A new study says unless the banned terror group is defeated or severely weakened, the country will remain largely insecure due to threats posed by the organisation. until they are convinced that the Alshabaab have been defeated. US group warns over KDF mission in Somalia From Page 1 The US firm, which conducts research for global clients in sectors of energy, defense and security is adamant that Kenya could become attractive to investors with the current insecurity and rampant crime being experienced in the country. It warns that the country should expect more terrorist attacks which it says with have negative effects on the economy. “The insecurity will drive away investors and damage the economy,” HIS deputy head for Africa Gus Selassie said. Kimaiyo has revealed that investigations are focusing on people thought to be financiers and institutions where such transactions are carried out. Recent attacks in Likoni and Nairobi have swung the government into action against perceived sympathisers with the authorities ordering a crackdown on suspects. Only last week, more than 80 members of the Somali community were deported to Mogadishu in an ongoing Operation Usalama Watch. The operation seeks to get rid of aliens whom the government has blamed for an increase in terror activities. Statistics show that more than 126 civilians have been killed in terror related attacks, while more than 200 have been injured in the past one 12 months alone.

UN calls for dirty fuel use controls The United Nations has recommended a move away from carbon intensive fuels as the only way to mitigate climate change. A long-awaited report on how to curb climate change calls for a “massive shift” to renewable energy. In the study released in Berlin on Sunday, scientists agree that cutting carbon emissions to near zero by the end of the century is the only way to curb the threats posed by climate change. “That may be achievable, but it will take “substantial investments” in everything from planting more trees to replacing fossil fuels with low-carbon power sources like solar, wind and nuclear energy,” the report by the Intergovernmental Panel on Climate Change announced said. The panel which was set up to provide a clear scientific view on climate change and its impacts said natural gas is a key

bridge to move energy production away from oil and coal. The report paints a picture of a world with carbon emissions rising rapidly with about half of all the carbon that humans have pumped into the atmosphere since 1750 having been emitted in the last 40 years. Early last month, the UN warned of increased diseases, severe flooding and food shortages as some of the threats posed by climate change and called for measures to counter them. The Kenyan government has already formed a taskforce to develop a national policy and law to move and avert the crisis. Kenya is one of the countries that could be worst hit according to the report. And Cabinet Secretary Prof Judy Wakhungu has moved fast to institute the taskforce which she says will enhance coordination and implementation of adaptation measures.

Nacada to launch drugs testing for schools in May The national anti-drugs agency Nacada is planning to introduce test kits for secondary school students in its attempts to eradicate cases of drug abuse amongst the students. Nacada chairman John Mututho said this will help eliminate drug addiction among school goers. The plans will be implemented beginning next month when school re-open for the second term. He said the agency has discovered that students are resorting to dubious means to enable them abuse drugs without being detected. “We have information that some students are sneaking in cookies laced with drugs,” he said on Sunday while on an educational tour in Naivasha. He vowed to crack down on all the means being exploited by peddlers to supply drugs to students and warned of dire consequences to culprits. Mr Mututho also warned those selling unprescribed drugs saying they too contribute to drug abuse. He put pharmacists on notice that they risk being charged for selling drugs without doctors’ subscriptions.

Maasai leaders fault hiring of KWS rangers A group of Maasai leaders have protested the planned recruitment of 600 Kenya Wildlife Service rangers from the National Youth Service headquarters in Nairobi. The leaders, led by former TLB boss Hassan ole Kamwaro and youth leader Innocent Lekatoo, instead want the KWS to take the recruitment closer to the affected national parks to give opportunities to locals. Lekatoo said the move to do the recruitment in Nairobi is unfair and aimed at benefiting few people. “Why don’t they do it in these national parks and affected sanctuaries? They are doing it in Nairobi to enable some people recruit their people,” said Lekatoo. Kamwaro said the move is not wise and will disadvantage their people who cannot make it to the NYS headquarters in Ruaraka, Nairobi where the recruitment, which started today, ends on Thursday.

