State gave Sh6.4b to youth, women in 2013 From Page 1 The 10th Cabinet meeting which was chaired by President Uhuru Kenyatta last evening also agreed to increase the Uwezo Fund kitty to benefit more youth. “Due to the high number of applicants, the Government is contemplating allocating additional funds in the next financial year to accommodate the huge number of interested people,” the Cabinet said in a statement. The fund is part of pledges
the Government made to the youth during the 2013 General Election campaigns. A Sh6 billion allocation last year has since been distributed across all constituencies countrywide. Meanwhile, the Cabinet has approved and set the proposed digital migration for Nairobi for December 30, 2014. The countrywide switch will take effect on January 30, 2015. reported earlier. “The Cabinet noted that Kenya had delayed a lot in the process of migration from analogue to digital television broadcasting,” it said. “The Cabinet Secretary for Information, Communication and Technology was asked to commence the digital migration process immediately,” the statement said. Elsewhere, the Government has banned the adoption of Kenyan children by foreigners and
immediate revoked all licences to conduct inter-county adoptions in Kenya. “The decision had been informed by Kenya’s current ranking by the Global report on Trafficking in Persons 2014 that cited Kenya as a source, transit and destination country in human trafficking,” the statement said. The Cabinet noted that Kenyan laws do not define child sale, child procuring, child trade and child laundering, thus providing
loopholes that are exploited by traffickers. “This has in effect put Kenyan children at very high risk as it creates a loophole for fraudulent, vested interests masquerading through ownership of children homes, adoption agencies and legal firms to engage in unscrupulous business of human trafficking under the guise of charity,” the statement said.
Lawyer’s 1.2million bulbs carnival to welcome Christmas An Australian lawyer will welcome this year’s Christmas early by fixing 120 kilometres of multi-coloured lights in the capital, Canberra. David Richards assembled the Canberra light show with the help of an army of volunteers. He powers the 1.2million lights with electricity donated by a local power company. Richards hopes to raise donations from those who turn up to enjoy the ambience of the lights for a local Canberra Sudden Infant Death Syndrome (SIDS) counselling and support service centre. Last year, the learned friend entered the Guinness World Records after crowning his Canberra home with 502,165 Christmas bulbs. The more than 75,000 sightseers who visited the site caused traffic snarl-ups for four weeks, making it even more difficult for his family to venture out. This time round, he says he did not want to inconvenience his family and neighbours by moving to the city centre. State open to joining private sector in cyber crime war The Government is willing to work with the private sector in the fight against internet threats and crime. The move comes as the State admits that it cannot win the war on its own. Speaking last night during the 19th ICT Awards in a Nairobi hotel, ICT Principal Secretary Joseph Tiambati said the Government cannot win the war against rising cases of cybercrime. “The ministry has rolled out a cyber-
security master at the national level to secure our cyberspace. We cannot do this without partnering with the private sector,” said Tiambati. The PS identified online bank fraud as one of the challenges his office is tackling. He said the ICT is a major contributor to the National Gross Domestic Product and online transactions must be secured to propel the economy to
higher growth. “ICT is a major contributor to the national GDP. It contributes about 280 billion, therefore, the great strides gained have to be supported by securing the cyberspace,” the PS said. He said the ministry is working on a policy to offer accreditation to authorised online traders. “We have developed an initiative to offer certificates to online
transactions. We are committed to partnering with the private sector to have better results” Tiambati said. The official said the Government is determined to connect the entire country to the internet broadband by its Mass Cable Programme which has already reached 34 counties. Companies and individuals were awarded for outstanding performance in not only being successful in
businesses but also for offering apt solutions in the ICT sector. Office Dynamics Ltd and Gestalt Gild Ltd received three awards each as rivals settled for one each. Matatu crews put on notice over strippings, five carged The government has warned matatu drivers and conductors involved in stripping women over claims of indecent dressing that they will lose their licenses. The National Transport Safety Authority (NTSA) has also agreed with the Matatu Owners Association that vehicles of crew involved in any incidents will be grounded. The directive was issued after a consultative meeting held at Harambee House Friday that was attended by Devolution Cabinet Secretary Anne Waiguru and top police chiefs. The transport agency will now deploy its staff on some Matatu routes within Nairobi County to stem cases of gender-based violence such as stripping women on grounds of indecency. Researchers inch closer to Ebola vaccine with promising human trials Scientists have reported a huge leap in the development of a vaccine against Ebola after the first human trial of an experimental vaccine produced promising results. In what gives further hope in combating the deadly hemorrhagic fever, the first trial against the disease suggests that it is safe and may help the immune system to combat the virus.Twenty volunteers were immunised in the United States. Scientists at the US National Institutes of Health (NIH) described the results as “promising”. All 20 healthy adults who received the vaccine in a trials in Maryland produced an immune response and developed anti-Ebola antibodies, the NIH said raising hopes that protection from the deadly disease may be on the horizon. None suffered serious side effects, although two people developed a brief fever within a day of vaccination. These developments emerge amid the worst ever outbreak of the disease which has left nearly 5,700 people dead, mostly in West African countries of Liberia, Guinea and Sierra Leone. “On safety and on the ability to produce an appropriate immune response we can call this trial an unqualified success, even though it was an early Phase One trial,” Dr Antony Fauci who lead the research team told the BBC. None of those immunised suffered major side-effects and all produced antibodies according to the research published in the New England Journal of Medicine. The volunteers were divided into two groups, receiving either a low or high dose. The antibody response was stronger among those receiving the higher dose. The investigators found that seven of the high dose and two of the lose dose volunteers produced T-cell immune responses, which may be important in protection against Ebola viruses.

