Police gun down 2 in city

InvIsIble app Android and iOS developers have created an app that lets you avoid unwanted encounters with people you don’t want to meet. Dubbed “Split”, software alerts users if someone they intend to avoid is near. Split uses data from Facebook Twitter, Instagram and Foursquare to chart the whereabouts of individuals on one’s “Avoid” list. That gives it an advantage over Cloak, an app that claims to offers the same service but only draws data from Foursquare and Instagram. Split’s creator, Udi Dagan says he hatched the idea after bumping into two different ex-girlfriends in a matter of hours during an evening out. “It’s something that bothers us all the time,” he says. “It’s time we can just be able to disconnect.”

Two people were this morning shot dead in separate incidents of crime around Nairobi. In the first incident, a suspected thug was killed in what police said was a botched robbery attempt in Woodley estate. A pistol loaded with nine bullets was found on him. The suspect was in the company of three others who were mugging residents when an alarm was raised. Police say his accomplices escaped. In the second incident, a butcher was shot dead and robbed of cash in Huruma estate. The man was walking home when gunmen shot him in the waist before he died in a city hospital.

Leaders want heads to release school papers National Assembly Deputy Speaker Joyce Laboso and Bomet Senator Wilfred Lesan have asked the government to order school heads to release examination certificates withheld of over fees arrears. The two legislators, who spoke after an education meeting in Bomet, said the practice means poor parents will be denied chance to improve lives. Council backs Somaliland autonomy bid Sheffield City Council in the UK voted to pass a motion recognising Somaliland’s right to self-determination, and called on Britain and other governments around the world to do the same. The historic debate was tabled by Councillor Mohammad Maroof who yesterday received over 2,000 signatures from the Somaliland community in Sheffield, petitioning the council to support recognition. “Somaliland is a peaceful, democratic nation, which has been striving to be recognised by the international community since declaring independence in 1991. Sheffield’s decision will help strengthen our campaign for recognition,” Somaliland’s foreign minister, Mohamed Bihi Yonis said in address to the Council Chamber. Councillor Neale Gibson (Lab) said Somaliland “fulfils all the criteria for statehood required by international law and has capacity to enter into relations with other states.” Councillor Ben Curran (Lab) said he hoped Sheffield’s support is the first step to helping Somaliland fulfil right to self-determination.

to Darnall Army Medical Centre. The suspected shooter was armed with a 45-caliber Smith & Wesson handgun. The Army post is in Texas, an area still reeling from a mass shooting in 2009 which left 13 people dead.

On November 5, 2009, Army Maj Nidal Malik Hasan killed 13 people and injured 32. According to the Fort Hood website, the post is one of the largest in the world with 45,414 assigned soldiers and 8,900 civilian employees.

Nairobi county proposes law to control use of polythene papers A bill that proposes to control the use of plastics may soon be discussed by the Nairobi County Assembly. The bill seeks to create a framework for regulation of use of non-biodegradable polythene. It proposes harsh penalties for those who violate the law. “The bill must take in best practice in the ban or regulation of plastic bags usage from the region and other jurisdictions,” says part of the memorandum of the bill. The ban on non-compost paper bags will enhance the use of recyclable material that are environmentally friendly. The proposed law encourages public education to create awareness on the dangers of non-composite bags. In 2007, the then finance minister Amos Kimunya attempted to discourage the use of non-compost polythene bags by introducing a 120% tax on the product. Manufacturers claimed it was a move to throw them out of business. In 2007, a Nairobi City Council by-law proposed a sixmonth jail term for plastic bags users. The by-law prohibited the sale, storage, manufacture of non-biodegradable bags. TSC to hire 398 new teachers The government will this month hire 398 teachers to replace those who have either retired or resigned. In an advertisement placed in the local press, the Teachers Service Commission (TSC) 243 of the advertised positions are in primary schools while the rest in secondary schools. TSC Secretary Gabriel Lengoiboni asked those interested in serving post-primary institutions to submit applications by April 17. The commission will only deal with applications received by TSC county directors and board of management. The announcement comes days after Tangulbei-Korosi ward representative Peter Amasile moved a motion to protest the shortage of teachers in Tiaty and Marigat sub counties in Baringo County. Minority leader Wesley Lekakimon of Ilchamus ward said Tiaty are short of 187 and Marigat 206 teachers. individuals will be trapped in abject poverty in 2015. Since Africa is the world’s second fastest growing region, countries in Sub-Sahara Africa should spend 0.9 per cent of their GDP to improve sanitary conditions. Mr Macharia said it is essential to review what house-