Four Vihiga County executive committee members have been sacked for abuse of office. Governor Moses Akaranga on Friday served sacking letters to The Elimanus Vototi (Education), Evans Kaiga (Finance), Johnson Khejeli (Public Service) and Newton Okhuya (Industrialisation and Tourism). The county assembly had recommended their removal two weeks ago Khejeli, who was a DC before his appointment to the County executive committee was accused of campaigning in Hamisi Constituency. County executives are banned by law from active politics. Kaiga is accused of making changes to the Appropriation Act without the knowledge of the county government. Okhuya allegedly interfered in the awarding of Majengo and Chavakali market stalls. Vototi is accused of procuring over 5,000 bags of bad maize and beans for the school feeding programme. He is also accused of issuing bursary forms that did not have serial numbers.

39 arrested after konshens’ show Jamaican dancehall artist, Konshens arrived in Kenya over the weekend and performed at the Guinness Evolution Party at the Kenya International Conference Centre on Saturday. The artist, officially known as Garfield Spence, delivered what fans are describing as an electrifying performance. This is the third time Konshens has travelled to Africa. The event, organised by True Blaq Entertainment, had a good turnout despite a series of muggings around the venue, where 39 people were arrested for various attacks. Konshens performed a number of hit dancehall songs such as “Pull up to mi Bumper”, “Walk and Wine” and “Bounce”, thrilling fans despite light showers at the event. This was the second time the dancehall artist performed in Kenya after his 2011 performance at the Sepetuka music festival.

Breakthrough as women get lab-grown genitals Four women with abnormal vaginas have been implanted with new private parts grown in the laboratory. The doctors also succeeded in ‘creating’ new nostrils for five skin cancer patients. The

doctors said they used a tissue sample and a biodegradable scaffold to grow the private parts in the right size and shape for each woman as well as being a tissue match. A report released by the

doctors and published on Lancet said that all the women reported a normal ‘desire, arousal, satisfaction and painless intercourse. The procedure was conducted by doctors at Wake Forest Baptist

medical Centre in North Carolina for the four teenage girls. The vaginas were grown in a bioreactor until they were suitable to be surgically implanted into the patients. “Truly I feel very for-

tunate because I have a normal life, completely normal,” said one of the women, who wished to remain anonymous. Dr Anthony Atala, director of the Institute for Regenerative Medicine at Wake Forest has

said that the process was a challenge but they finally succeded. “Really for the first time we’ve created a whole organ that was never there to start with, it was a challenge,” said Dr Atala.

Public universities set to raise tuition fees

2 Kenyans on business innovation awards list Two Kenyans are on the final shortlist of 10 contestants for this year’s Innovation Prize for Africa (IPA). IPA is an annual draw that honours and encourages innovative achievements that contribute to the development of new products. The project also enhances efficiency and saves cost in the development of the project. It targets technological breakthroughs in manufacturing, service sector, health and well-being, agriculture, agri-business, environment, energy and water. The two finalists are Daniel Gitau Thirau and Joshua Okello. Thirau has developed a domestic Waste Biogas System which utilises any material capable of rotting such as dirty water, food leftovers, vegetable and fruit peelings, instead of relying on animal waste to generate gas. Okello has created a low-cost mobile phone based antenatal diagnosis kit that captures foetal heart beat sounds and provides diagnosis which is sent to the mother through SMS. The awards ceremony will be held on May 5 in Abuja, Nigeria. The winner will receive Sh8.6 million for the best innovation based on marketability, originality, scalability, social impact and business potential.

