authority fined Royal Bank of Scotland on Thursday for the hitch, which barred customers from receiving or making payments. Other customers paid penalties for breaching their overdraft limits and failure to receive wages. RBS, which is one of Britain’s biggest bank, will also pay Sh24.8billion in compensation to customers an overtime to workers, who had to extended hours to restore normalcy. History
The bank has had series of misfortunes, leading to loses in penalties. In June 2012, another system upgrade in NatWest and Irish subsidiary Ulster Bank flopped and threw the institution into chaos. Another system glitch hit the bank in December, preventing consumers from using their cards cash machines besides online banking services. RBS was recently fined Sh367.26billion alongside six other banks for engineering a conspiracy worth sh423.6trillion day foreign exchange market by UK and US regulators. The bank’s chief executive Ross McEwan has since conceded their
system needed a revamp after decades of neglect, leading to the loses. “For decades, RBS failed to invest properly in its systems. We know we have to do better,” McEwan said. Impact The bank’s revenues are expected to dwindle after the severe subsequent penalties. The taxpayer, who is said to own about 81 per cent of the bank’s shares is likely to get dividends due to the gaping loses. Customers may enjoy uninterrupted service once the bank upgrades its systems thereafter sealing the loopholes.
The poorest households spend more on energy and fuel than their wealthier counterparts, a study shows.While the monthly amount of cash spent on charcoal, kerosene and cooking gas stands at about Sh599 across all households, the wealthier generally spend less. Lowest earning households spend about Sh468 on the items as the highest earners spend about Sh531. This means the poorer households spend relatively more on energy since low income homes make as little as Sh6,000 a month. High income earning homes make as much as Sh2.2 million.
“This may reflect benefits of electricity connections and gas cookers relative to kerosene, charcoal and firewood,” say the experts. Up to 15 million Kenyans use kerosene on daily basis for cooking or lighting. World Bank researchers Robert Bacon, Soma Bhattacharya and Masami Kojima discovered that Kenyan households spend an average 0.2 per cent of the total salary on electricity. About 2.5 per cent is spent on kerosene and cooking gas, while 1.4pc on charcoal and related sources like briquettes, dried dung and sawdust. Only about 2.7pc of households use modern energy-savers like solar power and natural gas for lighting or cooking.

The study, which was conducted by Stephen Mureithi and Michael Bowen, researchers from Daystar University and Makarius Morara from Smart Outcome Services Ltd, tried to examine the relationship between business performance and level of training in a particular line of business. “The results show that 49.5 per cent of those who had received training in their areas of business reported that their businesses were doing well,” said the team. “It can be inferred that there is a negative relationship between lack of training and business performance,” concluded the team.

Packed schedules for women cricket teams The senior national women cricket team will be in South Africa from December 13-16 to play in the regional qualifiers for the 2016 Women’s Cricket World Cup. The finalists of the eight-day tournament where 20 matches will be played - will qualify for the ICC Women’s World Twenty20 India 2016. The 2nd edition of the Westlands Tim Wanyonyi Super Cup kicks off tomorrow at Kabete Technical Training Institute along Waiyaki Way in Nairobi. Kabete Stars will play Forever FC while Kabete Technical Ladies will play Mt. View Leopards Ladies in the opening matches. The tournament will include both the men’s and ladies’ competition. So far, a total of 60 teams have confirmed participation.
Of these, 45 are men teams while 15 are ladies’. Kangemi All Stars and Kangemi Ladies will be facing a difficult challenge to defend the titles they won in the first edition in 2013. Excitement is already in the air during the KCB Guru Nanak Rally that marks the 35th edition of the event that was first held in 1973 with the late Vic Preston Senior and Bill Parkinson
coroneted as the winners in a Mercedes Benz 250. Sunday’s showdown at the Great Rift Valley will not only be a test of nerves and skills but also that of who-is-who in the local rally scene with over 50 entries having been received thus far. After skipping some rounds this season, Ian Duncan shall be making an appreciated comeback and his
fans are more than enthusiastic to witness his “fast and furious” antics in one of his crowd-pulling “Monster” machines. Duncan will, however, be hardpressed to vanquish Kabras Sugar Racing’s Baldev Chager and Menengai Oil’s speed merchant Carl “Flash” Tundo who are going head to head for the coveted KNRC title on home stretch.