holds, civil society, private sector and state can do to implement MDG7. UNICEF representative to Kenya Marcel Kanyankore said use of latrines and basic hygiene like washing hands with soap after using toilet will reduce diarrhoea infection rate by 44 per cent.

Lenku ignores UN pleas on refugees, order to stay

Interior Cabinet secretary Joseph Lenku has ignored calls by the United Nations and reiterated his order for all refugees to remain in camps. The minister last week issued an order for all refugees to return to camps as the government moved to crack down on illegal immigrants, mostly Somalis, believed to be aiding terrorist activities in the country. The UN refugee agency reacted to the move denouncing it as a scapegoat which was discriminatory to the refugees. “All communities are

affected by insecurity, and scapegoating refugees is not an answer. Blanket implementation of encampment measures is arbitrary and unreasonable, and carries a threat to human dignity,” UN High Commission for Refugees (UNHCR) spokesman Adrian Edwards said. Similar concerns were echoed by Dadaab MP Mohamed Daliye who asked the government to reconsider the directive. But while speaking during this week’s briefings by cabinet secretaries, Mr Lenku reiterated his order and said those found

outside Kakuma and Dadaab which are the designated camps for refugees will be apprehended. “We are telling refugees to obey the order and restrict themselves to both Kakuma and Dadaab which are the designated camps,” he said. The two camps are homes to more than half a million refugees in Kenya mainly from South Sudan and Somalia. The order was instigated by an attack on worshippers at a church in Likoni and the government has moved to seal loopholes that could allow the

influx of criminals among civilians. But Mr Edwards that while UNHCR understood the need to address security concerns and strengthen law enforcement, blanket measures which targeted people based on nationality or belonging to a group were discriminatory and usually ineffective, and were creating suffering for innocent people. “Refugees are as much at risk from insecurity as the wider population,” he said, calling for a solution that is sensitive to protection needs.

Commuters in a Kayole-bound matatu were treated to a free show after a female tout forcefully ejected a lady preacher who was preparing to give a sermon to the passengers yesterday. The Communications Commission of Kenya has reported growth in text message usage among Kenyan mobile subscribers. Users have sent more than 300 million texts in the past year to stand at 4.3 billion, up from 4 billion posted in

the previous quarter. The company’s announcement follows a move by the company its key competitor, Airtel, to acquire Essar Kenya’s yU Mobile assets through a joint proposal. Kenya’s Business Process Outsourcing (BPO) sector has the potential to generate Sh45 billion and 20,000 direct jobs by the end of the year. A report titled, ‘Seizing the Prize: Driving BPO Sector Growth in Kenya’ shows that BPO, which refers to cost saving by assigning a specific business task, has been identified as one of the six pillars of Vision 2030. The economic strategy seeks the achievement of middle-income status for all Kenyans in the next 16 years. Vision 2030 aims to make Kenya the top BPO destination in Africa. l Albany Associates Ltd research analyst, Patrick Gathatra says: “Kenya has no chance of becoming a Tier 1 provider because it lacks the scale to become a global player like India or Philipines.” He says the country’s strong ties with US and UK, which account for 60 per cent of the world’s BPO market, can help create employment in basic sales and customer care services. l Vision 2030 has predicted that India, China and the Philippines will be unable to meet the expanding global demand for labour required to produce BPO services and products. The shortage of 200,000 to 500,000 workers presents business opportunities for countries such as Kenya. l The report notes, however, that India produces 23 times as many graduates as Kenya each year.