Tuition fees for university degree courses are set for another increase starting this September. The Commission for the University Education (CUE) on Friday said the government will soon embark on a review of the charges in what will be the first such exercise for almost two decades. Those who will be enrolled in the colleges after September will pay higher tuition fees compared with the annual Sh26, 000 that has been in place since 1995. The University tuition plan has not been changed since the end of free university education in 1991 and the introduction of the students loans scheme under the Higher Education Loans Board (HELB) in 1995. Before the 1995 reforms, university education was catered for by the government until the reforms split the costs among the students and the universities in 1991. This plan was seconded by the Word Bank. Lecturers will also have salaries revised in tandem with the courses they handle. Lecturers in health science departments will earn higher than those in faculties of arts

and social sciences. David Some, the Commission’s Chief Executive, said the review was long overdue due to the absence of trustees to manage the University Fund which will charge university courses. Prof Some said the trustees will be revealed to the public in due course. He said the low tuition fees paid earlier were insufficient and affected the use of facilities because of the rising number of students from 62,677 students to 194,528 last year. The Government in conjunction with the World Bank in 2010, supported a study to double the amount of fees paid by students and an increase in the HELB loan interests. Education cabinet Secretary Prof Jacob Kaimenyi said the low tuition charges needed to be revised and called for the involvement of all stakeholders. Parallel programmes which were introduced in 1998 are also set to review their tuition fees which range from Sh150, 000 - 500,000 a year. Lecturers are also going to be paid differently and grants from government will be increased.

Machakos Governor Alfred Mutua Traffic police has blamed corrupt traffic police officers for road accidents. Mutua says the crooked officers are compromising the safety of passengers by taking bribes and turning a blind eye to traffic violations. “They allow vehicles to overload for little bribes hence jeopardising the lives of passengers,” he said. He was speaking at Kangundo Primary School in Machakos county during the funeral service for the 13 people killed in an accindent on the Masii-Tawa road two weeks ago. Mutua blamed police for letting the ill-fated matatu to operate even with sufficient evidence that it was un-roadworthy. He said his office will collaborate with the national government in a road safety.

Matatu owners cry foul over commuter bus plan Players in the transport sector have criticized intentions of the Nairobi County Government to introduce commuter buses. Matatu Welfare Association (MWA) say they read mischief in the announcement which was made a week ago saying the move is part of a wider plan to push them out of business. MWA chairman Dickson Mbugua said some business tycoons have colluded

with Governor Evans Kidero and Transport cabinet Secretary Michael Kamau to drive them out of the city center to pave way for the new commuter buses. It was announced that several buses currently allowed to enter the central business district will be restricted to particular bus stops outside of the CBD to pave way for the buses expected to ease traffic congestion in Nairobi.

But Mr Mbugua says his association will resist such attempt claiming individuals are out to benefit at the expense of the masses. “This is a huge plan by a group of rich individuals who want to introduce their own buses at the expense of commuters. They have roped in the Governor and the Transport minister but we will resist their attempts,” Mr Mbugua said over the weekend.

He was addressing his members in Nairobi. The county government insist that easing traffic congestion in the city requires an organized transport system for which plans are already underway to come up with a transport master plan for the city. The introduction of the commuter buses set for June this year will mark the beginning of implementation of the plans.

Kenya to attain middle income status in May Kenya will achieve the key middle-income economic status and become the continent’s fourth largest economy next month. This follows a government-led statistical review that is likely to increase the size of the economy by 20 per cent to about Sh4.32 trillion. If confirmed, the middle-income status will open doors for extra borrowing from international institutions. This in turn encourages further foreign direct investment, analysts say. Telecom groups, banks and food companies traditionally target new middle-income countries as key investment destinations. They provide employment and

development for the public in the process. The statistical review follows a move by the Nigerian government, where a similar exercise raised their Gross Domestic Product (GDP), by 89 per cent, making the country with the largest economy in Africa. GDP is commonly used as an indicator of economic health of a country. The ideal GDP for middle income nations is $1,036 (Sh89,600). “At that level, Kenya, a nation of more than 43m people, will enjoy a GDP per capita of more than $1,136 (Sh98,200), up from the current estimate of $943 (Sh81,500), and within the benchmark of $1,036 (Sh89,600) set by the World

Bank for middle-income nations,” says Financial Times analyst, Katrina Manson. The International Monetary Fund (IMF) says Kenya will become the fourth-largest economy in sub-Sahara Africa behind Nigeria, South Africa and Angola. “The East African country is already a regional heavyweight with a developing stock market heavily backed by foreign cash. It enjoys consistent domestic consumer-driven growth and prospects of a boost in the next few years from new oil and gas exploration should turn out to be commercially viable,” says Mason.