Omamo: Corruption hidders efforts to fight insecurity Corruption, terrorism and international crime are the leading factors fueling insecurity in the country, Defence Cabinet Secretary Raychelle Omamo (pictured) has said. Omamo said the country needs a new approach to deal with emerging security concerns including piracy, terrorism, youth radicalisation and transnational crime. “The high level spate of insecurity demands innovative services to deal with issue. The country is experiencing a plethora of security concerns. We must tackle the issue of corruption firmly,” said Omamo. Addressing participants at a high level Security Sector Reforms (SSR) at the United Nations (UN) offices in Gigiri yesterday, Omamo charged that women bear the greatest challenges of insecurity yet they have not been involved. Ms. Omamo said that there is need to critically re-examine how the
international community and national actors support and implement locally owned SSR. “There is need to examine the struggle to ensure effective national and local SSR processes, and address the political opportunities and integrate them with SSR activities in governance,” she said. She added that there is need to better respond to the management and accountability deficits in the security sector. Deputy Prime Minister and Minister for Foreign and European Affairs of the Slovakia Republic Dr. Miroslav Lajcak said that
there are huge threats emerging in the security sector that requires new innovation to deal with. Miroslav who is in the country for official visit, said that the government should firmly deal with corruption that is opening gaps to the introduction of firearms through porous borders. “The government should not tolerate corruption. They must firmly deal with corrupt individuals and make sure that they are prosecuted and charged,” said Lajcak. The Deputy PM said that in order to deal with insecurity, there must be transparency, accountability among the security personnel for the country to move forward in terms of economic development. “People want to feel safe. Businesses will not thrive and be efficient if the security situation is deteriorating. There must be an efficient and effective security system in place for economic development to thrive,” said Dr. Lajack.
Most genderbased cases of violence are domestic At least 64 percent of gender-based violence cases in Nairobi occur within the victims’ homes. This is according to a survey done by Nairobi Women’s Gender Violence recovery center which shows that only 20 percent of these cases occur in dark and insecure places. A similar research was conducted by Peace Initiative Kenya indicating an increase in gender based violence by a record 80 percent of those done by men compared to women at 14 percent. The research which was done in nine counties shows that women are more at risk of experiencing battery from their intimate partners and not strangers. “Facilities dealing with victims of violence like hospitals are not only overwhelmed but also ill-equipped to deal with gender related complications and the psychological trauma experienced by the victims,” the report by the Peace Initiative noted.
Court revokes appointment of City water board members The Nairobi City Water and Sewerage Company (NCWSC) board has been sent packing following a petition lodged by activist Okiya Omtata challenging the appointment of its members. Justice Mumbi Ngugi declared the appointments null and void and upheld arguments by the activists stating that Nairobi governor Evans Kidero single handedly appointed the officials without subjecting the process to constitutional procedures. “Kidero cannot run the water company as a commercial enterprise without involving the major consumers who are the stakeholders,’’ Omtata argued. Justice Ngugi nullified the appointment and directed that the posts be advertised. “The board was established using public funds and therefore it is a company that belongs to the public with the governor of Nairobi being a trustee. Its ownership is public,” she ruled.