Kenya is not ready for upgraded electric power grid, the World Bank and the International Monetary Fund have said. The institutions argue that the move to increase supply will mean more taxes for consumers. The lenders want Kenya to put on hold the energy and technology projects which should be complete by 2018. They said adding 5,000 megawatts to the national grid in the next five years will see supply exceed demand, forcing suppliers to recover costs by charging higher tariffs. “The costs of investments in generation capacity will have to be recovered through higher tariffs or government subsidies,” says a statement from the Kenya Poverty Reduction Strategy, a research report aimed at improving the livelihood for Kenyans.

Pilots of the largest airline in Europe, Lufthansa, have gone on a three-day strike The strike has been triggered by a dispute between the airline management and pilots over their retirement package. The pilots have demanded that the management reinstate a scheme that allows them to receive 60 per cent pay on retiring before the legal retirement age of 65. The airline has been forced to cancel 3,800 flights for April 2-4 that have affected 425,000 passengers. Lufthansa operates in 18 domestic and 197 international destinations in 78 countries across all continents.

It has a fleet of more than 280 aircraft. Analysts say a full threeday strike could cost the airline Sh3.6billion profits. The airline made Sh37.4 billion net profit last year. In 2010, Lufthansa pilots called a four-day strike over cost cuts. Though the strike was called off after a day, it resulted in the cancellation of around 2,000 flights that cost the airline Sh5.7billion in lost revenue. The pilots’ strike is the third to hit the industry in Germany within six weeks after industrial action by security staff and public sector workers.

The informal sector is still a key source of jobs in Kenya, but research shows job insecurity and poor working conditions drive the youth away. A study by Employment Survey 2014 released by Corporate Staffing Services (CSS) attributes the sector’s unpopularity to instability and uncertainty. “Though informal sector employment has been a key driver to employment, the sector jobs are precarious in nature,” the report reads in part. CSS polled 386 respondents and established that 34 per cent of Kenyans are un-employed, while 16.5 of the employed are casuals. Jobs are not formally secured

with the sector under little or no control from the government or authorities. Employers are not bound by labour laws and job insecurity is caused by workers lack of certainty of tomorrow. They cannot form or join unions to champion for their rights. The local human resource consulting and recruitment firm says weak social protection framework worsens the situation for the youth. Employers do not place workers in the social benefit schemes such as National Social Security Fund or National Health Insurance Fund. This black market job mainly involves physical encounter with machines and other

equipment. The weak safety and health standards demotivate workers because if they are injured, employers will simply replace them without caring whether they are taken to hospital. Hospital bills

remain a burden to workers and compensation for injuries are hardly paid. Wages do not often match work done. With inflation and subsequent tough economic times, savings are

difficult to come by and some workers live on borrowed money. The study recommends policies to address wages and labour issues at local level for higher productivity.

Tergat to sit on three IOC bodies The International Olympic Committee has appointed former world marathon record holder Paul Tergat to serve on three commissions. Tergat, elected last year to replace retired Kipchoge Keino at IOC, will serve in the Entourage, Press and International Relations Commissions for 2014, the body’s President Thomas Bach said on Wednesday. The Entourage Commission deals with relationship between athletes, coaches, managers, sponsors and other stakeholders. It supports athlete while the Press Commission is responsible for advising IOC and Organising Committees on the provision of the best working conditions for the world’s written and photographic press. The relations commission facilitates and promotes the relationship between the Olympic movement, particularly IOC and NOCs, governments and public authorities. Sitting volleyballers set for qualifiers Arm injury ends The Kenya men’s sitting volleyball team intensified training ahead of next week’s world championship qualifiers in Morocco.