Japan power plan ushers in use of nuclear energy The Japanese government has approved an energy plan that backs the use of nuclear power. The approval comes against public anxiety after the Fukushima disaster, the crisis that was triggered by an earthquake. The disaster led to the destruction of three nuclear reactors. The plan reverses an earlier decision to phase out nuclear power in the country. The move comes days after the first Fukushima evacuees returned to their homes inside the exclusion zone. “We aim to opt for an energy supply system which is realistic, pragmatic and well balanced,” Japanese Trade and Industry Minister Toshimitsu Motegi said after the official announcement. Only 12 per cent of Kenyans are employed, a recent survey by research group, FinAccess shows. And 44.2 per cent of the population rely on agriculture as the main source of livelihood. About 18.6 per cent depend on others for financial support as the remaining 15.6 per cent run personal enterprises. The survey reveals that the group with the highest mean income is the employed, with an average salary of Sh7,958 per month. The rest have an average monthly income of about Sh3,000. About 0.8 per cent of working Kenyans make over Sh100,000 a month as 1.3 per cent earn between Sh50,000 and Sh100,000.

nuclear power in Kenya has made the proposal a viable plan. The project is expected to improve the country’s power systems. In 2012, NEPC became the Kenya Nuclear Electricity Board (KNEB) which is developing nuclear energy and forming an independent regulatory body to

enforce safety measures for the industry. The Board is making steps to ensure the public is educated on the benefits and technical aspects of nuclear energy. The new source is expected to bring down the cost of electricity and reduce frequent blackouts.

Another 6.4 per cent make between Sh20,000 and Sh50,000 a month, while 9.9 per cent earn between Sh10,000 and Sh20,000 over the same period. Close to 77.7 Kenyans make less than Sh10,000 a month. FinAccess says 3.9 per cent of Kenyans earn nothing at all. Meanwhile, 18.6 per cent make less than Sh1,000 a month. Despite the worrying numbers, Kenya is set to achieve the key middle-income economic status in May 2014, following a move by the government to increase the size of the economy by 20 per cent. This has prompted increased investment opportunities that will create thousands of jobs for locals.

Eldoret seed firm meets small farmers demands Jayne Leakey has seen her business grow from a small enterprise to a network of small holder farmers with funding worth millions of shillings. The Kenyan seed distributor saw a need for her product in the Kenyan market and decided to make the most of what she had. “Smallholder farmers are largely an untapped, underserved market,” says Leakey, the

director of Leldet Seed Company, who got into the business out of frustration for lack of quality seed varieties for her own farm. The cost and scarcity of good seed in Kenya has held back many smallscale farmers from in achieving high yields, and them in trying out new crops. Now they are getting involved in top quality seed production, which has been opening doors for

agropreneurs to experiment with new and more lucrative crops. Leldet Seed Company in Nakuru is one of the groups now leading the way in providing seed options to farmers. The company is registratering and packaging under-utilised seed varieties for farmers to try out. As a private company with a 750 hectare farm, Leldet has drawn on help from international organisations

and research institutions to help more than 5,000 farmers access improved seeds at affordable prices. Farmers have shied away from purchasing quality seeds due to the prohibitive charges and the bulk packaging. With a grant from the Alliance for a Green Revolution in Africa (AGRA), Leakey managed to pay a fee of close to Sh173,000 to take an

improved crop variety to the national trials of the Kenya Plant Health Inspectorate Services, required before she could be allowed to distribute the seeds. Leakey has so far conducted 600 demonstrations across Kenya, showcasing at least five varieties planted per site. An estimated 21,000 farmers have visited the demonstrations since she began them in 2008.