King Digital boss hangs up his boots The maker of the addictive game, Candy Crush, has quit as chairman of the United Kingdom firm, King Digital Entertainment. The company is a casualsocial games company, and the largest game developer on Facebook. Melvyn Morris, who is also the company’s secondlargest shareholder, said he was leaving for personal reasons. He is expected to rejoin the board in due course. “We look forward to the return of Mr Morris at the board,” said the chief executive of the firm, Riccardo Zacconi, in a statement. He did not specify when Morris would rejoin the board.
Board member Gerhard Florin will replace Morris as chairman. Florin has more than 20 years’ experience in the tech industry, and companies such as Electronic Arts, music label BMG and an executive role at King Digital made him a favourable replacement. King Digital suffered a slump in third quarter sales as profits slumped by 20 per cent. Their revenue was $514.4million (Sh46.3 billion) down from $621.2million (Sh55.9billion) a year ago. Cooked bananas are among the least popular foods in Kenya. A study on households across parts of the country has found that wealthy urban homes spend about Sh16 per adult each month on bananas. Researchers at the Tegemeo Institute of Agriculture say poorer households barely spend Sh8 per adult each month on the food type. “Wheat products, maize products, rice, and cooking bananas were the main staple carbohydrate products consumed by Nairobi consumers,” they reported.

Ebola vaccine breathes new dawn for economic recovery The world is looking forward to a successful battle against Ebola virus after the first vaccine trials showed positive results, doctors have said. Doctors reported in the New England Journal of Medicine that all the 20 healthy volunteer workers who received the vaccine made by GlaxoSmithKline Plc showed no serious effects from the virus besides the bodies producing an immune response. “The safety profile is encouraging, as is the finding that the higher dose of vaccine induced an immune response quite comparable to that which has completely protected (lab) animals

Doctors will continue monitoring the volunteers for the next 48 weeks. Local ICT startups will benefit from a Sh90 million Venture Fund from Safaricom in order to accelerate the development of innovative mobile applications and solutions. The fund dubbed Safaricom Spark Venture Fund will run for a 2-year initial period and supply eligible start-ups amounts between Sh6.7 million and Sh22.7milion. Safaricom’s Director of Strategy and Innovation, Joe Ogutu said there is need to develop the ICT sector in the country and funds will be received through equity investment into the business or in the form of other debt instruments. “We see the fund as a much-needed catalyst that will help actualize our aspiration to nurture a vibrant ICT economy in Kenya.

Going bananas: Farmer makes Sh144,000 a season from high-yield banana varieties Farmers hold that one job where they can be bucked, bitten, kicked, and trampled, all in a Monday afternoon, but in the end the rewards make it up for them. Julius Wainana, a banana farmer from Sabasaba in Maragua makes roughly Sh144,000 each harvest season from a new variety of the crop. In the year 2000, he quit a truck driving job and began planting Dorper, an improved variety of bananas using tissue-cultured banana plantlets. He planted 300 of these on his half acre piece of land. Today, Wainaina owns a pickup truck and has bought another plot from the banana proceeds. A farmer with an acre of plot of land can start with 540 banana plantlets, each costing around Sh100. After the first harvest, 480 are ready and each stalk delivers bananas weighing 30kgs. A kilogram fetches about Sh10 in local markets. “This species, if well-tended, guarantees a farmer can harvest 80 percent of the establishment,” says Jane Ndiritu, a Program Assistant at Africa Harvest, an NGO championing the use of science to improve agricultural productivity in Africa. The proceeds can reach up to Sh144,000.

way that it is resistant to pests and diseases like weevils and bacterial wilt, states James Gacheru, a banana specialist at Kenya Agricultural Research Institute (KARI). Within 12 to 14 months of planting, a farmer can harvest a healthy productive stalk with disease free fingers.

A new report released earlier this week has found out that the most countries that spend less on research than recommended should be aware of the clear link between new research spending and increased food

De Jongh spells out AFC pre-season training plans AFC Leopards coach Hendrik Pieter de Jongh (pictured) has downplayed rumours he may be sacked by outlining an early preseason plans for his side. The team resumes training on Monday and will be in camp for three weeks before breaking for holidays. De Jongh said a preseason training plan will put players in good shape ahead of a new campaign. The training will take place in Nairobi and Mumias. “A sixth place finish was not good enough and players know that.. fans expect more,” said the Dutchman.

Vinayak, Miller go for the Jagular in Enduro final round Shivam Vinayak anticipates enhanced reliability with his Kawasaki 250cc motorbike as he takes on Shaun Miller in the fifth and final round of the Kenya National Enduro Championship which heads to Eburu forest this weekend. Enduro is an off-road racing event that features bikes and quads and revolves around a designated long circuit within the cut off time given. Shivam said in an interview that he is really looking forward to the seasonclosing Enduro. His Kawasaki is in good nick and the dentistry student at the University of Nairobi says he is itching to ride his bike contraption. “It has been a few months since I last rode due to commitments at the University (of Nairobi) but I have been working hard in the gym to keep fit to manage the 3 hour endurance test. The hard work has been achieved by getting consistent results throughout the year in the overall championship and I have a healthy lead going into the final round. Namibia beat Kenya in cricket friendly Namibia pulled off a sensational five-wicket victory over Kenya in the second international friendly match played at the United Cricket ground in Windhoek on Thursday.