SA retailer to set up shop in Kenya South African retail giant, Massmart has opted to set up its branded stores in Kenya after the collapse of its bid to acquire a majority stake in Naivas Supermarkets, says market research group, African Alliance Securities. The retailer said it had abandoned quest for the 51 per cent share of Naivas after a family feud derailed the takeover. Massmart, owned by global retailer, Wal-Mart, said it would concentrate on opening its “Game store” by the end of this year at the upcoming Garden City Mall on the Thika Superhighway.

Three new firms join Kenya mobile Three firms have been issued with Mobile Virtual Network Operator (MVNO) licenses. They are Finserve Africa, a subsidiary of Equity Bank, Mobile Pay Limited, owned by Tangaza Money, and Zioncell Kenya. An MVNO license enables an entity to offer services such as customer registration, SIM card issuance, billing and customer care to end users without holding a spectrum license. African Alliance said the three firms can use existing infrastructure of the mobile operators at a fee.

The automobile and accessories company has said setting up new retail outlets and a new subsidiary in Burundi increased its operating expenses by 18 percent. Despite an increase in its net income for the year ending December 2013 to Sh401 million from Sh188 million, its turnover reduced by 1 per cent, which according to market analysts from stock watchers, ICEA Lion, is as a result of reduction in sales to the government and major companies. The analysts believe that the fall has caused the share price to dwindle.

In US, a number of teenagers killed themselves because of the insensitive acts of bullies in the cyberspace. In October 2013, a teenager from Florida, USA, was charged with the fatal cyberbullying of a 12-yearold, Rebecca Sedwick.

Rebecca jumped from a concrete silo tower to her death on September 9. In Italy a girl who called herself Amnesia turned to Ask.com to find advice on how to deal with breakup pain but was bullied and tormented. She later jumped to her death from a highrise building in February.

The saddest part is that the targets rarely report the issue to authorities or seek help. They suffer in silence with no clue at to how to deal with it. When they are pushed to the wall and can’t take it anymore, they resort to unconventional actions. These include segregating themselves from the world, taking their lives or hunting

down the bullies for revenge. All the reactions lead to tragedies that would have been avoided. Cyber-bullying was initially confined to the West, but it is slowly creeping into tKenya. During the Tusker Project Fame show last year, a host, Joey Muthengi, was subjected to absurd humiliation

and harassment via twitter by people who didn’t like her. She was so scared that she ended up quitting the site. Although stringent measures are being taken to stop cyber bullying, the moves are yet to bear fruits. As long as technology keeps on advancing, the risks grow in tandem.

This is when one wakes up in an unknown bed or floor wearing last night’s clothes—or worse, nothing at all— and they have to walk past strangers and friends who give them knowing glances; that kind of look

that says “I know what you were up to last night.” The walk of shame usually occurs after a night of drinking, whereby one wakes up without a recollection of what transpired the night before. Victims turn sideways to see someone they do not know sleeping next to them. Clearly, they were “chips fungwad,” as many a youth

will tell you. They try to familiarise themselves with the surroundings but to no avail. They get up slowly, try to locate their belongings such as mobile phones, clothes and shoes. All this is done quietly lest they wake up the one on their side. If this happens, it may turn into one monstrously awkward moment. The

infamous walk of shame then begins. As much as many try to walk with pride and dignity on the walk, it never works. Why? Because when leaving a stranger’s house, chances are your hair will not be combed. Since it was a night of binge drinking, one reeks of alcohol while the clothes are thoroughly messed up.

Boarding school nightmares For many parents, sending children to boarding schools is seen as a way of providing a better education. The argument being that distractions that would keep them away from their books are limited. But many of the schools have poor facilities with no safety preparedness measures. In addition, a number of the schools exercise a tyrannical mode of administration. Adjusting to life away from parents is also generally hard for the children, most of whom end up feeling desserted . “They dump you there and forget about you. They don’t show up on visiting days or academic meetings but expect you to excel. My parents rarely paid me a visit. I was always broke and desperate,” said Louisa Mutua. This happens to many children in boarding schools.

In some schools where teachers are harsh, children find it difficult to express themselves for fear of being flogged or ridiculed. “My high school teachers were hostile.They hit us all the time with bamboo sticks or water pipes at the slightest mistake,” says Sylvia Awino. “It was so bad that at some point I completely withdrew to myself,” she said. Imprisoned from society and wrapped up in a world they can barely define, the need to relate catapults them out of control. Some develop strange ways of relating with peers and may end up in alcohol or substance abuse. The adolescent stage exposes teenagers to experimenting on many things especially after they become aware of their sexual feelings. And being locked up in a same gender school does not help and unusual relationships quickly develop.

Homosexuality is secretly nurtured in such settings. A teacher from a prominent boys’ high school in Nyanza says lack of proper

school amenities such as showers and beds can lead to homosexuality. “The students shower together and some sleep in the same bed,” said

John Mwasia. “This one of the biggest causes of unconventional sexual relationships among students of the same gender.”

Who should call after the first date?

After the first date, the tough question to deal with is who should call or text the other first? Is it him or her? “The man should always call first,” says 26-year-old Judy Mulonzi. “He should check up on her to see if she reached home safe.” Mulonzi’s sentiments are shared by Barry Oyier, a self-proclaimed ladies’ man, who believes it’s a sign of strength of the man to call first. “A man should call first after a date so that he can either ask the lady out again or let her off easily. However, it is not everyone, who believes that it’s entirely a man’s responsibility to make the call. Agnes Ngina says waiting around for someone whose company you have enjoyed is ‘old school’. “If I liked you I will call, it does not matter who calls first,” she said. Habakuk Mutiso has a different point of view and says that the lady should make the call as a sign of gratitude. . “The lady should always call first to thank the man. She ate, had a wonderful time and the man paid took care of bill. So the least she can do is call first and say thank you.”

Powell accepts doping ban Former world 100m champion Asafa Powell has accepted to serve the 
18 months non competing ban by a Jamaican anti-doping disciplinary panel following a doping offence last year. The verdict means Powell cannot compete until 20 December, at the earliest. The news comes as fellow Jamaican sprinter and training partner, Sherone Simpson, tested positive for the same banned stimulant - oxilofrine - just two days ago. Simpson was also banned from athletics for 18 months and another Jamaican athlete, Allison Randall was banned for two years after testing positive for a prohibited diuretic drug. Earlier in the year in January, Powell had testified that his Canadian physical trainer Chris Xuereb provided the athlete with nine supplements and one of which contained the banned drug - oxilofrine. “There is nothing that can be done but accepting the consequences,the damage has already been done,” he said

The CAR executive in charge of women’s rugby Gifty Annan announced that the two finalists will be invited to the qualifiers for the IRB World Sevens Series next season. The qualification will take place in September. Kenya will be taking part for the very first time.

AFC to name Ali assistant coach Former Ulinzi stars head coach Salim Ali is set to take over as AFC Leopards assistant coach this week. Ali, who resigned at Ulinzi two weeks ago, will link up with the team on Tuesday at the club’s training ground (KTTC) Kabete. His appointment is subject to approval by the AFC Leopards top brass who are in hunt for a coach after the sacking of James Nandwa. According to secretary general George Aladwa, the club is looking for a coach “who will help the club post positive results and help instill discipline within the playing unit.” “We want someone who will help tame the boys and maximize the

potential in them,” said Aladwa. “We have so much talent at AFC Leopards and this needs a high profile coach and assistant.” With the team languishing in 10th position in the Kenyan Premier League table, Aladwa says a big announcement is coming soon. “We are talking to different coaches and by the end of this week; we shall be making an announcement of the person who will steer us back to the glory days. We want Ali and the incoming coach to bring in a new sense of belief in the squad and get us back to winning ways.” Nandwa won four matches out of the 14 competitive matches he guided the team in 2014, he was replaced by goal keeper trainer Washington Muhanji who is on interim basis. In his match, Muhanji held the team to a barren draw against Nairobi City Stars at the Mumias Sports complex on Saturday.
